The social license to operate (SLO) began as a metaphor for the ability of communities to stop mining projects. Soon people began to speak of levels of social license and the ability of communities to raise costs without completely stopping exploration or mining activities. Today the concept has spread to other industries and is evolving towards becoming a general management perspective on the socio-political rights and responsibilities of the corporation. The business case underpinning the SLO perspective on management is the need to assess and manage socio-political risk. For mining companies, socio-political risk has been steadily rising for several reasons, including the efforts of non-government organisations (NGOs) to pre-empt government policy options; the entry of mining companies into jurisdictions weak in the rule of law; and the weakness of global economic and financial regulation. In this perilous world beyond the comfort zone of effective government, mining companies must build their own socio-political stability by engaging directly with stakeholders to develop a strong SLO. In order to become a practical management perspective, the SLO needs to be measurable, which amounts to measuring the socio-political risks and opportunities presented by stakeholders. We present the results of efforts since 2009 to develop a globally reliable and valid measurement tool at the project and industry levels, validated in studies in Australia, Bolivia, Mexico and the USA. A factor analysis suggested four factors that mine management can address to raise their SLO level. The most chronically neglected factor involves the political right of the corporation to foster more equitable social contracts locally and regionally in both developed and developing countries. In most mines using presplitting the final excavated wall shows a zone of damage just below the crest and well defined presplit half barrels. The crest damage (surface dilation) zone varies and is added to by subsequent adjacent perimeter blasting operations. Keeping the preconditioning to a minimum is possible using the methods described in this paper, developed on several diverse and geographically distant mining operations to control crest dilation and preconditioning by presplitting in advance - not just laterally but vertically in advance. The first documented case (Delbridge, Marton and McSweeney, 2004) in the development of the concept was undertaken at AngloGold Australia Pty Ltd's Sunrise Dam Gold Mine (SDGM), located beside Lake Carey, some 730 km northeast of Perth, Western Australia. The mine had been developed in a series of cutbacks to a depth of over 300 m and began underground mining during the latter stages of open cut operations. This mine is fairly unique in that it utilised a single pass vertical presplit which initially extended over three bench heights and after the failure mechanisms were understood, over four benches. The presplit drilling for the three stacked benches started on the floor of the second bench so that any dilation was confined to the surface one bench above the crest and modified perimeter blasting was then developed to curtail damage from blasting adjacent to the new crest. The second case is based on a South African coal mine in the Witbank Coal Measures, 140 km northeast of Johannesburg, Republic of South Africa (RSA). It was important that blasting for optimal wall stability and minimal scaling was developed in advance. A dragline is scheduled to excavate the #2 seam midburden which is the lowest of the economically viable coal seams in the five seam Witbank Coal Measures. Mining of the overburden, coal and partings above the dragline midburden pass are by excavator and truck and each mining layer is individually blasted. The results of presplitting the midburden through the overlying coal seams and partings have provided a presplit with no surface dilation of the midburden crest and ensures any subsequent crest loss is solely due to blasting adjacent to the vertical presplit. Typical of all coal mines in South Africa only vertical presplits are used. Wall control is most commonly delivered by presplit blasting and one common sight after the dust clears is a ridge of broken blocks along the presplit row, usually with a main crack running between the presplit blastholes and often parallel cracks either side of the perimeter line. The surface rock strata or block structures have been dilated by the venting gases and shock waves. Decoupled, fully coupled, single or double deck charges are used depending on a variety of factors, anecdotal practices and perceived benefits. Preconditioning of the crest rock by blasting from above may not be visible to the naked eye (or non-existent in overburden in strip coal mines) but the high speed venting of explosives gases (and often the water in the presplits) preferentially follow existing cracks and structures because there is no developed presplit crack near the surface. This nearly always lifts, shifts and separates the surface structures and geological layers. Stopping the dilation by 'sacrificial' or 'in advance' presplitting has been shown to reduce the crest loss at both metal and coal mines. Drilling and presplit blasting through an upper level of bench or layer provides a degree of restraint to the target layer where the crest must be maintained and any damage caused by the venting gases will not cause concern as it is removed as planned, leaving a stable crest.

Development of Underground Gold Processing Plants Underground gold processing plants have potential advantages over traditional surface installations related to a smaller environmental footprint, reduced capital and mining costs, improved security and increased value of the product delivered to surface. The concept of processing gold ores on the surface is the traditional paradigm. A process of pre-concentration of ore underground is likely to result in a major shift in operating costs. In particular, run of mine ore or a large proportion of it will not need to be transported to the surface. As a result, environmental and financial benefits are likely. Underground plants are likely to be pre-concentration systems where the process product is a high-grade concentrate and tailings for stope backfill. Units will be either static or modular. Concentration methods will be gravity and/or flotation or leach based. This paper discusses the development underground gold plants from early concept, through to the world's first operational unit, a newly commissioned unit and the technical basis of a fully modular system.

