The share of electric arc furnace based steel production is increasing - New technologies for the production of virgin raw materials for EAF production are under development and on the market - VAI has a strong position in the field of scrap substitution technologies with their COREX«-, COREX«-DR and FINMET«-technology. In late-1998 the steel plant SALDANHA was started up successfully. This integrated compact mill is using the COREX«-technology as hot metal and a combined DR-plant as DRI production unit. Also in 1999 the BHB FINMET« plant Port Headland went on Stream.

Project delivery strategies are determined by project context, business case requirements, scale of project, market conditions, ownerÆs capability and preference, contractorÆs experience, resource and skill availability, project location and type of project or facility.Successful project management requires the setting of coherent, effective and realistic business objectives and success criteria. The management team needs to lead, prioritise, resource, align, plan, track and communicate the processes that enable the realisation of these business objectives and success criteria.For any given project there is a unique balance between selection of a simple project delivery strategy that minimises interfaces and a complex strategy that necessarily engages the use of expertise and experience from numerous parties. The right balance for a project between these "book-end cases" is a function of how the project owner or managing contractor defines its objectives and chooses to manage risk, cost, schedule and project quality, in the context of the conditions affecting the project.Selection of an effective project delivery strategy requires a detailed appreciation of the range of external and internal environmental / shaping factors which influence the project. These factors include the project constraints imposed by the business, market or operational environments and the selection of an effective mix of primary (head contract), secondary (mix of vertical and horizontal packages) and tertiary (type of individual contract) strategies. The selection of the primary, secondary and tertiary strategies also shapes the project, the size and responsibilities of the ownerÆs team and the framework for delivery of outcomes.How does an owner or prime contractor decide? What is the optimum for a given project? Those with operations management backgrounds will have different views to those with project and construction management backgrounds.Is the simplest practical approach the best approach? Each and every interface needs to be managed.The owner will want a very experienced team that is engaged directly with the owner. The team will have a track record of successfully performing projects using contractors skilled in their respective disciplines and selected using competitive tendering on brilliantly designed scopes of work and good contract terms, with a fully defined project scope and appropriate schedule, for which all significant risks have been addressed and no scope changes are outstanding. Budget and schedule will be expected to have been developed with a full understanding of the scope, situation, risk management requirements etc.The problem is that these conditions rarely exist. The challenge in selection of a project delivery strategy is to resolve how best to address the inadequacies between the ideal case and the present reality. The Channar Iron Ore Mining Project (the Project) is a joint venture involving the Hamersley Holdings group (Hamersley) and the China Metallurgical Import and Export Corporation (CMIEC). The Project represents the first new iron ore mine development in Australia since 1971/72 and is the first major overseas mining investment by the People's Republic of China (PRC). The Channar mine is being constructed in the Pilbara region of Western Australia and will operate for more than 20 years supplying the PRC with 200 M tonne of high grade iron ore. The Project is configured to take advantage of Hamersley's existing production and support facilities. The Joint Venturers will invest A$280 million to achieve an initial production rate of 3 M tonne/yr and an additional A$120 million over the next 8 years to achieve full capacity of 10 M tonne/yr. Financing the Project to meet the requirements of both Hamersley and CMIEC, with the dependance of the Project on Hamersley's infrastructure, and in a depressed iron ore market, required an innovative financial structure to be arranged in a limited period. This paper describes both the financial structure and its implementation, and draws a number of conclusions regarding the financing of resource projects.

During recent years there has been a marked increase in the use of explosives in Queensland coal mines. Delay detonators have been introduced and their use has extended with the wider application of mechanised methods of mining.The need for careful study of the characteristics of delay detonators is stressed so that the advantages of simultaneous firing, from the points of view of safety and efficiency, may be obtained. With their use new potential hazards are introduced. These hazardsare considered and means whereby the overall safety may be improved are discussed.The increase in the number of misfires since the introduction of delay detonators is shown and the examination of misfired detonators is described. Lessons to be learned! from these misfires are noted and details are given of the essential requirements for safe and efficient blasting using delay detonators.INTRonUCTIONOne of the aims of mechanization in coal mines is to reduce the physical effort applied to the winning of coal. Explosives play an important part in achieving this and, following the introduction of power borers for the drilling of shot-holes in Queensland coal mines, much of the arduous work associated with coal getting has been eased. During recent years there has been a marked increase in the consumption of explosives, as shown in Table 1, and it must be the aim of all to use these explosives safely and efficiently. That there are dangers associated with the use Of explosives cannot be denied. The shotfiring operation is fully covered by legislation and, being under the control of one man, shQuld be capable of being carried out with a high degree of safety. In the proposed criterion for coal a distinction is made between brittle and "psuedo-ductile" failure. This criterion is the basis for the development of new equations for coal pillar strength, including a transition from brittle fracture to pseudo-ductile yielding. In addition the equations obtained allow the critical minimum pillar dimensions to be calculated to avoid "catastrophic" and "ultimate failure".The validity of these formulae can be tested by comparing their results with pillar case histories derived from the literature.

