The last decade has seen an enormous increase in the use of contractors right across the Australian mining industry. So much so that contractors now operate 33 of the 68 underground metalliferous mines around Australia and are making significant inroads into iron ore in the west and coal in the east. Safety used to be a low priority for many contractors. The picture has changed dramatically in recent years as most contractors take a far more professional approach to safety management. This paper examines the changes that have occurred and the requirements for effectively managing safety in a contracting environment.

INTRODUCTION The Ballard Siphon was built in 1935 and consists of two 91.4 cm (36-inch) diameter wood-stave pipes. These pipes convey sewer flowsunder the Ship Canal from northwest Seattle and the Ballard Regulator to the North Interceptor and the West Point Treatment plant. The siphons were constructed using open cut construction, are now buried in the sediment on the floor of the canal, and have severely limited ability to be dewatered, inspected, or cleaned. The existing siphon is 394.7 m (1,295 feet) long from the junction structure on the southern shoreline to the regulator structure on the north. The location of the Ballard Siphon is shown in Figures 1 and 2. The area around the Ballard Siphon has become more populated and developed since the siphon was built. Additionally, the Ballard Siphon is subject to high flows that are greater than the capacity of the pipelines. This has resulted in predict-able Combined Sewer Overflows(CSO?s) whenever a large, long duration rain event occurs. The aged pipeline of uncertain viability has become a critical piece of the sewer system infrastructure. Because of the age of the pipelines and their importance, a sonar survey was completed on both barrels of the Ballard Siphon in December of 2005. The sonar images appeared to indicate crown intrusion of the wood-stave pipes, which suggested that the pipes were in imminent danger of collapse. As a result, an Emergency Declaration was executed by King County and the Ballard Siphon Replacement Project was initiated. Staheli Trenchless Consultants was retained to perform feasibility studies to deter-mine the viability of using microtunneling and horizontal directional drilling (HDD) for replacement of the Ballard Siphon. For the evaluations, the preferred site location was determined to be at or near the site of the existing Ballard Siphon in order to minimize the ancillary sewer work which would accompany moving to a new site. To meet flow demands and hydraulic requirements, the replacement siphon needed a mini-mum equivalent diameter of 182.9 cm (72 inches). This could be accomplished with a number of different siphon diameters and configurations including, but not limited to, three 106.7 cm (42-inch) diameter pipelines, two 152.4 cm (60-inch) pipelines, or two 91.44 cm (36-inch) pipelines and a 121.9 cm (48-inch) pipeline.

In the UK, powered supports are normally salvaged from longwall faces on completion of production, for reuse on the next unit. Where a spare set of supports are held, the salvaged supports are often stored in underground roadways awaiting installation. One mine in the UK extracts a 5m section, and holds two sets of 2x950t powered supports, each weighing approx. 35t and having closed dimensions of 8m long, 2.5 high and 1.75m wide. As the first set would not be required for over 12 months, and because of space limitations below ground, it was decided that the supports would be left in situ, the district sealed, and reopened at a later date for support salvage. The paper described the decision making process, and the inertisation of the sealed district utilising nitrogen generated on the mine surface and piped to the point of use. The re-entry and re-ventilation of the district are also described. The paper then goes on to describe in more detail the discovery of a spontaneous combustion event that occurred in the waste behind the powered supports, and its treatment and control using extra nitrogen brought to the mine by tanker and introduced at strategic locations along the faceline via boreholes, leading to a successful salvage and re-sealing.

One of the major problems encountered with recirculatory breathing apparatus presently used by mine rescue teams is that the inspired air becomes uncomfortably, and often dangerously, hot. This is also true with self-rescuers. It is well known that man can tolerate very high dry-bulb temperatures if the wet-bulb temperature is low, but not vice- versa. The maximum tolerable, wet-bulb temperature is about 42 °C (108 °F). A continuously inhaled wet-bulb temperature above this value can cause irreversible damage to the throat and lung tissue, and wet-bulb temperatures close to it cause extreme discomfort (1) and seriously retard the capability of the man to perform useful work. A theoretical analysis, combined with experimental results, has shown that it is the carbon dioxide absorbent that is the major cause of high wet-bulb temperatures of the inspired air in the Siebe Gorman Proto 4, and in the Draeger BG 174 apparatus, both of which are used by rescue teams on South African mines (2). In the Proto 4 apparatus, the absorbent for the carbon dioxide is soda lime (calcium hydroxide). The German Draeger BG 174 also uses this absorbent but under arduous conditions such as in hot environments (50 °C, 122 °F), the use of an alkali absorbent cartridge is recommended which consists mainly of caustic soda (sodium hydroxide). Lithium hydroxide is used in some apparatus in the United States. It is clear that different absorbents will produce different quantities of heat and moisture for a given rate of absorption of carbon dioxide. The proportion of this heat and moisture which is transferred to the user depends upon how much can be removed from the recirculating air between the absorbent and the mouthpiece. This paper discusses the present methods of heat removal and describes the design and test results of a prototype evaporative cooler.

