A common theme running through recently introduced mining health and safety legislation in many parts of the world is risk assessment. Most recently, risk assessment legislation has been introduced across the mining industry of South Africa and the view that the introduction of risk assessment based legislation provides an ideal opportunity to improve on past health and safety performance is presented. Risk assessment techniques range from highly complex safety system techniques that are used in high technology process industries, to subjective techniques based on simple judgements that are finding use in many other industries. The objective of this paper is to shed some light on risk assessment, not by detailing the risk assessment process but by identifying the crucial elements that need to be considered if risk assessments are to be successful in changing health and safety performance. A case study is presented illustrating the introduction of risk assessment into the Ingwe Coal Corporation, one of South Africa?s largest mining houses, to indicate how the system was developed and how it is being used.

?It is in the interest of stability and investor confidence that the healthy and necessary debate on such a (minerals) policy should soon find its way to consensus.? (President Nelson Mandela at the104th (1995), AGM of the South African Chamber of Mines) Inauguration of the new political dispensation in South Africa initiated a dynamic period in the historical development of its minerals policy. The process of substituting the current South African mineral policy framework with an acceptable ?post apartheid? system, started soon after the 1994 election of the African National Congress (ANC) government. The Green Paper on a Minerals and Mining Policy for South Africa released for public discussion in February 1998, calls for radical transformation in mineral rights ownership. A shift towards exclusive state ownership of mineral rights, away from the present dual system of private and state ownership, is the most significant proposal. The current holders of mineral rights, or their nominees, who lawfully enjoyed security of tenure under past and present mineral laws are opposed to this transformation because mineral rights were often acquired at considerable cost. The situation is compounded by poor public record-keeping and passive mineral rights administration over a very long period. This paper represents a summary of the historical developments leading to the current legislative environment and forms the basis for any discussion on which future sculpturing of South Africa?s policy regarding mineral rights can take place. CIS countries are home to some of the world's largest producers of chrome, manganese and silicon ferro alloys and leading suppliers to world export markets. The region's ferro alloys production is rising faster than demand from its domestic steel industry - unit alloy consumption in domestic steelmaking is in fact falling as process efficiencies improve - and there is significant spare capacity available to increase production. CIS producers enjoy certain strategic advantages in the production of ferro alloys - for example, captive ore sup-plies, low power and labour costs - but must also meet certain challenges - such as lower labour productivity and greater distance to market than some of their competitors. CIS producers are ambitious but new investment is needed to upgrade some aging plants and overhaul outdated process technologies if they are to be more competitive with the world's leading producers and address the environmental issues that are now moving up the agenda. This paper describes the structure of the region's ferro alloys industry and discusses its advantages and disadvantages by alloy and by country. It considers how the ongoing process of restructuring and new investment in the industry might move forwards, based on its strengths and weaknesses, technical and environmental factors and the strategies of the main players. It asks how the industry might maximise its substantial potential - in particular, for the production of chrome and manganese ferro alloys - and examines the implications this holds for all global ferro alloys players.

Electrostatic separation has been a mainstay of minerals sands flowsheets for over 50 years. Recent electrostatic developments have shown better conductor/non-conductor separation than technology previously available. Results to date show significantly increased separation efficiency over prior-art high-tension roll electrostatic separator (HTR). These improvements allow greater simplification of MSP circuits by minimizing re-circulating loads. The distinct features of the eForce include: 1) A provision that minimizes the affects of particle size to improve separator performance, 2) an enhancement of the design and arrangement of the static electrode providing a greater attraction force for separating fine conductive particles, and 3) inner roll and outer plate electrode configuration to improve separation efficiency and throughput capacity. The phenomenon of spontaneous combustion is one of the major hazards encountered in underground coal mines both from the safety aspects and on economic grounds. Every occurrence, however small, if not tackled effectively in the early stages can develop into open fire, or explosion of gas or coal dust. In terms of economy, even dealing with small incidents may be costly in terms of labour and materials, and in case of a sealing off of a district being necessitated, the loss of face equipment and sterilization of reserves is potentially great. Therefore, expense and effort in prevention and detection of such heating, together with a high state of readiness for dealing with likely event, is completely justified and may be considered as a sound investment. In order to achieve this investment, it may be worth to pinpoint the centre of the fire occurring due to autogenously heating which is supposed to be great assistance to inert it at a least cost and time. Therefore, it is the aim of this work to model the spontaneous combustion in the goaf.

