There is much debate on the Competent Persons qualifying criteria for providing classified resource estimates for public reporting. The CRIRSCO family of codes including the JORC Code, SAMREC, PERC and NI43–101, require Competent Persons to have at least five years ‘relevant’ experience and belong to professional bodies. These codes provide further, albeit vague, guidelines to assist individuals with their personal decision to take on the mantle of ‘Competent Person’. There is a risk, however, that these qualifying criteria can result in ill-prepared Competent Persons whose actions and recommendations would undermine their own reputation and that of the organisations that employ them; the integrity of the profession and the principles based reporting systems; as well as the stability of stock markets that rely on these estimates.Based on doctoral study on the development of professional competency within the mining industry, this paper presents an evaluation of the suitability of the current qualifying criteria as well as an analysis of alternative criteria. The research included a series of interviews with industry experts and an online survey of resource geologists. Semi-structured interviews provided a sense of experts’ expectations and interpretation of the current definition of ‘Competent Person’. The comprehensive online survey included a self-assessment, a series of situational questions designed to evaluate responses to typical resource geology scenarios and a set of open-ended questions relating to factors contributing to competency development.A summary of the data analysis, interpretation of the results and a set of recommendations for revised ‘Competent Person’ qualifying criteria are presented. Two years ago I was sitting in a big lecture theatre at the School of Mines in Kalgoorlie at the annual New LeadersÆ Conference listening to a guy tell us all how much he loved his job, travelling the country ælegallyÆ blowing stuff up à and getting paid to do it. I would have paid to see and do the things he spoke of à now IÆm that guy. From finishing a mining engineering degree at the University of Ballarat, through the job hunt, to firing environmental blasts in Tassie and designing and implementing construction blasts in the middle of the Gold Coast. My name is Rohan Stevens and IÆm a blast-o-holic. While the æjob huntÆ we all embark on toward the end of our degrees is a stressful time, itÆs also very exciting in the current climate. There are a number of things I have learnt through both my hunt for the job that best suited me and working for the worldÆs largest explosives manufacturer. Infrared spectroscopy has the ability to accurately measure mineralogy of drill cores, allowing for better spatial characterisation of iron ore deposits and potentially improving the prediction of key mining and processing parameters at the deposit scale. BHP Billiton Iron Ore is using infrared spectroscopic drill core logging to provide fast and accurate mineralogy for diamond cores and reverse circulation (RC) samples.Mineralogy can be predicted from infrared spectroscopic drill core data with errors on estimates ranging from six to 12 weight per cent. The error on the clay estimates is significantly lower than for hematite and goethite content estimates. This manuscript presents the results from a study on a bedded iron ore deposit, hosted in the Brockman iron formation, for which infrared spectroscopic data were collected on all of the diamond and RC drilling. The formation of banded iron formation (BIF)-hosted high-grade iron ore deposits in the Hamersley Province, Australia has been debated for decades. Although a structural control on their formation is widely accepted, only the roles of large-scale structures (ie faults and folds) formed by brittle and ductile deformation have been considered to date. However, the deformation of multilayered sequences in the Hamersley Province (ie the Mount Bruce Supergroup), with their contrasting rheological behaviours, creates challenges for understanding the complex structural framework at regional to deposit scales, including the significance for mineralisation and orebody location.Our approach to understanding these complex relationships is based on an established principle of structural geology, which is to extrapolate microscale structures to deposit-scale structures and vice versa, supported by state-of-the-art 3D modelling techniques. Complexly deformed hand samples associated with the Mount Tom Price iron ore deposit (Hamersley Province, operated by Rio Tinto Ltd) have been analysed and visualised with 3D explicit (Move™, Midland Valley Ltd) and implicit modelling software packages (Leapfrog™, AranzGeo Ltd) and supported by microstructural investigations (optical and X-ray microscopy) and fieldwork.Our study shows that the deformation of BIFs in the central Hamersley Province is controlled by microscale chemical processes (ie dissolution precipitation creep) due to rheological differences between iron oxide and chert layers, contrasting fluid flow properties and layer thickness variations. These processes account for the removal of vast amounts of silica, its transportation by diffusion in the presence of a fluid and reprecipitation at low-pressure sites. This paper has been developed for æThe Race for SpaceÆ conference. It ranges over various aspects, all of which are within the umbrella of marketing. The question is posed because many engineers, tunnelling and other specialisations, frequently demonstrate an unwillingness to embrace marketing. Two versions of a radiometric-type caliper for measuring borehole diameter are described. One, based on the bow-spring principle, is suitable for percussion (exploration) drill holes. The other, which utilizes hemispherical wall contactors actuated by springs, is suitable for blast holes. Both utilize low-power radioactive sources and employ a scintillation detector to measure the "inverse-square law" response of the device to changes in borehole radius. The performance of the device is examined and examples of its use are illustrated.

