IN view of the many articles that have been written on the proper classification of mining systems without so far having produced any particular tangible results it might seem that the subject is hopeless of solution. I do not believe that is so, and my intention in contributing the following outline is to present a slightly different viewpoint. Too much attention is often focused on unnecessary details and not enough on general principles. Too much attention and emphasis is often given to the system employed at one particular mine or in one particular district. In addition, names that are entirely misleading are applied to mining systems, and their adoption by the coming generation perpetuates a condition that needs clarification badly. The following classification is the result of several years of practical experience in mining and also several years' practice in teaching the same subject. It therefore represents a broad picture of the entire field of mining systems from the viewpoint of the miner as well as the teacher. It seems that the difficulty in the past has been in reconciling these two viewpoints. The need of such a reconciliation requires no explanation.

THE coal-seams that are worked vary from 32 to 100 feet in thickness, and occur at all angles of inclination, but are never flat for any great extent. They contain coal, slate, and an unsolidified coal, called dirt by the miners, in various proportions, a uniform seam of coal alone being rare. The upper walls are composed of conglomerate, sandstone, or slate; the first two hard and solid in texture, and withstanding the action of the atmosphere and moisture sufficiently well to offer but little trouble to the mining operations ; while the latter crumbles rapidly, owing, in part, to the decomposition of iron pyrites which it contains in large quantities, and in part to its own friable character, and requires constant care to avoid accidents to the men working below it, and to prevent its mixing with the coal mined. THIS paper is not intended to be more than a mere outline of the economic geology of Tasmania. It is desired to present in a condensed form the present state of our knowledge in regard to the distribution of the ore, coal, and oil-shale deposits of Tasmania in time and space.Tasmania is exceptionally well endowed with mineral wealth, particularly in the north-western and western districts. In the enthusiasm resulting from the first discoveries of mineral deposits at a great number of localities in those districts, it became a generally accepted belief that the whole of that portion of Tasmania constituted a continuous metalliferous province. THE Bingham area in the West Mountain mining district on the eastern slope of the Oquirrh range, some 28 miles southwest of Salt Lake City, has been the most consistent producer for the United States Smelting Refining and Mining Company, production having been continuous, except for minor interruptions, since the organization of the United States Mining Co. in 1899. This production has come from fissures and mantos largely within limestone members aggregating something less than 10 per cent of a thick quartzite sequence of Pennsylvanian age which has been warped into an open syncline plunging northwesterly. Bedding on the easterly limb dips 10°-45° but steep-ens to 90° and even overturns on the westerly limb. Ore bodies cluster about the more northerly of two elongate interconnecting stocks of monzonite which have risen in an axial position within this syncline. Largely within the more northerly of these stocks is the low-grade copper ore body exploited in the Utah Copper open cut of the Kennecott Copper Corp. The values, in seams, minute fracture fillings, and disseminations of pyrite and silica, pervade not only the stock but adjacent sediments, and form a nebulous, sprawling mass which both mineralogically and geographically is the center of the district. Introduction Salt (sodium chloride) occurs naturally either in the solid state as rock salt or in solution as a component of natural brines. It is the major saline constituent of sea water, which contains about 4 percent salt-roughly 164 million tons, or enough to meet world salt demands for five years, per cubic mile. The great rock salt deposits of the world are generally regarded as having been formed by the evaporation of sea water over long periods of rime in wholly, partially, or periodically cut-off bays of ancient oceans. History and Occurrence of Salt in Canada We can speak today of the vastness of Canada's salt resources, but it was not always so. Settlement of our Atlantic seaboard and the Sr. Lawrence valley began in earnest in the early 1600's. The first small commercial salt works in Canada did not come into operation until 1866. Thus, for some two and a half centuries, the inhabitants of this growing country were entirely dependent on foreign sources for every pound of salt they consumed. The record shows that from at !east 1800 onward, the need for a domestic salt industry was clearly recognized by the governments of the day. It was during the Western Ontario oil-boom of 1866 that the initial discovery of rock salt in Canada was made, not far from Goderich, at a depth of 1,000 feet. A salt company was promptly organized, and with their operations there began the gradual and still uncompleted conquest of the Canadian salt market by the Canadian salt industry. Over the next thirty years many holes were drilled into the Salina formation both in Ontario and Michigan, and encountered rock salt. A vast salt-basin was disclosed, approximately outlined, and given the name Ontario-Michigan Salt Basin. The Ontario portion of the basin extends over at least 3,500 square miles, is met with at a depth varying between 800 and 1,600 feet, and has a thickness of 50 to 250 feet. No attempt has ever been made, so far as we know, to calculate the total salt reserves of this basin, but the minimum indicated in the Ontario portion by the figures just cited is just under thirty-five cubic miles. The specific gravity of rock salt is 2.2. From these data, those so inclined may calculate the tonnage.

