The meeting was called to order by the President, Mr. B. J. Matteson, in Dining Room No. I of the Albany Hotel, at 10 a. in., with thirty members present. After an address of welcome by the President, the Convention proceeded to business. First on the program was the reading of the minutes of the' previous meeting, by" the Secretary.' There being no alterations or amendments they were approved as read. A motion was regularly moved and carried that the Secretary provide membership cards to be mailed, or presented, to the members upon payment of dues in lieu of the receipt which has heretofore been used since the organization of the Institute. Mr. R. A. McAllister then presented his paper, the subject, being: "Mine Haulage." Mr. Robert A. Marshall had prepared a paper upon the subject of "Efficiency in Shot Firing," but as he was unavoidably absent, it was read by Mr. Sam Andrews. At the conclusion of the reading of Mr. Marshall's paper, Mr. Andrews presented his own *paper: "Some Facts About Coal Mining." As Mr. George A. Brown was unable to be present, the President requested Mr. R. S. Morton to read his paper, subject: "Flexoid Tubing and Its Application to Coal Mines as a Means of Temporary Ventilation." I'm on the program to introduce John Peperakis, President of the Institute for this year. I regret to announce that Mr. Peperakis received word this morning of an emergency at his mine and left to attend to this. We hope it is of a minor nature and he will return. However, in the meantime, Robert von Storch has graciously consented to act as president until John Peperakis returns. "I needn't tell you who he is. FEBRUARY 20TH. MORNING SESSION: The fourteenth regular meeting of the Rocky Mountain Coal Mining Institute was called to order in the Magnolia Room of the Albany Hotel. Monday, February 20th at 11 o'clock A. M., with the President, Mr. R. M. Magraw, in the chair, sixty-two members being present. The first number upon the program was the reading of the minutes of the previous meeting by the Secretary. There being no corrections or alterations, the minutes were approved as read. As Mr. Dan Harrington was unavoidably absent, his paper, subject: "Coal Mine Accidents and State Mining Law" was, by request of the President, read by Mr. J. Q. Lalor. Following this was a short discussion. There being no further business the meeting adjourned. AFTERNOON SESSION: The meeting was called to order in the Magnolia Room of the Albany Hotel at two-thirty o'clock P. M. with President R. M. Magraw presiding, fifty-eight members being present. Mr. Ben Shubart and Prof. J. C. Roberts were appointed a committee to draft and telegraph a message of condolence to Mr. E. S. Brooks of Rock Springs, Wyoming, on account of the recent death of his daughter. The com¬mittee submitted a copy of the following telegram, which was read by the Secretary: "E. S. Brooks, Rock Springs, Wyoming. We extend to you and your family our sincerest sympathies in your deep affliction. (Signed) THE ROCKY MOUNTAIN COAL MINING INSTITUTE." The meeting was called to order with President George B. Pryde in the chair, and C. M. Schloss, acting Secrcetary. The meeting immediately pro¬ceeded to the reading of the papers. Mr. L. S. Ickis read a paper by A. L. Jones, entitled, "Underground Sub-Station Control," and elaborating on the general topic of automatic sub-stations. The discussion was led in part by Mr. E. H. Weitzel, acting as Chairman, in Mr. Pryde's temporary absence. Mr. S. R. DeBoer, who specializes on landscape architecture, gave an interesting talk on the subject of "City Planning and Landscape Architecture for Western Coal Camps." Notes were taken of this talk, which will be found in the proceedings. Mr. Pryde then resumed the Chair; There was no discussion of this paper. Mr. Thomas Foster, of Reliance, Wyoming, then read his paper on "Coal Dust in Mines." After the discussion of Mr. Foster's paper, the discussion of Mr. McKeehan's paper on track bonding, read at the Salt Lake meeting, was resumed, and this discussion will be found printed separately in the proceedings. Mr. Schloss then read an amusing and friendly telegram from C. H. Stevenson, of Price, Utah, which caused considerable merriment, and the Chairman asked Messrs. Weitzel, Littlejohn and Schloss to form an appro¬priate answer, and they answered it in the same spirit. The Chairman then announced the banquet for Wednesday evening and the Theatre Party for Thursday evening. The meeting then adjourned. The meeting resumed at 10:15 A. M., Thursday, February 14, 1924. The future of coal mining is bright - only if we realize and then manage as though we are competing in the world marketplace. Accept it or not, our market is global. We tend to think our problems are caused by the uncontrolled foreign production of coal, and the uncontrolled drop in coal prices. I submit that our problem is not the world pricing structure - part of our problem is our on-site cost structure - our productivity. We are the world's best at getting out the tons - that