Functional mineral pigments are used in large quantities in paint, paper, plastics, rubber, textiles, agriculture, and several other industries. U.S. consumption in 1969 is estimated at over 5 million tons a year, valued at nearly $150 million, as shown in Table 1. Originally extender pigments were employed only to lower cost. They were thought of merely as adulterants to replace more expensive prime pigments and binders. However, over the years their role has become better understood, and today their main functions are: - Increasing strength, stability, and service life. - Improving surface properties. - Enhancing application and processing properties. - Extending prime pigments. - Controlling viscosity and package stability - Lowering overall costs of the finished product. The principal minerals used as functional pigments are kaolin, ground calcium carbonate, talc, and asbestos. Other minerals include barytes, attapulgite, diatomite, mica, ground silica, wollastonite, and nepheline syenite. Several synthetic products, including precipitated calcium carbonate; precipitated, gel, and fumed silica; alumina trihydrate; and barium sulfate, compete with mineral products. They are more expensive, but often have more closely controlled particle size or other properties because they can be tailor-made according to the requirements. This paper covers only natural products selling for $10 or more a ton, approximately the lower limit for pigment grades. Data refer only to consumption in pigment applications. For example, such applications as filter aids for diatomite are not included. Key properties of the major mineral pigments are given in Table 2. It is important to note that these properties are primarily physical rather than chemical. In general, these products are sold to performance specifications for what they can do rather than on chemical composition specifications on what they contain.

Critical to successful dump and heap leaching for gold, silver, copper and uranium are factors such as permeability, solution delivery to the ore, and solution recovery. This paper deals with possible techniques for successful accomplishment of these three factors. New developments as well as older techniques are discussed, together with rationale for use of some techniques in reference to others. The authors hope to present a checklist so that the ideal application to individual mine situations can be achieved. This involves a discussion of the merits of each different method and the situations for most logical application. It is hoped that such discussion will broaden the geographic areas where dump and heap leaching can be applied to include greater winter cold and tropical regions of large amounts of rainfall.

"The static shear stiffness of an immersion joint subjected to combined compression and shear forces is investigated by experiments in a test set-up. To explore the performance of the immersion joint, the compression-shear loads, which are applied on a specimen according to test protocol, are determined based on real design situation. In this test, the main focus is on the steel shear keys and the rubber sealing. For the applied loading schemes, different levels of axial force, corresponding to the water depth of the joint, are considered as well as the changing amplitudes of the shear force. The force-displacement curve is obtained and the hysteresis is observed during the whole test. The joint‘s static shear stiffness is calculated, showing to increase linearly with respect to the magnitude of the axial force. Moreover, it is found that the rubber sealing has a significant influence on the shear behavior of the joint. INTRODUCTION An immersion joint is the connecting part between two adjacent elements of an immersed tunnel. Compared to that of the bulk elements, the stiffness of the immersion joint is relatively small. When it is subjected to shear actions, whether resulting from vertical foundation settlement or horizontal earthquake movements, shear-resistance of the joint is the main concern for a safe and reliable water-proof design. A flexible immersion joint, which normally consists of a rubber seal and shear keys installed at an element end is a common solution in practice. The way in which the shear keys and the rubber seal behave in the joint together is of vital importance to a comprehensive understanding of the shear behavior of the joint. However, in literature very few experiments on the shear behavior of immersed joints are available although the flexible joints are applied in practice for more than 50 years already. O. Kiyomiya (2004) carried out both a 3-dimensional experiment and a finite element analysis for a new type of flexible joint referred to as the Crown Seal. The results indicated that this new type of joint can be applied in practice because of the effective reduction of lateral deformation. A linear model was found in the paper of Anastasopoulos et al. (2007) to describe the behavior of the shear keys, which consider that the stiffness of the shear keys tends to infinity. R.S. van Oorsouw (2008) discussed the shear capacity of concrete shear keys in segmental joints, by analyzing the influences of reinforcement and friction force between shear keys."

