Mining projects are capital-intensive and are also characterized by high technical and economic risks. These factors pose challenges to mining entrepreneurs when they seek to raise seed capital for mining start-ups. There are limited sources of mining investment funds in South Africa and each has shortcomings due to one reason or another. Another impediment is South Africa?s status as a developing economy, in which the standards of living ? which in turn influences the savings culture ? the limited GDPs and budget, the socio-political environment, and banking, mining, treasury and other regulations, determine the size of investments, particularly in mining ventures. The proposed funding mechanism was developed with the aim of filling the gaps identified in existing funding mechanisms that were developed by the government with the introduction of the Minerals and Petroleum Resources Development Act (MPRDA), 2002. The shortcomings identified were presented to the study participants as questions to obtain views that were used to define innovative ways of raising mining start-up capital. Most participants in the study supported the derived hypotheses and proposals, and these were used to refine the proposed mechanism for mining investment in South Africa. The proposed funding framework is aimed at encouraging interaction between mining entrepreneurs, government, and the investors to align goals and expectations when undertaking a mining investment.

ABSTRACT: Settlements above fractured crystalline rock masses are rarely observed and in the past, geotechnical engineers would not expect substantial subsidence to occur in association with a deep tunnelling project. However, recent high precision levelling measurements along the Gotthard pass road in central Switzerland, have revealed up to 12 cm of subsidence along sections that pass several hundred metres above the Gotthard highway tunnel. Large-scale consolidation resulting from tunnel drainage and pore pressure changes in the rock mass are believed to be the contributing mechanism. This paper presents results from an extensive numerical modelling study focussing on the processes responsible for this subsidence. Results derived from 2-D discontinuum (i.e. distinct-element) and continuum (i.e. finite-element) modelling show that both discrete fracture deformation (i.e. fracture closure and shear) and poro-elastic consolidation of the intact rock matrix equally contribute to the observed magnitudes and shape of the surface subsidence trough. RÉSUMÉ: Des tassements aux dessus de massifs cristallins sont rarement observés et par le passé les géotechniciens ne prévoyait pas de subsidence significative associée avec des projets de tunnel profond. Cependant, de récentes campagnes de nivellement haute précision le long de la route du Col du Gotthard (Suisse centrale), ont mis en évidence des subsidences atteignant 12 cm sur des sections passant plusieurs centaines de mètres au-dessus du tunnel routier du Gotthard. Le mécanisme invoqué pour expliquer ce phénomène est la consolidation à grande échelle due au drainage du tunnel et aux variations de pression de pore dans le massif rocheux. Cet article présente les résultats d’une modélisation numérique intensive mettant l’accent sur les processus responsables pour la subsidence. Ces résultats obtenus grâce à des modèles 2-D discontinus (p. ex. éléments distincts) et continus (p. ex. éléments finis) montrent que la déformation sur des fractures discrètes (fermeture de fractures, cisaillement) ainsi que la consolidation poro-élastique de la roche intacte contribuent également aux magnitudes et aux géométries de subsidence observée en surface. ZUSAMMENFASSUNG: Beachtliche Oberflächensenkungen in einem kristallinen Gebirge, deren Ursache im Vortrieb eines mehrere hundert Meter tiefgelegenen Tunnels liegt, wurden bisher nicht erwartet und beobachtet. Dennoch wurden nach dem Bau des Gotthardstrassentunnels, entlang der Gotthardpassstrasse Oberflächensenkungen mit einem Maximalbetrag von 12 cm bei der Auswertung von Präzisions-Nivellements entdeckt. Dieser Maximalbetrag wurde in einem granitischen Gneis gemessen. Die örtliche Übereinstimmung zwischen dem maximalem Senkungsbetrag und dem maximalem Wasserzufluss zum Tunnel, und die zeitliche Abfolge von Tunnelbau und auftretenden Oberflächensenkungen lassen hydromechanisch gekoppelte Prozesse als Ursache dieser Gebirgsverformungen vermuten. In dieser Arbeit werden die Ergebnisse ausgedehnter prozessorientierter numerischer Simulationen präsentiert. Resultate aus den 2-D Diskontinuum (d.h. distinct-element) und Kontinuum (d.h. finite element) Simulationen zeigen, dass beide Verformungsmechanismen, d.h. an diskreten Brüchen und der intakten Gesteinsmatrix, gleichbedeutend für die beobachteten Senkungsbeträge und der Form des Setzungstroges verantwortlich sind.

