This study compiles data on the zircon resources of the Pacific Northwest States, Alaska, and California, to determine the productive capability of industrial concerns to make ductile zirconium and hafnium, and to investigate markets for the nonmetallic products of zircon. West coast zircon resources are large but mostly marginal to submarginal. Development of a stable and profitable zircon mining industry on the west coast will depend upon recovery and utilization of the other associated heavy minerals needed by regional and national markets. The west coast has the only completely integrated facility for processing zircon sand to reactor-grade zirconium and hafnium and for making fabricated products from these metals. The future of the zirconium metal industry appears to be good because of increased use of the metal for nuclear propulsion and power-generating plants.

The Bureau of Mines is conducting investigations to determine how fuels belonging to or for the use of the United States Govern- ment can be utilized with greater efficiency. As a result of these investigations a number of reports have been published, each report treating of one phase of fuel utilization. A list of these publications is given at the end of this bulletin. The efficient utilization of coal depends on the correct design of furnaces and on their proper operation. To attain both of these conditions a knowledge of the fundamental principles of combus- tion is necessary. Therefore, the study of the combustion of coal in industrial furnaces has been made a part of the bureau's fuel in- vestigations. The desirability of investigating the fundamental principles of combustion was suggested by the study of a large number of steam- ing tests made by the fuel-testing division on coals from all of the more important fields in the United States. The results of these tests have been published in Bulletin 325 of the United States Geological Survey and in Bulletin 23 of the Bureau of Mines. As a result of that study a plan to investigate the combustion of coal in a special apparatus in which all conditions could be controlled was presented to the National Advisory Board for Fuels and Struc- tural Materials at its meeting of April 10 and 11, 1906. The plan received the approval of the board, and since the establishment of the experiment station of the Bureau of Mines at Pittsburgh the investigation of the combustion of coal has been carried on intermit- tently. The history of these investigations is given in Technical Paper 63.

Explosives identification tagging refers to the addition to explosives, during manufacture, of coded microparticles that can survive detonation, be recovered and decoded, and allow the explosives to be identified and traced to the last legal possessor as a result of distribution records kept of the coded tagged explosives. This study seeks to prepare the way for National implementation of identification tagging of all dynamites and cap-sensitive slurries (also known as water gels) by resolving technical issues and by developing a plan for pilot testing of the program. It is presented in two volumes: Volume I, National Implementation Model, and Volume II, Pilot Test Plan.

The U.S. economy continued to grow moderately in the third quarter, but at a slightly higher rate than in the previous quarter. According to the Department of Commerce's preliminary estimate, real gross national product (GNP) grew at a seasonally adjusted annual rate of 3.3% during the third quarter of 1985, compared with a revised 1.9% for the second quarter and 1.6% for the third quarter of 1984 (table 1). Civilian unemployment dropped from the constant 7.3% rate between February and July to 7.0% in August and 7.1% in September. Employment on nonagricultural payrolls continued to increase (table 2), resulting in a continued rise in personal income, which in turn supported growing consumer purchases. Although purchases of services continued to provide the underlying foundation for the economic growth, the manufacturing sector received additional stimulus from significant increases in consumer purchases of durable goods, particularly automobiles. The increased demand for durable goods resulted in significantly higher industrial production for August and September, compared with levels attained previously this year (table 3). Capacity utilization increased to 80.5% in August but returned to 80.2% in September, matching the 1985 low previously reached in July (table 4). The real net export deficit grew only $0.2 billion in the third quarter; at $34.0 billion, however, it continued to exert a negative influence on the economy. On September 22, in an effort to reduce the deficit and make U.S. goods more competitive on world markets, the U.S. Government agreed to cooperate with the Governments of France, the Federal Republic of Germany, Japan, and the United Kingdom in attempting to lower the-value of the dollar in relation to other world currencies. Low inventories, rising factory orders and construction spending, the possibility of a lower U.S. dollar, and aggressive automobile production plans announced by domestic producers for the fourth quarter indicate the potential for an increase in manufacturing activity in the United States.