Again, it gives me great pleasure to welcome you to another session of the 79th meeting of the Rocky Mountain Coal Mining Institute. The thing again that has always been impressive are the activities that we've had so far. The success in the meetings has been delightfully encouraging to all of our committee people. Please welcome the chairman of the session, Charlie Margolf. MR. MARGOLF: Thank you, Vernal. Good morning, ladies and gentlemen. It would be my privilege to serve as the session chairman this morning. To allow the maximum time for our speakers, I'll turn the microphone over to Bernie Bernstrom who will introduce our first speaker. MR. BERNSTROM: Thank you. As Vernal mentioned, Dan Jackson will be our first speaker. He is the Western Editor of Coal Age Magazine. Dan really doesn't need an introduction to this group. He's belonged to the Rocky Mountain Coal Mining Institute about 25 years. Dan is a native of West Virginia and he's an ex-coal miner. He graduated form West Virginia University as an electrical engineer and worked for Amherst and West Bending Coal prior to employment by Coal Age Magazine. Back in 1972 Coal Age moved him to Denver from New York City. MR. JACKSON: When Vernal Mortensen asked me speak to the members of the Rocky Mountain Coal Mining Institute earlier this year I found it impossible to say no to the guy because of what he has contributed to western coal. Little did 1 know that the subject he had in mind would be entitled, "An Outsider's View of Western Coal." At first I asked myself-I've been associated with the coal industry for some 38 years, 12 years in national operations and 26 years reporting on it. You might say that I've been married to two industries, coal and the business press for 26 years, but today I'll put on my business press hat and try to make an impression of what an outsider might think of western coal. But at the outset, let's get one thing straight: When you say press, whether it's business press, the media or whatever, and you heard some comments yesterday as far as what the media has done .to this industry and there's been some definitions bandied around as to just what an editor is. One of the most recent ones has defined an editor as a person who can talk on any subject with an open mouth. Now that's not my case. Secondly, I don't give long talks. Several years ago I was giving a rather lengthy talk to a group similar to this and it was halfway through the talk when I noticed one guy on my right looking at his watch quite frequently. I didn't mind that too much because all of us do that once in a while, but when he looked at his watch, took it off and shook it, I thought, "My God, better cut short." But for more than a decade western coal has enjoyed substantial annual increases in production from some 30,000,000 tons in 1970 to some 264,000,000 tons in 1981, but 1982 was a different story. We lost about 6,000,000 tons of production in that year. In 1983 it's expected to be a little worse than '82. Coal historically doesn't rebound from a recession as quickly as other industries. It takes about eight to 10 months longer for us to really get moving again and I'm afraid that you'll still have to don your fighting helmets and flack jackets when you go out into the market to sell your product. Western coal, as you know, has problems and al l of them are not going away when the recession ends and they won't go away overnight. I'm sure most of you are aware of what those problems are. Carl Bagge and Jim Harris, along with other speakers, at this meeting have educated us well on those problems and I'm sure you'll hear more from Jim Watt at today's luncheon. If everyone in this room were asked to list three orfourof the most serious problems facing western coal, I'd make book that the total of the answers wouldn't vary by more than 3 to 5%, if that much. But coal is not the only mining segment in the U.S. with problems. Metal and non-metal mining has its share, too. I'd like to step back into the past for a few minutes, if I may, to a time when our problems were just beginning. Since 1979 a third of the nation's mines, including coal, metal and nonmetal have been shut down. The total volume of all mining in the U.S. in that year totaled some $24 billion. Today that figure has dropped some 21 %. The after tax rate on return for mining companies has fallen from 6'/% in 1980 to minus 3% in 1983. But that's really not where our problems began. They began 20 years ago when a profound change began taking place in the U.S. economy. Our economy had been growing at about 2'/-3% annually without exception except for the great depression. Our inflation rate was about I'/%, interest rates were running about 6%, and the federal budget was $77 billion, really great figures compared to today. From 1960 to 1980 the federal budget increased almost 1.000% and taxed paid by individual families increased by 700% during that same period. Despite the huge increases in taxes, the federal deficit kept getting larger and larger year after year and within this 20 year period the national debt climbed to a trillion dollars. Economic progress of this type can't continue indefinitely without some serious consequences. The result of that economy, well, you know what happened and there is a direct relationship of that

