AT various times during the past quarter century proposals have been made that the basic Federal mining law of 1872 be repealed or amended, and that in its place a new and simpler law be enacted to provide for the entry upon, working, and the taking up of claims on the unallotted Federal mining lands in our western states and in Alaska. Serious discussion and study have been given such proposals but little has resulted there from, except perhaps a lively interchange of opinion and the conclusion that though the Apex law of 1872 is in many ways highly unsatisfactory and frequently a fomenter of strife and trouble, it still bids fair to remain with us. Under this act a greater part of the non-ferrous mining industry of the United States has developed. With all its short-comings it is the legal bridge that has carried over the innumerable caravans of adventurers and prospectors who explored our mining frontiers. For without any amendments of substance this act has for fifty-eight years been the guide in the location of our western Federal mineral claims and has stood unchanged during the most important period of our mining history. While Federal and state acts and amendments have been ground out by thousands and tens -of thousands the mining act of 1872, with a :strange tenacity, has remained as constant as the Rock of Gibraltar, and under it states, mining districts, and local customs have developed different codes for its application but its fundamentals have been unaltered. "Use doth breed a habit in a man"; until now the application of the law of 1872 has become a second mining nature.

Several new methods have been developed on the Iron Range to remove the material adhering to truck bodies in freezing weather. A machine known as a Gradall, incorporating the features of digging both above and below the horizontal, digging angle of blade control, full revolving, travel almost anywhere, and operated by one man, has proven successful in trials at body cleaning. Several of these units are in use with great saving in box-cleaning costs and improvements in efficiency of the truck operation with full capacity boxes. In addition to their winter use, the same machines have been used for ditching and excavating in the summer with great saving. The latest method of combating this freezing problem is to carry the exhaust from the engine through the body, making use of the tremendous heat that is now being wasted. To do this, the present wood sandwich which is used between the bottom of the box and the wear plate is removed and replaced with angles or channels run lengthwise of the box and spaced to permit gases to flow between or through them and also provide a good sup- port for the wear plate. The channels or angles are cut a little short on each end to form a cross passage that permits the gases to flow through the area. In the front end, openings are made in the wear plate and connect to a manifold created by welding a plate across the whole front of the box, spaced from the original end by the original vertical reinforcing angles at that point. The body being described is for a Euclid truck which is the only truck that has been adapted to this body-heating idea to date. At the rear of the truck, the holes from the cross passage are made in the bottom plate of the body and lead into a triangular-shaped body cross member under the scoop end of the truck.

INTRODUCTION THE Wisconsin zinc district, or the Upper Mississippi lead. and zinc district as it is also termed, lies in the southwestern corner of Wisconsin, and embraces adjacent portions of Illinois and Iowa. It includes Iowa, Grant, and Lafayette counties in Wisconsin, and Jo Davies county in Illinois. In Iowa, Dubuque formerly produced considerable lead, but there has been little mining there in recent years. The map, Fig. 1, shows the entire district, with roads, railways, streams, and the various towns, or "camps," around Which the mines. are clustered. The hatchwork indicates the areas iii which lead and zinc have been mined. The district is about 60 mi. (96 km.) north and south and about 40 mi. (64 km.) east and west. Not all of the territory is mineral bearing, and there are considerable areas that are believed to be barren. The grouping of the mines is patchy and irregular, though certain broad zones of mineralization extend almost the full width of the district, as from Mineral Point west through Mifflin and Livingston, and from Shullsburg west through New Diggings and Hazel Green. It is worth noting that the best mines of the district have, to date, been found within 10 mi. east or west of the fourth principal meridian line, thus lying within a long, narrow, north-and-south belt extending the length of the district. In a field as large as the Wisconsin, which has only within com-paratively recent time been worked intensively for zinc, the. chances are good for, opening new and important orebodies in parts of the district not yet, or insufficiently, prospected. However, the prospecting has been most successful around, or adjacent to, the old lead diggings of nearly a century ago, and the camps that were well known then are still centers of activity. In their order of importance they are: New Diggings, Benton, Mifflin-Livingston, Galena, Linden, Hazel Green, Shullsburg, and Highland.

