Case studies from four western states are used to illustrate the impact of the environmental compliance process on the mining industry. The case studies were not chosen as a statistically significant sample of all mining operations in the western United States but were chosen as representative of operations on both public and private lands and in locations that exhibited varying degrees of involvement by governmental units, non-governmental organizations and the general public. Basically, each case study was chosen because some aspect of their environmental compliance process helped to illustrate an interesting point in the regulatory process. The criteria used to select the case studies were: mines located in different jurisdictional areas, mines located in varying geological areas~ mines located in areas having different historical relationships with mining: and operations that are in production as well as those seeking an operating permit. The variety of such projects should provide the necessary foundation to evaluate the impacts of the environmental compliance process in each location.

This report describes the materials flow of mercury in the United States. It examines the mining and production of mercury and the manufacturing, uses, and ultimate disposal of mercury. Materials flowcharts were prepared for 1989 and 1990. An effort was made to include estimates for all major anthropogenic sources including fossil fuel combustion, waste incineration, and nonferrous metal mining operations. Mining and mineral processing released about 100 mt/yr of mercury to the environment in both 1989 and 1990. The combustion o ii fu1s released 175 mt/yr in the same years. The manufacturing, use, and disposal of products containing mercury accounted fix the release of 1,037 mt of mercury in 1989 and 938 mt in 1990. The manufacture of chlorine and caustic soda was a major source of recycled mercury, but it was all reused within the industry. Recovery from all waste products accounted for 36% of reported consumption in 1989 and 42% in 1990. The losses from manufacturing and end use have been declining, whereas mercury emitted from combustion sources has not been strictly regulated and will likely become the largest source of mercury releases to the environment.

A total of 55 conveyor belt fire tests were conducted in the Bureau of Mines Fire Test Gallery, located at the Factory Mutual (FM) Fire Test Center West Glocester, R.I. The objectives of these tests were to: 1) determine the fire resistance and burning characteristics of various conveyor belt materials under simulated mine conditions; 2) provide essential data for designing a reliable bench-scale conveyor belt fire resistance test; and, 3) determine fire test conditions that will discriminate between low, moderate and high fire resistant materials. Belts, representative of those which mold he found in underground coal mines were examined under n umber of experimental conditions which included; ignition intensity; air flow rate; ratio of belt bright (h2) to overall gallery height (h1); exposure time; and, belt width. It was found that fire propagation could be achieved for some "fire resistant" belts (complying with the present Schedule 2G standard for approval) when exposed to an Ignition source of =6000 Btu/min for a 15-min period at a belt height ratio of 01.66. There appears to be a dependency of flame propagation on air flow rates and belt width, although the tests performed do not provide a quantitative trend. Recommendations are made for additional work to resolve some anomalous date and to fill voids in the rest program.

As part of its program to develop technology that will encourage maximum utilization of the Nation's mineral resources, the Bureau of Mines conducted research on debrining potash-clay waste slurries by means of flocculation with a high-molecular-weight polymer and subsequent solid-liquid separation on a rotating trommel screen. In laboratory batch tests, potash-clay waste slurries were consolidated from initial clay contents of 8 pct to final contents of 30 pct with a polymer dosage of 1.2 Ib/ton of dry clay waste. Small-scale continuous tests yielded debrined products containing 20 pct solids using a polymer dosage of 1 Ib/ton of dry clay solids.

Noise Induced Hearing Loss (NIHL) is the most common occupational disease in the U.S. with devastating consequences particularly in the mining industry. A study conducted by the National Institute for Occupational Safety and Health (NIOSH) revealed that 90% of coal miners have hearing impairment by age 50, compared to only 10% of those not exposed to occupational noise. According to the Mine Safety and Health Administration (MSHA), Continuous Mining Machine (CM) operators account for 30% of workers exposed to noise doses exceeding the Permissible Exposure Level (PEL). This number becomes more dramatic considering that 49% of the total national underground coal production is extracted using these machines. In this context, NIOSH is conducting research to identify and control dominant noise sources in CMs. Previous noise source identification was performed using a Brüel &Kjær (B&K) 1.92-m diameter, 42-microphone phased array. These measurements revealed that the impacts from the conveyor chain onto the tail roller, and the impacts from the conveyor chain onto the upper deck are the dominant noise sources at the tail-section of the CM. The objectives of the work presented in this paper were: 1) To rank the noise radiated by the different sections of the conveyor, and 2) to determine the effect of a urethane-coated tail roller on the noise radiated by the tail-section. This test was conducted using an Acoustical and Vibrations Engineering Consultants (AVEC) 3.5-m diameter, 121-microphone phased array. The results from this new test show that a urethane-coated tail roller yields reductions in the tail-section of 2 to 8 dB in Sound Pressure Level in the frequency range of 1 kHz to 5 kHz. However, integration of the acoustic maps shows that the front-section and mid-section of the conveyor also contain dominant noise sources. Therefore, a urethane-coated tail roller in combination with a chain with urethane-coated flights that reduces the noise sources in the front and mid sections of the conveyor is required toyield a significant noise reduction on the CM operator?s overall exposure. These results show the applicability of phased array technology for low frequency noise source identification.