President's Award Professor Jannie van Deventer, Head of the Department of Metalurgical Engineering at the University of Stelenbosch, has been honoured with one of the five President's Awards for 1990. The near depletion of high-grade ores, among other factors, has necessitated the consideration of alternative PGM sources. Various factors in the metallurgical processing of ores result in valuable minerals being lost to the tailings, and hence, PGM tailings are a possible alternative PGM source. However, as the value residing in PGM tailings remains unquantified and uncharacterised, there is a challenge in knowing the recoverable fraction of value contained in PGM wastes. This paper outlines the in-situ techniques of oxygen uptake and EDTA extraction for their possible use for determining the recoverable value in PGM tailings. This publication records the proceedings of the Tenth International Ferroalloys Congress, INFACON X, and the third INFACON hosted in South Africa. The Proceedings of the previous two South African congresses in 1974 and 1992 serve, as this volume does, as a valuable record of the papers presented at these important events. This publication comes at a time in South Africa?s democratic development where the theme ?Transformation Through Technology? is very appropriate. The ferroalloy industry has played an increasingly significant role in transformation and black economic empowerment in South Africa, particularly through the advancement and sharing of technology. INFACON X plays an important role in this process, and the stakeholders and organisers of this Congress are thankful for the opportunity to hold this event at this time of transformation in our country. The world of ferroalloys, as well as that of the steel and stainless steel industries, has continued to change rapidly. Recent innovations, better use of resources, increased awareness of environmental issues and ongoing efforts to improve occupational health and safety are among the topics addressed at INFACON X and in these Proceedings. The theme of ?Transformation Through Technology? has been chosen to reflect the regional and global developments in the ferroalloy industry, and the crucial role that technology plays. The Proceedings of INFACON X, the first Congress in Southern Africa of the new millenium, represent a milestone in the technical developments in this major global industry. It contains almost eighty papers in twenty Sessions, from authors in twenty countries, covering raw materials, reductants, energy, electrodes, refractories, furnace design, post taphole services, modelling, simulation, control, sensors, fundamental issues and the applications of ferroalloys as related topics. The major ferroalloys, namely ferrochromium and ferromanganese, are covered extensively in many interesting papers. This comes as no surprise, since South Africa is the leading producer of ferrochromium and also plays a major role in the supply of manganese ore and alloys. Papers on ferronickel, silicon and ferrosilicon ensure that all the large-volume ferroalloys are addressed. These Proceedings of refereed papers of high quality will serve the ferroalloy industry for many years to come, as has been the case with previous INFACON events. For the first time in the history of INFACON, the Proceedings will be available both in bound and in a searchable electronic CD-ROM format. We appreciate the time and effort that the authors and referees have devoted to making this publication a really valuable document. Their contributions are recorded for posterity and reflect the advancements they and their colleagues have made to benefit the ferroalloy industry. Without these ongoing improvements, the industry would stagnate and not fulfil its role in the advancement of mankind. All papers included in these Proceedings were peer-reviewed by at least two referees. About 130 referees were sourced internationally to fulfill this function, and their valuable technical and editing inputs are gratefully acknowledged. Finally, I would like to thank the Technical Programme and Publication committees, led by Dr. Lloyd Nelson and Dr. Noël Machingawuta respectively. Without the tireless efforts of these individuals and their Committee members, the technical programme and these Proceedings would not have been the success they certainly are.

