This report presents the results of a study for the Bureau of Mines to compare loan terms for non-fuel mineral projects in developing countries, from various International Financial Institutions (IFIs), and from private sector commercial sources. The study compares IFI and commercial loan terms for seven mineral projects in developing countries. The International Financial Institutions represented are: ? International Bank for Reconstruction and Development (World Bank) ? International Finance Corporation (IFC) ? Inter-American Development Bank (IDB) ? Asian Development Bank (ADB) ? International Monetary Fund (IMF) In addition, the costs of financing for these mineral projects were compared with the costs of long-term debt to the five largest U.S. mineral producers.

In this study a generalized specification and costing model for high tonnage coal carrying conveyor belts of 3.5 to 100 miles is presented. These belt systems, in modular units or flights, of up to 9 miles in length can be considered in terms of gathering systems. The study format is sufficiently open to allow users to insert their own requirements and parameters. A specific case study is provided. Because conveyor belts are feasible almost anywhere, this study has not investigated any specific route or geographic location. Rather, it has concentrated on setting up an heuristic programming model for conveyor belt facility optimization and cost minimization. The analysis starts with the principle factors involved in the design of the system and their optimization for various cases. This is followed, in Section 5.4, with a factor by factor cost analysis based on industry data and the preceding optimization. The next step is the development of both facility and costing models suitable for computer analysis. Logic flow diagrams are presented at each major analytic step.

It is a far cry from the small and uncertain mining efforts of 50 years ago to the splendidly equipped and solidly financed organiza- tions that now handle thousands of tons of ore per day. The old mining was largely speculative; the new is practically on a manu- facturing basis. In the old days of mining the aim was, chiefly, to find comparatively rich ore; modern practice looks more toward efficiency in mining and milling, so that vast tonnages of low-grade material may be worked at a profit. The old operators had faith and hoped for good returns; the new ascertain with a fair degree of precision what the available tonnage is, what the cost of mining and treating the ore will be, the time necessary to exhaust the deposit, the capital required, and the net profits to be made. The old mining was financed on a highly speculative basis, and the value of mining stock was largely controlled by the imaginations of the promoters and of the individual holders. In the new régime the financing of mines is often as conservative as the financing of manufactures or railroads, and the value of stock, quoted on the leading exchanges, is controlled by the carefully estimated profits in sight. Of course, with every legitimate industrial enterprise go certain business risks, and mining is not exempted from these. Then, too, valueless mining as well as valueless industrial stocks are sometimes offered for sale by the intentionally dishonest, or the ignorant. However, the prospective purchaser of a mine nowadays, if he is willing to pay for the services of reputable mining engineers, can obtain information on which to base an opinion as to the quality of his investment. The relatively recent development of cheap and efficient methods of mining and of ore dressing has given value to low-grade ore bodies that a few years ago were almost valueless. The iron mines of northern Minnesota have been fruitful in developing efficiency in mining methods, notably the open-cut methods in which steam shovels strip off the overburden and then load the ore directly into railroad trains for transport to the furnace. In 1907 open-cut mining was applied to the low-grade copper ores of Bingham, Utah, with splendid results, and since then it has won a most important place in the min- ing of large masses of low-grade ores in several other mining regions, especially at Santa Rita, N. Mex.

The following account of oil-shale operations in Australia is based upon infor- mation obtained by the authors while visiting Australia from September 15 to October 7, 1947, supplemented by published data, and augmented by analyses of samples of oil shale and its products at the Oil-shale Research and Development Laboratories of the Bureau of Mines at Laramie, Wyo. The primary objective of the authors' trip to Australia was to obtain, first hand, information regarding the equipment and methods used by National Oil Proprie- tary, Ltd., at Glen Davis, New South Wales, in mining oil shale, extracting oil from it, and refining the shale oil. This company was operating the only oil-shale plant that had been active in Australia since 1945. The plant comprised an oil-shale mine, 104 modified Pumpherston (Fell) retorts in 2 batteries, a hele refinery, and a 3-inch gusoline pipeline to the railroad loniing terminal t Sun Junction, 30 miles away. The authors spent 2 weeks at the plant of National Oil Proprietary, Lt., at Glen Davis, and were afforded every opportunity to obtain letailed and specific information regarding all aspects of the company'a operations.

