Coal has been mined in the central Appalachian coalfields of southern West Virginia, western Virginia, and eastern Kentucky for more than a century. The dwindling reserve base consists in large part of coal that would have been considered unmineable by earlier generations. Nearly every current operation is working on a property where coal has been extracted in the past, from seams either above, below, or both. NIOSH is conducting research aimed at helping mine planners prevent hazardous conditions due to multiple seam interactions. To-date, more than 300 case histories have been collected from underground mines, mainly from central Appalachia. This paper focuses on several of the more challenging situations that have been encountered, including: • Room-and-pillar development 20 ft (6 m) beneath full extraction workings at a depth of 1,000 ft (300m) of cover (Virginia) • Pillar recovery 45 ft above full extraction workings at 900 ft (270 m) of cover (Virginia) • Near-simultaneous room-and-pillar mining with pillar recovery with 40 ft (12 m) of interburden and 1,500-2,000 ft (450-600 m) of cover (Kentucky) • Longwall mining directly beneath main entries in overlying seams (West Virginia) • Some of these operations have been highly successful in overcoming the challenges, others less so. The lessons learned from their experience will help ensure that these and similar difficult reserves can be mined safely.

Zircon sand may be reacted with sodium hydroxide at 600° C. to form sodium zirconate and sodium silicate. Sodium zirconate is water insoluble and so may be washed free of sodium silicate. The sodium zirconate may then be converted to zirconyl chloride by the action of hydrochloric acid and the zirconyl chloride crystals separated by cooling the solution. This approach produces zirconyl chloride of satisfactory purity with less cost than is involved in buying anhydrous zirconium chloride and converting it. We encountered several areas of methodologic uncertainty during development of a data collection method for use with vibrating hand tools in metal assembly. A local manufacturer sought our assistance designing a data collection method for evaluating and predicting risks of upper extremity disorders associated with use of vibrating hand tools. Current methods of vibration measurement are described in ISO 5349 [2]. However, the complexity of measuring vibration along with other exposures such as force and posture has limited the number of workplace-based studies of upper extremity disorders that have included direct measurements of vibration. Data from this preliminary study was used to look at two issues: a comparison of vibration values between production and non-production workers when performing the same task, and a comparison of worker ratings of vibration comfort to direct measurement of tool vibration. Methods Eight experienced production workers used each of six metal fastening tools to install fasteners. Vibration was collected by 3 tri-axial accelerometers, one attached to the tool handle following ISO 5349 recommended locations, one attached to the hand dorsum on the 3rd knuckle and one to the thumb side of the wrist. Data sampling rate was 10,000 samples/second. Hand grip and feed forces were obtained using a Novel pressure sensing mat on the palm. Each trial consisted of installing 10 fasteners per tool for each of the 6 tools. The test set-up placed the wrist in the position typically used by the operator during production. Each worker documented subjective comfort and effort ratings on a seven point scale following each series of fastener installations. One series of testing was completed by three non-production workers inexperienced in fastener installation to simulate use of alternative employees for data gathering. Vibration data for each trial were acquired, digitized, and stored using Lab View. The X, Y, & Z axes were used to calculate the vector sum response for each tri-axial accelerometer. The tool data were digitally filtered following ISO recommendations. Calculated data consisted of the mean RMS over the tool’s on- time, the starting and breaking peak impulses, and the peak of the frequency response. Results Production workers (n=8) were right hand dominant males with a mean age of 55 years and normal hand strength (mean right grip = 106 lbs). Non-production workers (n=3) had similar characteristics. We found large and statistically meaningful differences in hand force during tool use between production and non-production workers (mean production workers = 9.77 lbs, mean non-production workers = 43.30 lbs, p = 0.0001). Vibration values obtained from the hand also showed a statistically meaningful difference (mean in production workers = 0.67 Gs, mean in non-production workers = 1.48Gs, p = 0.0014, figure 1). Experienced worker ratings of comfort during tool use demonstrated a moderate correlation with measured vibration (r=0.63). Worker ratings trended with direct recordings from the tool handle as shown in figure 2.