In the late 1970's, the Bureau of Mines began to examine the criteria for reestablishing vegetative cover on coal strip mine spoils near Glenrock, WY. A 9-acre plot, consisting of (1) spoils covered with topsoil, (2) spoils without topsoil, and (3) spoils treated with sewage sludge, was constructed. These plots were seeded with Tegmar intermediate wheatgrass (Agropyron intermedium), Fairway crested wheatgrass (A. cristatum), and Critana thickspike wheatgrass (A. dasystachyum). After 5 yr, the topsoil had about 70 pct plant coverage. Revegetated spoils, without topsoil addition, averaged approximately 30 pct plant coverage, and sewage sludge-treated spoils had about 45 pct plant coverage. Comparison of grass types showed the intermediate wheatgrass produced greater surface coverage.

McCrone Associates, Incorporated has examined 71 samples of airborne mine dusts using the techniques of x-ray diffraction, electron microprobe analysis and light microscopy. This report details the procedures which were used in this work and documents the results which were obtained.

The primary purpose of the Bergius (hydrogenation of coal) and Fischer-Tropsch (hydrogenation of carbon monoxide) processes is the production of synthetic liquid fuels. This objective is of importance in insuring an adequate supply of motor fuels and lubricating oils in the United States. In the urgency of the basic research and process development work on synthetic liquid fuels, the possibilities for the production of synthetic chemicals inherent in these processes have hitherto received little attention in this country. However, the by-products, as well as the primary products, from the Bergius and Fischer-Tropsch processes are rich source materials for organic chemicals. The overhead oil from liquid-phase hydrogenation of coal, for example, contains benzene, toluene, xylene, cyclohexane, methylcyclohexane, aromatic solvents, about 20 percent tar acids (largely phenol, cresols, and xylenols), and 3 percent nitrogen bases. Wax, alcohols, and acids are by--products of the Fischer-Tropsch synthesis. In addition, techniques have been developed which make possible the production of aliphatic hydrocarbons, alcohols, acids, aldehydes, and other oxygenated organic compounds. These chemicals are more valuable on a unit basis than gasoline. Because of continued rapid expansion of the plastic, resin, lacquer, and solvent industries, larger amounts of many of these chemicals will be needed in the near future.

Support of the immediate roof in coal mines is essential for their safe operation, and timbers are the most common means of support. Their effectiveness depends upon their resistance to decay. The theory has been advanced by some mine operators that rock dust, which is applied to ccal-mine workings to prevent propagation of explosions, accelerates the decay of mine timbers. As the results of part 1 of this study were inconclusive, the study was continued. Its principal objectives are: 1. To determine the effect of rock dusting upon decay of mine timber. 2. To compare the extent of decay of timbers in two mines in which underground conditions are similar. 3. To determine the loss in strength of the timbers after exposure to mine atmosphere. The studies were carried on in the Crucible mine of the Crucible Fuel Co. where the first part of this study was made, and in the Isabella mine of the Weirton Coal Co. The mines are on the Monongehela River and are adjacent.

This publication has been prepared to supply manufacturers and industrial users a listing of mobile diesel-powered equipment and subassemblies approved and certified by the Bureau of Mines for use in noncoal mines. Testing of diesel-powered equipment is one phase of the Bureau's program of health and safety that concerns approval of electrical and diesel equipment designed to prevent explosions, fires, shocks, or toxic hazards in underground mines, when such equipment is used and maintained properly. Manufacturers submit machinery and component parts to the Bureau for study of their design, safety features, and use. Equipment must pass exacting tests and must meet strict requirements established through research and experience and listed in the Bureau's permissible schedules before the Bureau approves it as permissible for safe use in mines.