Zinc smelting is frequently termed a backward art. The term is hardly true, for great progress has been made in recent years in the design and in the thermal efficiency of the retort furnace, in the quality of retorts, in the recovery of zinc, and in the ability to treat more impure and complex ores. The fact remains, however, that the peculiar physical and chemical properties of zinc have delayed such immense advances-large smelting units, high recovery, low-unit costs, and ability to treat low-grade ores-as have been made in the metallurgy of lead and copper. In current retort-smelting practice, the ores, if carbonates, are calcined to remove carbon dioxide; or, if sulphides, are roasted to remove sulphur. The sulphur must be eliminated as completely as possible, usually to less than 1 per cent. This means that the roast must be continued for a long time at a high temperature, with resulting high cost and small capacity per furnace. The roasted ore is mixed with about 50 per cent of its weight of reducer, which may be fine coke, anthracite, or nonbituminous coal. This mixture is charged into horizontal fire-clay retorts. The retorts used in this country are about 8 inches in internal diameter by 4 feet in length and hold 50 or 60 pounds of ore. The diameter of the retort is limited by the time required for the heat to penetrate to the center of the charge; the length by the strength of the retort, which at the high temperature employed can not support the weight of the charge if the span is more than about 50 inches. The retorts are heated externally by coal, natural gas, or producer gas to a temperature of 1,200° C. or more. The zinc oxide is reduced to zinc, which is volatile at this temperature, and passes into a conical fire-clay condenser attached to one end of the retort, where it condenses to liquid zinc and is removed. Twenty-four hours are required for distillation, and because of the low heat conductivity of the retort walls and of the ore charge itself, the heat efficiency even of the most modern regenerative furnaces is only about 12 per cent. The ternary system A14C3-AIN-Al203 has been examined to determine compositions which may display desirable high-temperature refractory properties. Powder methods were employed in the synthesis of all test compositions. Forming and sintering behavior was examined and hot-pressing parameters were measured. Several properties were studied for each composition of interest in the system. The properties included hydrolysis rate in moist air, elevated temperature oxidation rate, density, softening point, tensile strength, and rupture strength. In most cases equilibrium was not achieved, and the data are representative of a nonequilibrium system. Approximately 16 separate phases have been observed in the system. Forming behavior and selected properties of five compositions of interest were compared with those of aluminum oxide and aluminum nitride. None of the compositions compared favorably. Oxidation and vaporization appear to be serious drawbacks to the use of these compositions at elevated temperatures.

