Identifying, quantifying and minimizing technical risks associated to investment decisions is a key challenge for the minerals industry decision takers and investors. However, risk analysis in most bankable mine feasibility studies are based on stochastic modelling of project NPV which, in most cases, fail to provide decision makers with a truly comprehensive analysis of risks associated to technical and management uncertainty and, as the result, are of little use for risk management and project optimization. This paper presents a value-chain risk management approach where project risk is evaluated for each step of the project lifecycle, from exploration to mine closure, and risk management is performed as part of a stepwise value added optimization process.

As part of the 3RPORT and NEBT Projects, 5-mile Combined Sewer Overflow Tunnels were excavated with a 19 ft diameter Slurry and 26 ft diameter EPB Tunnel Boring Machines. Due to the difficult geological and hydrogeological conditions, both tunnels were excavated maintaining a ground support pressure between 2 and 5.5 bar imposing significant challenges to the projects. The first part of the paper describes the general characteristics of both projects while the second part focuses on the challenges and technical details of the pressurized breakthroughs that took place in deep shafts excavated in urban environment as part of the projects.

Central America is graduating this year into large scale mining with the start up of Inco's multi-million dollar nickel laterite processing plant in Guatemala. In the other extreme of the Isthmus in Panama Texas Gulf Sulphur is doing check diamond drilling and foundation test drilling at the Cerro Colorado copper porphyry. The higher price of gold and silver has spurred development and exploration of several small precious metal mines. The purpose of this presentation is to make a brief resumé of the most important mines operating in the area and a list of significant exploration projects. Also, tables will be shown to compare mining codes and taxes. Unfortunately these tables lack information on Panama. Before starting I like to express my appreciation to Kennecott Copper who permitted the use of some of the data compiled by the author on their behalf during the year 1975. Other persons which did not want to be named also have my gratitude.

At the present time, whether an electric utility uses high-sulfur coal is largely determined by geographical location, clean air legislation, and the age of the power plant. Acid rain legislation may well be the new force to change the use of high-sulfur coal. A number of coal papers were presented at the SME Fall Meeting in St. Louis, MO, Sept. 1986. These papers discussed high-sulfur coal in relation to its economics, trends and prospects, value of cleaned coal, and coal-cleaning technology. The Clean Air Act of 1970 required the reduction of SO, emissions from most stationary electric-generating plant to 0.5 kg (1.2 lbs) SO2, per million Btu of heat input. It was possible for many plants to utilize lower-sulfur coal or a mixture of high-sulfur and low-sulfur coal to meet this emission requirement. This 1970 act greatly increased the use of low-sulfur western coal. The 1978 amendment to the Clean Air Act required all new plants to use Flue Gas Desulfurization (FGD) to meet a requirement of 70% reduction of potential SO2 emissions to 0.3 kg (0.6 lb) SO2 per million Btu of heat input. With the requirement to use FGD, there was little or no demand for low-sulfur western coal in new eastern power plants. If' new acid rain legislation is enacted, it likely will require sizeable reductions in SO2, emissions by existing coal users. There might then be a shift to greater use of low-sulfur coals. The low-sulfur coals could come from either western or eastern mines or from cleaned eastern coals. Economics will dictate the approach older power plants will take to meet new regulationsuse FGD or low-sulfur coal. Coal use for electric power generation has changed from 1970 to 1985. Table 1, (Land, preprint 86-333) shows the change. The table shows that in 1985, US utilities used about 255 Mt (280 million st) of high-sulfur coal. Some 45 to 54 Mt (50 to 60 million st) of high-sulfur coal is being used in plants equipped with FGD and most of this use is in eastern states. This leaves 200 to 209 Mt/a (220 to 230 million st) of high-sulfur coal being used without FGD treatment. These plants are at risk if acid rain legislation is passed. Most of these plants are in the east and are more difficult to supply with low-sulfur coal. Estimates range from $20 to $30 billion capital investment and from $5 to $9 billion dollars per year operating costs to reduce SO2, emissions from those old medium-to-high-sulfur coal-burning plants. G. W. Land, (preprint 86-333), also presents tables relating to power generating costs and coal types. The author's tables are extracted from Land's tables IV and V. Table 2 here presents costs for a new plant. This includes the impact of different heat rates, fuel costs, fuel qualities, operating and maintenance costs, labor costs, and waste disposal costs. Table 3 compares estimated costs to retrofit an older plant with a limestone scrubber versus switching the same plant to low-sulfur eastern or western coal. Costs of switching include upgrading the electrostatic precipitator and - with western coal - costs of derating. Bhagwat, (preprint 86-325), details the trends in high-sulfur coal markets from 1974 to 1984. He also gives some prospects for high-sulfur coal markets, 1984 to 1994. The prospect depends mostly on whether acid rain legislation is enacted. By 1994, if New Source Performance Standards (NSPS) continue to be applied, high-sulfur coal demand from six mid-west and eastern states is expected to increase by 27 Mt (30 million st). • L. A. Flotation reagents are critical to the optimum performance of flotation circuits. How a flotation reagent performs within the first few cells of a flotation train is a key indicator of how well it will perform throughout the entire circuit. A method to compare reagent performance was recently developed by Ashland Water Technologies. The procedure involves collecting a timed sample of concentrate from each cell and then measuring the volume of the settled solids. An estimate of the percentage of concentrate collected from each cell can then be mathematically determined, providing an understanding of the recovery changes in each cell. Data from trials at a coal flotation circuit are used to demonstrate the method's validity.

