Regulation of mineral property valuation methodology by governments and others is due to frauds, condemnation and takings, banking industry problems, and litigation. Definitions of "reserves," "resources," and "qualified person" continue to evolve, along with guidelines to the data and disclosure required to support valuations. A less recognized but vital issue relates to the regulatory acceptability of alternatives to the comparable sales method. Comparable sales generally work well for surface real estate, and sometimes for precious metal deposits, but not at all for most industrial mineral properties. Alternative methods, such as net present value, or a geoscience rating system, often provide better valuations. Yet US regulations dictate comparable sales as the preferred method. The task of convincing regulators of the inapplicability of comparable sales to mineral properties, particularly those lacking reserves, may be as important as the valuation itself.

"Usually, steady state mass balances are used for the design of mineral processing plants. However, this tool does not take into account the impact of process inputs variability nor does it evaluate process transient behaviours between stationary states, such as mill start-up and shutdown. The use of advanced simulations enables the integration of dynamic behaviours in process design decision-making by highlighting situations that are undetectable by using only steady state mass balances. Applying these simulation tools to brown field projects allows the simulator performances to be calibrated and validated on actual plant data before it is used as a prediction tool for the modified plant.Three (3) simulators were implemented at the design stage of a major upgrade project for an ore processing plant in order to assess process behaviours under different production scenarios. These simulators were built to evaluate the impacts on major elements such as mine production, ore stockpile, concentrator production as well as water demand. A validation of individual equipment models was performed whenever sufficient measured data was available. The simulators were then used to study the impact of ore variability (grade, hardness, throughput), to assess day-to-day production special events, and to evaluate the true stockpiles live capacity.The use of a stochastic simulator for equipment sizing allowed a more precise sizing of many pieces of equipment and avoided important expenses in the fresh water pumping system. The dynamic simulator also confirmed that the water in place system would suffice, even in the most demanding production scenario. Finally, the stockpile simulator allowed an important production bottleneck to be quantified and then made possible the assessment of various practical solutions for the stockpiling-reclaiming issues.Post start-up, process data underlines the fact that using advanced simulation tools was useful to mitigate process-related risks associated to the plant expansion, showing generally accurate prediction and adequate equipment sizing, leading to smooth process commissioning. The presented methods are part of what is now routine in Soutex’s participation in both greenfield and brownfield projects."

Although the attention of those interested in diseases peculiar to mining as teen focused recently on one duct disease - silicosis - other respiratory diseases may cause more suffering and economic loss. The increased incidence of these diseases usually is attributed to exposure to abnormal air conditions underground, such as sudden changes from high to low temperatures, excessive dust, and noxious gases. The principal respiratory diseases to which the mine is subject axe bronchitis, influenza and pneumonia, pulmonary tuberculosis, anthracosilicosis, and. silicosis. Although the mortality statistics in some of the tables included in this paper are old they have been corroborated by later, lees complete data Bronchitis Bronchitis is en inflammation of the bronchial tubes due, among other causes, to the inhalation of irritants such as dusts (organic and inorganic). Occupations that entail exposure to atmospheres polluted, by irritating gases carry with them the risk of bronchitis. According to Collie (1), it cannot be distinguished clinically from bronchitis occurring among the general population, and its association with tae inhalation of dust or gases usually is unrecognized.