Alluvial gold grades are typically highly erratic. It is very often difficult to establish with confidence the in situ grades of reserve blocks due to the small number of pit or drill hole samples available, and their erratic values. Trends in grade are often obscure. Geostatical methods are inappropriate due to the extreme nugget effect found in alluvial gold field data. Classical statistics appear more suited to such data but require assumptions to be made regarding the nature of the population sampled. Recent developments in computer intensive non-parametric statistical methods provide a new approach to dealing with some of the above problems. These methods avoid making assumptions about the type of population distribution, usually through some kind of re-sampling scheme. The bootstrap procedure involves taking the estimate of interest and synthesising its population of by re-sampling the original data a large number of times (1000+), at random and with replacement. The synthetic population is then used to draw conclusions about the likely behaviour of the true population.

The upper amphibolite-grade mctasediments of thc rinaroo area, North Queensland, form part of a regional aurcole to the large Tinaroo Batholith and are the stratigraphic equivalents of the Hodgkinson Formation of gencrally low metamorphic grade. There is no evidence of any lithological unconformity.The higher grade metasediments have a more complex deformation history than is typical for thc surrounding region and this may bc due to one or a combination of two factors; an additional strain componcnt associated wilh the intrusion of Ihe Tinaroo Batholith, or a more marked finite strain response to the overall regional stress field within hotter. more ductile rocks.Four deformational events can be characterized within Ihc Tinaroo Area. Close to Ihe Tinaroo Batholith D1 and D2, arc so strongly developed that they disrupl the continuily of Ihe original Iithological layering. In the aureole region, D1 is strongly overprinted and its original fabric intensity is obscured, but both D2 and D3 display a mappable decrease in intensity away from the granite margin. These three deformations occurred during Carboniferous or early Permian time. D4 is later and only patchily developed.The broad, moderate pressure metamorphic aureole surrounding the Tinaroo Batholith is a typical of the CairnsCooktown group of Permo-Carboniferous granitoids. which usually develop narrow, lower pressure contact aureoles. Two periods of metamorphism are distinguishable. The first reached peak temperatures somewhat greater than 520°C, the second temperatures around 620-630° C immediately adjacent to the granite contact.Several cale-silicate lenses containing scattered scheelite mineralization occur within the area. Scheelite appears to have crystallized at the same time as the cale-silicate minerals, its appearance coinciding with the intrusion of the Tinaroo Batholith. Unlike many "skarn-type" scheelite deposits, the scheelite-bearing cale-silicates are Fe-poor, with no positive correlation between total Fe and W.

This paper briefly describes the shaft, including sinking, steel sets and their installation, shaft equipment and winders.INTRODUCTIONThe New Broken Hill Consolidated Ltd. Service Shaft is a vertical concrete-lined circular shaft, 20 ft. in diameter with -steel sets spaced at 12-ft. centres. The diameter of 20 ft. was established as the minimum that would enable the shaft both to house the proposed hoisting and service equipment and to satisfy ventilation requirements as a downcast airway. The 12-ft. set spacing was based on South African practice in similar types of shafts.The shaft extends from the surface to 28 ft. below No. 22 Level, a total depth of 3,194 ft. Sinking was commenced in September 1946, and equipping completed in January 1955. Initially the shaft was sunk and concrete-lined to a depth of 52 ft., using a stiff-legged crane and clam-shell grab for mucking. Operations were suspended at this depth to allow the installation of the steel sinking head-frame, winders and ancillary equipment.Sinking and concreting were recommenced after four months and continued to a depth of 1,035 ft. 6 in., where the shaft connected with a pilot opening. The concrete lining was poured as sinking progressed and was piped from the surface to this depth, after which all concrete was lowered in buckets and discharged through a distributor suspended in the shaft. A cycle of stripping to the pilot opening and concreting was continued until the shaft reached No. 22 Level. From this level the remaining 28 ft. was sunk full size. All plats were cut and concreted as sinking progressed.

