Environmental Impact Assessment (EIA) and Feasibility Studies (FS) were carried out to evaluate the potential use of treated acid mine drainage (AMD) occurring at the Kingsmill Tunnel in the Central Andes of Peru. The 11 km long tunnel drains the underground works of the Morococha Mining District and discharges about 1.25 m3/sec of AMD directly into the Yauli River in the Amazon Basin. The communities living downstream cannot use the Yauli River water due to its low pH and elevated concentrations of metals (eg Cu, Zn, Fe, Mn, As, Cd) and sulfate. Studies carried out for this project included technical feasibility, EIA, economic viability and social impact assessment phases. During the æTechnical FeasibilityÆ phase, the treated AMD was produced by simulating a high density sludge (HDS) lime neutralisation/ precipitation process and was evaluated for various potential uses. Mining companies located in Morococha, in particular Centromin Peru SA, and the Water Works Company of the City of Lima (Sedapal) collaborated with Golder Associates during the studies. The Canadian International Development Agency (CIDA) provided the financial assistance. The results of the physical, chemical, biological and toxicological analyses demonstrated that the AMD could be sufficiently treated to be potentially used to supplement the drinking water supply of Lima, and for agricultural (eg irrigation and livestock) and recreational purposes. Process design and scale-up parameters were also determined for implementation of the full-scale treatment facility at the site. The use of the treated AMD as a drinking water supplement would be economically feasible.

Profitability today depends upon efficient operations, which can only be achieved through precise and dependable con-trol of each process unit comprising thetotal plant.Modern process control systems utilise distributed architecture with microprocessor-based controllers, data acquisition devices and VDU operator stations. Honeywell intro-duced this control technology in 1975 with the "Total Distributed Control" System. Now, building on the proven performance and re-liability inherent in TDC hiway modules, Honeywell has extended the TDC system to inte-grate both management information and control by providing distributed processing modules on the new TDC 3000 Local Control Network (LCN).

Exploration risk increases with time, due to a general decrease in prospectivity as the more accessible deposits are found, and be- cause of rising costs and demands due to an improving standard of living. Risk is separated into financial risk, which increases sharply at the development stage, and the risk of failure which is at its peak at the outset of exploration. Risk is also divided into internal and external factors; some of the latter cannot be offset, viz. the systematic overall risk for any enterprise. The recently emergent risk embodied in withdrawal of large areas from exploration access is discussed. An appeal is made for objective multiple land-use policies to be applied so that land remains available at reasonable cost and with appropriate environ- mental safeguard conditions. Risks specific to gold exploration are discussed. As gold now accounts for over 50% of all mineral exploration, and most other metals are depressed, any sharp decline in gold will have grave effects on the ex- ploration industry. Gold exploration will become more difficult and expensive in about five years, after most of the readily accessible deposits in Australia are found. Government's role is important in pro- viding stability and basic data at reasonable cost. Exploration for specific minerals or of particular areas could be stimulated by extending the 150%.tax deductibility of R & D to aspects of exploration of strategic im- portance, particularly in the event of a downturn. Exploration is classic scientific research, at least through to the proving Stages.

May I, at the very outset of this second gathering, congratulate the Institute on the great progress that has been made in the interval. At the first meeting in New Zealand in the year 1903, I understand that less than 20 persons were present, and now in the large concourse before me I believe there are not fewer than 140 persons, while if every member of the Institute to-day where here there would be over 500 which is a great change from a membership of only 250 in 1903. I feel deeply appreciative of the honour you have conferred upon me by electing me your President for the year 1911. In return for the compliment, may I ask you to believe that I shall do everything in my power to further the interests of the Institute throughout the coming year.It is a great regret to me to realise that soon my work in New Zealand will be over. Changes to water industry practice are required as a consequence of the Council of Australian Governments water reform agenda which binds all states and territories to a range of measures intended to drive new efficiency, sustainability, higher value use and proper provision for environmental needs. Queensland is implementing its reforms program through its water resource planning process, a legislatively underpinned program that provides for a new level of social, economic and environmental security. A water resource plan for the Fitzroy Basin has been finalised and its implementation plan, which details infrastructure operational arrangements for the basin, is due to be released later this year. The mining industry is a major contributor to the economy of the Basin, and although a comparatively minor water consumer, is now aligning its water use practices with the stateÆs maturing integrated resource management paradigm. This new culture presents both challenges and opportunities. Water reform in the Fitzroy basin is well advanced. The processes and institutional arrangements that have been developed are of significant importance to the aspirations of current and future minerals development. This paper outlines the current status of those reforms and the likely institutional framework for the near future. The paper also discusses how the reforms impact on the availability, access and security of water available to mining interests.

