Discussion was prepared by A. L. Jones and Frank A. Rank, of the General Electric Company, read by Mr. Jones; by C. B. Officer, of the Sullivan Machinery Company, read by Mr. J. H. Emrick; by Mr. D. C. McKeehan, Chief Electrician of the Union Pacific Coal Company; and by Mr. L. C. Ilsley, of the United States Bureau of Mines, read by Mr. K. P. Marshall. Their prepared answers are inserted in the body of Mr. Harrington's paper, as answers to his questions. Introductory Remarks PRESIDENT MARKS: We have made special assignments for the discussion of this paper, and I believe these discussions are to be answered in sections, and as the different sections are read applying to this paper, we will just have a brief discussion on that particular point and proceed to the next and try and expedite this discussion as much as possible, be- cause I realize a good many of you have something to say. The first discussion is by Mr. Frank A. Rank, of the General Electric Company, Salt Lake City. MR. F. A. RANK (General Electric Company, Salt Lake City, Utah) : Mr. Chairman, while my name has been put on the program as being the one to discuss this paper, I believe Mr. Jones of our company has prepared a discussion on it, and therefore will let him talk in my place. MR. A. L. JONES: I think that it is passing the buck. However, Mr. Rank sent me a copy of the paper, and I read it over with a good deal of interest. There is one thing I want to say: Mr. Shubart, in his breezy letters, stated this paper was to be written by Mr. Harrington, assisted by a number of manufacturing and operating companies, among them the General Electric Company. We did not function. The paper was completed, and we were not consulted, and I believe that is true of the others. After reading the paper over, I dictated a few notes which I want to read, to give you the view-point that we have on the subject We do not want to minimize electrical dangers, or in any way slow down high-grade construction maintenance, but there is such a thing as overstating the case. A. L. Jones, Engineer, General Electric Co., Denver, Colo. Mr. Harrington's paper in some ways pleases me very much, but in others gives me quite a different sensation. It is so full of condemnation of most existing practices and conditions that it reminds me somewhat of the nerve-racked mother who sent an older brother to see what Willie was doing and to tell him to "stop it." His recital of electrical dangers is harrowing and if I felt it were a true picture I should feel that any of us having anything to do with the recommending or selling of electrical equipment for mines would be party to a crime. The twenty-ninth regular meeting of the Rocky Mountain Coal Mining Institute was called to order at 11:30 o'clock a. m., Monday, May 26, 1930, President B. W. Snodgrass presiding: PRESIDENT SNODGRASS (condensed report): The meeting will please come to order. As President of your Institute, I take pleasure in welcoming you to this convention, and to those who come from outside of the city, I take pleasure in Welcoming you to the city of Denver. This is the first convention at Denver in fifteen months. I hope that the annual rather than the semi-annual meetings will prove satisfactory to all, and that no mistake has been made in that respect. We are gathered together here to discuss problems common to all of us, and I am sure that we will profit by such discussion. We have with us, outside of the membership of our organization, representatives of two other organizations, Mr. Callbreath of the American Mining Congress, and Mr. Huntress of the National Coal Association. We will be honored by having them with us, and we shall expect to hear from them during this meeting.

We all deplore the high accident rate of our coal mines, but when brought to task we immediately attempt to appease our conscience by calling attention to the high tonnage rate per fatality in American coal mines as compared to European mines, losing sight of the fact that the accident rate per hours of exposure has shown no improvement during the past twenty years. Measuring our accidents in terms of hours of exposure, not in terms of production, is the only correct method. Certainly it can be of only scant satisfaction to the miner to know that his chances of getting killed this year are as great, or perhaps greater, than last year, but the tonnage rate per fatality will have gone up. We cannot help asking ourselves why it is the other major industries, almost without exception, have made wonderful strides toward reducing accidents, while coal mining stands alone as the one major industry in which no improvement has been made. It certainly cannot be charged entirely to the increased use of machinery and the increased productivity per man employed, as the other industries likewise, or to an even greater extent, have increased the use of machinery and the production per man.