The major role of financial institutions in the free world in the development of mineral resources is to provide the necessary capital in the form of loans to underwrite the development of these resources by the industry on a stable and continuous basis. This capital provided by the depositors to the bank must be invested in sound projects where the degree of risk is relatively small, the return on the investment is reasonable and the time to retire the loan is of short duration. Money is, therefore, one of the important ingredients along with technology, manpower and an exploitable resource that will provide a sound economic base in this region of development. Canadian banks are similar to banks of other western nations, although each country has some differences in their banking systems. The basic difference between the American and Canadian systems is that the former employs unit banking while the Canadian utilizes the more mobile branch system, which is prohibited or restricted in the United States and some other countries. Canadian banks are the subject of this paper, so, subsequent material will relate to Canadian banks unless indicated otherwise. It will be realized by everyone that the mineral industry is only one area of the economy in which the banks are interested and to cover the subject matter in the time allowed, the topic is restricted to mineral resource development. In Canada this is a vital sector of our economy and before we outline some of the details of financing and services involved in various aspects of mineral development, a review of the Canadian mineral industry is a necessary part of the sequence of presentation. The writer presents this material as a resource engineer advising a major bank in mineral matters, so the presentation may relate more to the financial problems of the developer

Since 1950, rotary-drilled, large-diameter holes, "big holes", with depths to over 300 feet and diameters of over 30 inches have become numerous and widespread. Fifty such holes have been drilled for access shafts to LPG mined caverns, Over 70 holes have been drilled for various other commercial activities. Over 150 holes have been drilled by the AEC for atomic testing purposes. These holes have ranged up to 300-inch diameters with 1600-foot depths, 120-inch diameters with 570-foot depths, and 72-inch diameters with 4800-foot depths. Equipment is now available to drill a wide range of ?big holes? for varied requirements. At least a dozen drilling contractors are participating or have participated in the drilling of "big holes". The accompanying tables show pertinent historical, technical and economic data on over 250 holes. The illustrations to be presented concurrently with this paper show the various equipment and accessories now in use. (See Appendix I for captions of illustrations.)

The iron mine and beneficiation facilities of Marcona Mining Company are located on the coast of south central Peru. The facilities include an open pit mine, crushing, concentrator containing grinding, magnetic-separation and flotation facilities, pelletizing plants and a completely self sufficient infrastructure. Total production capability is about 10,000,000 DLTPY, of which almost 6,000,000 DLT result from the fine-grind magnetic concentrate. Over 1,500,000 DLT of fine-grind concentrate is obtained from processing high-pyrrhotite ore. Although the orebody contains quantities of oxidized primary ore and transitional ores (mixed magnetite and hematite), the principal ore is predominantly a coarsely crystalline to fine grained massive magnetite.(l-3) In the primary ore the major impurities found are silicates and the iron sulfides- pyrite and pyrrhotite. Sulfur levels typically average about three percent although levels of five percent are not unusual and some ores contain up to ten percent total sulfides. In general the silicates and pyrite are readily rejected from finely ground primary ore by magnetic separation and very basic froth flotation processes. The high iron, low sulfur concentrate produced is particularly suitable for production of high quality oxide pellets. However, pyrrhotite is not removed from the magnetite matrix by either of' these simple beneficiation methods.