"Ilmenite is the most important titanium-bearing constituent of titaniferous iron ores. Such ores, of which the United States has abundant reserves, are of interest because they constitute an important potential source of both iron and titanium that may be tapped in times of stress, and which eventually may be utilized in the normal course of events.As the iron and titanium constituents of titaniferous iron ores are not completely separable from each other by ore-dressing methods, any process for metal recovery will, of necessity, involve reduction of the iron in ilmenite. Consequently, knowledge of the thermodynamic properties of ilmenite should supplement information already available concerning those ores. With this in view, the Pacific Experiment Station of the Bureau of Mines undertook to evaluate thermodynamic properties; the data obtained are the subject of this report.Three types of experimental work were involved. First, low-temperature specific heats of ilmenite were measured in the temperature range 500 to 29S° K. These data serve to evaluate the entropy, a quantity necessary for a reliable evaluation and correlation of other thermodynamic properties. Second, high-temperature heat-content measurements were made in the temperature range 298° to 1,743° K. The data serve to bridge the gap between room temperature and elevated reduction-process temperatures. Finally, hydrogen-reduction equilibria were measured in the temperature range 1,220° to1,375° K. These data-give a direct measure of the free energy of reduction of ilmonite at these temperatures and, in conjunction with results of the other two types of measurements, serve to obtain the heat of formation of ilmenite, a quantity not readily determinable by direct calorimetric means.The data are correlated to form a composite, self-consistent portrayal of the thermodynamic properties of ilmenite, which may be used in evaluating the efficacy of any reducing agent of known thermodynamic properties. Selective-reduction of iron in ilmenite by hydrogen, carbon monoxide, and carbon are considered in this report."

Before the World War the use of zirconium and its compounds was largely experimental and confined almost wholly to Germany and Austria . Occasionally small lots of zirconium ore had been produced in the United States ( 1,000 pounds in 1869 , 26 tons in 1883 , and 3,000 pounds in 1903 ) and used (with monazite ) in the manufacture of various lighting devices , especially incandescent gas mantles ; but it was not until 1906 that the discovery of the natural zirconium oxide in large quantities near Sao Paulo , Brazil , first gave promise that a zirconium industry eventually might be developed . Edward Rietz , who worked the Brazilian deposits , interested German chemists in extending the use of zirconium , and by 1911 trade journals were listing German firms as manufacturers of compounds or products derived therefrom . For a time zirconia was one of the various oxides used in the Nernst lamp . It was used also for crucibles and hearths as refractory material ; in the manufacture of chemical utensils ; in enamels ; in the place of bismuth subnitrate for defining Röntgenray pictures of the stomach ; as a pigment ; in medicine ; and in a number of other ways . The Germans were credited also with producing a remarkable zirconium steel , which , it was claimed , was much superior to other alloy steels . During the World War the United States Government investigated the possibilities of zirconium , as well as those of other steel -hardening elements , and a large automobile manufacturer actually purchased a substantial quantity of ore with the purpose of employing zirconium in automobile steels . Immediately after the armistice the Government ceased its investigations ; but despite the difficulties experienced by various investigators in reaching concordant results , interest in the use of zirconium as a steel -hardening agent , as well as in other uses of the element and its compounds , continued . In 1918 the Foote Mineral Co. , which had been interested in zirconium for several years , was exploiting the deposit in Brazil formerly worked by the Germans and was supplying zirconia in the form of ore , brick , and cement for refractory and other purposes . About the same time the Electro Metallurgical Co. , which before the entrance of the United States into the war was experimenting with zirconium alloys , supplied in tonnage quantities the demand for these alloys . In 1919 it was reported that American manufacturers , after several years of research, were producing in commercial quantities pure zirconium oxide , which was finding a place in the manufacture of small refractory articles , scorifying dishes , crucibles , tubes , and one- piece furnace linings . In 1920 the lowering of the price of zirconium metal powder ( because of improved metallurgical methods ) promised the production of the metal on a semicommercial scale . In 1924 the Titanium Alloy Manufacturing Co. introduced a new opacifying agent , " Opax , " made from zircon . A year or two later some of the large pottery manufacturers became interested in the use of zirconium oxide as an opacifying agent , the increased production of titanium pigments having resulted in the production of zirconium as a by-product at a price that could compete with tin oxide . In 1928 it was reported that the industrial use of zirconium oxide was increasing steadily in the manufacture of brick , crucibles , and other refractory products , such as high- temperature cements . 1972 constituted the second year of the projected five-year study on constitutive relations of coal. The schedule adhered closely to the five-year outline which is summarized in Table 1. This chapter is intended to serve as introduction and concise synopsis of the year's activities and results, which are presented in greater detail in the following chapters, which have been contributed by the individual researchers in charge of the various aspects of the project under study. Coal Sources, Material Procurement, and Sample Preparation Most of the studies performed during 1972 were done on coal from two sources: the Old Ben Mine #22 in Illinois, and the Bruceton Mine in the Pittsburgh seam of Pennsylvania, which may be considered typical of coal sources of economic importance in the Midwestern and Eastern part of the U.S. These two mines have proven to be reliable suppliers of coal material for our research. We have been able to establish good working relations with their personnel and feel that we can continue to count on their cooperation and help.