The empirical relationship between torque measured during installation and pile capacity has gained a wide acceptance in the helical pile industry in the last few decades. This paper presents a theoretical model developed to estimate torsional resistance of cohesive soils to helical pile installation. The proposed torsional resistance model was then used to establish torque factor, Kt, a factor that is widely used in the industry. The results of the study indicated that the Kt factor is a function of the load path (i.e. tension or compression), pile geometry and soil properties. The assessed Kt factors in tension and compression were validated by the results of 74 installation records and full-scale helical pile load tests. A parametric study was also performed to qualitatively assess the relative importance of different parameters that affect the Kt factors.

The purpose of this talk is to report the answers to the-'two following questions: I. What unique services does the mining industry expect of mining and mineral processing engineers? II. What suggestions does industry offer to educators to help revamp curricula to meet the needs of a changing industry? As the result of many questionnaires filled out in person by presidents, managers, superintendents, chief engineers, metallurgists, and other responsible individuals in operations and management of large and small metal and nonmetallic mining companies in the U. S., and to some extent abroad, we now have some, specific answers to the above questions. Although answers to questionnaires continue to arrive at this writing (February 10) the volume already received is sufficient to clearly justify certain conclusions and observations. A copy of the tally of the first 117 questionnaires received accompanies this report, and I am certain that a compilation of additional questionnaire data will merely reinforce, the trends in thinking that have been' established thus far. The regulations for current coal mine refuge alternative (RAs) require that there be sufficient life support to sustain survival of the maximum number of RA occupants for a minimum of 96 hours. This minimum duration assumes that rescuers can access the RA through the mine within four (4) days of the onset of the mine emergency. But what if mine rescue teams cannot reach the miners within the RA before the RA air supply is severely limited or exhausted? What could be done to extend the duration of the RA life support capability into the 97th hour and beyond? In addition, what might be done to enable more rapid rescue of the miners if they could not be reached through the mine in a timely manner? This paper describes a systems approach to address the potential need to extend the duration of RA life support beyond current design limits. New capabilities that need to be developed in advance of such a dire need include more reliable emergency communications, highly mobile and efficient drilling rigs, enhanced directional drilling techniques, and a standardized RA external life support interface along with RA internal design modifications to accommodate use of an external supply. The following sections describe the need, intent, and technology gaps associated with each of these capabilities. Government agencies and the mining industry should consider initiation of a program to investigate, design, and develop effective means of extending the current 96-hour time restriction on coal mine refuge alternative life support. The development process should begin with a focused study to refine the overall operational concept, investigate the current state-of-the art of critical technologies, identify specific technology development priorities, and make recommendations for a development program to provide in an organized, efficient, and timely manner a solution for extended refuge alternative life support and occupant rescue.

Methane gas caused an eight-month shutdown of mining operations at the Mill Creek, Phase 3, Tunnel. The gas-related shutdown occurred as the tunnel was advanced to an approximate distance of 2,700 feet, which constitutes approximately18% of the total tunnel length. The construction of an emergency ventilation shaft, a comprehensive program of de-gassing wells and an expanded gas monitoring system were used to mitigate the gas condition. When complete, this tunnel will be utilized to convey and store combined storm and sanitary sewage collected from a portion of Cleveland, Ohio and ten suburbs. This paper will provide an overview of gas related remedial measures and explain how these measures were integrated into the project to ensure safe tunneling conditions.

