"The health, comfort, and efficiency of men engaged in the mining industry may be impaired, in some instances very seriously, by abnormal physical conditions of the mine air or by variations in its composition. This is true in some of sheet metal mines of the West where high temperatures with varying humidities are encountered. Physiological studies have been made in some of these mines showing the effects of various temperatures end humidities. As it is difficult to carry out studies on many controlled temperatures, it was thought best to make the experiments in a laboratory and apply the results to the industry insofar as practicableThe effects of moderately high temperatures and humidities are more difficult to measure perhaps than the extreme conditions, but may be predisposing causes of fatigue, discomfort and disease, A cooperative study of the physioloical effects of heat and humidity is being conducted by the Bureau of Mines and the U. S. Public Health Service cooperative with the American Society of Heating and Ventilating Engineers, in the Research Laboratory of the Bureau of Mines at Pittsburgh, Pa."

The Sago Mine Disaster, on January 2, 2006, placed renewed focus on several different aspects of safety in the underground coal mining industry. One area which received increased attention since Sago and other underground coal mining events is the concept of Safety Culture. This report describes the results of a pilot Safety Culture Assessment implemented at a small Appalachian underground coal mine, hereafter referred to as the Mine. The purposes of this pilot assessment were to (a) evaluate the feasibility and usefulness of a methodology for assessing safety culture that had previously been developed for use within other industries, (b) to initiate an investigation into the understanding and defining of the existing safety culture of the underground coal mining industry, and (c) provide meaningful and useful recommendations for the participating mine for their consideration in their ongoing quest to enhance their existing safety culture. This pilot assessment was conducted in July 2007. The report provides information regarding the presence or absence of safety culture characteristics within the Mine. Observations regarding the characteristics of the Mine?s safety culture that should be sustained are presented. Areas in need of attention and management focus to improve the Mine?s safety culture are presented as well as recommendations for moving forward. Safety culture characteristics that are important for the existence of a positive safety culture have been identified to include: - Safety is a clearly recognized value in the organization. - Accountability for safety in the organization is clear. - Safety is integrated into all activities in the organization. - A safety leadership process exists in the organization. - Safety culture is learning driven in the organization. - A process for establishing a strong and effective Safety Conscious Work Environment (SCWE) is in place. Performance objectives are associated with each of the safety culture characteristics and particular behaviors and attitudes have been identified that can be measured to evaluate these objectives. Using a methodology originally developed with the support of the U.S. Nuclear Regulatory Commission, an assessment of selected organizational behaviors and attitudes was conducted to evaluate the Mine in terms of these safety culture characteristics and their associated performance objectives. The methodology involves obtaining a variety of quantitative and qualitative information, using multiple data-gathering methods. The information collected is largely based upon the perceptions of the individuals in the organization. The evaluation is a ?point in time? snapshot of the Mine, but cultural beliefs and assumptions do not change quickly. The feasibility and usefulness of the methodology was successfully demonstrated during this pilot assessment. Surface fracture trace density, changes in roof rock type, and topographic unloading due to drainage were mapped for the mining areas located in the Blacksville-Osage, W. Va., quadrangles to investigate their influence on mine roof falls. Using these factors, a technique was developed to predict probable roof fall areas ahead of projected mining operations. As a feasibility test of this proposed technique, areas were delineated where one, two, and all three of these factors were operating to formulate a "potential hazard map" for comparison with roof fall observations that were made. The limited evidence suggests that in combination these factors are reliable predictors of where roof falls are likely to occur. This technique promises to be a useful tool in planning mining operations.

The Bureau of Mines investigations described in this report were undertaken to devise a process to economically recover precious metals and copper from low-grade, complex electronic scrap generated in large quantities by military and civilian electronic operations. Leaching with various media is applicable to certain selected items of electronic scrap but cannot be practically applied to complex mixtures of scrap. A process comprising incineration, caustic leaching to remove aluminum, smelting with a siliceous slag, and electrolysis recovered 99.9-percent-pure copper metal and anode slimes assaying more than 7,000 ounces per ton of combined precious metals. Silver, gold, and copper recoveries were 93, 95, and 87 percent, respectively. Cost analysis indicated that an alternative process using direct smelting of the scrap to make assayable products for sale to a custom smelter would provide better overall financial returns.