In Australia and worldwide, open cut mining has become increasingly common over the last few decades through changes in excavation technology and ore economics. However, such operations frequently leave a legacy of open mine pits once mining ceases. Pit lakes will then form in mine pits that extend below the water table when dewatering operations cease. Pit lake waters are typically contaminated with metals, metalloids, saline or acidic/alkaline and rarely approach natural water body chemistry. Physically, pit lakes have unique bathymetries, are often strongly wind sheltered and have very small catchments. Nevertheless, pit lake waters often constitute a vast resource but of limited beneficial use (due to water quality issues); with a potential to contaminate regional surface and ground water resources. Water in pit lakes has the potential to be useful for a range of purposes in the Australian context of characteristic hot, dry climate and relatively few natural water bodies. Consequently, pit lakes can be seen to represent either a significant liability or a water resource to mining companies and regional communities. However, the lack of knowledge on pit lakes continues to hinder their proper management. This paper summarises the limited information currently available on water quality associated with Australian pit lakes. Information on pit lake occurrence, distribution and water quantity and quality is not nationally collated and requires immediate and ongoing attention from both mining companies and regulating authorities. Lack of a readily available database for pit lake occurrence, distribution and water quality fails to realise the potential for these water resources by both mining companies and Australian communities. Lack of access to pit lake quantity and water quality data may also lead to failure to manage this significant source of mining environmental risk.

The following note on the mineral association in the ores of the Tennant Creek Goldfield, Northern Territory, is largely based on Mineragraphic Reports Nos. 49, 89, 117 and 193 of the Council for Scientific and Industrial Research. These reports are the results of the examinations of auriferous specimens from a number of mines of the goldfield and are now supplemented by the examination of further specimens from Mt. Samuel forwarded by Mr. V. G. Martin.The Tennant Creek Goldfield lies in the central portion of the Northern Territory, about Lat. 190 35', Long. 1340 15', on the Overland Telegraph Line and about 369 miles north of Alice Springs. It comprise an area extending about 50 miles east and west, by 30 miles north and south.The geology of the goldfield has been described by Woolnough. (2)The rocks of the area are of pre-Cambrian age, and consist of talcose, chloritic, micaceous and siliceous schists of sedimentary origin, interbedded with flows or dykes of schistose quartz porphyry, and of granites which were intruded subsequent to the regional metarporphism of the area. The rocks are moderately folded, but the beclding tends to be obscured by a pronounced east-west cleavage. The most continuous orebodies run east and west, parallel with this cleavage.Numerous lenses of hematite occur in the schists, with their long axes, parallel to the cleavage, and the gold values of the field are frequently associated with such hematite bodies. The dimensions of these hematite bodies are variable but rarely exceed a length of 300 ft., with an average thickness between 10 and 30 ft.; the original vertical dimensions are thought to be comparable with their length. The lenses tend to occur in groups when they are arranged en echelon both horizontally and in depth; and erosion has exposed individual lenses to different degrees, ranging from incipient exposure to complete removal. The existence of unexposed hematite lenses at depth has been proved by geophysical surveys, coupled with drilling tests. (3)A few of the bodies are pipe-like. Many are surrounded by a casing of brecciated rock, composed of fragments of hematite and shattered country rock, and presumably caused by subsequent earth movements which crushed the country rock against the resistant hematite bodies. In the early days of the field most of the important gold occurences were found within these crushed zones, or, to a less extent, within the hematite bodies themselves.These occurrences appeared to be associated only with those hematite lenses which were intersected by quartz veins or other lines of weakness, of later origin than the crushing. Drill blasting is a widely used method for rock fragmentation in mining, quarrying and construction industries. Environmental effects such as air shocks, dust, flying rocks and ground vibration are unavoidable results and undesired effects of blasting. Among these ground vibrations can have a damaging effect and may influence on long distances. Therefore various researchers have developed mathematical models to predict ground vibration after blasting. These models take into account the amount of explosive, distance and several coefficients related to the field under investigation. The developed models to predict ground vibration may yield different results for the same case. Selection of the most suitable model requires engineering judgment and evaluation of models. At this point, a computerised system helps the engineer to evaluate and select the most suitable model in order to design and plan a blasting pattern. The safe charge of explosive and magnitude of vibration after blasting should be predicted beforehand. Therefore a computer program namely 'prediction of blast induced vibration' (P-BIV) has been developed. This paper introduces and presents a computer program (P-BIV) which includes the set of models developed to estimate ground vibration to provide blasting engineers a tool to determine the amount of explosive for safe blasting.

