Profiled here are the eight RMCMI 2001 Scholarship Award winners. Seven of the eight attended the 97th Regular Meeting and Convention at the Steamboat Springs Sheraton Resort in Steamboat Springs, Colorado in lace June. Each spoke during the Scholarship Awards Monday luncheon and shared their goals with attendees. Thanks to the Patrons of the Institute each student received a 52,000 tuition credit, a plaque signifying the honor and the opportunity to thank the membership. The winners were guests of the Institute Sunday through Tuesday noon and had an outstanding opportunity to meet many in the coal industry that could be potential employers. The state vice presidents host the winners anti pay for their travel and hotel expenses. This is a continuing scholarship and may be renewed for tuition credit again in the senior year it the winner is a full time student and is recommended by the dean of the college or university. A resident from each of the eight member RMCMI states is selected by the Scholarship committee from Board approved institutions. Criterion for the awards is chat the recipient be (1) a full time sophomore student who will use the tuition credit in the junior year. (2) a U. S. citizen and a legal resident of the member state. (3) in good academic standing while pursuing a degree in a mining related field. They must have an expressed interest in western coal as a possible career path. Contributions to this worthwhile project are tax deductible to each individual RMCMI member or his company. Through donations of 5100 or more to the Patrons of the Institute, each new Patron receives a plaque and then a year bar for each additional year contributions are made. Steven volunteers during the academic year at the U of A San Xavier Mining Laboratory. He worked the summer of 2001 at the Black Butte Coal Company in Point of Rock, Wyoming. Any article or discussion on the ventilation of Working Faces under different systems of concentrated mining is of little value to any practical man unless based upon facts gleaned from actual experience, and empirical data on this subject is, to say the least mighty scarce. Of this one thing, however, you can rest assured, the old cry of "no air at the working faces" will have become a thing of the past. No longer will we hear of some operator who has been too eager to get out the coal and who has lost sight of everything else in his mad dash for production, digging himself shut until his airways are mere pin- points and his air current a feeble thing, too weak to combat the high resistance of his restricted mine. A mine operating under one or more of the various systems of concentrated mining should always have plenty of air, for in concentrated mining the tendency is toward greatly reduced mine resistances due to increased sectional areas. It can readily be seen that the tendency is to large, wide areas across the panel and where this is true large volumes and low gauges are the rule, unless inordinate restriction is encountered in the permanent airways, and no operator, far sighted or progressive enough to adopt this system of mining when his conditions permit, would ever allow his main airways both intake and return, to be anything but model courses. As a matter of .fact, we are likely to encounter the opposite of what is usually the case in most mines to day. We are apt to find the air at the working faces sluggish due to the large areas of passage rather than to high resistance. This is combated in. various ways which will be discussed further along in this article. Those companies, of which we have knowledge in this country who, to- day are using any of the new systems of mining, seem to proceed alike in the general method of developing their acreage. Let us assume, for this discussion, the Utah Colorado Coal Corporation is going to open a mine under the new system and their conditions are such as to permit their adopting the simple block system, each face served by a separate machine, each entry having its conveyor to the cars. After the permanent haulage and airways are driven "narrow work" starts to shape the blocks. We are not interested in the length of these "conveyor headings" since we do not need to drive breakthroughs nor build stoppings for ventilation until we have reached their end when we connect them together. We have two methods of sending air to the face of these dead ends. We can laboriously and expeilsively install brattice cloth, as we go, or we can use a small auxiliary blower with canvas tubing to the face. Indeed I may say that one of the great difficulties encountered under the new systems is in the ventilation of these narrow faces. After they have been connected and an air circuit or current established, ventilation becomes plain sailing until the block is worked out. The auxiliary blower when used with flexible canvas tubing, has been found to be the ideal answer to the question of how to ventilate the headings which are anywhere from 100 to 1,000 feet long. These small blowers when properly used, can go a very long way to assist in further reducing the cost of production already assured by the new method of mining. Right angle bends are made by the tubing manufacturers to enable the fan to sit in the fresh air current, yet out of the way of operations and any recirculation is positively avoided by blowing the air around the corner to the face.

