"Since the 1980s, China has become the predominant producer of REEs. Recently, it introduced REE export quotas and this started a world-scale REE exploration rush. REE resources are concentrated in carbonatite-related deposits, peralkaline igneous rocks, pegmatites, REE ± P veins, ion adsorption clays, placers, and some deep ocean sediments. REEs could also be derived as a by-product of phosphate fertilizer, U processing, Ti-Zr-bearing placers, and exploitation of Olympic Dam-type sub-type of IOCG deposits. The ideal REE development target would be located in a politically stable jurisdiction such as Canada. REE grade and tonnage, mineralogy, and permissive metallurgy are some of the key technical factors that could be used to screen projects. INTRODUCTIONAccording to the International Union of Pure and Applied Chemistry (IUPAC), the term “rare earth elements” (REEs) encompasses yttrium (Y), scandium (Sc), and the lanthanide series: lanthanum (La), cerium (Ce), praseodymium (Pr), neodymium (Nd), promethium (Pm), samarium (Sm), europium (Eu), gadolinium (Gd), terbium (Tb), dysprosium (Dy), holmium (Ho), erbium (Er), thulium (Tm), ytterbium (Yb), and lutetium (Lu). This definition is used throughout this paper.REEs are subdivided into light (LREE) and heavy (HREE) categories. LREEs include, Sc, La, Ce, Pr, Nd, Sm, Eu, and Gd and HREE include Tb, Dy, Ho, Er, Tm, Yb, Lu, and Y. Promethium (Pm) does not occur in nature. Concentrations of individual LREEs in the upper crust of the Earth are comparable to those of base metals. Even the least abundant REE (Lu) is about 200 times more abundant than gold.The production of REEs, reported in the form of oxides (REOs), for 2011 is estimated at 140 000 t (Figure 1a). Although high technology industries can substitute several REEs with other materials, these substitutes are typically more expensive or less effective than the REEs they replace. A number of countries, including the United States, consider several REEs essential for national security, their economy, and a general reduction in green house gas emissions. The forecasted demand for individual LREOs is much higher than that of HREOs (Figure 2). Dy, Eu, Tb, Nd, and Y are essential for the US economy and subject to predicted supply disruptions (U.S. Department of Energy, 2010)."

The Bureau of Mines is responsible for a broad spectrum of programs for meeting the diverse and changing mineral resource needs of the Nation. These programs are managed by the Director and two Deputy Directors, who formulate general policy and program direction from the Washington, D.C., headquarters. A senior advisory staff, consisting of the Chief Staff Officer, Chief Scientist, and Chief Mining Engineer, provides advice and consultation to the Director on a wide range of scientific and technical matters and acts on behalf of the Director to maintain liaisons with other government agencies, mineral industries, and professional societies. Bureau program activities are classified into two major functions: (1) Developing new and improved technology that will make the production and processing of minerals more efficient, safer and more healthful for mineral workers and the public, and more compatible with a quality environment.

Current production costs and market conditions in the potash industry of the Carlsbad area were studied to determine the potential values of the potash mineral resource that would be lost or foregone if the Waste Isolation Pilot Plant (WIPP) facility is constructed on the proposed site in that area. The purpose of the WIPP project is to investigate the possibility of developing a nuclear waste disposal plant in the salt formations at the site. Analyses were made of all potash deposits determined to be in the site. Mining and processing under the most favorable recovery systems were considered. Value determinations were based upon estimated operating and capital costs of current mine-mill operations in the Carlsbad area. This study was made for the Energy Research and Development Administration (ERDA) by members of the Federal Bureau of Mines Minerals Availability System staff.

This circular is concerned with eight nonferrous scrap metals as they generated, collected, prepared, and consumed in California. Brief reference also is included with respect to Nevada and Hawaii. Four of these scrap metals - copper, lead, aluminum, and zinc - are of major importance and make up about 95 percent of the total value, whereas the remaining four - antimony, magnesium, nickel, and tin - make up the remaining 5 percent. For convenience, the subject matter is divided into three parts, (1) Data with respect to the collection, preparation, and marketing practices that are common activities to all the nonferrous scrap metals; (2) separate discussions and statistical data with respect to each of the eight nonferrous scrap metals in California; and (3) data with respect to Nevada and Hawaii.

