This report is a summary of the work performed for the Bureau of Mines to evaluate the feasibility and desirability of a movable in-pit crusher combined with conveyors to substantially reduce or eliminate truck or train haulage in large open-pit non-fuel mineral mines. The report includes an introduction and summary of previous work, an analysis of movable crusher system components, a description of the selected system, a review of possible movable crusher system applications, and finally requirements for future work to bring about the general availability of such systems. It was clear from the program that there is a real need for movable in-pit crushers.

This paper is the third of a series of three on placer mining in the western United States. The first paper4 discusses the history of placer mining in the Western States and the production of placer gold, geology of placer deposits, location of placer claims on public lands, sampling and estimation of gold placers, and classification of placer-mining methods, together with hand-shoveling and ground-sluicing. The second papers deals with hydraulicking, sluice boxes and riffles, recovery of gold and platinum from placer concentrates, treatment of amalgam, and marketing of placer gold. The discussion of sluice boxes and subsequent subjects in the second paper applies to all forms of placer mining. The present paper treats of dredging and other forms of mechanical handling of placer gravels, and drift mining.

The Bureau of Mines' Oil Shale Data Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. The contributions of Jimaleen Jansma for keypunching, information acquisition, and data entry, and John Brandenburg and Sandra rake for keywording and information acquisition are gratefully acknowledged. Concepts and equations have been developed to quantitatively determine the stability of a rock bolted coal mine roof as a structural (beam-arch) member consisting of reinforced rock units. The equations take into account: rock bolt tension, length, spacing, and orientation; size of opening, strength and physical properties of the rock; and loads from distressed rock, and were critically reviewed using sensitivity analyses and the results available from relevant previous analytical and physical model investigations. It is concluded that they can essentially be validated by using small scale physical models and the full size mine entry model at the USBM Spokane Research Center. However, a comprehensive research program, including analytical and laboratory investigations and field trials in typical mines, will be required to define and validate criteria and standards for using the equations as a basis for a rational design code for rock reinforcement installations to replace the semi-empirical rules now being used. For example, these studies have shown that the practice of installing vertical roof bolts with a uniform spacing equal to the bolt length is inherently unsafe and that the spacing should be reduced near the walls to prevent shear failure of the roof strata. The development of such a rational design code would provide enhanced safety in coal mining operations and warrants a high priority in the Bureau's ground control research program.

The performance of the world economy improved significantly in 1984. Real world output!/ grew 4.3% (compared with 2.6% in 19831, the highest since the 4.4% increase recorded in 1978 (table 1). The output of industrial nations rose 4.9%, while that of the developing nations rose 3.7%. The United States and Japan had the largest increases in output of the major industrial nations, with respective increases of 6.8% and 5.8% (table 2). The components of real output with the most significant growth in the industrial countries were gross fixed investment (9.2%), consumer expenditure (3.1%), and public consumption (2.5%) (table 1). Industrial output, as measured by industrial production indices, has returned to about the 1980 level for most of the major industrial nations (table 2). Exceptions to this were industrial production in Japan and the United States; Japan's industrial production rose steadily throughout the 5-yr period and is now more than 16% above the 1980 level, and the industrial production index for the United States reached 11 1.2 (1980=100.0). Real total domestic demand grew at 8.7% in the United States, more than double the rate of Japan, which, at 4.0%, had the second-largest growth. Average demand for all industrial countries was up 5.1%. During 1984 the U.S. dollar showed great strength on international markets, contributing to large current-dollar negative net exports of goods and services and even larger negative net exports of the merchandise sector. While growing U.S. imports helped spread the benefits of the recovery, they also led to a widening of current account imbalances and growing trade tensions throughout the world.3/, 4/

U.S. Gold Commission Established. - The President, with the authorization of Congress, has named a gold commission made up of 17 individuals, most of them Government officials, to study U.S. policies related to the role of gold in domestic and international monetary systems and report its findings and recommendations to Congress. U.S. Lead Exposure Ruling. - On June 29, the Supreme Court upheld the Government's right to set lead exposure levels for employees at the workplace. The Court ruled in favor of the Occupational Safety and Health Administration (OSHA) in a challenge by a group that alleged that OSHA had failed to conduct a cost-benefit analysis prior to issuance of the lead standards. It was the Court's contention that Congress did not require such an analysis when it empowered OSHA to establish workplace standards. The petition to the Court was made by the Lead Industries Association Inc., Battery Council International Inc" American Iron and Steel Institute, St. Joe Minerals Corp., and other lead mining and consuming firms.

