This publication describes mining and milling methods and costs at the Madison mine of National Lead Co., St. Louis Smelting & Refining Division, in the Fredericktown district of southeast Missouri and is one of a series prepared by the Federal Bureau of Mines on methods, practices, and costs of mining and milling throughout the United States. The are bodies of the Madison mine are known for the complexity and diversity of their are minerals. Sulfides of copper, nickel, and cobalt occur in commercial quantities with lead sulfide, which is the most valuable metallic mineral in are bodies of the Bonne Terre formation in southeast Missouri. Several attempts were made by various operators to mine the complex ores and separate the sulfide minerals before 1927 when National Lead Co. became interested in the Fredericktown district. Operating then as the St. Louis Smelting & Refining Co., the company began mining and milling ores from the Madison mine in 1944 and has operated continuously since then. A recently built refinery produces copper, nickel, and cobalt metal from a concentrate containing iron sulphides and small quantities of copper, nickel, and cobalt sulphides.

The method of Substance Flow Analysis (SFA) provides a helpful tool for the study of the industrial metabolism of a certain metal within a regional level, such as copper, lead etc. In this paper the flows and inventory of cobalt in China, 2008, were traced with the STAF model, and the situations of production, fabrication and manufacturing, use and waste management in China were introduced. The result revealed that the resource of cobalt in China was so poor that a large amount of cobalt material or cobalt products needed to be imported, and there was lack of recycling of cobalt resources.0

This paper briefly describes the principal known commercial and near commercial deposits of gold-bearing gravel end the principal placer mining operations of Idaho County, Idaho. It is one of a series of similar papers on western mining districts. The data used in writing this paper were gathered during the summer of 1937. Information concerning gold-bearing gravels was obtained from prospectors and operators, while operators supplied most of the data on mining operations. No attempt was made actually to test the gravels. The principal object of the examination was to indicate placer areas worthy of further investigation by prospective operators.

Wire rope, when used for hoisting on a mine is one of the most vulnerable units in the most expensive group of installations on the mine. With the introduction of hoisting on the Koepe sheave, a new technique was established. This innovation brought with it certain advantages which long had been recognized and which are being developed further.A need exists for the development of an infallible non-destructive testing device for wire ropes and it is axiomatic that the development and application of such a device should be coupled with the physical examination of mine hoisting systems. Therefore an integrated type of research programme is necessary in order to correlate the effect of shock loading with rope damage, which may be detected ultimately bynon-destructive means. This paper reviews certain historical aspects of investigations on this topic and it outlines a policy for research which can cope with a.c. or d.c. methods of excitation of the rope.INTRODUCTIONThe importance of wire rope in mining operations is often not fully recognized. A wire rope when used for hoisting in a mine shaft should be regarded as a "machine" forming part of a system of machines, and consequently it should be specified as such when it is purchased, it should be maintained as such during its working life, and it should be discarded only when it has done its duty and has been rendered either unsafe or uneconomic for further use.Every mine shaft, vertical or inclined, has in it one or more wire ropes which are used to transport men, material, and ore. Information regarding the occurrence and severity of the accidents, the type of equipment involved, the primary and contributing causes, and preventive measures is included. The goal of this report is to provide information that will aid mine operators and safety managers in the recognition of hazards associated with operating mobile mining equipment in an underground mining environment.

Blasting safety is a subject that cannot be overemphasized. Two years ago, a study was published describing g a series of fatal blasting accidents which took the lives of ten metal and nonmetal miners during the period of May 1973 to August 1974.1 Each accident was described, and the direct causes were delineated. In each instance, specific MESA safety regulations were violated. Four of the victims were killed by drilling into explosives; two were killed by lingering too long in the vicinity of fuse rounds; two fatalities resulted from improper guarding of shots; one blaster did not retreat far enough to avoid the blast concussion; and another used an improper tester for checking an electric blasting cap. All of these fatalities could have been avoided by adhering to the MESA blasting regulations contained in 30 CFR Part 55 (Health and Safety Standards-Metal and Nonmetallic Open-Pit Mines), Part 56 (Health and Safety Standards-Sand, Gravel and Crushed Stone Operations), and Part 57 (Health and Safety Standards-Metal and Nonmetallic Underground Mines).