This study investigates the feasibility of using waste iron slag, the by-product from a mineral sands processing works, in road construction. The study includes the different options investigated for the treatment of a leachate that is produced during the cooling of the iron slag, prior to processing. It also reviews the reasons for choosing the current treatment option that is being trialed. Cooling the iron slag with water results in the formation of a leachate with a high pH and high sulphide concentration. This leachate can seep into the ground and, over time, it will contaminate the ground water. A system was designed to collect and treat the leachate to prevent contamination of surrounding natural water sources. Numerous leachate treatment options were investigated to find cost effective method of treatment After cooling, the iron slag is passed through an iron recovery plant and the unsaleable product is placed on a dumpsite. Rain percolates through the dumpsite, which can result in the formation of a leachate that can contribute to a contaminated plume. After extensive testwork, it was found that the dumpsite, which was leached of contaminants, could be screened and used as a G5material (specifications in Table II) in road construction. The initial challenge was to establish that this material was environmentally safe for use in this particular application. Approval from the Department of Water Affairs (DWAF) was required for the testwork and then for the long-term use of this material in the construction industry. The following challenge involved establishing a market for the material. Construction companies in the area were reluctant to change to a new product that was not naturally occurring. The economics of this project are extremely sensitive to transport costs and hence only projects within a specified radius can be supplied with the Black Top Gravel (BTG). This project is not are venue generator, but it does save the money that would be required to manage the dump, and it reduces the closure costs.

In an underground mine the ingress of heat can generally be attributed to two sources (Rock exposure and artificial mechanisms). The heat load relating rock exposure is subdivided into stoping [~40%] and haulages [~20%]. Rock is exposed to the ambient air and as a mine increases in depth the VRT (Virgin Rock Temperature) increases which leads to more heat ingress underground. To counter the heat ingress, especially in low-seam stoping areas of a deep level mine, air is, a) cooled artificially, b) the amount of rock exposed is reduced in the back areas of a stope by backfill applications, and c) ventilation air is used more efficiently. The heat reduction within a stope due to placed backfill could amount to ~50% for operations mining at a mean rock breaking depth of about 4500 mbc (metres below collar). Unfortunately, due to backfill transport methods, the physical fluid properties and application methods adopted, additional heat is induced into the air. The heat ingress due to backfill application could amount to as much as 25% of the overall in-stope heat load. This heat influx, seen as a negative aspect of backfill operations, is nevertheless overshadowed by the overall in-mine heat load reduction capability of about 20% attainable. The in-stope benefit [~50%] attainable from backfill operations could be increased with the incorporation of a heat exchange (cooling) methodology to offset the additional heat ingress into the surrounding air of a deep underground mine.

The stability of slopes is a crucial problem not only in open pit mines, but also in civil engineering situations. The deformational behaviour of slopes is in general monitored during/after the excavation by carrying out field measurements where displacement measurements are commonly adopted. In monitoring the slope stability it should be emphasized that the measurement results must be properly interpreted so as to assess whether the slopes are stable or become unstable in the future. In order to interpret the data, back analysis is extremely useful. In this paper a slope stability monitoring system is described. It consists of displacement measurements by GPS, and a back analysis of measured data. The use of GPS has a great advantage, because of the fact that continuous displacement measurements with high accuracy for a large extent of concerned area can be easily achieved. On the other hand, the back analysis can reveal the mechanical characteristics of the ground, which make it possible to assess the stability of slopes quantitatively.