PRESIDENT LITTLEJOHN: We have with us a gentleman from Utah, who is familiarly known -as the "Mudite King," Mr. Reid, of the Lion Coal Company. Here is a letter I would like to read, and probably Mr. Reid will give us an idea of his Mudite machine, or the results he is obtaining. This question was brought up in Rock Springs, Wyoming, but Mr. Reid was not there personally during the discussion, but Mr. Burnell, who is general superintendent of the Lion Coal Com¬pany, as much as he possibly could, described the system and its effects. I believe Mr. Reid will probably be able to give a somewhat clearer statement this afternoon. This letter is from the Coal Mining Inspector of the State of Utah, John Crawford. "February 10, 1925. "The Industrial Commission of Utah, Building. "Statement of John Crawford, Coal Mine Inspector, in regard to Muditing in Coal Mines: "That Muditing used in connection with our present sprinkling system in coal mines is the missing link to the system we have had heretofore, because the water applied by the former system began to dry out, in heavy air currents, the moment it was put on. Consequently the dust that had been humidified by sprinkling, came back to its natural condition, and if anything, the combustible parts of it, in my opinion, were more intensified than previous to being wetted down. "The advantages that Muditing has over the old system of sprinkling are: "1st. The dust that is on the roof, timbers and sides of the entry is washed completely off and rolled up in the Mudite solution which entirely destroys the wings, crudely speaking, of the fine coal dust. "2nd. Sprinkling with the Mudite system, the water and mud is of greater extent than could be applied with a hand hose by a sprinkler. This sprinkling can be done while the mine is in operation, just the same as if water alone was being used. "3rd. The Mudite solution, when dried out, leaves a coating which serves as an armour to the coal, so that in the event of a local explosion, the inflammable matter on the coal is non-combustible; whereas, if that same coal had been sprinkled with water only, and made free of dust, the heat would have the same effect on the coal as it has on a stove when coal is thrown into it-instantaneous combustion. "Therefore, it is my opinion that the Mudite system is the missing link to the perfecting of our sprinkling system here in Utah. "(Signed) JOHN CRAWFORD." Mr. Reid has with him a few sam¬ples of his Mudite, after it has become solidified, taken from the floor, as I understand it. It is interesting. We have a few minutes to spare to good advantage, were we to ask Mr. Reid to give us an idea of his machine, as briefly as he possibly can, and also what he thinks the effect of the Mudite is compared to dry rock dust. A description of the dry process coal cleaning plant which has been built and operated by St. Louis, Rocky Mountain & Pacific Company at their mine at Brilliant, New Mexico, should at first be a description of the special machinery which is used in this process. This equipment consists primarily of screens for sizing the coal into six different sizes all smaller than 1 ½ inch and the pneumatic machines for cleaning each size. These machines are patented and were manufactured by Sutton, Steele & Steele of Dallas, Texas, until a few months ago when all rights of sale were acquired by the American Coal Cleaning Corporation. These screens, a plan of which is now before you, are called anti-gravity screens because the coal travels up hill. The screens which we have at Brilliant are 3 feet wide and 7 feet 4 inches long. They consist of one upper deck which slopes upward in the direction of the flow of the coal, at an angle of 12 degrees. This deck is a wire mesh screen the size of which determines the size of oversize from that screen. Under this is a lower deck with a slope of 7 degrees. This is a solid bottom and is for advancing the undersize to the next screen. On account of the difference in pitch of these decks they are about 11 inches apart at the discharge end, which allows the oversize to be taken off at one or both sides and the undersize to fall only a few inches on to the following screen. This is perhaps the most valuable point in this patent as it allows any number of screens to be placed on a-level floor, tandem in a battery without elevating or rehandling the coal in any way. The length of the screens corresponds to the proper spacing of the cleaning tables which naturally operate on the floor below. I know of no other screen which can be operated in this way. The coal is caused to travel by a reciprocating motion. A shaft as shown near the center of the screen box and under it has an eccentric at each side of the screen with connecting rods attached near the rear of the screen box. The screen box is attached to the stationary under frame by means of cast iron plates extending full width across the screen box. These are placed at an angle as shown so that the forward motion of the eccentrics causes the screen box to rise as it moves forward and the backward motion drops the screen from under the coal thereby causing it to advance. The coal advancing over the screen cloth in this rolling or jumping motion causes very perfect sizing. It should be stated here that very accurate sizing is necessary for the success of the cleaning tables. The stroke is 1 inch and the speed 350 revolutions per minute. In describing the pneumatic cleaning table, I place before you a plan furnished by the makers. The basic principle is that if a film of coal one to two inches thick and all of nearly the same size pieces is placed on a flat perforated surface and a large volume of air passed through it, the lighter particles which are the clean coal will soon find their way to the top of the film, while the heavier particles, or waste, will remain on the bottom. The machine is built with a perforated deck about 4 feet square under which is an air chamber and air duct connecting with a fan which is part of the machine. The deck of the table has a reciprocating motion the same as the screens already described, which tends to advance the product up a slight slope which is adjustable. The coal is fed at one corner of the table as shown and the deck slopes also away from the feed and at right angles to the reciprocating motion. On top of the perforated deck are riffles about 2 inches apart and running parallel to the line of reciprocating motion. These riffles are about 1/2 inch high at the fan and feed side of the table and taper to nothing at the far side. When the coal is fed on to the table, the air through the perforations tends to raise it 'and roll it over these riffles down the slope toward the clean coal discharge. The heavier particles do not get over the riffles so rapidly and the reciprocating motion is constantly pushing them

D. HARRINGTON: Owing to lack of funds, the United States Bureau of Mines have made no experiments in the Bruceton mines in the use of mudite. MR. McAULIFFE: I doubt that mudite cam be delivered at fifty cents a ton and that a mile of heading can be treated with mudite for ten dollars. You could not dig a ton of sand out of a sand hank for that money. L. C. CLARE: The tram road leading to Wattis mine crosses a shale bed and it is easy to screen the shale through a %-inch sieve and load it into a mine car. W. J. REID: A slow trip passing through a mudited entry will dislodge practically no dust, a rapid trip will make air disturbance enough to coat the cars with fine dust. MR. PRYDE: We have used mudite on stoppings around a fire in Reliance and for two months thought they were getting good results, but the fire was found to be drawing air and to be spreading. This mudite was smeared over the stoppings with a trowel. After this apparently failed we used dry adobe.