Traditionally gold producers had built up hedge books to protect themselves against adverse changes in the commodity price, but diversified mining groups were staunchly opposed to hedging in any shape or form. The situation has evolved over the past few years. Gold miners have been reducing the size of their hedge books in line with the rising gold price. Commentators have talked about ædouble-digit dehedgingÆ and have suggested that this is the final countdown for gold hedge books. It sounded as if the era of hedging by mining companies was drawing to a close. But as appearances can sometimes be misleading, we decided to find out what mining companies were actually doing. Companies listed on stock exchanges are now obliged to give details of their derivatives holdings in their annual reports. Two or three years ago there was no such obligation. Our reality check was based on the latest annual report issued by three multinational mining groups; two with diametrically opposed views on hedging (Rio Tinto and Barrick) and the third (BHP Billiton) with an intermediate position. This snapshot of their derivative positions at a point in time revealed that Barrick and BHP Billiton have substantial derivatives positions (worth billions of dollars) to protect against adverse changes in foreign exchange rates and interest rates. Moreover Barrick has recently started hedging against increases in fuel prices. Despite its opposition to hedging, Rio Tinto has derivative positions worth several hundred million dollars, but these are primarily a legacy from various mergers and acquisitions over recent years or were entered into as a condition of project financing. Lastly we were surprised to discover that Barrick was holding asset-backed commercial paper (ABCP). So the idea that mining companies donÆt hedge their risks is just another urban myth.

Project cost control procedures and computer systems have enjoyed a successful and simple relationship over the past decade, thanks primarily to the proliferation of portable computers or PC's. Prior to the introduction of this technology, project control was largely a manual and somewhat onerous task of historical data compilations, with little time available for dynamic forecasting, staged planning, or pre-emptive cost control. Automated systems developed during this era were resident on "Heavy Iron" or mainframe computers and were expensive to maintain and operate. Use of these early systems was limited to large engineering, construction, and industrial concerns with the economies of scale and funding required for their successful application. Systems were either designed for critical path analysis or task scheduling, but rarely integrated with the other, much less cost control.

South Africa’s best-quality coal, located in the central Highveld basin, is becoming depleted and alternative sources of coal, such as the Waterberg coalfield, will have to be developed to supply the country with coal in the future. The quality of the coal being mined in the central basin is gradually becoming poorer. This necessitates that more of the coal be processed to improve the quality to meet customer requirements. The challenge to the coal processing industry is to process low-yielding coals to produce goodquality products and at the same time ensure that coal mining remains economically viable. This requires that more cost-effective coal processing technologies be investigated and implemented.

A series of 15, stations beginning with Potsdam and Budapest and ending with Budapest and Potsdam were occupied inn the period August, 1908, to January, 1909. The intermediate stations were all at points which had been connected by Baron Eötvös with torsion-balance traverses. The observations were made with an invariable pendulum of the standard four-pendulum type of instrument of the Geodetic Institute, made by Stückrath at Berlin-Friedenau. The observations at each of the field stations lasted-one to three days with one exception; two or three time determinations were made; four to eight series of pendulum observations were made; the error of determination of the elevation of the instrument above mean sea level ranged from 0.30 meter to 1.10 meters, with the exception of the Arad and Baja stations, where the elevation was known more accurately and averaged about ± 0.8 m, which would cause an error of ± 0.25 x 10-3 dynes. No topographic correction was applied. The values for ?g were taken from Eötvös: Report on Geodetic Observations in Hungary, especially Observations with the Torsion Balance, Budapest, 1910. The differences in ?g as determined, by the torsion balance and by the unvariable pendulum were: Kuvin-Hidegkut 1.2 km. 0.001, Livada-Kuvin 9 km. 0.001, Pankota-Livada 13 km. 0.004, Kuvin-Arad 20 km. 0.000, Pankota-Arad via Kuvin 42 42 km.0.005, Pankota- Arad via Kurtics 50 km.0.000 dynes. Oltay concludes that if the stations are close enough together and if the terrane is rather flat, the measurement of ?g with the Eötvös torsion balance is as accurate as with the invariable pendulum. -- Donald C. "INTRODUCTION These inspection standards have been prepared for use as a guide for the Federal inspection of anthracite mines. They are a revision of ""Tentative Inspection Standards for Anthracite Mines,"" published as Bureau of Mines Information Circular 7231 in January 1943 and used as a guide for Federal inspections. Numerous changes in the original standards have been made, due in part to recognition of shortages of some types of safety equipment due to the war, in part to need of additional standards to cover certain mine conditions and practices, and in part to conditions not foreseen when the original standards were prepared.Throughout these standards reference is made to determining the methane content of the mine air by using a permissible flame safety lamp. The Bureau has approved various electrical devices for the detection of methane, but it is recognized that new devices for determining the percentage of combustible gases as well as the percentage of oxygen, might be perfected for general use in mines, and therefore it may be necessary to revise certain standards to include the use of such equipment if and when the device is accepted as being permissible.About one-fourth of these standards are marked with an asterisk (*) as being of particular importance in preventing accidents in many coal mines; however, failure to carry out the suggestions made in such of the other standards as are applicable may also lead to loss of life.With continuing change in mining methods, some of these standards may become inapplicable, and further revision will be advisable. Therefore, question regarding these standards and suggestions regarding new standards should be brought to the attention of the Bureau, so that changes may be made from time to time. Numerous changes proposed by mine operators and by State mining departments have been incorporated in these standards."