The Annual Meeting of The Rocky Mountain Coal Mining Institute was called to order by the President, John T. Atkins, at 2:00 p.m. Tuesday, June 26, 1984 in the Colorado Ballroom of the Marriott's Mark Resort in Vail, Colorado. There were 36 members in attendance. It was moved by Bob Diederich, seconded and carried to dispense with the reading of the 1983 Annual Meeting minutes as printed on pages 105 thru 109 of the 1983 Proceedings. In keeping with the printed agenda in the convention program/ticket booklet, the President called for reports of standing committees as follow: 1. Bylaws & Resolutions - Loren Linville, Chairman Linville noted that the committee had been working for two years on bylaws changes and concluded a corporate lawyer specializing in nonprofit organizations be engaged. He then introduced Mr. Peter B. Nagle of the Denver law firm of Sherman and Howard who outlined the major changes in converting the Institute's current status of 501(c)(6) to 501(c)(3). He pointed out that such a conversion would give the Institute a proper legal status, would give individual contributors to the scholarship or other programs a personal income tax deduction, would qualify the Institute for the postal nonprofit mailing rate and the Institute would achieve the advantage of limited liability inherent in a corportion and would insulate its members, officers and directors from liability for corporate obligations. Copies of the Articles of Incorporation as well as the Bylaws were available for all members. A discussion ensued and the following resolution was moved by Bob Diederich, seconded and carried: RESOLVED, that the unincorporated association known as the Rocky Mountain Coal Mining Institute be, and hereby is, dissolved and in its place, and to carry out its objectives, shall be formed a nonprofit corporation under the laws of the State of Colorado, which corporation shall also be known as The Rocky Mountain Coal Mining Institute, and to which shall be transferred all of the assets and liabilities of this association. FURTHER RESOLVED, that the proper officers of this association are authorized and directed to execute and file with the Colorado Secretary of State, Articles of Incorporation in a form substantially similar to those prepared for this association by its counsel, and the names of the individuals identified in such Articles of Incorporation as the initial Board of Directors of such corporation, which names were proposed and recommended by the Nominating Committee of this association, are hereby approved. FURTHER RESOLVED, that the proper officers of this association are authorized and directed to do all acts necessary or convenient to carry out the terms of the preceding resolutions. (Articles of Incorporation and Bylaws as adopted are printed following these minutes.) Additional resolutions were read by Linville as follows: Item 1: WE RESOLVE herein that in the year since the last convention of the RMCMI, the Institute and the coal industry have suffered the loss, through death, and the services of: Lloyd W. Taylor Charles T. Holland THEREFORE, BE IT RESOLVED, that we record in the minutes of the RMCMI, recognition of the passing of these members who have so greatly contributed to the advancement of the industry, both nationally and in the Rocky Mountain area, and that a copy of this resolution be sent to the next of kin as evidence of the sincere sympathy and deep regard of the members of the Institute. Item 2: RESOLVED, that in recognition of their long and faithful service to the coal industry that the status of Life Member be conferred upon: Bernard Bernstrom Roy Coulson Shirl C. McArthur Item 3: RESOLVED, that we commend and express our gratitude to our Executive Secretary, officers, chairmen and committees for an outstanding job in presenting. the 80th RMCMI meeting. Item 4: RESOLVED, that the RMCMI express its gratitude to K&P, INC. of Golden, Colorado for their generous donation of office facilities and furniture for the RMCMI office and to K&P SALES ENGINEERS, INC. also of Golden, Colorado for their assistance in telephone answering, other office procedures and the use of certain office equipment. Item 5: RESOLVED, that six scholarships be awarded annually to advance the education program of the Institute to worthy students pursuing career paths in mining or other related industry in the six states in which the Institute generally operates and has members and in accordance with the criteria set forth by the Scholarship Committee. The Wednesday Morning Session of the Rocky Mountain Coal Mining Institute was called to order by Albert Keenan of the Thompson Creek Coal and Coke Company, Denver, Colorado, in the absence of the President. He introduced Edward Prostel of the University of Wyoming Natural Resources Research Institute, Laramie, Wyoming, who spoke on "Coal Utilization Work at the University of Wyoming." (Please refer to the index for printed text of the paper.) Following Mr. Prostel's talk, R. Park Lamborn of the National Mine Service Company, Pittsburgh, Pennsylvania asked Mr. Prostel two questions: (1) What -has been done in tar research? and (2) Has there been large scale research on brickets? Mr. Prostel stated that he could not say too much about the first question as this research was done in the petroleum department and he would prefer to have a chemist talk about it. As to the second question, the system of carbonization is a big project. There are many possibilities. At the University they are trying to do that in the same unit that produces the char. This system was introduced in Canada. The brickets are bound with sulphite liquor. Mr. Schloss asked Mr. Prostel to report on a project that they have been working on at the University, and Mr. Prostel stated that some time ago they began to experiment to see if it would be economically possible to dry coal at the mine (coal containing 30% moisture) and then ship it a distance of 130 miles to be used. Results are that it would be possible, but will require a considerable quantity. He felt it might be possible to operate such a scheme in a few years.