SECRETARY SHUBART: This letter will not surprise you. (Reads) UNITED STATES DEPARTMENT OF COMMERCE Bureau of Mines Washington Sept. 4, 192G. Benedict Shubart, Secy, Rocky Mountain Coal Mining Institute. Denver, Colo. Dear Sir: "Sorry not to be able to be with you but since my function in the Institute has been largely along the line of `stirrer up of trouble' (of course always with the aid of Dalrymple), I do not wish to fall from grace now so am sending you a pamphlet on the last page of which is a' tabulation as to accident indices of various coal mining states and it seems to indicate that the states comprising the Rocky Mountain Institute have the poorest accident record of all the states producing coal. "It seems to me that even allowing for possible deficiencies in connection with placing accidents upon basis of hours of exposure, our western states need to `tighten up' as to safety practices, hence I hope that the Safety Committee report will be both drastic and progressive and that western coal mines apply the drastic proposals in addition to approving them as the policy of the Institute. Why wouldn't it be advisable to have a committee appointed to ascertain why the safety record of the states comprising the Institute is so bad as to coal mines? Wishing the Institute all kinds of success." (Signed) D. HARRINGTON. SECRETARY SHUBART: He encloses this pamphlet issued by the Bureau of Mines. On the back of it is this table; and it is a fact that the Rocky Mountain States are down at the lowest in almost every case, at the lowest point, with the highest accident rate in almost every kind of accident. Maybe he is wrong; maybe he states this for reasons. That is a rotten looking table for us.

A study of Western cities reveals the fact that a city where people make their homes for permanent residence is always a city with, well-shaded avenues, with parks and playgrounds; in other words, a beautiful city. On the other hand, the average city that lacks these qualifications is usually a city of transient population. Many of our Western cities must be classified as such. Their inhabitants live in such a city only to the time that they will be able financially to retire from business and go to one of the other types of cities to live; or until opportunity offers itself for a position or a job in such a city. I believe that our Western coal camps could benefit by this truth. If conditions can be created in the camps that will encourage the workers to settle permanently or for a long time at least in the town, it would greatly aid in stabilizing employment. By the term "workers" I do not mean the pick and shovel men alone, but everybody from the superintendent or the manager down; for the educated part of the population suffers probably greater from a desire for better surroundings than the less educated part. Modern City Planning tries to show the way for more attractive towns; for more practical towns also, and at less expense. The grid-iron system of street planning is slowly being replaced by one that fits the contours of the site. Instead of streets that are cut through the hills and built over the valleys to get practical grades, it tries to show how these streets can be made to fit the ground and produce better traffic lines; greatly more attractive streets; better building sites and lots, and all of this at less expense. A well-planned town of this character should have as its nucleus, a central square around which the main stores and business houses are grouped. The main building of this group should be the church, the community meeting place, city hall or such other buildings of a public or semi-public character, that are imposing enough to add interest to the square. From this central square, streets should be built to radiate out in all directions, more or less like a spider-web. The main lines of these streets should be reserved for traffic purposes and they should be wide, for the town may grow into a city, and they should be direct, connecting the town center with outlying points at the shortest and easiest possible line. Between these radiating streets should be residential streets of narrower width and arranged in such a way that fast through traffic cannot pass over them and make them unsafe and unsanitary for family life. Following up the comparison with the spider-web, the town should have circular streets, encircling the whole town with rings at various distances out, along which circular lines parks should be located. In the West, where the need for shade is so great, the town should surround itself with a belt of forest trees. Such a forest belt would break the winds and shelter the town, and also make the whole town a cozier, nicer place to build a home in. A forest belt of this kind does not necessarily mean a great layout of money. Trees can be planted small and at little cost and a carefully studied irrigation system will make the maintenance cost small. If the town has any places of natural beauty they should be carefully preserved and made accessible. Natural parks of this type will often take the place of the artificial parks of large cities, and at no expense to the community. Playgrounds, a swimming pool, either of concrete or a sanded beach on a lake; a place for all to go skating in winter; a hill for sledding in

CHAIR: I see a great many safety men in the audience and I hope you will all take part in using up the time that we have left. The point brought up by all was the necessity of education. It is very hard to know just how this is going to be done. We get very little encouragement to do this. At a recent meeting at Rock Springs, 100 in attendance, and most of them mine officials. Another condition which contributes to accidents is the labor turnover in many of our States. With many companies I am told from actual statistics the labor turnover is 125 per cent. Each field has different mining conditions so that men coming from one field are not always familiar with the mine conditions in the field they come to. These are conditions which have to be overcome. WM. LITTLEJOHN: Mr. Harrington brought up the subject of sprinkling. I will try to tell what we are doing at the Utah Fuel Company camps. Our dust at Castle Gate is the most inflammable gas that has yet been tested at the Pittsburgh station of the Bureau of Mines, so it is up to us to use every precaution to keep it down. I will try to tell what we are doing regarding sprinkling from tanks. We now have in operation two tanks in our locomotive roads, one in Castle Gate, one in Sunnyside. These tanks are something like 500-gallon tanks with pump on one end of truck which gets its power from the power wire and has a half circle perforated pipe on the other end of tank. This is simply hooked on to the locomotive. When the pump is started up it throws a fine spray of water all around which wets the roof, the sides and floor. We found this very successful from an economical as well as a working standpoint. A roadway that we probably would have had to pay a man at least two shifts for, covering the full