IT is highly significant that engineers should seriously consider the interrelations of technology, economics, and government. It is indicative of the emergence of maladjustments and problems that perplex our thinking and frustrate our activities. Instead of a world in which scientific discoveries and their applications through engineering to the processes of wealth production are regarded as the royal road to progress, we now find science and engineering being made responsible, in no small degree, for our economic and social troubles; and the powers of government are even being invoked to stem the tidal wave of technology. Indeed, there is a deep-seated fear, manifested in the writings of some of our greatest scientists as well as in popular discussions, that science may destroy our civilization.

THOUGH recent months have seen a rapid decline in lead-smelting activity and consequent uncertainty as to the future, the first half of the year showed progress in keeping with similar activity in other metals. Demand for scrap increased and various lead-bearing materials found their way to plants producing secondary lead. Some of these materials introduced complications into normal smelting procedure and were the cause of many conferences among plant officials attempting to find the most satisfactory method of treatment. If a blast furnace is to do itself justice it must be run with an open charge. Troubles inevitably result when materials are added to a charge which tighten it up and pre- vent free burning of the coke and con- sequent rapid smelting with a clean hearth This fact has long been recognized by plants producing primary lead, but only recently only it received the attention it deserves.

PONCA CITY proved an ideal selection as a place of meeting for the Petroleum Division this fall. The accommodations at the Conoco Club were just what was required for such a gathering; the committee having the arrangements in charge functioned with the efficiency of veterans and the enthusiasm of neophytes; and the members and guests followed the speakers with close attention, entered the subsequent discussions with gusto, and divulged the "low-down" at private conferences. No one minded the drizzling rain on the first day, which only served to keep up the attendance in the auditorium; the weather then cleared up in time for a group picture before the gathering went their separate ways.

IN the past quarter century the seismograph has played an increasingly important role in evaluating vibratory effects transmitted to adjacent communities by industrial blasting operations. In this period research has advanced through two major phases—from falling pin seismometers to three-component recording seismographs. The initial phase of this research is now regarded as the era of recording, during which the seismograph merely recorded occasional events. It has emerged from this stage into the era of control and analysis and in this later period has been recognized as a full-fledged industrial tool. Although the falling pin machines of earlier years indicated probable amplitudes of industrial blasting vibrations, they gave no reliable measure of such displacements, nor did they provide essential information concerning direction or frequency of motion. The first contribution of the three-component recording seismograph was the weight-for-distance formula developed by the U. S. Bureau of Mines. This empirical formula enabled users of commercial explosives to determine beforehand the probable vibratory effects of a blast when the weight of the explosives charge and the distance from the shot point were known. This formula has withstood the test of time and is still applicable for blasts detonated by instantaneous methods. The second major contribution of the three-component recording seismograph followed the introduction in 1945 of short period or millisecond delay detonation. This might be described as a two-stage contribution, the first of which revealed a 50 pct reduction in the vibration magnitude when millisecond detonation was used rather than instantaneous discharge. This second part of this double contribution led to the discovery of the vibration dip phenomena, see Fig. 1. In Fig. 1 the horizontal coordinates indicate the displacements amplitude in inches, and the vertical coordinates, the explosive weight in pounds. The top curve is that of the U. S. Bureau of Mines for instantaneous detonation. Its curvature conforms to the two-thirds power of the explosive weight as provided in the weight-for-distance formula; hence the vibratory effects increase in proportion to an increase in the explosive charge. If the other curves shown below are temporarily disregarded, it may be considered that the entire area below this top curve represents both useful and waste energy. As mentioned previously, when millisecond delay detonation was first investigated it was found that in general the U. S. Bureau of Mines curve could be decreased by about 50 pct, or to the position of the middle curve. At the outset it was assumed that this curve would likewise increase in some proportion to the explosive charge, as did the top curve, that is, the curve would indicate a continuous upswing. This paper deals with the origin, definition and prevention of scabs on semifinished rolled-steel product. Mold coatings, which are considered essential in scab prevention, were found to be effective only in relation to the ingot surface of semikilled and killed steels and not necessary for the rolled product. That is to say, the scabs on ingots caused by having been cast in uncoated molds are eliminated in the soaking and rolling operations, therefore are not present on the rolled product. This fact, which is contrary to the average opinion, was established after extensive and thorough experiments had proved the ordinary conception of the origin of scabs to be incorrect. This subject may be of little or no concern to steel plants producing small ingots for the manufacture of small billets and bars, except as it may be of interest in showing why their surface troubles with scabs do not exist on the product of heats with normal pouring practice. But to the producer of large ingots to be rolled into slabs for large plates used in shipbuilding, it is a very important subject. Definition of a Scab The generally accepted opinion is that the individual scabs present on rolled products (as shown by Fig. I) are considered to have been individual splashes on the ingot surface. This opinion was found to be incorrect. Experiments showed that there were no individual scabs on the product that had appeared as individuals on the ingot surface. The single scabs seen are either pieces of a shell that is present near the bottom of all top-cast ingots, or a veneer that may be present on any part of an ingot improperly poured, as when the stream strikes the mold wall. This definition is based on a detailed study of scabs and their characteristics in which the following have been found true: Location.