For a number of years there has been a very appreciable annual,, increase in the production and recovery of natural gas and natural-gas gasoline2 in the United States the latter product being used largely for blending with gasoline from petroleum in the production of motor fuel. On account of the increased amount of oil cracking in the production of gasoline and the accompanying increased percentage of low-boiling constituents in the resulting product, the specifications for the natural gasoline suitable for blending have been altered, that is, the amounts of propane and butane which it can contain have been limited. The result has been that large quantities of the latter materials are wasted because there has been no ready market for thorn in large quantities. Because of this wasteage and because it is probable that large quantities of there and similar materials will be produced in the near future us a result of the more general use of oil cracking processes, a study was made by the Bureau of Mines, under a cooperative agreement with the assistance of the Phillips Petroleum Company, of the suitability of these materials alone or in mixtures for use as gas enricher in the carburetion of water gas for city distribution. This investigation included: (a) A study of the properties of the low boiling members of the paraffin series including pentane with particular reference to their utilization as gases.

Calcium chloride is a conspicuous example of a former waste product that has found a place for itself in the onward march of civilization. Formerly considered a troublesome constituent of the effluent sewage of many chemical manufacturing plants and salt works, it has now become a commercial product of substantial importance, with sales aggregating almost six million dollars in 1929. The point has not yet been reached where it would seem profitable to undertake large-scale production of calcium chloride as a main product, but as a byproduct it has become an item that warrants serious consideration by all who are in a position to recover it at sufficiently low cost. The largely increased demand for bromine and for certain magnesium salts, which are likewise potential byproducts associated with calcium chloride in most salt-works bitterns (and brines generally), adds further impetus to commercial research directed toward the fuller utilization of the natural saline resources of the United States.

A high efficiency ejector has been developed which solves the abrasion problem associated with remote pneumatic stowing. The system can also produce cemented fills. The ejector is capable of moving the fill material over 70 ft from the injection point and filling the mine opening to the roof level for a distance of about 30 ft in all directions from the borehole. This system operates by the transfer of momentum from a supersonic air stream to the fill material. The momentum transfer results in a horizontal stream of fill material and air at a velocity of about 100 fps. The ejector fits on the bottom end of a 3 in diameter vertical pipe. Fill material is fed into the ejector at a controlled rate through a hopper mounted over the borehole. High pressure air used to operate the ejector is fed through a second 3 in diameter pipe. This system has the additional feature of mixing water in the air stream which increases the potential momentum of the air stream. Where necessary, cement can be added to the gravel to create a cemented fill. The design parameters and test results for four versions of the ejector are presented in this report.

The average gravity of the total crude petroleum produced in the United States during; the year 1927 was 32.2° A. P. I., or 0.864 in terms of specific gravity. A similar study, made by the U. S. Geological Survey in 1921, gave the average gravity at that time as 32.0.° To one who is accustomed to thinking of crude petroleum in terms of Oklahoma-Kansas and North Texas trades it may be surprising that the average gravity for the entire country is no higher than 32.20. The chief reason for this apparent discrepancy lies mainly in California production, which in 1927 amounted to over 25 per cent of the total, but which had an average gravity of only 24.10. A factor of less importance was Arkansas, which, though on the decline as a producing State, exerted a material effect by reason of its average gravity of 21.6°, the lowest for any State. In view of the heavy production of light crude in the Seminole area of Oklahoma during 1927, it would appear that the average gravity should have shown more than a 0.2 per cent gain over 1921. That this did not occur was due to the fact that in the interim between 1921 and 1927 important heavy oil discoveries were redo, notably the Smackover field of Arkansas.