Analysis of adverse technical issues has traditionally relied on a snapshot of the state of the operation complemented with both the melt shop’s archived data and eyewitness accounts of adverse events. The GrafTech ArchiTech System is helping EAF shops solve problems faster by combining continuous analysis of information with statistically based alerts of process deviations. After one year of system implementation, a number of cases have been detected and communicated to melt shops worldwide. The objective of this paper is to examine a few of these cases; the early detection, statistical analysis, deviation reporting and the resulting countermeasures implemented.

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining , preparation , and utilization of coal . This mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British committee . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , Deputy Solid Fuels Administrator . The personnel of the mission consisted of H. F. Yancey, in charge , J. W. Buch, Thomas Fraser , L. L. Newman , and L. D. Schmidt of the Bureau of Mines ; H. H. Lowry , Director of the Coal Research Laboratory , Carnegie Institute of Technology; H. Recent litigation in Pennsylvania between three coal-mining companies and a private water company resulted in the payment by the coal companies of the equivalent of about $500,000 to buy a new water supply to replace that which had been damaged by acid drainage from strip mining. An investigation of the relevant facts indicates that the water could have been treated by spending about $40,000 on equipment and $15,000 yearly for chemicals, labor, and power until the contamination could be reduced about 80 pct. The water company's supply, furthermore, had deteriorated largely by reason of dry weather before stripping was begun by the coal companies. Payment to the water company should not have exceeded $300,000 and could have been as low as $100,000. Strip mining of coal is common in Pennsylvania. The most important objection to it in Pennsylvania is generally acid pollution of runoff water. An outline of the methods, therefore, that could be used to reduce such pollution, to compare acid-contaminated waters, and to treat such waters to make them satisfactory for public and industrial use is worth-while. The watershed of the West P~M Water Co. covers about 4.5 square miles, 20 miles west of Pittsburgh, and has two 90,000,000 gal reservoirs sup- plying about 1,300,000 gal daily for public and industrial use of which 450,000 gal daily are for two railroads. The pollution arises from weathered derivatives of typical "Coal Measures"

"CANMET’s Mining and Mineral Sciences Laboratories have developed the Canadian Mining Technology Network (CMT-Net), a website to provide industry with up to date information on technologies in several areas. This paper gives background on the Mineral and Metal Processing sector, describes the steps leading to the development of the websites strategy and gives a tour of CMT-Net. IntroductionThe government of Canada is developing a strategy aimed at fostering the development of value-added activities in the area of mineral and metal processing (MMP). Natural Resources Canada (NRCan) and Industry Canada will partner in delivering on this strategy. Instrumental in defining the main thrusts of the value-added strategy was a series of consultations held across Canada with representatives of companies and organizations active in the sector. The objective of the consultations was to identify barriers to the development of activities which add value in the sector, as well as point to positive factors.Following the consultations, a discussion paper was produced, “From Mineral Resources to Manufactured Products: Towards a Value- Added Mineral and Metal Strategy for Canada” (Natural Resources Canada, 1998). The paper reviews the sector’s structure and main statistical information, lists some of the positive factors and barriers to value-added activities and defines a new partnership between industry and government that will lead to more valueadded activities. The main objective of the paper is to serve as a discussion document between stakeholders during the development of the strategy."

After a stagnant performance in 1982, gross national product (GNP), industrial production, and employment increased during 1983 in nearly all industrial nations, with the U.S. performance generally leading the uneven worldwide recovery. Real U.S. GNP increased 3.3 percent in 1983 (table I). Although investment in nonresidential structures declined, total nonresidential fixed investment in the United States was up 1.5 percent following a 1982 decrease. The increase in worldwide industrial activity and demand in 1983 put greater pressure on prices in many countries. Prices increased from less than 3 percent in the Federal Republic of Germany, Japan, the Nether-lands, and Switzerland to as much as 10 percent in nearly all the other Organization for Economic Cooperation and Development nations. The annual inflation rate in the United States was 4.3 percent (based on the GNP fixed-weight price index).

Fractional distillation is the most important process in the commercial refining of petroleum. The same procedure, conducted on a small scale, is the basis of a number of analytical methods of wide application in the petroleum laboratory. The Bureau of Mines has studied apparatus and procedure for the distillation analysis of petroleum, and this report is presented as a record of developments up to the present time. The work is incomplete, but the extensive information that has been obtained to date is made available as a guide in handling laboratory distillation problems. The analytical distillation of petroleum is commonly made to determine range of boiling points or to separate the oil. into fractions for detailed examination, or both. When only one of these two ends is sought the procedure involved is notably simpler than when, as is more common, information is required regarding both boiling range and properties of fractions. Moreover the degree of minuteness of measurement and the accuracy of the data required from analytical distillations differ considerably. Often the simplest sort of comparative figures are satisfactory; other tests require complicated and highly tedious procedure. No one distillation method is universally applicable, and it is impossible for anyone group of investigators to foresee all the different kinds of requirements that may occur in the industry.