—On the product of heats poured without trouble, scabs, if present, are always on the product that corresponds to the bottom end of the ingot, and usually occur in clusters. This is true whether molds are coated or not. Shape.—There is no regularity as to shape, size or thickness. It is sometimes possible to separate a few pieces and place them together, like pieces of a jigsaw puzzle, indicating that at one time they had been united as one piece. If individual splashes were the origin of scabs, the foregoing would not be true. Instead, the splashes, which occur throughout the pouring of the ingots, would be present uniformly over the entire product and there would be considerable similarity in the shape and thickness of the scabs. Experimental Work Our experimental work was conducted on 200-ton heats of semikilled plate steel tapped into an oval ladle 15 ft. high. All ingots were top-cast direct into 24 by 54 by 82-in. molds, straight-sided, set on flat stools. Two separate studies were made about one year apart, each study extending

Preparation and Use.—Magnesite is an important refractory in open-hearth, heating, and electric furnaces for steel-making and in many of those employed in the metallurgy of copper and lead. It is sold in the form of brick, finely ground "furnace magnesite" for bricklaying, and dead-burned grains for making and repairing furnace bottoms. The latter are a mixture of granules varying in size from pieces of about 5/8 in. (1.6 cm.) diameter to very fine but sandy particles. Dead-burned magnesite results from calcining the crude or lightly burned mineral at a temperaturc that will not merely drive off practically all the CO2, but will also cause sintering of the particles. During this process the pieces shrink considerably and become hard, dense, and inert to atmospheric moisture and CO2; under-burned material, on the other hand, will hydrate on exposure to the air. A small percentage of ferric oxide seems to be necessary for the production of a satisfactory sinter; from 4.5 to 8 per cent. in the dead-burned grains is considered the most desirable amount. Dolomite has been little used for brickmaking in the United States, but it is prepared for use in the granular condition calcined or "double-burned" and is the principal ingredient of several materials offered for sale under various trade names for refractory purposes. Dolomitic refractories are almost wholly confined to the open-hearth and electric furnaces, where they are used for fettling and as substitutes for magnesite. Much more magnesite and dolomite are used for basic open-hearth steel-making than for all other refractory purposes. The hearth of the furnace is usually built up of magnesite brick and dead-burned grain magnesite so laid that the brick base is protected by a working bottom of the granular material. The latter is sintered into place in layers 1/2 to 1 in: (1.25 to 2.5 cm.) thick to a total depth of 12 to 18 in. (30 to 45 cm.) at the center of the furnace. After each heat, burned dolomite is thrown against the banks as high as it will stick, and all holes in the bottom are Glled. In a previous technical note' by Walter Rose, evidence is offered in support of the contention that "the possibility of describing oil recovery features in terms of capillary pressure phenomena has not been established entirely." It is not the purpose of this note to present further discussion of this possibility but rather to point out that the argument presented there does not appear to be generally valid. In the cited note' reference is made to the experiments of Welge2 wherein it was shown that when water was displaced by oil from a core the pressure in the water phase was less than in the oil phase but that when this oil was then produced by water drive the pressure in the water phase was greater than in the oil phase. Rose has concluded from these observations that conditions of static equilibrium did not obtain since the fluid saturations were such that phase discontinuities seemed unlikely. The argument from which this conclusion was drawn is based on the contention that "the pressure is always greatest in the non-wetting phase at each static interstitial interface of contact with the wetting phase." This premise appears to have been reached from a consideration of capillary phenomena in cylindrical tubes, although it may a1so hold for other types of pore geometry, hut as will be shown below it does not hold for all pore shapes and hence is not generally applicable. Since the pore structure of porous media such as reservoir rocks i- in general so complex as to defy exact description. it is undoubtedly of great value to establish a model in terms of pore shapes of known geometry, provided of course that the limitations of the model are recognized. That the limitations of the capillary. or cylindrical, tube model have not always been fully recognized will be evident from the following discussion of a pore of different shape hut one which may a. logically he considered a.; the capillary tube. Johnson, Jr., The innovation of a special meeting under the auspices of the Iron and Steel Committee was well justified, if we accept as a criterion the number of papers presented at the meeting held on Oct. 16 and 17 in New York and the attendance at that meeting. Twenty-four papers were read, and most of these were widely discussed orally, while doubtless the written discussions will be even larger in extent. Discussions will be received up to Dec. 1, 1913. The attendance at the meeting of 106 members and 75 guests is an evidence of the wide anti growing interest in the Institute of men interested chiefly in iron and steel. It is especially interesting to note this large attendance at a meeting where very little of a social nature was introduced into the program. An informal dinner for the men at the Engineers' Club closed the meeting. At this dinner were present about 70 members and guests. One of the Vice-Chairmen and the Secretary of the new Committee on Petroleum and Gas told of the important plans in prospect of that Committee. Brief impromptu speeches by a considerable number of the members and guests were enjoyed. Professor Marburg reiterated his previous assertion that he believed that the Institute and the American Society for Testing Materials, as well as some of the other technical societies, were all fighting for one good cause; that there was room in the field for all of these societies with their various points of view; and that they should march shoulder to shoulder. The success of this dinner was due largely to the efforts of Mr. Johnson who had the affair in charge.