This report has been prepared, not only for the purpose of recording the results of the first series of coal-dust tests conducted in the experimental mine of the Bureau of Mines, but also to place before the mining public a description of the mine and an account of the objects sought in its establishment. Soon after the organization of the technologic branch of the United States Geological Survey, J. A. Holmes, then chief of the branch, concluded that for the solution of various problems relating to the causes and prevention of mine explosions it would be best to carry on large-scale tests in a mine rather than in a surface gallery. The idea of utilizing the underground passage of a mine for making explosion experiments did not at' first meet with general approval among investigators in this country or abroad. Many thought a mine passage was not a proper place in which scientific tests could be conducted, as great difficulty in controlling conditions was expected. However, after all arguments for and against such an investigation had been carefully considered, plans for opening an experimental mine were definitely adopted by the Bureau of Mines in 1910, and an allotment of funds was made to carry out the project. The first endeavor was to find an existing mine suitable for the purpose, but the mines offered by owners were either worked out, were wet, had poor roofs, or presented complications of various kinds, so that it was finally decided to open a mine if a site could be obtained having natural conditions that would fill the various requirements. A most desirable location was found on property of the Pittsburgh Coal Co., near Bruceton, Pa. The president of this company, Mr. W. K. Field, the general manager, Mr. G. W. The Bureau of Mines in cooperation with the Solution Mining Research Institute conducted surface and subsurface investigations over five solution-mined salt cavities in the Hutchinson, KS, area. The purpose of these investigations was to determine the mechanisms that lead to the formation of sinkholes above collapsed solution cavities. Of the five salt-solution cavities investigated, four had collapsed and produced sinkholes prior to the time of the investigations; the fifth cavity was considered stable. Exploratory drilling and coring operations were conducted at all five sites; surface stability monitoring was conducted at three of them. The results of these studies indicate that excessive dissolution at the salt-shale contact of each collapsed cavity produced large, unsupported roof spans that ultimately exceeded the structural integrity of the overburden. The stable cavity was not exposed to excessive dissolution at the salt-shale contact; this limited the roof span and ensured a stable cavity. The data also show that surface settlement in the vicinity of the two surface-monitored sinkholes continued for approximately 7 years after the sinkholes formed, indicating that the rubble piles of the collapsed cavities were undergoing gradual consolidation.

Duty on Lead Reduced. -On December 28, the President signed H.R. 5047 which reduces the duty on unwrought lead from 3.5% ad valorem to 3% ad valorem, with a floor level of 1.0625 cents per pound, effective retroactively from January 1, 1980, through June 30, 1983. Pacific Northwest Power Bill Passed. -On December 5, the President signed S. 885 which will enable the Bonneville Power Administration to guarantee 20-year contracts to its 15 major industrial customers in exchange for higher rates. In effect, the bill will have industrial customers pay some of the costs of building additional generating facilities in the Northwest, of which thermal units are expected to be a major part. BPA supplies power to six primary aluminum producers which operate eleven plants having over 30% of the primary aluminum capacity in the United States.

The U.S. economy made significant progress in 1984. The current-dollar gross national product (GNP), the market value of the Nation&apos;s output of goods and services, increased almost 11 percent over that of 1983 to slightly more than $3.66 trillion (table 1), and the real gross national product increased almost 7 percent.2/ Such rapid growth in real GNP has not occurred since the early 1950&apos;s. Real final sales increased only 5 percent during 1984, and real business inventories increased $24.8 billion ($57.9 billion in current dollars). Total employment of 106.7 million was an all-time record, and the unemployment rate declined from 9.5 percent in 1983 to 7.4 percent in 1984. During 1984 the U.S. dollar showed great strength on international markets, contributing to large current-dollar negative net exports of goods and services (-$62.5 billion) and even larger negative net exports of merchandise (-$107.6 billion). The strong dollar and the substantial increase in net imports of goods and services helped reduce U.S. inflationary pressures and provided a major source of loanable funds for financing domestic private investment.

The National Institute for Occupational Safety and Health and the Stillwater Mining Company worked cooperatively with the Montana Bureau of Mines and Geology to develop a system that would collect seismic data at the Stillwater and East Boulder mines. The purpose was to obtain baseline information on the magnitude and location of mining-induced seismicity to determine if the mines needed multi-channel in-mine monitoring systems. Seismic data recorded at field sites near the mines are being telemetered via FM radio through a series of repeaters to a central recording site where the seismic signals are digitized using an Earthworm data acquisition system. The Earthworm system performs several data analysis tasks in near-real time and places raw seismic data, preliminary hypocenter locations, and magnitudes on a Website within 5 min of a seismic event. Such rapid access to seismic data allows personnel at the Stillwater Mine, Spokane Research Laboratory, and Earthquake Studies Office to evaluate seismic events quickly and respond in ways that may improve the safety of mine personnel underground. Installation of the system also broadened earthquake coverage to south-central Montana, a region previously not covered by the seismograph network.

