Political risk is an integral part of the mining business in northern Andean countries. Peru, Ecuador, Colombia and Venezuela all have a higher than average political risk compared with other South American countries. Successful operations require good political-risk information, a thorough political-risk-management plan and a strategy to deal with political-risk perception on the part of the investing public. Colombia is perceived as about the riskiest place in the world to do business. A selection of recent headlines reads: “Colombia on the brink” (Economist, 1998), “Colombia’s ship of state is sinking” (Insight on the News, 1998), or simply “Bad news” (US Catholic, 1998). The World’s Most Dangerous Places rates Colombia as “currently the most dangerous place in the Western Hemisphere, and perhaps the world” (Aral and Pelton,1998). And many prospective investors and analysts say to Greystar Resources: “Yes, we love your results, but Colombia?”

The hot deformation behavior of Pure Mg and Mg-0.29Ce alloy were studied by isothermal hot compression tests in the temperature range of 250 - 500°C and strain rate range of 10-3 - 102 s-1 in a computer-controlled 50kN servo hydraulic universal testing machine (UTM). The results show that the flow stress of Mg pure and Mg-0.29Ce alloy increases with strain rate and decreases after a peak value, indicating dynamic recovery and recrystallization. Process efficiency was increased by nearly 10 to 12% by addition of Ce in Mg. Mg pure exhibits instability zones between 250-275°C at 10 ? 102 s-1 and 400¬500°C at 101 ? 102 s-1 temperatures and strain rates respectively, rest is the safe deformation zone. Wherein, Mg-0.29 Ce exhibits two low efficiency zones from 250 ? 300°C at 10-2? 10° s-1, 400 ? 500°C at 101 ? 102s-1 and high efficiency zone at 450 ? 500°C at 10-3? 10-1s-1. 4D process maps were generated for the above said alloys which illustrate contours of power dissipation and instability in the 3D space of strain rate, temperature and strain.

"AbstractLarge diameter tubular piles offer significant advantages in terms of design performance and economy for major marine structures. This is particularly true for foundations of major overwater bridges in regions of high seismicity such as the west coast of North America. The use of large diameter piles in the range of 2 to 3 m diameter means that fewer piles are required, and the size and mass of the pile caps can be significantly reduced, thereby greatly reducing lateral load demand during seismic events. Another advantage of using larger diameter piles is increased pile stiffness that allows the pile caps to be located at or near the waterline rather than being positioned at or below the mud line. This elevating of the pile cap offers significant cost savings by eliminating the need for deep cofferdams. However, relocation of the pile cap creates new problems and opportunities in regard to the means and methods used to construct the pile cap. With the pile cap at depth, conventional steel sheet pile cofferdams with thick tremie seals are typically used to isolated the cap location and allow dewatering for construction of the cap. However with pile caps positioned up off the bottom, conventional bottom founded cofferdams are no longer cost efficient. Float-in or lift-in cofferdams have been developed to address the need for a more cost efficient method for cap construction. This paper describes the key features of the concept and provides three case history examples of its successful implementation.Pier Construction Using Conventional Sheet-Pile CofferdamsCofferdams are temporary structures used in the construction of bridge piers and other marine structures. Their primary purpose is to hold out water and unstable soil from the construction area, and thereby, allow in-the-dry construction of the permanent structure below the water line and quite often below the mud line. Typically, cofferdams consist of long interlocking steel sheet piles driven through water into the bottom of the waterway. The sheet piles form temporary exterior walls which are typically braced internally with wales and struts. The bottom of the cofferdam is typically sealed with tremie concrete or an impervious clay layer if one exists. The depth at which this type of cofferdam can be used is typically limited by the length of steel sheet pile that can be transported and handled by conventional marine equipment."

Why do we look for better reconciliation when times get tough? Why wait? Mine reconciliation should be a priority throughout the good times too. In fact, with good reconciliation, those good times are going to be even better and will help pave the way to success through those preventable bad times. Reconciliation throughout the entire mining value chain requires the capture, validation, and analysis of copious amounts of data. This task can be daunting for a team in a small mine, let alone reconciling across a suite of large mines. This paper will outline the different ways we can reconcile across the value chain, why we should reconcile over differing periods of time and how Snowden?s solution to proving reconciliation can be a simpler, reliable and transparent process. Snowden?s Reconcilor is proving to be a valuable tool on any mining scale, by capturing, validating, sorting and reporting data for timely decision making by the site geologist through to corporate management. Specific energy (SE) is defined as the amount of work required to cut a unit volume of rock and is used to estimate the performance of excavation machines. Generally, the SE value is produced from full-scale or small-scale rock cutting tests. However, these tests require expensive equipment and experienced personnel, and the testing procedure is time consuming and impractical. Therefore, for estimation of SE, this study aimed to find a solution to estimate SE using rock mechanics test results and Bond work index values (BWi), which can be produced in a more practical, less time-consuming manner and with inexpensive test equipment. Small-scale rock cutting, rock mechanics and Bond work index tests were carried out on seven rock samples, which can be grouped into two different type of rocks: marble and travertine. In addition, the instantaneous cutting rates (ICR) of a selected roadheader were calculated using SE values. Rock mechanics tests performed in this study were uniaxial compressive strength (UCS), Brazilian tensile strength (BTS), ultrasonic velocity (Vp), Schmidt rebound hardness (RL), corrected point load index (Is(50)) and density (ρ). The simple regression method was used to estimate SE from rock properties and BWi. As a result of this simple regression, a significant and highest correlation was found between SE vs. UCS and Is(50). A good correlation was found between SE vs. BTS, RL and BWi values. A moderate correlation was found between SE vs. Vp and ρ.

