This paper describes results obtained in a test program performed with new equipment, called Mini Pilot Plant, manufactured by Canadian Process Technologies. This equipment was acquired by CVRD aiming at testing flotation circuits, in a continuous closed configuration, with samples obtained from drill cores. Success of this goal would allow CVRD to establish the metallurgical performance of mineral deposits with more confidence in comparison to Locked Cycle Tests (LCT). This paper discusses the importance of assessing the ore variability and compares results obtained in LCTs and Mini Pilot Plant. Results suggest that more reliable data is obtained in MPP test.

The movement to reclaim abandoned mine sites has gained momentum as federal, state, and private organizations have increased their commitment and resources to tackle mutual, and often controversial, problems of health and safety. Numerous interorganizational agreements have been implemented to promote cooperation in the characterization of mine site hazards, development of mutually acceptable plans of remediation, and sharing of actual cleanup requirements. Working through these partnerships, the federal land management agencies have begun to focus on abandoned mine reclamation in selected, priority watersheds and other drainage basins. Although there are major difficulties to overcome, significant progress continues to be made.

The Nancy Creek Tunnel is a deep tunnel, designed to store and convey wastewater by diverting flows from trunk sewers currently at or near capacity in the northwest of the City of Atlanta. The tunnel, constructed in hard rock, has an overall length of 13,300 m (43,700 ft), and a finished diameter of 4.9 m (16 ft). The project is currently under construction by a joint venture of Obayashi/CJB for the City’s Department of Watershed Management. This paper describes the contractor’s techniques and equipment, as well as discussing challenges which were overcome. The project is scheduled to be complete in October 2005.

Sustainable Development is a very broad initiative in the mining industry, with major components running over the entire life of the mine. It likely commences with pre-exploration permitting and continues to post-mining final closure and possible land reuse. Most major mining corporations embrace the sustainability initiative, either out of a sense of social responsibility or out of necessity in order to continue doing business. But many may view the overall initiative as an added ?cost of doing business.? In many elements of sustainability, there clearly can be added cost ? some as simple as complying with self-imposed sustainability reporting. Fortunately, one major element of sustainable development can clearly be shown to reduce costs ? energy resource management. This paper will describe how the mining industry sustainable development effort differs from other industries, but can benefit from their experience in energy resource management. The mining industry can utilize proven methods from other industries to further their energy management efforts. In addition, many of the resources developed and employed to promote better energy resource management in non-mining industrial settings will be listed.

The Upper Llagas Creek Flood Protection Project in Northern California encompasses portions of the communities of Morgan Hill and Gilroy, and unincorporated areas of Santa Clara County. The project provides for flood protection improvements along Llagas Creek and two of its tributaries, West Little Llagas Creek and East Little Llagas Creek. Llagas Creek is one of the tributaries of the Pajaro River and drains a watershed of approximately 104 square miles. The river system has a history of flooding the watershed communities, and the project’s goal is to provide 100-year flood protection by creating a bypass infrastructure, including channels, cut-and-cover culverts, and a tunnel. The project has been divided into several phases. This paper describes Phase 2A, which consists of approximately 2,150 linear feet of lined horseshoe-shaped bypass tunnel measuring 14 feet wide by 12 feet high. The bypass tunnel was sequentially excavated using a combination of roadheader and controlled blasting through colluvium and weathered to fresh greenstone. The tunnel was mined near residences, requiring strict noise and vibration controls. Phase 2A also includes the construction of twin bypass concrete culverts, portal shoring, and dewatering systems. It features the use of a Design Review Board and partnering for project delivery. This case study discusses the bypass tunnel design, progress of tunnel construction, plans to complete the work, construction risks, and the software and procedural tools being used to manage the project, including ProjectWise construction management software.

