Environmental Impact Assessment (EIA) is the accepted method for evaluating proposed mining and other industrial projects to obtain regulatory approval and to help companies plan for responsible development. Another evaluation system becoming increasingly more common for proposed projects is the Environmental, Social and Health Impact Assessment (ESHIA). An ESHIA differs from an EIA for its more comprehensive and inclusive approach to evaluate potential impacts on public health, and its ecosystem services approach to assessing biodiversity impacts. An ESHIA may also be required by certain lenders for financing major projects. Conducting an ESHIA for a proposed mining development is not without its challenges, with costs, scheduling, regulatory concordance and other constraints to be considered. This paper examines some benefits and challenges of ESHIAs and summarizes lessons learned using a case study approach.

Open-cut mining of copper ores in the western United States is a relatively new industry. At first the mining methods were mainly adapted from those used at open-cut iron mines and at quarries, but now efficient practices that are more suitable for the copper deposits have been developed. The pioneer in this field is the Utah Copper Co., of Bingham, Utah, which deserves great credit for working out much of the early procedure. Stripping began at that mine in 1906, and the large Garfield concentrator was put in commission in 1908. Next in order of development were the Nevada Consolidated Copper Co., at Ely, Nev. ; the Chino mine of the Ray Consolidated Copper Co., at Santa Rita, N. Mex. ; the New Cornelia Copper Co., at Ajo, Ariz. ; the Sacramento Hill mine of the Copper Queen Branch, Phelps Dodge Corporation, at Bisbee, Ariz.; and the open cut of the United Verde Copper Co., at Jerome, Ariz. The Sacramento Hill mine began to produce in 1923, and the United Verde open-cut mine has produced ore mainly in connection with stripping. The writer visited the Utah Copper mine in September, 1923; the Nevada Consolidated in August, 1923; the Chino in July, 1924; and the New Cornelia, the Sacramento Hill, and the United Verde open cut at various times during 1922, 1923, 1924, and 1925, mostly in connection with other work.

In 1940 the Bureau of Mines issued a report describing all the cement plants of Latin America, their design, capacity, and output, and the cement imports, exports, and requirements of the several countries. Since that time there has been such great activity in cement plant construction that a revision of the paper is highly desirable. The present compilation comprises the essential data in the previous report together with descriptions of all cement plants completed, under construction, or planned since that date and an overall picture of the supply and requirement situation of each country. Before World War I, Latin America was one of the world's largest export markets for cement. Its dependence on outside sources created no special problems of supply until the shortage of shipping and abnormally high prices of the First World War stimulated a movement toward greater self-sufficiency. Under this incentive many cement plants were constructed, and several countries were able by 1939 to manufacture enough cement for their modest needs. Substantial imports were still required for many important areas, and as the volume of demand was rapidly increasing the Latin American countries as a whole were far from self-sufficient in cement when tine Second. World War began. South and Central America depended to a large extent on European countries, chiefly Germany arid Belgium and to a smaller degree Scandinavia, United Kingdom, France, and Italy, to Supply their cement shortages. The cost of manufacture in these European countries was much lower than in the United States, and transportation expense had been kept at a particularly low level because of the two-way trade that had been developed. Ships destined for Latin American ports for coffee, tropical woods; fruits, and other native products could carry cargoes of cement on their westward voyages at very low cost In some instanced cement was taken in exchange for South American -products because cash was not available. Great Britain had withdrawn from this market to quite an extent because of low prices and because trade with its own Empire had been increasingly fostered. United States trade in cement with Latin America had been confined principally to white and other special varieties. In few places could ordinary portland cement made in the United States compete in price with the European products; although in general it was of better quality and cool d be delivered more promptly.

The Bureau of Mines, through its Minerals Availability Program (MAP), investigates the mineral supply potential of the United States and market economy countries (MEC's) for a number of minerals considered essential to the U.S. industrial base. Major activities include identification of important mines and mineral deposits, estimation of their mineral resources and production costs, and availability and sensitivity analyses. Products include data print-outs of geological and engineering information, discounted- cash-flow rate of return (DCFROR) analyses of individual mining operations, commodity availability appraisals, and analytic services to Government agencies. These products are used in assessing the mineral supply position of the United States: in setting priorities for research aimed at reducing production costs and minimizing adverse environ- mental impacts and regulatory compliance costs of mining and mineral processing operations; and in formulating and evaluating Government policies that affect minerals. Bureau MAP data and analyses have been provided to the executive and legislative branches to aid in consideration of trade, tax, and stockpile policy issues. A study of the economic potential of selected seabed mineral resources supports the regulatory responsibilities of the Department of the Interior in the U.S. Exclusive Economic Zone. Analytic studies of mineral project viability, industry competitiveness, and import dependencies were also undertaken for, or in cooperation with, U.S. and foreign government agencies, industry and trade organizations, and international lending institutions.

