This Bureau of Mines report is a background study of severance taxes on mineral production. The rates, bases, and other features of State severance tax legislation as of March 1978 are presented, as are the amounts of State severance tax collections for fiscal year 1977, Some statistical comparisons between severance tax collections, total State tax collections, and total value of mineral production in the States involved are presented to portray the relative importance of severance taxes both in State tax revenue systems and in mineral industry revenues. A general discussion of the purposes and principles of taxation, the unique nature of a mining enterprise, the various types of taxes imposed on mineral production, and the character and rationale of the severance tax and its impacts on mining firms sets the severance tax in perspective. A bibliography of materials on the severance tax is included.

This paper describes block -caving methods and practices of the Bagdad Copper Corp. in Yavapai County , Ariz . It is one of a series being prepared by the Federal Bureau of Mines on mining methods , practices , and costs in various mining districts of the United States . The story of the Bagdad caving operation is of particular interest because the ore body was not as thick as at other mines where the method had been successful . At Bagdad the caving method worked very well as a smallscale operation of 300 tons per day but was abandoned when production was increased to 2,000 tons per day . The Bagdad mine is in western Yavapai County , Ariz . , about 22 miles northwest of Hillside , a station on the Phoenix -Ash Fork branch of the Atchison , Topeka & Santa Fe Railway system ( fig . 1 ) . Copper ore now is mined by open -pit methods . The ore is concentrated , and the concentrates are trucked to Hillside and shipped by rail to a custom smelter . Some molybdenum sulfide is produced as a byproduct . This report gives a brief history of the district , describes the ore de- posit , and outlines the methods of prospecting , exploration , and estimation of ore . Development and former underground mining , including stope preparation , stoping , and transportation , are described . Extraction of ore , production rates , miscellaneous operations related to mining , wage and contract systems , and method of concentration are described . The final section discusses mining costs . The underground mine was visited by the author several times between 1937 and 1942 , and some information has been drawn from personal notes . The property again was visited in June 1957 , and maps and plans for this paper were furnished by the company at that time ; they have been edited to conform with Bureau of Mines format . The underground mine could not be visited then because it had been closed in 1948 when open -pit mining was begun .