Education in the mineral engineering professions is in the same flux and turmoil as is the entire minerals industry. Overcapacity in some areas, undercapacity in others, and the constant fear of substitution plague education as well as industry. The exercise in long-range planning that The Society of Mining Engineers has undertaken gives an excellent opportunity to examine the problems and the opportunities in minerals engineering education. Charge to the Committee The Educational Activities Committee was asked by the Long-Range Planning Commission (LRPC) to examine SME's future role with respect to "education policy, role and organization, education department, education board, continuing education, short courses, and extension courses." This examination is timely. It follows a reorganization of SME's Education Board designed to make the Board more efficient in its operation, more responsive to the needs of education, and more active in the setting of Society policy on education. In addition, the roller-coaster cycle of boom and bust experienced by the mineral industry in the last decade has been shared by the minerals schools and has created enrollment problems that need to be addressed promptly. Within SME there is much experience on educational issues to draw from and many problems to solve. Major Premise The committee is emphatic in espousing the philosophy that SME should support, in word and in deed, the highest possible standards that can be maintained by the minerals schools. As guardians of the various mineral engineering and scientific professions (geological engineering, geophysical engineering, mineral engineering, mineral processing engineering, and mining engineering), it is appropriate for the Society to be a watchdog for academic standards. One member of the committee put it succinctly, "We need to educate engineers and technologists, not muckers." A vital and profitable minerals industry needs professionals educated by good teachers, equipped with the most modern available methods, techniques, and knowledge, and challenged by their education to be innovative contributors to their chosen profession. Such education occurs only if it takes place in an institution that is vital and challenging. SME can enhance the quality of its membership if it works to maintain the standards of the schools that graduate new members. Education does not end with the award of a degree. It is appropriate for SME to strive for continued technical quality of its membership. To this goal, SME should maintain its attention to the process of licensing professional engineers, and it must continue and expand its efforts in continuing education for the membership. Recommendations for Action The following recommendations were submitted by the committee and then amended slightly by the full commission. The recommendations have support from the SME Board. • SME Education Coordinator and Staff Department of Education - Staff support for education should be provided by someone with experience in engineering education who would be appointed as SME Education Coordinator for all educational activities: accreditation, continuing education, student affairs, and liaison with mineral schools. The Board has approved an Education Coordinator and the position has been filled. • Advisory Committee on Education - SME should recognize, by amending its committee structure, that functions important to education are filled by SME-appointed representatives to the Accreditation Board for Engineering and Technology (ABET), its Engineering Accreditation Commission (EAC), and Technology Accreditation Commission (TAC). It is suggested that these persons, plus the chairman of the Education Council, plus two other persons appointed by the SME Board, form an advisory committee on education. The contract for the construction of the Inline Pump Station for the Milwaukee Metropolitan Sewerage District involves the sinking of three shafts and the excavation of a pump chamber. The shafts are being sunk to a depth of 104 meters and pass through 52m of sediments before encountering dolomitic bedrock. The pump chamber is constructed in dolomite. The sediments are alluvial, estuarine and lacustrine in origin, with some ice margin deposits. They comprise loosely consolidated fine to coarse grained sand, silts, clays and gravels, and they are heavily saturated with a water content often above 60%. The water table is at a depth of 3m. The dolomite is silurian, generally dense, with some clay-filled vugs and shale partings. Until 1983, underground construction in the Milwaukee area had been limited to depths of 26m in the sediments and 20m in the dolomites. Water control methods had included caissons, compressed air, extensive internal and external dewatering, and grouting. Flows of 20 liters per second were commonplace with as much as 80 liters per second being encountered in the rock. However, in 1984 work was commenced on the deep sections of the Milwaukee sewerage scheme with the letting of three major contracts including the Inline Pump Station. With excavation taking place at greater depths, it become obvious that previous methods of water control would be inappropriate. To protect against major inrushes of high pressure water in the rock, an extensive program of pre-grouting from the surface was specified. Water control in the sediments was left to the discretion of the contractor and in each case freezing was choosen. This paper describes in detail the grouting and freezing procedures.

Numerical modeling was used to design the pillars and bolting plan for a mine with weak roof and multi-seam stress condition. Previous mining experience, pillar/roof yielding and in-situ horizontal stress were considered in the models. By modeling the upper seam yielding and vertical stress transfer, a multi-seam influence zone was obtained. Appropriate pillar sizes were designed for conditions with and without upper seam stress influences. Roof support for the track and belt entries, using fully-grouted resin bolts and cable bolts, was proposed and implemented in the model. The bolting plan was evaluated under the weak roof condition.

The ability to optimise a concentrator from mill feed to final products requires a simulator which integrates comminution, classification and separation modelling. In order to model this range of processes, such a simulator must handle a variety of information about the ore. The AMIRA P9 project has developed a whole-of-concentrator simulation capability which brings together a texture-based model of mineral liberation, quantitative X-ray micro-tomography analysis to measure the inputs required by this model, and a multi-component simulator software framework. In the context of this approach, the term ?multi-component? implies the ability of the simulation to handle many particle properties simultaneously; for example size, composition, density, floatability etc. The simulation software framework provides the means to manage the flow of data around a circuit flowsheet, allowing each process model to access the information relevant to that particular model. A case study based on plant data from a gold-bearing pyrite concentrator is used to demonstrate the capabilities of the multi-component approach in simulating circuits which contain comminution and separation processes.