Gypsum and gypsite, used in the manufacture of plaster and plaster products, have been mined from deposits near Acme, Hardeman County, Tex., for more than 30 years. The Certain-toed Products Corp., 120 East Lancaster St., Ardmore, Pa., operates the Acme, Tex., mine. Underground hauling was done with storage-battery and Diesel-electric-powered shuttle cars. Many mining companies and individuals have manifested interest in all types of equipment powered by Diesel or Diesel-electric units, as attested by the recent increase in use of Diesel-powered equipment in underground metal and nonmetal mines. The purpose of this paper is to describe the manner in which a storage battery-powered Joy Model 60D2 shuttle car was converted to Diesel-electric power. The conversion was made, at the instance of the operating company, by Stewart & Stevens on Services, 4801 Lemon Ave., Dallas, Tex. This is believed to be the only such converted shuttle car in use.

"Before energy can be saved in the materials industry, the process must be understood. At the same time, baby boomers are starting to retire. New people are entering the field without experience and training especially in methods to save energy. Various classroom courses, seminars, books, software, and websites are available for the professional to better understand the industry with the ultimate goal to reduce energy use. This paper is a review of what is currently available with some comments on potential needs.IntroductionEnergy use is high within the materials industry. For the United States, the primary metal industry uses 8% of all energy used in manufacturing (Figure 1 )1 or 1, 736 trillion BTUs per year. Sadly, while energy use is high, energy management is not universal within the industry. Counting both internal programs and external such as the utility supplier, equipment manufacturers, federal and state programs, only 66% of primary metals companies participate in an energy management activity1.For the materials field, process heating is the majority of the energy use in a plant2. Understanding and optimizing process heating is a critical need for materials energy professionals. Surprisingly, process heating is not necessarily the work addressed within an energy program. The U.S. 2006 Manufacturing Energy Consumption Survey (see Table 1) found more primary metal companies addressing lighting with 31 % participation versus 15% with process heating work even though energy used in lighting tends to be a minor (in the range ofl-3% ofa typical plant's energy use)."

"Few issues are more important to the National Mining Association (NMA), the U.S. mining industry and NMA’s MINExpo International 2016 exhibitors than safety.Global mining safety and health is a journey necessitating continuous improvement, collaboration and innovation on the part of both mining operators and their suppliers.MINExpo 2016, which takes place Sept. 26- 28, 2016, in Las Vegas, provides attendees with the opportunity to view technologies to help refine management of mining safety and health, utilizing NMA’s CORESafety system. CORESafety ‘One of the best’Launched by NMA in 2011 and moving forward ever since, CORESafety is driving continuous improvement in safety and health performance among participating industry companies by shifting from a command-andcontrol regulatory approach to a risk-based systems approach built on the Plan-Do-Check-Act model (Fig. 1).Considered an exemplary safety and health management system, NMA’s CORESafety system helps mining operators change their approach to safety and health management by enhancing the safety and health culture throughout their organizations. Although it is challenging to consistently and completely control all the factors and variables occurring in daily mining operations, experience has shown that applying systematic controls to as many variables as possible is the most successful approach for improvement in mining safety and health.When embarking upon the development of the CORESafety framework, NMA’s leadership set an ambitious goal to eliminate fatalities and reduce the injury rate 50 percent in five years, or the “0-50-5” goal. While the goal has not been met yet, the steady progress has been extraordinary with fatalities among participating companies dropping 45 percent during the period 2011-2015 (Fig. 2). Data also demonstrate that, as participating companies increase their level of implementation, total injury rates have also declined (Fig. 3).In a September 2015 interview with NMA, Penn State University mining engineering Professor Jeffrey Kohler praised CORESafety as “an inspired and timely program that brings together key elements to achieve safety and health goals.”"