AGGLOMERATION U.S. 4,067,727 - In the sintering of a charge of iron oxide ore, a fuel and a flux on a travelling grate machine, the dust problem is minimized by providing a plurality of cooling zones and by directing heated dust-laden air from a first cooling zone to the sintering zone wherein the dust is filtered from the air by the material being sintered. Air from a further cooling zone can be exhausted directly to the atmosphere. Dust removal in the cooling zone is improved by using a purging zone in which higher pressure air agitates the dust in the sintered material. B. F. TiLLson*— The manifold difficulties of accurate anemometry in irregular sections of mine passageways, the irregular distributions of velocities in cross sections of the same, and the disturbing influence of the observer upon the air flow, all indicate an undesirable inaccuracy of results obtainable by any standardized method of traversing the section by an anemometer. It seems obvious that another, and simpler, method should be used to determine the volume of air flow in mine passages, namely: 1. At appropriate locations cement or calked framework rings should be installed permanently to equalize the irregularities of sectional contour and provide a place and means of attachment for a temporary cloth brattice which bears a rigid orifice. 2. The measurement of the velocity of air flow through the orifice may then be by anemometer or, preferably, by Pitot tube measurements of the differential pressures on both sides of the orifice in accordance with the standard practices available in engineering 1iterature. † The constants may be determined for various measuring positions in relation to the resulting "vena contracta." 3. The position of the person who makes the measurements is behind the brattice out of the air stream. The Pitot tube does not offer as disturbing an obstruction as the anemometer. A recording gauge may be employed to integrate fluctuations in air flow through that portion of the mine. No traverses are required because the reading may be at a single central point. An anemometer can be used with an orifice flow. The orifice will increase the air velocity at the measuring point, with correspondingly more accurate measurements where the normal air velocity through the passageway is low. Portable brattices might be devised with the cushioning rims which would seal against irregular rock surfaces where permanent rings were not available or feasible. The development by the Ventilation Committee of standard procedures and devices for the orifice measurement of the flow of mine ventilating air might be a desirable project for this coming year. C. M. Smith (author's reply)—Thank you for your discussion of my paper on underground anemometry. Your suggested method of measuring underground air flow is a novel one which might be applicable in some situations. It should be tested along with other suggested methods in any investigation of this subject. G. E. McElroy*—In spite of the adverse publicity that vane-anemometer methods of air measurement have had in the past and that contributed by the present paper, I endorse Mr. Erickovic's statement that anemometer traversing "has proved to be widely applicable, expeditious and simple" and add that available methods are accurate enough for the purposes for which they may be used. The fact that the great majority of minor mine officials assess relative changes in rates of air flow by comparison of crude vane-anemometer measurements, known to average 20 to 30 pct high, has no important bearing on this subject, because state inspection standards were based originally on such methods of air measurement. Federal inspection standards are based on actual rates of flow as determined by traversing, and interest in traversing methods is rapidly increasing. In considering traversing methods, three aspects are of major importance: (1) the absolute accuracy of calibrations; (2) the degree of interference with normal flow conditions introduced by traversing methods designed for accurate measurement by shaft-mounted instruments; and (3) the proper "method" factor to use for approximate measurements by hand-held instruments. With respect to absolute accuracy of calibrations, we have always placed reliance on calibrations made by the National Bureau of Standards, with which manufacturers' calibrations have usually agreed very closely. It is therefore particularly disturbing to find7 that calibrations made previous to June 1947 are presumably about 5 pct in error because of excessive registry caused by the thin flat plates on which anemometers were mounted for calibration. Velocities corrected for calibration have therefore averaged about 5 pct low in all probability. In this connection, it is interesting to note that an anemometer calibrated against Pitot-tube measurement by a single-point method in the Bureau of Mines experimental coal nine in 1923 indicated this same difference of about 5 pct and that the same instrument calibrated by a traversing method in a metal mine some months later indicated a difference in the same direction of about 4 pct. These results are reported by the Bureau of Mines.8 Regarding the degree of interference, or changes in velocity distribution, caused by the position of the