This paper describes the various new computer-aided techniques being used by economists in the construction of economic models. It discusses the relevance of these techniques to mining industries. In particular, it describes their role in making it possible to obtain better estimates of future price and demand developments on the markets on which metals are sold, and how these estimates can be used to improve forward planning by mining companies.

The June General Meeting of the Branch was held in the St. Helena Club on Wednesday, 18th June, 1969. Mr J. G. Kirchner (Chairman of the O.F.S. Branch) was in the chair. Grobler seconded a motion that Messrs J. G. Kirchner, J. N. Saunders and M. G. Cullen be elected scrutineers in the forthcoming election of Committee Members. GENERAL BUSINESS The Chairman announced that a visit to the South African Railways Workshops in Bloemfontein had been arranged for the 23rd July, 1969 and expressed the hope that this would be well patronised. TALKS The Chairman called first on Mr D. E. Couperthwaite to present his paper on 'Heavy media separation' and then on Mr A. F. Leger to present his paper on 'Engineering plastics'. Both presentations, which were illustrated with diagrams, proved of great interest to all members. A vote of thanks to both speakers was proposed by Mr T. Zadkin. CLOSURE After thanking the speakers, the Chairman thanked all present for their attendance and declared the Meeting closed at about 9.30 p.m. Refreshments were then served.

Scandium can be recovered from waste streams of other metallurgical processes such as red mud from the Bayer process and titanium dioxide acid waste. This is accomplished by an integrated process comprising leaching using acidic media, solvent extraction using organic solvents and stripping of Sc from the organic phase using NH4F solutions. The precipitation of scandium as (NH4)3ScF6 from NH4F strip liquors has been demonstrated at lab-scale with recoveries and purities greater than 98% and 98.3%, respectively. It is desired to assess the possibility of recovering the solvents for re-use in the process to improve its economy and environmental friendliness. Investigations have been conducted to recover alcohol by simple distillation from strip liquor-alcohol mixtures containing about 50 v/v% alcohol. The mixtures were obtained after anti-solvent precipitation of (NH4)3ScF6 using an alcohol to strip liquor volumetric ratio of 1:1. The starting strip liquor contained about 2000 mg/L scandium in 3 mol/L NH4F solution. In the recovery of methanol, the first distillate product collected had a purity of about 87 v/v% and this decreased slightly with time over two hours. The methanol distillate collected in the first 30 minutes with a purity of ca. 85 v/v% was re-used in anti-solvent crystallisation of (NH4)3ScF6 from the initial strip liquor, and the scandium recovery attained was about 98.6 w/w%, almost similar to that of 99.2 w/w% obtained using 100 v/v% methanol. For ethanol recovery, the first distillate product collected was approx. 84 v/v% pure and the distillate collected in the first 30 minutes with a purity of about 75 v/v% achieved a scandium recovery of about 97.2 w/w% in comparison to 98.5 w/w% obtained using 100 v/v% ethanol during anti-solvent crystallisation. In the processing of sulfidic ores, pyrite is usually depressed and ends up in the tailings. However, pyrite is the most common species responsible for acid mine drainage (AMD) due to its spontaneous oxidation. This AMD affects the tailing chemical stability by dissolving some toxic or heavy metals species such as As, Cd, Co, Pb, and Zn, which can migrate into the surrounding ecosystems. Therefore, the strategies to reduce pyrite’s environmental impacts are a crucial point to produce more chemically stable tailings. Consequently, numerous studies have been made to find procedures that could inhibit or restrain AMD. This work aims to develop a procedure for designing conceptual flotation circuits that can produce tailings with low content of pyrite and to assess this type of circuit with traditional flotation circuits. The method consists of applying optimal flotation design where three products are considered: metal concentrate, pyrite concentrate, and tailing with low content of pyrite. Two approaches are considered; in the first, a flotation circuit is designed to generate a concentrate rich in all sulfide minerals and to obtain a tail with low pyrite content. Then, a second flotation circuit is designed for the selective separation of the bulk into metal concentrate and pyrite concentrate. This is called fractional separation design. In the second approach, a flotation circuit design is realised that generate the three products simultaneously. This is called integrated separation design. Both fractional separation design and integrated separation design are assessed in this paper. This methodology is focused on cleaner production (waste prevention and resource minimisation) rather than end-of-pipe technology (treat existing waste). The methodology was applied to a copper sulfide ore from a local company in the Antofagasta region (Chile). This ore contains chalcocite, covellite, iron oxides, and pyrite. As a token of their gratitude, former pupils of Professor Lucien Denoel, a lecturer on coal-mining in the University of Liege, over a period of forty years, have founded the LUCIEN DENOEL prize. It is awarded, regardless of nationality and diplomas, to the author of a thesis dealing with coal-mining, ventilation, mine-draining methods, the use of explosives in the mine or coal-preparation. The thesis must show a truly scientific approach and considerable originality, and must not have been dealt with in a previous publication. The prize is 60.000 Belgian francs. The articles must be written in French, Dutch, German or English, and contain not more than 10,000 words, figures included. They must be forwarded, in triplicate, to the 'Jury du Prix Lucien DENOEL, c/o A.I.Lg., 22, rue Forgeur, Liege, Belgium,' before 1st July, 1970. The examining board reserves the right to publish the winning thesis in a Belgian magazine.