This paper gives a description of the research undertaken by an explosives manufacturer to give better technical advice to the Mineral Industry. Blasting Physics is defined as giving a systematic and coherent account of the initiation and subsequent effects of high explosives upon the surrounding medium. As a result of this work a mathematical model based on the gener- ally accepted mechanism of blasting has been developed. The mechanism and the resulting model are briefly outlined. IFrom'this model the effects of burden, spacing, blasthole diameter, rock and explosive properties upon fragmentation and heave can be calculated. Using these calculations it is then possible to see how variations in frag Imentation and heave can affect the overall production costs of a mine whether it is surface or underground. The current methods for predicting pillar strengths are reviewed. A two-dimensional model, based on the Mohr-Coulomb failure criterion, is proposed for determining the compressive strength across the width of a long pillar. The model can be used to determine pillar strength and the depth of the crushed (ie yielding) zone from the pillar edges. The values of the parameters in the model, namely the cohesion and internal friction angle of the coal seam, friction angles at the contact of the coal seam with the roof and floor are determined by matching the strengths predicted by this model with the Bieniawski pillar strength formula for pillar width to height ratios up to 5. It is found that the derived values of these parameters are quite close to the results from laboratory tests. Based on the model, a preliminary analysis of pillar stability is made.

Rational design of layouts for longwall operations is greatly facilitated by use of an accurate and economical method for predicting stresses and displacements. The displacement discontinuity method (a form of boundary element method) is based on replacing actual excavation geometries by thin slits of the same plan area. This approach allows three-dimensional stress- analysis at a fraction of the cost of alternative methods. The analyses can be readily performed on economical microcomputers, putting the analysis capability within the reach of mine-site personnel. This paper describes investigations associated with the German Creek Central Colliery, the first longwall operation in Queensland's Bowen Basin. The material properties used in the model, in particular the rock mass and goaf properties, have been 'tuned' to fit stress measurements obtained during extraction of the first and second longwall panels at the mine. The study shows that model predictions based on suitably scaled anisotropic rock strata properties are in good agreement with the stress measurements made to date. This model predicts average chain pillar loads significantly higher than predicted by models based on United Kingdom conditions. A working chain pillar design method is proposed using average pillar loads predicted by the numerical model and ultimate strength characteristics given by Bieniawski's formula.

Phu Bia Mining Ltd, a subsidiary of Pan Australian Resources Ltd owns and operates the Phu Kham copper concentrator located in the Xaysomboun District, Lao PeopleÆs Democratic Republic. Construction and commissioning of the 12 Mt/a copper concentrator and associated facilities was undertaken by Ausenco Ltd and handed over to Phu Bia Mining Ltd in April, 2008. The first copper concentrate was produced in April 2008 and the ship carrying the first shipment of copper concentrate set sail 27 July 2008. Nameplate mill throughput was reached in August, 2008 when 1 020 000 dmt of ore was treated in the milling and flotation circuit. The Cu-Au mineralisation is contained in skarn and stockwork mineralisation and is interpreted as a distal expression of a conventional porphyry copper-gold system. Copper mineralisation is principally in the form of chalcopyrite with lesser bornite. Gold occurs as small grains, typically associated with copper minerals. In the upper portions of the orebody, oxidation and water table movements have resulted in near surface leaching of the copper and below the leached zone, supergene enrichment resulted in chalcocite mineralisation. The circuit operates with a semi-autogenous grinding (SAG) û ball mill circuit, feeding a bank of OK200 rougher cells. Rougher concentrate is reground in an IsaMill prior to entering a cleaner circuit consisting of three stages of cleaning and one stage of cleaner scavenging. The concentrate typically assaying 24 per cent Cu and 6 - 7 g/t Au is hauled for over 1000 km across the border to the Port of Sriracha in Thailand, and stocked in sheds at the wharf from which it is shipped to various Asian smelters. This paper discusses the successful commissioning and ramp up to design tonnage and metallurgical performance. In addition, a program to optimise both the comminution and flotation circuit is detailed with reference to grinding efficiency, flotation residence time and size by size mineral recovery.

