This volume is the fourth of a four-volume final report on research carried out under a contract from the U.S. Bureau of Mines on the development of a computer simulation model for surface mine reclamation planning. The other volumes are titled as follows: Volume I: Ore Reserve Estimation, Volume II: Dragline Model, and Volume III: Mine Coordinate Generator System. The Open Pit Materials Handling Simulator (OPMHS) was first developed" in 1971 and modified and updated in 1975. The present work is an update of the 1975 version and provides a direct link between the geology and reserves system and the various activities of the mining equipment in a mining system. Also, the modeling techniques in OPMHS/2 have incorporated a flexible method for describing various equipment (shovels, trucks, belts, trains, etc.), locations, their sequence of operations, place changes, and their interactions. These features allow for studying mining equipment selection, mining method analysis and reclamation planning. This report describes the Open Pit Materials Handling Simulator Version 2 (OPMHS/2). The report details the program features, operation, and application. Through an extensive set of appendices, the data input sequence, input variable definitions, sample data listing and program output are presented in detail.

In the course of the Bureau of Mines investigation relative to the causes, behavior, and control of anthracite-mine fires, attention was directed toward the correlation between the temperature of oxidation and the gaseous oxidation products in the range of temperatures between 100° and 350°C4/. These tests, made on a high-grade anthracite to determine the amount of oxygen consumed and the mounts of carbon dioxide, carbon monoxide, hydrogen and methane evolved when air was passed through samples of the anthracite at various elevated temperatures, showed that the gases evolved and their relative proportions vary with temperature, constitute a means for determining the probable temperature of the anthracite, and thus permit detection of incipient heating beers dangerous fire hazard exists. As the relationships mentioned are affected somewhat by the amount of previous oxidation of the coal, it was deemed desirable to know to what extent they might vary owing to this cause. It was also considered desirable to have a means for estimating the extent of oxidation from the gas analysis, as this would permit a more accurate estimate of probable temperature. Finally, it seemed desirable to know how much the composition of coal might vary over an extended period of oxidation, since this was previously suggested5/ as a possible means for estimating the probable maximum oxidation temperature to which a sample of coal had been subjected.

The design and operation of the Koppers powdered-coal gasifier and its auxiliaries at Louisiana, Mo., are described. This unit was designed to convert 1 ton of coal per hour with oxygen and superheated steam into synthesis gas - primarily carbon monoxide and hydrogen. The first run was made on May 4, 1949. After this, 44 short runs (less than 8 hours each) and 1 long run (lasting 11 days) were made. Total gasification time was 420 hours. The gasifier was not cooled down during the year when these runs were made. After an initial period of test operations and equipment proving, during which 12 runs were made, the effect of numerous variables on gasifier performance was studied. The long run was made primarily to check the equipment in sustained operation. Detailed data from these runs are presented.

Includes a review of the state-of-the-art of explosives loading in the crushed stone and cement industries of South Florida and the development of a field test program for alternatives. Emphasis is on the loading of small diameter (2 1/4" or less) explosives. Test results ire evaluated for operational and economic feasibility. Details are described of an explosives loading method which involves placing cardboard tubes with external couplings through the hollow drill steel and then Loading explosives into the tube casings after the drill rig has moved off. This method eliminates the hazards peculiar to loading explosives Through the kelly bar. The alternative method can be performed by existing drill rigs with or without minor modification. With modification, improvement in yield per blasthole and/or primary crushing rate provides opportunity so offset some or all of the additional cost.

This report describes the results of a program to design, procure, install, and evaluate a multi-channel underground telephone system of modern design in the Sunshine Silver Mine near Wallace, Idaho. Although the evaluation portion of the program was deleted, this report contains a cost benefit analysis for such a system using estimates of operational data for the Sunshine Mine. The results show a centrally switched telephone system of conventional design with ruggedized phone enclosures and special environmentally sealed dial pads to be the most economical.

This Bureau of Mines study assesses the economic significance of the Florida phosphate industry to selected counties in Florida, the State of Florida, and the Nation: it also includes a brief survey of the industry's international impact. Based on forecasts of Florida phosphate production in 1981, and using constant 1977 dollars. estimates are given for 1981 for regional and national output the value of this output, income, and employment created by the phosphate industry in Florida, Federal, Stale, and county tax revenues generated by the State's phosphate industry are also estimated for 1981. The concentrated impact of the phosphate industry on certain areas of Florida and on the State?s regional industries is examined using economic base analysis complimented by an industrial complex approach. The industry's impact at the Stare and national levels is examined through input- output analysis. In addition, an attempt to forecast for 1990 the effects of constraints on phosphate rock mining as a result of economic conditions and other factors is included as an appendix to the report. Also discussed is the phosphate industry's importance to the U.S. balance of trade: U.S. agricultural production. Including forward linkages; the U.S. sulfur industry; and the phosphate industry's importance to the production of fluorine and uranium by- products from fertilizer manufacturing.