distance, with the ordinary hose and spray, we can do in half a day and do it more thoroughly. We are also figuring on at the present time using the same system on rope haulage ways, which of course will have to be run by a reel from the feed lines, handling say four hundred feet each way before reconnecting. We haven't got it finished, but are working on it at the present time. MR. COLBURN: I would like to say a few words -about this question of education. Education was mentioned by all three sections of the Safety Committee. Education regarding safety might be divided into two branches. One branch is for the official at the mine to keep him acquainted with the latest developments in safety equipment and safety methods. The other part of education is for the workmen. The United States Bureau of Mines is co-operating in both directions. Safety Clubs are organized around the Bureau of Mines First Aid Training, but it is the idea to expand those clubs and teach the miner the advantage of such-things as the closed safety lamp, and also the regulations that have been made for his safety. In Illinois we can't operate with the closed lamp, because the miners in that section of the country are not educated to the advantages of the safety lamp. Another form of education has been taken up by the National Safety Council, consisting of voluntary organizations similar to the Institute, to which all mining men are invited to attend. Such conferences nave been held in the Lake Superior district, in Butte, and in Globe, Arizona, this year. These are to be extended throughout the coal mining regions. CHAIRMAN PRYDE: The Union Pacific Coal Company has also built two tank cars of 600 gallons capacity each. The tanks are connected with hose, so that water can flow from one tank to the other. A centrifugal pump is mounted on a truck, and connected to the front tank. This pump takes its power from the trolley wire. The discharge from the pump is perforated, so that it sprays the floor and sides of the entries. We expect to use this water train on main haulage ways where we have no sprinkling line.

forated, allowing the completion of the removal of wash water. When discharged into the washed nut bin, the coal is moist but carries so little water as to not be objectionable to the trade, nor to give any difficulty from freezing during the coldest weather. The rock and bone from the primary jigs is elevated to a 15-ton bin by means of a single strand scraper conveyor 40 feet center to center operating on a 45 degree incline, carrying 12" x 5" scrapers every two feet. This conveyor travels at a speed of 100 feet per minute and has a capacity of 17 tons per hour. From this bin, this material falls into the third or rewash jig similar in all respects to the first two, which discharges the rock waste directly into a 15-ton refuse bin below and the bone into a short dewatering conveyor which delivers into a similar 15-ton bin from which the bone is taken to the powerhouse. The oversize and water from the shaker screen, the water from the dewatering conveyor for both the washed nut and bone, and the sludge and wash water from the three jigs, are delivered by launders to the first compartment of a three-compartment settling tank. Most of the coarser broken coal is deposited in this tank, from which is it continually removed by a bucket elevator carrying 8" x 5" perforated buckets operated on a 60 degree incline at 200 feet per minute, capable of delivering 25 tons per hour to the 50-ton washed coarse slack bin. The water passes successively through the three compartments of the settling tank and from thence through a six-inch pipe to a centrifugal pump, circulating 900 gallons per minute against a 32-foot head. A four-mesh screen 30" x 72" in the third compartment of the settling tank removes the chips of wood, paper, and the other trash, which otherwise would accumulate in the water. Water is provided from the camp water system, deriving water from the well located in an arroyo bed. During the summer months just passed, the water used, has been 108 gallons per ton of raw nut, or 146 gallons per ton of washed nut. The water meter had not been installed last winter, but it is estimated that operating at capacity, the washery will be found to require only about 75 to 100 gallons per ton of raw nut. It has not been found necessary, nor advisable, to attempt to dry the sludge from the settling tank, nor to save the water from leakage of the tanks and bins. The sludge from the jigs is washed into the settling tank and the sludge from the settling tank is washed through a tile drain to the arroyo. The jigs, shaker screen, circulating pump, washed slack elevator, and the rock handling conveyor, are all driven from line shafts driven by one 40 H. P. motor, each jig driven through a clutch. The belt conveyor and the washed nut conveyor, have separate motor drives of five and seven and a half H. P. respectively. The washer is housed in a corrugated iron building, which is partially heated by steam coils. One attendant is required for operation, regulating the feed of the jigs, the supply of water, removal of the rock, and oiling and maintaining the machinery. The rewash jig is operated only intermittently. About eleven per cent by weight of raw nut is removed as waste and four per cent goes to the washed slack bin. No control analyses of the products have been made; the efficiency of the plant being determined only by the physical appearance of the products; but the washery has been a source of pride and satisfaction to all those connected with it. As mentioned before, it has caused no interruption of operation and it has assisted materially in creating an unprecedented demand for ALAMO nut. MR. This paper was written from conditions existing in the Cumberland Mines of The Union Pacific Coal Co., with my impressions and cause of same. These mines are located on a branch line of the 0. S. L. R. R., about sixteen miles south of Kemmerer, Wyoming. The mines are the property of The Union Pacific Coal Company with headquarters at Rock Springs, Wyo. There are two mines, No. 1 and No. 2, located about two miles apart in a seam of coal averaging about 16 feet thick which is split with a parting of rock from 4 feet to G feet from the bottom, averaging from 4 inches to 5 feet thick, mostly of soft fire clay, with an average pitch of 21 degrees to the west. The lower coal below the fire clay band being of a soft nature, much softer than the coal above it. The cover or roof next to the coal is of a massive sandstone formation from 4 feet to 60 feet thick while the floor of the seam is of a soft fire clay as far down as has been prospected. These mines are also of a dry and dusty nature, they generate lots of fire damp and are subject to fires from numerous causes. These mines were opened up in 1900 with five openings each, Main Slope, North and South Manways and North and South Aircourses driven parallel directly on the pitch of the seam which is fairly regular, entries being turned North and South at right angles off the slope about 300 feet apart. The