The most important development that has been taking place recently relating to mining operations in New Zealand would generally be regarded as being the Resource Management Law Reform. This has been widely publicised by the Government as a comprehensive review of the laws governing New Zealand's natural and physical resources. Submissions have been sought and a free phone provided to encourage public participation. Recently a Discussion Paper has been prepared by the Core Group coordinating the review to explain progress on Phase One (Ministry for the Environment, Directions for Change: A Discussion Paper, Wellington 1988). It outlines Government decisions already taken which impinge on the Review and describes the possible models for resource management laws. However, it is possible that some fundamental practical issues of significance to the mining industry will not be addressed and may be lost sight of in the much wider issues which are to be covered. The purpose of our paper is to address one of these issues namely, the interrelationship between any new resource management legislation and the Conservation Act 1987 (as recently amended) in the context of Ministerial consents. The importance of this issue can be seen from the fact that as at 7 June 1988 there were 279 mining licence applications and 223 prospecting licence applications waiting to be determined by the Minister of Conservation. Since April 1987 only 19 mining and 13 prospecting licences have been consented to. In addition a major proportion of New Zealand's mineral resources are contained with land administered by the Department.

It's my pleasure to welcome the Rocky Mountain Coal Institute to Montana. Now that you've ended a 74 year history of meeting outside our borders, I hope you'll be back more often. Even if I can't convince you to come back before 2060, when another 74 years will be up, I'm confident the Kalispell and Flathead Lake area will do the persuading for me. In recent weeks, I've made a number of speeches around the state pointing out just how wrong the revenue projections in Montana's state government made in April of '85 were when we came to April of '86. Since the middle of this month, Montana's legislators have been in Helena struggling to balance a state budget that, by the end of fiscal year '87, threatened to be some $88 million in the red. Other western states reliant on natural resource and agricultural economies have found themselves caught in the same deflationary spiral. The "window of opportunity" I proposed and the 1985 Montana Legislature passed, couldn't have been opened at a more difficult time. What was envisioned as an incentive to expand Montana's coal production, and our tax base, ran aground on low oil prices and excess hydroelectric power. De- spite the one-third severance tax rebate offered on new coal production, year-to-date figures published in the June 2nd Coal Week show that production in Montana is down almost 10 per- cent from last year. Again, we're not alone. Production in Wyoming is down 8 percent and in North Dakota, it has dropped 13 percent. An over- all 3 percent production decline in western states looks even worse when contrasted against a 12 percent increase for your eastern competitors. Montana's "window of opportunity" had the potential to be a significant signal to your industry. That potential was quickly tempered by the inability of Arab nations to stabilize world energy prices. If any of us had forgotten, the last twelve months have reminded western states that the well-being of our natural resource economies has a tremendous impact on the ability of all levels of government to provide services. The past year has also driven home that in the world of business and in the business of the world, risk-taking is still the name of the game. The Western Governors recognize the problems facing this industry - and our states - and we're prepared to fight for the future of western coal. In the past two decades, legitimate environmental concerns have created a vast body of new legislation affecting coal producers. The industry has been required to meet new reclamation standards - tough regulations relating to ground water, air quality and wildlife habitat. To the industry's credit, coal companies have hired professionals with the technical know-how to do it right. Rather than considering reclamation laws to be an unreasonable burden, today's coal company is more likely to view its reclamation efforts as a source of corporate pride. In a sense, the industry and the agencies which regulate it have matured together . . . although at times OSM is reluctant to admit that either of us capable of or willing to play by the rules. Certainly some abuses exist and OSM's oversight has been helpful in ensuring parity between those states willing to comply and those that would rather defy federal law. Nonetheless, penalizing the more modem and responsible western coal industry for abuses that occur elsewhere is both unfair and counterproductive. Federal penalties range from "cruel and unusual" reporting requirements to the proposed electricity tax that would effectively force utilities and ratepayers who have already met the sulphur emission standards to subsidize those who have dodged their cleanup responsibilities. Automatic control of drum head continuous mining machines was investigated as a means of reducing respirable dust generated and operator variabitity. Literature survey, manufacturer interviews and mine visits were the major information sources. Technically feasible automation concepts were Identified to control sump and shear rates, cutter head elevation limits and sumping distance. These are the elements of a programmed cutting cycle which maintains peak penetrating force on the cutter, to maximize depth of cut and therefore reduce dust generation. Based on the industry surveys, successful underground hardware demonstrations must be completed in order to stimulate the market demand for these advanced control features.