The study area, which comprises 28,443 acres within the Jacumba Wilderness Study Area, is in the California Desert Conservation Area, and along the U.S.-Mexico border 25 miles west of Fl Centro, CA. The U.S. Bureau of Mines evaluation of mineral resources is based on examination of mining claims, known mineral occurrences, and mineralized zones during the fall of 1983. Limestone resources were identified inside the study area; tungsten resources may he present. Metasedimentary rocks intruded by Cretaceous Quartz diorite predominate in the study area. Tungsten and some gold have been found in skarn zones along intrusive contacts; limestone deposits are in the pre-Cretaceous rocks. Tertiary and Quaternary volcanic flows, pyroclastic rocks, clay beds, and diatomite in lake deposits nave been investigated for possible non-metallic resources. Evidence of mining or prospecting was found at 26 sites in or just outside the study area. In 1983, 106 claims were held in 13 claim groups. One claimant was sporadically prospecting for gold on claims in the north part of the study area in 1983, and gravel was being mined from alluvium 1/4 mile to the east.

The Functional Performance Equation for ball milling circuits provides plant staff with a new means to improve circuit performance. However, successful execution of a plant processing performance improvement project, with verifiable improvements, requires a significant number of accompanying steps beyond using this equation. In order to identify and articulate all these steps, a study was undertaken with the metallurgical staff from two milling operations and process application specialists from a grinding media manufacturing company. “Task analysis” of improving plant grinding performance was carried out. This analysis identified the required steps, and ultimately yielded a “Plant Grinding Circuit Processing Performance Management/ Improvement System.

Mining is a significant emitter of greenhouse gases and is the focus of increasing attention from green groups and regulators. Miners need to know their own carbon emissions and how they compare with the rest of the industry. Miners and mining companies need to know where they fit in the emissions curve. Who is in the bottom quartile? This article updates data from minecost.com which detail the specific carbon dioxide emissions for over 200 mines producing 90% or more of western world copper, zinc, lead and nickel in 2009. This data shows the potential impact on mine economics of proposed carbon taxation regimes and emissions trading schemes proposed at COP 15 in Copenhagen during December.

Large-scale infrastructure construction needs to comprehensively manage risks that can impact the health and well-being of many people, from workers (temporary, contracted or full time), to families and surrounding communities. This paper starts with an analysis of incidents (injury, fatality, other damage) in tunnel construction between 2000 and 2014 and assesses the distribution of these events by continent, year, and severity of outcomes. These incidents are then analysed and mapped to a framework of hazards derived from RISKGATE (2014). A comparative register of current tunnel construction risk management guidance is derived from current Australian codes of practice and this register is also mapped to the RISKGATE framework of hazards to identify where coal industry knowledge may offer utility to the tunnelling industry.An initiative of the Australian Coal Association Research Program (ACARP), RISKGATE is an interactive online risk management system developed to assist the mining industry in implementing continual improvement in the management of major unwanted events. To date, a comprehensive knowledge base has been captured for risk management of tyres, collisions, fires, isolation, strata underground, ground control open cut, explosions, explosives, outbursts, coal bumps and bursts, human/machine interface, manual tasks, slips/trips/falls, inrush and occupational hygiene. By capturing operational knowledge from industry experts, RISKGATE provides a cumulative corporate memory at a time of high personnel turnover in the coal industry.This paper proposes and outlines how knowledge within the RISKGATE platform could be applied to managing the significant health and safety risks associated with tunnelling. The authors suggest that to varying degrees the knowledge already captured in RISKGATE is likely to be transferable to tunnelling construction operations. "A significant effort is expended on preparation of the capital estimate for feasibility studies. The development of the operating cost estimate is usually allocated a significantly smaller budget and less emphasis is placed on ensuring the accuracy of the operating cost. This paper presents a comparison of capital and operating costs of hydrometallurgy processing plants in order to demonstrate the importance that variations in operating costs have on the overall life-of-mine costs. The analysis is supported by a case study on the operating costs of a water treatment plant at an existing Australian hydrometallurgy facility at the feasibility design level. INTRODUCTIONDetermination of the economic validity of a minerals processing project is a critical outcome of a feasibility study. In many cases, the financial results of the feasibility study will determine if the project should proceed to execution. Ensuring that these results are reliable and built upon sound engineering practices allows companies to make informed decisions on resource opportunities and the selected technology.The methodology for developing a capital cost estimate at the feasibility level is well established. Specialist engineering estimators use budget quotations, first principle estimation and rules-of-thumb to develop an estimate with an accuracy of typically -10% to +15%. Cost reporting software packages are used to methodically build up the estimate from design information supplied by the engineering disciplines. Risk analysis and capital expense workshops are carried out to identify potential deficiencies in the estimate. It is widely recognized that in order to successfully produce a feasibility level capital estimate with an appropriate level of accuracy, a rigorous development process is necessary.The development of the operating cost estimate is typically less rigorous than the capital cost estimate. The operating cost is normally derived by the process engineering discipline and rarely are specialist estimators used to support the development. The allocated budget for producing an operating cost is usually smaller and less emphasis is placed on ensuring the accuracy and contingency reflect the most likely operating cost scenario."