observer's body in traversing operations, misconceptions seem to be especially prevalent, resulting in increasing advocacy of methods, such as the "clear section" method outlined in this paper, that cause just the type of interferences that they are designed to avoid. The degree of interference for any method may be gauged easily by a few experiments with a velocity-pressure gauge connected to a Pitot tube or with an indicating velocity meter such as the Velometer. In an experiment cited by McElroy and Richardson,# a decrease of 5 pct was noted at ten widths upstream from a 6-in. plank, whereas an observer's body at about the maximum practical distance of 6 ft downstream from the instrument is only about four widths away. In the Bureau of Standards paper previously mentioned, it is recommended that supports used in calibrations be at least 16 widths downstream. In practice, therefore, a downstream position of the observer is ruled out as far as accurate measurement is concerned. Operation of the anemometer by rigid shaft support from a point outside the section is seldom practicable; however, accurate results can be obtained, with the anemometer rigidly attached to a short shaft and held at arm's length, by an observer advancing across the traversed section while he faces the opposite wall and stands sideways to the current, provided that he keeps the instrument at least 3 ft away from his body at all times and traverses the entire section with it. If the traverse can be started with the observer in a side recess, the entire section can be covered in one operation. Normally, it would be covered in two half-sections. The presence of the observer's body does not, as is commonly supposed, increase the average velocity throughout the remaining part of the section. Rather, the velocities 1 to 2 ft on either side of his body are increased, but the distribution of velocities throughout the rest of the cross section remains normal, and a traverse made as stated gives a true average velocity for normal-flow conditions. Regarding the proper "method" factor for accounting for interference in the approximate methods of traversing with hand-held instruments, here again confusion prevails, for which the writer must assume some of the blame. RESIDENTS of many urban centers are becoming increasingly aware of the obscuring effect of fume and smoke discharge from power, metallurgical, chemical, and other industries; and they, as well as the legislatures of these affected cities, are agitating for cleaner air. Management's most pressing problem is to find an economical way to reduce process effluents in response to the growing pressure from population and legislative demands. The removal must be done, if possible, without handicap to the current operation, since the costs of relocating are often excessive or prohibitive. In fume recovery or disposal, an important item to consider is whether or not the material being discharged has any value. If it has commercial value, the cost of its recovery may offset or aid amortization. For this reason, in making a study of the specific problem in hand, a major factor was the nature of the material emanating from the stack: in particular, its particle size, size range, and its chemical and physical composition, as well as its potential value and utility when recovered (in either a wet or dry state). Should the product have no commercial value, it must be disposed of at minimum cost in a way to prevent recontamination. Initial studies were therefore made to determine stack concentrations and volumes of material evolved from the operations. The next phase of the study concerned the physical and chemical nature of the collected fume. The third portion of this paper describes the wet and dry collector studies undertaken to recover the fume. Cleaning Requirements for Ferroalloy Furnace Operation The basic need for any effluent collection equipment is the highest possible efficiency and the lowest tolerable resistance when the power consumption involved is considered. Since the electric furnace effluent is largely composed of fume of small size (less than 0.5u), it has high light obscuring properties, and even low concentrations will cause some loss of visibility and be evident to nearby residents. The permissible limit for fly ash emission in many cities is based on a weight value (viz, approximately 0.4 grains per cu ft), but the smoke density values are dependent upon a shade of color. In the case of the Los Angeles County code, emission is restricted to pounds per pound of material processed per hour basis (but not exceeding 40 lb per hr for any one given plant operation). If an average particle size of the fume from ferro-silicon alloy electric furnaces is assumed to be 0.4u (as shown later, this is the approximate mean size) and an average loading of 1 grain per cu ft (stp), each cubic foot of stack gas will contain approximately 75x10 10 particles (based on assumed, and confirmed, spherical shape and a standard deviation of unity). When it is realized that the air in metropolitan areas, which are also general industrial areas, contains approximately 5x108 particles, the tremendous light scattering effect of this concentration becomes apparent. Consequently, nearly 100 pct collection would