Abstract: The aim of the research presented is to study the effect of complex loading schemes on the fracturing process during loading and/or unloading. A first set of experiments was done using a poly-axial cell. These experiments in combination with numerical simulations showed a difference in micro-fracturing (shear and tensile cracks), but not in macro-failure between various loading/ unloading schemes. The second set of experiments was based on the three-point bending test and several cycles with or without rotation between cycles were applied. If the specimen was rotated by 90° or 180° about its long axis between the first and second cycle, no Kaiser effect was observed. Résumé: Le but de la recherche présentée est d’étudier l’effet de schémas de charge complexe sur le processus de fracturation durant la phase de charge et de décharge. Une première série d’expériences était réalisée utilisant une cellule polyaxiale. Ces expériences combinées avec des simulations numériques ont montré une différence de micro-fracturation (fissures de cisaillements et de traction) pour les différents schémas de charge et décharge, mais en ce qui concerne la macro-fracturation ce n’est pas le cas. Der erste hier beschriebene Satz von Experimenten wurde mit einer dreiaxialen Belastungsmaschine angestellt. Diese Experimenten zusammen mit dazugehörigen numerischen Simulationen zeigten Unterschiede zwischen Be- und Entlastungsbeanspruchungen in Bezug auf mikrobruchmechanische Mechanismen (d.h. Scher- oder Zugrisse) an, aber nicht in Bezug auf den Makrobruchprozess. Der zweite Satz von Experimenten umfasste Gesteinsbeanspruchung in mehreren Zyklen von Drei-Punkt-Biegung, indem die Gesteinsproben zwischen den Zyklen um einen angegebenen Winkel (0°, 90° oder 180°) gedreht wurden. This paper deals chiefly with the preliminary examination, when a decision has to be made as to whether a prospect has a chance of developing into a mine or not. At this stage it is important to have a fairly clear conception of what is expected of the prospect, andjust what type of mine is sought. Much money can be wasted testing a prospect suitable for a prospector or small syndicate, but which never looked like becoming a mine of sufficient size to interest a company. When undertaking an inspection, therefore, it is necessary to have a broad outline, at least, of the policy of the principals for whom the report is intended.At this early stage it is frequently necessary to form an opinion of the prospects of a property on very meagre data. When new to this type of work one's first reaction is often th~t it is impossible to pass an opinion on the data available. It. is absolutely necessary,however, that an opinion of the possibilities and chances of favourable development be given; The report should strive to convey this information, making quite ::lear the risk involved, how complete are the data on which this opinion is based, and the possible magnitude of the prize. A Preliminary report has to state whether a property has sufficient prospects to warrant testing.The following procedure is suggested in order to make best use of the data and minimise hasty conclusions influenced by preconceived ideas-an ever-present danger.Examination.The first stage is the examination. This should aim at collecting all available significant data, but avoid clouding the issue with detail which, at this stage, will not affect the decision. The following points are considered to be the main ones for which to look:-Geological Environment.As good a working knowledge as possible'of the geology of the area should be obtained. Government Geological Survey reports and maps, if available, will be a big help. A detailed knowledge of the regional geology is not necessary a,t this stage, but a broad outline of the geological setting of the prospect under review, and also of any other important mines in the district, is often helpful in the final decision.The Nature of the Ore-Body.Any facts concerning the nature or occurrence of the lode should be noted as, coupled with experience of similar bodies, they affect the ultimate decision.Structural Control.This is probably the most important factor, in the light of present geological knowledge. Its chief importance is due to two facts:-(a) Structure plays one of the prime parts in ore deposition.(b) Geological knowledge, of structure is somewhat in advance of knowledge of other factors influencing ore deposition.

