This NIOSH Toolbox Training program contains 52 different modules designed to stimulate safety discussions among your employees. Each module is intended to be completed in roughly 10 or 15 minutes, so a Toolbox Training session can be conducted once a week for the entire year. Each session counts toward your employee’s 8-hour annual MSHA refresher training, thus saving an entire day of work.. The modules are used to refresh employees on the procedures, policies, and practices of working safely at a specific mine site and can easily be tailored to fit conditions and situations found on your property. Every module follows the same format, so that as the weeks pass, miners will start to approach every safety situation in the same way. A typical Toolbox Training session contains five basic steps that cover all the information in the module. 1. Identification of the hazard and discussions about the types of injuries typically associated with the hazard. 2. Discussions of some of the causes of the hazard. The MSHA example included with each module should be referenced. 3. After the hazard and accident has been explained and understood, discussions about best practices and tips for avoiding a similar accident. 4. Review of similar conditions or near misses from your mine site using the leading questions on the form to start a discussion. Specific examples of equipment or structures on the site that could lead to the same accident should be discussed. The blank space on the module is used to add your own remarks and questions to supplement the given information. 5. Miners fill out the training record on the back of the form with name, initials, and date of training session. The modules are designed to be kept in a standard three-ring binder and easily photocopied. This way, the same set of modules can be used for years to come. A blank form is included that can be used to create more Toolbox Training modules. The key component of Toolbox Training is to start a discussion among employees that will allow them to see the hazards around them every day and respond to these hazards in a safe and consistent manner. To start a discussion, ask questions that need more than a one-word response. Get the miners to talk about similar situations from their own experiences and give suggestions about how to fix the hazards around them. Toolbox Training is a quick and effective way to cover specific mining hazards, but it only works if miners are involved in the discussion.

This report is the first of a series dealing with the oil-shale reserves of the Green River formation in the Rocky Mountain Region. The known oil-shale reserves of northwestern Colorado at present considered to have economic value apparently are confined to the Piceanco Creek basin between the Colorado and White Rivers. The number of sampled sections is small, but there can be little doubt that the Piceance Creek basin is a potential source of enormous quantities of liquid fuels and the related byproducts obtained from oil-shale processing. The partly blocked and inferred oil-shale reserves of 25-gallon-a-ton shale are estimated to have an oil yield of 125 billion barrels and the reserves of 15-gallon-a-ton shale are estimated to have an oil yield of 494 billion barrels. The number of available sampled sections is inadequate for making firm estimates.

Economic investigations indicate that bituminous coal can be mined underground in the Uinta region and marketed at a cost competitive with that of other energy sources in the West. A selling price of $3.90 per ton of coal was calculated from a cost analysis of a projected coal mine in the Emery coal- field of Utah. Although mines in some of the coalfields have extremely difficult mining conditions and cannot compete in the energy market at this price level, at least two other coalfields in the Uinta region contain coal reserves that could be mined and sold at a price of approximately $3.90 per ton. Projections by power companies and other coal-consuming industries indicate a strong future market for the large coal reserves in the Uinta region.

The aerospace and automotive industries are facing a significant risk for cumulative trauma disorders from high-repetition, long-duration tasks. Additional risk factors such as shocks, vibrations and sustained uncomfortable postures oftentimes contribute to musculoskeletal, neurological injuries associated with the hand-arm system. The power tools used for the operation reduce the comfort and working efficiency of the operators, thus lowering their health and safety and the quality of operation. This paper investigates the fastening operation on the assembly line of a major aerospace company for quantifying hand-arm vibrations with the objective of developing a dynamic model of the hand-arm system. The model will be used to ascertain the effect of the various risk factors on the quality of the operation. Experiment Setup A system of three tri-axial accelerometers is used to collect vibrations entering the hand-arm system and their positioning follows the ISO-5349 standard. Reaction force during the operation is measured using a force sensor. The posture of the hand-arm system is measured using two goniometers and one torsiometer. The pilot study conducted has two subjects and one pistol-grip power tool. The experiment setup and positions of various sensors is depicted in Figure 1. The Bureau of Mines has been engaged in a continuing research effort to develop processes for increasing the recovery and utilization of fluorine from low-grade resources. This current research has shown that over 98 percent of the fluorine in phosphate rock is extracted when the ore is treated with excess phosphoric acid in the presence of water vapor at 150° to 180° C. More than 80 percent of the fluorine can be recovered as fluosilicic acid, which can then be converted to commercially useful hydrogen fluoride or fluorspar by previously developed Bureau processes. Extraction of P205 from the ore was about 98 percent in batch tests and 90 percent in semicyclic tests.

The United States,-the largest nickel consumer in the world, produces virtually no nickel from domestic ores. Dependence upon outside nickel - sources and increasing strategic, importance of nickel focused the attention of the United States on deposits within its boundries. The most likely domestic sources of nickel are low-grade oxide and silicate deposits, such as the Cle Clum deposit, Kittitas County, Wash., and the Riddle deposit, Douglas County, Oreg. The Federal Bureau of Mines, Northwest Electrodevelopment Laboratory, Albany, Oreg. has been investigating electric smelting of low-grade oxide and silicate nickel ores. These smelting studies have been on selective reduction to produce low-carbon ferronickel. Selective reduction is based upon the relative reducibility of: nickel, iron, and chromium, in the order named, when the charge contains insufficient carbon or other reductants to reduce the entire quantity of these metals present in the ore.