entries were driven double 10 feet wide with chain pillars from 20 feet to 30 feet thick. The main entries are used for haulage and main intake, back entries for return aircourses. Rooms are turned on 50-foot centers and 20 feet wide, directly on the pitch Galvanized sheet iron chutes are used in the rooms. The slopes were driven down in No. 1 mine about 4,000 feet, in No. 2 mine about 5,000 feet where the cover would be about 1,400 feet in No. 1 mine and about 1,700 feet in No. 2 mine approximately. When a point about 2,000 feet on the slope had been reached with cover, 600 or 700 feet squeezing became noticeable on the entries and room pillars with slight bumps which extended clear to the upper entries of the mines and continued to get worse as the mines got deeper and with more cover as no pillars had been removed at this time. It should be stated here that faulty ground was found on the south side of No. 2 mine and on the north side of No. 1 mine, in some places looking like a fault of a down throw, some places like a want and other places like an erosion. The latter theory seems to be correct from prospecting and drilling. The mining of entries and rooms became more difficult with more squeeze and bumps of increased pressure which closed entries and aircourses and finally caused the lower workings of the mine to be abandoned. It was then decided to open up the entries from the 6th up, or approximately half way up the slope. The opening of these entries was started with the intention of extracting pillar coal but considerable danger was met with for the entries .were squeezed tight and when they were disturbed, bumps and squeeze conditions had to be contended with, also gas and fires due to the continued grind on the pillars due to overhead pressure bringing on friction which caused innumerable fires to start in the bottom coal. Bumps being so extensive at times as to close up aircourses for 500 or 600 feet, also discharge timber, coal and rock from the rib of slope and entries for hundreds of feet, dislodging tracks and throwing mine cars around just as if an explosion had taken place, filling places with gas and throwing dust into the atmosphere so that you could cut it with a knife. It became necessary to discontinue the use of black powder and naked lights entirely as a safety precaution. Permissible Powder Monobel No. 5 and Wico Electric Safety Lamps were installed. All coal was shot off the solid whenever it was necessary to shoot. ' In opening up these entries it was found that practically all of the weight was centered on room pillars up to the first crosscut chain pillars and barrier pillars between top of rooms of entry below and the one above which averaged 30 feet thick and in all practically 120 feet of ground. The rooms were mostly open from the first crosscut up to the face which showed that the points mentioned had taken the weight. It was found impossible in some of these entries to drive double entries again as the bumps and squeeze made it impossible to maintain them. This made ventilation quite a problem, small booster fans and flexoid tubing being used for ventilation until one entry could be connected with the one above which has solved most of our ventilation problems so far.

MR. DICKINSON: There is an increase of dust in machine loading, especially with the McKinlay loading and cutting machine which was extremely dusty. MR. FORRESTER: Declared more dust must be expected because when loading by machinery, the coal is shot harder in order to make it easier for the machine to pick it up. He believes however, that there was less hazard because of the closer supervision possible by reason of the concentration of operation. MR. McAULIFFE: Machine loading more dusty than hand loading. D. HARRINGTON: The hazard is greatly increased by modern methods of loading. Not only do the methods increase the quantity of dust, but they also increase the rapidity of mining and the increased quantity of coal broken down causes large quantities of gas to be released. The number of motors on loading machines and conveyors add to the hazard. No more dangerous places can be found for such motors than at the working face where there is excessive quantities of pure coal dust and where there is more gas than along any other point. Regarding Mr. Herres remarks that the machine loading was safer on account of the concentration and possibility of close supervision, Mr. Harrington said he believed concentration likely to prove a source of danger rather than its preventive. At Dolomite, Alabama, a number of men had assembled, and as a result what was a relatively small explosion killed a large number of men. Concentration is not without its dangers to mine operations. MR. McAULIFFE: These arguments do not appeal to me. Few places are better sprinkled than the working places in a machine loading mine. There is. more effective supervision, and there can be more ventilation. I believe machine loading will increase safety by that very concentration that Mr. Harrington deplores.

Since the day when one of the most progressive of our flat-head for- bears used a pry pole to loosen large rocks to crash upon the head of his, enemy, thereafter making notes of his performance on tablets of stone, the arts of mechanicalization have developed and progressed to the benefit of mankind. In the early coal pits of England the crudest of tools were wielded in the most slavish of toil to win a very small amount of product. In our own country it is but a few years since coal was hewn by negro slaves in the mines of the southland. The past thirty years have brought the use of the mining machine, power drill and locomotive, and we now stand on the brink of the coal mining era that will change the toiler of the mines into a skilled mechanic and render far more safe the winning of the fuel necessary to the nation's need. The ingenuity of our citizens has made it imperative that coal be produced at a lesser cost. Vast supplies of fuel oil have been developed; enormous resources in water power are turning the wheels of many mills and, most commendable but distressing to the coa.1 producers, the high price of coal has resulted in efforts and accomplishment in fuel economies unheard of a short five years ago. The railroads of the United States alone in 1924 accomplished more hauling with $30,000,000 less in coal bills than in 1923. The loading of coal by machines has been under investigation and trial for some time past and in an effort to have its men informed of the practice of the eastern coal fields, The Union Pacific Coal Company sent the writer through a number of states to view as many operations as possible. Notes were taken of machines and processes seen and time was spent with engineers of the various coal companies; also with the United States Bureau of Mines Engineers, particularly Mr. Edwin H. Johnson, who devoted one year to the most careful study of the mechanical loading of coal. The writer wishes, at this time, to acknowledge the helpfulness of the information acquired through contact with Mr. Johnson.

