Underground coal mining is hazardous due to changing geological conditions. One geophysical method showing promise for in-seam hazard detection is ground-penetrating radar (GPR). The Bureau of Mines recently completed preliminary studies to demonstrate the feasibility of using GPR for in-seam hazard detection. Investigations included air and coal tests for the purpose of checking equipment accuracy, coal penetration, and other factors such as the effects of receiver orientation. Further investigations involved using both a short pulse and a new prototype synthetic-pulse system to locate a clay vein in a coal seam using trans-illumination. Data were gathered on multiple travel paths, and a back projection processing technique was then used to create a tomographic image using the calculated velocities. A computer model of the same coal seam was subsequently processed using the same tomographic tech-nique, and the results were compared with those of the actual data. Analysis of the tomographic images shows the presence of the clay vein, although its boundaries are unclear due to the tomography method used. Results of these preliminary studies show that GPR is feasible for use in in-seam hazard detection and point the direction that future research should take. A need has been shown for research involving more sophisticated tomography techniques, transmission studies on thicker coal seams, and reflection studies using the synthetic-pulse system.

In 1989, the u.s. Bureau of Mines initiated a contract to gather engineering, operating, and environmental cost data for 1988 for 30 major foreign primary copper smelters in market economy countries. Data were collected for 29 of the designated smelters together with information on applicable environmental regulations. Materials balance data obtained were used with available data for the eight U.S. smelters to determine the approximate extent of copper smelter sulfur emission control in 1988. A broad characterization of the status of sulfur emission control regulation was made. The 37 U.S. and foreign smelters represented roughly 73.2% of world and 89.3% of market economy primary copper production in 1988. The 29 non-U.S. smelters attained 55.3% control of their input sulfur in 1988. Combined with the 90.4% control of U.S. smelters, an aggregate 63.4% sulfur control existed. Roughly 1,951,100 mt of sulfur was emitted from the 37 market economy smelters in 1988. Identifiable SO2 control regulations covered 72.4% of the 29 foreign smelters, representing 66.5% of smelting capacity. Including U.S. smelters, 78.4% of the major market economy smelters were regulated, representing 73.1 % of smelting capacity. Significant changes since 1988 that may increase sulfur emission control are noted.

This report describes the development, construction and testing of a hydrogen-fueled underground mining vehicle. A hydrogen burning engine and a hydride fuel system, both previously developed, were installed on a modified utility vehicle, together with the necessary controls. In tests and in actual use, the vehicle performance in terms of speed, acceleration, and gradeability exceeded that of the standard, unmodified vehicle.

The record of fatalities from mine explosions in the United States during the fiscal years 1934 to 1937 wars the best in the history of the mining industry; that for the fiscal year 1939, however, is not so favorable, since nearly as many men (170) were killed by explosions in 1938 as were killed during all of the previous 4 years (182). In spite of the large increase in fatalities from explosions during 1938, the average for the past 5 year period (70.4) is less than one-half the average (13) of the preceding 5 year period. The reasons for the large increase in the number of explosion fatalities during the 7 past year as compared with the previous 4 year are not entirely clear; it is: evident, however, that in some instances there has been laxity in the enforcement of State minim laws, and also that come of our coal-mining people, including workers and operating officials, have failed to carry out tine known precautionary measures to prevent explosions.

This U.S. Bureau of Mines report summarizes common obstacles found when attempting to implement health and safety strategies in small mines and small businesses in general industry. Recently, the U.S. Mine Safety and Health Administration focused much of its attention on addressing health and safety issues at small mines. Some of the more innovative interventions practiced by small businesses in general industry are discussed for consideration of their applicability to the mining industry. The most effective intervention strategy that was developed for small businesses is the Occupational Safety and Health Administration Consultative Program. The details of this program and other intervention strategies used by small mines and small businesses are presented.