The observation method is a design optimization approach for the drill and blast method in tunneling. This method includes first identifying the hazard scenarios through site investigation, formulating suitable solutions, obtaining feedback during construction, and finally using that data to optimize the design methods. This paper illustrates the application of the observational method for T-48, a railway tunnel project in the Himalayas. It is a 10.2 km long tunnel with a parallel escape tunnel and 26 cross passages. The use of observational methods in this project optimized the overall tunnel design and considerably saved the overall project cost.

The mining and use of coal creates a significant amount of waste material that needs to be safely disposed of. It is likely that in the medium term, the Environmental Protection Agency (EPA) in the U.S. will categorize all such products as a new category – special waste. This would make the materials subject to many of the requirements for handling toxic waste, which will complicate the disposal of such products and significantly increase the disposal costs. Underground disposal would, therefore, seem to be the obvious solution, especially if the placed material can have low or no permeability, so that water table pollution does not present a serious long-term issue after placement. Significant additional advantages could be derived from this backfilling, including the reduction or elimination of surface subsidence, increased extraction, reduced surface waste disposal footprint and the elimination of explosion-proof seals in worked out areas. The research using a specific coal waste product as a typical example proved that the method of placing the backfill at a high density with low permeability is technically viable, but it must be made more cost effective and the other potential benefits quantified and costed in order to present a true comparison.

Cortez Gold Mines, the United States' third largest primary producer of gold, commenced continuous operations on January 10, 1969. The decision to proceed to production was made in March of 1968 and construction of the mill and stripping operations for the pit began in April and July, respectively. Anomalous conditions on the slope of Mt. Tenabo along the Roberts Mountain thrust fault zone were discovered by the U.S.G.S. while conducting geochemical surveys in the old Cortez silver district. Following the discovery of gold an intensive program of drilling was organized. Drilling outlined an orebody with 3.5 million tons of ore averaging 0.28 ounces of gold per ton. It was on the basis of this reserve that a 1700 t. p.d. cyanide plant was designed. Needless to say, with such a limited ore reserve, economies in design and construction would have to be observed. Cortez Gold Mines is a joint venture with American Exploration & Mining Co., The Bunker Hill Company, Vernon F. Taylor, Jr., and Webb Resources, Inc. , as partners. American Exploration & Mining Co. is the operating partner.

This work evaluated the effect of bucket orientation and operating parameters on resistive forces and penetration for rubber tire loaders. The work used a 1:16 scale LHD model to test a rubber tire loader (RTL) bucket operating at different levels of tractive effort, speed, digging height, and rake angles in a full factorial design experiment. The work repeated the test on two different muck piles with different particle sizes and used generalized regression modeling to test the association of rake angle, tractive effort, speed, and digging height on penetration and resistive forces for RTL buckets. The results show that speed and tractive effort are more important in explaining RTL penetration and resistive forces than height above the floor and rake angle. Speed, tractive effort, and height above the floor are positively correlated to bucket penetration, whereas the rake angle is negatively correlated to penetration. Similarly, speed, tractive effort, rake angle, and height above the floor are all positively correlated to resistive forces incurred during initial penetration. The observation that the combined effect of speed and tractive effort is negatively correlated to penetration and resistive forces is a novel contribution that enhances our understanding of RTL loading. The results also show that the effect of speed, tractive effort, and height above the floor all change with changes in particle sizes. This work adds to the literature on the effect of rake angle, height above the floor, tractive effort, and speed on penetration and resistive forces for rubber tire loaders.