is, production. Most mine managers thrive on that. What is in serious doubt is our productivity - our ability to produce tons of coal in a cost effective manner. Please think about the difference: ? Production is tons of coal. ? Producitivity is decreasing the cost per ton of coal. Our future is bright, only if we can increase our productivity by trying different and new ways to manage our businesses and our people. Unlike the easy successes during the 60's and 70's, success in the decades ahead will depend on our ability to achieve greater levels of productivity. If mining and other old line smoke stack industries are experiencing difficult times in 1986, three years into an economic recovery, what will happen when the economy cycles downward? I am' not an orator and have never said a word in public during my thirty years' experience in the coal mines of Colorado; but, being requested to speak by our worthy chairman, and as I am deeply interested in the future welfare of this organization, I will make an effort to say a few words in behalf of the Rocky Mountain Coal- Mining Institute, which we are about to organize. As I understand it, it is the object and intent of this organization not merely to assemble occasionally for the purpose of discussing various problems in coal-mining, and thus to obtain the best possible results in economic operations, but its especial duty will be to devise ways and means whereby accidents in coal mines will be minimized. Figuratively speaking, we are about to plant a tree in the State House of Colorado, and desire its roots and branches to extend over Wyoming on the north, New Mexico on the south, and Utah on the west. So we expect this tree to bear fruit over a vast area. .We must remember that the planting of a tree, even in good soil, is useless unless we cultivate, prune, and nurture its development. If we will not do so, the tree will not bear the desired fruit. So, in order to make the Rocky Mountain Institute a success, we must not only start it off in good shape, but we must keep on adding to its strength in various ways, so that it will become a known factor and a recognized power over this broad teritory. In other coal-mining states and countries of the world much has been accomplished through similar organizations to reduce loss of life among, men engaged in the production of coal, and there is no reason why our institute in the West should not be equally useful and attain the same results. There are many ways by which this organization can be made beneficial to the men engaged, in various capacities, in handling the "dusky diamond.' I will endeavor to confine my brief remarks to the necessity of a crusade of an educational nature among three classes of men that are directly and indirectly connected with coal mines. First-We need to educate ourselves. It is amazing how few of our number, holding positions of trust, and having charge of men in and around coal mines, are conversant with our brief mining laws and cognizant of our duties in enforcing them. Going down the line to our company men and miners, I think I can safely say that not over 5 per cent of them are in any way familiar with the statutes

Dear Mr. Pryde: In accordance with suggestion in your letter to me of June 21, 1923, Mr. Roberts, Mr. Dalrymple and I had a meeting and attached find our contribution to the proposed August report of the Committee on Safety. You will note that we have confined ourselves to matters in connection with explosions and prevention of explosions, in coal mines. If the committee is to report on general safety in coal mines, including accidents from haulage, timbering, rock falls, electricity, etc., we would like to suggest that you ask other members of the committee to specialize on one or more of these subjects. Especially we believe it would be advisable to specialize as to precautions against electrical accidents with giving of data as to maximum voltage, precautions to be taken as to gas ignitions by mining machines at faces, best methods of placing power wires underground, etc.; also give information as to up-to-date safety installations, such as whistle devices notifying of disarrangement of ventilation or devices for quick cutting off of electrical power from mines under certain conditions; also give data as to efficient safety man cars on various pitches, etc. Yours truly, D. Beyond doubt it is practically impossible to eliminate all chances of accidents from falls. Mother Earth is not going to give up her treasures without some sacrificing on our part. This particular question ranks among the important subjects connected with coal-mining, and has been given less attention as a factor of life- and limb-destroyer than any other cause. The single fatalities which happen create very little attention; nevertheless, when counted up at the end of the year, they outnumber the unfortunate ones that are mowed down by the wholesale by mine explosions. Fire-damp and coal dust were often considered the greatest evils in coal-mining. All records, however, prove