Beyer Barometric Condenser The Ingersoll-Rand Co. is now offering to the trade complete steam­condensing plants for all service conditions. This equipment includes the Beyer barometric condenser, for' which the company has secured the patent rights, Imperial duplex and Ingersoll-Rogler straight-line reciprocating dry vacuum pumps and, where required, Cameron simplex and centrifugal pumps. The Beyer barometric condenser is of the counter-current type, in which air and cooling water flow in opposite directions. The steam inlet is at the bottom of the condensing v el, the water inlet above and the air-removal opening at the top. The sheets of cooling water over owing the pool at the inlet point meet the entering steam. The two are brought into intimate contact by conical baffle plates which assist the water to absorb to its full capacity the latent heat of the steam. The non-condensable air liberated in the condensing action rises through the falling water to the removal point at the top, being cooled to practically the temperature of the incoming water. THE following notes were accumulated during the years 1905 to 1911, when the writer was employed at Stannary Hills. The writer's duty took him over the underground workings daily. In odd moments the geology of the surrounding country was worked out. As the time for this purpose was limited, many interesting points had to be left, untouched. The faulting system in the mines was of such a puzzling character that it seemed as if the geology of the surrounding district might throw some light on it. Dr Jack, in 1907, reported on these mines for the shareholders, but came to no definite conclusions. Unfortunately, the writer has not had access to this report for many years. At the time of his visit the larger develbpments in the Ivanhoe and, Kitchenen orebodies (see Fig 1, B2) were only being opened up. Mr. H. Herman mentions Stannary Hills on p 320, Proceedings Aust Inst ME, new series, No 14, and on p 326 expresses the opinion that the pipe or joint-veins (as at Irvine bank and Stannary Hills) were more valuable to follow than lodes in the granite in that district.GEOLOGY OF DISTRICTThe main feature of the area mapped is a band of altered sedimentary rocks which carry no fossils. It is a mile wide, and consists of a hard band of greywackes 200 ·t ·300 yds. wide, flanked on both sides by contorted shales which become more micaceous as the granite-area to the east is approached. The strata have a general strike of N. 30° W., with a steep westerly dip. A large area of acid intrusive rocks occurs to the west of this band. One important element of the U.S. Bureau of Mines computer-assisted mining research program is the development of a reliable coal interface detection (CID) system. Several candidate CID concepts currently being investigated by the Bureau include use of natural gamma radiation (NGR), vibration, passive infrared, video, and radar. To help establish which CID sensor technologies need to be developed for a given seam, the Bureau has collected geological and mining practices data from over 460 underground and surface mines in the United States. Also, over 500 coal and rock samples have been obtained for laboratory analyses of ash content, sulfur content, heating value, and NGR. The Bureau's findings indicate that the immediate roof strata in 81% of the underground mines and 93% of the surface mines are made up of shale, draw slate, or claystone. The immediate floor strata in 88% of both the underground and surface mines consist of fireclay, shale, draw slate, or claystone. The results of the NGR testing indicate that the NGR method appears to be a potentially useful CID tool, provided that the immediate roof and floor are both composed of a high percentage of shale-type material.

During the present century powerful tools have been made available through the development of ferrous and. nonferrous alloys containing such elements as molybdenum, vanadium, titanium, tantalum, and tungsten, which were little used before 1900. One of the most important of these so-called rare elements is tungsten; its use ins alloys for high-speed cutting tool is partly responsible for the era of mass production. Longwall mining has a high potential for producing bulk production from a single face. Production is interrupted for a considerable time when it is necessary to move the equipment to a new block of coal. The frequency of such moves can be reduced by increasing the dimension of the block to be moved. Merely doubling the tonnage in a block to be mined may increase production by more than 21,000 tons per year. The time taken to move the equipment can be reduced by careful preplanning, industrial engineering analysis, and specially designed equipment. Reducing its move time from 30 days to five days can increase production by more than 25,000 tons per year. Increasing the panel dimensions and reducing the move time can give an increase in pretax profits of more than $600,000. A comprehensive bibliography is included.

This paper, describing the concentrator practice of the Moctezuma Copper Co., is one of a series being prepared by the Bureau of Mines. The Nacozari concentrator of the Moctezuma Copper Co. (the Mexican subsidiary of the Phelps Dodge Corporation) is located about 75 miles south of Douglas, Ariz., in the Moctezuma District of the State of Sonora. Nacozari is the southern terminus of the Nacozari Railroad, ever which all concentrate is transported to Douglas for smelting.

Diatomite, also known as diatomaceous earth, diatomaceous silica, kieselguhr, and moler, has been used extensively for many years, but only during the past two decades has it become an important industrial mineral. United States sales for 1.936-38 totaled almost 280,010 tons,7 but relatively little (with the exception of that sold by an Oregon company affiliated with a larger California company) was sold by Pacific Northwest producers. In attempting to develop some of the many Pacific Northwest diatomite deposits, these producers have been handicapped by lack of published technical information regarding processing methods and the suitability of different deposits for specific uses. To determine some of the physical and chemical properties of known Pacific Northwest diatomites, the present investigation was started in 1938 by the Bureau of Mines in cooperation with the College of Mines, University of Washington. Figure 1 shows the location of deposits sampled. Because most relatively pure diatomites can be used as concrete admixtures or as inert fillers in rubber, paints, and plastics, this investigation concentrated upon determining some filter-aid characteristics and their relationship to other physical properties. A filter-aid is a powdered material that, when added to solutions to be filtered, improves flow rate, filtrate clarity, or both. Some chemical analyses also were made.