Rock engineering is concerned with the design of rock structures generated by mining activities. Therefore, rock engineering designs have major implications for the safe recovery of mineral deposits and operating costs. The paper deals with a few challenges facing rock mechanics engineers operating in the hard rock underground mining environment in South Africa. Finally, examples are included, which may assist rock mechanics engineers in providing better designs, which could ultimately lead to further improvement in safety and lower operating costs.

This paper summarizes indigenous mining methods used to collectmetal ores in pre-colonial southern Africa, south of 15°S. These methods, for the purposes of discussion, are divided into sections inorder of increasing organizational complexity, from scavenging,which only required basic equipment and a relatively minimal division of labour, to underground mines, which necessitated complex planning to overcome obstacles such as the need for illumination and ventilation. Examples concerning the pre-colonial exploitation of iron, copper, tin, and gold have been taken from the archaeological literature. This review paper provides an introduction to the technology that was available to and used by miners in the past, illuminates some of the factors limiting their operations, and supports the claim to the indigenous nature of this activity

The typical reactions which the reductants undergo during ferroalloy production are reviewed, and identified as reaction with CO2 and with SiO, and dissolution in metal. Available reactivity tests for these three reactions are reviewed. It is proposed that it is worthwhile considering dissolution kinetics as a reactivity parameter. Greater crystallinity of the reductant decreases CO2 and SiO reactivity, but increases dissolution rates.

The purpose of the project was to optimize load haul dump (LHD) machinery use as they were spending too much time doing what they should not be doing. During the investigation, the author found that the machine's actual availability was 86% and the utilization ranged between 30% and 42%. This shows that the availability of the machine has met its target. Therefore the main problem was with the LHD utilization and that is what the project focuses on. To satisfy the objectives, the author firstly studied the existing mining data like the key performance indicators (KPIs) in order to analyse the machine's availability and utilization; this is what gave direction to the problem. Secondly the author did a literature review on mines with similar problems. This gave the author ideas on what to look at in approaching such a situation. Thirdly, the author gathered information on what the LHDs are doing on a daily basis by doing a time study. This gave the author an idea of how long it took the LHDs to complete a specific task. The author also interviewed operators and their supervisors in order to find the best practice work. This helped in identifying the problem areas when comparing the best practice work with what the LHDs are actually doing. According to the project results, it was found that the LHDs are underutilized due to shortage of drivers and the long distances the LHDs have to travel for material loading and refuelling. The author recommended that the machine utilization should be improved by training more operators in order to eliminate the 'no operator' downtime; the cost arrangement of this recommendation is included in the report. The author also recommended that the travelling time should be reduced by using tractors instead of LHDs when long distances need to be travelled for material loading. Another recommendation for reducing travelling time was to bring the mobile fuel tank closer to a section; the cost arrangement for this recommendation is also included in the report. Arguments are presented in favour of a new interpretation of the chemistry pertaining to the dissolution of gold, when this takes place in typical gold plant leach circuits where calcium is present in solution. It is suggested that under these conditions the standard chemistry, as it applies in the absence of calcium, is no longer valid. Thus the concept of very soluble sodium and aurocyanide ionic species in solution is replaced by the presence of weakly soluble calcium aurocyanide, which is a covalent coordination complex that is non-ionic. Supporting evidence for this is provided and the implications that the presence of calcium in gold plant circuits may have for operational efficiency are discussed. In particular, because of the formation of this weakly soluble calcium complex, the addition of lime to the leach circuit is questioned. Arguments for the use of a sodium hydroxide/sodium carbonate/sodium bicarbonate buffer solution as a means of controlling pH and of increasing ionic strength in a so-called ?soft? leach are presented. Such a lime-free system, besides benefiting the leaching of gold, would have many downstream benefits in existing CIP circuits. Furthermore, the direct electrowinning of gold from the leach now becomes potentially feasible.

Mining can adversely affect water quality and poses a significant risk to South Africa?s water resources. Proactive management of environmental impacts is required from the outset of mining activities in order to reduce this risk. Major strides have been made over the last 7 to 8 years, by both the Department of Water Affairs & Forestry (DWAF) and the mining industry, in developing strategies and management plans for the effective management of water within the industry. This has largely been achieved through the development of joint structures where problems have been discussed and addressed through cooperation. This process, which was started around 1991, has continued through to the present time. The mining sector management strategy has been developed at a number of different levels as follows: ?A detailed Management Plan, that sets out strategic objectives, broad strategies and functional and organizational arrangements. ?Operational Guidelines, that define and document specific operational procedures. ?Technical Guidelines, that define and document best practices for pollution prevention and impact minimization from mining operations. The Technical Guidelines consist of Best Practice Guidelines (BPGs) and Regulations.