To determine whether preheating coals before carbonization would improve the coking properties of the coals, particularly the weaker coking coals, 3 coals, 1 each from Illinois, Kentucky, and Pennsylvania, and a blend of the Illinois with a Pocahontas coal were preheated before testing for coking properties in the Bureau's BM-AGA pilot oven. The effects of preheating on the chemical and physical proper-ties of the coals and on the yields of carbonization products and strength of the coke produced from the preheated coals were determined, as were also the effects of bulk density, gaseous atmosphere, and residence time during preheating. Most benefit from preheating was found with weaker or oxidized coking coals, whereas the more strongly coking coals and blends showed little effect. Direct charging of preheated coal to the coke oven without cooling gave better coke, increased yield of tar, and decreased yield of gas. INTRODUCTION Although 94 percent of today's coal production comes from fields east of the Mississippi, the Eastern States have only about one-third of the Nation's recoverable reserves. West Virginia, which now produces more than any other State, has much smaller reserves than Utah, Colorado, and Wyoming.5/ However, the manufacture of iron and steel in Western States, which has increased greatly since World War I, is handicapped by the scarcity of high-grade coking coals, such as are plentiful in the Appalachian region. Unless a practical method of improving the cokemaking property of local coals is developed, ferrous metallurgical industries in the West must continue to use inferior coking coals and to pay high shipping charges for better coals.

Current mine production planning, scheduling, and allocation of resources are based on mathematical programming models. In practice, the optimized solution cannot be attained without examining all possible combinations and permutations of the extraction sequence. Operations research methods have limited applications in large-scale surface mining operations because the number of variables becomes too large. The primary objective of this study is to develop and implement a hybrid simulation framework for the open pit scheduling problem. The paper investigates the dynamics of open pit geometry and the subsequent material movement as a continuous system described by time-dependent differential equations. The continuous open pit simulator (COPS) implemented in MATLAB, based on modified elliptical frustum is used to model the evolution of open pit geometry in time and space. Discrete open pit simulator (DOPS) mimics the periodic expansion of the open pit layouts. Function approximation of the discrete simulated push-backs provides the means to convert the set of partial differential equations (PDEs), capturing the dynamics of open pit layouts, to a system of ordinary differential equations (ODEs). Numerical integration with the Runge-Kutta scheme yields the trajectory of the pit geometry over time with the respective volume of materials and the net present value (NPV) of the mining operation. A case study of an iron ore mine with 114 000 blocks was carried out to verify and validate the model. The optimized pit limit was designed using Lerchs-Grossman?s algorithm. The best-case annual schedule, generated by the shells node in Whittle Four-X yielded an NPV of $449 million over a 21-year mine life at a discount rate of 10% per annum. DOPS best scenario out of 2 500 simulation iterations resulted in an NPV of $443 million and COPS yielded an NPV of $440 million over the same time span. The hybrid simulation model is the basis for future research using reinforcement learning based on goal-directed intelligent agents.

In the past fifteen to twenty years, the use of drilled piers to support high capacities in coastal plain deposits has become more and more common. With improved construction techniques and better understanding of pier behavior, drilled shafts with capacities of 200 to 500 tons are not unusual. The purpose of this presentation is to review several drilled pier installations from North Carolina to north-east Florida as a means of illustrating the different types of design concepts and installation techniques which are presently being used. Since its inception in 1910, the Bureau of Mines has been the principal Federal agency involved in ore reserve estimations, using such traditional methods as polygons of influence and variations of inverse distance weighting While adequate for estimating the average are grades in a mining block or section, these methods do mot, however, provide a consistent way of quantifying the reliability of the estimates. This report describes a technique for enhancing ore reserve estimations using geostatistics, the methodology of which combines the spatial and random aspects of geologic phenomena into a formal theoretical framework for deriving the estimation variance of ore reserves. Correctly used, geostatistics enables confidence intervals to be placed around ore reserve estimates calculated from drill hole data. A geostatistical software system was obtained -From the U.S. Geological Survey and installed, aster slight modifications, on the Bureau's Wang computer. System testing and validation was conducted using a simple cast-book-type example. This was then followed by variogram analysis, point kriging and block kriging of data from a previously worked section of a uranium mine.

The program consisted of mining, environmental and geotechnical research data and the results are described in this report.