At the meetings of this Institute held two years ago, there was presented a very comprehensive paper on the subject of shearing coal. It was well prepared and contained data based upon actual test and experiment. The conclusions reached showed that where the shearing cuts and tests were made and conducted [ ] there was no advantage but a disadvantage from having sheared the coal. In presenting my ideas on the subject of this paper to you, I do not mean to take issue with the author who addressed you two years ago but only to report the advantages which have recently been secured from shearing coal. All of this goes to prove again the well known fact that what one mine's conditions will permit another's will not. A number of years ago, when most of the coal produced was shot from the solid and when the "good, old" pick miner?s pay was based on the amount of lump coal he loaded out of his room, he was frequently seen putting in a vertical cut in the face as deep as he could do so with his pick. This man was the best ac- [ ] quainted with the peculiarities of the coal and, no doubt, saw that his pocketbook would be fattened more if he put forth the extra effort to make this vertical cut. Fortunately he was well repaid, and his employer loo, on account of the greater percentage of lump produced. The seventh Annual RMCMI Mine Rescue Evaluation was held during the 1998 Institute convention at the Silvertree Hotel, in Snowmass Village, Colorado. The Mine Rescue committee, co-chaired by Becki Boam and Elliott Tsosie, is one of 18 committees of the Institute. In 1998 a record number of 10 teams participated in the program. The teams were from the four western states of Montana, New Mexico, Texas and Wyoming and were comprised of about eight members each. Teams participating were BHP-La Plata Mine, BHP-Navajo Mine, BHP-San Juan Mine, all from Farmington, New Mexico; Bridger Coal Company, Rock Springs, Wyoming; General Chemical, Green River, Wyoming; Jacobs Ranch Mine, Gillette, Wyoming; Powder River Coal Company-North Antelope/Rochelle, Gillette, Wyoming; Sabine Mining, Hallsville, Texas; Solvay Minerals, Green River Wyoming, and Western Energy-Colstrip, Montana. The professional evaluators provided challenging scenarios for over 90 participants and many observers. The evaluators were: Art Saenz and Tom Bass of Western Environmental Associates, Keith Mitchell and Jim Jennings of Emergency Services Detail; Mary Bailey of Mary Bailey Associates; and John Peleaux of Innovative Access. Teams are not given advance warning of what the problem will entail. They are provided the necessary details when they arrive at the scenario location and work to resolve the problem in an effective and efficient manner. [ ] Seven participants made up each team with an . eighth member as an alternate. Team trainers and other mine personnel traveled with the team from scenario to scenario providing support and encouragement. The teams were presented with four scenarios each day, involving High Angle Rescue, Low Angle Rescue/Medical, Hazmat, and Confined Space. All of the victims, except for one, were provided through the cooperative efforts of the Snowmass Fire Department, who also assisted with providing several evaluators. Snowmass Fire Department is to be commended for providing over 20 victims/evaluators each day to facilitate the evaluations. Training sessions were held Friday afternoon and Saturday evening to help the teams prepare for the scenarios. A swap meet was held Friday evening for teams to trade hats, shirts, belt buckles, stickers, etc. All mine rescue participants and spouses and registered families attended the Bar-B-Q on Sunday evening followed by an adult dance. Glass trophy cups, with an etching of a Mine Rescue figure and the RMCMI Logo on cherry wood bases, were presented to the 10 team captains at the Monday Mine Rescue Awards Breakfast. Eight of the ten teams had a proficiency level of 3 and 2 teams achieved a proficiency level of 2.