"Most geologists and mining engineers, in the course of their professional careers, frequently become involved with the appraisal of metalliferous mineral deposits and develop a familiarity with and standard approach to the evaluation of these deposits. When the same individuals approach the industrial mineral field, however, their usual approach pattern can be rudely disturbed.This paper highlights the difference in appraisal approach and outlines the factors common to both but which have entirely different emphasis. These comprise geological appraisal, analytical requirements, the importance of transportation, marketing requirements and standards, including appropriate allowances for product development, and marketing penetration.Out of these ""different"" considerations, however, a pat-tern or standard approach emerges which is as common to the industrial mineral field as that used either consciously or subconsciously in the metallic field.The paper reviews the different factors and points of emphasis and offers an outline of the common pattern of appraisal for industrial minerals."

In the present context of rapid industrialization, production of Lead-Zinc metals from low grade materials, residues and wastes can make substantial contribution to the supply of these metals in India. Recovery from secondary sources also plays an important role in conservation of mineral resources and lower power consumption. Conscious effort is therefore, required to increase the secondary metals which, besides saving in energy cost will also help in waste material management and keeping environment clean. The major thrust is, therefore, needed in this direction. During all these years, the Indian Lead- Zinc industry has made sustained efforts for recovery of metals from low grade ores and from metallurgical wastes and residues. The paper identifies the treatment of low grade ores by various technologies and techniques and the treatment of metallurgical residues and wastes generated during primary Lead and Zinc smelting in India. Some of the major achievements in past decade have also been elaborated in the paper. The strategies to be followed for continuing treatment of low grade ores and waste materials by adopting newer, environmental friendly technologies, in consonance with the rigid standards being adopted by most of the countries including India. have also been dealt with in the paper.

Augered, cast-in-place (ACIP) piles have been utilized in the United States for a wide range of projects since the 1950's. Due to the cast-in-place nature of the installation method (and lack of a driving criteria); however, ACIP piles have not been readily accepted by some practicing geotechnical and structural engineers. Since ACIP piles were initially developed, the installation equipment and techniques have been improved and refined and the number of experienced contractors has significantly increased. Over the past 10 to 15 years, the pile type has experienced significant growth in the United States (particularly in Florida) because engineers have become more knowledgeable and comfortable with its use. The Miami area, in particular, has experienced considerable growth in the utilization of ACIP piles primarily due to their usage on the $1 billion Miami Metrorail System project in the early 1980s. The economic advantages over other deep foundation types, coupled with some unique installation advantages, have shown that ACIP piles can be a viable foundation alternative on many projects. Even though ACIP piles have gained respect in the private sector, the pile type has generally not been readily accepted by government transportation agencies. The reluctance to readily accept this foundation type stems primarily from the quality assurance aspect of cast-in-place pile construction. Additionally, there has not been much research activity on this foundation type, technical papers, formal associations (other than the DFI), or a concerted effort to standardize the industry. This paper serves to discuss the state of practice for ACIP pile installation in the state of Florida.