"Two areas are involved in the research work of the comminution process (crushing and grinding). The first one involves the changes of the size class distribution values that are definded by the differential equations in the function of the ore property and working conditions. The second area involves the comminution of the different levels in order to optimize the working parameters and to decrease the operational costs in the grinding process.We have studied, in detail, the possibility of functioning the crusher at the maximal loading, over 4500 kN, ball mills with diameters larger than 5.0 m and semiautogenous mills with diameters larger than 10.0 m.Using the computers, we have achieved the maximal loading range of the crusher, over Fc ? 4500 kN in the crushing process. In the grinding process, using the adequate differential equations in the automation process, we have established the correlation between the pulp mass capacity in the mill, pulp dencity, ore fineness in the pulp and recirculating ore charge.With the appopriate text, equations and graphs, this paper shows the results of our several years research work in the laboratory and in the ore comminution plant of Majdanpek Copper Mine."

Eight samples of high-volatile bituminous coal, each large enough for a study of its coking properties by the Bureau of Mines, were obtained from a location along the Kukpowruk River, Arctic Northwestern Alaska. Bench scale and pilot plant carbonization studies with several patterns of coal blending were conducted. The data from these tests were compared to data from similar tests on a coking blend used by the Kaiser Steel Corporation at Fontana, Calif. The majority of the samples representing the 20-foot seam was found to have significant coking properties, and produced coke approaching metallurgical quality when blended with selected coking coals. Although oxidation effects were evident in the samples representing upper portions of the seam, it appears that the whole seam could be used.

A pyrite flotation concentrate assaying 0·065 oz/ton gold was investigated to determine the mode of occurrence of the gold. Ftom cyanidation and acid leaching experiments it was concluded that O· 02-0· 03 oz/ton goldwas in solid solution in pyrite and the balance of the gold was finely dispersed as grains throughout the pyrite.Autoradiography and electron-probe examination of possible areas in briquetted concentrate did not detect any grains of gold. Neutron irradiation and gamma spectrometry confirmed on 100 mg samples the fire assays obtained on 1 assay ton samples.Oxidation to hematite and reduction to magnetite at 600°C made practically the whole of the gold extractable by cyanide. This technique could be of major significance for gold ores which contain a substantial amount of "refractory" gold.

At its core is a set of fast-moving modules and three worked examples.The website recognises that economic evaluation is a discipline with a hierarchy of three levels:decision-makingevaluating the project/businesshands-on modelling.There are a set of modules for each level that describe the concepts and activities in detail. These emphasise that the most important and rewarding work is the evaluation of Level 2. The economic model created in Level 3 is merely a working tool and should not become a sophisticated ‘trophy’ in Excel that only one or two people can comfortably use.Hands-on modelling contains three sets of practices designed to make any model rigorous and intuitive so that it can be easily understood and used by others in the project team. Even if the model develops into a long, detailed and complex workbook, it should remain easy to follow and be intuitive. This article presents a novel design, called the Climax, High Capacity Processor (HCP), for pre-combustion cleaning of coal. This design is particularly suitable for the plant capacities of 400 ~ 660 TPH. The HCP is different from the conventional designs with an equivalent throughput in three major aspects: 1) the use of one large capacity HM cyclone to separate coarse and intermediate raw coal in a single circuit; 2) the elimination of the conventional secondary magnetics recovery system by use of the high efficiency Climax, magnetic separators; 3) the use of "single line" piping with a minimum requirement of ancillary devices. In comparison with conventional designs with similar capacity, the HCP plant costs much less in capital investment, operation and maintenance.

Anomalous mining conditions can be described where the level of hazard is increased relative to normal conditions within a mining area. Normal conditions would be those defined as a Ground Control District in a mine’s code of practice, and for which mine standard support layouts are generally developed. It has been found that up to 80% of fall of ground accidents occur where anomalous mining conditions exists, typically in the vicinity of geological weaknesses. These areas require specific attention to ensure they are readily anticipated and identified and that appropriate strategies are used to reduce the hazards associated with them. As part of SIMRAC project GAP 607 checklists to aid identification and best practice mining methods were identified for a range of geotechnically anomalous conditions.

The Bureau of Mines, in its researches aimed to prevent wastes and to increase efficiency in oil-well practice, has investigated the matter of casing troubles and fishing methods. The results of the investigation are set forth in this paper. After expensive development work, many wells being drilled for oil have been abandoned because of casing troubles. These troubles in many instances have been thought to be insurmountable, whereas they are sometimes susceptible of solution. In fields_ where casing difficulties are of daily occurrence, methods have been evolved for combating them. Were these methods more widely known and applied wherever the same conditions exist, the oil industry at large would be greatly benefited. This report attempts to classify these troubles and suggests solutions that will save the operator discouragement and expense. It is assumed throughout this paper that the reader is so familiar with the ordinary oil-well drilling and fishing methods that detailed explanation is unnecessary. The well-drilling terms that are used herein will be readily understood by those for whom this discussion is intended. However, in order to avoid confusion as to the sense in which some of these terms are applied, definitions &re included.