A total of 17 mine gallery fire tests (23 including sub-tests) were completed during this report period (10/1/76 - 11/30/77), directed at identifying a hazardous timber-set fuel-loading in a mine passageway that is otherwise free of combustibles. Results of these initial tests show that the capability of a particular fuel loading for propagating a fire is dependent upon the imposed ventilation air velocity and the ignition intensity, although this dependency needs to be better defined. It is also apparent that care must be taken when relating gallery test fire behavior to actual mine fire behavior, because of the restrictive length of the gallery. Present data indicate that some modification to the instrumentation scheme may be advantageous before proceeding with future tests.

The estimated recoverable reserves in the area in the vicinity of Eska 2 mine are, 699,300 tons in the Chapin and Emery bas of the Maitland group. Those recoverable reserves are in the area between the Eska fault zone and Jonesville fault and extend down dip from the outcrops. No reserves were developed by the Eska 2 entry or by drill hole 14-16 in the Eska fault zone. The small quantity of reserves in the vicinity of the Eska 2 mine is insufficient to justify development of a now, modern .nine in this area. The estimated recoverable reserves in the area east of aka Creek are 974,500 tons in the Eska, Shaw, and Martin beds of the Eska group. Most of those reserves occur in the south limb of the syncline. It will be necessary to practice subjacent mining methods to recover these reserves in the Eska group. The Eska bed developed by the diamond drilling in this area comprises coal end few thin partings. The Shaw and Martin beds comprise two bunches of coal separated by partings, and the product from full-bed mining will require thorough preparation.

The coal wants at the Westland Mine in southwestern Pennsylvania consist chiefly of elongated, sandstone-filled channels with slickensided basal contacts. Tentatively identified as washouts, these channels are about 1,000 feet long and 300 feet wide, are erratic in occurrence and trend, and are difficult to delineate from the customary core drilling pattern. Roof conditions are hazardous adjacent to the washout contact, but roof stability is generally unaffected greater than 30 feet away.

Researchers at the National Institute for Occupational Safety and Health partnered with the water well industry to develop engi­neering control technologies and training products to address noise exposure at the job site. Noise­induced hearing loss continues to be a problem in the well drilling industry. Research con­ducted by NIOSH found that air rotary drill rigs produce sound levels more than 90 dB(A) over the course of an eight­hour workday. Sounds levels above 90 dB(A), identified during hammer drilling and the hammering of casing, exposes workers to levels that can damage hearing. A typical air rotary drill rig provides no barrier, for noise and dust pro­tection, between the drill’s control panel and the drill stem. The development of a partial cab is the clearest example of NIOSH’s research partnership with the water well industry. NIOSH researchers determined that an engineering noise control to protect the oper­ator at the rig’s control panel would be effective, based on typical work site conditions. Many surface rigs do not have full cabs as a result of the original equipment manufacturer design or the high cost of aftermarket products. Developed as a partial cab, the NIOSH engineer­ing noise control design addressed stakeholders’ needs associated with cost, transport, and worker usage (Figure 1). Field tests found the partial cab effective in reducing sound levels at the rig’s control panel, a typical location for a drill rig operator. Sound levels at the control panel were reduced from 104 to 96 dB(A) (Figure 2). Coupled with continued use of personal protective equipment, such as hear­ing protection devices, the partial cab can help to reduce noise exposure. NIOSH researchers created a CD with informa­tion about noise exposure and the partial cab. Most important to well drilling companies is information on how to construct and attach the partial cab to drill rigs. The CD can be viewed on a standard computer and includes a video of the partial cab in use on a work site. Computer­aided design drawings are included on the CD and provide detail of the cab design as well as information on construction mate­rials and design details. Additionally, the CD provides background infor­mation on noise­induced hearing loss and hearing protection devices to increase knowledge about this occupational health concern. This information can be viewed by all company employees to help promote the partial cab’s importance to workers using the cab. More information on the partial cab noise control technology can be downloaded from www.cdc.gov/ niosh/mining NIOSH researchers also examined the health and safety training needs of workers in the ground water industry. It was quickly realized that most workers learn health and safety on the job and do not attend any sort of formal training. In addition, there is not a lot of time for daily “tailgate talks” or “shop talks” on health and safety issues. As a small business industry, the owner is often operating a drill rig along with his other employees. In general, new employees learn the job in an apprentice style sys­tem. As a result, workers and owners have few opportunities to access uniform health and safety information based upon the job — an outdoor work environment with daily change in work sites. With this information, NIOSH researchers devel­oped two products that deliver health and safety information to fit into the daily work of well drillers. The U.S. Bureau of Mines and the U.S. Geological Survey are responsible for the evaluation of the mineral resources and potential of further planning areas included in the U.S. Forest Service Roadless Area Review and Evaluation (RARE II) program. The Bureau of Mines primarily evaluates mineral deposits and prospects within the areas. The Geological Survey naps the area's geology and conducts geochemical sampling. Evaluations are in conformance with the Forest and Rangeland Renewable Resources Planning Act of 1974 as amended by the National Forest Management Act of 1976. The Hauser RARE II area, which consists of 7,600 acres (3,100 ha) within the Cleveland National Forest, is in southern San Diego County, California. The area, which forms the north slope of Hauser Canyon, ranges between 1,600 and 3,919 ft (490 m) in elevation. It is sparsely to densely covered with desert shrubs. The area is underlain by granitic rocks of the Peninsular Ranges batholith.