(Pittsburg Meeting. March, 1010.) GENERALLY speaking, the practical study of combustion has been made mainly from the stand-point of the steam engineer. This. narrow view-point has left open a large field for scientific research on the application of combustion in other arts, where the conditions of heat-utilization are widely different from those presented in the steam-generator. The great economic importance of the boiler and the ease of measuring its performance, together with the comparative uniformity of conditions in the steam-generator, is, probably, quite largely responsible for the practical neglect of the study of the use of fuels in other arts save only on the basis of their thermal value. Yet these other arts show quite plainly that a thermal-value basis alone is Dot sufficient. For example, in burning lime, under ordinary conditions of firing, a cord of wood will do as much work as a ton of coal, though the latter affords more than twice the number of heat-units. Similar results are evidenced in burning brick, in the roasting of certain ores, in reheating billets, and in many other arts where heat is to be applied over extended areas to fragmental masses of more or less refractory materials. In these arts much is to be gained by a careful study of the application of the heating-agent in the form of the long flame, and in the production of the heat in contact with, or in direct proximity to, the object to be heated. Of necessity, in boiler-practice, combustion cannot be maintained in actual contact with, or in close proximity to, the object to be heated. Speaking in a general way, heat is imparted from burning bodies to things to be heated in two ways : directly, by radiation, and indirectly, by transfer of the sensible heat of hot gases by convection or contact; by conduction from the hot uses. THE development of the isostatic idea during the last century would make an interesting paper in itself. But the various steps in the development have been covered in a number of papers and books which are readily available. Therefore this short paper should not give space to. the historical phases of the subject. Isostasy is really an old idea, but it is only in the last few decades that it has taken on any great prominence or importance in the study of earth phenomena. It is really remarkable how closely Dutton' sensed the isostatic principle 40 years or more ago. His general principles of isostasy as outlined by him have stood the test of time and fit in closely with the general ideas held today. It would seem, however, that some of his views with regard to the application of isostasy to geological processes must be modified or abandoned.

RAPID progress has been made in the automatic control of open-hearth furnaces in the past few years and many firms today\supply such control apparatus. It is somewhat surprising that so little was heard about open-hearth control up to about, 1928, and that thereafter the practice of automatically controlling open-hearth furnaces spread very rapidly. Before discussing the reasons for this it may be advisable to list the quantities that can be controlled. One of the easiest quantities to be controlled in the open-hearth furnace is pressure. The reasons for controlling it are plain. If there is excess pressure in the furnace, products of combustion leak out around .the .door and through all the cracks in the brick-work. The stability of the piers between the doors is seriously endangered, and front wall repairs become frequent. Furthermore, hot gases are lost that might be usefully employed in heating the checkerwork. If there is a slight vacuum in the furnace, cold air entering through the doors and cracks cools the interior, slowing down the reactions and making it impossible to secure the highest degree of preheat from the checkerwork.

IN the third year of war, geophysical oil exploration broke all records to keep pace with the demand for increased reserves. Geophysical prospecting for strategic and other minerals also grew in scope. The trend of geophysical oil exploration throughout the war is indicated in Fig. 1. This figure resembles the one presented in the last annual review issue of M&M (February 1944, p. 62), corrected for data on-operations in the last months of 1943 and extended into 1944. The average number of geophysical oil prospecting crews in the field in 1944 was 451, whereas the total in 1943 was 340. An upward trend in the use of all geophysical methods is clearly evident throughout the year. Seismic operations were 67 per cent, gravimeter surveys 28 per cent, and other methods 5 per cent of the total. Seismic reflection and refraction crews increased 181/2 per cent over the 1943 average, gravimeter operations increased 73 per cent, and other methods gained 92 per cent. The increase in seismic and gravimeter operations, particularly the latter, is probably due to an increased production of equipment and the organization of new service companies. Miscellaneous methods gained largely through a revival of magnetometer work, and an increase in the use of torsion balances and electrical equipment. In comparison with the prewar average of 1941, it is noteworthy that seismic operations increased 58 per cent, gravimeter operations 88 per cent, and miscellaneous other methods gained as much as 283 per cent. Unfortunately the expansion in the number of geophysical crews does not indicate a proportionate increase in efficiency or in areal coverage, as will be brought out later.