The Keynote Speaker, Senator Jennings Randolph from West Virginia, was unable to come due to pressing business in Washington. A film presentation on Surface Mining and Reclamation, "Energy Bridge," Courtesy of Pittsburgh & Midway Coal Mining Company, Denver, Colorado, was shown and was prefaced by comments from James V. Fisher. "Advantages of Longwall Mining in Western Coal Production" was a paper presented by David W. Wisecarver, Supervisory Mining Engineer, U.S. Bureau of Mines, Denver, Colorado. Mr. Wisecarver graduated from Virginia Polytechnic Institute in 1949. After two years with International Harvester and two years in the U.S. Army, he joined the engineering staff on a Bureau of Mines underground mining operation in Virginia for eight years where he saw duties as mine surveyor, shift boss, and assistant maintenance superintendent.

Pictured on these pages are the six RMCMI Scholarship Award Winners for the 1986-87 year followed by a brief profile. Five of the winners were present as RMCMI guests at the June convention at Kalispell to receive their recognition plaques at the welcoming session held Monday, June 30, 1986. In addition to the plaques, each winner will receive $500.00 to be used toward tuition in the coming academic year. Also, as this is a continuing award, the winners from the 1985-86 season, will also receive an additional $500.00 for tuition use in their senior years provided they have maintained a good academic standing. Criteria for these awards is (1) That the award be made in the spring to a sophomore student to be used toward tuition during the junior year. (2) That the recipient be both a U. S. citizen and a resident of the state involved. (3) That the recipient have good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. Contributions to this worthy project are tax deductible to each individual RMCMI member. Checks payable to RMCMI Scholarship may be mailed to the RMCMI Office at 2700 Youngfield Street, Suite 100 in Lakewood, CO 80215. His hobbies are fly fishing, hunting and photography. After graduation, he "would like to work for a stable mid-sized company and someday work his way into a management position." He is a member of AIME and Sigma Phi Epsilon and plays intramural football and softball. Dear Member: The Proceedings for the Institute for the past year are enclosed. We hope you will read them, for there are some good ideas expressed, and the papers are far above the average. The job of publishing the Proceedings has always worried the Secretary. The Secretary, being at the same time the Treasurer, has to pay the bills, and this time he enlisted the co-operation of some of our friends. You will find this co-operation shown in the ads in the proceedings. Read the ads just as carefully, even more so, than you do the text. They carry messages from our friends. Don't forget the winter meeting in Denver, the last of February, the 26, 27 and 28. Another good paper to be read then will be that of A. L. Jones on the subject of "Power Problems of the Coal Mine." In the meantime you can do two things for the Secretary. Let the few who haven't paid their dues remit quickly so we can get our books closed. Thank you Clark, for that extraordinary introduction, but Paul Harvey would be disappointed if I didn't tell you ... the rest of the story. It's true that I began my career at the Boston Traveler newspaper, one of the last of the breed that started as an office boy and eventually advanced to staff reporter. However, what the biography doesn't tell you is that after that stellar rise to prominence in the Boston financial community, the afternoon Traveler was merged into the morning Boston Herald, and I was out of a job. Between the Traveler - which I closed - and the Brockton Enterprise - where I helped bring about the first labor strike in the newspaper's 100 year history - for a short period I worked double shifts at a bomb factory where we made beanbag mines for use in Vietnam. That is until the plant blew up one morning between my shifts - my last shift, as you can guess. Incidentally, my job was quality control. Before accepting my first public relations job with Boston Gas Company - and handling the media during that companies longest strike in history - I worked part time as a police officer in the small Massachusetts town of Halifax, during which time I wrecked the town's only patrol car - twice. Having contributed all I could to Boston Gas Company, I moved on to the parent company - Eastern Gas and Fuel Associates - where I was instrumental in closing down the last remaining coke plant in the Northeast in the Bridesburg section of Philadelphia - and got my first exposure to the coal industry - a visit to Eastern's last two coal mines in western Pennsylvania, Culver and Delmont - which were closed a month later. With the coal boom at its apex in the late '70s, the bosses thought it would be safe - and safer for the other subsidiary companies - for me to be given the opportunity to establish a formal public relations department at Eastern Associated Coal Corp. In my 10 years with Eastern Associated, I was able to help take the company from 17 operating mines down to 6, from 8 longwall sections down to 5, and eventually have the entire company sold to Peabody, While at the same time, bringing an end to the coal boom. It was at this point that journalism again beckoned, which coincided with COAL magazine purchasing Coal Age from McGraw Hill Publishing. In my l l years with the magazine, we've taken it from Coal Mining and Processing, to Coal Mining, to just COAL, and back to Coal Age - which is the best thing we ever did - and we've had the company sold ... twice.