Jinchuan nickel mine is the largest nickel mine in China. Cut-and-fill mining method with high density cementing materials is used in the mine. The original mining design divided the mining operation into two steps. The first step stopped the mining rooms and the second step stopped the pillars. Because the two-step method made big trouble for finally mining pillars and strongly limited the mining speed and production, it was successfully changed to a continuous cut-and-fill method without pillars. However, the mining operation in the mine has been down to 800 m and the mining condition is getting worse and more complicated. Through systemetical field investigations and 3D FEM analysis, it is proved that the mining method without pillars is feasible for mining deeper orebodies in Jinchuan nickel mine.

During longwall mining, the ability to reliably estimate the height of longwall mining-induced fractures is critically important in order to effectively manage mining-induced water inflows and aquifer interference. The extent of mining-induced subsurface deformation, fracture, surface subsidence and aquifer interference is largely controlled by local lithological conditions, mining methods and mine layouts. Therefore for the purpose of quantifying mining impacts it is imperative to incorporate the local geology and mine plan parameters in a mine scale model. Two different numerical models based on 3D continuum (Finite Element Method) and 2D discrete (Discrete element method) domains, respectively, are developed to incorporate the mine site parameters of a study site in Australia. Both the models are calibrated and validated with measured mine data. The continuum numerical modelling method is used to investigate the change in permeability of the overburden strata due to underground extraction considering the full 3D nature of geology and mine layout. The discrete element modelling method is used to simulate the initiation and propagation of fractures, allowing the caving of overburden strata to be represented in a realistic manner, and the permeability enhancement of the strata overlying the goaf to be calculated from first principles. Permeability enhancement in the discrete element model is a direct function of the fractures induced in the deformation/caving process; fracture location, extent, aperture and connectedness. From the numerical modelling under the simulated condition for the mine studied here, it is predicted that the permeability of the caving zone from the goaf to five times the mining height increases by almost six orders of magnitude. In the fracture zone to approximately ten times the mining height, the change in permeability is predicted to be around two to three orders of magnitude. At the height of more than ten times the mining height the magnitude of permeability increased is predicted to be one to two orders of magnitude. Is the Northern Territory different? Certainly it is more remote, has less people and relies more heavily on two or three industries for its survival. On the other hand, its mining industry is governed by Acts not dissimilar to those of the major States - a Mining Act provides the basis for acquisition of tenure, a Mine Management Act provides regulatory control, a Mineral Royally Act collects revenue in return for the right to utilise the land's bounties, an Environmental Assessment Act provides the public face to rehabilitation and environmental safety, and the Aboriginal Land Rights (NT) Act purports to give development criteria for inalienable land use. With the exception of the latter, at least until the advent of Mabo, all these are simply variations on a theme, and are common to most States. This paper will show how the Department of Mines and Energy works in relation to the Northern Territory mining industry.

South African gold reserves extend to great depths. However, strategies for the mining of such deposits have changed only slightly over the past number of years. Regional support at depth is currently provided by rock pillars and backfill. Many problems have been experienced with these regional support practices at deeper levels. In this paper several alternative forms of regional support are described which include the use of concrete, the use of back area caving and confinement to strengthen pillars. These new concepts are supported by numerical and laboratory modelling and in situ results.

The South Deep massive orebody consists of 20 to 30 in of payable conglomerates ranging in dip from 11¦ to 20¦ and at depths of between 2400 in and 34(10 in. The mine design process selected a mining method with a proven record of application that could be adapted to overcome the inherent difficulties associated with the depth, thickness and structural influences of the South Deep orebody. A modified cut and fill mining method provides a concentrated and highly flexible method of extraction. An integrated destressing cut will enable the modification of the stress environment such that it is suitable for massive mining operations. The choice of backfill type and stoping width in the destressing cut ultimately determines the characteristics of the stress modification and, as such, is critical to the success of the cut and fill operation. This paper discusses the decision process undertaken to determine the optimum backfill type and stoping width combination in terms of, conditions in the destressing cut faces and in the massive mining environment. Numerical modelling has been extensively used to analyse arious scenarios to aid in the decision process.

In order to fully understand why Amax Coal puts such extreme emphasis on the drilling and blasting programs at each of our mines, we must review the past. This paper will discuss the drilling and blasting techniques we used in the 1970s and their evolution to current practices. As time progressed, major changes influenced the surface mining of coal through new more restrictive governmental controls and local communities organising into groups with two goals in mind, one to shut down the mines and the second to try and get rich by making false and unjust damage suits against the mines. In virtually all of our midwest surface operations we have at one time or presently are facing litigation that has reached into the millions of dollars. Amax Coal has worked in co-operation with the United States Bureau of Mines in the areas of blast vibration, shot design, highwall safety, blast casting studies and many more. Today we are continuing to work with Dr David Siskind and his expert staff seeking answers to old and new problems addressing the blasting of overburden and parting seams.

