Objective As mines become safer and disasters fewer, a time may come when no employees in the mining industry have any practical experience in managing a mine emergency. To fill an emerging gap in mine emergency response training, a multidisciplinary team of researchers and computer programmers from the NIOSH Pittsburgh Research Laboratory has developed an intervention for mining personnel who would be in leadership positions in the command center during emergencies. It is called MERITS, a computer-based emergency simulation exercise. MERITS is short for "Mine Emergency Response Interactive Training Simulation." It provides trainees an opportunity to gain command center experience during a simulated underground coal mine emergency. MERITS allows trainees to practice information gathering, situation assessment, decision-making, and coordination skills without risk to personnel or property. Individuals representing mine emergency response personnel, various State safety officials, and private mine management from three States have participated in MERITS training. What Is MERITS? MERITS is an extension of previous work that compiled a knowledge base relevant to mine disaster management via interviews, analysis of literature, reviews of past events, and observations of mock mine disasters. Findings from prior research found a need for an alternative method of command center training. This new computer simulation is being used to train emergency command center personnel to effectively manage an underground mine fire. Modeled after training simulations developed for other industries (e.g., to address nuclear accidents, chemical spills, evacuations, etc.), MERITS simulates underground and surface events related to the disaster. It exposes the user to events that typically occur during a mine emergency, such as lack of information and miscommunication. It also presents trainees with issues that must be addressed, such as making provisions for briefing news media and victims' families, ordering needed supplies, interfacing with Government enforcement agencies, and housing mine rescue teams. The outcome of the scenario is determined by the users' decisions and their emergency response plans. Field Results Field testing of MERITS was conducted with eight full-day training sessions at four different locations in Colorado, Pennsylvania, and West Virginia. These field tests benefited from the knowledge and experience of State of Pennsylvania inspection officials, representatives of the United Mine Workers of America(UMWA), and private mine management who served as trainees for the MERITS training sessions. Trainees self-reported an average of20 years of work experience in the mining industry. All trainees had participated in Mine Emergency Response Development (MERD) training exercises, and many had been involved in real mine emergencies. Trainee evaluation of the MERITS program is summarized below: •Twenty-six of the 27 trainees believed that the MERITS simulation helped them know how to prepare for a real emergency. •Twenty-five of the 27 trainees believed that the storyline for the MERITS simulation was either "very realistic" or "realistic." •All 27 trainees believed that the MERITS simulation helped them learn how to better handle a real emergency. •None of the 27 trainees stated that they were bored during the simulation. After the initial field tests, MERITS was refined and retested during training sessions for individuals from State agencies, the UMWA, and private industry. Mining personnel from underground coal and underground stone mines participated and responded positively to the learning experience. The number of petroleum refineries in the United States decreased during 1948 from 390 to 375, continuing the trend to fewer units of larger individual capacity that has persisted since the peak in number of plants was recorded on January 1 , 1936. Large - scale construction of new processing facilities continued through 1948 with a resultant gain in daily crude-oil throughput capacity of installed equipment from 6,034,252 barrels on January 1 , 1948 to 6,438,995 barrels on January 1 , 1949. The capacity of the average refinery to process crude oil therefore increased during 1948 from 15,472 barrels daily to 17,171 . The principal areas of expansion of facilities were the strategic seaboard districts of the Texas and Louisiana Gulf Coast and the East Coast , and the important Indiana , Illinois , Kentucky, etc. , district that supplies markets in the upper Middle West region . These four districts accounted for 79 percent of the total new capacity added in the United States in 1948. The relatively small petroleum- refining industry of the Other Rocky Mountain district experienced a vigorous expansion in 1948 that will continue during 1949 . Capacity building on January 1, 1949 , amounting to 341,500 barrels daily, was 25,750 barrels lower than the comparable total on January 1 , 1948, but was the second highest on record . Lead-silver deposits in the Omilak area, on the western slopes of the Darby Mountains, Seward Peninsula, Alaska, were investigated by the Bureau of Mines, during the 1953 and 1954 field seasons, as a part of the U.S. Department of Interior's continuing program for the development of Alaska's resources. The Omilak area was the scene of early day prospecting and mining activity. The Omilak mine, which operated from 1881 to 1890, was the second producing lode mine in Alaska; the first was a small gold mine near Sitka. Several hundred tons of ore were produced at the Omilak mina; as an indication of grade, 41 tons shipped from Omilak in 1889 contained 75 percent lead and 142 ounces of silver per ton. A prominent, nearby occurrence of lead-silver minerals, found but not explored during this period, has since become known as the Foster prospect. Subsequent exploration of this prospect revealed an abundance of massive galena occurring on an outcrop and as float scattered through limestone talus. Evidence of lead deposition, together with the generally high silver content of lead ores previously shipped from the district, indicated that deposits might be found which would be commercially valuable even in this remote area. To investigate the possibility, the Bureau of Mines made a reconnaissance of the Omilak area and did bulldozer trenching, diamond core drilling, and sampling at the roster prospect. Data resulting from the investigation are presented in detail in this report and are summarized in the following paragraphs.