The Bureau of Mines investigated the availability of fluorspar (CaF2) from 36 U.S. and 50 foreign mires and deposits in 13 countries. Only 6 U.S. properties are considered to be economic, as 29 domestic deposits were found to have an average total cost of production that was uneconomical at a breakeven (0-pct) discounted-cash-flow rate of return (DCFROR). The 50 foreign properties evaluated represent at least 55 pot of demonstrated fluorspar resources located in market economy countries and China. Al I evaluated foreign operations were found to be economic to marginally economic in January 1984 dollars when compared against published prices for each country. Reserves for 56 properties totaled 97 million metric tons (mt) (recoverable Ca F,) from demonstrated ore resources of 344 million mt that contained 123 million mt CaF2. The average total cost needed to cover all costs over the life of each operation was determined for all recoverable fluorspar products. Comparisons of ruining, beneficiation, and transportation costs per metric ton of fluorspar concentrate illustrate advantages between countries. Of the three countries with the greatest fluorspar production, China, with its high-grade, low-cost operations had the lowest weighted-average total cost of production ($38/mt concentrate), Mexico was next, at $54/mt concentrate, and benefited in U. S. dollar terms from the devaluation of the peso. The Republic of South Africa needed an average of $90/mt of concentrate to cover all costs of production at its large low-grade deposits.

Dust emission from blast demolition and other construction activities can be a nuisance; it is widely recognized that fine particles less than 10 µm in equivalent diameter (called PM10) may cause health problems. Mist spray systems, such as rain guns, sprinklers, water/surfactant sprays (or foams) etc., are some of the most effective dust suppression methods. A large amount of research has showed that when water droplets are produced in an equal amount to that of dust particles, the airborne dust is suppressed by the agglomeration of dust and mist particles. A method for generating micro-sized mist from water, achieved by the detonation of explosives in the water tube, was suggested and is called the ‘detonationdriven water bag burst system’. There are many experimentally observed limitations of the explosioninduced water break-up process. The water bag explosion tests were simulated using the AUTODYN software, in order to investigate the aerosolization mechanisms of the detonation-driven water and water break-up process into micron-sized droplets. As a result of the numerical analyses, the diffusion direction of water when detonating in the central interior part of water tube was radioactive and significantly stronger than when detonating in the bottom exterior part; this is due to the compressive flow of the volume change inside of the water tube, which resulted from the blasting wave inside of the tube, as well as the reflected pressure on the ground. Blast tests of full-scaled reinforced concrete columns were conducted to verify the effectiveness of the suggested detonation-driven water bag burst system. The water breakdown and dispersion that occurred while blasting the reinforced concrete columns were observed using a high-speed camera, and dust generation was monitored using four density detectors. The suggested detonation-driven water bag burst system showed that the average dust density decreased by up to 7 mg/m3.

A review of technical literature of the last quarter century discloses that much experimental work has been carried on in an effort to develop commercial processes for making sponge iron. In addition to the work that has been recorded, other work has been done the results of which have not been published. The degree of success or failure of these investigators does not detract from the fact that the problem has its challenging aspects and practical possibilities that encourage further investigation. The purpose of this report is to record information derived from recent experimental work that .had its 'objective the development and demonstration of one method of producing sponge iron. Work of other investigators was studied and applied wherever possible.

Exploration drilling by Joint Venture partners CRA Exploration Pty Ltd and Elders Mining PNG Pty Ltd has discovered a signif- icant copper and gold deposit at the Wafi River prospect, 60km WSW of Lae in Papua New Guinea. An indicated resource of 18Mt at 2.5g/t Au using a lg/t cutoff has been delineated in Zone A. No estimate has been determined for the separate copper occurr- ence at Rafferty's Zone but the copper will be significant to the project. Metallurgical studies on the gold indicate that the primary ore is refractory to direct cyanidation giving a highly variable and inadequate response. All conventional refractory ore oxidation techniques perform well on both ore and pyrite concentrate and oxidation occurs rapidly. No metallurgical studies on the copper mineralisation have been undertaken. Hypogene covellite and chalcocite copper mineralisation is associated with an intensely quartz-stockworked, and quartz and alunite-altered intrusive. Economically significant gold mineralisation occurs in distal subhorizontal lenses, within a sedimentary host, that plunge toward the intrusive. These lenses are sandwiched between overlying quartz and alunite-altered zones and underlying quartz and smectite zones in a mixed zone of quartz, dickite, kaolinite and illite alteration. The alteration and mineralisation is classified as a high sulphidation, epithermal style resulting from the influx of hot, acid magmatic fluids. Preliminary land ownership, road access, power supply and mine infrastructure studies are in progress. The project is currently at an advanced exploration stage.

Preliminary work being undertaken on the optimisation of decision strategies for an open-pit metalliferous deposit is presented. The Optimal Control method has been selected rather than the easier to implement Dynamic Programming method of optimisation since a fundamental criteria of Dynamic Programming is violated. Essentially a system of state equations and decision variables is developed for the operation under consideration.