An attempt has been made in this investigation to define the conditions under which ammonium nitrate (AN) might detonate as a result of involvement in fire. The initiation of detonation by shocks derived from explosives or from projectile impact was investigated as a function of temperature and charge diameter. A new technique was devised to investigate the burning of raw and contaminated AN under pressure. No transition, to detonation in AN was obtained in the burning experiments. The critical diameter for detonation of fertilizer-grade AN was found to be quite small when the AN was at temperatures just below melting point; this indicates that initiation of detonation may be less difficult at elevated temperatures but such initiation by gas-phase detonation was shown to be unlikely. Transition from burning to detonation was obtained with AN intimately mixed with fuels that included polyethyl-ene, paper, and fuel oil when these were contained in vessels with restricted vents. However, the experimental results supported by an analytical study indicate that the initiation of detonation in AN from fire exposure in normal storage and from transportation incidents is quite improbable. The detonation of AN in recent incidents more likely may have resulted from the effects of adjacent explosions.

In conventional noncoal, room-and-pillar mining, the cutting machine is frequently a major source of airborne dust. Water is often used for dust control. An evaluation of typically used water systems during this program showed that they reduced dust levels by 60 to 70 percent over dry cutting when at least 0.5 gpm of water was applied. These systems, however, are only marginally effective in maintaining compliance levels and the added moisture causes operational problems. During the program, three additional dust control systems were designed, fabricated, and evaluated. The first, a hollow cutter bar, was designed to capture dust in the kerf at the cutting zone. The system was only marginally effective in reducing dust levels due to its lack of control of other sources. Large quantities of material captured by the system made it operationally questionable. The second, a machine mounted exhaust system, was extremely effective in capturing virtually all the dust generated in the heading. The captured dust was ducted out of the heading and exhausted downstream in the crosscut. Exhausting the dust without scrubbing, however, creates problems for personnel working downstream of the cutting machine. Successful application would require changes to the mine ventilation system and mining sequence. The third, foam, injected foam from an onboard generator through a channel to the cutting zone at the tip of the bar. Test results showed that foam, using 1/3 to 1/2 the total fluid quantity, was equally effective when compared to the mine's current water system.

This report describes a program whose objective was to develop, design, fabricate and laboratory-test two prototype instruments capable of real-time selective detection and measurement of airborne fibrous-shaped particles. The operation of this fibrous aerosol monitor (FAM) is based on the rotation imparted to the acicular particles by means of a rotating quadrupole electric field of the order of 3000 V/cm. This field induces a dipole charge separation on the fibers and aligns them with the applied field. The selective detection of the fibers is effected by synchronous detection of the resulting modulation of the light scattered from a continuous-wave helium-neon laser beam by the rotating particles. The theory of operation, design of the electric-optical detection configuration and the electronic signal processing method are discussed. By means of a scattering pulse sharpness discrimination technique, fibers whose length exceed a selectable value are detected and their number concentration digitally displayed. Counting times of 1 to 1000 minutes permit the measurement of fiber concentrations between 0.001 and about 30 cm-3. A concentration of the order of one fiber per cubic centimeter can be assessed within a relative standard deviation of 10 percent with a counting period of 10 minutes. The FAM is a portable, battery-powered instrument capable of operating continuously for about 4 hours between battery charges. Preliminary tests with crocidolite and crysotile asbestos as well as with glass fibers were performed in the laboratory and the results indicate good correlation with the standard NIOSH phase contrast microscopy filter counting method.

After World War II the Bureau of Mines studied methods of producing synthesis gas including a plan to gasify coal in place. Consequently, under a cooperative agreement with the Alabama Power Co., Bureau engineers directed a series of experiments that were carried out on the property of the Alabama Power Co. at Gorgas, Ala. The purpose of underground gasification of coal, regardless of method used, is to obtain the energy contained in the fuel for use on the surface, without mining in the usual sense of the term. Underground gasification can be described as (1) a process where coal, in place, is consumed by partial combustion with air, oxygen, steam, or any combination of these to produce a low calorific value gas (80 to 300 Btu per cu ft) or (2) a complete combustion process in which air is used to produce a gas containing carbon dioxide, nitrogen, and considerable thermal energy.