The Roybal Raise incorporates the simplicity and low cost of a short bald-headed raise while overcoming the usual impediments to driving a high baldheaded raise. The concept provides for speedy excavation and maximizing the use of the excavated opening, using the rock for structural support. The design is simple: two baldheaded raises are driven parallel to one another, interconnected by dogholes about 8 m (25 ft) apart. In this fashion, the raise can be driven safely and efficiently to 60 m (200 ft) or more. When the raise is complete, the excavation requires no timber for support or partitioning. Rather, the rock itself supports the construction. As a test, a two-compartment Roybal Raise was attempted at the Independence mine in the Willow Creek District of Alaska. One side was driven 2 x 2 m (6 x 6 ft), intended for a manway and equipment skip. The other was driven 1.5 x 1.5 m (5 x 5 ft) for a muck compartment. Both sides were driven at a 65° angle from horizontal and 1 x 1 m (4 x 4 ft) dogholes spanned the 4.6-m (15-ft) pillar between the two compartments. After topping out at 50 m (160 ft), the raise was found to meet all expectations of efficiency, low cost, and practical simplicity. Technique Preparing the Roybal Raise for driving involves no elaborate or costly site prep except assembling materials and providing for muck removal. Normally, the raise muck falls directly onto the sill or track and is picked up either by an overshot mucker or a front-end loader. Raise mining proceeds initially by taking up both compartments simultaneously to the first doghole. It progresses by alternating one side as a clear manway for access with the other side, the active side, as a muck compartment (Fig. 1A). This stage proceeds quickly for no mucking or staging is required to cycle the first three rounds. On the fifth round, in addition to the normal raise round, rib holes are winged out toward the adjacent raise, thus starting the dogholes. Finally, as the sixth raise rounds are drilled and shot, the first doghole is also completed from both sides. The second stage commences by establishing one side as a clear manway for access while the other side, used as a muck compartment, is prepared for active mining. Figure 1B illustrates this step in the succession of raising with the active side advancing to the second doghole level. During this stage, services are maintained through the manway side and equipment is stowed in the doghole during blasting. As the active side advances, muck may be allowed to fill the bottom portion of that side since it is unnecessary to clear it for access. The next stage of raising involves cleaning out the former muck compartment and preparing it for use as a manway. At the same time, the former manway is prepared for advance and use as a muck compartment (Fig. 1C). As in the previous step, the same doghole is used for access and equipment storage. The active side advances until the second doghole is completed, at which point equipment and access are moved to the new doghole. From there, the active side is driven past the second doghole 8 m (25 ft) more to the third doghole level. Again, half of the doghole and the next raise round are mined. The fourth stage involves switch ing back the manway side for the muck side (Fig. ID). The new muck side is driven to the third doghole where equipment storage and access are reestablished. From there, the active side is advanced to the fourth doghole. In the same fashion, the raise is advanced to the top, alternating the manway side with the active side, maintaining access through the inactive manway, and storing equipment in the uppermost doghole. The cycle time for driving each compartment, regardless of the raise height, is greatly improved over that for normal bald-headed raises of comparable height. By storing equipment in the upper-

The West Kentucky Division of Island Creek Coal Company, which is a wholly owned subsidiary of Occidental Petroleum Corporation, operates the new Hamilton Mine. It is located six miles West of Morganfield, Kentucky, in the Northwest section of Union County, adjacent to the Ohio River in Lock 50. On July 15, 1968, a unique new coal conveying system was put in operation. This system consists of eight conveyor units carrying coal from the bottom of the mine slope ultimately to barges on the Ohio River. It is over two miles in length and has a total of 3175 connected horsepower. The river loading conveyor is the longest 72" wide conveyor in operation in this country.

"Froth flotation is the most widely used method of separating fine coal, especially coal with coking properties. However, froth flotation is not efficient for treating ultrafine coal and coarse coal particles. Our previous fundamental test results demonstrated that cavitation-generated nanobubbles around 700 nm in diameter can significantly improve coal and phosphate flotation performance over a wide particle size range. In this study, the effect of nanobubbles on the flotation performance of different particle size fractions of coal was investigated using a bank of 10-L flotation cells, a specially designed 50-mm inside diameter column and a 152-mm inside diameter column. It was found that nanobubbles that were either directly formed on or subsequently attached to the surface of coal particles during the froth flotation process improved flotation efficiency. The use of nanobubbles in a bank of mechanical cells flotation and column flotation significantly increased the flotation recovery at a given product grade. Nanobubbles increased the flotation rate constants of different coal particle sizes. The presence of nanobubbles in flotation slurry could extend the lower and the upper particle size limits for effective coal flotation.IntroductionFor minus 0.6 mm fine coal or minus 0.15 mm ultrafine coal particles, froth flotation is known to be the most efficient and the most cost-effective separation technique. However, flotation efficiency decreases sharply with ultrafine and relatively coarse coal particles. Studies have shown that the low flotation efficiency of ultrafine particles is mainly due to the low probability of bubble-particle collision (Yoon et al., 1989; Ralston and Dukhin, 1999). Enhanced flotation of fine and ultrafine coal can be achieved by increasing collision and attachment probabilities.The top size of particles that can be recovered by flotation depends on the combination of mineral properties and flotation devices. Turbulence in flotation devices is an important factor that affects the stability of bubble-particle aggregates. Even in the flotation of fine particles, bubble-particle detachment can significantly influence the kinetics of flotation taking place in mechanical cells, which provide intensive turbulent agitation (Deglon et al., 1999). Coarse particle flotation is more difficult, because increased agitation is required to maintain particles in suspension and coarse particles are more likely to detach under turbulent conditions (Mankosa and Kohmuench, 2002; Soto and Barbery, 1991). More efficient attachment of particles and improved flotation rate has been observed when tiny bubbles coexist with conventional-sized flotation bubbles (Attalla et al., 2000; Tao et al., 2010; Fan et al., 2010a, b, c, d; Fan et al., 2012)."