A commonplace, sometimes overlooked or taken for granted, article of everyday existence is the tin can. Produced from thin gauge low carbon steel, and commonly coated with a mere 60 millionths of an inch of pure tin, the product is however strong and corrosion resistant. Tin-plate serves a myriad of purposes-the most important being to meet the requirements of the canning industry. Australia's newest steel product, tin-plate, was first produced on a commercial scale during the early part of August, 1957. The commissioning of the Hot Dip Tinning Plant (Fig. 1) of The Broken Hill Proprietary Co. Ltd. at Port Kembla, marked the culmination of a proposal dating back to 1939, the advent of World War II having caused its deferment to the present time.Cornish tin is known to have been exported as early as 300 B.C. to Syria and tinned vessels existed even in the year A.D. 23. The tin coating of plate could be described as an ancient art, believed to have had its origin in Bohemia in the thirteenth century. During the next 450 years, the process spread through Saxony to Pontypool in Monmouthshire, but it was a further half century before any measure of success was obtained.Perhaps the two greatest milestones in tin-plate manufacture were the rolling of iron plates first carried out in 1728, thereby outmoding the hammer formed sheet, and more recently, the development of the electro-deposition process. Plant based on the New Jersey refluxing process was installed at the Cockle Creek Works of Sulphide Corporation Pty. Ltd. to refine portion of the zinc output from the Imperial Smelting furnace.Refining of impure zinc is effected by distillation in two stages in vertical columns comprising a series of superimposed silicon carbide trays designed such that ascending zinc vapours and descending liquid metal are in intimate contact. In the first stage, portion of the zinc and its cadmium content are distilled from impure feed metal, condensed, and while still molten, fed to the second column in which zinc is boiled under controlled refluxing conditions to remove the cadmium content.The resultant zinc has a purity in excess of 99·995 per cent zinc.The availability of refined zinc has made possible the production of a number of zinc alloys for marketing in addition to the basic grades of zinc.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Ore-bearing intrusions in the Central Asian Orogenic Belt (CAOB) were examined from nine mines: Boshekul, Nurkazgan, Kounrad, Borly, Aktogai, Koksai, Baogutu, Tuwu and Erdenet. The intrusions are diorite, granodiorite and tonalite with SiO2 contents ranging from 58 to 75 wt per cent, and show mildly fractionated rare earth elements (REE) ([LREE]N/[HREE]N = 2.7–4.7) – light REE and heavy REE – and varying Eu anomalies ([Eu]/[Eu]* = 0.58–1.4). The ratios of Sr/Y vary from 7.9 to 115 and the contents of Y from 4.6 to 23.9 ppm. The parental magmas of the intrusions are intrinsically oxidised. Zircon grains in the ore-bearing rocks from large- and intermediate-sized porphyry Cu deposits show high Ce4+/Ce3+ ratios characterised by 65–422 at Boshekul (>4.1 Mt Cu), 76–480 at Kounrad (>4.8 Mt Cu), 90–280 at Aktogai (>12 Mt Cu), 80–250 at Erdenet (>11 Mt Cu) 74–370 at Nurkazgan (>3.9 Mt Cu), 100–210 at Koksai (>1.6 Mt Cu), and 71–340 at Tuwu (~2.0 Mt Cu). In two small deposits, the ore-bearing rocks display low values of Ce4+/Ce3+; Borly (0.6 Mt Cu) ranging from 28 to 158, and Baogutu (0.6 Mt Cu) from 29 to 113. The Ce4+/Ce3+ ratio of 120 distinguishes large intermediate-size deposits from small-size deposits. The Resource Management Act 1991 represented an innovative and unique piece of planning and environmental legislation when it was introduced. Since the Act was passed into law in 1991 it has been subject to nine amendments, many of which were of the ætinkerÆ variety. These amendments recognise that the Act has not been as successful in providing the æone-stop shopÆ for resource users that the Act was hoped to be. The latest and most significant attempt at changing the Act was the Resource Management Amendment Act 2003. The amendments made by the Amendment Act have proved to be largely unsuccessful in achieving any significant changes to the way resources are managed in New Zealand, and have failed to address many of the concerns which drove the original Resource Management Amendment Bill in 1999. The recent decision to discontinue further investment in Project Aqua has once again placed the Act in the spotlight as a significant hand-brake on major projects. This particular event has led to yet another review to be undertaken this year. The review will focus on five key areas:   1.   achieving the right balance of national and local interests; 2.   improving the design and process for local policy formulation; 3.   improving the consent decision making process; 4.   allocation of natural resources (water, air and geothermal); and 5.   supporting measures for building capacity and promoting best practice and implementation at the local authority level.  It is important for the business community and the mining industry in particular to seize the opportunity that this review provides to make sure that any amendments undertaken as a result of the review achieve the aims listed above. The review needs to be considered in light of the current regime for the management of natural resources in New Zealand. In addition to the Resource Management Act 1991, the Crown Minerals Act 1991 and the Building Act 1991, which form the core resource statutes in New Zealand, there have been other developments affecting the regime. Special legislation over and above the Resource Management Act 1991 has been enacted to protect the Hauraki Gulf and special legislation is currently being considered to protect the Waitakere Ranges in Auckland. In the Hauraki District mining is prohibited in some areas and a plan change mechanism is specified as the appropriate tool to use in the event a mineral resource is to be developed in those areas. The current review is a further opportunity to remedy the inadequacies of the Act.