"INTRODUCTION Silica and kaolin (a layer aluminosilicate) are among the major constituents of most coal mine dusts.' Whereas kaolin is cytotoxic in vitro but nonfibrogenic in vivo in humans and experimental animals,2-4 the cytotoxic and fibrogenic potential of silica is rather well established.5 Wallace and co-workers 6-8 have studied the cytotoxic potentials of both native and surface-modified silica and kaolin and inferred that retoxification is slow in the case of occluded silica vis-à-vis native silica. Recent epide¬miological studies indicate that silica concentration alone in a mine dust, as determined by transmission IR spec¬troscopy (TIRS), does not correlate well with the pro¬gression of coal workers' pneumoconiosis. 9 This obser¬vation has led to the suggestions that silica particles occluded by clays such as kaolin may not be fibrogenic. This proposal requires accurate estimations of kaolin, silica, and occluded silica. The current method of silica analysis in a mine dust sample employs TIRS of the 797- cm -1 band of silica, although its accuracy, as well as that of x-ray diffraction studies, is no better than 25 % , even in a laboratory-generated dust.° In this paper we have employed the techniques of diffuse reflectance spectros¬copy (DRS) and photoacoustic spectroscopy (PAS), in conjunction with an FT-IR spectrometer, for the quan¬titative determination of silica in laboratory-generated silica-kaolin mixtures.One of the main advantages of DRS and PAS is that, in these techniques, problems arising from sample prep¬aration of the KBr-based disks used in TIRS are avoided. There are, however, several other considerations (e.g., particle size effects and saturation phenomenon) which complicate the use of DRS and PAS for quantitative work. 10-25 In this paper, we have carried out a systematic comparison of the quantitative abilities of the two tech¬niques, as applied to the silica-kaolin mixtures, with par¬ticular attention to the saturation behavior of several bands with different absorption coefficients. In particular, we show that a weaker band for silica at 1875 cm-1 is suitable for quantitative purposes, and that quantitative accuracy is higher in DRS than in PAS. "The fifth annual National Safety Competition conducted by the United States Bureau of Mines to determine the best safety records at mines and quarries during the calendar year 1929 has been concluded, and the general results of the contest are presented herewith. To the winner in each of the five groups into which the contestants were divided there has been awarded the bronze trophy 'Sentinels of. Safety,' donated by the Explosives Engineer magazine. The trophy for bituminous coal mines was won by a mine in Alabama; that for metal mines by an iron-ore mine in Michigan; that for nonmetallic mineral mines by a salt mine in New York; that for quarries and open-cut mines went to a limestone quarry in Michigan;. the trophy provided for anthracite mines was, of course, won by a mine in Pennsylvania, as all of the anthracite mines participating in the contest are situated in that State.Winners of the trophies were selected by a committee of sward in accordance with rules governing the contest and on the basis of accident records furnished by the various companies to the Bureau of Mines. These records were summarized by the bureau and the results submitted to the committee. Members of the committee are W. H. Cameron, managing director of the National Safety Council. William Green, president of the American Federation of Labor; James F. Callbreath, secretary of the American Mining Congress; T. T. Read, Vinton professor of mining of Columbia University and editor of 'Mining and Metallurgy'; C. B. Huntress, executive secretary of the National Coal Association; A. J., Curtis, assistant to the general manager of the Portland Cement Association; A. T. Goldbeck, director of the engineering bureau of the National Crushed Stone Association.Thirty-four States were represented in the l29 contest. Among the plants which participated were 68 bituminous coal mines, 29 anthracite mines, 54 metal mines, 19 nonmetallic mineral mines, all of the foregoing being underground mines, and 141 quarries or open-cut mines. A total of 106,533,006 man-hours of work was reported by all of the companies. Accidents during the year numbered 7,008 and represented a period of disability equal to 986,306 man-days. Hence the accident-severity rate for all plants combined represented 9.3 man-days of disability for each thousand man-hours of exposure to hazard. Similarly, the combined accident-frequency rate for all plants showed that 66.3 accidents occurred for every million man-hours of exposure to hazard. Both of these rates indicated an improvement over the combined rates for all plants in the previous year's contest. The reduction in the accident-severity rate centered chiefly in the metal mine group, though all except the quarry and open-cut mine group shared in the reduction; the improvement in the accident-frequency rate was in all croups except anthracite and metal, the rate for the former having increased while that of the latter remained unchanged."

Investigation of the Gilley fluorite deposit was based upon examinations made by several of the Bureau's mining engineers. Fluorspar was found in the dump talus of sloughed and water-filled trenches and shafts, and there were indications that faulting or other dynamic distortions favorable to deposition of this mineral in minable quality and quantity might exist. The inference was based upon a field study of the area and its comparison with fluorspar deposits in Kentucky. The proximity of this deposit to the iron furnaces at Gadsden and Birmingham was a factor that influenced its investigation, as the demand for metallurgical grades of this critical mineral is acute. The present supply for the district is obtained from out-of-State sources, and the value of any local deposit would be enhanced by the saving in freight charges. The Gilley fluorspar deposit is 17 miles east of Gadsden and 50 miles northeast of Birmingham, Ala. Mineral deposits occur as thin veinlets and small bunches of fluorite in upturned bode of siliceous limestone. The ore-bearing structure is a reverse fold, and the mineral deposit appears as a replacement along crumbled zone fractures of the contorted limestone.