The South African base metals industry has been one mainly focused on the production of metals or metal compounds from primary ores. This is true for metals such as titanium, vanadium, chrome, manganese, cobalt, nickel, copper, zinc and aluminium. The steel making industry has traditionally used a substantial portion of scrap steel, and could thus be considered to be somewhat of an exception. Secondary sources have played much less of a role, possibly due to at least some of the following factors. Scrap material is often of unknown composition, and thus it requires additional chemical analysis, and possibly special treatment. Tonnages are relatively small, and the incorporation of secondary materials is possibly seen to carry undue risk and inadequate benefit. South African consumers are still not very conservation and recycling conscious, which limits the amount of scrap made available. This attitude might also be expected to influence decision makers in these industries. Finally, pressure from environmentally motivated activists locally has not been unduly large. This landscape has been changing, and is continuing to do so. Various municipal authorities such as those of Pretoria, Johannesburg and Cape Town are reporting increasingly limited landspace for waste (Bondolfi, 2007). There are increasing concerns regarding the leaching of hazardous metals such as chromium, mercury and cadmium from landfill waste, especially electronic and electric wastes ? the so-called eWastes. In more developed countries such as the United States of America and Western Europe the problem of eWaste has grown to the extent where legislation has been enacted, such as the Waste Electrical and Electronic Equipment (WEEE) legislation of the EU (European Union Directive 2002/96/EC). The 19th and 20th centuries have seen major technological advances. Relevant to this paper is the availability of centrally generated electrical power, telecommunication, entertainment through recorded and transmitted music and images, the growth and pervasive influence of electronics, and the handling of digital data by computers and microprocessors. These developments have placed ever increasing demands on resources for the manufacture of electrical and electronic equipment, as well as on the generation of electrical power. Most of the resources required are non-renewable: copper, steel, aluminium and other metals, various thermoplastic polymers such as PVC (polyvinyl chloride), polyethylene and ABS ( acrylonitrile-butadiene-styrene), thermosetting polymers such as epoxies, elastomers such as butyl rubber, glasses and ceramics, and composites such as fibre reinforced plastic (fibreglass). The conservation of non-renewable resources inevitably includes recycling. To a certain extent, recycling of materials locally is well established. Block Cave mining is one method used to extract ore from underground diamond mines as well as other massive orebodies such as copper. This necessitates the excavation of many kilometers of tunnel within the ore body. The integrity of these excavations needs to be maintained over a number of years. Most Kimberlites and weak orebodies are extremely susceptible to degradation when exposed to moisture and the atmosphere. It is therefore essential that some form of weathering protection is applied as soon as possible after exposure. Conventional methods of weathering protection such as shotcrete do not easily fit in with the production schedule, hence the need for a more efficient system that could be applied immediately after exposure and serve as a temporary support or even as a permanent support medium. The main advantages of thin sprayed liners (TSL) compared to shotcrete are the ease of application, speed of application, early strength, much reduced transportation of material, less labour intensive and cost effectiveness. Several Thin Sprayed Liners suitable for various mining environments and geotechnical conditions are available and could be well suited as additional support the undercut level development in a block cave where this may be required. TSL offer a cost effective support solution as an alternative to shotcrete in areas where the building of a support structure is not a requirement.

LKAB’s Kiruna Mine, located above the Arctic Circle in northern Sweden, is the second-largest underground mine in the world today. The orebody is a world-class high-grade magnetite deposit, from which three raw ore products are extracted. We use mixed integer programming to determine a production schedule, i.e., which production blocks to mine, and when to start mining them, so as to minimize deviation from planned production quantities while adhering to the operational constraints of the mine. The resulting model contains thousands of binary variables and a commensurate number of constraints, precluding us from obtaining a schedule in a reasonable amount of time. Rather quietly, a new generation of European norms dealing with earthworks has been developed over the past few years, in particular a part of EN 16907 pertaining to extractive waste. Whereas the majority of the parts deal with routine geotechnical aspects, one part deals specifically with tailings dams. The standard is currently in draft form but if this becomes a European Standard, members of the European Union are bound to comply with the regulations. As such, the standard has the capacity to influence mining in Europe and potentially in South Africa. In this paper we review the standard and compare it to the South African standard on mine residues and the recently published Global Industry Standard on Tailings Management (GISTM). We conclude found that although the European norm makes great strides towards increasing tailings dam safety, there is room for improvement. The current South African standard has served well since its inception, but can be improved by using concepts from the European and global tailings standards.