The South West Rail Link (SWRL) project involved construction of a rail line to service new residential areas in south-west Sydney. The 11 km rail line is conveyed through a short tunnel at shallow depth where it crosses beneath the eight lanes of the Hume Highway. The underpass location is one of the most heavily trafficked within Sydney’s motorway network.The New South Wales Roads and Maritime Services (Roads and Maritime), as the owner of the highway asset, had the responsibility of managing the risks to the highway and traffic associated with the tunnelling project from the pretender stage through to completion. This paper considers the primary risks and mitigation measures employed, including geotechnical investigation, and development of appropriate construction constraints and concept design of an extensive real-time survey system to monitor pavement deformation during the tunnel works.The geology comprises fresh Minchinbury Sandstone in the tunnel invert and side walls, and variably weathered Bringelly Shale in the haunch and crown. Few tunnels have been excavated in these rock types in Sydney, and there is little information relating to the in situ stresses and stress-relief deformations in these materials.During tunnel construction the monitoring data indicated unexpected surface heave of up to about 24 mm. A multiparametric back-analysis of the deformation data is presented, which provides information on the deformation mechanisms and key geotechnical parameters, including rock mass modulus and in situ stresses.The approaches and methodologies developed for the SWRL underpass were effective in maintaining the safe operation and traffic capacity of the highway throughout the construction period, and the analysis of the monitoring data provides a useful reference for similar future projects, or projects constructed in similar ground conditions.CITATION:Clarke, S J and Walker, C S, 2014. Introduction Stamp-Milling and amalgamation is, perhaps, one of the oldest processes of recovering gold from its ores. Many papers, theses, and textbooks have been written on the subject of stamp-milling practice in general, but, to my knowledge, there have been no publications describing the modern stamp-mill as designed, developed, and operated in Nova Scotia. Although it may be said that the gravity stamp-mill is the most primitive, and perhaps the crudest, crushing machine in existence, it is at the same time the most satisfactory all-round milling and amalgamating device yet contrived. Originating in Saxony, and used in North America first in Virginia and Georgia, the stamp-mill, in a primitive form, later found its way to California and Colorado. Here, it speedily developed from an affair of wood shod with iron, and operated with the crudest gearing, to substantially its present form. Briefly, it consists (see Figure 1) essentially of a series of hammers (the stamps), which fall upon a mixture of ore and water contained in a cast-iron box (the mortar). The resulting crushed ore (the pulp) is splashed out through a screen on the front of the box. For some years after the discovery of gold in Nova Scotia, in 1861, the ? arrastra and Chilean mill were used to recover the gold from the rich ores. The stamp-mill followed, and various types were used, principally the California and Gilpin County types. Then, in 1895, Mr. M. R. O'Shaughnessy, one of our foremost amalgamators, conceived the idea of a new type of stampmill, which has since become standard in Nova Scotia gold mines. This mill, unique in its design and operation, is specially adapted for the most efficient extraction and recovery of gold as it occurs in our Nova Scotian ores. It is commonly known as the Underwater Feed type, as opposed to the usual Overwater or Top Feed type, and it may be rightly termed The Nova Scotia Self-Classifying Stamp Amalgamation Mill. It is conceded by experienced mill-men that it is superior to any other type of mill for recovering the very coarse and granular gold typical of the ores of this Province. The particular installation and practice to be described in this paper is that of the Guysborough Mines, Limited, at Goldenville, Guysborough county. Emphasis will be laid on certain operating innovations of extreme simplicity and high efficiency.

Although there are exceptions, oxidized silver ores containing the higher oxides of manganese are generally refractory to hydrometallurgical methods of treatment. When these ores are of high enough grade they can be smelted; indeed, some rather low-grade ores of this type have been smelted at a profit because of their fluxing value. In the past, when these ores could not be smelted, they either were not treated or were treated at low efficiency, generally by cyanidation. The need for thorough investigation of the problem was therefore evident for some time before the writers began their research. The problem of treating manganese-silver ores seems to have been recognized first about 35 years ago by C. W. Goodale in applying pan amalgamation at Tombstone, Ariz. He attributed the low extraction of silver to the fouling of the mercury by manganese rather than to the presence of a refractory compound of manganese and silver. Although definite knowledge as to the cause of the poor extraction of silver was lacking, a more or less effective preliminary treatment, that is, a chloridizing roast, was applied.

This report provides the results of an industrial engineering study that assessed the safety and efficiency of underground ore handling in U.S. metal mines. One of the primary findings of the study was the improvement needed in controlling muck size in the ore handling stream. Oversize ore causes much additional labor, creating work stoppages and is a principal cause of accidents in metal mines. This report includes data on block caving, back cut and fill room and pillar, shrinkage stoping, and sublevel stoping.