The application of manganese in iron and steel metallurgy is very inter¬ esting historically. In general, ancient- irons and steels contained virtu¬ ally no manganese, probably because the available iron ores contained■only small amounts of the manganese oxides. Occasionally, samples of ancient irons were found to have appreciable amounts of manganese, but their presence is considered accidental and dependent upon the ore available to craftsmen of that time. Two specimens of iron (139;— made in 500 A.D. contained .negligible quantities of manganese. A sample of steel which constituted the base of .the Khan Baba pillar in India was probably processed in 12p B. C. by the1 cementa¬ tion of wrought iron. This material; contained 0.02 percent manganese and 0.70 percent carbon (20) . One Damascus-steel sword forged some time between 11'60 ' and l400 A. D. was found to contain 0.1^-i percent manganese and 0.j6l percent carbon. The manganese content of this bla.de was much higher than that of any other material of this type which has been analysed. In every other instance the manganese content was below 0.02 percent. A cast steel manufactured by the East India. Co. in India in the early nineteenth century, under the name of Wootz steel, contained rather appreciable amounts of manganese. This material was made by melting and refining fairly high-manganese pig iron prepared from high-manganese ore. Heath (106), who was working at the Co. plant between 1S20 and 1S40, was convinced that the manganese content of the steel was the determining fa,ctor in its high quality. He learned of certain difficulties English steel manufacturers were having in making even fair-grade steel, and analyses of the material indicated low manganese contents. This convinced him that.if the use of manganese could be introduced in England its steel would be greatly benefited. In consequence, he moved to England and soon was producing certain grades of ferromanganese for use with the crucible process. He recommended addition of this metallic material to the ingot mold just before pouring. It was soon found that inferior brands of steel containing only traces of manganese could be greatly improved by such additions. All metallurgists of that time became convinced

"The Port Radium leaching plant of Eldorado Mining and Refining, Limited, produces 450 t./d. of sulphuric acid leach liquor containing l. 73 g. /I. U 308. After solvent extraction, the waste solution is discarded at 0.002 g./l. U30s for a recovery of 99.8 to 99.9 per cent. The solvent is acidified with weak sulphuric acid, loaded to 4.5 g./l. U80:1 in three-stage extraction, scrubbed with water, and stripped with soda-ash solution in single-stage stripping. Caustic removes the UaOs from the pregnant strip solution as a precipitate. The slurry is filtered, re-pulped with water, and re-filtered. The pressed precipitate at 81 to 82 per cent equivalent U30s is dried and packaged. The carbon-ate filtrate is cooled to remove sodium sulphate build-up and carbonated to convert excess caustic. Reagent consumptions are 4.1, 0.22, and 0.39 pounds per 1,000 gallons of pregnant solution for Diesel oil, amine, and alcohol, respectively. Caustic consumption averages 1.3 to 1.4 pounds per pound U3O8.Extraction and stripping is accomplished in sheet-iron mixer-settlers lined with Phenoline. Piping on both circuits is Schedule 80 polyvinyl chloride. Valves are straightway Buna N lined with American Hycar diaphagms. Extensive instrumentation ensures good metallurgy with a minimum of variations and labour. Mixing in a continuous organic medium and careful acidity control are required to minimize third-phase formations. Heating the precipitate slurry is conducive to good filtering in Perrin presses with neoprene-coated, rolled-steel sectors. Sodium sulphate is crystallized from carbonate filtrate solution by batchwise cooling to 54°F. with lake water."