The study site in northeastern Illinois underwent surface mining for coal in 1943 and was reclaimed by the state of Illinois in 1972-1973. Additional soil amendments and seed were applied to the spoil surface in 1975-1980. Previous studies in 1975-1978 had shown that the surface spoil materials and five final-cut lakes at the site were quite acidic and the lakes contained high concentrations of sulfate and dissolved metals. Surface runoff water from monitoring plots in 1976 were only moderately acidic and the mean concentrations of most dissolved metals and sulfate in the runoff waters were less than 25% of the concentrations found in Lake B. By 1980, vegetation had become well established over most of the mined area. However, the five final-cut lakes (Lakes A-E) remained acidic. The purpose of the study reported here was to determine the physical and geochemical subsurface conditions of the spoil materials, the hydrologic flow system within the spoils, and the magnitude of acidic spoil leachate migration into the lakes and into the wetland prairie north of the mine site. Lakes A, B, C, and E were still very acidic in 1980-1981 (pH range: 2.9-3.4; aridity range: 110-860 mg/L as CaCO3). Lake B had the worst water quality, with mean concentrations of dissolved aluminum, iron, manganese, and sulfate of 75, 25, 37, and 3340 mg/L, respectively. Shallow groundwaters in spoil materials around Lake B had a lower pH and about two to four times greater concentrations of aridity, aluminum, manganese, zinc, and other metals and nearly 20 times greater dissolved iron than the water in Lake B. The shallow groundwaters in undisturbed soils and bedrock 10-30 m north of the mine site spoils generally were alkaline, but did contain occasional moderately high sulfate and metal concentrations. Pumping tests and recovery tests conducted in piezometers showed hydraulic conductivities of spoil materials ranging from less than 10- to 10-5 m/s; hydraulic conductivities of natural soils and bedrock were measured between 10-10 to 10-7 m/s. Water levels in spoil materials increased rapidly in response to rainstorm events and the recession curves were relatively quick to decline, lasting only two or three days. Quick infiltration of rainfall into the spoil surface and percolation down to the water table caused a rise in groundwater levels and movement of spoil groundwater into the lakes. This groundwater component in the lake water budgets could account for most of the water quality problems occurring in the acid lakes.

This study was conducted to make a limited evaluation of experimental and standard tractor dozer blades. A field test program was conducted in the southeastern part of Kansas on strip-mined areas where the spoil banks are parallel with rest-to-crest distances between 90 and 120 ft and maximum dozing distances usually less than 50 ft. This evaluation was a part of an overall joint Pittsburg and Midway Mining Company--U. S. Bureau of Mines (USBM) Specialized Reclamation Field Test Program primarily centered on the field t sting of experimental high-volume lateral relocation blades. The three blades evaluated were the 60-ft-wide angle (A) blade mounted on two 41B tractors. a 48-ft-wide A blade mounted on two D9H tractors, and a 13-ft-wide reclamation universal (Rec U) blade mounted on a D9H tractor. In addition to the experimental blades, three commercially available blades were tested: A 20-ft universal (U) blade mounted on two side-by-side (SxS) D9H tractors; a 20-ft U blade mounted on a 418 tractor; and a l2-ft straight (S) blade mounted on a D8H tractor. The dozer blade evaluations compared measured blade performance with soil and other site characteristics and with estimated earth-moving performance rates based on earthmoving methodology that accounts for the traction and speed of the tractor. The earthmoving methodology was also validated with data collected during this program.