Small batches of fluorspar flotation concentrates were made into nodules and pellets on a laboratory scale. Several of these were rated acceptable by laboratory evaluation methods. The most satisfactory pellets were produced by mixing fluorspar with about 12.5 percent of water, by weight, and 4 percent of organic binders. These binders) for the most part) originated from petroleum and wood-pulp industries. They were generally difficult to handle and were not easily incorporated with the fluorspars tested. Most of them seemed to have an aversion for damp fluorspar and had to be forcibly mixed with the fluorspar; which was then formed into pellets by pressure. Substitution of fuel oil in varying amounts in the binders enhanced the mixing and penetrating qualities of these binders but at the same tire tended to make the pellets more porous. Tall oils performed the same function to a lesser degree and usually decreased the water absorbency of the finished pellets. Heat-treating temperatures to set up these binders were moderate -about 5000 F. for 30 to 50 minutes was usually enough for both drying and heat treating. Nodules made with 1-1/2 to 2 percent of bentonite as a binder were easily mixed and formed. They required a high degree of heat (about 1,500° F.) to develop their strength and were quite water-absorbent when finished. Two fluorspars were examined for weight and fluorite loss after heat treatment at similar temperatures. Both showed a definite wej.ght and analytical loss of fluorite. Bentonite was used also as a binder to successfully nodulize finely ground oxides of iron, manganese, and nickel.

The Bureau of Mines inventoried the land in southwestern Alaska to classify ownership and availability and compared this land with known mineral terranes and mineral deposits. This report discusses and quantifies the potential for favorable location of mining claims for metalliferous (locatable) mineral deposits. Of the nearly 24 million acres that constitute the study area, approximately 3.6 million acres or 17% are available for mineral location, 3.4 million acres or 14% are available with restrictions, and 17 million acres or 71% are unavailable. Mineral terranes are known to underlie about 7.8 million acres or 33% of the study area; 3 million acres or 38% occur on land available for mineral location, 1.3 million acres or 17% occur on land available with restrictions, and 3.5 million acres or 45% occur on unavailable land. The State of Alaska has opened over 91 % of its land in the study area to mineral location; in comparison, the Federal Government allows mineral location on 0.07% of the land under its jurisdiction. There are 117 known mineral deposits or occurrences within the study area, including 77 lode deposits and 40 placer deposits. Of the 41 lode deposits occurring within a mineral terrane, 2 occur on available land.

Recent advances in the metallurgy of chromium have enabled this metal to begin to take its place among the refractory metals. Considerable work is being done on the development of high-temperature alloys containing high percentages of chromium.1/2/ In spite of the relatively large amount of work done on these alloys, little is known of the properties of the pure metal. Information in the literature concerning the tensile properties of pure chromium metal is quite scant. This deficiency maybe explained by the great difficulty of preparing test specimens from such a brittle material, resulting in many losses in each phase of the specimen preparation and testing procedure.

Miner?s exposure to dust remains a top concern among regulatory agencies, particularly at production facilities with high levels of silica. This respirable dust is present in almost all operations and is a direct cause of the deadly disease silicosis. Silica is one of the most abundant minerals on Earth and is a threat at all operations, especial-ly granite and sand and gravel facilities. The National Institute for Occupational Safety and Health continues to analyze silica?s threat. The institute?s research indicates that heavy-equipment operators have an increased risk to dust exposure, especially when drilling or breaking rock, even when working from an enclosed cab. However, there are methods to reduce an operator?s exposure further, according to recent NIOSH research, which is detailed in its report, Improving Air Quality in Enclosed Caps with Uni-Directional Filtration/ Pressurization System. NIOSH indicates that when surface mining equipment is new, the operator?s dust exposure is normally at accept-able levels. As the equipment ages and components such as gaskets and seals deteriorate, the level of protection can degrade to a point where it is no longer acceptable. However, the institute indicates that at least two critical factors necessary for an effective system.

