Treated effluent from the Clean Water Coalition (CWC) member agencies is currently discharged at an annual average rate of 6,570 l/s into the Las Vegas Wash, and is increasing annually. As the effluent flow increases, the nutrient loading of the treated effluent will approach the maximum limits allowed under the current regulations. To manage this flow while maintaining water quality in Lake Mead, the CWC is implementing a 44-km-long conveyance system. This paper discusses the geological and geotechnical aspects of the 13.4-km-long tunneled section through the River Mountains and their effect on design. The tunnel alignment traverses a heterogeneous package of volcanic and sedimentary rocks exhibiting widely variable rock conditions.

During 1996 and 1997, Oregon experienced flooding on a scale not seen in many years. Some gravel pits located near rivers experienced erosion and, in several cases, breaches between the gravel pit and the river. Initial evaluation of several sites that experienced breaches indicates that impacts to the river system are complex and vary significantly from site to site. The impacts to the adjacent river system may be viewed as both positive and negative. Several floodplain-mining sites in Oregon located in areas of historic river flow have reverted to active riverbed. In many cases, state and federal fisheries biologists and university researchers see the resulting increase in channel complexity and habitat as favorable. The Oregon Department of Geology and Mineral Industries -Mined Land Reclamation Program (DOGAMI-MLR) is performing additional studies of the impacts to the off-channel areas that resulted from the 1996 floods. More data is needed to make sound floodplain decisions regarding mining.

Staying competitive in the highly aggressive Powder River Basin is a challenge facing all operators. Any advantage that a mine utilizes to improve productivity and reduce costs could mean the difference in the tight spot coal market. Technological advances in mining equipment and data acquisition at the Eagle Butte Mine in Gillette, Wyoming result in productivity gains and increased maintenance awareness. A new overburden haulage truck fleet with an onboard payload and fault monitoring system interacts via telemetry with the loading shovel and PC's located in production and maintenance offices, enabling staff to monitor production and maintenance on a real-time basis. This paper will describe the system and highlight the benefits realized as a result of its implementation.

Since the Toronto conference in May 2002, the International Council on Mining and Minerals (ICMM) has made progress on the road to sustainability. Fifteen of the world?s largest mining and metal producing companies and twenty-five associations have made a long term commitment to ICMM to improve the environmental and social sustainability of their activities. Sir Robert Wilson (Rio Tinto) assumed the chairmanship of ICMM in October 2002. By December 2002, the Council had approved a Strategic Vision and an operating plan for 2003. Both have been posted on the ICMM website (www.icmm.com). ICMM?s Operating Plan sets out three priority tasks: - Providing strategic leadership to achieve improved sustainable development performance in the mining, minerals and metals industry. - Contributing to international policy discussions on cross-cutting issues of importance to the industry, in collaboration with national and commodity associations. - Promoting dialogue and partnership with other organizations to catalyze sector?wide sustainability initiatives.

Belt conveyors have proven themselves for many years as a dependable and low cost method of handling bulk materials at high flow rates. The success of a belt conveyor system greatly depends on the initial loading of the material on the belt. If the material is loaded on the belt at the center, at approximately the same speed and with minimum impact, then most of all belt conveyor problems disappear. Proper belt loading is primarily determined by the engineering and design of the conveyor transfer point. This paper will establish and discuss some general design criteria required for proper loading and transfer of materials from one conveyor to another. Specific attention is given to loading points, chutes, skirt board length and general design of transfer structures.

Upgrading of a low-grade titanium slag (~55% TiO2) with high silica, calcia, magnesia and iron contents has been studied using sulphation roasting technique using SO2/air gas mixture followed by hydrochloric acid leaching. XRD analysis of the sulphated slag reveals the presence of kennedyite (Fe2O3. MgO. 3TiO2), rutile (TiO2), calcium sulphate (CaSO4) and calcium silicate (3CaO.SiO2) phases. The residue after leaching contains mainly kennedyite, rutile phases and free silica with traces of calcium silicate phase. Synthetic rutile that has about 83% TiO2 can be produced at the optimum conditions. Thermodynamic calculations give rational explanations of the obtained results.