During the search for deposits of soluble potash salts in the United States, carried on by the United States Geological Survey, much information was collected on the salt resources and industry of the United States. The more important features of the information thus gathered, compiled, and digested may be classified under five headings, as follows: 1. Geology of the salt deposits of the United States. 2. Theories relating to the origin and formation of salt deposits. 3. Chemical composition of saline materials in the United States, principally rock salt and natural and artificial brines. 4. Statistics of salt production in the United States. 5. Technology of salt production. The first four items are not discussed in this report, but their treatment will comprise a separate report published by the Geological Survey,a which will supplement this report, relating to salt-making processes, and will describe comprehensively the salt resources of the United States. Numerical models play a significant role in the design of safe underground mining excavations and support systems. Advances in the capabilities of numerical modeling software, together with ever increasing computational speeds, have made it possible to investigate the very nature of the large-scale rock mass and its response to mining excavations. The improved understanding of the rock response obtained from modeling enhances our designs, resulting in greater stability and safety of the mining excavations. To help advance the state of the art in this field, the National Institute for Occupational Safety and Health organized the International Workshop on Numerical Modeling for Underground Mine Excavation Design. The workshop was held in Asheville, NC, on June 28, 2009, in association with the 43rd U.S. Rock Mechanics Symposium. The proceedings include 10 papers from leading rock mechanics and numerical modeling experts in the United States, Canada, Australia, and Germany. The papers address a wide range of issues, including various numerical modeling approaches, rock mass modeling, and applications in coal and metal mines.

To provide better service to coal producers and consumers, the scope of this bulletin has been expanded to include important test methods used to evaluate coal properties for commercial processing. The methods described will prove valuable to all persons interested in analyzing and testing coal and coke.

Some of the investigations conducted by the Bureau of Mines have for their object the collecting and disseminating of information regarding methods by which the fuels of the country may be most efficiently used. As the analysis of flue gases tends to develop better methods of firing, which in turn reduces waste of fuel, the Bureau of Mines in this bulletin presents for the benefit of those in charge of boiler plants and all other persons interested detailed information on methods of sampling and analyzing flue gases, and on the utilization of the analyses in promoting boiler-room economy. This bulletin is intended to be a companion to Technical Paper 80,a and is written in plain and nontechnical language, as far as possible, so that it may be readily understood by persons who have not had the advantage of a technical education. Whenever possible, illustrations of apparatus and methods of handling have been used rather than elaborate descriptions.

This circular is intended to present in brief form the statutory provisions of Pennsylvania regarding mining operations, in force at the end of the 1931 session of the legislature. lo reference is made to general laws which affect mining only incidentally in common with other subjects, such as the workmens compensation law. The statements have been condensed as far as practicable, and provisions not deemed of general interest, such as matters dealing only with administrative details, have been omitted. This circular obviously is not written with such particularity as to be of great value to the legal profession, but it is hoped that it will be beneficial to the mining industry in giving this information in a relatively compact form. At the end of each paragraph the statute from which it is derived is cited to facilitate reference to the text of the law. It is planned to publish additional circulars from time to time dealing with the mining laws of other States. Any criticisms of the form of publica- tion followed herein, or suggestions aimed at the improvement of future circulars, will be welcomed.

Unfortunate occurrences resulting in injuries, loss of life, and destruction of property by explosion, fire, and other mishaps during shaft sinking focused the attention of the Bureau of Mines on the need for safety standards For such operations. Information Circular 7810 was published to meet that need. The current revision updates and replaces IC 7810. Several States have some rules and regulations applicable to local conditions, and several Bureau publications (including some now out of print) cover the hazards that may be encountered in shaft sinking. Certain requirements of the Federal Mine Safety Code and Federal Coal Mine Safety Act may be applied, but there are no definite, uniform standards that will guide those desiring to sink a shaft safely and bring about uniform safety inspections.