Background. There is currently little information regarding factors associated with specific modes of motion segment failure using a fatigue failure model. Methods. Thirty-six human lumbar motion segments were fatigue tested using spinal compressive and shear loads that simulated lifting a 9 kg weight in three torso flexion angles (0°, 22.5°, and 45°). Twenty-five segments failed via fatigue prior to the 10,000 cycle maximum. These specimens were visually inspected and dissected so that the mode(s) of failure could be determined. Failure modes included endplate fractures (classified into nine varieties), vertebral body fractures, and/or zygapophysial joint disruption. Logistic regression analyses were performed to determine whether certain morphometric variables, amount of motion segment flexion, disk degeneration scores, and/or loading characteristics were associated with the occurrence of specific failure modes. Findings. Results indicated that stellate endplate fractures were associated with increased posterior shear forces (P < 0.05) and less degenerated discs (P < 0.01). Fractures running laterally across the endplate were associated with motion segments having larger volumes (P < 0.01). Endplate depression was more common in smaller specimens (P < 0.01), as well as those experiencing increased posterior shear force (P < 0.05). Zygapophysial joint damage was more likely to occur in a neutral posture (P < 0.01). Interpretation. These results suggest that prediction of failure modes (e.g., specific endplate fracture patterns) may be possible (at least for older specimens) given knowledge of the spinal loads along with certain characteristics of the lumbar spine. The Muir Inlet or Nunatak molybdenum deposits arc in the Glacier Bay district, Muir Inlet, miles northwest of Juneau. The deposits were examined by Bureau of Mines engineers, and the area was mapped by a field party of the Federal Geological Survey during the summer of 1942. 5/ The following year the Bureau of Mines began developing the deposits. A total of 217 channel samples were taken, and 2 diamond drill holes totaling 256 feet wore drilled. The samples were sent to the&apos; Bureau&apos;s laboratories at Rolla, Mo. for beneficiation.

"INTRODUCTION During the summer of 1945, the Bureau of Mines conducted an investigation and program of churn drilling near the village of Tennyson in Grant County, Wis. The work was undertaken as part of a general investigation of the zinc-producing area of southwestern Wisconsin at a time when all effort was being made to increase the production of metals important to the war program.The area for special investigation was selected on the basis of favorable structural disclosures, evidence of widespread zinc mineralization, absence of any great amount of exploration to depth beneath the productive shallow workings, and the favorable results of several churn-drill holes in the village of Tennyson.During the Bureau's investigation, 30 churn-drill holes aggregating5,888 feet were completed.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to-the end that they make the greatest possible contribution to national security and economy. As part of a program to investigate technology for the extraction of studied HNO3 alumina from abundant domestic ores , the Bureau of Mines leaching of calcined Georgia kaolinitic clay . In this investigation , iron impurities were removed from the aluminum nitrate pregnant leach liquor by solvent extraction , and the purified liquor was evaporated to prepare a suitably concentrated crystallizer feed liquor . Aluminum nitrate nonahydrate was crystallized from the liquor to separate the aluminum from undesirable trace elements and excess water . Continuous crystallization at 40 ° C in a pilot plant vacuum evaporative unit was performed for 5 days to observe the effects of impurity buildup under minimum bleed- stream conditions . Liquor feed rate was 26 lb/h and AAll (( NNOO33 )) 33..99HH22O0 ((AANNNN)) crystal production rate was 17 lb/h . Fe 203 and Cr203 were not effectively separated from the crystals , and P205 , MgO , and K20 impurities must be removed by recrystallization . Other impurities did not excessively contaminate the crystals . Washing the crystals with water or aqueous HNO3 gave an equivalent increase in crystal purity levels by displacing mother liquor . Theoretical equations , applicable to any continuous evaporative crystallization of developed to produce material balances for engineering ANN , were applications .

Research and testing in a small scale equivalent of a commercial flota-tion plant was completed on four low-grade, iron-bearing materials from the western Mesabi range. Closed circuit-flotation of calcium-activated silica with fatty acid collector developed data for comparison with the batch process and highlighted problems not evident from previous bench testing. The four ore samples contained from 27 to 39 percent Fe and were equally represented by nonmagnetic taconite and semitaconite type materials. Iron concentrates containing 6.0 percent, or less, SiO2 were made 5, all four samples. Of the two material types, the semitaconite was the ore amenable to treatment, yielding iron recoveries of about 90 percent as cc pared with 70 to 80 percent for the other. Pilot plant tests showed that concentrate grade made in batch tests could be duplicated in the closed circuit and demonstrated that the amount of recoverable middling iron varied considerably between ore samples. The continuous tests also showed that water temperature strongly influenced results in the treatment of one ore but apparently was of indifferent consequence in another. Progress in thickening and filtration of flotation concentrates was made through introduction of tapioca flour to serve the dual role of iron mineral depressant and flocculant.