Expansion in total capacity of the natural-gasoline industry.to produce light products continued in 1944 and 1945. The average rate of gain, however, was reduced to about 6 percent annually from over 9 percent in the preceding 4-year period. New facilities at cycle plants again accounted for most of the increase in productive capacity. Between January 1, 1944, and January 1, 1946, the number of cycle plants increased from 32 to 37 and their total capacity from 3,278 thousand gallons daily to 4,848 thousand (48 percent). Capacity of all other plants in the industry increased in the same period from 12,735 thousand gallons daily to 13,080 thousand, or only 3 percent. The capacity of the average plant increased to 28,600 gallons a day from 24,400 gallons on January 1, 1944, continuing the established trend. The average capacity of cycle plants increased to 131,000 gallons a day from 102,400 gallons, and the average capacity of all other natural-gasoline plants increased to 22,200 gallons a day from 20,400 gallons. Although the number of plants increased in only three States in the 2-year period (Texas, Okla- homa, and Arkansas), the total capacity of plants increased in eight States. A further decline of 29 reduced the total number of plants to 626 on January 1, 1946. Compared with 10 years earlier, gasoline plants were more numerous in only 4 States: Texas (48 more), New Mexico (7 more), Arkansas (2 more), and Louisiana (1 more). The largest declines, in order, were in Oklahoma, Illinois, Pennsylvania, West Virginia, and California. The number of plants with fractionating equipment for separating the liquefied gases from heavier fractions was 202 on January 1, 1946 and 182 2 years earlier. The principal changes in number and capacity of shut-down plants were an increase in Texas and a decrease in California. Shut-down natural-gaso- line plants are usually among the smallest units in their vicinity.

"SummaryAs part of an effort.to understand the mechanics of fine fragment formation in coal, which is important in studies of respirable dust due to mining, fracture toughness measurements and the strain energy density (SEO) theory were applied to calculate the crush zone size under a cutting tool in coal. This · zone is the major source of fine fragments in the 1 to 10 µm size range. The model used in these calculations is a boundary element program containing a failure criterion based on the SEO theory. The boundary element program calculates linear elastic stresses at numerous points in the coal material ahead of a cutting bit. These stresses arc then input to a subroutine called critical ftaw length and orientation (CFLO) which uses the SED theory to determine the CFLO for a small crack at the boundary element stress computation point. The extent of crushing is based on earlier postulates about . the role of inherent flaws in a fragmentation process. To form 1 to 10 µm fragments requires firstly a local stress strong enough to activate flaws with a characteristic length less than 1 to 10 µm and secondly, a flaw density sufficient to provide an average spacing between flaws also on the order of 1 to 10 µm. The locus of active lO µm ftaws represents the maximum possible extent of fine fragmentation in the 10 µm or less size range assuming that a sufficient inherent flaw density exists. The approach offers a first order approximation to the extent of crushing under a tool tip. The size and shape of the crush zone volume is affected by the attack angle and geometry of the tool.IntroductionFine fragment generation in the 1 to 10 µm size range under the action of a generic coal cutting tool may be explained on the basis of fracture mechanics which suggests two major sources of fine fragments: first in a crush zone near the tool tip and second by shear fracturing. along major macrocrack surfaces (Zipf and Bieniawski, 1988a). In this paper, fracture toughness measurements and the strain energy density theory are used to calculate the crush zone size. This zone represents the major source of fine fragments in the 1 to 10 µm size range and understanding the mechanical factors controlling its size represents a first step toward using fracture mechanics to characterize the ·tendency of various coals to produce undesirable fine fragments."

This report describes in detail a unique occurrence of fersmite, (Ca, Ce, Na) (Cb, Ti, Fe, Al)2 (0, OH, F)6, which occurs as small anhedral inclusions and intergrowths with a tantalum-free columbite found in the metamorphic complexes of Ravalli County, Mont. Chemical and crystallographic data along with the physical and optical properties agree in general with those given in the original description of fersmite from the Ural Mountains of Russia. X-ray diffraction data not given in the original description and more specific optical data have been determined. The Montana fersmite, now established as the second occurrence of this rare calcium-columbate mineral, was discovered during a routine Bureau of Mines mineralogical examination of a prospector's sample.