This project took a watershed approach in the evaluation of water-quality impacts from past mining activities and current restoration projects in the Bear Butte Creek basin, a small and well defined drainage in a heavily mineralized area of the northern Black Hills. The basin contains numerous inactive and abandoned mines as well as a currently active heap-leach surface gold mine. Bear Butte Creek normally loses all of its discharge to sinkholes in the Madison Limestone aquifer and thus can affect the water quality of this regionally important water resource. Water-quality data were analyzed, stream surveys were conducted, and two abandoned mine restoration projects were monitored to evaluate the effectiveness of the watershed approach and to identify practical remediation techniques that could be applied to other watersheds. A geographic information system (GIS) was developed to organize information on stream quality, abandoned mine locations, and other geologic and hydrologic data. The watershed approach toward assessing and reclaiming abandoned mines appears to be effective when compared to a point-source approach that might improve water quality at specific sites but not result in significant overall improvement to the watershed because of adjacent sources.

Designing an underground nuclear waste repository is a complex process. Although many decisions are involved before the design is complete, the first three--what the target horizon is, what the underground boundary is, and where the entry point will be located--are important because they establish the basis for the entire repository design. Even more important than these decisions, however, is the data on which the decisions are based. Because the current data are limited, an aggressive data gathering program is needed during the next design phase to augment information about the intricate interplay among all facets of the repository design and the geologic medium in which the proposed repository is to be developed. Although unique to modern engineering enterprises, the challenges involved in designing a repository in the unsaturated zone are within current technology and engineering practices.

Bigger flotation cells can result in larger froth surface areas and longer froth transport distances, this has been credited to impact froth recovery. Thanks to recent advancements, the newer flotation machines can be designed with different launder and crowder arrangements to enhance froth management. Nevertheless, lower head grades, complex ores and even larger mechanical flotation cells can lead to insufficient froth collection, even if the cell is equipped with the most recent flotation advancements like the center launder design. Aforementioned issue can become critical at the end of the flotation row. Increased crowding has been proven to be a solution to overcome inadequate froth recovery. However, scaling-up crowders for larger flotation cells can rise challenges, particularly in terms of structural limits and design for service. This paper presents the development journey for the Spider Crowder Upgrade, an advancement to improve froth collection in large flotation cells that are already equipped with center launders.

The dream of constructing the new Second Avenue Subway in New York has finally become reality as the first construction contract package is currently underway. This first contract requires the construction a TBM Launch Box in the middle of Second Avenue from which a Tunnel Boring Machine (TBM) will bore two tunnels south to 63rd Street. This paper will discuss the design of this contract and how construction has progressed including preparation, site constraints, utility construction and com-munity impacts while highlighting the challenges of working in an urban environment. It will also discuss moving forward on this major project outlining the remaining contract packages including their scope and status.

The features of the ‘Turbo’ froth flotation column will be discussed, including the double aeration system that improves flotation yield while not sacrificing grade, the internal launder system, and the unique feed/tailings sump that evens out flow to the flotation column preventing upset conditions. Although geostatistical techniques have been widely accepted as the standard methods for reserve calculations in the mining industry, the production data of many mines frequently differ from geostatistical estimations based on exploration and development drilling. The discrepancies in recovered metal amounts, commonly in the range between 10% and 30%, are related to different factors. Major causes vary from mine to mine. A common cause, however, is the ignorance of important geological constraints in reserve modeling. Three major factors appear to be related to such an unfortunate fact: 1) modelers are over-confident on geostatistical techniques, 2) it is difficult to establish geological models, and 3) mine schedules are too tight to allow detailed geological modeling work. Defining mineralization envelopes has been a major effort in geological modeling. Past experiences have showed that geological modeling is much mo~ demanding than the choice of sophisticated kriging estimators. Since building envelopes for complex ore bodies can be extremely tedious and time-consuming, computerized approaches are badly needed for mine modelers. A comprehensive procedure reported here is referred to as probability-assigned constrained kriging (PACK), which includes a built-in method for defining 3-d mineralization envelopes. The modeling technique is fast and accurate for complex precious metal deposits. The technique is demonstrated on a gold deposit. The estimation results are compared with blast-hole based production panels, showing that the estimated tonnage is 2.2% larger than the actual production and the average grade is 2.6% lower.

Installation of a Load Commutated Inverter (LCI) provides an economical method for conversion of a Fixed Speed Semi-Autogenous Grinding Mill into one with variable speed, qualities. Though capital intensive, the conversion appears to be one of the most cost-effective methods to gain the advantage of critical speed variations for variable ore characteristics. Expected advantages from the installation of LCI drives at the Goldstrike Mine were decreased liner wear, decreased media consumption and additional grind for increased production rates. These issues as well as construction, economics and performance will be discussed in the presentation. The utilization of the existing equipment came to play an integral part of the study and economic justification of the overall project.