be necessary to equal the average concentration. Fortunately, however, discharge from a high point above ground (50 to 100 ft) will result in at least a thousandfold dilution, or the stack concentration reaching the ground in the foregoing case might result in a ground concentration of ' particles. If the concentration at the source could be reduced by a factor of 100 (99 pct efficiency of collection), then a concentration of 75x10" particles would be diluted to 7.5x10' which would be very satisfactory. An efficiency of 90 pct (factor of 10 decontamination) at the source would result in a discharge of 75x109 articles which upon dilution yields 75x10 which is still 15 times the general air value. Another approach to this consideration is to use the value of concentration of 0.005 grains per cu ft for the value of a visible effluent as cited by Kayse.1 To attain this value with an average loading of 1 grain per cu ft would require an efficiency of 99.5 pct. Since the foregoing value is not based on any reported size of fume particles, it is felt that the numbers' approach given previously is more reliable. These calculations serve to indicate the desirability of thorough cleaning, preferably at the source, and with efficiencies well above 90 pct, preferably above 95 pct (dilution 1:20). One of the most important items in any control program is to reduce the concentrations as close to their sources as possible. The use of better furnace design, deeper coverage over the electrodes, and the prevention of blows or breaks in the surface all help to reduce dissemination; consequently, all of these improvements should be made, if possible, to cut down the effluent load. In addition, in order to minimize the volume of contaminated air that has to be cleaned, the furnace should be enclosed as much as possible. The notable occurrences, extending vertically and laterally perhaps several hundred feet, presented scattered, bladed lenses of this mineral in a matrix of quartz, pyrite, enargite, bornite, and chalcocite. But under the microscope covellite is seen to be widespread in the Butte ores, though in such small quantity that megascopic examination will not discover it. In early mining operations covellite was found in the Gray Rock vein, a member of the Blue vein system. As described by Sales,' it persisted as an occasional ore mineral, associated with quartz, pyrite, tetrahedrite, bornite, chalcocite, and minor amounts of sphalerite, from the 700-ft. to the 1,200-ft. level of the East Gray Rock and Diamond mines. Another increase in production and the discovery of new pools arc the outstanding developments of the year 1937. Production in 1937 totaled 16,354,706 bbl., compared to 15,457,953 bbl. in the previous year, an increase of 5.8 per cent, of which 5 per cent was due to the Yacimientos Petroliferos Fiscales (Argentine Governnlent Oil Fields) and 0.8 per cent t,o private companies. Table I shows that the most important gain in output was obtained in zone B of Comodoro Rivadavia, partly offset by a 5.7 per cent decrease in the Neuqu6n district. ALTHOUGH calcium carbide and other compounds of calcium, as well as a number of calcium alloys, are well known and are the basis of important industries in the of United States, calcium metal has been thought of as something of a rarity and has received comparatively little attention from industrial metallurgists. The metal may he made in a number of ways, but the electrolytic deposition of calcium from a molten calcium chloride bath was the first process to be used for its commercial production and is still the standard procedure. Calcium metal has elicited little interest among nonferrous metal producers, as the demand has been relatively small and its production restricted to only a few plants, exclusively in France and Germany.

Two types of decline curves are considered and their applications are discussed. The first is the well-known semilogarithmic decline curve having the rate of production plotted on the logarithmic scale and the time on the horizontal scale. The other curve is the percentage of oil in the fluid versus cumulative production, and it is plotted on Cartesian coordinate paper. These curves are illustrated by carefully and adequately labeled graphs. Where conditions permit application of both types of curves for rationally determining the reserves of a well, both should be applied and the most conservative reserve should be chosen. Formulas are given for determining the economic limits. For a semi-l~~arithmic~decline curve the formula is: A = B X C X D X E X F or B = A/C ? D X E X F A = total monthly operating cost (average of past year), B = economic limit in barrels of oil per day, C = days in an average month = 30.4, D = market price of crude per barrel, E = 1-royalty, F = 1-gross production tax, G = water production in barrels per day at the economic limit, H =per cent oil in fluid at economic limit. The economic limit for a per cent oil in the fluid curve is: H = B/B+G X 100 The semilogarithmic decline curve is treated first. Straight-line extrapolations on semilogarithmic paper follow the compound interest compound discount law, hence the ensuing formulas derived from this law may be used in computing reserves for such extrapolations: [1___1/(1+Y)]