Ere Mexican Federal Government is supreme in mining legislation because, among other reasons, a large part of the revenue of the Government must come from the fiscal control of the mines. All circulars, decrees, and rulings that affect the mines not only have their origin in the Central Government but are administered thereby. SUMMARY The objective of this program was to develop a system to extinguish coal mine fires by remote sealing of the underground passageways. The system developed had to be versatile enough to function under a wide range of operating conditions, including large variations in passageway geometry, depth of mine, water conditions, both in the mine and at the surface, and rubble in the mine passage. The system developed had to include instrumentation for the remote probing of the passageway prior to sealing, a system for sealing the mine passages, and instrumentation for remote monitoring of the quality of the seal during and after construction. These objectives were successfully achieved during this program. The remote mine sealing capability of the system was satisfactc rely demonstrated in a field test conducted at the Eastern Associated Coal Corporation Federal No. 1 Mine in Grant Town, West Virginia. The remote sealing consists of: (1) A sonar initial probing system which can operate satisfactorily even in the presence of dense smoke. The system is capable of determining both the local passageway geometry, identifying the presence of cribs and other obstructions, and the position of the borehole in the mine passage. (2) A mine sealing material system which utilizes fly ash for making the complete seal or as a bulk filler in conjunction with a urethane, froth foam, seal topping system. The choice of using fly ash alone or fly ash with foam topping depends on a number of factors, such as quality of seal desired, time available per seal, depth of borehole, passageway geometry, and water holding require¬ment. The sample of ore on which the work described in this paper was done came from Mina Oriente, Carrizal Bajo, Provincia de Atacama, Chile, South America, and was sent at the request of the Chil.ean Government through the Foreign Minerals Division of the Bureau of Mines. This ore had been tested locally for treatment by flotation and cyanidation without satisfactory results. An additional difficulty was the absence of water near the ore deposits, so that in any treatment method considered the water requirements would have to be very low. It was desired to develop a practical method of recovering the gold and, if possible, the copper in the area. No data of previous investigations were made available. The sample received was mostly quartz, highly brecciated, with limonite and hematite in the fractures. Copper occurred as malachite and azurite, also in the fracture s and to a slight extent as a stain in the quartz. Some fine-grained pyrite with a little arsenopyrite occurred within the quartz. An occasional grain of chalcopyrite was observed. No free gold was seen during examinations of the ore, but amalgamation indicated that some was present.

The modified perchloric--EDTA method devised by the Bureau of Mines for the determination of copper in high-grade samples gives results that are more precise and more accurate than those from the classical sulfuric-iodometric method. Although the perchloric--EDTA method is more costly than the conventional method, the savings in time alone largely offsets this difference. Specifically, the modifications wade in the more conventional procedure comprise (1) use of perchloric acid instead of sulfuric acid for dissolution of copper minerals, (2) precipitation of copper as copper sulfide from dilute perchloric acid solution, (3) wet oxidation and dissolution of the precipitated copper sulfide, (4) use of larger amounts of indicator than those employed in the Schwarzenbach method of titrating low-tenor copper solutions with disodium ethylenedinitri10-tetraacetate and murexide indicator, and (5) use of refrigeration to partially stabilize aqueous solutions of the indicator.

INTRODUCTION In his report,3 Mr. Curren states that the source of his information was the Director of Mines of the Greek Ministry of National Economy and the Mining Code of Greece, which was, compiled from existing laws in 1929,4 and which has since been modified by several acts of Parliament.

"INTRODUCTION The largest known deposits of ilmenite and rutile in Virginia are in Amherst and Nelson Counties. Other deposits occur in the State, but their extent is not known. One of the most promising of the latter is the deposit in Roanoke County on the T. M. Bush and the H. L. Hutchins property near Roanoke. A geophysical survey was made of the deposit, followed by core drilling. In April and May 1946, four holes were drilled, totaling 822 linear feet.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. This report contains heat-content values for hexagonal crystalline germanium dioxide between 298.15° and 1,350° K., and for germanium dioxide glass between 298.15° and 1,800° K. experimentally determined by the Federal Bureau of Mines. No similar data for these substances are to be found in the literature. The heat-content and corresponding entropy-increment data are presented both in tabular form and by equations. Free energy of formation values are estimated for germanium dioxide glass at 298.15° and 1,800° K.

The jig men of the Tri-State (Joplin-Miami) zinc district complain about the flakiness of their mill feed. They believe that the flakiness of the composite grains of gangue and mineral are to blame for losses of zinc; that is, that the flaky grains in the jig tailings have higher zinc tenor than the cubical grains. Although the evidence which follows contradicts this belief, no effort is made to give a final and conclusive answer. On the other hand, there is outlined a positive and mechanical method which the operator may use to pursue this and similar investigations. DISCUSSION OF SCREENING METHOD Hand-sorting is obviously not satisfactory for separating cubical grains from flaky grains because the personal influence can not be removed. Screens, however, may be used with success. A set of each of two types of screens is required; namely, the square-hole type and the rectangular (rectang, oblong) type. The square-hole screens must be of the double Tyler scale; that is, the order of the sieves should be after the fourth root of two instead of the customary square root of two; close sizing is important. The size of the rectang screens may be selected by trials so that a part of the material already closely sized on the square-hole screens, will pass the oblong holes. Obviously, the cubical grains will remain on the rectang and the flaky grains will pass through. Hence the mode of operation is to screen first on square-hole screens and then split the products on the oblong-hole screens.