Introduction Noranda, like similar businesses, is suffering the pain of previously unheard of currency relationships, a cost structure built in better days, and conditions of gross oversupply possible in almost any commodity. Indeed, it does seem like the worst of all possible worlds is out there before us. To understand a Canadian natural resource company, you must know how the country is organized. So far as natural resources are concerned, Canada is not Canada. Canada is 10 provinces and each own the resources situated therein. Thus, the conditions of extraction, exploitation, and operation are all set by the province, while the conditions of trade and currency are set by the Federal government. This means that what may be the rule in Newfoundland may not be the rule in Manitoba or British Columbia. The second thing is that the Canadian currency has been a satellite of the US dollar for a long time. This means that we hold the unenviable and unjustified position of being the country with the second strongest currency in the world. What this has meant to us is what it has meant to an American operator. Since 1980, a pound of copper fetches 214% more for a Chilean than it does for us and a pound of zinc 115% more for a Belgian. From an American point of view, Canada is favored because its dollar is valued at 25% to 30% less than the U.S. However, because of industrial indiscretions in years past, Canada has a locked in labor cost disadvantage that is very hard to cope with. Canada has a unique situation with its labor unions. Many of the unions are, or have been, internationals and therefore gained undue strength in early days. Canada has a third political party of socialist persuasion. It is entirely funded by dues from laor union members. Thus, we have a politicized workforce. And finally, we have a public service that has the right to strike. This had made the public service unions by far the strongest now in Canada. What this means to the mining industry is that there is somebody out there blazing the trail. The unrelenting power of these public service unions probably creates a climate more conducive to excessive wage settlements in industry than would otherwise be the case. Study, Work, and Pray So what do we do when times get tough? In simple terms, we study a lot, we work harder, and we pray a great deal. We study a lot in terms of learning hitherto unknown strengths and weaknesses of our products, processes, and operations. We work hard in the sense that we do everything possible to improve our productivity. And we pray a lot because, so far, anything else we have done has not been enough. Some years ago, Noranda recognized that its principal base and precious metal operations were diminishing. To provide for the future, we should branch out into other resource type operations. These might be countercyclical and also perhaps a little more permanent. For this reason, Noranda entered the potash, aluminum, and forest products businesses. The Ouachita, Ozark-St. Francis, and Mark Twain National Forests are located within the Ozark and the Ouachita Mountains regions of southern Missouri, central and northern Arkansas, and eastern Oklahoma- an area generally referred to as the Ozark-Ouachita or Interior Highlands. These national forests share many similarities in geography, biotic resources, and areas of shared public, market, and user interests. The three national forests have joined together to evaluate the natural resources within the Highlands and to study the impacts of the forests on local and regional economies and on the people who use these national forests and their resources. Other federal, state, and local government agencies and universities have joined with the Forest Service in this project, broadening the assessment area beyond the national forest boundaries to include 107 counties in Arkansas, Missouri, and Oklahoma. The diverse, resource-related data for the as- sessment area address social, economic, terrestrial, and aquatic issues and conditions throughout the Highlands. The assessment report currently is being developed by the Forest Service and will include an accoMpanying CD-ROM. The Ozark-Ouachita Highlands assessment has provided a forum for minerals- and geology-related resources, industries, social significance, and potential to be profiled and discussed along with other critical assessment resources. The state geological agencies in Arkansas, Missouri, and Oklahoma were active contributors to this effort. Their reports and other key data bases developed and used for the minerals sections of the published assessment report will be available either as a supplemental CD-ROM or on the Internet. Updated information on the progress of the assessment report can be found at the Ouachita National Forest Website, at <http://www.fs.fed.us/oonf/ouachita.htm>. This will also include a matrix displaying the minerals in the assessment area, their occurrence by assessment-area counties, and a potential ranking, as well as information on interesting geologic features. The state and federal reports, resources, and data bases, have helped answer key questions concerning mineral resources and related issues in the Highlands:

The US economy and the demand for nonfuel minerals grew at lower rates in 1995 than in 1994. Demand for major metals, such as aluminum, copper and steel, was mixed but relatively stable. The building industry, including highway construction, helped to support modest overall growth in demand for industrial minerals. The value of processed materials of nonfuel mineral origin produced in the United States during 1995 was estimated to be $395 billion, an increase of almost 10%compared with 1994 (Fig. 1). The estimated value of US raw nonfuel minerals production during 1995 was $38billion, about 7% more than in 1994. The value of US minerals production has increased in 30 of the last 35years.

During April 1967 a Frasch sulfur mine was placed in operation near Fort Stockton, Pecos County, in West Texas. This was the first Frasch mine to recover native sulfur from a deposit not associated with the caprock of a salt dome. Since 1967 two additional mines have been opened in west Texas, another one near the first at Fort Stockton and a third one near Orla in Culberson County (Figure 2). Recoverable reserves at the Culberson County mine are estimated to be 57,000,000 long tons of native sulfur (Zimmerman and Thomas, 1969). Total recoverable reserves at the three mines probably exceed 60,000,000 long tons, Studies of the geochemical cycle of native sulfur mineralization in test Texas indicate an origin similar to the deposits on salt domes although the geologic framework is different. A comparison of the geologic setting of the west Texas deposits with the deposits in the Union of Soviet Socialist Republics as reported in the literature, reveals many similarities. INTRODUCTION Design of supports for underground chambers in rock has undergone considerable development. This becomes evident when comparing support dimensions of subway station caverns built in the U.S. over the past fifteen years. The Porter Square Station cavern, which is a part of the Massachusetts Bay Transportation Authority (MBTA) Red Line extension, is the latest in this series. It is approximately 168 m (550 ft) long, 21 m (70 ft) wide, and 14 m (45 ft) high, and has a permanent support of light steel ribs imbedded in a 0.4 m nominal (15 in) shotcrete lining. An extensive construction control instrumentation program made it possible to evaluate the performance of the cavern and its support. This evaluation, which is presented in this paper, was the objective of a research project sponsored by the Urban Mass Transportation Administration (UMTA) and jointly conducted by Haley and Aldrich, and MIT. The actually used design procedure was compared with other approaches, notably procedures based on Finite Element analyses and empirical rock mass classification methods. Support dimensions predicted with all these approaches were compared to the actual support and its performance.

Over the past several years, Svedala has developed a continuous charge monitor (CCM) for tumbling mills. It consists of a strain gauge embedded into a rubber lifter and associated electronics. This paper describes the results of a research program to evaluate the technical and economical merits of such a device on a SAG mill. The evaluation includes validation through discrete element modelling and comparison to measured static volumetric load. Inclusion of the measurement into a control strategy and its potential for condition monitoring is discussed.

Australia’s Minerals Tertiary Education Council (MTEC) has achieved several successes during its first three years of operation. This initiative was developed through the Minerals Council of Australia, in conjunction with three partner universities involved in mining engineering education. The partner universities are the University of New South Wales (UNSW); Curtin University, the West Australian School of Mines (WASM); and the University of Queensland (UQ). The collaboration between these partner universities and industry has led to the development of shared course material, cross-institutional teaching arrangements, and the development of a number of flexible, distance-based delivery programs. This article then discusses future initiatives. Importantly, the challenge is the future initiative planned to cement this collaboration by the formation of a “virtual” national school of mining engineering: Mining Education Australia (MEA). This will provide a common third and fourth year program to all three universities beginning in 2007. The common program will involve innovative teaching and learning arrangements, greater student exchange potential and a more significant input by industry into the education process.