"We have ourselves to blame in the steel industry for our condition." These words were addressed twelve days ago by James A. Farrell, President of the United States Steel Corporation, to his "comrades" at a meeting of the American Iron and Steel Institute. They carry a note of challenge to all industry, and particularly to the coal industry, where they point the way to the pressing need for operators everywhere to get their feet under one table. It is that note which I would stress to all producers. You have yourselves to blame for your condition. True, there are inter-district competition and competition of substitute fuels, but they'll always be with us, more or less, and the only sensible, sane course is to remove the evils within our respective districts, which can be done only by constructive effort along cooperative lines. It's the same story in Alabama, the same in Illinois and elsewhere. The larger number of the men gathered here are at the front, as it were, in the business of mining coal. They are the men who are doing a remarkable operating job. And naturally, the sessions of this annual meeting treat of news from the front, of technical problems. But, as in actual warfare, those at the front are often uninformed of developments in the rear. They keep on fighting without fully sensing the significance of a disaster at headquarters. You've played your eighteen holes today and evidenced the efficiency of your technique in the, production of coal. It is not amiss to take advantage of this moment, the nineteenth hole, to ponder over what it's all about. After all, what do improvements in the art of mining mean if business policies engulf you in red ink? To the extent that mechanization is a factor in increased overhead, which in turn increases the pressure to produce regardless of market demand, it only aggravates our troubles unless there is the controlling influence of coordinated effort.

At nearly all of the copper smelters in the Southwest, at some time, calculations have been made having in view the economy of replacing fuel oil with pulverized coal as a heat-producing medium for smelting operations This matter has been, and is more so now than at any time heretofore, of very great importance. Due to the intensive development of oil-producing areas of the world and the tremendous use of fuel oil for many purposes, it seems that before many years the supply of oil will become so small as to prohibit its use for such operations as smelting. This may be caused by prohibitive prices, or even by government decree as a conservation measure. In the event that the use of fuel oil becomes out of the question, the copper companies have just two alternatives: the use of pulverized coal or electricity. The copper companies of the Southwest produced an average of 808,400,000 pounds of copper per year for the war years of 1916, 1917 and 1918. This figure is, of course, a higher one than has prevailed since the war, but at the present time nearly all of the mines and smelters are getting back to capacity. There is no doubt whatever that the consumption of copper is going to increase, perhaps for the next ten years. This means that more copper mines will be discovered and developed, and that the mines which are now producing will be called upon for a greater production. This all tends to show that the mine manager who is looking ahead must develop some substitute for fuel oil in the event of its use becoming prohibitive, and all indications seem to point in that direction. The only coal which is commercially available to the smelters in the district under discussion must come from Colorado and New Mexico. These coals are high in ash and volatile matter and comparatively low in calorific value. The proximity of the smelter to the coal mines is a large factor in determining which fuel is more economical. Most of the smelters within two or three hundred miles of the coal mines find it more profitable to burn coal, while those at greater distance find that the higher freight charges on the coal make the use of oil more economical.