The Candelaria copper-gold deposit is located in Region m of Chile, 805 kilometers north of the capital, Santiago. Candelaria was discovered in 1987, following a six month exploration program. In late 1986, induced polarization (IP) surveys outlined an anomalously high response within the area of interest. The first test hole bad three intersections totaling 49 meters, with an average grade of 1.97% copper. Drilling eventually outlined approximately 390 million tonnes, grading 1.09010 copper and 0.26 grams/tonne gold. Production began in early 1995 and is estimated at 120,000 tonnes copper and 80,000 ounces gold annually.

For 10 years, the author has been engaged in a program of geologic mapping of the Seward Peninsula, Alaska, for the U.S. Geological Survey. Initially, two 1:63,360-scale quadrangles were napped by traditional methods of traverses by foot and by tracked vehicle, supplemented by reconnaissance from a light aircraft owned and piloted by the author. Five summers were required to map those two quadrangles, which lie north of the tree lice in typical Arctic climate. In 1967, the project was reoriented toward the reconnaissance capping of four 1:250,000-scale quadrangles, with helicopter support to be used for cart of each of four summers amounting to about 45 hours time per support year. The light aircraft was use-,' to support the field operations. Over the year,, the aircraft was used in progressively more geologic tasks, culminating in 1970 with a successful field test of rudimentary devices made to collect soil, rock, and sediment samples while the aircraft remained airborne. Additionally, an attempt was made j- 1970 to prepare reconnaissance geologic maps entirely by the use of the light aircraft combined with foot traverses [fr??], the landed aircraft. Several such maps, prepared at the rate of about one 1:63,360-scale quadrangle per day, were checked from a helicopter by an impartial observer end were found to be sufficiently accurate for reconnaissance mapping when reduced to 1:250.000 scale.

With modern exploration techniques, it seems likely that an increasing number of the orebodies to be found in the future will be under alluvial fans or valley fill. As a result, a larger proportion of open pit mines will be confronted with the necessity for removal of substantial quantities of alluvial overburden; whereas in the past, for the most part, the open pit mine operator has dealt mainly with hard rock. If this proves to be the case, methods, equipment, and costs for alluvium stripping will become an increasingly important factor in open pit mine planning. Several operations are now faced with this situation, and various methods and equipment are used. At Pima Mining Company's operation the stripping ratio is in the range of 6/1 Well over half of the stripping volume is alluvium. The alluvium is removed almost entirely by carryalls hauling direct to a waste dump. Some removal has been accomplished by shovel and truck operation; more will be done by this means in the future. At American Smelting and Refining Company's neighboring .Mission Mine, nearly all alluvium removal is by large shovels and, trucks. U. S. Borax's Boron operation is accomplishing alluvium removal with carryalls but has been investigating other methods and equipment. The various operations in the Gas Hills Uranium District in Wyoming are stripping mainly with carryalls, although some small draglines are employed. The M. A. Hanna Company in the Mesabi Range employs large draglines and conveyor systems for removal of glacial fill. Nchanga Consolidated Copper Mines in Northern Rhodesia strips overburden with a large excavating wheel and conveyor system. There are no doubt other open pit operations with which the writer is not familiar, that are handling large quantities of alluvial overburden.

ME?s Arizona Conference was held at the Hilton El Conquistador resort in Tucson on Dec. 2 and 3, 2007. The annual conference is organized by the Arizona Conference Board of Directors, which represents SME sections in Arizona and adjacent areas. The conference provides an opportunity for individuals and corporations associated with mining in the region to get together once each year to discuss the status of the industry. The 2007 meeting featured a keynote address, a distinguished lecturer and more than 25 technical papers that were presented in seven sessions. The sessions included environmental, geology, safety, metallurgy, mining, new projects and a special session on Mexico. Topics covered included mine closure, sustainable mining, exploration methods, health and safety issues, mining equipment and drilling. Much of the discussion at the conference concerned major new developments in the region?s copper mining industry. For example, Freeport-McMoRan?s new Safford Mine and BHP Billiton?s Pinto Valley restart were the topics of technical presentations. There was also much discussion among the attendees on the current and future price of copper, community relations, education issues and recruitment concerns. At the time of the conference, the price of copper hovered around $3.30/lb, up considerably from the 61 cents/lb in late 2001, when the industry was being challenged by world market conditions and a weakened domestic economy. Since then, strong demand from China helped push copper prices to record levels that at one time reached as high as $4/lb. The general consensus among the attendees is that the current price of around $3.30/lb will continue through 2008. Most attendees also expect increased corporate investments in the industry to continue. Copper mining in Arizona has been a major industry since the 1800s. In 2007, Arizona was the leading copper-producing state in the United States and produced more than $5 billion worth of copper. The copper mining industry in Arizona also produces byproduct gold, silver and molybdenum. Arizona is the second largest molybdenum producer in the United States.