The Bureau of Mines examined the wellbore of a vertical gas drainage well in the Mary Lee coalbed to determine the results of specific completion procedures in coal. A jet-slotting tool was used to cut four vertical slots through the casing about 1 ft below the coalbed. Even though stimulation treatment pressure was excessive, hydraulically induced channels were contained entirely within the target coal zone. Sand-filled, induced channels were horizontal, inclined, and vertical, and were propagated in directions similar to bedding planes, rock joint, and coal cleat directions measured in the mine. Variable gas flow rates, recorded during the productive life of the well, were attributed to chronic downhole pump malfunction and the slotted casing below the production zone.

The results of a laboratory research program aimed at the development of a water jet assisted drag bit cutting system for coal mine applications are presented. Two types of drag bits, a conical and a plow bit, were tested in a hard sandstone rock with jet pressures of up to 20,000 psi. Jet locations investigated were in-front and behind the bit. For each jet mounting location, three jet impingement distances with respect to bit tip were tested. The closest jet impingement location to bit tip was found most effective, providing the greatest force reductions on the bit. Overall, significant bit force reductions up to 50 percent were obtained with jet assist. Also observed was a drastic reduction in airborne dust when jets were employed.

National Institute for Occupational Safety and Health method 7703 is a portable field procedure for the analysis of workplace air filter samples for hexavalent chromium (CrVI) content immediately after the samples are collected. The field method prescribes CrVI extraction from air filter samples with an ammonium sulfate/ammonium hydroxide extraction buffer using ultrasonic extraction (UE). Strong anion-exchange solidphase extraction (SAE-SPE) is then used to separate CrVI from trivalent chromium and other interferences. Portable spectrophotometric measurement of CrVI is then conducted using the 1,5-diphenylcarbazide (DPC) method. However, it has been found that the ammonium extraction buffer does not dequately bring insoluble CrVI compounds into solution during the UE process. Thus, it was deemed necessary to modify the field method so that it would provide acceptable recoveries for insoluble CrVI compounds. To this end, a more alkaline extraction solution—sodium carbonate/sodium bicarbonate buffer—was investigated. The modified procedure using the highly alkaline extraction solution was demonstrated to be compatible with SAE-SPE cartridges when determining insoluble CrVI in air filter samples. It was found that the carbonate/bicarbonate buffer was equally effective for complete dissolution of both insoluble and soluble forms of CrVI. Furthermore, the modified procedure met desired performance criteria established for air sampling and analytical methods. "The results of the fourth annual safety contest, 'mown as the National Safety Competition, contacted by the United States Bureau of Mines are herein announced. A bronze trophy, ‘Sentinels of Safety’, the gift of the Explosives Engineer magazine, has been awarded to the leading mine in each of the five groups into which the mines and quarries that participated in the contest were arranged. These five groups were: anthracite mines, bituminous coal mines, metal mines, nonmetallic-mineral mines, and carries and open-pit mines. The leading plant in each group was the mine whose employee lost the smallest number of days from accidents in proportion to the total number of man hours worked. Where two or more mines operated without a lost-time accident, the winner was adjudged to be the plant which operated the largest number of man hours during the year.The contest was based upon reports of accidents and exposure sent by the competing companies to the Bureau of Mines. Records of the five leading companies in each group were made known to a Committee of Award, consisting of the following seven members: H. Poster Bain, Secretary of the American Institute of Mining and Metallurgical Engineers; James F. Callbreath, Secretary of the American Mining Congress; W. H. Cameron, Managing Director of the National Safety Council; H. L. Gandy, Secretary of the National Coal Association; A. T. Goldbeck, Director of the Engineering Bureau of the National Crushed Stone Association; William Green, President of the American Federation of Labor; and A. J. R. Curtis, Assistant to the General Manager of the Portland Cement Association. Members of the committee voted for the winning company in each group in accordance with the rules governing the contest.. A majority vote prevailed."