The subject of this paper may seem threadbare to, many of you, but even if I repeat what you already know, just smile to yourself and think how much wiser you are than your neighbor, for it is startling what a number of tipples are erected that violate the elementary fundamentals not only of good design but of practical operation. Possibly a coal screening plant is a simple plant. If so, we treat it like we do a great many other simple things. We treat it entirely too lightly and fail to take into consideration, not only the changes that may occur later, the conditions we may be compelled to meet as competition changes, but even the elementary physical conditions that exist right at the tipple site. If I get too positive over some particular point, don't blame me, but remember some of the heart-breaking experiences we have had correcting these omissions, trying to make a tipple do merely what it was designed to do, when the builder tied everything up in such a constricted space, that no room was left to get the results he must have. Perhaps some of the things will look too expensive. Don't say that you can't afford them. Many of them you can't afford to do without, and when you figure that a tipple is put up for possibly twenty years of operation, you can't afford to omit any reasonable precaution not only in taking care of the present, but in foreseeing the future. We will consider a tripple screening plant, suitable for Western conditions, capable of handling approximately 2,500 tons per eight hours. The largest screen sizes must be loaded into either open cars or box cars, and arrangement provided for screening and loading not less than five sizes of coal: lump, egg, nut, slack, dust, or any reasonable combination of these. As we are considering only the preparation of the coal, we will omit all consideration of the method of haulage, pit cars, methods of dumping, and will take the coal after it is in the dump hopper. The track arrangement will frequently be determined by the ground layout. Our sizes and tonnage can be loaded on three tracks, but four tracks are better. The two outer tracks should be left for loading lump coal, No. 3 track should be left for egg coal, and No. 4 track for loading nut, slack and dust. Where a fifth track can be provided, No. 5 track should be held open only for run-of-mine coal, to act as a storage where emergency coal can, be run, should there be any delay in the screening equipment or in changing cars. Track No. I should be used for loading lump coal into box cars only. Track No. 2 should be used for loading lump coal into open cars only, and may or may not be provided with picking table, loading boom, or both. Where picking is necessary, a picking table can frequently be put between the two "lump tracks, heading down track, pivoted at one end, so it may be raised or lowered to feed either open or box cars; with

Flexoid tubing for ventilation and some of the reasons for its use in re-opening old workings at the Union Pacific Coal Company's mines at Cumberland, Wyoming. , These mines are located on a branch line off the Oregon Short Line Railroad, about sixteen miles south of Kemmerer. The seam averages from 16 feet to 20 feet thick and is split about six feet from the bottom with from six inches to four inches of fire, clay; and is covered by a heavy sandstone roof about 45 feet thick and a fire clay floor about 15 feet thick. Pitch of seam 21 degrees. These mines were opened up with 5 openings on the pitch to the west, with main slope, north and south manways and north and south aircourses on 50-foot centers with parallel entries driven north and south at right angles to the slope and rooms turned on 50-foot centers up the pitch ; entries being 350 feet apart and chutes used in the rooms. Several years ago there was a heavy, squeeze came on these mines which necessitated shutting down all of No. I Mine below the third entry, the slope being down to 12 entry; also shutting the lower end of No. 2 Mine down from the twelfth entry to fifteenth entry and from the third entry down to the tenth entry, so as not to work too much territory at the one time. These mines are very gassy and were subject to heavy bumps during the squeeze ; also at the present time. In reopening these slopes, aircourses and entries for the recovery of the pillars, ventilation was quite a problem, as the squeeze had caused them to be practically tight; also the rooms for about 50 feet from the entry and the face of the rooms for about fifty feet. These rooms in the open space being either filled with Methane or depleted air. It was found in opening up these entries that in driving back entries parallel with the top entries for ventilation. which had to be skipped along the barrier pillar left from the face of the rooms of the entry below, that we had more bumps or bounces which made it a dangerous proposition to nine, as it will be noted as stated that the entries, room necks and face of rooms were more or less squeezed tight, showing that all the weight was centered on these points and the more they were disturbed the more it relieved the overlying pressure and something had to give; hence the bumps or bounces which have filled slopes, aircourses, entries and rooms with coal from the ribs and face, for hundreds of feet, throwing cars off the track, both loads and empties, and throwing track up to the roof and discharging timbers. We found it necessary to abandon driving back entries and have used Flexoid tubing with small blower fans to open up these slopes, aircourses and entries which has proved a success. In a discussion of the personal dangers that may arise from mine gases, it is necessary to take into consideration the gases which may result from an underground fire, or a fire in or about the downcast shaft, and the methods of avoiding or minimizing the danger arising therefrom. In all cases of the combustion of carbonaceous material such as coals and timber, carbon dioxide and water vapor are formed. In cases where the air supply is limited, some carbon monoxide is produced, the quantity varying with the readiness with which the oxygen from the air can get into intimate contact with the consuming carbon; in addition to these products there may be produced large volumes of irritating fumes consisting of unconsumed vapors' distilled from the burning material. Apart from the physical distress that may be caused by the irritant action of the fumes, the chief danger to life underground arising from a fire in or about the downcast shaft or intake airways is due to the carbon monoxide which the smoke is almost certain to contain. The physiological effects of this gas have already been discussed in mining papers and ref¬erence should be made to this. The prevention of fires at the surface near to the mouth of the downcast shaft, or in the shaft itself, or at the bottom of the shaft, usually lies outside the duties of the fireboss. An outbreak of fire at such places would, however, immediately foul the air current passing into the mine, and, assuming the men were in the mine, create a situation demanding urgent attention of the fireboss. As a rule, each case of fire creates its own problems, but in all cases the guiding principle should be to restrict the poison-laden 'air to the smallest part of the mine that is practicable, by opening separation doors, or breaking down selected stoppings at the most accessible points near the seat of the fire, so that the gases and smoke may pass directly into the return and so to surface. In the case of a shaft fire it will have the effect of fouling both shafts and in the case of a fire in an intake airway, both roadways leading to the shafts. It requires the use of some judgment. Therefore, in circumstances as to whether men inside the mine should attempt to escape to the shafts or should remain in the mine, and attempt to protect themselves from the poisonous air by suitably short circuiting the air-current and retiring from the main air-ways. In order to make such restraint easier, it is very desirable that