A Seam deposit User oriented Mine Planning System (SUMPS) was developed by The Broken Hill Proprietary Company Limited (BHP) at its head office in Melbourne. It is one of the computer mine planning systems developed by the Corporate Data Processing (CDP) section of BHP. To date it has been employed in the feasibility study of four coal prospects for the BHP Group, including Gregory in central Queensland û Ham and Van Hoorn (1978). It was also used in detailed short term mine planning for Gregory. A recent application was in the feasibility study of Saxonvale, a multi seam coal deposit in New South Wales with seams up to 20 m thick. The other two applications of SUMPS were also on thick multi seam coal deposits. Development of programs for the underground subsection of SUMPS is continuing. SUMPS was developed and implemented on mini computers with graphics and plotting peripherals. The company's philosophy towards computing is one of centralized development and project planning, with transfer of hardware and software to site once the mine becomes operational. Support of the site's system continues from head office which is continually involved in development of SUMPS and issuing revision updates to sites. The users, as well as programmers, were mostly geologists and mining engineers. This helped to ensure rapid, successful implementation. The broad approach of this system was to use interactively the specialist skills and interpretative abilities of the user mining engineers and geologists with the data manipulation abilities of the computer. It is an integrated system which covers geological exploration, deposit modelling, mine planning and production scheduling. An important feature of the system is that the user has full interactive control over each function through a graphics terminal where applicable.

The increasing pace of modern mining makes constantly greater demands upon the several contributing departments of rock breaking and transport, and rock-drilling, as the spearhead of attack, has received a great deal of attention with respect to both machines and steels. By a series of mechanical improvements, combined with the application of selected heat-treated alloy steels, the rock-drill has now been developed into a machine capable of rapid drilling and long service under severe working conditions. As a factoryproduct made under strict metallurgical control it is as foolproof as, say, the modern automobile, and, like its prototype, it can be kept in efficient operation by a minor amount of attention during use and by periodical adjustments and replacements.The same cannot be said, unfortunately, of the drills with which the machine is supplied; in conventional mine-shop practice these are made of the best tool steel shaped and heat-treated under the poorest of metallurgical conditions.The crudities of steel-shop practice have, in fact, always prevented the full exploitation of the steels available at any time, and even at the present day the general standard of treatment offers a contrast with the quality of the steels which moves the metallurgist to amusement, despondency or outrage, according to his temperament. Nevertheless, the tendency persists to meet the increasing demands of the rock-drill primarily by the use of still better steels, and secondarily by improvement, of the steel-shop practice. Athird type of development is the introduction of factorymade tools in the form of detachable bits and rods. An intensely sheared and mineralized zone occurs in the quartz dolerite greenstone (or younger greenstone) mass on the western limb of the Kalgoorlie syncline. This zone comprises the western part of the Golden Mile and has produced the greater part of the 33,000,000 oz of gold produced to date from the main mining belts. A study of the general geological and structural features suggests that the lode shear system will continue southward on a pitch similar to that of the main syncline. Although payable ore has been found recently further to the south, the expectation of large quantities extending southward from the present mining areas is problematical.INTRODUCTIONUntil the late 1930's the principal mining activities in the western lode system were centred on three major ore-shoots formed on the No. 4, No. 3 and to a lesser extent on the No. 2 lode shears (Fig. 1). With the gradual reduction of grade in depth on these main ore shoots, increasing attention was paid to the "Minor Lode" system of lode shears known to exist in the same area. A large quantity of payable ore was found on these "Minor Lodes" particularly in the central part of the mining area. In recent years more attention has been given to exploration in a southerly direction.ROCK TYPES AND STRUCTURESThe western system occurs on the western flank of a dragfolded, south pitching syncline. The rock succession consists of Black Flag sediments overlying the younger greenstone horizon which overlies the fine grained older greenstone horizon. The axis of the syncline is regarded as a tight infold of the overlying Black Flag sediments. This infold has been faulted and intruded by albite porphyry resulting in the formation of a composite body of slates...