An otherwise unknown group of minerals, eudialyte is a zircon silicate consisting of rare earth oxides (REO), contained in a unique mineral structure and represented by a complex chemical formula. Research into extraction and recovery of rare earth elements involves various beneficiation and hydrometallurgical techniques. The goal of beneficiation being to efficiently liberate and upgrade the REO content, followed by hydrometallurgy to extract the desired elements. This overview will discuss previous research on treating eudialyte group minerals via different mineral processing and extraction techniques.

After pyrometallurgy and hydrometallurgy, bio(hydro)metallurgy is the latest development in the ongoing search for efficient and economic metal winning processes. In addition to bioleaching, other biotechnology-based applications are getting more and more accepted. In this paper a number of proven and commercial processes will be presented that can be applied for nickel and cobalt recovery and refining. These processes are based on the ability of biomass to convert the redox state of sulphur compounds under ambient conditions. They can be applied to recover sulphate from effluents or SOx from off gases and convert it to H2S or dissolved sulphide that can be reused in production or effluent treatment. Not only does this minimize the costs on resources but it also reduces waste production and improves the quality of discharges even to the point where reuse becomes feasible.

This paper presents a general overview of the Bureau of Mines' programs in the areas of operational and post-disaster communications. These programs encompass both hardware developments and system evaluations. Topics discussed include a new visual paging system compatible with existing pager phone lines, a means of modifying commercially avail able pager phones to permit selective paging and message leaving, a multiplexed telephone system that uses twisted shielded pair and requires no central control, medium frequency hardware developments, and a manual for mine communications. Research has continued in the area of post-disaster location and communications. This research is based on seismic and electro- magnetic techniques. Each has been extensively studied and field tested to better understand its ability to perform effectively. A brief description is given of the post-disaster program. Results are promising and provide insight into future areas of research.

The Bureau of Mines has a long history of research in Ground Control. For many years, this work was done at Bureau facilities by Bureau researchers. As the tiles changed, however, the area of research interest broadened, and additional methods of implementation, such as con- tracts, were added. 'Ibis paper outlines the organization, goals, and methods of implementation of the Bureau Ground Control Program, along with procedures for project selection. This program organization is followed by several specific examples of Bureau research that will be soon ready for use in the mines.

15.1 INTRODUCTION The mine development process, as discussed in Chapter 2, is a series of data gathering and analysis steps. As the mine development process proceeds, information about the geology, mineability, and metallurgy of a particular deposit is continually generated, along with environmental information regarding project permitting status. As data are obtained, checkpoint evaluations are typically conducted to determine the economic viability of the particular deposit. Although the project evaluation process was discussed at length in Chapter 2, a brief review of the process is presented here to "set the stage" for the discussion on economic analysis of heap leach projects. Figure 15.1 (MacKenzie, 1980) presents an overview of the sequential process of mine development. Once the deposit is discovered or acquired, an initial delineation program can be undertaken to expand the project's geologic, mining, and metallurgical data base. At the end of this initial program, the direction of the project is evaluated. The company can either abandon the project, postpone it, develop and mine it, or gather additional data in hopes of improving the project's economic viability. If the company continues gathering data, then another decision point and evaluation will be required. This process may continue until the company either decides to postpone the project or develop and mine it. A project may be postponed indefinitely, typically in hopes of improved metals prices. Certain holding costs, such as land or royalty payments, may be associated with postponement. In general, once a company goes through two evaluations, the project is less likely to be abandoned. For this discussion, it is assumed that the company will undertake initial, second, and third delineation programs to gather sufficient geologic, mining, metallurgical , and environmental data to justify a positive production decision from the second or third economic evaluation. The objectives of the first delineation program will be to confirm and expand upon the available information about the deposit. During the second delineation program, development funds should be directed toward identifying the critical project items (i .e., ore reserves, mineralogy, mineable grade, metallurgical recovery, etc.) that must be resolved before making the production decision. This second economic evaluation can be used to determine which metallurgical concept will be applied to the project: heap leach or a traditional agitation-type leach plant. If the proper work has solved key project concerns in the second program, a production decision may be made from that evaluation.