This paper describes the successful management and construction of the 5.18 m (17 ft) diameter, segmentally lined, North Dorchester Bay CSO storage tunnel in Boston, MA. This 3,300 m (10,830 ft) long tunnel was mined through variable soft ground with only 6 m (20 ft) of cover, using an earth pressure balance tunnel boring machine. These extensive data collected from the projects unique automated and internet accessible geotechnical and TBM monitoring system, will be examined and used to explore the relationships between geological conditions, TBM operating parameters and measured settlements. The paper will also discuss the use of screw revolutions as an indicator of muck volume.

State and federal regulations require that surface mine overburden be investigated in advance of mining for naturally occurring earth materials that are detrimental to animal and plant life or to uses of water. Proper identification of these toxic materials is necessary to permit development of environmentally sound reclamation programs. Intensified use of present laboratory methods to meet anticipated testing demands would be both costly and time consuming. This paper discusses the desirability of and general requirements for a geophysical system capable of locating toxic zones in the overburden of surface mineable lands of the Northern Great Plains Coal Province. The paper (1) identifies the types and character of naturally occurring overburden substances that must be investigated in advance of mining, (2) discusses the economic justification for development of a geophysical system to replace or to complement conventional laboratory test methods, and (3) discusses the potential applicability of downhole geophysical methods to overburden analysis.

The use of yield index, the product of the yield and gangue rejection, for the optimization of separation processes is presented. The characteristics of the yield index are contrasted with separation efficiency calculations and applied to laboratory froth flotation and washability data. Data from continuous froth flotation tests conducted to "optimize" froth flotation using process optimization software were also evaluated with the yield index procedure.

A laser-based particle deposition (LBPD) technique has recently been developed at Michigan Technological University for patterning mesostructures made of nanoparticles and their clusters. The LBPD technique makes use of laser induced optical forces to transport and pattern nanoparticles on a variety of conductive and non-conductive substrates from nanoparticle-in-liquid suspension. A weakly focused laser beam is used to confine and propel particles along the laser beam. Confinement is accomplished by forces due to optical field gradients that act on polarizable particles and tend to move them to axis of the laser beam. The force propelling the particles along the direction of the laser beam arise from momentum conservation of photons scattered from the particles. In this paper, this novel LBPD technology is briefly reviewed, and several examples of patterning are presented. The size and morphology of mesostrips produced from gold and polystyrene nanoparticles, under a range of deposition conditions, have been characterized by optical microscopy, atomic force microscopy, and scanning electron microscopy. The results presented here demonstrate that gold and polystyrene nanoparticles deposited by LBPD can form clusters of particles. When deposited at an appropriate rate, such clusters can form multilayer mesostrips of high particle density. One goal of research on such systems is to fabricate arrays of parallel lines made up of colloidal particles having a range of surface functionalities. Such arrays have potential for application as novel microsensors for environmental sensors.

JNARDDC has evaluated bauxite deposits of India from the geo-technological point of view. During the evaluation studies, it was observed that bauxite deposits are associated with saprolite resources. During bauxite mining, various low-grade materials such as saprolite, laterite and low-grade bauxite are generated. These materials typically have low-alumina, high-iron oxide and high-silica content. Owing to their inferior quality, these materials cannot be used for alumina production and hence remain unutilized at the mine site. For the present study, the saprolite samples were collected from the Western Ghats bauxite deposits in India. The sintering studies were conducted on saprolite granules using a variety of parameters. The sintered granules were characterized, and their properties determined. The test results showed that bulk density, apparent density, porosity and refractoriness (PCE 1645–1659 °C) of the aggregates were within the range of refractory specifications. The feasibility tests carried out at the refractory industry indicated that the developed aggregates are suitable as refractory material and can substitute for calcined clay. Currently, high-purity clay resources used in the refractory industry are limited and fast exhausting; therefore, the industry is likely to face an acute shortage of raw materials, which will become more critical in the future. Therefore the sintered granules (aggregates) developed from saprolite, which is a mining waste, provide a low-cost, eco-friendly solution for the fast-exhausting resources of the high-purity clays. The developed process may change the Indian bauxite mining scenario because saprolite may substitute as a potential raw material for the refractory industry.