Kaolin used as an industrial mineral, especially that in the paper-manufacturing industry, must be of fine size, with high brightness, a low impurity content, and good crystal shape. However, in most kaolin deposits there are various impurities which have a very bad effect on the quality of the kaolin. Therefore, it is necessary to remove these impurities from kaolin ore. Owing to their similar surface properties, the separation of kaolin and iron oxide minerals, especially microkaolin and iron oxide minerals, has been regarded as difficult. The iron oxide minerals often intergrow with kaolin in fine and complicated forms, such as thin films, which make separation difficult. In order to overcome this difficulty, many workers have suggested various treatment methods and obtained great success. Based on research work by Fuerstenau (1980), Huang, Li and Hu (1984), Hui and Wei (1991), Shergold (1978), and Zambrana et al (1974), we have investigated a two-liquid flotation technique for iron removal from kaolin and obtained some success.

As the worldÆs population and global standard of living increase, the role of metals in the economy will not diminish in the 21st century, despite substitution and dematerialisation trends. Industrial Ecology is an emerging science that attempts to bring together physical, biological and social scientists and develop the tools for good management of the planet in the long run. In engineering terms, Industrial Ecology is defined as the reconfiguring of industrial activities with full knowledge of their environmental consequences. Production and use of materials must take into account the needs of both market and environment. Dispersive uses of metals will be phased out, as is being done with lead in gasoline, and post-use recovery of materials and energy will increase. This will result in an advantage for metallurgical processes that can use as feed materials concentrates as well as metal scrap and waste streams, such as bath smelting processes and slag resistance electric furnaces. The paper also discusses how metal extraction technologies, developed in the 20th century to provide essential materials to humanity, can be applied for the benefit of both mankind and environment in the 21st century.

Carbonatites - igneous carbonate-silicate rocks - host the world's major resources for niobium, phosphorous and REE (rare earth elements).Carbonatites represent the least common products of mantle and igneous processes and their emplacement is principally controlled by lithospheric domes and rift structures. Intrusive carbonatites frequently comprise carbonate-amphibole-apatite-pyrocWore assemblages, occur as plugs, cores, dykes, sills sheets, veins, pipes and irregular bodies, are gecichemically anomalous (Ba, Ca, Cl, F, Hf, Mg, Nb, P, REE, S, Sc, SO4, Sri Tb, Ti, D, V, Zr), are associated with alkaline silica-undersaturated igneous rocks forming carbonatite complexes, and display large, intensive alteration haloes. Also carbonatites are similar to limestones, prone to weathering, and may form thick laterite profiles.Magmatic ores (pyrocWore, apatite, bastnaesite, monazite, magnetite, baddeleyite, phlogopite, fluorite, calcite) and weathering related residual and supergene ores (pyrochlore, apatite, magnetite, anatase, vermiculite) are currently being mined on all continents except Australia. Australia is underexplored for carbonatite associated primary magmatic and especially residual-supergene ore deposits. Chances are very high for the finding of new carbonatite, occurrences and associated ores.

Continuous improvement in environmental management assists in the achievement of sustainability goals for the mining and processing of minerals. The use of regular internal environmental audits (scored or unscored) which form an integral component of an Environmental Management System (EMS), provide demonstrable evidence of this improvement. The audits described in this paper involve working with site personnel to develop and implement major improvement projects, providing advice on how to improve environmental practices and facilities, and disseminating innovative ideas and practices across the site and to other operations within the same group. Essentially the lead auditor assumes the role of a æskills coachÆ as opposed to a æpolicemanÆ, which is quite often the case for many audits. The audit process has been developed from involvement with a number of major coal mines in the Hunter Valley, where regular internal environmental audits have been undertaken every two to three months, over periods varying from 18 months to five years and more recently, with a metalliferous mine in the Northern Territory. Examples of the benefits of improved environmental performance (driven by the audit process) to sustainable development are provided. The auditing process as described is applicable to metalliferous mines, the processing of mineral ores, coal mines, coal handling and preparation plants, quarries, and oil and gas projects.

The Water Act 2000 includes provisions to manage the take of overland flow water. Overland flow water is water that runs across the land after rainfall either before it enters a watercourse, after it leaves a watercourse as floodwater, or after it rises to the surface naturally from underground. To ensure adequate environmental flows and long-term security for water users, it is necessary to balance the amount of water taken as overland flow water and the amount left to flow into watercourses. A water resource plan made under the Water Act 2000 establishes the basis for the sustainable management of this type of water. Of the water resource plans that have been prepared for Queensland catchments, six include provisions to manage the take of overland flow water. This paper discusses some of the common features of these plans and the management approaches adopted. The paper identifies and explains key aspects of the Water Act 2000 framework for managing the take of overland flow water by the mining industry. In particular it explains key concepts of this framework, such as the ability to take overland flow water using existing works, uses of overland flow water that a water resource plan permits, situations where a specific entitlement under the Water Act 2000 is required, and the means for controlling works that take overland flow water. Future initiatives for the regulation and management of overland flow water are then identified and particular challenges for the mining industry associated with using overland flow water highlighted.