Pt-based alloys are being developed for high-temperature applications with the aim of replacing some of the currently used Ni-based superalloys (NBSAs) in the highest temperature applications. The Pt-based alloys have a similar structure to the NBSAs, and since Pt is more chemically inert than nickel and has a higher melting point, they can potentially be used at higher temperatures, up to 1300°C, and in more aggressive environments. Several experimental Pt-based alloys were studied at Mintek, and an optimum composition was found to be Pt84:Ahi:Ru2:Cr3 (at.%). On the basis of hardness and microstructure, a later study identified a new optimum: Ptr8:A111:Ru5:Cr6 (at.%). There are at least two Pt3A1 allotropes, and the high-temperature cubic structure has better properties than the lower temperature tetragonal form, and so needs to be stabilized. This work describes the latest results obtained in transmission electron microscopy (TEM) studies of the quaternary Pt-based superalloys. These results are both interesting and important, because the samples have a higher precipitate density compared to those from earlier work. The precipitate morphology is mainly cubic, with minor areas having irregular-shaped precipitates. The high volume fraction of the precipitates is a major breakthrough, since the objective of this work is to improve the alloys. A prior disadvantage was that the proportion of the precipitates was too low in samples before this work, especially compared with the work from Germany on Pt-Al-Cr-Ni¬-based alloys as well as the NBSAs. TEM -Pt3A1 diffraction patterns were studied, and for each diffraction pattern, many possible lattice point combinations were tried, with the angle between the lattice spots as well as interplanar spacings being calculated for each phase (cubic or tetragonal) to match the measured results. An overall analysis of the diffraction results indicates that the cubic phase fitted the experimental lattice points with much lower errors compared to the tetragonal phase. Thus, with the close match achieved with the cubic structure, the structure of -Pt3A1 precipitates is likely to be cubic. X-ray diffraction has been carried out on selected samples, and the results confirmed the presence of cubic -Pt3A1 and (Pt). Different X¬ray diffractometers were used to further verify the results, and the results were also compared with those from TEM.

It is unlikely, as In the past, improvement in truck efficiency and capacity can fully offset the effects of inflation, fuel costs/shortages and ever increasing haul distances. There-fore, investigations of haulage systems less sensitive to these problems are warranted. Thus, this U.S.B.M. contract research study on alternative continuous haulage systems was prepared. This study identifies the physical, economic and technological parameters in the application of continuous haulage systems with special attention to under pit slope conveyors and skip hoisting systems. The evaluation data was gathered from extensive literature searches. European/North American mine visits, and industry comments. The study concludes that continuous underground haulage is a viable method within the proper geometric configuration.