This manual of practice is to be used in combination with the final reports for the study of spoil stability in the Eastern Coal Province. The manual applies the predictive matrices developed in the parent study for use in evaluating the stability of typical mine spoil slopes. The values of internal friction and pore pressure coefficient are derived for many varied slope conditions. The results can be used in conventional stability analysis equations to assist the mine operator or regulatory personnel in evaluating spoil stability from very limited information.

The Mascot concentrator treats 1,900 tons of zinc ore per day by gravity concentration and flotation. During the year 1929 the heads averaged 2.90 per cent zinc, and the recovery was 90.15 per cent; the concentrates produced contained 60.19 per cent zinc. ACKNOWLEDGMENT Acknowledgment is made to M. Because of the inherent safety problem associated with the deposition of airborne respirable dust onto the floor and other airway surfaces, the Bureau of Mines investigated the rate of reduction of airborne respirable dust in an airway due to deposition of the particles onto the surfaces of the airway. The effects of relative humidity and air velocity on the deposition rate were examined. It was found that the deposition rate was comparable in magnitude with the Stokes sedimentation rate and that it was independent of relative humidity. However, near the dust source the deposition rate depended significantly upon the air velocity, with such dependence decreasing with increasing distance from the dust source. In addition, the size distribution of the airborne particles was approximately constant along the first 300 ft of the airway, indicating that it was not merely the larger (heavier) particles that were being deposited. These results suggest that deposition, though comparable with the Stokes sedimentation rate in magnitude, does not follow a simple Stokes-type process, and that the process of deposition remains to be explained.

Data from the Bureau of Mines routine method for the analysis of crude petroleum are used to characterize crude oils. Some data are used directly while other data are used to calculate the aromatic) naphthene) and paraffin contents of the distillation fractions and the correlation index of the paraffin-naphthene portion of the fractions. The calculated properties show significant differences in composition between crude oils. The methods of calculation and interpretation of data are explained and illustrated.

"Electron spin resonance (ESR) measurements on solutions and isolated powders provide direct evidence for the involvement of Cr(V) species in the reduction of Cr(VI) by NAD(P)H. ESR analysis of an isolated Cr(V)NAD( P)H solid yields 6 11 = 1.9831 and 6.i. = 1.9772, indicating that the unpaired electron occupies the d22 orbital of the Cr(V) ion, with square-pyramidal geometry. Addition of hydrogen peroxide (H2 0 2 ) to the N AD(P)HCr( VI) reaction mixtures suppresses the Cr(V) species and generates hydroxyl (""OH) radicals. The ""OH radicals were detected via ESR spin trapping, employing 5,5-dimethyl-1-pyrroline-N-oxide and a-(4-pyridyl-1- oxide)-N-tert-butylnitrone as spin traps. The dependence of Cr(V) and ""OH radical formation on the H20 2 and Cr(VI) concentrations indicates that the Cr(V) species react with H20 2 to generate the ""OH radicals. Similar results were obtained by using various diols (arabinose, cellobiose, FAD, fructose, glyceraldehyde, ribose, and tartaric acid), a-hydroxycarboxylic acids, and glutathione. Investigations with superoxide dismutase showed no significant participation of 02 in the generation of OH radicals. These results thus indicate that the Cr(V) complexes, produced in the reduction of Cr(VI) by cellular reductants, react with H20 2 to generate ""OH radicals, which might be the initiators of the primary events in the Cr(VI) cytotoxicity.In this paper we report an electron spin resonance (ESR)3 spectroscopic detection of Cr(V) species in the reduction of potassium dichromate, henceforth called Cr(VI), by NAD(P)H and other diols. Also reported here is the detection of the hydroxyl (""OH) radical in the reaction between hydrogen peroxide (H2O 2) and a variety of Cr(V) complexes. This work was undertaken because while the reduction of Cr(VI) to lower oxidation states has been suggested as a key step m the mechanism of Cr(VI) toxicity, mutagenicity, and DNA alteration, the details are not yet clear (1-5).Earlier studies on the mechanism of Cr(VI) reduction in cellular systems include those on the reduction of chromate by microsomes (6-8), rat liver DT-diaphorase (9), and aldehyde oxidase (10). All these studies imply that Cr(VI) can be reduced to Cr(Ill) by cellular constituents. Regarding the mechanism of Cr(Vl) carcinogenicity, Jennette postulated that Cr(V) is the ultimate carcinogenic form of chromium compounds (8). This conclusion has led to many further investigations of the formation of Cr(V) in the reduction of Cr(VI) under biologically relevant conditions (11-33). More recently, however, Kawanishi and co-workers (34) have investigated the mechanism of DNA cleavage induced by Cr(VI) in the presence of H20 2 and have argued that it is not Cr(V) itself that is carcinogenic, but it is the reactive oxygenated species (02, 10 2 , ""OH) (produced by the decomposition of the Crv(02) ¾ - ion) that cause the DNA alteration."