THE STANDARD herewith submitted is the result of several years of research and consideration by the A.I.M.E. Technical Committee on Milling Methods. In the early work of this committee it was found necessary to undertake the development of a standard laboratory method for screen testing of ores. During the research stages the desirability of having this standard, when completed, approved as American Standard was brought out. In accordance with this idea, its initiation as a project of the American Standards Association (then the American Engineering Standards Committee) was approved by the latter body and the A.I.M.E. designated as sponsor. In 1929, the A.S.A., on recommendations of its advisory committee, the Mining Standardization Correlating Committee), authorized the A.I.M.E. to be sole sponsor for this project. The personnel of the Institute's Committee on Milling Methods was then increased to make it thoroughly representative of all diversified interests in the mining field. Two years ago the standard was circulated and has been given wide distribution. Early in 1932 the committee voted unanimously, with 38 affirmative votes, that the standard be recommended to the Board of Directors of the Institute for submission to the American Standards Association for approval as American Recommended Practice. This was accordingly done, at the Feb. 1.6, 1932, meeting of the directors, and the American Standards Association approved the standard on July 6; 1.932, designating it as ASA M5-1932.

RECENTLY a prominent Brazilian' doctor wrote to an American friend: "I feel that cultural relations between the American and Brazilian people could be promoted in a very speedy and effective way by establishing contacts between men of the same professions. . . . A Brazilian mechanical engineer could be immediately interested in relations with American colleagues, even if he had never heard of Longfellow and was not interested in Stokowski's orchestra. . . . A large number of cultural ties could be established between specific groups of men who have already some common interest, and who, whenever they meet, can do something that naturally brings them closer, that is, `talk shop."' In appointing a committee on Inter-American Engineering Relations to cooperate with the Department of State in its program of fostering cultural relations with the other republics of this hemisphere, the American Engineering Council has taken a step which should lead to a greater sense of unity and fraternity among engineers of the Americas. That such unity and fraternity are part and parcel of the moral defense of the hemisphere is obvious. For years engineers of the United States have been traveling South and South-east to construct roads and bridges, dam rivers, harness waterfalls, build ports, install and operate mining equipment, and erect buildings and plants, often at the risk of life. Those in the teaching profession in this country have had as pupils a growing number of students from our neighboring republics whom they have sent back home trained in the most efficient engineering methods. In a sense, however, these relations with the other nations on this side of the globe have been haphazard and left to chance. Personal acquaintance among engineers has played its role but no organized attempt appears to have been made to take advantage of the natural relationship which geographical and historical factors should encourage.

THE tremendous stimulus given to the mining industry by the gold and silver policy of the present administration has found the capital market for mines ill prepared to afford practical means of financing. Particularly has this been true of the host of abandoned high-cost producers and prospects which increased gold and silver prices have made potentially profitable. In a comparatively short time, experience has demonstrated abundantly that valuable properties have frequently failed to secure capital, while questionable properties have drawn to themselves and their promoters more of the public moneys than their prospects justify. Singularly enough the fault is usually attributable to faulty financing. Discussion and study of this problem are vital to the industry.