High-quality sheet of electrowon molybdenum was attained by a sequence of procedure on pressed and arc-melted crystalline powders. The procedures included high-temperature, high-vacuum sintering treatments and the use of metal deoxidizers instead of carbon to improve the mechanical properties of the molybdenum sheet. Rolled sheet 60 mils thick was evaluated by tensile and bend tests, hardness measurements, microstructures, and recrystallization treatments. After stress relieving, yield strength ranged from 85,000 to 110,500 psi (0.2- percent offset) and ultimate strength ranged from 87,200 to 117,250 psi with 4.5- to 25-percent elongation observed for arc-melted sheet, and 5.0- to 23- percent elongation observed for powder metallurgy sheet. In room temperature bend tests the sheet yielded plastically, indicating that the ductile-brittle transition point was below room temperature. The diamond pyramid hardness (DPH) of the molybdenum sheet changed from 214 to 293 DPH for the stress-relieved condition to 177 to 185 DPH for the fully recrystallized condition. The brittleness of recrystallized molybdenum, reported by other investigators as characteristic of sheet prepared from commercial-grade hydrogen-reduced powders, was not in evidence. Recrystallized tensile specimens pulled at room temperature had an average elongation of 31 percent.

Chlorofluorocarbons (CFC's), once universally accepted as ideal compounds for use in cooling and refrigeration, in foam production, and in cleaning electronic components, are being phased out and eventually banned under extensive international agreements because the chlorine in CFC's is thought to deplete the Earth's ozone layer. The industry has responded with the introduction of alternatives in the form of hydrofluorocarbons (HFC's), which contain no chlorine, and with hydrochlorofluorocarbons (HCFC's), which fill an intermediate gap in the replacement of CFC's. As a result of the elimination of chlorine in the HFC's and the reduction of it in the HCFC's, these alternatives contain more fluorine than the CFC's do. Other nonfluorocarbon substitutes, known as not-in-kind alternatives, contain no fluorine at all. As a result, the fluorspar mining industry, which is the source of fluorine in fluorocarbons through intermediate hydrofluoric acid, is being affected. Concern for this impact has led the U.S. Bureau of Mines to employ its capabilities to analyze various scenarios in the evolution of CFC replacements and substitutes to determine their effect on fluorspar mining. This report utilizes a network flow model to examine the effects of proposed replacements for CFC's, in terms of fluorine content, on fluorspar operations worldwide and on hydrofluoric acid plants in North America and Europe.

On account of the possible market value of the magnesite, the tailings are given consideration' in this report along with the talc. This bulletin is a detailed study of low-temperature, entrained-bed carbonization of a Texas lignite. The lignite studied was from the Sandow strip mine and is representative of the Rockdale formation of the Wilcox formational group. Carbonization was conducted in a continuous entrained-bed reactor at several temperatures in the 8801 to 1,52°C F range, and at air-coal ratios it the 0 to 10.30 scf/lb range (moisture- and ash-free basis). Carbonization rates ranged from 97.1 to 410.0 lb/hr (as-received basis), At the higher air-to-coal ratios employed, all or most of the carbonization heat was provided by internal combustion with air in the reactor. At the lower air-to-coal ratios, parts of the heat for carbonization was supplied externally. It was demonstrated that the entrained-bed carbonization of lignite is a complex reaction and that several variables, of which carbonization temperature, air-to-lignite ratio, and the average size of lignite are important, act together to influence both the carbonization yields and the properties of the resultant products, Process variables established by pant tests were used to design the industrial scale carbonizer operated at Rockdale, Texas, by the Texas Power & Light Company as agents for the Aluminum Company of America. Properties of the carbonization product obtained from the industrial scale reactor were essentially the same as those obtained from the pilot plant reactor operated under the same conditions.