"INTRODUCTION The Waste Isolation Pilot Plant (WIPP) is located approximately 26 miles southeast of Carlsbad, New Mexico and is the nation’s first underground geologic repository for transuranic (TRU) and TRU-mixed waste (see Figure 1). The WIPP facility was opened for operation in 1999 when the first TRU waste shipment arrived at the WIPP facility for disposal.WIPP facility does not employ typical production aspects of a conventional mine. Instead, the mining focus is on the quality of the excavation to ensure safe disposal of TRU and TRU-mixed waste (Walls, 1991). GEOLOGY WIPP underground repository is mined within a 2,000 feet-thick bedded-halite formation (Salado Formation) (see Figure 2). The WIPP underground repository is located approximately 2,150 feet beneath the surface near the center of the Salado Formation. Geologic criterion and site-selection factors evaluated for the selection of the repository included topography, depth, thickness, lateral extent, lithology, stratigraphy, structure, erosion, dissolution, subsidence, surface water, aquifers, hydrologic transport, climatic fluctuations, manmade penetrations (U.S. Department of Energy, 1980).FACILITY DESIGN Profit did not play a major role in the WIPP’s conception like in a conventional mine. This was due to the extensive amount of additional regulations and safety controls that had to be built into the WIPP facility. Since it is nuclear and hazardous waste disposal facility, it must meet certain federal and state requirements for TRU-mixed waste. One of the major regulatory drivers for the WIPP facility is defined in the WIPP Land Withdrawal Act (LWA). One of the requirements in the WIPP LWA requires the DOE to submit documentation of continued compliance with Title 40 CFR Part 191, Subparts B, and C. These standards are regulated by the Environmental Protection Agency (EPA). The DOE must submit documentation of continued compliance (recertification) with these regulations every five years. In addition to the LWA, the Resource Conservation and Recovery Act (RCRA) is another major regulatory driver for the WIPP facility. Since the WIPP facility is categorized as a “Miscellaneous Unit” under 40 CFR, it must meet extensive environmental performance standards. These standards are defined in the WIPP Hazardous Waste Facility Permit (HWFP). The HWFP defines the terms and conditions that the Secretary of the New Mexico Environment Department has determined necessary to protect human health and the environment (U.S. Department of Energy and Nuclear Waste Partnership LLC, 2015)."