"Corundum and andalusite were discovered in August 1944 on what is now known as the Blue Metal group of claims. The property, comprising five unpatented lode claims, is situated 20 Miles northwest of Yerington in the Buckskin Mining District, Douglas County, Nevada, An engineer of the. Bureau of nines examined the property on November 1, 1944, and recommended a small: amount of drifting and crosscutting to determine more definitely the extent and character of the ore deposit. The work that had been done by the owners was for sampling purposes only and was confined to a few small pits on the outcrop, and no effort had been made. to delimit the ore zone. Samples taken from the best surface showings were sent to the experimental station in Salt Lake City for beneficiation tests. The results of the preliminary test work appeared favorable, and upon the strength of them and the recommendations made by the Bureau, 2.5 miles of access road was approved and completed early in 1945. Exploration was started on June 24 and completed September 26, 1945.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mines resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director.This paper is one of many reporting on various aspects of the Bureau of Mines program initiated in August 1939 by passage of the Strategic Minerals act, the scope of which was. greatly expanded by subsequent legislation.Some of these papers were published as war minerals reports, others as bulletins, technical papers, reports of investigations, and information circulars of the Bureau of Mines or• in, technical journals.The Bureau's program at first included separate investigations by the Mining and metallurgical Divisions, but these were consolidated under Assistant Director R. S. Dean beginning July 1, 1942. Mining and metallurgical investigations carried on in three regional organizations more closely integrated thereafter by a staff of specialists, who reviewed findings made in the field and in Bureau Laboratories, considered proposals for additional work, revised reports for publication, and served as advisors to the assistant director."

Through education, investigations, and studies and an expanded coal- mino inspection program the Bureau continued to dischargo the responsibility placed on it by Congress 39 years ago for promoting safety and health in the mineral industries. Although much still remains to be dono, definite progress was made in combating physical and psychological hazards in mines and plants. Accident-prevention cours os for coal-mine supervisory officials and special courses for coal-mine safety committeeman were inaugurated. First- aid, mine rescue, and other safety training was conducted for those engaged in all branches of the mineral industries. Assistance was given in recovery work after mine explosions and fires. Studies to reduce the danger of roof falls, the greatest single cause of fatal mine accidents, resulted in the development and adoption of new coal-mine roof-support techniques. Knowledge of the explosion and health hazards of mine and plant dusts and ways of pre-. venting them were advanced. Electrical equipment was tested for safety of operation in gassy coal mines, and emergency mine communications apparatus was developed and tested. More progress was made in the study of controlling flood waters that threaten life and property in the Pennsylvania anthracite region. More coal-mine inspections were made than in any previous year, and an impressive number of improvements resulted from the Federal inspectors' recommendations, even though many of them went unheeded. A program of con- trolling fires in inactive coal deposits on the public domain and private property was instituted during the year.

That a close analogy exists between the flow of air in mines and the flow of current in electrical networks- has been known for a long time. The laws that have been used to solve series and parallel electrical circuits have been used to solve for the equivalent resistance in mine ventilation problems. Kirchhoff's current and voltage laws have also been adopted in solving mine ventilation network problems. It will be best to define a few terms here regarding networks, and with reference to Figure 1, these definitions can be elucidated. Figure 1 can be represented by the network in Figure 2 without losing any essential details. 1. A junction is a point where two or more airways meet. 2. The segment of a roadway connecting any two junctions is known as a branch. 3. A mesh is a closed path through the network. In the above network, B, C, D and F are the junctions, CF and CD are two of the branches and CFDC is a mesh. Kirchhoff's current law states that the sum of currents entering a junction. Applying this law to the junctions in the ventilation network, one obtains for junctions C and F, the following relationships: JUNCTION C: Q1 = Q4 + Q3 (1) JUNCTION F: Q2 + Q3 = Q5 (2) Similar relationships can be drawn for other junctions. To help maintain an adequate supply of minerals to meet national, economic, and strategic needs, the Bureau of Mines investigated the feasibility of extracting copper from coarse native copper ore with ammoniacal ammonium carbonate solution by a simulated in situ leaching procedure. A 5.9-metric-ton (6.5-ton) sample of minus 30.5-centimeter (12-inch) conglomerate-type ore analyzing 1.96 percent copper was leached in a column for 556 days with a solu-tion that contained, in grams per liter, 2.2 NBs and 1.9 CO[3=]. The copper extraction was 71.4 percent, and reagent consumptions were, in kilograms per metric ton of ore, 1.1 NBs and 0.85 CO[3=] (in pounds per ton of ore, 2.2 NH3 and 1.7 CO[3=]). The pregnant leach solutions contained about 1.4 grams per liter copper, which was readily extracted from these low-tenor liquors with a 1:19 mixture of an organic extractant and kerosine. Copper was stripped from the loaded organic with depleted electrolyte containing 150 grams per liter H2S04, and the copper was recovered by electrowinning with antimonial lead anodes. Conditions also were established for minimal lead transfer to the cathode copper.