this conclusion to be wrong. The second annual report of the Bureau of Mines gives the loss of life caused by falls of coal and roof in 1910 as 1,310, and in 1911 as 1,321. The reports of Pennsylvania mine inspectors for a period of thirty-three years show that 59.38 per cent of all the accidents underground were caused by falls of roof and coal. Also, the Bureau of Mines shows in its last issue on fatalities that accidents from fall of roof and coal killed more men than any other two causes combined, and that they account for more than half of the deaths under- ground. It seems we are getting too accustomed, taking too many things for granted, running too many risks, trusting too much for the best, and preparing too little for the worst. We must remove the cause; then the effects will cease. However, I can see that a better day is here. The main damaging factors underground are falls of roof and sides. A bad roof is tender and lacks the adhesive qualities to sustain its own weight over comparatively small areas. A roof of any character which is frequently penetrated by well-defined slips and cleats, is characterized as a treacherous roof. The carelessness of men has been one of the main causes of most of the accidents in mining as well as in any other industries. Three Grades of Miners Miners can be classified into three distinct grades, to-wit: the experienced and careful, the experienced and reckless, and the inexperienced. The accidents which the first class usually meet with occur through the carelessness of their co-workers, as well as through accidents which are termed unforeseen, such as falling roof between timbers, and between the timbers and the face of the coal. This may have 'previously given evidence of being absolutely sound and safe, but be released by invisible slips or by sudden outburst of occluded gases in large quantities, as we term big blowers or feeders,

PRESIDENT MOSES: Mr. Hall, can you tell us something that will help our cause? R. DAWSON HALL: I did not want to tell anything; I wanted rather to say something, if. I said anything at all, about my impressions regarding the safety of the mines in the West. We heard yesterday how terribly dangerous they were, and I think that is due to the natural conditions. It is interesting to note that many of the developments of safety, which you will find all through the country, had their origin here in the Rocky Mountain States. It has not been because the Rocky Mountain States have been negligent - though, of course, they could have been more active - but it is becaues the conditions have been such as to make accidents more numerous. Rock dusting by mechanical means was used here before any other country adopted it, let alone the United States. It is true that rock dusting was started in England; but it was by hand, as it remained with the Victor -American Fuel Company to be the first to distribute rock dust by machines, and that is to the credit of Mr. Murray, who was the man that did the original dusting in those mines. It was at Delagua, they put up shelving and put dust on it; they used the adobe, and Mr. Pryde, at Reliance, very early in the game, put dust in the Reliance Mines, and some of the dust, I believe, is there yet but they can hardly find it for the new dust. That is not all. I believe it was first in the Utah Fuel Company's mine that incombustible clay was used for stemming, and in the East, where we were in the habit of using slack entirely, that was a big advantage. Another thing that the West has originated has been the wetting of the chain in cutting. The people in Alabama took a great deal of credit for having used that very early, but not as early as Mr. Brennan did at the Hanna Mine, he having used water on the cutter bits in 1913. Another development was that the Phelps Dodge Corporation were the first people to use, I believe in the United States, storage battery locomotives for main haulage, and while they didn't go ahead with that, so far as putting in power trucks and mining machines, until just recently-I think the Consolidation Coal Company in the East managed to get ahead of them in that development,-notwith-standing, they were the earliest to use it for main haulage. When I came through this section of the country, in 1912, I think it was, I went through the mines of the Union Pacific Coal Company. I was surprised to see the extent to which fire-proofing had been carried out in that mine, with regard to non-combustible brattices and overcasts, which were of concrete; even the boxes were covered with sheet metal. They were very far ahad of us in that respect; far, far ahead of us in the East, because the East has its favorable conditions in the fact that most of the lump in the mines is more or less wet all the time. Another safety provision which has been taken by the Utah Fuel Company, was shooting from the surface. That has not spread very much in the, East, but it has been used in Oklahoma and the middle West. I think there is plenty of evidence that the Western people