Perhaps one of the most important conferences or symposia which our Institute has conducted, was the joint Aus. LM.M./AJ.M.E. meeting held in Canberra in May 1978, with the theme International Resource Management (Woodcock, 1978).We were privileged to witness active participation in the meeting by outstanding personalities from the mining and metallurgical industries of Australia and New Zealand, the United States of America, Canada and the United Kingdom and to hear addresses on subjects of international significance to the mining and metallurgical industries.Our Institute is one concerned with professionalism.The principal objects of The Institute as described by our founders include, "promoting the arts and sciences connected with the economical production of the useful minerals and metals, and the welfare of those in the industries, by meetings for social intercourse, and the reading and discussion of professional papers, and to circulate by means of publications amongst its members and associates, the information thus obtained".Sir Maurice Mawby (1968) said in his Presidential Address to the Institite, "the most important aspect of these objects was the promotion of the arts and sciences of the mining industry".Why is it then, that a large proportion of the papers given at the meeting in Canberra dealt with world wide social aspects of the mining and metallurgical industries, rather than the technology, the arts and sciences of mining and metallurgy as principal factors in international resource management?The answer is quite simple of course, and that is that the social and political factors are the principal factors which create the demand for basic raw materials and in the long term determine the costs and prices of the commodities which our professional abilities are drawn upon to produce.

An infra-red absorption study has been made of crocidolite, country rock. and associated host rocks from Wittenoom Gorge. The spectrum of the country rock is appreciably different from those of crocidolite and the magnetite-rich host rocks which are closely similar. A process to separate crocidolite-bearing ore from country rock based on infra-red emission is therefore possible in theory.

A comparatively new and very promIsmg field for applying cemented tungsten-carbides is in the mining and quarrying industries. The economic advantages of this unique engineering material over the conventional hollow drill steel, or steel detachable bits, have proven so great that the use of "hard metals" promises, in some instances, to revolutionise the drilling of all manner of minerals. Early in the war years the Germans realised the tremendous advantages cemented carbides offered for holing hard rocks, and they proceeded to develop detachable percussion bits to do this work, at the same time evolving fast, comparatively light-hitting driliing machines, especially designed to suit the mechanical properties of the carbide.Here in Australia also, it has appeared that the detachable percussion bit offers the greatest economic benefits to consumers, although the author is well aware that carbide-tipped drill rods have, and may continue to work out satisfactorily in certain mines and quarries.Most drilling equipment at present installed in Australia may be described as being of the heavy hard-hitting variety, so that the designer of an efficient percussion bit has to take special precautions to overcome the problem of fatigue, and to ensure that the inserts are securely mounted in the body with the minimum of internal stress in the carbide.