"The maintenance of permissible equipment which is tested and inspected at the Pittsburgh Experiment Station of the United States Bureau of Mines is dependent to a surprisng degree upon the voltage at which the equipment is operated. The difficulty of maintaining 500-volt equipment is frequently brought to the bureau's attention, and it is quite possible that if the bureau had appreciated at the beginning the full hazard involved, it would never have undertaken the approval of equipment operating at voltages greater than 250 volts.In this connection, the following statement from State mine inspection departments and other sources are of interest as showing the general feeling in safety organizations with respect to voltages higher than 250. These statements, although obtained as a result of a questionnaire sent cut several years ago, still apply very well to present conditions.A. I have not had time to consider seriously the proposed change from every angle, but looking at it from a standpoint of hazard, feel that the danger would be greatly increased. I have always occupied the position that underground voltage on portable equipment should never exceed 250 volts.High voltage of course would mean smaller transmission lines, which would be more economical and no doubt would require in several instances smaller equipment; notwithstanding, if this statement is true, the writer is still favorable to low voltage on underground portable equipment.B. I believe 500 volts should be the limit on the best equipment ender the best conditions and that the U. S. Bureau of Mines should do all in its power to limit the voltage to 500 volts on permissible equipment, as any increase in voltage means increased hazard.C. I will refer you to a section of our mining law, entitled ""An Act to Regulate the Tine of Electricity in the Mines of the State of ----"" which reads in part, as follows: Trolley wires, or other exposed electrical wires, shall not carry a voltage above 275 volts.You may readily see by this that we are not permitted to operate mining machines under ground in -----, with more than 275 volts at the terminals, except that we are permitted to install transforming stations throughout the mines, after complying with certain regulations at the mine.However, as we have had to date, within the calendar year of 1925, six men electrocuted in the mines of the State, using a voltage of 275 volts, I am of the opinion that if this voltage was increased, the hazard would also be increased in proportion.D. I do not care to make a statement for publication: however, I am referring you to our mining laws. On page 27 and 28 you will find what the laws of -----¬require relative to the installation of electricity in the mines.""Hereafter where electricity is installed no higher than two hundred seventy-five (275) volts shall be used underground, except for transmission, or for application to transformers or other apparata, where the high-voltage circuit is stationary. High-voltage motors, and transformers, shall be installed in suitable chambers, built of fire-proof construction, and well ventilated, and shall not be placed on intake, or between intake and return air courses. All high-voltage lines lines and apparata must be clearly marked, to indicate their danger. Main and distribution switchboards for high voltage shall be made of insulating and incombustible material, such as marble or slate, and to be free of all metallic veins, or of material equivalent thereto. Same shall be installed in a dry place. All switches or other instruments used in connection with high voltage shall be installed on suitable switchboards, with at least a three-foot passageway in front and rear properly floored, and kept looked by a door at each end that can be opened from the inside without a key. With higher than medium voltage, there shall not be any live metal work on the front of switchboard, and the entry circuit must be protected by an oil breaker s"

Two processes are available for the production of synthetic fuels from coal high-pressure hydrogenation and the carbon monoxide-hydrogen synthe- sis. This paper presents some ideas and new developments in coal hydrogen- ation that have been incorporated in an estimate for the production of 30,000 barrels per day of liquid fuels, mainly gasoline. A few comparisons of the processes will be helpful before discussion of the details of pro- posed improvements in the hydrogenation process. The principle of the high-pressure hydrogenation process ie the addi- tion of hydrogen at pressurea in the range of 3,000 to 10,000 p.s.i. to coal at elevated temperature and with the help of catalysts. On the other hand, the principle in the Fischer-Tropsch synthesis is the complete break-down of coal into a mixture of carbon monoxide and hydrogen, followed by the catalytic combination of these two gasse into hydrocarbons or suitable catalysts. For the synthesis, moderately elevated pressures of about 350 p.8.1. will bo used in the immediate future, although it can be carried on at atmosphoric pressure with certain catalysts. The products of these two processes using coal as raw material are almost as differont as hydrocarbons can be. The products of the high-pres- sure hydrogenation of coal reflect the original constitution of the coal. They are, therefore, rich in ring compounds, both aromatic and naphthenic, but, due to the action of highly comprcesed hydrogen and catalyst, are satu- rated and very stable. These constituents give the gasoline a high octane number and excellent rich-mixture performance, combined with good gum and storage stability. Therefore, this gasoline is suitable for aviation gaso- line or base stock. The Diesel fuel can be hydrogenated to a centane number of 45 or higher, which is entirely satisfactory for operating normal Diesel

This report describes apparatus and procedure used for determining the vapor pressure of aviation gasoline in surveys of commercial aviation-gasoline characteristics made by the Bureau of Mines in cooperation with the Coordinating Fuel and Equipment Committee of the Coordinating Research Council, Inc. (CFR-CRC). The method is a modification of the Reid method, in which a mercury manor is substituted for the Bourdon-type gage of the Reid method. The method was used in earlier surveys made by the National Bureau of Standards in cooperation with the CFR-CRC, and was used in the Bureau of Mines surveys at the request of the cooperating organizations. It is designed for special research problems? particularly in vapor-lock studies, which require a precision greater than obtainable by the Reid vapor pressure method. A repeatability of + 0.01 p.s.i. average deviation from the mean may be obtained by method.