have been thinking for themselves, in going ahead and' establishing new standards in Safety. One of the most unusual things is this Safety Committee, permanent Safety Committee of the Rocky Mountain Coal Mining Institute, which has been endeavoring here to find out the conditions under which safety cant best be practiced. I think it is those who venture to. criticize the West that) have to show that in the East there is not the spirit which has led the Rocky Mountain region to endeavor to reduce its very terrible death rate that really exists. Profiled below are the eight RMCMI 1999 Scholarship Award winners. Seven of the eight attended the 95th Regular Meeting and convention at Crested Butte, Colorado in late June. Each spoke during the Scholarship Awards Monday luncheon and shared their goals with attendees. In addition to receiving a $1,500 tuition credit, thanks to the Patrons of the Institute annual funding of scholarships, each received recognition at the luncheon with a brass plaque signifying this honor. The winners are guests of the Institute Sunday through Tuesday and have an incredible opportunity to meet many in the coal industry who could be potential employers. The state vice presidents host the winners and pay for their travel and hotel expenses. This is a continuing scholarship and may be renewed for tuition credit again in the senior year if they remain a full time student and if recommended by the dean of their college or university. A resident from each of the eight member RMCMI states is selected by the Scholarship committee from Board approved institutions. Criteria for these annual awards is that the recipient (1) is a full time sophomore student who will use the tuition credit the junior year. (2) Be both a U. S. citizen and a legal resident of the member stare. (3) Maintain good academic standing, be pursuing a degree in a mining related field and have an expressed interest in western coal as a possible career path. Contributions to this worthwhile project are tax deductible to each individual RMCMI member or his company. Through donations of $100 or more to the Patrons of the Institute, each Patron receives a plaque and a year bar for each additional year contributions are made. Having maintained a 4.0 G.P.A. at Arapahoe Community College, he was accepted at CSM where he continues to excel. He firmly believes that the future of our country will be enhanced by our ability to utilize our natural resources. Your Chairman and the Program Committee have limited the time allotted to me, and so, with your permission, I will omit the preliminaries, and wade right into my subject. I believe I am safe in taking for granted that you are all agreed that electricity is the most feasible means of transmitting the power used in coal mining. If you are not, then the papers read before the Association in previous years have failed of their object. If you are so convinced, the only question is as to the choice between alternating and direct current, and the voltage. Fundamentally, this is primarily a matter of dollars and cents. With the sole exception of your trolley locomotives, there is no part of your equipment that cannot be operated as well on alternating as on direct current. With your pay rolls at their present high level and the efficiency of the labor you employ at the stage it now occupies, I believe you will agree, first, that everything possible must be done to increase the tons of coal produced per man employed; and, second, that ample power at all times must be available at every machine so that every one of your men can really get out a day's work without any avoidable delay. Speaking Electrically, all this means is a machine instead of a man wherever it is possible for a machine to do a man's work, and full voltage at the machine always, so that there can be no excuse for the work not being done promptly and efficiently-and dependably. The real reason for the selection of one kind of current or the other can best be understood by considering the formula which determines the size of wire required for transmitting electrical energy. The size of the copper required, and, consequently; its weight and cost, depends upon four factors: 1. The amount of energy or power to be transmitted. 2. The distance to be covered. 3. The percentage of loss allowed. 4. The voltage at the receiving end of the line. These factors enter into the problem to different extents, and, briefly, the size of wire depends directly upon the amount of power and the distance transmitted, and inversely upon the percentage of loss allowed and the square of the voltage. From this it will be seen that, with the amount of power and the distance fixed, if the loss is to be cut in two, the wire must be doubled with a given voltage, while if the loss remains constant and the voltage is doubled, the wire may be cut in four; that is, reduced 75 per cent in weight and cost. Now, standard motors are designed and recommended by their builders to run within a range of 10 per cent under voltage to 10 per cent above voltage - 440-volt motor, then, should preferably not be operated on less than 400 volts