Before presenting this address I desire to express my appreciation of the honour which has been conferred on me by my election as iPresident of The Australasian Institute of Mining and Metallurgy. At this stage it might not be out of place to recall that Broken Hill was the birthplace of The Australasian Institute of Mining and Metallurgy, originally formed as the Australasian Institute of Mining Engineers in 1893.In selecting for my address the topic of "The Broken Hill Mining Industry and its Contribution to the Economy of Australia" I realise it is impossible to cover fully every aspect of the nation's economy which owes all or part of its origin to the Broken Hill field. Nevertheless, I feel that some attempt should be made to give credit to the Broken Hill mining industry for its part in the progress which Australia has made over the past seventy years.. If we care to reflect for a moment it soon becomes apparent that, not only is the Broken Hill mining industry an important producer of base metals for domestic and overseas consumption, but its profits have provided the means whereby many of Australia's leading secondary industries have been established or built up. Examples which come to mind are the founding of the iron and steel industry by the Broken Hill Proprietary Company; the establishment of plants at Port Pirie in South Australia, and at Risdon in Tasmania, for the production of metallic lead and zinc; and also at Port Kembla for the smelting of copper ores. The ocean floor is increasingly being discussed in terms of its resource potential. New discoveries, improved knowledge and access to unexplored areas of the deep sea and continental shelf are some factors contributing to a renewed interest in the seafloor exploration and mining industry. The industry has been referred to as the ænext minerals frontierÆ. To date, much of the research has focused on proving economic and technical viability of the industry, with environmental issues addressed locally. However, there is limited research internationally, and none known in Australia that considers the social viability of the industry, addressing issues such as regulatory contexts, international precedence and public acceptability. Does the nascent seafloor exploration and mining industry have a social license to operate? Does it have support amongst the wider community? If not, why not? The Wealth from Oceans National Research Flagship explored these questions by scoping the social issues that would surround an expansion. Two desktop studies provide insight into the current level of activity in seafloor exploration and mining, recent developments and the regulatory regimes on which the industry is based. One study focused on the situation in Australia, while the other was internationally focused. A series of workshops were held with key stakeholders from government agencies, industry and other interested parties, such as environmental groups and the fisheries industry. These workshops identified and explored the different stakeholdersÆ perceptions of the benefits, concerns, opportunities and key questions associated with an expansion of the seafloor mining industry. The desktop studies revealed that Australia is one of only a few countries with legislation specific to seafloor exploration and mining. Nevertheless, barriers to licence approval exist because of lack of precedent in applying this legislation. Consequently, the decision process can be vulnerable to political issues and subjective judgements. The outcomes from the stakeholder workshops suggest this inconsistency may be influenced by the high levels of concern and uncertainty over environmental impacts. Uncertainty over environmental impacts can influence the acceptability of an environmental impact assessment (EIA) and also mean the perception of risk is variable. Overall, this research suggests that the future of the seafloor exploration and mining industry will be highly dependent on AustraliaÆs ability to:improve the knowledge-base underpinning the regulatory regime,generate open and transparent communications between stakeholders, andimprove the understanding of policy and regulatory processes.

The underlying message of this paper is that investment in prospecting, exploration and mining in New Zealand is welcomed. The Government's policy with respect to Crown owned minerals is for continuing investment in prospecting, exploration and mining which is in accordance with good exploration or mining practice. To encourage continued investment requires a business-friendly environment. Government policies and initiatives to enhance the business environment for the minerals and coal exploration and mining industries are discussed in this paper. As well, new initiatives under consideration, which have the purpose of enhancing the investment environment, are discussed.