Objective The main purpose of this video is to teach mine rescue personnel certain aspects of rescue work that are not traditionally taught. These include the strain caused by working continually under adverse conditions; the "survivor guilt" that occurs from being spared the fate of one's deceased cohorts; and the posttraumatic stress that may be experienced during the sometimes lengthy task of recovering the victims' bodies. Background On November 20, 1968, an explosion rocked the Farmington No. 9 Mine in northern West Virginia (figure 1). The explosion killed 78 of 99 miners who were working in the mine, including all but one member of the mine's rescue team. Some 30 years after the event, researchers from the NIOSH Pittsburgh Research Laboratory (PRL) conducted a video interview with Danny Kuhn (figure 2), the only Farmington No. 9 mine rescue team member who was not working that day and who did not die in the explosion. According to the Mine Safety and Health Administration (MSHA), there are about 80 underground coal mine rescue teams in the United States, and according to the National Mining Association, there are more than 850 underground coal mines. This represents a significant decrease in both over the past decade. The low number of rescue teams is a concern because serious incidents, though fewer, still happen, and if a disaster occurs, there will be fewer rescue teams to respond. This would result in an increased need to use available human resources very efficiently. Much training to prepare these rescue teams still takes the form of what educators call "teaching to the test." In other words, teams practice in order to win mine rescue contests. This test-oriented approach has traditionally been augmented by interactions with others who have responded to real situations or by participating in actual incidents. Given few incidents and fewer rescue teams from whom to derive enrichment, the preparation of coal mine rescue personnel becomes a problem. Recently, more emphasis has been placed on active learning, such as working out problems in smoke. These sessions more nearly simulate the actual conditions that today's team members might rarely encounter. To properly prepare and retain the current coal mine rescue personnel who are left in the workforce, it is necessary not only to offer such hands-on experience, but also to replace the learning narratives that once were passed from team to team. The present video is intended to contribute in that capacity. Approach NIOSH researchers first learned of Mr. Kuhn in the fall of1998. Mr. Kuhn was contacted and agreed to an interview. An oral history interview was conducted with Mr. Kuhn in early November1998. After reviewing the videotape of the interview, researchers determined the content to be so rich as to warrant a second interview in a more formal setting. The second interview was done in early December 1998. During this interview, Mr. Kuhn spent about 2 hours describing the Farmington disaster, including the workplace climate leading up to the explosion, the events that took place in the 10 days after the explosion, and the nearly 10-year effort to safely and successfully recover most of the victims' bodies. The videotape of the second oral history interview with Danny Kuhn was reviewed and edited by NIOSH researchers for content. Careful attention was used to ensure that valuable information was presented, but within a reasonable timeframe. A detailed map of the Farmington No. 9 Mine was edited into the final video and used to highlight critical features as they were being described by Mr. Kuhn. Results and Accomplishments A 60-minute videotape and instructor's guide for use in safety training or other settings was completed. The target audience consists of all those who work in underground coal mines. This training video will help safety instructors better prepare mine rescue team members for the situations that they will encounter when engaging in extended rescue and recovery work. The United States produces about 30 percent of the world output of salt. Numerous deposits occur in widely separated areas, but the leading producing States are California, Kansas, Louisiana, Michigan, New York, Ohio, Texas, Utah, and West Virginia. Although no great amount of salt is produced at present in Pennsylvania, the potential sources in that State recently aroused a good deal of interest. The United States salt industry is highly organized; it comprises fewer companies than when small crude works with primitive methods and equipment eked out salt for local needs, but concentration of output brought about by modern inventions and methods of production has improved the quality of the produce greatly and accelerated production.

This report describes in detail three waterflooding projects and a pressure-maintenance project in Butler and Cowley Counties, Kans., that will be visited on the 1963 annual spring tour of the Kansas-Oklahoma Waterflood Association. Among the unique features of the projects are the flooding of five oil-producing horizons separately with injection water furnished by two water-treating plants. Discussion of the individual projects includes information on their early history, the source and treatment of the injection fluids, oil production decline curves, and the results of water injection on oil production.

This Bureau of Mines report is a background study of the International Tin Agreement. Attempts at stabilizing the tin market prior to the agreement are detailed, as well as the conditions and negotiations that set up the agreement. Details of the five consecutive 5-year agreements beginning in 1956 are presented, with emphasis on membership and the agreements' primary tools: the buffer stock and export controls, Attention is focused throughout on the United States activities during the period, especially with regard to its strategic stockpile, and its involvement with the agreement culminating in its membership, for the first time, in the fifth agreement beginning in 1976. Considerations leading to the U.S. decision to join are detailed, and U.S. activities in the negotiations for the sixth agreement are presented. The status and outlook for the agreement are discussed, and evaluations of the effectiveness of the agreement and its components are reviewed.

Specialized sulfur concretes were developed by the Federal Bureau of Mines as a result of research for the beneficial utilization of sulfur in construction materials. Materials were developed for use in acid and salt corrosive environments where portland cement concrete has been found to deteriorate. Because the mineral aggregates also come into contact with the corrosive media, concretes were developed utilizing both limestone and quartz aggregates. The sulfur binder used with both aggregates was modified by reaction with 5 pct dicyclopentadiene to improve product durability. Sulfur quartz aggregate concrete was found to have moderately high strength characteristics (6,000 psi compressive) and was extremely resistant to chemical attack by both acid and salt solutions. Sulfur limestone aggregate concrete exhibited very high strength characteristics (9,000 psi compressive) and was extremely resistant to chemical attack of salt solutions. Both types of concretes maintained their strength and integrity after long-term testing in acid and salt solutions and exhibited considerable resistance to damage by the action of freezing and thawing. Potential uses include leach tanks, electrolytic cells, thickeners, bridge decking, industrial flooring, pipe, and tile.