The Energy Act of 1992 has many users of ac-induction motors eyeing premium-efficiency motors with mixed feelings and perhaps some confusion. When the October 1997deadline arrives for compliance with the1992 standards, the winners will be the environment due to reduced need for more power generating plants and the petroleum economy because of reduced dependency on foreign oil. But what will it mean for industrial users? The most obvious benefit is the potential for smaller electricity bills. Motors account for about 64% of the electricity consumed in the United States, at a yearly cost of $112 billion. Every 1% reduction in motor demand cuts 0.64%, or $716 million, off the industry wide bill. Higher efficiency motors also run cooler. This lightens the load on air-conditioning systems and further reduces plant demand. Lower total demand can lead to lower rates by helping to minimize peak-demand surcharges. As rates increase over time, these savings get bigger.

Among the impurities present in phosphate ore, dolomite is the most difficult to remove. This is because dolomite and phosphate have similar chemical compositions and because the dissolved species of dolomite is adsorbed on the surface of the phosphate mineral. A new amphoteric surfactant was found to be a suitable collector for the separation of dolomite and phosphate. Flotation results showed that the new amphoteric collector had a high flotation selectivity for dolomite over a wide pH range. studies on the flotation of francolite and dolomite in each other's supernatant demonstrated that the dissolved ions had little effect on the selectivity of the new collector. It was found, however, that the dissolved ions were detrimental to the flotation separation using sodium oleate as collector. From a mixture offrancolite and dolomite containing 26.2% P2O5, a phosphate concentrate containing 35.2% P205 with a 90% recovery was obtained using 290 g/t of the amphoteric collector. The rejection of MgO was 81.41 %.

Plant operators in the mineral processing industry have been implementing expert systems for several years now, with the intent to increase production and reduce costs. Most systems have been installed on grinding circuits of some type and have proven that the technology is viable in that application. However, few applications on other processes have been attempted for various reasons, such as lack of reference sites, complexity of the process, lack of suitable measurements and lack of confidence in the technology. The successful application of an expert system on an Alumina Calcining kiln is the first such application in the West Indies Alumina Company (Windalco), and demonstrates how this technology can be successfully applied to other processes. The key objective of an expert system is to optimize the process. To achieve this the process must first be stabilized, followed by optimization of the operating parameters. The steps taken by this expert system to optimize the process are: • Check for abnormal conditions and deal with them using a prioritized set of special actions. • Use a selection of rule blocks to stabilize the process. • Once the process is stable, achieve additional benefits through further optimization of the process. The potential benefits that a user can expect to achieve through installing an expert system can be assessed on the basis that performance will improve from that of an "average operator" to that of the "best operator" performing at his optimum for 24 hours a day, every day. The quantifiable process benefits include: • Increased production • More consistent product quality • Reduced operating costs • Reduced standard deviation of key variables • Consistent plant operation The success of this project was measured in several ways: project implementation, realised economic benefits, and realised non-economic benefits. With a commitment to maintain the system over the long term, the longevity of the system is assured and will become an important part of the Alumina Calcining control strategy at Windalco. This paper discusses the various phases of implementing the ABB Expert Optimizer expert system, what the benefits were and the procedure that is in place to maintain the system to ensure continued long term success.

"The Riyadh Metro Project forms part of a complete new public transport system integrated in the urban planning and development of the fast growing capital city of the Kingdom of Saudi Arabia. The Design & Build project consists of 176 km of a new metro network with 57 km of double track single tunnel infrastructures, spread over six metro lines. During the design phase, geological, hydrogeological, geotechnical and geophysical site investigations were undertaken to chart the, previously uncharted, underground construction space. Different TBM solutions were selected for implementation taking due consideration of the ground conditions of each metro line. The results obtained from deep excavations for underground stations and analysis of the TBM tunneling data will be used as key input for future tunneling projects in the Riyadh and the Kingdom of Saudi Arabia. The present paper details the design conditions and presents the solutions for large diameter tunnels in karstic limestone. INTRODUCTION The High Commission for the Development of Arriyadh was established in 1974 as the organizational, planning, executive and coordinating body responsible for the development of Riyadh. Arriyadh Development Authority (ADA), established in 1983, is the High Commission’s executive, technical and administrative arm. The ADA is responsible for implementing the High Commission's organizational, planning, executive and coordinating decisions and missions (ADA 2015). One of the remits of the ADA is the preparation and execution of a transport plan for the city. The metro network is planned to be the backbone of the public transport system developed as part of the King Abdulaziz Project for Riyadh Public Transport in Riyadh. With six lines and a total length of 176.5 km (Table 1) and 85 metro stations, the metro network will cover most of the densely populated areas, public facilities, and the educational, commercial and medical institutions. The network will connect the King Khalid International Airport, the King Abdullah Financial District, main universities, Riyadh downtown and the public transport center. The public transport plan includes a future bus network with 22 lines on 1200 km and 6765 stops that will be the main feeder for the Riyadh metro network; it will also be the main mode of transportation within and around Riyadh districts (ADA 2015)."