Open pit blasting can be a low cost routine or a high cost bottleneck depending on geology, environment and the operator's ability to master site conditions. Because blasting is a repetitive operation, there should be ample opportunity to optimize the process; but ordinarily this optimization is rarely achieved and then only if conditions remain consistent and predictable. Often, however, and particularly with porphyry coppers, hidden differences in rock characteristics nullify the operator's best efforts. At a porphyry copper deposit being mined by Kennecott Copper Corporation, there are all of the following rock types: oxidized and fresh porphyry, altered and silicified limestone, explosion breccia, rhyolite, sandstone, shale and several others. The units can cover large areas or be limited to a few tens of feet in maximum dimension. They are rarely visible on the bench surface and often do not show up in the bench slope. Even though the blastability of these rocks varies substantially, a generally-uniform blasting pattern was formerly used with disappointing results. Secondary blasting was often required and high bottoms occurred frequently; overblasting wasted drilling time, and explosives caused excessive throw. Several possible methods for improving the blast design were considered and a geophysical method was chosen for testing. There had been reports in the journals that seismic methods were being used in Europe as aids for blasting design. A literature search turned up work by Haxby 1/ on use of a refraction seismograph for measuring pit bench rock strength. Using his work as a springboard, equipment was purchased and a program was planned and carried out for developing, evaluating and implementing the seismic method for routine mine use. In 1991, LTV Steel Mining Company decided to close an open pit taconite mine in northeastern Minnesota, using a passive treatment approach consisting of limiting infiltration into the stockpiles and wetland treatment to remove metals. Over 50 million metric tons of sulfide-containing waste had been stockpiled adjacent to the mine during its 30 years of operation. Drainage from the stockpiles contained elevated levels of copper, nickel, cobalt and zinc. Nickel is the major trace metal in the drainages, and prior to closure annual median concentrations ranged from 1.5-50 mg/L. Copper, cobalt and zinc are also present but are generally less than 5% of the nickel values. Median pH ranges from 5.0 to 7.5, but most of the stockpile drainages have pH greater than 6.5. Based on the chemical composition of each stockpile, a cover material was selected. The higher the potential a stockpile had to produce acid drainage, the lower the permeability of the capping material required. Covers ranged from overburden soil removed at the mine to a flexible plastic liner. Predictions of the reduction in infiltration ranged from 40% for the native soil to over 90% for the plastic liner. Five constructed wetlands have been installed since 1992, and have removed 60-90% of the nickel in the drainages. Total capital costs for all the infiltration reduction and wetlands exceeded $6.5 million, but maintenance costs are less than 1 % of those for an active treatment plant. Since mine drainage problems can continue for over a hundred years, the lower annual operating costs should pay for the construction of the wetland treatment systems within seven years.