"A new device has been developed to directly measure the bubble loading of particle-bubble aggregates in industrial flotation machines, both mechanical flotation cells as well as flotation column cells. The bubble loading of aggregates allows for in-depth analysis of the operating performance of a flotation machine in terms of both pulp/collection zone and froth zone performance. This paper presents the methodology along with an example showing the excellent reproducibility of the device and an analysis of different operating conditions of the device itself.The device has been used to investigate the froth selectivity of attached particles. Simultaneous measurements were made using a different froth recovery measurement technique in the same flotation cell. A comparison of these techniques shows that in this case, particles are selectively detached from bubbles at or near the pulp-froth interface.INTRODUCTIONA flotation cell can be considered to operate in two distinct phases or zones; namely the pulp or collection phase and the froth phase. The pulp zone is responsible for the formation of hydrophobic particle-bubble aggregates, whilst the froth phase is responsible for the separation of these aggregates from surrounding suspended hydrophobic and hydrophilic particles. Thus, the froth phase is the grade determining phase in flotation. A measurement of the bubble load (the mass of particles attached to air bubbles in units of mass/volume) will enable the analysis of the performance of both the collection zone at creating bubble-particle aggregates and also the froth zone at separating these aggregates from surrounding pulp.A measure of froth zone performance that has been used extensively in flotation research is the Froth Recovery, Rf, of a particular system. Froth recovery is defined as the mass of particles collected in the concentrate launder by true flotation as a fraction of the mass of particles entering the froth phase. The measurement of bubble load allows for this term to be calculated easily, rather than having to go through the laborious task of, for example, changing froth depths to determine this performance criterion (Contini et al., 1988; Vera et al., 1999b; Feteris et al., 1987)."

The Massachusetts Highway Department awarded the Porter Street Outfall Project to the J.M. Cashman Company in November 1991. Timely completion of the Project in one and one half years is critical to the start of the subsequent Third Harbor Tunnel North Approach project. Existing subsurface conditions and the Project's location at Boston's Logan International Airport significantly increases the difficulty of construction. The major contractual work involves relocating a reinforced concrete double box culvert supported on a continuous wood pile foundation. This existing culvert crosses and interferes with the future Third Harbor Tunnel North Approach alignment. Two parallel culverts constructed approximately 20 feet from either side of the future Third Harbor Tunnel alignment replace the existing double box culvert structure. Under the original contract design, approximately 3,100 feet of 14 ft. by 15 ft. reinforced concrete culvert is cast in place adjacent to the west side of the Third Harbor Tunnel and is located in the center of the Airport's main service roadway, Harborside Drive. This culvert is the Porter Street Combined Sewer, PSCS, which handles a combined flow of sewerage from the East Boston community and storm water runoff from Logan Airport. In addition, approximately 2,230 feet of 17 ft. by 15 ft. reinforced concrete culvert is cast in place adjacent to the east side of the Third Harbor Tunnel and is within 20 feet of an active aircraft taxiway and heliport. This culvert is the Bird Island Flats Storm Drain, BIFSD, which handles storm water runoff from the Logan Airport airfield. The existing outfall, on the west side of the Third Harbor Tunnel alignment is to remain in service and is to be connected to the new PSCS and BIFSD culverts. Therefore, a portion of the BIFSD culvert is designed as a bridge to span 128 ft. across the Third Harbor Tunnel excavation during construction.

Discussion held at the sessions of the Canal Zone meeting, November, 1910. [SECRETARY'S NOTE.-As a result of this discussion, an expression of opinion covering all points of unanimous agreement was adopted and signed by members of the Institute party as individuals. This statement, which was printed in the Bulletin of December, 1910, is reprinted below, as an introduction to ,the detailed report of the discussion. It should be clearly understood that it does not constitute an official declaration by the Institute, the rules of which forbid any such action. At the New Haven meeting of February, 1909, a free discussion of the plan of the canal took place, in which the critics of the present scheme had full opportunity to state their views. That discussion was continued at considerable length in the newspapers ; but the Institute was never committed to either side. In this latter instance, the situation is precisely similar. Certain members and guests of the Institute, having had the advantage of later developments and of personal inspection, have expressed the conclusions at which they have arrived on their own responsibility ; and these conclusions are published by the Institute, subject to further discussion, like any other part of its proceedings. The general statement referred to contained a promise that the full discussion, of which it was a result, would be subsequently printed ; and this promise is fulfilled, so far as practicable, in the subjoined report, concerning which I beg to offer the following explanations: 1. It is made up of the remarks of the members of our party, as subsequently written out and mailed to the Secretary. 2. In editing these contributions, I have condensed the material considerably by cutting out much repetition of opinions and phrases ; and in such excision, I, frankly confess, the authors whose communications were delayed, have been the sufferers. Nevertheless, there is a good deal of repetition left, as there must be, when so many persons had talked so much, and come to agreement upon so many points. 3.