To enable the mining industry to be kept informed as to the availability of equipment developed by mining equipment manufacturers in their constant endeavor to keep a step ahead of changes in mining techniques, the Bureau of Mines periodically issues lists of equipment approved subsequent to the last previous listing. The present list covers those approvals issued during calendar years 1953 and 1954. It supplements Bulletin 543, Permissible Mine Equipment Approved to January 1, 1953. The procedure established in Bulletin 543 of numbering items in each category consecutively to indicate the chronological order of the approvals has been continued in this circular. Information on approvals issued later than January 1, 1955 may be obtained by referring to Coal Age, a monthly magazine issued by the McGraw-Hill Publishing Co.

"As a part of the wartime activities of the Bureau of Mines, metallurgical services were extended to other Government agencies engaged in purchasing and stock-piling some of the more critical and strategic materirals. At the request of George A. Easley, representative of the MetalsReserve Company, beneficiation studies were made on a sample of complex tin-tungsten ore from the Urania mine in Bolivia, South America.The low-grade Urania ore (1.9 percent Sn and 1.55 percent W03) contained a very complex of cassiterite and scheelite with iron sulfidesand quartz. The problem involved in concentrating this ore was the removal of sulfides and silica by stage flotation and gravity concentration for the production of a marketable tin-tungsten concentrate. The sulfides and primary quartzite were readily rejected, but the secondary quartz was intimately associated with cassiterite, and ultimate recovery depended on treatment of minus 560-mesh (theoretical) sizes.The ore was amenable to concentration by ore dressing. Seventy percent of the tin and 83 percent of the tungsten were recovered in a product that assayed approximately 20 percent Sn and 20 percent W03 and that met grade ""F"" specifications of the Metals Reserve Company for mixed tin-tungston concentrates."

The placing of much, sometimes practically all, of the burden of the expense of mine accidents on the shoulders of the mine operator by compensation laws, and the fact that the problem of protecting the life end limb of workers is now by public opinion largely if not wholly passed to each industry to solve (and present-day thought strongly supports the justice of both of these propositions), are forcing industrial organizations into accident-prevention. Work. This policy is being adopted not alone to protect the companies; in addition, executives alert to their opportunities and obligations are taking part in this work personally to protect themselves. The functions of industrial executives in accident-prevention work are becoming numerous and complex. Executives who are logical in their reasoning, quickly see that before a company can constantly ask or expect the workers to heed safety suggestions, the company and its officials must "put their house in order" by laying down a concrete, definite safety program. For mines this includes primarily adoption of a to a logical mining method, the installation of safe miming equipment and practice the netting forth in definite form (preferably do a printed pamphlet) of the company's minimum safety requirements, and the organization of its operating officials into an accident-prevention body. After the company has its own affairs so arranged that it can go to its workers with "clear, hands" in promoting a safety program, the real work begins; and this is especially applicable in mining.

With the national focus on energy, the combustible fraction of urban refuse is being extensively considered as a fuel supplement for coal in the generation of heat and power. The objective of these analytical studies by the Bureau of Mines was to determine the concentration of major, minor, and trace elements in the combustible fractions collected at various locations in the Bureau's urban refuse recycling pilot plant located at College Park, Md. The samples processed through the plant were submitted by various municipalities that are considering resource recovery as an alternative to landfill or other means of disposal. Twenty-five elements were determined in samples from six geographic areas and were compared with element concentrations found in typical coal samples.

This report describes a weighted method for evaluating the mean and variance of assay data from samples of different length . The method , which produces unbiased estimates from which valid confidence limits can be computed , is appropriate for bedded deposits of variable bed thickness and for vein deposits of variable vein width . Assay data from the bedded Florida phosphate deposit is used to illustrate the procedure .