Introduction Gold mining on an industrial scale is becoming increasingly dependent on low-grade refractory sulfide ores that contain large amounts of pyrite (FeS2) and arsenopyrite (FeAsS). Gold is usually present as sub-microscopic particles dispersed evenly throughout the sulfide matrix. Without some form of preoxidation, efficient recovery of this finely disseminated gold through cyanide leaching is hampered because the surface of the sulfide particle becomes passivated and impervious to penetration of the cyanide. Traditional methods for recovery of refractory gold from arsenopyrite ores include roasting and autoclave leaching. A modem alternative method is to preoxidize the mineral using the bacterium Thiobacillus ferrooxidans prior to attempting to re- cover the gold through cyanidation. The bioleaching of arsenopyrite ores presents a problem in the mobilization of large quantities of arsenic, present both in the +5 and +3 ionic states. Dissolved arsenic species pose a dual problem: they are -1 to the bioleaching process itself through inhibition of bacterial activity, and they also pose an environmental threat. The arsenate anion (AsO2) has been shown to be more toxic to living organisms, including Thiobacillus ferrooxidans, than the arsenate anion (AsO43) (Collinet and Morin, 1989). There is some disagreement as to the fate of arsenite in bioleaching solution. Mandl, Matulova, and Docekalova (1992) reported that dissolved arsenite concentration was constant during a long-term bioleaching study of chalcopyrite using Thiobacillus ferrooxidans. Torma and Oolman (1992) report that Thiobacillus ferrooxidans has been found capable of oxidizing As3+ to As5+. The solid products of arsenopyrite/pyrite bioleaching include jarosite (MFe3(SO4)2(OH)6 where M can be K+, Na+, NH4+ or H3O+), scorodite (FeAsO4.2H2O), ferric hydroxides, and ferric hydroxysufites (Carlson et. al., 1992; Van Breemen, 1982; Lazaroff et. al., 1982). The particular species formed is a function mainly of pH. Little study has been performed on the effect of solid products on bioleaching. Pesic and Kim (1993) showed that Thiobacillus ferrooridans cells served as a nucleation sites for jarosite particles, which grew rapidly and eventually killed the cell. Most bioleaching studies are performed at low pH&apos;s (<2.0) under uncontrolled conditions. By studying bioleaching of arsenopyrite under controlled pH conditions and at higher pH&apos;s (2.0 to 3.0), the distribution of iron and arsenic between the solid and liquid phases can be controlled, and their effects studied. The objective is to develop a bioleaching process that operates at high efficiency while keeping amounts of dissolved heavy metals low. Pesic, Stohok, and Torma (1993) demonstrated the usefulness of this approach in the leaching of cobaltite (CoAsS) concentrates. Materials and Methods The focus of this study was the bioleaching of arsenopyrite ore by Thiobacillus ferrooxidans. The parameters studied included the effects of pH, and the effects of arsenate (AsO43 and arsenite (AsO2). pH studies included pH set initially but not controlled, and pH controlled continuously with NaOH or LiOH. Bioleaching results from two strains of Thiobacillus ferrooxidans with different adaptation histories were compared. Bioleaching experiments were conducted in 150 ml stirred glass reactors using a strain of Thiobacillus ferrooxidans adapted to arsenopyrite ore, supplied by the U.S. Bureau of Mines. These bioreactors were innoculated with stock cells grown on arsenopyrite ore for 14-16 days. Typical elemental breakdown for this ore was: As, 9.90%; Fe, 18.60%, Stot, 9.26%; Suifide, 7.50%; SiO2, 25.90%. Mineralogically, the ore contained both arsenopyrite and pyrite. Bioleaching efficiency was measured by withdrawing bioleach solution samples at selected intervals, filtering, and measuring the amount of dissolved cobalt, iron, and arsenic by atomic absorption spectroscopy. Because the precipitation of iron and arsenic at higher pH&apos;s would lead to unreliable results, a 100 mg tracer of cobaltite concentrate from the Blackbird mine in southern Idaho was added to solution. Dissolution of the cobaltite tracer was used to indicate bioleaching of the bulk arsenopyrite ore. "It is widely known that steel made from iron ore pellets high in phosphorus is brittle. Removal of phosphorus from iron ores such as hematite has proven to be difficult. The majority of research on phosphorus removal from hematite ores has been focused on flotation. The purpose of this study was to assess phosphorus distribution under current operations at an existing hematite concentrator and determine how efficient the plant is at removing phosphorus. Objectives included: (1) Perform a phosphorus balance at an operating plant to assess phosphorus distribution under current operations; (2) Determine phosphorus removal efficiency of each separating unit and (3) Perform a quantitative liberation analysis to determine max phosphorus removal by physical means. Liberation was quantitatively determined using wet high intensity magnetic separation (WHIMS) to separate iron ore from liberated apatite (and other nonmagnetic compounds).It was observed that 61.2% of the total phosphorus entering Plant F was rejected during current operations. The desliming process was the most efficient step at removing phosphorus (45.1% P removed), whereas the flotation step was much less effective (16.1% P removed). Liberation analyses indicated that the deslime thickener may have been more efficient at removing phosphorus than the flotation circuit due to the greater abundance of liberated phosphorus in the deslime thickener feed. The scavenger returns stream was identified as having a high concentration of phosphorus and a possible point of phosphorus removal. However, liberation analyses indicated that only 32.4% of the total phosphorus in the stream was liberated. Grinding the scavenger returns to 80% passing 5.2 µm increased the amount of liberated phosphorus in the stream to 70.4%."