all mines should be equipped with telephone communication from all sections of the mine to the surface so that men in the mine may be informed of what is being done at the surface to secure their safety, or instructed as to what they themselves should do. In cases of fire in or about the shafts, the question of the reversal of the air-current will probably arise. The subject of my few remarks addressed to the Rocky Mountain Coal Mining Institute, "Guessing or Knowing! Which," may perhaps suggest but little to you here today. However, I am sure you will all agree with me when I say that in the conduct of a coal mining operation there should be no choice between guessing and knowing. The value of, and the results to be obtained from this Institute, its meetings and printed transactions, as well as those of other similar educational organizations, depend very largely on the mental attitude of those who constitute, through their pronouncements, the more active portion of the membership. Perhaps the most apt criticism that is now being made of the coal industry is that, to an extent possibly exceeding any other industry of similar magnitude and importance, it depends for its conduct altogether too much on "rule of thumb" and "tradition," rather than on proven practice and actual fact. The records of our coal mining association meetings bear expression of many conflicting opinions, the majority of which are sincerely put forth by those expressing same as representing the facts; the extremes expressed, however, frequently fix the question raised as one yet located in "no man's land." There are yet too many chances taken we are still "weighing pounds on railroad track scales" and measuring yards with the proverbial "bit of string." The actual expense of conducting any one of the several operations incident to the production of coal is rarely determined, and in many instances the general cost figures, prepared some weeks after the work is complete, are of that sweeping character that very little can be abstracted therefrom. Many coal companies are now making a daily cost sheet, showing the cost of labor and material in detail, as used in the several related operations,, and such is decidedly helpful, particularly to the mine superintendent and his foreman, who, without such, sail an uncharted sea; the auditor's belated monthly summary rarely ever seen by these men who are held responsible for the labor and material used. I have made reference to this situation as an accentuation of the fact that the coal industry contains more "serious minded, conscientious guessers" than does any other similar industry, although the annual cost of our product runs up well beyond the billion dollar mark, and what is more important, our industry is one that still continues to exact a heavy toll of human life. Now this brings me to the question of safety, the one question that should be, and which is, I know, uppermost in your minds. The coal mining world, engineering and operating, is now well sold on at least two things the theory of using permissible explosives and the elimination of the open light. Furthermore, the industry, particularly that portion which is located in Great Britain and the United States and Canada, are now planning vast extensions of the use of "rock" or "shale dust," both in the form of "dust barriers" and in "direct application" to entries and cross-cuts. This is well; however,, my study of past mine explosions has convinced me that the great majority of such had their very beginning in gas accumulations; frequently originating in restricted areas at the working face, in abandoned worked-out areas, or in some other certain place where ventilation is not, maintained as it should be; and that again leads me to the point where it can again be well said, that there is too much "rule of thumb," too much guessing now being done in regard to the volume of air required, and continuously furnished, in a given entry,, panel, room or area. Just to emphasize this situation, is it not a fact that the majority of mine inspectors express the ventilation conditions as measured by them, in terms of cubic feet per man employed, in each certain split, and does not the mining laws of many states yet demand a minimum of "100 or 150 cubic feet

It is sufficiently correct to say that domestic solid fuel is universally hand fired and it is almost as correct to state that a very large proportion of hand-fired domestic fires are extremely inefficient and smoky. This is particularly true with raw bituminous coal for the fuel. The smokeless and efficient firing of domestic coal affords one of the most difficult problems confronting the combustion engineer. This is due to the universally constricted combustion space in the domestic furnace, the complete ignorance regarding the laws of combustion on the part of the average person, and the fact that the laws of efficient combustion are almost completely nullified under these conditions. It is well to familiarize ones self with these laws. These are: 1. The gradual introduction of the fuel to the furnace. 2. The admission and mixing of the right quantity of air with the coal gases. 3. A temperature high enough to permit complete combustion, and 4. A furnace space of volume sufficient to permit of the combustion gases and the oxygen getting together within the confines of the furnace. Even a casual inspection of the domestic heater will show that none of these essential things are present in proper degree, and this is the reason why the problem of domestic firing presents such difficulties. I have analyzed these conditions in a paper published by the Black Diamond, and which has already had wide distribution, so that I will not repeat the rather lengthy discussion in this paper. A survey of the entire field indicates very clearly that a reversal of existing methods and equipment must be had before any real improvement can be expected. It is my firm belief that in this instance above all others it is necessary to build the efficiency and smokelessness into the equipment in such a manner that its performance will be entirely independent of both skill and interest on the part of the operative. To attempt to educate every man, woman and child who periodically throws coal into a domestic furnace would be literally impossible. Much can be done, however, if we could teach the householder the simple essentials of alternate firing, which I have explained at length in the above mentioned paper. This would go a long way toward making the domestic furnace problem more satisfactory, as well as efficient and smokeless. Many will argue, and with good reason, that the domestic fuel should be prepared coke and with this I agree up to the limit imposed by the practical considerations of quantity production, price and the possibility of marketing the by-products. It will be obvious that if enough raw coal should be processed to provide all of the required domestic fuel that the amount of by-products recovered during the coking process would be so great that there would be little or no market at any price which would justify the manufacture of coke. If the by-products were wasted they would not only be a tremendous economic loss, but the price charged for the coke would probably be so high that the market would be limited, and this would defeat the very idea of the whole thing. Much can be done, however, in advancing the use of coke, but I believe that much more extensive and careful experimentization should be had in order to determine the right size and quality of coke for the various domestic furnaces. If coke were to be developed for extensive domestic consumption it is more than probable that the coking process should and could be stopped at a point where the volatile content of the coke would be sufficiently high to permit of prompt ignition and combustion in low draft installations. If the volatile content were from five to ten per cent a very different kind of coke would be produced from that which is now produced with perhaps one per cent of volatile.