Introduction Oil shale deposits have been exploited in various countries throughout the world, but generally with government aid. The oil-shale industry of Scotland perhaps is the oldest and best-known; the largest was conducted in Manchuria by the Japanese during World war 11 as a source of liquid fuels for military uses. In general, foreign oil-shale deposits that have been exploited are much lower grade than those in the western United States. Considerable interest began to be shown in western oil shales in 1916; the peak of activities was in 1923. The catlin operation, near Elko, Nevada, perhaps was the nearest approach in this country to an oil-shale enterprise on a commercial scale. Over 100 companies were formed, ostensibly for exploiting the oil shale; a large number of them, however, proved to be stock promotions only, which gave the embryo industry a black eye. The Bureau of Mines operated an experi-mental oil-shale retort plant near Rifle, Colorado, from September 1926 to June 1927 and again from April 1928 to July 1929, after which the plant was dismantled. By this time the East Texas oil fields had come ill and the country lost interest in substitute liquid fuels. During World War II the Nation again became concerned about the magnitude of its petroleum reserves. Congress (April 1944) directed the Bureau of Mines to build and operate demonstration plants to produce synthetic liquid fuels from coal, oil shales, and agricultural and other products; a five-year Program was authorized. *' a part of this program the Bureau of Mines has built, at Anvil Points near Rifle, Colorado, a retort plant and develOped an experimental mine to supply the plant with oil shale. An important part of the mining work at Rifle is to devise methods and select practices for mining the oil shale on a commercial scale at the lowest practicable cost. The product to be mined has a relatively low value, a fact that must be kept in in mind. The combined aim of those in charge of the mining and those in charge of retorting is to demonstrate that the shale oil can be produced at a cost per barrel corresponding to the current quotation for crude petroleum —or at least very close to it. Plans call for an uninterrupted flow of broken oil shale from the lace in the mine, through crushers, through the retorts and thence to the disposal dump. The disposal of the spent shale in the Ride area should present no unusual problem. Stable aqueous dispersion of magnetite colloid of about 10 nm in diameter was obtained by allowing an anionic or nonionic surfactant to adsorb on the hydrophobic surface of magnetite particles prepared by monomolecular adsorption of oleate. Sodium dodecylbenzene sulfonate, sodium oleate and poly (oxyethylene) nonyl phenyl ethers whose hydrophilic-lipophilic balance (HLB) are higher than 12 were suitable for giving a second adsorption layer to obtain a stable dispersion. Stability of the colloidal suspensions depends upon pH of the solution and is controlled by the dissociation of the adsorbed surfactant in the second layer. The addition of ethyleneglycol, which was used for lowering the freezing point of the dispersion, did not affect the stability when used in amounts smaller than 60% of water. Preparation of diester-based ferrofluids was also attempted by the same procedure using a nonionic surfactant as second layer molecule. Hydrophobic magnetite colloid, which had been preliminarily coated with mono-molecular oleate, was suspended in di(2-ethylhexyl) agipate, azerate, and sebacate respectively, and dispersion stability was investigated by adding various poly (oxyethylene) nonyl phenyl ethers of different HLB values. It was found that those with HLB values between 10.9 and 13.3 were suitable for this purpose. Stabilities of the dispersions in a magnetic field were investigated up to 1 T by applying an electromagnetic field. No separation of dispersant was observed and each magnetite dispersion displayed the characteristics of a magnetic fluid.

WITH rapidly diminishing oil reserves: a great percentage of which are uneconomical at present prices, some of the existing methods of development and production will have to undergo radical re- visions to meet the changes continually taking place in the petroleum industry. Imagination in an engineer is a great asset. The fancy of today is found to be the realization of tomorrow, and with this thought in mind, there is here presented a more or less imaginative picture which, to my mind, has a meritorious basis. Directed drilling has reached a stage of accuracy sufficient to allow the prediction that this art will be used in the future development of oil structures, especially those \\,it11 thin sand bodies 'and steep dips. Directional drilling in a number of fields in California has gratifying results. Wells which practically laid pipe lines through the oil sands have enjoyed a greater drainage radius with a consequent greater initial and cumulative production. In one field where the vertical thickness of sands was approximately 550 ft., wells drifting at an angle as great as 55 deg. fro111 vertical had over 1100 ft. of perforated pipe in contact with these sands. The term "clay" is somewhat ambiguous un¬less specifically defined, because it is used in three ways: (1) as a diverse group of fine-¬grained minerals, (2) as a rock term, and (3) as a particle-size term. Actually, most persons using the term "clay" realize that it has several meanings, and in most instances they define it. As a rock term, clay is difficult to define be¬cause of the wide variety of materials that com¬pose it; therefore, the definition must be gen¬eral. Clay is a natural earthy, fine-grained ma¬terial composed largely of a group of crystalline minerals known as the clay minerals. These minerals are hydrous silicates composed mainly of silica, alumina, and water. Several of these minerals also contain appreciable quantities of iron, alkalies, and alkaline earths. Many defini¬tions state that a clay is plastic when wet. Most clay materials do have this property, but some clays are not plastic; for example, halloysite and flint clay. As a particle-size term, clay is used for the category that includes the smallest particles. The maximum-size particles in the clay-size grade are defined differently on various grade scales, Soil investigators and mineralogists gen¬erally use 2 micrometers as the maximum size, whereas the widely used scale by Wentworth (1922) defines clay as material finer than ap¬proximately 4 micrometers. Some authorities find it convenient to use the term "clay" for any fine-grained, natural, earthy, argillaceous material (Grim, 1968). When used this way, the term includes clay, shale, or ar¬gillite, and some argillaceous soils. Even though no standard definition of the term clay is accepted by geologists, agronomists, engineers, and others, the term is generally un¬derstood by those who use it. Clay is an abun¬dant natural raw material, and it has an amaz¬ing variety of uses and properties which will be discussed in this chapter. Clays rank among the leading industrial min¬erals in both tonnages produced and total value. Their importance is indicated in Table 1, which lists the 1970, 1971, and 1972 production and values according to the U.S. Bureau of Mines (Ampian, 1972). Adequate reliable statistical data on which to summarize world production of clay are un¬available; this paragraph outlines the world re¬quirements for clay only in a very general way. According to one estimate, the world bentonite production in 1972 was 3.5 million tons (Anon., 1973a), but in the authors' opinion it was prob¬ably at least 5 million tons. The total fuller's earth produced was at least 1.5 million tons and may have been as much as 2 million tons. The total world kaolin production in 1972 was more than 10 million tons. Approximately 7 million tons of this total was produced in only two regions-the Georgia-South Carolina kaolin belt in the United States and the Cornwall re¬gion, United Kingdom. The world's 1972 out¬put of ball clay, which is also produced pri¬marily in the United States and the United Kingdom, was approximately 1.5 million tons or perhaps a little more. The total world fire clay production in 1972 was probably about one and one-half to two times and the miscellaneous clay production three times the United States production. As industrial minerals, clays are a complex group that consists of several mineral commodi¬ties, each having somewhat different mineral¬ogy, geologic occurrence, technology, and uses. THE official opening at the 134th general meeting of the Institute was held on Oct. 6, but it was prefaced by two round table conferences on Oct. 5. The open-hearth group held the fourth of their semi-annual conferences at the William Penn Hotel, devoting the morning session to discussing a paper by R. L. Cain on the "Manufacture of Forging Steel by the Open-hearth Process," and the afternoon to discussing P. H. Shaeffer's paper on the open-hearth charge. At the Bureau of Mines, a round table conference on the combustibility of coke was held on Tuesday morning, and the afternoon was devoted to a similar conference on the testing of coke. The formal opening session of the meeting assembled in the Music Hall of Carnegie Institute at 10.30 a. m. Graham Bright, chairman of the Pittsburgh Section; called the meeting to order and presided. President Taylor welcomed the visiting members and guests to his home city and reviewed briefly the advancement of mining in the past half century during which, for ex- ample, the coal output had increased from 53,280,000 tons to 523,357,000 tons per year. He emphasized the important part Pennsylvania played in mining and brought out the principal changes that had taken place in methods. In part, his remarks were as follows: The centennial year, 1876, found the coal business of. this country, as a whole, producing 53,280,000 tons, of which amount the bituminous mines of this State yielded 24 per cent. In 1925, this country produced 523,357,000 tons of coal, of which Pennsylvania produced 24 per cent.