The liquid membrane separation process was first patented in 1968 for separating hydrocarbons.(1-4) This stimulated many researchers to join in the area of separating organic compounds. l Since then, its applications have been extended to the removal of contaminants from waste water,(12-33) encapsulation of enzymes and/or microorganisms for reaction and/or separation, (24-28) oxygenation of blood (artificial lung),(19) removal of toxins from blood (artificial kidney)(26,20) and metal extraction.(31-63) This paper discusses the possible process schemes for using liquid membranes to separate and concentrate copper ion from its acidic leaching solution.

The sign of the surface charge of selected potassium soluble salt minerals namely KClO4 , K2SO4 , KNO3, and KCl was determined from nonequilibrium electrophoresis measurements and found to be negative for each of the salt. Dodecylamine flotation of these salts revealed that the concentration of amine required for flotation increases in the order KClO4< K2SO4< KNO3<KCl. Precipitationof the amine collector colloid was not required for flotation of the oxyanion salts and in this case it appears that adsorption of the dodecylamine cation is sufficient to create the hydrophobic surface state. The order for flotation is explained in terms of surface hydration of these respective potassium salts based on contact angle measurements and FT Raman spectroscopic characterization of water structure.

After several years of laboratory and field evaluations, it has been established that each frother has its own unique relationship among bubble size reduction, gas hold-up increase, froth stabilization and frother concentration. It has been shown that a frother?s hydrodynamic properties can be characterized using the relationship between the froth zone property froth height and the pulp zone property gas hold-up. The relationship is established in a bubble column run at a given air rate over a range of frother concentration. The use of relationships in frother selection and plant diagnostics is illustrated in a series of plant case studies.

Abrasive grinding, leading to ultrafine product and "critical size" material build-up inside the mill, is proposed as the cause of high power consumption and low capacity in many fully autogenous grinding processes. Addition of steel balls (hence, semiautogenous grinding) or pebble removal and separate crushing have been used, with different efficiencies, to overcome the problem. Information and data for the conceptual analysis, basic design and operation of a pebble crusher at the Los Bronces semiautogenous grinding plant is presented along with data showing a production increase of 1000 mtpd and significant operating costs savings.

The Pennsylvania Department of Environmental Protection (US EPA 319 program) provided funding to aid a public-private effort in the installation of an environmentally-friendly system to treat abandoned mine drainage at Jennings Environmental Education Center (Pennsylvania Department of Conservation and Natural Resources). Through this cooperative effort among state and federal agencies, mining, excavation, and environmental companies, college and home school students, Girl Scouts, and volunteers, a successful multi-component passive system, readily accessible for upgrades and public education/research activities, was built. 90 people were directly involved in construction of this award-winning system and about 1000 people annually benefit from the educational opportunities.

Grupo Acera, HYLSA originated in 1942 when Hojalata y Lamina began operations to supply steel strip for the Cuauhtémoc Brewery, the parent company. Production began in April, 1943 with growth accelerated because of World War II. By 1948 the company was producing its own steel from electric furnaces charged with scrap iron. Further expansion was hampered by the fluctuations in availability, price and quality of scrap iron. As a result, a search was made for a suitable process to enable HYLSA to satisfy its need for a reliable source of feed for its steel-making facilities. Their relatively low iron requirements at the time did not justify the very high capital investments required using the conventional blast furnace method. Processes which by-passed the blast furnaces were very much in their infancy and were not commercially tested. HYLSA then undertook an investigation of the direct reduction processes, knowing full well that much larger companies in other countries had investigated several processes but their work had not established a trend toward direct reduction or any particular process. However, after much effort and persistence HYLSA arrived at a process which suited their conditions. By using Mexican iron ore and natural gas they developed the now well-known H. y L. Process to produce sponge iron. Concurrent with the start of investigations which led to the H. y L. Process, HYLSA began an exploration program for a suitable source of iron ore. Thus in 1951, Cia. Dry coal separation technology has particular advantages in the applications in arid and cold regions, or low rank coal separation. The hazardous pollutants in low rank coals can not be efficiently removed by conventional wet coal separation processes because a considerable amount of porose and easily friable low rank coals suffer serious particle size degradation problems in water. In this paper, a novel dry coal separation method with a vibrated air-fluidized bed of magnetic fly ash and magnetite is put forward for dry coal beneficiation. The magnetic fly ash used in this study was derived from fly ash obtained as a byproduct of coal combustion. The vibration?s effect on the uniformity and stability of a magnetic fly ash air-fluidized bed was studied. The 6×0.5 mm dry coal separation results with a vibrated air-fluidized bed of magnetic fly ash and magnetite showed that the probable error E value of separation is 0.06-0.08 t/m3.