The successful implementation of sublevel caving (SLC) at Ridgeway Gold Mine (Ridgeway) requires the technical aspects of caving and flow behaviour to be understood. Cave propagation must be controlled and continuous to allow safe extraction of ore below. The understanding and use of processes to manage granular flow behaviour are also required to ensure economic metal resource recovery. Caving and flow technologies are thus critical to the economic viability of the application of the SLC mining technique to Ridgeway Gold Mine. At the time the Ridgeway SLC design was approved there were significant technical uncertainties associated with cave mining methods, including the SLC mining method in competent rock masses. This was in spite of the fact that caving is a relatively low cost mining method. Unique features generating technical risks at Ridgeway include: the fact that the orebody is blind (550 m below surface); highly competent cap rock (RMR >50); and high aspect ratio (height to width ratio of 3:1). Due to the presence of these unique features Ridgeway is considered to be beyond the current state-of-the-art in SLC mining technologies. The success of the technique at Ridgeway to date has indicated that blind SLC mines in strong rock mass can be operated safely and productively, if the technical risks are understood and properly managed. The risk management process was defined by the use of a formalise process to identify and assess the risks to the mine. The major mining related risks were formalised into Major Hazard Management Plans (MHMP) which contained a description of the risk, early triggers indicating the creation of a hazard and a series of agreed responses to be automatically initiated in the event of each trigger occurring. This paper outlines the following with respect to the critical technology areas of caving and flow: international industry, state-of-the-art technology; gaps in the application of this technology; the application of risk management, new processes developed at Ridgeway to bridge these gaps, including issues encountered; and trials and experimentation conducted to develop the new processes.

Tailings disposal and water management are one of the most important environmental issues in mining projects. The nature and the method of disposal of the tailings will determine the long term environmental impacts and must be carefully considered at the planning stage so that final abandonment can be economically achieved. If not, long term and on-going treatment and amelioration may be required to achieve environmental standards. Final abandonment requires dam safety surveillance inspection to satisfy engineering stability and hazard requirements as well as environmental issues. Environmental issues include stability, as well as rehabilitation and long term contamination potential.

Characterisation of platinum-group element (PGE) deposits and their process products has many challenges for the process or applied mineralogist. It is now well established that the PGE distribution for such samples is variably divided between submicroscopic concentrations of PGE in sulfides, tellurides and related minerals occurring as discrete platinum-group minerals (PGM), of which there are a large number of species, many with partial replacement between the PGE and between anions. Each PGE deposit type requires a targeted approach but fundamentally, there are two general methodologies in vogue. One way is to make a large number of polished or polished thin sections for detailed scanning electron microscopy (SEM)/optical examination to determine the PGM distribution and their associations and grain sizes. The other is to make concentrates of representative crushed or processed samples, thus having fewer subsamples to examine. Our method of choice is to use hydroseparation (HS) for concentration. HS provides representative concentrates of sizes down to ~10 ¦m, not possible by other techniques. Various microbeam methods have been used for analysis of trace quantities of PGE (EPMA, micro-PIXE, SIMS and LAM-ICPMS). We prefer LAM-ICPMS (laser ablation microprobe û inductively coupled mass spectrometry) because of the relatively large analytical volume sampled, the ability to measure all the PGE, monitor up to 20 elements, together with detection levels in the tens to a few hundreds of ppb. We provide typical results derived in studies of stratiform PGE ores and tailings, and a massive Ni-Cu sulfide ore.

The Western Australian School of Mines (WASM) has developed a facility for the static testing of full-scale ground support elements (Morton et al, 2007). The test facility consists of several stiff steel frames used to support the sample and a screw feed jack is used to load the sample. A large-scale punch test method has been developed to load various shotcrete configurations. The shotcrete is sprayed on to a rock substrate containing a centrally located circular disc. The rock and shotcrete sample is placed on to the sample frame and restrained on all sides. The circular disc is displaced at a constant rate by the screw feed jack which in turn loads the sample. Instrumentation measures the displacement and the load being applied to the sample through the loading disc. The testing method is described in detail and the results from the testing program are presented. The results show that it is possible through laboratory testing to simulate some of the mechanisms of shotcrete support reactions better than conventional beam and panel tests.