GOLD has played a part in the development of Australia. The total yield exceeds SIX hundred million pounds sterling, while the glamour of gold-mining and the unfailing demand for the product have enhanced its influence. The production is still considerable, but the yield is less than one-quarter of that twenty years previously, while the number of men employed has dropped from 70,000 to 11,000. Not only has there been a marked decline in production, but it is anticipated that thisdecline will continue, and continue more markedly. It is therefore desirable to ascertain the causes of the decline and inquire into means for diminishing or preventing it.The problem under discussion is far from being only local. Finlay states: The grand feature of the history of the business has been the progress of an economic cycle unfavourable to gold milling. The USA yield fell from $101,000,000 to $44,000,000.South Afriea has for some time produced one-half of the world's gold; yet in the Mining and Scientific Press of 11th February, IH22, General Smuts is quoted as saying that if the premium disappeared entirely 24 out of 34 mines would shut down. Underground Mine Drainage may be conveniently divided into two operations:(a) Collecting and transporting drainage water to the pump eastern.(b) Elevating water to the surfacc by pumping.This short paper describes a system which automatically performs operation "a" and which has been developed on the South mine at Broken Hill, under the supervision of the mine foreman, Mr. F. McDonell. The need for the hydraulic transportation of coal in the New South Wales coal industry, both from the coal face to the surface and from the coal mine to the consumer or the port for export, is explained. Details of research projects currently in'progress and involving the hydraulic transportation of New South Wales coals are given together with information on the hydraulic transportation of coal in the United States of America.The potential of hydraulic transportation as a viable alternative to the proposed expansion and upgrading of the New South Wales railway system to meet the projected New South Wales coal production to the year 2000 is described.

A general description of the geology of the Southern Coalfield is given. The relationship between the Illawarra Coal Measures, the overlying Triassic and the underlying Upper Marine Series, of Permian age as are the Coal Measures, is briefly explained and thestratigraphy of each is described. The eight coal seams are then treated in slightly more detail as to their thickness, quality, areas of distribution and best occurrences.In the last few years each of the authors has been concerned with one phase or other of the stTucture of the field in detail or in mining operations with the result that it is now possible to name a number of monoclines, anticlines, domes and synclines defined in detail. A minor quantitative study has been made of faults and dykes with regard to form, direction intensity and inter-relationship. It seems probable that with the further collection of data a more detailed study in these matters will be of considerable value to the economy of mining in the Southern Coalfield.

Brown coal production in Victoria's Latrobe Valley Region (Figure 1) continues to rise and currently stands at around 50 Mt per annum. With the exception of around 2 Mt used to produce some 700 Kt of brown coal briquettes, this coal is mined by the State Electricity Commission to fuel large thermal power stations with a total installed capacity of just over 5 000 Megawatts. The moisture content of the coal as mined typically exceeds 60 per cent, making Latrobe Valley coal a markedly low rank fuel. The lack of heating value is, however, compensated for through power station design and by the fact that ash yield is very low, usually within the range of one per cent to four per cent on a dry basis. This means that compared with most other coals, the burning of Latrobe Valley brown coal produces relatively small quantities of waste products and discharges a minimal level of pollutants into the atmosphere. Even so, the inherent quality of Latrobe Valley coal does vary significantly from one area to another (Gloe, 1991; Barton et al, 1992) both on a local and a regional scale. Such variations need to be recognised and understood in order to not only realise efficiency gains in existing power stations but to properly assess resource potential for future utilisation and the application of new technologies. The principal aim of this paper is not to describe coal quality variation in detail or to speculate on the nature of and reasons for such variation. Rather, it is to simply underscore that significant differences do occur and that this is clearly a factor which needs to be considered in any evaluation of Latrobe Valley brown coal as a resource for the future.

Up to 19 chemical parameters were studied in flotation pulps in six Australian lead-zinc concentrators with the aim of obtaining a better understanding of the nature of, and changes in, the chemical environment. This paperdiscusses pH, redox potential, and oxygen concentrations, which were all measured continuously.Two plants operated at natural pH in slightly acid circuit and one at natural pH in alkaline circuit, and pH was stable at all these plants. In two plants varying amounts of cement fill were present in mill feed and pHwas variable. At the other plant pH was controlled with soda ash and lime.Redox potentials became more positive as the pulp passed through the plant. The minimum change was 20 mV and the maximum about 250 mV. Potentials tended to be variable at any point early in the circuit, but were more stable later on. In some plants reagent additions had no noticeable effect on redox potentials. However in the two plants operating in acid circuit the redox potential of .zinc rougher feed was markedly affected by changes in copper sulphate addition rate. Sodium sulphite additions had an effect at other plants.Oxygen concentrations in grinding circuits tended to be low (30 per cent of saturation) and very variable. Flotation was usually conducted in pulps at least 90 per cent saturated with oxygen. Addition of sodium sulphite had a marked effect on oxygen content in one plant, but less effect in two others.Statistically significant relationships were found in some plants between pH and redox potential, redox potential and oxygen saturation, and oxygen saturation and pH.Improved control of copper sulphate and sodium sulphite additions could result from applications of this work.