Safety Measures Employed at the Dawson Mines Preventive measures for eliminating and localizing explosions is a subject of special interest to Coal Mining operators at the present time. I shall endeavor in this paper to present the practical methods which have been developed at the mines of the Stag Canon Branch of the Phelps-Dodge Corporation, Dawson, New Mexico. Adobe Dusting Adobe is used for practically all dusting on the main haulage roads. It is obtainable in sufficient quantities adjacent to the mines. Loaded into railroad cars by a clam-shell loading crane, and transferred to the mine pit cars at the nearest available point, it is readily distributed along the motor roads by means of the mine locomotives. Of first consideration for adobe dusting is the preparation of the roadway. It is essential that all loose coal and dust be removed, at least to a depth of three or four inches below the top of the rails. The adobe, in a more or less moist condition is unloaded by hand from the pit cars and stored along the previously prepared roadway, to be later scattered to a depth of several inches over the floor, and over the ribs and roof such as is possible by the use of a shovel. The adobe soon loses its moisture and becomes pulverized. Due to the disturbance caused by passing motor trips, men and animals, the dust is effectively scattered along the ribs and roof of the roads. The velocity of the intake air aids materially in sustaining the suspension of this inert matter. Another scheme for distributing the fine dust in use is to chain the top of a pine tree to the rear of the trips, both empty and loaded. Dragging it along the motor roads stirs up the dust and aided by the intake air it is carried for long distances into the workings. The adobe is continually loosened and raked, all rock, coal, etc., being collected in piles and later loaded out in pit cars. One man is employed for each six thousand feet of entry. Dusting Main Return Air-Courses The air-courses are first thoroughly cleaned. All the loose coal and rock is loaded out, the ribs and roof washed down several times. Every five or six hundred feet, the stoppings between the main and return entries are broken through and small doors installed. Blowers are used to force the fine dust into the return air-courses through these openings. Thus suspended the dust travels a considerable distance before it is deposited on the floor, ribs and roof. The material used is chiefly adobe, sun dried, and screened on the outside. A two ton car load of this dust will cover several hundred feet of airway as very little loss occurs, often depositing from 2 to 6 pounds per running foot of entry. Methods of Insertion Blowers are used to force the dust into the main returns. One unit consists of a small Buffalo blower mounted on a truck with a two H. P. motor. A six-inch pipe is attached to the blower and runs the full length of the truck with a projection over the end. A hopper is built over the pipe and connected. The question of disposition of the slack and dust so troublesome to coal mine operators of the West has been divided by your committee chairman into three heads, viz: The preparation and transportation of fine and powdered coal. The developments along the line of low heat carbonization. The uses to which fine and pulverized coal have been put. The development of low heat carbonization has been assigned to me. This is really not a part of the subject but as it has a most important bearing on the future use of coal, I presume the chairman thought best to include it. An English committee on smoke abatement makes the statement that the burning of raw coal is "dirty, wasteful and unscientific". I will go a step further and characterize it as an "economic crime." It has been predicted by eminent scientific men that eventually no raw coal will be burned for heat or power purposes. All this will take time, experimentation and large expenditure, but it will surely come. The question of disposition of slack and dust so troublesome to coal and utilization of its by-products has been retarded by the abundance and cheapness of the raw coal, and by the abundance of suitable coking coals for metallurgical purposes. But necessity is surely, if slowly, demanding that the enormous waste ensuing from the burning of raw coal for heat and power must cease. For instance, smoke abatement investigations in Manchester, England, showed that the increased cost of household washing was about $1,250,000 per year due to smoke and soot. It is estimated that in London 200 tons of soot and smoke particles are suspended in the atmosphere over that city during dense fogs and that much more than this is emitted from the chimneys each winter day during the forenoon. As an example of what benefits a smokeless fuel gives, it is cited that in the mill town of Shaw, England, the burning of smokeless fuels in the factories has reduced the so-called fogs by about 80%.