Platinum and its allied metals osmium, iridium, rhodium , palladium, and ruthenium are the most costly of the better-known metals and combine properties that make them unique among the elements . For a number of isolated uses substitutes have been found which are cheaper and quite as satisfactory ; but none will replace platinum in many of its varied uses , and there is a large and growing demand for purposes for which no economical substitutes are known . As this paper is being written the supply of platinum tends further to increase as a result of the exploitation of newly developed resources and the expansion of production from older sources . In obedience to economic law prices have declined steadily . Buyers , always reluctant to commit themselves on a falling market , have maintained a waiting attitude , and consumption trends are not clearly indicated . Should platinum again approach the price of gold , the natural tendency would be to use more of the metal . In recent years , however , the industrial and scientific uses of platinum have become subordinate to its consumption in jewelry . In matters of personal adornment the popular whim and not practical utility is the dominant factor in demand , and it does not follow that lowered prices will stimulate demand . The substitution of white gold and certain plated goods for platinum may be checked by cheaper platinum , but a fickle public that turned from gold to platinum when platinum became the more costly metal can not with certainty be expected to buy more platinum jewelry because more of the metal than formerly may now be had for the same price . The dearth of platinum during and for some years after the World War had a profound effect upon prices , and this in turn wrought important changes in the field of consumption . When prices advanced the chemical industry, formerly the leading consumer of platinum, was forced to economize in its consumption of the metal and to substitute other metals whenever it could . Somewhat similar conditions resulted in the electrical industry and in the use of platinum in dentistry . Some of these former outlets are permanently closed , and others may be reopened now that platinum prices have receded to pre-war levels , but despite the general expansion of industrial and scientific activity since 1913 the demand for platinum outside the jewelry trade has suffered a net decline . Since the metallurgy of platinum is relatively simple the reason for its high price is its relative scarcity in the earth's crust . An interesting speculation set forth by certain geologists attributes the extraordinarily high density of the interior of the earth in part to the presence of iron alloyed with substantial amounts of platinum and other related metals . In support of this hypothesis it may be said that platinum is often found in meteorites , and known deposits in the earth's crust are all of deep - seated origin . However , even if there were a high concentration of platinum in the interior of the earth it would be next to impossible at the present state of our knowledge to make it available , and the world would continue to depend for its supply on deposits found within minable depths below the surface . For many years before 1914 the world obtained its supply of platinum metals primarily from Russia , which before the war produced as much as 300,000 troy ounces in a year , or approximately 95 per cent of the world output . Despite fluctuations due to internal political disturbances Colombia managed to account for 3 to 4 per cent , leaving the rest of the world to furnish the remaining 1 to 2 per cent .

This report is a comprehensive summary of the results of the propagation measurements program conducted for the US Bureau of Mines under Contract H0366028. Data was gathered in the MF frequency range from a cross sample of six mines representative of the industry having typical wireless requirements. From the raw data which was gathered, a logical method of data reduction is presented which culminates in a set of average attenuation characteristics for all mines visited. These characteristics define a typical MF wireless system when the communication range requirements are known. Direct through-the-earth propagation and the range enhancement mechanism due to coupling on and off conductors are evaluated and related to the planning of a typical wireless MF communications system.

IN THE HALF-CENTURY that has passed since the Bureau of Mines was established in July 1910, the research and technologic investigations conducted by the Bureau's scientists, engineers, and other personnel have helped significantly in improving health and safety in the mineral industries and have contributed substantially in conserving the Nation's mineral resources through improved techniques in the mining, treatment, and use of mineral commodities. From Bureau laboratories have come new materials for industry and better methods of extracting and processing minerals and mineral fuels. Bureau safety investigations-complemented by equipment testing and by programs of mine inspection and education-have brought about safer and more healthful working conditions.

The goal of the U.S. Bureau of Mines diesel engine research program is to reduce exhaust emissions from diesel-powered equipment used in underground mines. This research has led to significant advances in aerosol measurement and to the development of more effective emission controls. This Information Circular contains reports of some of the presentations made at the Bureau's Information and Technology Transfer Seminar on Diesels in Underground Mines given in Minneapolis, MN, on September 29-30, 1992. The seminar emphasized the measurement and control of diesel particulate matter emissions. Topics covered include a discussion of the health issues associated with the use of diesel equipment underground, an overview of regulations, measurement techniques for diesel exhaust aerosol, levels of diesel exhaust pollutants found in mines, and modern emission controls. An appendix is included that contains a report describing the capabilities of the Bureau's diesel emissions research laboratory, two papers describing the effects of engine maintenance or: emissions, a paper describing the monitoring of carbon dioxide in mine air as an indicator of air quality, a glossary, and a list of abbreviations and acronyms.

The value of processed materials of mineral origin was estimated to have exceeded $310 billion in 1990. U.S. raw nonfuel minerals mine production in 1990 was estimated at $33 billion, a 3.1 % increase over that of 1989. The value of minerals production increased in all but 3 of the last 30 years. The metals component of production value has fluctuated much more than the industrial minerals component. This reflects the greater volatility of metal prices. In 1990, total employment in metal mining continued the increase that began in 1987. This growth was partially offset by a slight decline in employment in industrial mineral mining, resulting in an overall in-crease of 1.1 % to 179,100 in 1990. Continuing high (by historical standards) metal prices led to expansions at some mines, as well as opening or reopening of additional mines, resulting in increased employment.