A large number of brittleness concepts have been used in very different studies in the literature. One of them is the B1brittleness concept. In this study, the objective is to criticize the B1 brittleness concept on rotary blast hole drills. The B1 brittleness concept, the ratio of uniaxial compressive strength (sc) to tensile strength (sT), are widely used as a rock brittleness concept in the literature (Inyangand Pitt, 1990; Verhoef, P.N.W. 1993; Neil, D.M. et al.1994;Becker, et al.1984; Evans and Pomeroy, 1966; Göktan, R.M.1992; Kahraman, S. 2001; Yamaguchi, U. 1970; Verhoef, P.N.W. et al.1996; Bilgin, 1982; Howarth and Rowlands,1987; Howarth, D.F. et al. 1986). So, it was used as a rock brittleness concept in this article. The value of the B1brittleness concept is equal to the tangent of ß angle in the following graph. It was seen that more meaningful relationships could be obtained with the B2 brittleness, the under ?Area?(= 1/2(scxsT) = B2) under the curve, instead of tangent ß, (=B1), of the curve.

It is an honour to be invited as a speaker to this ICCR conference and a pleasure to be with you here in South Africa. I have been asked to talk about the competitiveness of coal versus other energy alternatives. Coal supplies nearly one-quarter of the global primary energy. Its most direct competitors are gas, nuclear and renewables. Oil is predominantly for transport fuels. Fuel oil is competitive with coal when crude is below its long-run average price and has some niche opportunities. But I will confine my comments to nuclear, renewables and particularly natural gas as the most potent current competitive threat to coal. Competitiveness is more than just cost and price; there is environmental acceptability, security or reliability and increasingly image. These factors are more of a spectrum than discrete issues. Dollars and cents remain the key issue for competitiveness but one must recognize the impact of politics in sustainable development and energy security.

For many years the concept of life cycle costing (LCC) was promoted for decision making in corrosion protection systems. Nevertheless, the application of LCC was limited. Input data was often sourced from suppliers and met with scepticism. As a result final analysis was often insufficiently rigorous to meet the needs of Project Managers in sound decision making. The need for expediency often resulted in non-optimal corrosion protection system specifications. With improved communications and the global reach of industries, case history data, based upon actual performance has been able to provide input to substantiate decision making. However, today?s focus upon sustainability whereby environmental, economic and even social aspects enter into decision making has extended LCC into Life Cost Analysis (LCA). In an LCA analysis energy and environmental inputs into systems are compared as part of an overall assessment. The development of Agenda 21 at the Rio summit of 1992 has challenged the countries of the world to look at sustainable development in every economic activity. This ranges from construction to mining to electricity production to automotive production, use and disposal. The protection of buildings, infrastructure and transport systems is part of the needs of sustainable development. Zinc based corrosion protection has been an important part of the arsenal of the corrosion protection industry. This paper will highlight the use of LCC and the development of LCA with reference to the use of zinc based protection systems in a number of important industries.

The validity of a steady state assumption made by Adams and Nicol (1986) in the modelling of the elution of gold from activated carbon was investigated. It is shown that the accuracy of the steady state approximation is dependent, not only on the magnitudes of the solution flow rate and reactor volume, but also on the lumped elution rate constant. Under the experimental conditions used by Adams and Nicol (1986) the steady state assumption was inaccurate. This could be circumvented in this instance by applying a rigorous general model which accounts for unsteady state behaviour in the solution and in the activated carbon to the experimental data.

On scheduled commissioning and effective operation of a solvent extraction circuit relies on getting the design of both the core contact equipment and the peripheral plant right. Experience has shown that poor performance of new plants is frequently a result of ?utility? systems that do not match the requirements of the circuit, rather than the mass transfer equipment itself. Both the operator/owner and designer need to understand the ?complete requirements? for the circuit to get the balance of the design right. This paper reviews generic issues, frequently overlooked or altered during cost-cutting exercises, which have a significant impact on plant performance.