Cationic reagents have been utilized in mineral processing since the mid 1930's and are based upon fatty nitrogen derivatives. The initial commercial development was centered around a flotation collector capable of separating potassium chloride from sodium chloride - potash flotation. The first commercial sale for Akzo, known then as Amour and Company, was realized in the summer of 1940 to a potash producer in Carlsbad, New Mexico for the flotation of potash. The success of the potash flotation collector led to the development of other cationic mineral processing reagents. Flotation collectors for iron ore, phosphate, calcium carbonate, silica sand, feldspar, and other silicates materialized into a large commercial business. Another area that realized commercial success was the development and use of anticaking/antidusting reagents for hygroscopic salts, fertilizer mixes, and granular fertilizers. A more recent development has found use in the trona industry as a defoamer and crystal growth modifier during the crystallization of sodium carbonate liquors. A review of cationic reagent chemistry and applications will be given and the potential for new application areas will be explored.

"IntroductionCurrent coal combustion activities at the Canadian Combustion Research Laboratory (CCRL) reflect the increasingly important contribution that coal is expected to make in meeting our future energy requirements and in reducing our dependence on foreign oil. Widespread use of coal will, however, be heavily dependent on the ability of conventional and emerging combustion systems to cope with the disruptive conflicts caused by variations in fuel quality, on requirements for better equipment availability .and on the implementation of progressively more stringent environmental constraints.To minimize these conflicts, Energy, Mines and Resources Canada has embarked on a systematic sequence of research, development and demonstration- scale (R, D and D) initiatives to stimulate the utilization and competitiveness of thermal coal in both domestic and export markets through a number of complementary in-house projects and external contracts, considered to have short- to intermediate-term benefits to industry and society.Many of the in-house projects are funded in part by industry, whereas the external contracts are either fully funded (100070 government funding) or jointly funded (50% government - 50% project proposer).External contracts and shared-cost projects are an important adjunct to the CCRL in-house effort on coal combustion, because research data can be more effectively transferred to industry and because the commercialization of novel combustion systems can be accelerated significantly."

It's indeed a pleasure for me to speak to you today about the development and operation of large-scale surface coal mining projects in the western United States. It is an exciting story about American business working to solve a critical national problem -- the energy shortage -- through research, new technologies, financial innovation, and imaginative management. The North American Coal Corporation -- the second largest independent mining company and ninth largest United States coal producer -- is proud to be a part of this story. Our operations in North Dakota reflect the coal industry's Western activities. So, today, I would like to focus on our planned involvement in that state. I'll briefly survey why North American is developing large- scale surface mining in North Dakota, and I will outline the many problems associated with this coal development and how we are working to solve them. Finally, I will look at the financial and management techniques we are using to make it all work. In short, I'm going to present a case study of Western coal mining. Let's begin by looking at the reasons we are in North Dakota. The United States Bureau of Mines estimates that 44 per cent of the nation's total recoverable coal deposits underlie the three Northern Great Plains States of North Dakota, Montana, and Wyoming. We estimate that North Dakota alone has about 25 billion economically surface-mineable tons of coal with today's technology. North Dakota has the energy that could keep our factories running and our homes lighted In the years ahead.

The Deep Coal Seam Project is a multi- year, large-scale research and development effort between the Gas Research Institute (GRI) and Resource Enterprises, Inc. (REI). The project is being conducted at the Red Mountain Site, a multi-well test site located in the southeastern portion of the Piceance Basin near Collbran in Mesa County, Colorado. The project objective is to develop the drilling, reservoir evaluation, completion and production technology required to produce gas from a thick, deeply buried coal seam. To understand the parameters controlling gas production, project efforts are focused on the Cameo "D" coal reservoir which lies at a depth of about 1707 m (5,600 ft) at the test site. This paper overviews the drilling, testing, completion, and production techniques used on the 1, 2 and 3 Deep Seam wells and implications for resource development.