The project involves the construction of a new aqueduct tunnel by an Earth Pressure Balance TBM tunnel for the Novaliches-Balara Aqueduct No 4 (NBAQ4) project in Metro Manila. It comprises a 7.3 km long and 3.1 m internal diameter tunnel that can deliver up to 1,000 MLD of raw water and the tunnel passes under urban residential and urban populated areas adjacent to and along Commonwealth Avenue. A new reservoir intake structure was constructed in the La Mesa reservoir by a cofferdam and the TBM breakthrough connected the reservoir to the outlet surge shaft structure and the downstream pipe network system connecting to the Balara Water Treatment Plant. The TBM incorporated a double articulated head configuration to allow tight 80 m radius curves to navigate some of the difficult alignment considerations. The alignment passed very close to some existing foundations for MRT7 and needed to clear several tight curves to remain within government land ownership. The project excavated through the local Guadalupe weak rock formations and there was minimal ground movements observed as a result of the work.

This paper suggests that pre-occupation with the random process model notised by geostatisticians may result in neglect of more promising techniques, especially since the random process model does not appear to be essential to current geostatistical procedures. Within the research project "Mine Development" funded by the "Austrian Fonds zur Forderung der wissenschaftlichen Forschung (FWF) " (funds for scientific research) between 1991 and 1993 150 underground hardrock mines in Europe, Northern America, Australia and Japan have been visited to analyze their general design and layout. The main aim of the project was to develop strategies for accessing new underground hardrock mines and to establish a mine planning database. The investigation included mines in high developed countries only, with a comparable labor cost situation. This paper presents the results of one part of the project, which deals with investigations into the influence of different parameters on the design of the primary access for a mine.

"A high altitude review of the state of the mining industry provided by a study of multifactor productivity shows a continuation of lower output year on year for the capital and labor inputs applied. The story is sadly similar for both U.S. mining and the Australian mining sector. In fact, according to PwC analysts, the world’s mining equipment productivity has declined 20 percent during the past seven years (Lumley, 2014). Although the reasons for the continuing decline in mining productivity are varied, the need for improvement is clear.The world’s mining industry fleet of more than 400 large draglines moves billions of tons of overburden and ore (phosphate, limestone, etc.) annually. This discussion will review a few of the tools available for improved productivity in dragline operations.Benchmarking equipment performance exposes the possibilitiesIn the September 2013 Mining Engineering cover story Graham Lumley and R. Adsero suggested that analyzing best practice equipment performance from an industrywide database for specific equipment performance improvement goals would be beneficial (Adsero, 2013). Benchmarking equipment performance by normalizing differences and then comparing specific measures of performance will provide a road map to improvement for those following the leaders. For those already performing at best practice levels, a benchmark confirms and bolsters what has already been achieved. As described in the SME February 2014 paper by this author, best practice is the average of the top 10 percent in annual output. Filling performance gaps identified by a comparison to best practice by investigating the details of the why and taking action to change, makes all the difference. This is true for all major mining equipment. Given the large gap between average performance and best practice performance most mining operations can benefit. Best practice performance provides a view of what is possible to the 90 percent majority of mining operations that are performing below the top 10 percent.For dragline mining operations, identifying specific characteristics and practices of leading dragline performance will provide a reference for comparison."

The National Institute for Occupational Safety and Health (NIOSH) identified hearing loss as the most common job-related disease in the United States in its 1996 National Occupational Research Agenda. Previous studies by NIOSH have shown operators of surface drill rigs without cabs are commonly exposed to A-weighted sound levels exceeding 90 dB. During hammer-drilling, A-weighted sound levels exceeding 100 dB were recorded at the operator station. NIOSH collaborated with a local drilling company to design and install a partial cab between the operator and the drill steel in an effort to reduce the sound level at the operator station. Sound level measurements in the field show the partial cab reduces the A-weighted sound level by 5-9 dB at the operator’s left ear and 2-5 dB at the operator’s right ear while hammer-drilling. This paper will briefly discuss the preliminary design of a cab and the testing of materials for construction of the prototype. Explanation of the ideas behind the prototype design and fabrication will be covered. Finally, the field test method and results will be discussed in detail.

The study evaluates the hydrological behaviour of exposed and covered waste rock dumps. The objectives were to determine the major factors influencing unsaturated flow in waste rock dumps and covers, and to improve the in-situ, laboratory and numerical modeling characterization methods. Using material properties obtained from in-situ and laboratory tests, waste rock dumps of different configurations, with and without covers, were modeled. It was found that a properly designed “Store, divert and release” (SDR) cover allows most of the water to be diverted downslope and discharged outside of the waste rock dumps. The SDR cover seems to work efficiently even in extreme storm events. The numerical modeling results show that the unsaturated hydraulic properties (e.g. air entry value and water entry value) of the materials largely control the infiltration of water into waste rock dumps.