The position of Australia as a continuing long-term supplier of mineral sands, and their upgraded products, has been reinforced with the discovery of the extensive mineral reserves in the Murray Basin, an area covering parts of South Australia, New South Wales and Victoria. A major impurity in the Murray Basin is chromium, mainly present in ilmenite concentrates as individual chrome spinel grains. Magnetizing roast treatments are being evaluated as a means of removing the chrome spinel impurity from the ilmenite and as a result of the roast and magnetic separation treatments, the chrome spinels can be expected to be concentrated in the non-magnetic reject fractions. It is from these fractions that attempts were made in this study to recover a chromium-rich product by magnetic fractionation and by application of flotation. The high gauss non-magnetic rejects from the roasting of a primary and a secondary ilmenite fraction were magnetically fractionated to obtain a product with 40.5 and 28.7 per cent Cr2O3,respectively. From the high gauss non-magnetic reject from the roasting of a primary ilmenite, flotation produced a chromium-rich product assaying 29.5 wt per cent Cr2O3at 69.0 per cent recovery. In another test a magnetic fraction assaying 32.9 wt per cent Cr2O3was floated to yield a chromium-rich product with 39.7 wt per cent Cr2O3at 96.4 per cent recovery. X-ray diffraction patterns of all the products indicated that the spinel concentrated was a ferroan magnesiochromite with rutile, ilmenite and hematite as impurities. Since all products were from a single pass, further processing can be expected to remove the impurity minerals and yield higher grade products. The material produced from the Murray Basin ilmenites in this study had similar compositions to commercial chromite ores, except for titania levels that were much higher. The high titania levels were due to residual rutile in the products, but it is expected that this can be removed with further processing. The mineral sand deposits in the Murray Basin are scattered over a wide area and the amount of chromite that may be produced from each of these deposits is unlikely to be sufficient to support an export market. Consequently, any chromite produced in the Murray Basin will most likely need to be processed locally to value added products for a niche market such as chemicals production. Not all the recommendations made by the various commissions are recorded here, but those which are included highlight the fact that many of the problems that plagued the industry during those years, whether economic or labour matters, are still troubling the industry today.

The paper presents the comments on the advantages of implementing an integrated system of managing mining exploitation in hard coal mines, as well as the comprehensive integration of information on the process of deposit exploitation with economic data, so as to achieve an optimum technical and economic effects. The principles of constructing the production management system have been presented, thanks to which the management boards are provided with reliable technical and economic information on a mining company via information technology. The strategic direction of a company’s operation may currently be verified according to the external conditions that change over time (the information on the deposit, force majeure events, changing expectations of customers, etc.).

Production of ferro-chromium in the submerged-arc furnace is highly energy-intensive. Several process rates have been attempted to reduce the specific energy consumption in the production of this alloy. An exhaustive understanding of the thermo-chemical features of the production process can be used to reduce the specific power consumption significantly. The knowledge can be used to reduce the energy drain through undesired reactions in the process can be minimised. Plant trials have shown that specific energy consumption up to 100kWh/tonne of hot metal can be obtained by adopting this strategy. The process requires modification in operation practice and does not require any capital investment unlike other processes adopted for reducing power consumption. The principle of thermo-chemistry involved in this process development and results of plant trials are discussed in detail.

'Increased underground extraction of coal' was the theme selected for the 1981 mining vacation school, which was held at the University of the Witwatersrand in January and February. The response of the industry to the invitation to register was so good that three separate schools of one week each were arranged between 26th January and 13th February. In terms of the total number of delegates, some 225 actually attending, the school can be described as the most successful ever organized by the Institute.

In 1999, Eramet bought the ferromanganese plants in Porsgrunn and Sauda (Norway) and Marietta (USA). With an ownership in the Comilog mine, the plants will operate with a high amount of Comilog ore. The properties of Comilog ore are reviewed and compared to a number of industrial operations. Important ore properties are chemical and mineralogical analyses, CO reactivity and mechanical strength. The advantage of Comilog ore is its contribution to lower energy and coke consumption. However, special precautions must be taken regarding the amount of fines and water introduced in the furnace, as Comilog ore is more porous compared to other Mn ores.

Mr Janisch' s comment' in the August issue on Dick Stacey's remarks about safety factors indeed requires wider debate. The example he quoted to illustrate the successful application of the safety factor concept in coal mining, namely the Salamon formula, is to my knowledge the only recognized application of that concept. Not only that, but that particular formula should be used only for what it was intended, namely to prevent major disasters. It was never intended to indicate long-term pillar stability, and it should not be used for that.