VANADIUM was discovered in 1801 by Andres Manuel del Rio, a professor of mineralogy at the School of Mines in Mexico City. Del Rio called the new element erythronium. Later, he decided that this was not a new element but a form of chromium. Not until 1831 did Nils G. Sefström, a Swedish chemist, positively determine that the metal was a new element which he named vanadium, after Vanadis, the Scandanavian goddess of beauty. From 1831 to the 1860's and 1870's, the comparative scarcity and high cost of vanadium restricted its commercial use. Shortly after 1870, more information was obtained on the physical and chemical properties of the element. Thereafter, research on vanadium has dealt largely with its use as an alloying element in steel and nonferrous metals. Vanadium is a widely distributed element in the earth's crust. It is more abundant than many metals but is disseminated in small quantities throughout a great variety of rocks. Relatively few deposits have contained ore of a grade suitable to warrant development for vanadium alone. It is produced in conjunction with uranium, iron, titanium, aluminum, and lead-zinc ores.

This study is organized under the auspices of the Metal/Nonmetal Diesel Partnership formed by the National Institute of Occupational Safety and Health (NIOSH), the National Mining Association (NMA), the National Stone Sand and Gravel Association (NSSGA), the United Steel Workers of America (USWA) and the MARG Diesel Coalition. The ultimate objective of the study is to reduce the exposure of underground miners to diesel particulate matter (DPM) and gases, and to help in fulfilling the partnership’s goal of identifying technically and economically feasible controls to curtail particulate matter emissions from existing and new diesel powered vehicles in underground metal and nonmetal mines. The majority of current knowledge on the performance of the diesel particulate filter (DPF) systems and other control technologies is based on studies done under laboratory conditions, the results then being applied the results to on-highway vehicles. According to the best knowledge of the authors, only two comprehensive studies that were conducted recently at Noranda’s Bathurst Mining and Smelting Mine and International Nickel Company’s Stobie Mine under the sponsorship of the Diesel Emissions Evaluation Program [McGinn 2001, Bugarski and Schnakenberg 2001, Bugarski and Schnakenberg 2002] offered some insight into the problems associated with the deployment of modern DPFs to underground mining vehicles. The U.S. mining industry has expressed concern that this rather limited knowledge base is not sufficient to help them comply with the rule limiting DPM exposure of underground metal and nonmetal miners [30 CFR 57.5060 2001]. The partnership agreed that a series of comprehensive field evaluations of DPFs in several underground mines was needed to determine their viability of DPF systems and establish confidence in their performance. The first in this series of studies was the one conducted in Stillwater Mining Company’s Nye Mine, Nye, Montana. This study was conducted in two phases. The objective of the first phase was to establish the effectiveness of the selected technologies in reducing diesel emissions by using an isolated zone methodology. The objective of the second phase was to assess the effectiveness of diesel particulate filters in controlling the exposure of underground miners in actual production scenarios. As part of the first phase of the study a series of tests were conducted at Nye Mine from May 19, 2003 until May 30, 2003. The results of Phase I of the study are presented in this report.

Safety rules for installing and using electrical equipment in and about coal mines covered in this information circular supersede those previously included in Bureau of Mines Bulletin 514, issued in 1952. This revision brings these rules up to data and more nearly in line with present operating and safety practices in the industry. The, rules are intended to supplement existing existing Federal and State regulations, and no provision shall be construed to oppose or supersede any provisions of the Federal Mine Safety Codes, the Federal Coal Mine Safety Act, or the mining laws of any State. The rules were designed to permit progress, such as application of new or improved materials and equipment or use of new practices where these materials, equipment or practices retain or improve the level of safety established by these requirements. It is hoped that they will fill the need for a concise edition for mine electricians and electrical engineers, especially those who do not have ready access to more detailed rules or codes.

Soil erosion is strongly related to soil hydraulic properties. Understanding how surface coal mining affects these properties is therefore important in developing effective management practices to control erosion during reclamation. To determine the impact of mining activities on soil hydraulic properties, soils from undisturbed areas, areas of roughly graded mine spoil, areas with replaced topsoil before seeding, and revegetated areas at the Rosebud Mine in Eastern Montana were evaluated. Field and laboratory studies were conducted to determine the soil hydraulic properties of the four representative areas, including particle-size distribution, organic matter content and saturated hydraulic conductivity. Using this data, Water Erosion Prediction Project (WEPP) simulations and risk analyses were performed to investigate mining’s effects on changes in soil erosion potential. Significant differences were seen in the hydraulic properties of the soils in the representative areas due to the mining and reclamation practices at the mine. The WEPP simulations show that the potential for soil erosion increases as a result of mining activities disturbing the soil. The simulations also indicate that the erosion potential may return to pre-mining levels over time with effective revegetation practices.