Fossil fuel consumption in the United States increased markedly over recent years, and future demands expect to be even greater. Coal, this Nation's most plentiful natural fossil fuel, will play a key role in fulfilling these demands. With expectations of increased coal exploitation, the U. S. Bureau of Mines authorized this project, the objectives of whi.ch were to prepare an authoritative report on current surface coal mining technology, to define current problems and possible solutions, and to project future developments necessary to assure adequate surfaced mined coal production to meet the Nation's future energy needs. These objectives we're accomplished by an extensive review of available published literature and data gathering field visits to active surface coal mines throughout the country.

The increasing use of hydrogen fluoride (annual consumption now exceeds 500,000 pounds (1)4/) directly and its occurrence as a byproduct of the utilization of fluorine compounds in the mineral industries, especially in metallurgical processes and in the refining of petroleum products, has aroused interest in its toxicity, and a brief review of the literature, with special reference to the hazard of poisoning in the mineral industries, seems to be opportune. Recently, residents in the vicinity of aluminum plants have been complaining of injury to livestock and vegetation as well as to their own health from the gases discharged into the air during operation of the plants, hydrofluoric acid gas apparently being the offender. The comparatively recent utilization of hydrofluoric acid in the alkylation process for the production of high-octane gasoline has raised the question of the hazard of poisoning in the petroleum Industry. In addition, the use of fluorine-containing refrigerants has extended the potential al exposure outside of industry (2).

The Aluminum Company of America (Alcoa) announced that the second unit at its experimental facility at Palestine, Tex. would begin production -in 1979, increasing the capacity of the facility to 30,000 tons per year. The plant uses an experimental process based on the electrolysis of aluminum chloride and reportedly uses 4 to 5 kilowatt hours per pound of aluminum produced, compared to an industry average of about 7 to 8 kilowatt hours per pound. Alcoa has reportedly signed a letter of intent with the Chinese government under which Alcoa will conduct feasibility studies on two new integrated aluminum projects and modernization of an existing aluminum plant. If the study results are favorable, Alcoa Engineers Inc. and the Import and Export Company of the Chinese Ministry of Metallurgical Industry could negotiate agreements to provide Alcoa technology and services for the projects.

This report describes the work done to develop a coal mining machine to increase productivity and recovery from thin seams beyond the highwall, in addition to decreasing the miner's susceptibility to to highwall hazards First, radar transducers were adapted to measure coal thinkness and detect rock and coal interfaces; Then, the radar was incorporated into a cutterhead with steering controls. Next, visual displays were designed to show cutter position in the coal seam, and anticipated change in coal seam inclination, Finally, development of a telemetry system made remote control of the cutterhead possible. Simultaneously, a high-performance extended depth (HPxD) auger machine was designed with an automatic system to handle 600 ft of 36-in, diameter dual spiral flight conveyor sections. A two man crew controls all operations from a weather conditioned cab outside the VDZ, either at night or day time. As a primary mining tool, working 4000 hr/yr (2 shifts/day) recovering 60% of the coal 600 ft beyond the highwall, productlon to 500,000 ton/yr can be achieved. This report summarizes the program to develop and construct an improved light-scattering dust monitor (ILSDM). This improved light-scattering dust monitor, which operates on the forward light scattering principle, provides instantaneous measurements of airborne dust concentrations in units of mg/m. The program was divided into two phases. Phase I involved the design of the ILSDM which was reviewed by the Bureau of Mines. Phase II included the fabrication of a prototype ILSDM based upon the design developed during Phase I. After completion, the ILSDM was delivered and demonstrated at the Bureau of Mines. A description of the final ILSDM design, operating instructions, maintenance instructions and recommendations for additional work are also included in this report.