The following data cover a phase in the systematic testing of gold deposits which does not appear to have been specificalIy investigated.In boring either secondary or primary deposits, gold, by virtue of its high specific gravity, will tend to migrate downward, below the driving shoe or bit, and thus cause misinterpretation of value unless final recovery Can be effected after the hole has been bottomed.Unlike fortuitous and non-recurrent errors, due to, say, running ground, "pile driving" or rock fractures, systematic error due to migration may be unpredict.able from operating data alone, and, therefore, result in serious miscalculation of the weighted average upon which the engineer's recommendation is based.Applied to diamond drilling, loss by downward migration appears to have been largely responsible for distrust of sludge assays in the past. On the other hand, although modern practice rightly trends towards an integration of both core and sludge samples in borehole valuation, the possibility of systematic loss must be investigated when using combination graphs such as those of Longyear, Moehlman and WeIler. If the sludge value is incorrect the combination graphs will serve solely to stultify the core valuation.It appears to be axiomatic that: 1. With full core, sludge assays are of minor import.2. With recovery above 90%, differentjal grinding, of the high grade sections may have occurred, and this c!ln be corrected only by the us.e of cOJ;rect sludge valuation.3. With core recovery less than, say, 70%, no accurate valuation is possible without integrating the sludge assay.4. With less than, say, 10% core recovery, the sludge assay affords the sole basis of evaluating a borehole which may have cost many hundreds of pounds.The conditions demanded for reliable sludge valuation have, in practice, been restricted to high quantitative recovery and return of nearly 90% of the drill water. It is submitted, however, that the following additional knowledge is required:1. The nature of gold distribution in the ore.2. The lifting power of the return water column, which can be gauged by the maximum quartz particle, provided that the degree of "hindrance" can be determined.3. That all gold has been cleared from the bottom of the borehole immediately after it has passed through the orebody.The three cases discussed hereunder are offered not only as proof of the thesis, but also in the hope of promoting discussion on the interpretation of borehole values and on methods for saving free gold in the sludge. The fact that two of them cover alluvial boringand the third diamond drilling has resulted in this attempt to reduce the behaviour of free gold to a basis common to all types of boring.

Late Cretaceous Blue Spur Conglomerate preserved as isolated remnants at Gabriels Gully, Weatherstones, Forsyth, Waitahuna Gully and Adams Flat was deposited during the intiation and early stages of extensional movement on the Tuapeka Fault zone at each locality. The deposits represent successive courses of a single fluvial system flowing across the Tuapeka Fault zone from the up-thrown (northeast) block. Each course, beginning with the channel at Gabriels Gully, was abandoned as a result of uplift-induced defeated antecedence in favour of a new course farther to the southeast around the southeast-propagating tip of the Tuapeka Fault zone. Schist and quartz in the conglomerate was derived ultimately from schistose rocks northeast of the Tuapeka Fault zone. Caples Terrane greywacke detritus in the middle and upper beds of the conglomerate was probably recycled from pre-existing sedimentary cover on the up-thrown block, following initiation of uplift on the Tuapeka Fault zone at each locality. Most of the gold is derived from vein sources in Otago Schist rocks to the north, and/or associated placers. Hydrothermal veins at Waipori, Hindon, Barewood, and Macraes are the most likely primary sources. There is no evidence to support previous interpretations of deposition by river systems flowing from the southwest, or axially along the Tuapeka Fault zone from northwest to southeast. High gold grades within Blue Spur Conglomerate should have a linear trend more or less similar to the orientation of the host channels, but are likely to drop off rapidly to the southwest. Extensions of the conglomerate-filled channels are unlikely to be preserved, but there is a strong probability that younger placers recycled from the former channels exist.