The U.S. Bureau of Reclamation requested U.S. Bureau of Mines (USBM) assistance in developing design data for moving lead-zinc-gold tailings from their current location without disrupting the existing chemically stable conditions. This report presents results of USBM work in determining (1) the minimum required time to air dry the tailings to approximately 20 pet moisture under various drying conditions both in the laboratory and in the field, (2) the degree of oxidation or reduction that occurs during drying, (3) the effect of lime or cement addition before drying, and (4) the likely equilibrium conditions of the dried tailings after deposition at the new location. The limited number of tests performed by the USBM in the available time frame established trends in oxidation levels but did not provide absolute statistical validity of data values. All data from drying and oxidation testing are included in appendices to this report.

As part of its research program on secondary metal refining, the Federal Bureau of Mines has developed a fast method for determining aluminum, iron, copper, cadmium, and lead in zinc-base alloys. The new method is intended for use by trained technicians in laboratories with inexpensive equipment. It can be used either in the analytical laboratories of the many small plants that are characteristic of the secondary metals industry or in laboratories engaged in basic research to improve refining processes. A complete analysis for the foregoing elements can be made in less than 3 hours from a single sample in solution. The method is especially helpful when a small amount of sample is available. Aluminum and iron are determined spectrophotometrically and the other elements polarographically. The new method is now being used for control analysis in metallurgical research, and the results compare favorably with previously used spectrographic methods. Luke and Braun4/ described a photometric method for the determination of aluminum in zinc diecasting alloys in which the aluminum was complexed with Aluminon reagent (ammonium salt of aurintricarboxylic acid), forming a red lake. An adaptation of this method was used for determining aluminum. Beers law is obeyed between 0.01 and 0.06 milligram of aluminum.

During the fall of 1943 and spring of 1944, the Bureau of Mines investigated nine secondary limonite iron-ore deposits in the Williamsville district of Wayne, Butler, and Ripley counties, Mo., by rotary-bucket and power-auger drilling test pitting, and trenching. Studies on beneficiating the ores were made at Bureau laboratories. Iron ore has been mined in Missouri since 1825, and iron mining reached its greatest development between 1870 and 1890. During this period, production averaged about 250,000 tons annually.

A demountable X-ray tube vacuum spectrograph was designed by the Bureau of Mines for the determination of long-wavelength X-ray spectra from the light elements. This instrument was operated for both secondary and combined primary-secondary excitation of the aluminum K-series. There was an increased analytical sensitivity for elements in period 3, and an indication that with improved X-ray tubes or direct election excitation of the sample, X-ray determination of elements in period 2 is also possible.

This paper describes research at the Bureau of Mines experimental oil-shale mine at Rifle, Colo., to improve blasting techniques and reduce breaking costs. Many of the conclusions are applicable to any mining operation. Experiments Were conducted on many phases of blasting. The effectiveness of various grades of explosives was compared, and several different drill-hole patterns were tried in heading rounds. An experiment was conducted to determine the maximum effective burden for various diameter blast holes. High-speed motion-picture studies were made of blasts, and the time for initial movement of rock after detonation of the explosive was measured. Experiments with millisecond-delay detonators in heading rounds proved that, when used properly, these detonators result in improved fragmentation, economical use of explosive, and compact, easily loaded muck piles.

Major activities of the Bureau of Mines Explosives Research Center during fiscal year 1966 (July 1, 1965 to June 30, 1966) are reviewed briefly. Part 1 summarizes significant accomplishments of the projects that were active during the report period. Part 2 presents short abstracts of the publications that appeared in the Bureau series and in other media during fiscal year 1966. Publications issued after June 30, 1966, are noted where pertinent in foot- notes but are not abstracted. In 1969, the number of fatal injuries in the coal mining industry was lower than in any previous year and the number of nonfatal injuries was lower than in any preceding year except 1968. Fatal injuries in 1969 totaled 203 with frequency rates of 0.85 per million man-hours of worktime and 0.36 per million tons of coal These rates were new annual lows. Nonfatal injuries totaled 9,917 with frequency rates of 41.76 per million man-hours and 17.42 per million tons. The severity rate for fatal and nonfatal injuries combined was 7,359 days lost or charged per million man-hours. The average severity was 173 days lost or charged per injury. These statistics represent the injury experience of an average of 133,302 employees per day working an average of 225 days in 5,955 coal mines for a total of 237-5 million man-hours worked and a coal output of 565 2 million tons