I have sketches of the radiators, and on this sketch up in here (indicating) we show the line from the fan-exhaust steam from the fan, and the trip spray at the mouth of the mine, which is usually near the tipple, the set of radiators on each side of the entry, exhaust steam exhausting in by the radiators, the small atomizers which I mentioned, and the man sprinkling at the hose. There are times, when at different times we have a man sprinkling during the day time, when he is out of the way, and during the night, sprinkling on the motor roads. I will leave that print up here and let you look at it and if you have any questions you wish answered, Mr. McAllister and myself will be glad to answer them. (Applause.) PRESIDENT PRYDE: . I am going to ask Mr. Hair to leave the sketch on the wall. From the back part of the hall, it is hard to see what is there. The figures are very important. I think one member of this association will be glad to know the cost of water, Friend Littlejohn. MR. LITTLEJOHN: I don't know as I want to ask any questions. The only thing I' would say about the cost there, it is very close to that cost that we tabulated for the Utah Fuel Company at the Utah mines here some time ago. We have not tabulated lately. It may be a little over that at the present time if you take the. labor costs and the material. costs. As I remember, some time ago we did get up some figures and it was, as near as I can remember, exactly two cents per, ton for the labor and material. We haven't got the radiators, etc., that the C. F. & I. have in their mines there, probably due to the fact that we have no shortage of water. We have plenty of that there, and our system is absolutely nothing more nor less than pipe lines, hose and nozzles and the man at the end of the nozzle. PRESIDENT PRYDE: I would like to ask Mr. Hair about the cost of the steam. MR. HAIR: That steam we use there in exhausting, of course, is from the fan, and we have a back pressure valve set right here (indicating), from three to four and sometimes five pounds, and the exhaust from the fan was a five or six inch exhaust, and our exhaust into the mine is nothing less than eight inches, and is practically low back pressure you might say, and all those large radiators, that I spoke of, are heated by live steam, and these probably take a little more coal, but as to just what that cost is I couldn't say. As far as the exhaust steam is concerned, you might as well use it in the mine as discharge it outside. MR. HARRINGTON: Mr. Hair, I would like to ask, is this installation on an intake haulage-main haulage course? MR. HAIR: Yes, sir. MR. HARRINGTON: In the winter time, when it is, say between five or ten degrees below zero, how far into that haulage road does the fogging go? MR. HAIR: Well, that goes in half a mile, sometimes in 3,000 feet. MR. HARRINGTON: Wouldn't that interfere pretty seriously with the motor? MR. HAIR: To some extent, but I wouldn't say seriously enough to interefere with the production of coal. We have one mine we are working in two and three-quarters miles. Our mines are all pretty deep, and we don't find it objectionable. I don't believe that it interferes in the production of coal. I don't believe it makes any more difference between a real cold day in winter time than it does in the summer time. MR. HARRINGTON: I was down at Dawson, and in their mines they have an installation very much like Mr. Hair describes, but we went in there one night and stayed all night, getting a certain amount of data, and the fog was intense for-a full half mile; so intense that you could hardly see your hand in front of your face-see your hand that far (indicating) dis-

President Loren V. Linville opened the meeting at 930 a.m. He called on the Auditing Committee to give its report. Bob Wilson, Chairman, read the report and asked that it be approved. A motion was made, seconded and carried. The Resolutions Committee was asked to present its report. Mr. Herman Van Houten submitted the following: (I) RESOLVED, WHEREAS, in the year since the last convention of The Rocky Mountain Coal Mining Institute, the Institute and the Coal Mining Industry have suffered the loss through death of the services of: Thomas L. Gambill William G. Gray W. S. Landers J. O. Lively J. Vaughn Wilcox NOW, THEREFORE, BE IT RE- SOLVED, that there be spread upon the minutes of The Rocky Mountain Coal Mining Institute recognition of the passing of these members, who have so greatly contributed to the advancement of the industry, both nationally and in the Rocky Mountain area, and that a copy of this resolution be sent to the next of kin as evidence of the sincere regard and sympathy of the members of the Institute.