ON the headwaters of the Hudson Riser, in a sparsely populated area of the north woods at Tahawus, N. Y., thirty miles from the nearest railroad, is the Maclntyre property of National Lead Co. Operations involve the mining and processing of titaniferous iron ore to produce ilmenite concentrate, and magnetite concentrate containing vanadium, for use in the production of iron, titanium, and vanadium in the war program. Accordingly, Maclntyre at present is classed as a war plant. More than 3000 long tons of ore is ruined daily by opencut methods and treated in an ore concentrating plant.

AS this is written, the probability A is that the bituminous coal out- put for 1936 will approximate 420,000,000 tons (of 2000 lb.) with an average working time for all mines of 205 days. The results for 1935 approximated 369,224,000 tons, with the mines working about 185 days. The increase in production of 14 per cent is heartening. In anthracite, it is probable that the preliminary figures covering output for 1935, 51,- 003,000 tons, will be exceeded this year although the percentage of in- crease will almost certainly be small. The substantial tonnage of anthracite illegally mined, estimated to be 3,600,- 000 tons in 1935, with a similar large Lonnage in 1936, is in addition to the figure given above; it represents an open and flagrant disregard of law and property rights. It is hard to understand why the officials of the State of Pennsylvania do not enforce the laws against theft and brigandage, more so when the legitimate employees of the established producing proper-

It is common practice, and certainly good business as all of us know, to take care of plant operating equipment. Machinery of any type requires periodic inspection and planned maintenance. With this thought in mind a plant operator should at the end of every shutdown period make regular belt inspections and plan for later appropriate care and maintenance. The points mentioned below are understood well by all of us but are sometimes forgotten because belt conveyors are comparatively easy to operate. Maintenance of any conveyor belt is dependent upon the fundamental characteristics of the two component parts-cover and carcass.