The heavy-minerals plant at the Palabora Mining Company treats 25 to 30 kt of new feed daily. The U3Og value of the ore averages approximately 40 p.p.m. The circuit consists of four stages of upgrading on 68 Reichert cones, fol. lowed by a jig and 30 table decks. The paper describes how feed-distribution problems have been overcome and the methods used for monitoring and controlling the cone performance. The adaptation of a standard jig for the recovery of fine minerals is discussed, and a method of 'table agglomeration, for the recovery of coarse refractory copper sulphide is described. The tables consist of polyurethane-covered fibreglass decks, and their operation is controlled according to measurements of the uranothorianite content of the concentrates and middlings by means of a nuclear scintillation counter. The upgrading ratio of the uranium mineral by gravity concentration is 1000:I, baddeleyite (ZrO.) being recovered as a by product.

An account is given of a study on the non-oxidative dissolution in aqueous acidic solutions of nickel sulphides of different stoichiometric composition, in which a rotating ring-disc electrode was used. The rate of dissolution was found to depend on the potential of the sulphide and the nickel-to-sulphur stoichiometric ratio. A maximum rate for the dissolution of nickel from nickel sulphides containing an excess of nickel was recorded at potentials around -0,2 to -O,3V. The rate decreased markedly at more anodic potentials. For nickel-deficient nickel sulphides, the nonoxidative dissolution rate increased with a cathodic shift in potential. Under open-circuit conditions, a nickel sulphide of a composition approximating Ni ,S. reacted most rapidly. The dissolution rate was controlled by either a chemical or an electrochemical reaction at the electrode surface, had an activation energy of between 50 and 65 kJ.mol-1, and was independent of stirring speed.

The treatment of gold-plant tailings with ferrous sulphate to remove the cyanide is currently in use, on several gold plants. In some cases there is scope for optimization the process. The present work provides a detailed study of the reaction between cyanide and ferrous sulphate. Optimal conditions for the removal of total cyande required a ph of 5,.5 to 6,5 and an Fe:CN molar ratio of 0,5. Ferrocyanide ion is shown to be unstable In aqueous acidic solution, with rapid oxidation to ferricyanide, (Fe(CN) 6 ), and formation .of Fe(CN)5H2O3- at pH values below 4, The precipitate from the reaction between cyanide and ferrous sulphate consists mainly 01 Insoluble Prussian blue, Fe4[Fe(CNI&!.3,and IS shown to be unstable in the presence of alkaline solution, since it decomposes rapidly at pH values above 7 to form ferrocyanide, (Fe(CN)6 ), in solution and various insoluble iron oxides,

Extensions to the beneficiation plant at the Grootegeluk Coal Mine are currently being planned in order to provide power station coal for Escom's Matimba Power Station, presently under construction. A simulation model was developed on the Olivetti M-24 microcomputer to facilitate the development of the envisaged flowsheet. The computer program simulates the heavy-medium separation and screening unit operations. The model is based on the construction of the Tromp partition curve described by an arctangent function, allowing ideal and non-ideal separations. The paper discusses the determination of the parameters required by the arctangent curve from standard process parameters such as Epm, Wolf cut-point, Tromp cutpoint and screening efficiency. The accuracy and shortcomings of the model are discussed, while an overview of the application of the model to evaluate borehole and bulk sample analyses is also given. It is concluded that the model is an invaluable aid to general flowsheet development.