"INTRODUCTION The Yancey-Crawford tract, located 1-1/2 nines east of Yancey station on the Norfolk & Western Railway in Rockingham County, Va. was from 1917 to 1941 considered an unusually promising manganese prospect. Because of the favorable geologic formations and because of the common occurrence of manganese in the district and Virginia's large production of these minerals from this area, geological report 3/ have listed this tract as the No. 1 prospect in the State. During World War I, extensive geologic studies were made to locate manganese deposits similar to those exploited at the Crimera mine near Waynesboro to alleviate this mineral shortage during the existing emergency.In September 1941 the Bureau of Mines started exploratory drilling on the tract in an effort to discover and block out reserves of manganese minerals as authorized by the 76th Congress under the Strategic Materials Act. After five drill holes wore sunk, the project was terminated October 1941."

This paper describing the concentrator practice of the Copper Queen Branch of the Phelps Dodge Corporation at Bisbee, Ariz., is one of a series of papers on milling methods and costs being prepared by the United States Bureau of Mines. The Copper Queen Concentrator treats 4,000 tons of copper ore daily by preferential flotation, whereby the copper sulphides are floated and considerable iron pyrite is depressed. During 1929 the heads to the concentrator averaged 2.15 per pent of copper, the recovery was 91.32 per cent of the total copper, and the concentrates produced contained 12.92 per cent of copper.

This Bureau of Mines report summarizes the methods and results of many of the laboratory studies on spontaneous heating of coal published in the last 50 years. It includes a brief description of experimental methods, indices of combustibility, and important contributing factors. Adiabatic calorimetry, isothermal calorimetry, [0], sorption systems, or temperature differential are the most frequently used experimental methods. Indices of combustibility include various heating rates, crossing point temperature, ignition temperature, and CO index. Factors that affect the spontaneous heating of coal include air flow rate, changes in moisture content, particle size, rank, temperature, pyrite content, geological factors, and mining practice. Experimental conditions and results from 20 papers are summarized in an appendix, and the bibliography contains 45 references.

One of the principal objectives of the Bureau of Mines program for development of superrefractory ceramic materials is to obtain fundamental data on the physical properties of refractory oxides. Elements of particular interest to research workers in the Bureau include groups III and IV of the Periodic Table and the rare-earth group. This report contains thermal expansion and phase inversion measurements on oxides of scandium, yttrium, lanthanum and 12 lanthanide series elements (promethium and terbium omitted) up to 1,350°C, made by high-temperature X-ray diffractometer techniques. Thermal expansion values were calculated from unit cell dimensions measured at selected temperatures; with anisotropic oxides expansion was determined parallel to each major crystallographic axis. The combined random and systematic errors in the thermal expansion values are considered to be less than 3 percent of the total expansion at 500° C, and approximately 2 percent at 1,000° C, No difference in expansion coefficients was observed between heating and cooling cycles for oxides that did not undergo phase inversion. Tabular data of linear expansion, in percent, linear expansion coefficients, and graphical presentation of linear expansion as a function of temperature are presented.

One of the initial projects under the oil-shale research and development phase of the Synthetic Liquid Fuels Act, Public- Law 290, 78th Congress, approved April 5, 1944, was a survey of oil shales of the United States for the selection of a site for an oil-shale demonstration plant. The oil shales were assayed by the conventional Bureau of Mines retort method proposed by Karrick and described by Guthrie in a more recent publication. From previous experience and that had in making these assays, it became evident that the assay method should be modified or replaced by a more satisfactory one. There are several outstanding objections to the Bureau of Mines oil-shale assay method: (1) the oil yields are frequently smaller than those obtained by other types of assay equipment and by commercial retorts; (2) the assayed oil yield represents only a portion of the organic matter in the shale, which under more favorable conditions, may, Jae converted, more completely into oil; (3) the retorting procedure is controlled mainly by trial-and-error methods; and (4) the assay requires approximately 6 hours for completion.

This paper presents one of a series of digests of foreign mining legislation and court decisions which is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Bolivia has been prepared from the best available information in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers to whom it is being referred through the courtesy of the Department of State. SYNOPSIS OF LAW All useful substances of the mineral Kingdom belong originally to the State. The soil and subsoil are regarded as two distinct parts, the latter extending indefinitely in depth (Art. 2). The subsoil is under the dominion of the State, which may either abandon it to common use, grant it gratuitously to the owner of the soil, or alienate it, in return for an annual fee, to any individual or association that applies for it. (Art. 1-3.)