This Bureau of Mines investigation was prompted by the need forr a stable anode for electrowinning metals, particularly zinc and copper, from acid solutions. The polarization behavior of Pb-Ag (1 pct Ag) anodes in H2SO4 and fluoride solutions was determined as the first step in the development of such an anode. A Luggin capillary, dc power supply, high-impedance voltmeter, and other equipment standard to an electrochemical laboratory were used in this study. It was determined that during polarization, a relatively hard, stable coating of Pb02 was formed on the surface of the lead-silver anode and the rate of formation of this coating was considerably enhanced by the presence of fluoride ions in solution. Subsequent investigations at the Bureau of Mines Rolla Research Center resulted in the development of a Pb02-coated titanium (Pb02-Ti) anode. Results of this effort were presented in Bureau of Mines Report of Investigations 8111. Additional data resulting from extensive testing of the Pb02-Ti anodes, as well as process improvements and innovations, are included in this report. The anodes were considered generally unsatisfactory for zinc electrowinning because of lower conductivity, higher oxygen overvoltages, and shorter in-cell life as compared with the Pb-Ag anodes now being used in industry. However, the PbO2-Ti anodes were used successfully to oxidize waste chromium solutions and to electrowin copper.

The Bureau of Mines is cooperating with the U.S. Department of Energy in a directional degasification project at the Emerald mine near Waynesburg, Pa. This project is designed to combine the highly successful underground horizontal degasification technology with surface drilling methods. The objective of this program is to demonstrate that directional drilling can be used as a technique for degasifying coalbeds ahead of mining to reduce the hazards of methane-air explosions in coal mines. The directional hole at the Emerald mine is designed to start vertically and enter the Pittsburgh coalbed horizontally. A 3-inch-pilot hole entered the Pittsburgh coalbed at a vertical depth of 999 feet. The hole will be reamed to 8-3/4 inches in diameter, and 5-1/2-inch casing will be cemented in place. Three individual 3-inch-diameter, 3,000-foot horizontal gas collection holes will be drilled into the coalbed in a "bird foot" pattern. A corehole and vertical dewatering hole have been completed at the anticipated coalbed intercept. The dewatering hole was drilled to 130 feet below the Pittsburgh coalbed, a depth of 900 feet, and 880 feet of 7-inch-OD casing was cemented in place. Seven vertical holes for monitoring the extent and progress of degasification have been drilled within the horizontal drilling area.

Following is a brief history of Bureau of Mines Division of Coal-Mine Inspection activities that have favorably effected health and safety and reduced Injuries at coal mines: The Federal cline Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consulting with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous-coal and lignite mines for the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior on October 8, 1953, after further consulting with representatives of management and mine workers, and was incorporated in the 1952 and subsequent bituminous-coal wage agreements. The agreement of May 29, 1946, betweeen the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines considered imminently dangerous, but authority under Executive Order 9728 was removed on June 30, 1947, when Government control of the mines was terminated.

Information regarding the pores or voids in reservoir rocks is vitally important in the scientific extraction of petroleum from natural underground reservoirs, and petroleum technologists concerned, with subsurface, conditions have devised various methods that give reasonably accurate information as to the porosities of oil and gas-bearing sands.5/ In this, work, several investigators have made use of the experience of the ceramic and other industries. The method of determining the effective porosity of oil sands described in this report falls within the general classification of gas-expansion methods. It was devised and developed at the United States Bureau of Mines Petroleum Experiment Station, Bartlesville, Okla., as a part of the research dealing with fluid and energy relations in reservoirs and improved oil-recovery methods. The apparatus and procedure are well adapted to the requirements of the Bureau, and the following detailed description has been prepared so that others may make use of the information. A tabulation at the end of the report gives the results of several hundred porosity determinations for oil sands in fields of 11 States.