A successful placer mine is being operated by the E. T. Fisher Co. on Rock Creek in the South Pass mining district at Atlantic City, Wyo. About 2,800 cubic yards of gravel is dug daily by a gasoline-driven dragline shovel with a 1 1/4-yard bucket and washed in a movable plant with a gold-dredge trommel and standard-dredge sluice boxes; the total cost is about 12 cents per cubic yard. The gold-bearing gravel occupies a narrow valley between two low ranges, of hills. The ground is covered by brush and willows, which are cleared of in the fall by burning after the leaves have dried. The elevation at the mine is 7,600 feet above sea level.

A rock mechanics program (composed of laboratory and field tests) was initiated by the Bureau of Mines in an effort to determine the causes of pillar instability at the Fletcher mine, near Bunker, Mo. Compressive strength, Young's modulus, shear strength, and the angle and coefficient of internal friction were determined on drill cores obtained from 16 different locations in the mine. Results of the laboratory tests showed that highly mineralized zones and brecciated zones in pillars could significantly affect pillar strengths and stability in locations where extraction ratios exceeded the normal design ratio of approximately 78%. High-angle fractures that were present in Some locations also may have contributed to pillar deterioration. In the field tests, in situ stress determinations were made in one pillar to establish the pillar-loading conditions and to evaluate the stability of the pillar. Continued monitoring of stresses in the pillar showed a gradual decrease in compressive stress, indicating that the pillar was probably in the postfailure state. A second stress determination was made in a vertical hole in the underlying igneous rock that was exposed on one section of the mine. Horizontal stresses were compressive and larger than would be expected from gravity loading.

Manganese-oxide minerals occur in irregular pockets distributed through the residual clays of the Cartersville district, which lies 45 miles north-west of Atlanta in Bartow County, Ga. The district produces, or has produced, limonite, barite, specular hematite, ochre, ferruginous manganese, manganiferous iron are, as well as manganese. Bureau of Mines engineers have visited the district on three occasions - in December 1939, February 1941, and October 1942. During the visit of February 1941, 80 tons of samples of manganese-bearing clays were taken from seven properties for ore-dressing tests, which were conducted at the Bureau of Mines laboratory at Rolla, Mo. The. October 1942 visit was for the purpose of reappraising the district in the light of knowledge gained from the ore-dressing studies and to prepare a plan for the district's development. Exploratory drilling was begun in March l943 and was continued until June 1945. Nine properties were explored that, roughly follow a line beginning near Cartersville and extend to a point 2 miles northeast of the village of White. The work consisted of bulldozer trenching, rotary bucket churn drilling, sampling, and analytical determinations. The manganese district is 18 miles long with a maximum width of 7 miles at Cartersville, which lies at the center of the district. The work of the Bureau was confined to the northern half of the district between Cartersville and Pine Log. The properties explored comprise but a small portion of the Potential producing area.

Seven evaluation tests with blast furnace iron bearing burden materials are described. The effects of pellet strength, fines in the burden, decreasing slag volume, pellet size, eliminating stone with superfluxed sinter, and eliminating stone by prefluxing the pellets were determined. Fluxed pellets and fluxed sinter made with the same ore fines were compared. The tests were conducted under cooperative agreements between the Bureau of Mines and North American steel companies. The objectives were to improve blast furnace practice, expand and develop understanding of the operation and theory, quantify the effects of changes, and explore the limitations of operability. This work was part of an extensive program of blast furnace research in experimental blast furnaces at Bruceton, PA conducted in the years 1958 to 1967.

The technical feasibility of gasifying powdered, noncoking, low-rank coal with steam in an externally heated tube has been demonstrated. The tube, 112 ft. of alloy-steel tubing shaped into a helix, served as an electrical conductor of electricity used for heating. The effects of the following variables were studied: Residence time of coal in reactor, average reaction temperature, steam concentration, and rank or geologic age of coal. Reaction pressure was maintained in the range 19-26 p.s.i.a. High carbon conversions and large yields of synthesis gas were obtained with low-rank coal. In one test, for example, about 88 pct. of the carbon in a subbituminous C coal was gasified at 1,910* F. with a residence time of 1 sec. The gas contained 58 pct. H2, 19 COD 15 CO, and 3 CH4; the yield was 30 cu. ft. (at 32' F. and 14.7 p.s.i.) of synthesis gas (CO + H2) per pound of dry coal.