"In the Spring of 1919, the Industrial Commission of Utah undertook the assembling of safety orders covering metal mining operations Just at that time there appeared several articles in the mining papers advocating the licensing of hoisting engineers, so this subject was given careful consideration,The licensing of hoisting engineers means that they must pass an examination covering the mechanical features of hoists and boilers, and must have a certain amount of experience. This undoubtedly serves to get a class of hoisting engineers that are better informed about the mechanical operation and theoretical considerations in hoisting and the only room for argument against it is that it is difficult to give an examination that will determine whether or not a man is a competent hoisting engineer.A man might pass an excellent examination yet be absolutely unqualified to operate a hoist and the judgment of the mine super- intelligent would have to be depended upon to choose the right man from among those who were licensed. This difficulty of properly determining, by ordinary examination, a man's qualifications to run a hoist caused the idea of licensing' in the ordinary sense of the word to be abandoned; but, as there was no question that a hoisting engineer should be physically fit, it was decided to require a medical examination, and at the same time to require the hoist engineer to state his experience, so the State would better knowledge of his general qualifications.The orders covering the question were therefore issued as follows;"

A nomographical approach is proposed as a fast, easy-to-use, and reason- ably accurate method for estimating expected discounted cash flow (DCF) rate of return and payout time for onshore development drilling and oil production. All costs pertaining to drilling, completing, and equipping development wells, annual expenses of operation, maintenance, and taxes incurred in producing properties, and crude oil prices were considered in developing the nomographs. This report briefly outlines the origin, derivation, and use of the nomographs.

Low-temperature adiabatic heat-capacity determinations were made by the Bureau of Mines in the temperature range from 5 to 300 K for the two crystalline modifications of zinc sulfide, sphalerite (ß) and wurtzite (a). The entropy at 298.15 K of sphalerite was evaluated as l4.02±0.04 cal/deg mole and wurtzite, l4.06±0.04 cal/deg mole.

An inusual job in controlling a gas well was executed on No. 1 well, Inland Oil and Refining Co., situated on the Alkali Butte structure, Freemont County, Wyoming. The work was done by the company in cooperation with the . S. Bureau of Minos, and resulted in a fuel saving of $5,000 in one season and of a repair job estimated at $15,000, or a total of $21,000. The woll had an open flow of 6,000,000 cubic feet of gas per day with a rock pressure of 560 pounds per square inch. A string of 6-1/4 inch casing with a toothed shoe was set on the cap rock above the gas sand at 2181 feet. Then the well was shut in, the gas worked out around both the 6-1/4 inch and 6-1/4 inch strings, breaking through the ground surface at several points under the derrick. Casing troubles encountered while drilling made it unsafe to attempt Coving the 6-1/4 inch string. Moreover, it was important from the standpoint of good management to make the gas from this well immediately available for fuel in other operations and, in addition, to save the gas from wasting. An ordinary mudding and cementing job would have necessitated sitting down this well for probably two months out of a very short operating season. For these rousons it was determined to mud the well, if possible, between the 6 and 8 inch strings by pumping mud fluid through the connection from the gas clamps. The gas clamps used wore of ordinary construction with a side outlet, making them equivalent to a Braden-hoad. When the mud fluid was pumped through the gas clamp into the space between the two strings, it began to appear inside the 6-1/4 inch string. It apparently entered the well either around the toothed shoe or through a "line sawed" leak in the string and was blown out of the well as fast as it was pumped in. In order to stop the leaks, about a half a gunny sack of finely chopped bull ropa was fed with the mud between the casings as before. The hemp gathered around the valves of the mud pump to some extent, and it also stuck in the casing-head fittings a few times. An obstruction in the casing- head would be removed by permitting the woll to "blow back" for a few seconds, and one in the pump valves, by removing the valves when necessary. In two days' time sufficient hemp and mud had been pumped into these strings to kill external and internal pressure. The wall was shut in and allowed to stand over night. Owing to the daily exposures of uranium mining personnel to 222Rn daughters, a device is needed that will continually monitor individual exposure. Such a device has been built and tested by the Bureau of Mines and is known as a radon daughter dosimeter. This is an electronic instrument using a solid-state detector and circuitry. The concept of the instrument, which is a personal device worn throughout the working shift, is to evaluate an individual's cumulative exposure to airborne radon progeny, expressed in units of working level hours. Since the instrument is in close proximity to the miner and measures continual exposure, it avoids the errors caused by the present technique of spot checking of the environment and provides a more accurate account of total cumulative exposure.