THE state of development of its iron and steel industries serves as a 1eading index to the general condition of a nation's business affairs. In this paper, the authors present an economic study of the progress of this group of industries in Canada for the decade 1927-1936. The statistical data and most of the tables which accompany this article have been com-piled by John Casey, Statistician, Bureau of Mines; the text and some of the computations have been prepared by the seni0r author. The principal source of statistical information has been the publications of the Dominion Bureau of Statistics; where other sources have been consulted, they are noted in the text. All weights are given in short tons. Records for the years 1913 and 1918 are also presented in the group of tables dealing with iron ore and pig iron; they will serve as a basis for comparison with nearly normal years in the two decades prior to 1927-36, which included the abnorma1 years of the Great War. GENERAL REVIEW At the beginning of the decade under review, this group of industries had returned to almost normal production, as determined by pre-war conditions. Iron ore consumption showed a steady increase between 1927 and 1930; a marked decline began in 1930 and reached its culmination in 1932, when the recorded consumption of ore was 293,353 to11s, about 16 per cent of the average consumption during the first four years of the decade; the last four years of the decade show a gradual increase in consumption; the amount of ore used in 1936 was still slightly below the amount used ten years before, in 1927 (see Table 1, top).

This preliminary bulletin was written as the first of a series of several on the significance of drafts in steam-boiler practice, the succeeding bulletins to be along the same lines but of a more advanced character. The conclusions arrived at are tentative, and are the result of a study of one of the many problems growing out of a general plan of the United States Government to increase the efficiency with which the coals of the country are being used. Greater efficiency requires better boiler and furnace design. The experimental study of drafts on which the conclusions presented in this bulletin are based formed part of the fuel-testing investigations that were carried on by the technologic branch of the United States Geological Survey and have been transferred to the Bureau of Mines. The experiments made seem to indicate that it is possible to double or treble the capacity of a plant without making any radical changes the furnaces and boilers. These increases require about double and treble the quantities of air to be put through the fuel beds and boilers. It also seems probable that rebafHing the boilers will often permit the capacity to be doubled or trebled, while still getting more steam than formerly per pound of coal for uses outside the boiler room. These experiments were undertaken with the object of clarifying ideas concerning the passage of air through fuel beds and boilers. Measured weights of air were passed through two beds of lead shot, series, one of which remained always the same and represented a boiler; the other being varied as to size of shot and depth of bed, and representing a fuel bed. Careful observations were made of the weight of air passing through the beds per minute. All data were plotted in many charts, so as to permit the study of them from several points of view. A number of laws were deduced bearing on the relative amounts of power required to force air through fuel beds of various thicknesses, composed of various sizes of coal, and through boilers of various lengths and areas of gas passages. An important part of the discussion relates to an increase in the capacity of boilers by increasing the amount of power applied to pressure and exhausting fans and thus forcing several times as much air through the fuel beds and boilers. may be possible, as a result of these investigations, to raise the rate of working the boiler heating surface to three or even four times its present value. Such an increase would undoubtedly mean new designs of grates, stokers, furnaces, and boilers, especially fitted for high rates of working. Fan equipments designed to supply three or four times as much air under several times the pressure would be provided with more efficient engines, thus giving an additional factor favoring high-capacity working. It must be borne in mind, as stated above, that the results are tentative. It will cost money to force gases at high speeds through fuel beds and boilers, and there will soon be pressing need of such quantitative data as will enable the largest possible part of the energy imparted by the fans to be advantageously utilized. "I think that you will agree with me that we have an excellent program planned for the next three days, comprising various interesting and educational subjects by authors of prominence, which will be of keen interest to all of us in the coal industry. "The Program Committee, chairmanned by John Peperakis, has done an excellent job in securing this very splendid talent for our convention. "I would like to say a word as to the, condition of the coal industry in our part of the country as well as elsewhere. I believe we can look at it with more optimism than in the past several years, particularly in the state of Colorado, with which I am more familiar. "Annual coal production in Colorado gradually dropped from around 12 million tons during the years of World War I to as low as 8 million tons during the last war, and to less than 3 million tons in the year of 1954. We believe that it touched bottom that year, as in 1955 the state production went up again to nearly 3,400,000 tons, equivalent to an increase of 15%. As you know, the national increase in bituminous coal production for the year of 1955 was roughly 2000 over 1954. "The national increase for the first two months of 1956 over the same period of 1955 is approximately 2100.