It is the fourteenth of a series of annual reports whose aim has been to bring to the reader a résumé of the research results that have appeared in published form during each fiscal year under the authorship of members of the staff. Researchers, medical organizations, statisticians, and others often use data on the nature and rate of occurrence of occupational diseases in directing their efforts and plans. Very often this information is developed from the reports of the States which describe the nature of work¬men&apos;s compensation claims and awards and the frequency with which they are made. To be meaningful, the statis¬tical information must be viewed in the context of the State laws involved. There is considerable variation among the laws of the different States. The Bureau of Mines has responsibilities for protecting the health of persons employed in the mineral industries and for the development of useful mineral products. To assist the Bureau in the accomplishment of its objectives, this compilation has been undertaken. For the benefit of the mineral industries, and any others who may have a similar interest, this volume is made available. An earlier compilation of the Bureau of Mines on this subject was published in 1952.4 However, during the intervening years, sufficient changes have been made in State laws to warrant completely recompiling the information. This publication includes the laws of the States, the District of Columbia, Puerto Rico, and the Virgin Is¬lands through 1964. Only those portions of the workmen&apos;s compensation laws which apply to or as &apos; related to occupational diseases are presented, and in each case enacted additions to and deletions from the basic law have been incorporated into the text of the law, thus snak¬ing it unnecessary to search out the various amendments made each year.

This section of the Minerals Yearbook reviews the minerals industries of 29 countries: the 12 nations of the European Community (Belgium, France, the Federal Republic of Germany (FRG), Italy, Greece, the Netherlands, Denmark/Greenland, Spain, Portugal, Luxembourg, the United Kingdom, and Ireland); 6 of the 7 nations of the European Free Trade Association (Sweden, Nor-way, Finland, Iceland, Austria, and Switzerland); Malta; the 8 Centrally Planned Economies of Eastern Europe (the German Democratic Republic (GDR), Poland, Yugoslavia, Albania, Hungary, Czechoslovakia, Romania, and Bulgaria); and the U.S.S.R. Western Europe Western Europe [loosely defined to include the 12 nations of the European Com-munity (EC) and the 7 nations of the European Free Trade Association (EFTA)] is the single largest trading area and consumer of raw materials in the world. If Western Europe was at one time an important mining sector, it has now increasingly relegated the role of supplying minerals for its minerals processing industry to its ex-colonies in North and South America, Africa, and Australia. In this regard, Western Europe is the most important determinant of raw materials consumption (and thus raw materials production). There is an important reason for this since Western Europe lies somewhere between Japan at one extreme and the United States and the U.S.S.R. at the other extreme as regards the availability of natural resources.

The rapid advance in zirconium technology makes it mandatory that abstracts be prepared and compiled as soon as possible to have maximum value; therefore, the information in this volume is not arranged chronologically. As a service to research and production groups, succeeding bibliographies will be issued as new acquisitions accumulate in the Zirconium Information Center sponsored by the Department of the Navy, Bureau of Ships and the Bureau of Mines at the Bureau&apos;s Northwest Electrodevelopment Laboratory, Albany, Oreg. The initial volume, Information Circular 7771, Bibliography of Zirconium, covering 969 abstracted reports and 645 United States and foreign patents, was published in April 1957.

The Bureau of Mines, through its Minerals Availability Program (MAP), investigates the mineral supply potential of the United States and market economy countries (MEC&apos;s) for a number of minerals considered essential to the U.S. industrial base. Major activities include identification of important mines and mineral deposits, estimation of their mineral resources and production costs, and availability and sensitivity analyses. Products include data print-outs of geological and engineering information, discounted- cash-flow rate of return (DCFROR) analyses of individual mining operations, commodity availability appraisals, and analytic services to Government agencies. These products are used in assessing the mineral supply position of the United States: in setting priorities for research aimed at reducing production costs and minimizing adverse environ- mental impacts and regulatory compliance costs of mining and mineral processing operations; and in formulating and evaluating Government policies that affect minerals. Bureau MAP data and analyses have been provided to the executive and legislative branches to aid in consideration of trade, tax, and stockpile policy issues. A study of the economic potential of selected seabed mineral resources supports the regulatory responsibilities of the Department of the Interior in the U.S. Exclusive Economic Zone. Analytic studies of mineral project viability, industry competitiveness, and import dependencies were also undertaken for, or in cooperation with, U.S. and foreign government agencies, industry and trade organizations, and international lending institutions.

Operations covered included all State metal mines using substantial quantities of water and all concentrators and smelters. Also included in the survey were 8 operations in the nonmetallic group; 22 in the plating, metal-fabricating, and metal-forming categories; 1 public-utility power company; and 6 water companies. The extent of the water shortage in Arizona is reflected in mineral- industry water-use practices, in the high cost and low quality of water used at many operations, and in the stringency of State control of well drilling and pumping. Many mineral-industry operations are among those users most seriously affected by the uneven water supply.