FMC Gold&apos;s Paradise Peak Mine was one of the top two producers of mercury metal in North America in 1988 and 1989. As a by-product, elemental mercury is produced from cyanide soluble mercury minerals, primarily to reduce the health risks incurred with the refining of precious metal precipitate containing elemental mercury and mercury amalgams. A discussion of the design, primarily the Merrill-Crowe units, and permitting for the safe production of mercury will be presented. Additionally, laboratory testwork to determine the effect of mercury on reagent requirements in the Merrill-Crowe process will be discussed.

Stoping methods at the Homestake Gold Mine through 1978 had been traditional overhand cut-and-fill, shrinkage or square set. High costs, low-productivity and safety concerns prompted the mine to search for and adopt a "bulk mining" technique as a primary stoping method. Blasthole stoping had been successful but it is very development intensive, and was not suitable for the mine&apos;s accelerated mining program. Vertical Crater Retreat stoping was selected, and today accounts for over 50% of ore production. Case histories representing both the successes and failures of VCR stoping in the mine are discussed.

The smelting of copper sulphide concentrate is the dominant route in copper production (Figure 1). Heap leaching of oxidized copper ores with weak sulphuric acid together with copper solvent extraction and electrowinning has gained popularity during recent decades, and it accounts for close to 20 % of primary copper production. Heap leaching offers advantages such as lower costs and consequently the construction of a production plant at a mine site is made possible. Limited resources of oxidized copper ores, the long leaching time of chalcopyrite and inability to recover gold inhibit this growth. The HydroCopperTM process developed by Outokumpu Technology at the laboratories of Outokumpu Research, Pori, Finland, is a new chloride leaching technology /1,2/, which offers an alternative to smelting and heap leaching (Figure 1). In the HydroCopperTM process sulphidic concentrates with various mineralogy and grade can be treated at the mine site to produce high-quality copper. Instead of copper cathodes the HydroCopperTM end products are copper wire rod, copper bars or copper billets. One of the advantages of HydroCopperTM technology is that gold can also be recovered in the process simultaneously /3/. To confirm the functioning of the new process and to dimension equipment Outokumpu Technology built the HydroCopperTM demonstration plant in Pori, Finland /4/. It has a capacity of 1 metric ton of copper per day. After testing with Pyhäsalmi copper concentrate in 2003, the first commercial demonstration run with Erdenet copper concentrate took place in 2004.

In October 2006, a 7m Double Shield TBM, boring through very poor volcanic formations, was pushed back by fluid mud, which presence had not been detected during previous field investigations, due to the high covers characterizing the majority of the tunnel axis. The present work describes the investigations made to gain better knowledge of the conditions in front and all around the TBM, the special measures implemented, the exploratory and bypass tunnels excavated, the extraordinary occurrences came true during the execution of these tunnels, the drainage campaigns, the design of the chamber excavated to free the TBM, the dismounting and restarting of the TBM.

The intelligent selection of wire cloth and perforated plate for screening surfaces seems a rather confusing subject to the newcomer in aggregate processing. The proper application of various screening surfaces is a complicated one and one could consider himself an expert only after many years of working with all applications. However, part of the subject matter could be simplified considerably for, the average screen user. In this paper an attempt will be made to do this, by presenting some comparative specification data along with cost figures Unfortunately, it is impossible in the limited scope of this paper to give actual service comparison records between different cloths or cloth and plate. Anyone who has considered making actual service comparisons for competing screening media is well aware of the almost insurmountable problems Their solution would form the basis for a separate paper on that subject alone. Therefore, this paper will be limited to comparative data up to the point of installation.

Portland, Oregon’s $370 million West Side Combined Sewer Overflow Tunnel Project has completed the final phase of construction and commissioning. The construction contract, which began in September 2002, was a reimbursable cost plus fixed fee contract that followed a qualifications-based contractor procurement process and apre-construction planning phase. This paper addresses the final results of the contracting method and provides a lessons-learned case history. Specific items addressed include the benefits realized from the contracting method, areas of improvement, final costs compared to the original contract estimates, design changes and schedule impacts, and subcontract management issues.