An analytical solution to the best choice of cutoff grade for a mine is deduced for an assumed model of selective mining. It is found that this choice is determined by the constancy of a special function, the Hamiltonian, over the life of the mine. It is suggested that the appropriate constant value for this function should be determined by the expected long-term average of the paylimit. In that case, the optimum profile can be calculated at each point in time according to the prevailing working cost and product price. In particular, a decision can be made between operation at the true paylimit or at the subsidized paylimit implied by either the lease and tax formulas or the assistance formula for gold mines. It is also shown how the basic formulation can be extended for 'use in the determination of the optimum joint paylimit for two products over the life of the mine.

"Zircon is a naturally occurring radioactive material (NORM) and as such is subject to a variety of regulations around the world. The regulatory processes and their implementation are summarized and the key issues affecting zircon and zirconia highlighted. Having absorbed the activities of the former Zircon Minerals Committee, the strategy of the Zircon Industry Association (ZIA) is to be the ‘go-to place’ for information on these matters, and its activities in the NORM space are described. Chemical industry regulations such as REACH are spreading around the world, and the paper provides an update of their status in the key jurisdictions. As mineral sands are transported to market in oceangoing vessels, they are subject to the regulations of the International Maritime Organization, which are summarized in the paper. IntroductionFrom a global perspective, zircon is generally not found in high concentrations other than in placer and dune deposits where it has been deposited along with other heavy minerals such as ilmenite, rutile, and monazite. Such deposits have been sorted and concentrated over geological time by the action of tides, waves, and wind to form concentrated deposits of heavy minerals along old coastlines and in river beds and deltas. Consequently, zircon is mostly found in association with the principal titanium minerals ilmenite and rutile. These secondary concentrations in placer deposits provide the commercial sources of zircon.All geological materials contain natural radioactivity, although the term NORM (naturally occurring radioactive material) is mostly used for minerals and other materials with above-average uranium and thorium concentrations. Importantly, the radioactive nature of zircon has not changed, but the way in which radioactivity is viewed by regulators has, affecting the zircon industry throughout the value chain."

The paper opens with a summary of the major factors responsible for spontaneous combustion in coal discards. These include heat arising from the oxidation of coal and pyrite, and from the weting of dry or oxidized coal and pyrite; and certain petrographic conditions leading to self-ignition of the coal such as low rank, the presence of a high proportion of reactive constituents, and the occurence of highly porous and botanicaly structured inertinite macerals, The analyses of 6 samples from 2 discard dumps in the Witbank coalfield are included, which show that, according to a three-grade classification of liability to spontaneous combustion, one dump is 'reasonably liable' and the other is 'most liable', It is pointed out that factors other than liability to self-ignition determine the possible utilization of such discards, and that the prevention of oxidation is of great importance if they are to be utilized and spontaneous combustion to be prevented,

The main purpose of the paper is to determine the contribution of fluctuations in barometric pressure to flammable gas explosions in South African mines. For this purpose, the barometric-pressure patterns preceding each of the 59 major explosions in South African gold and coal mines over the past 20 years were analysed. It is concluded that diurnal fluctuations in pressure do not have a major influence on the accumulation of gas in the underground workings, but that pressure drops associated with cyclonic weather systems moving across the country over a number of days are the major factor contributing to gas explosions in mines. To illustrate some of the points made in the paper, the Hlobane Colliery explosion of September 1983 is used as a case study. In the final section, several general conclusions are drawn and recommendations put forward as to how mines should recognize and react to meteorological phenomena that may lead to an increased probability of gas explosions in underground workings.

The objective of this paper was to investigate the possibility of reducing process (fresh) water and increasing recycled water (thickener tank overflow water). As part of the investigation, rougher flotation tests were done with the two water types and a mixture of the two (50%/50%). The effect of recycled water on the grade-recovery response and rougher recoveries was investigated. When thickener tank overflow was used (50% and 100%), the nickel+copper grade versus nickel recovery decreased. The decrease in the grade-recovery was due to higher pyrrhotite recovery. Also, there were no effects on nickel and copper recoveries, which was confirmed using multivariate statistical analysis at the 95% significance level. "A mathematical model has been developed for flotation circuit simulation. This model was designed to investigate the effect of varying the circulating loads and to determine whether an improvement in overall efficiency could be gained by a size separation prior to flotation.Model parameters were obtained by regression to plant data. Highly correlated parameters in the model were combined to reduce the number of parameters so that the need for excessive data gathering was eliminated. Mass balance smoothing was used to obtain a consistent data set for regression.The results of the simulation indicate that for the same grade of concentrate, an increase in copper recovery of 0.6 per cent may be Possible by increasing the circulating loads. The results of the simulation also indicated that recleaning of the plus 200-mesh material may be beneficiaL."