The Sovereign, Jubilee, Scotia and Jasper Creek prospects occur in an area of ~3.0 km by 2.5 km (~7.5 km2) in the Hauraki goldfield. The prospects are hosted by andesitic to dacitic flows, autoclastic breccias and localised pyroclastic and air fall deposits. Jubilee and Sovereign prospects lie along the northern and southern parts of the Waitekauri Fault, respectively, whereas Scotia is located ~1 km to the E, and Jasper Creek a further ~1.2 km to the ENE. Wall rocks are typically intensely altered, although the degree of alteration becomes more variable east of Scotia and at Jasper Creek. Alteration minerals include quartz, adularia, albite, chlorite, pyrite, illite, interstratified illite-smectite, smectite and calcite. Several of these minerals have distributions that show distinct zonation with adularia most abundant at Sovereign and Jasper Creek, but restricted to shallow levels at Scotia. Illite occurs throughout Sovereign and Jubilee plus the western margin of Scotia where it grades into interstratified illite-smectite; smectite predominates at Jasper Creek. Veins are uncommon and typically narrow, but show distinct zonations. Quartz veins are more abundant at Sovereign and Jubilee, whereas calcite veins are more abundant at Scotia and Jasper Creek. Laumontite veins occur at Scotia, and rare clinoptilolite, mordenite and stilbite veinlets with calcite occur at Jasper Creek. Fluid inclusion in quartz and calcite homogenised between 141¦ to 272¦C and trapped a dilute solution with an apparent salinity of less than 2.6 weight percent NaCl equivalent. Homogenisation temperatures are hottest at Sovereign (average 241¦C) and Jubilee (average 239¦C), cooler at Scotia (average 204¦C) and coolest at Jasper Creek (average 162¦C). Calculated paleowater table elevations suggest the water table was 680 m to 750 m above sea level at Sovereign and Jubilee, 450 m at Scotia and 225 m at Jasper Creek. The current data suggest three scenarios that can explain why Sovereign and Jubilee are deep and hot, whereas Jasper Creek is cool, shallow and marginal; 1.   some or all of the prospects may represent separate overlapping hydrothermal system, 2.   a high-relief hydrothermal system on the side of volcano with an inclined water table and outflow towards Jasper Creek, and 3.   a low-relief hydrothermal system that has been either tilted or block faulted with greatest uplift and erosion to the west.

BUCKETT (Lake View and Star Limited) : At the outset I should like to add my congratulations to those already extended to Mr..Norwood on his excellent paper, which has given us all an inspiration to strive further to improve our plant recoveries. In some respects this paper has left us so little to discuss without considerable time spent on. further research work. At all points one is met by a baffling array of facts which leave one feeling hesitant to speak.The careful and methodical way in which Mr. Norwood went along step by step until all channels of research presenting themselves were tested to his own satisfaction leaves me with but a few comments to make. Particularly striking to me is the explanation of the residual gold values in calcines by recrystallization of haematite and here is a line to be attacked by future studies. This will be mentioned again later.Particularizing on the paper, the first point that struck me was the method of change of pyrite through to the final haematite. I have never been able to satisfy myself that a sample taken from various positions along a roaster when cooled, as described on p. 397, represented a fair sample of the conditions at that point, but I must confess that I have not found a substitute that did satisfy me.However, the following figures are illuminating... But to fill dry a receptacle of known volume with calcines, as described by Mr. Norwood, gives the following apparentspecific gravities:

Gold-bearing veins have formed at a wide range of depths throughout the uplift history of the Otago Schist. The earliest gold mineralisation occurred during the later stages of Mesozoic metamorphism. This mineralisation was characterised by diffuse wall rock alteration with greenschist facies metamorphic or retrograde metamorphic mineral assemblages, and gold occurs in this altered rock. Quartz veins formed in .steeply dipping extensional fractures associated with this mineralisation type strike north to northeast. The Macraes mine exploits this deposit type. The present northwest strike of the mineralised zone at Macraes is a result of post-mineralisation deformation of the schistosity-parallel mineralised shear zone which hosts northeast striking extensional veins. This combination of schistosity-parallel shear zone and steeply dipping northeast striking veins may exist elsewhere in Otago, and this deposit type is most prospective. Steeply dipping quartz veins formed during post-metamorphic un-roofing of the Otago Schist strike northwest to west and occur as clusters of near-parallel structures in east and central Otago. These veins consist mainly of massive quartz, although some prismatic quartz occurs also. Breccia fragments in veins are common and these are generally silicified, with some gold. Wall rock alteration is negligible, and vein margins are sharp. A set of middle Tertiary veins occurs in northwest Otago. Most of these also strike northwest and dip steeply, but some strike northeast. These veins contain abundant ankeritic carbonate as well as quartz. The carbonate pervades adjacent wall rock as veinlets, but gold mineralisation is confined to veins. Quartz is commonly prismatic and vuggy, and contains gold, which is commonly coarse grained especially in silicified breccia zones. Associated veins contain stibnite. This vein type formed close to the paleosurface (>2 km). Mineralised veins in Marlborough currently strike northwest, but these have been rotated from northeast strike during Alpine Fault displacement of Marlborough from Otago. Some of these veins were formed under late metamorphic conditions and are similar to the north to northeast striking veins in Otago. As in Otago, this type should be considered to be most prospective if they have associated schistosity-parallel shears.