This report is the 23d in a series summarizing research and technologic work by the Federal Bureau of Mines on coal and related investigations; it is the fifth report to be issued on a calendar-year basis.2/ Publications by Bureau personnel in 1958 are cited;3/ in addition work in progress during the year is briefly described. To conserve our reserves of coal the Bureau of Mines conducts a program concerned with the development of fundamental information on coal characteristics and behavior, and the improvement of technology related to its production and utilization. The ability to anticipate and meet future demands for coal depends on a number of factors: (1) Knowledge of reserves from a stand- point of both quantity and quality; (2) the development of improved mining methods, health and safety measures, and preparation techniques that will insure its most efficient exploitation; and (3) knowledge of the controlling factors in efficient use of coal in combustion, carbonization, gasification, direct and indirect hydrogenation, and other new processes. The Bureau is concerned with each of these areas.4/,5/

This report describes the tunneling at the Leadville drainage tunnel, which was resumed in September 1950 with funds made available in the 1950 appropriation of the Department of the Interior. It brings up to date the account of the first project, carried on from December 1943 to August 1945, published by the Bureau of Mines which supervised both the first and second projects. In this report Leadville mining history, particularly related to drainage efforts, and the possibilities for future mine drainage are discussed briefly. An account of the second project, including a description of the operating cycle, exploratory drilling done as a safety measure, surveying procedures, geology, cost data, and other pertinent information, completes the report.

Researchers at the U.S. Bureau of Mines collected and analyzed overcore measurements and other indicators of in situ stress characteristics at the Lucky Friday Mine, Mullan, ID. An analysis of these data revealed that significant local variations in in situ stress are present in this mine and that these variations existed prior to mining. High stresses were found to be associated with the most competent strata and a locked section of a fault. An estimate of the predominant stress field was developed for mine-wide modeling. The estimate shows that the greatest principal stress was oriented north of northwest. This information should provide a basis for mine-wide structural modeling of the Lucky Friday Mine and should generate important insights into localized stress conditions, which may significantly affect both local and mine-to-mine variations in seismicity induced by excavation.

This paper presents the details of milling practice and costs at the conglomerate mill of the Calumet & Hecla Consolidated Copper Co., Lake Linden, Mich., and is one of a series on milling methods being published by the Bureau of Mines. GENERAL DESCRIPTION The mines of the Calumet & Hecla. Consolidated Copper Co. are located in the Keweenaw Peninsula of northern Michigan. The mines of this district lie in a belt not over 4 miles wide and 100 miles long, which contains more or lees commercial ore. The Calumet & Hecla properties are the farthest north, except for the Seneca, of the operating mines. The district borders on Lake Superior, and by means of the Portage and Torch Lake waterways the largest lane vessels, can transport coal and other supplies from the lower Lakes directly to the company docks.

A study was made by the Bureau of Mines of the temperature and thermal stress distributions in thin circular disks subjected to peripheral thermal shock at various rates of heat transfer. The theoretical analysis is based on one-dimensional radial heat flow by conduction in the disk, and on heat exchange by convection between the disk and its surroundings. Preliminary experimental data obtained from shock tests on thin circular disks of basalt, quartzite, and taconite show reasonably good agreement with theory. The case of constant properties and plane stress is treated. Solutions of the stress distribution are presented for both cooling and heating shocks. The elastic energy stored at fracture is examined, and on this basis an average stress theory is formulated. Physical properties vital to the studies include thermal conductivity, thermal diffusivity, tensile strength, Young's modulus, and linear coefficient of thermal expansion. This work is of importance in predicting the thermal shock responses of a rock body of finite size.

This report on the characteristics of commercial aviation gasolines presents compilations of inspection test data furnished on their products by manufacturers of commercial grades of aviation gasoline, and special data obtained in Bureau of Mines laboratories on samples of these gasolines. Data and physical samples for the survey were submitted by 15 manufacturers on 18 grade 80, 21 grade 91/98, 22 grade 100/130, and 10 grade 115/145 aviation fuels.