An investigation was undertaken by the Bureau of Mines to determine the relationship between freespace and ignition probability for borehole shots. A series of experiments was concluded which covered six freespace conditions for a pemissible explosive in a 3/4-inch borehole and encompassed some 700 shots. The results were analyzed statistically. From the analysis of variance, it was concluded that the freespace means were different and that this conclusion is not impaired by possible differences in the explosives used. Within the limitation of this experiment, a definite relationship was found between the freespace and the ignition probability. Specifically, the incendivity increases with increased freespace up to a maximum; beyond this maximum there is some indication of decreasing incendivity. Further investigations are in progress to establish whether the effects of freespace on ignition probability reported here are applicable to the large test gallery, INTRODUCTION A borehole loaded with an explosive charge is a common feature of the routine gallery tests for determining the permissibility of coal-mine explosives, of Experimental Coal-Mine shots, and of the small steel cannon shots used in connection with certain research programs on the ignition of firedamp (6, 10).6/ The question of the interrelationship of freespace, weight of charge, and ignition probability of the methane-air atmosphere has been raised

This report summarizes the results of the development and testing of a prototype monorail suspended bridge conveyor (MBC) system as a method of continuous haulage In underground mining applications. Included are the results of full scale, surface and underground testing of the complete MBC system. Conclusions drawn from these results, together with recommended modifications, supports the viability of the MBC system.

Depletion of coals most suitable for metallurgical fuel has nude necessary a general survey of coking-coal reserves in the United States. These investigations were begun in 1948 at the joint request of the Munitions Board, Department of Defense, and a number of coal companies. This report, which is one of a series, by counties, describes the preparation characteristics of the coals of Letcher County, Icy. From these data it is possible to determine: (a) Which coals either as mined or after beneficiation by conventional preparation are suitable under present standards for producing metallurgical coke, (b) which coals require special and more intensive treatment in preparation than is now practiced, and, (c) which coals cannot be upgraded by known commercial preparation methods to metallurgical fuel standards now accepted.

The Bureau of Mines analyzed 13 samples collected from three Randolph County coalbeds. The Peerless and Sewell bed samples were generally of metallurgical quality as received from the mines or could be easily upgraded. How-ever, the Lower Kittanning coa1bed samples proved to be quite inimical to upgrading to metallurgical quality.

Inflatable stoppings are currently marketed for production use, and numerous mining companies have become interested in using such stoppings in rescue and recovery operations. The Bureau of Mines therefore evaluated the concept of using inflatable stoppings in emergency situations. The stoppings tested by the Bureau were 12-foot-diameter spheres inflated with a blower operated by a small battery pack. Experiments were conducted with the stoppings in a full-scale wooden mine model to evaluate their ability to withstand sliding or slipping at various internal and differential pressures, puncture resistance, various inflation techniques; and internal leakage from the stoppings. The stoppings were then installed and tested in the Bureau&apos;s Safety Research Coal Mine at Bruceton, Pa., to determine their effectiveness as mine air barriers. Despite some encouraging results obtained with the model and in-mine studies, the stoppings did not perform well in two operating metal mines where they proved difficult to erect and inadequate as air barriers.

The Bureau of Mines is conducting research to optimize the capability of mine roof supports so that the selection and design of these supportsare compatible with the conditions in which they are to be employed. This report describes a study that investigates three parameters influencing the load-carrying capability of wood crib supports: height, configuration, and horizontal displacement. Four crib heights, four parallelogram configurations, and three ratlos of horizontal-to-vertical displacements were tested on full-scale wood crib supports in a mine roof simulator. Test results indicated a reduction in load-carrying capability for increases in crib height. Increasing the contact area by changing the intersecting angle between crib blocks to form parallelogram configurations provided a slight increase in load-carrying capability for the first 10 to 12 in of vertical convergence, after which the cribs became more unstable, resulting in significantly less load-carrying capability. Horizontal displacements did not appreciably affect the load-carrying capability of wood crib supports for the range of vertical displacements (less than 10 in) likely to be encountered underground. This report documents these tests and postulates some explanations of failure mechanics for the observed behavior.