An exchange of coal mine specialists was made with the USSR under an "Agreement on Exchanges and Cooperation in Scientific, Technical, Cultural, and other Fields for 1972-73," which was signed by President Nixon and Chairman Breshnev on April 11, 1972.* This exchange, in the field of coal mine safety and scientific research in hazard control technologies, was one of 16 technical exchanges covered under the above agreement. A six-man USA delegation visited the Soviet Union from September 9 to September 21, 1973. The delegation visited four deep mines, three in the Donets Basin and one in the Moscow Basin, a State Safety Research Institute, a Mine Research Station and associated Research and Design Institute, two Research and Design mining equipment institutes, and a Trade Union-sponsored health sanitarium. In Moscow, the delegation received a briefing on the Soviet coal industry from First Deputy Minister Vladimir Fedanov. A similar briefing was given to us on the Donets coal basin by the Deputy Minister S. Saratikyanz of the Ukrainian Coal Ministry. Lengthy technical discussions were held with the mines staff and research personnel at the institutes we visited. In addition, we had detailed discussions with key staff members of two combinats "Donetskugol" and "Tulaugol." In all these meetings, principal topics were matters of safety related to hazards associated with face mechanization, coal transport, methane gas control measures, gas outbursts, coal and rock outbursts, fire fighting add control, explosion suppression and control measures and other related hazard factors. There was also much discussion on miner training, miner&apos;s attitudes toward safety and accident prevention practices, and preparation and enforcement of safety rules and regulations. The delegation was very warmly received and constant attention was given to our needs. Our numerous questions were answered with candor although quite often in not as much detail as we would have liked.

Huge banks of preparation plant refuse and other non¬saleable materials have accumulated over the years in all major United States coal producing areas. These banks, esthetically and commercially undesirable, can cause air and water pollution and land reclamation and mineral conservation problems for the industry and nearby communities Although some refuse banks have been reworked to recover saleable coal, all remain and accumulation continues. Even those previously processed continue as potential hazards. Among the several problems created by refuse banks, in situ combustion is most treacherous. Of the millions of tons of major accumulations, there are at least 450 refuse banks on, fire at this time Attempts to extinguish such fires are costly, impractical and generally unfruitful. Studies are in progress to evaluate the potential of processing such materials to eliminate the combustion capability and to yield usable fuel and nonfuel products. Aspects of the study now in. development for coal refuse include: (a) evaluation of characteristics (size, sink-float, ash, sulfur and calorific value) of the coal refuse materials which are known to be highly variable, (b) development of an ignition test having significance for in situ conditions, (c) study of processing capabilities (comminution for liberation, pilot plant washing tests), and (d) investigation of potentially significant properties of fuel and nonfuel products which could be altered to enhance their market potential.. Among the latter products are lightweight aggregate, fill for mine slushing operations, construction, etc: Plans are to extend the studies to include the design, erection, and test processing of refuse with a transportable plant,; which could provide basic economic and product utilization data from several locations

Several major impediments threaten the successful delivery of tunnel and under-ground construction projects. In addition to technical design and construction risks associated with tunnel projects, many of which are well understood, budgetary pressures, funding constraints and the complexity of procuring, administering and executing multiple concur-rent projects in a large program could also have a catastrophic impact on the program?s objectives. Contributing factors often include poorly managed design, procurement, construction, managerial, organizational, market and stake-holder risks, as well as nonconforming inputs or outputs to the costs and schedule, or any other potential inabilities to deliver the required or desired results. A strategy to prevent ?failure? of a project requires a proactive and holistic approach to risk management. Through planning, identification, analysis, management, monitoring and control of the project?s risks (both threats and opportunities), attention to management of risk will in-crease the probability and impact of positive events and decrease the probability and impact of events adverse to a project?s objectives.

The Kennecott Ridgeway Mine in South Carolina is scheduled to complete mining and ore processing in the last quarter of 1999. Tailings are disposed in a 300 acre, lined tailings impoundment. To facilitate closure and reclamation, modification of the tailings impoundment operation has been adopted. Mining involved the sequenced development of two open pits. In 1996 mining of the South Pit was completed and backfilling of the pit with waste rock from the North Pit was initiated and will continue until mining ceases. Both pits will be reclaimed as fresh water lakes. This paper presents the physical, geochemical and hydrogeochemical evaluation of the operational and post operational management of the project. Comparison of the operational monitoring data against predicted performance is reviewed.