The metallogenic belts of the Central Andes (iron, porphyry copper, polymetallic and tin) are genetically related to an eastward migrating magmatic arc. The polymetallic belt of the Bolivian Altiplano formed during Miocene arc broadening and lies in a critical position for understanding the genesis of this zonation. It is penecontemporaneous with parts of the copper and tin belts, and shares many characteristics with them. The differences between the belts result from contrasting volcanic and feeder stock geometry, depth of erosion and country rocks, and are not due to variations in magma chemistry, age or Benioff Zone depth. Polymetallic mineralisation in the Altiplano is epithermal in style and mostly related to flow-dome volcanism. The intermontane basinal setting precludes deep erosion to expose the epizonal feeder stocks and predicted porphyry copper mineralisation. In contrast, erosion of the less abundant stratovolcanoes of the Altiplano-Puna and Pampean Massif may expose contemporaneous Miocene porphyry copper mineralisation in subvolcanic stocks. The tin belt is coincident with the Paleozoic fold belt of the Eastern Cordillera. The occurrence of minor tin in Altiplano epithermal deposits hosted by Paleozoic sediments, and the persistence of tin mineralisation in the tin belt over 350Ma, suggests that Paleozoic sediments are the source of the tin.

Sampling and analysis of mineral deposits need to be executed without fear or favour of financial or personal impacts. Examples are given to illustrate the effects of departures, witting and unwitting, from correct use of appropriate techniques and/or equipment with emphasis on exploration and mining of porphyry copper deposits of the Pacific Rim. Some of the results of errors on the low and high sides of true value in exploration, resource or reserve estimations and in production caused by sampling and/or sample preparation mistakes, faulty practices, equipment and/or analysis are considered.

This paper describes the application of the Total Productive Management (TPM) technique as a performance improvement initiative for a coal mining operation. It discusses the objectives of TPM, with the driver for improved production performance being the Overall Equipment Effectiveness (OEE) of the equipment or process, and with the development of "ownership" as the behavioral approach to equipment management and continuous improvement through cross-functional and area-based teams. It illustrates the concept of equipment management as defects management.The scope for application of TPM to the coal mining industry is immense. The harshness of the operating environment can be a major generator of equipment defects, and a current paradigm in the industry accepts these defects as an unavoidable outcome defining maintenance costs in this environment. However recent benchmarking studies have highlighted that maintenance costs per operating hour in some mining operations are more than double the vendor's estimate of "best practice". The paper refers to these studies which also compare maintenance costs of fixed and mobile plant and equipment to "best practice" outcomes in comparable process industries.

The Australasian Institute of Mining and Metallurgy is a society of engineers and scientists formed in 1893 (incorporated by Royal Charter in 1955) to advance science and engineering in the mineral industries, and to facilitate the exchange of information and ideas to enhance the professional excellence of its members. The Institute has several grades of members. The professional members are linked with Student and Company Members, as well as an Affiliate grade covering other professionals and non-professionals with experience in the mineral industry. The diverse group covers all sections of the mineral industry, from exploration through production to marketing of minerals and petroleum. Corporate (professional) membership also covers science and engineering professionals from specialisms other than the "traditional" ones in geosciences, mining and petroleum engineering and metallurgy. The Institute has Branches throughout Australia, New Zealand, Papua New Guinea and Oceania, whose activities complement the corporate occasions arranged for the benefit of all members by Headquarters in Melbourne. Members are drawn from all sections of the industry - private enterprise, government, research, education, and the support sector, including consultancies, manufacturers and suppliers. Membership of The Institute allows professionals to contribute to their profession through participation in The Institute's seminars and conferences, its many committees and Branch meetings, and through contribution to its many high standard publications. The Institute is the main body for the accreditation of professionals in the minerals industry. The activities of The Institute are directed towards the achievement of professional excellence. Within the Mt Whaleback open cut mine the integrity of the final pit wall is achieved through careful rock slope design, use of rock reinforecement technology where marginal stability exists and use of controlled blasting techniques and excavation practices. By reducing the effective density of ANFO explosive within blastholes to around 0.2 glcm', and developing standard blast pattern designs for various rock types, blast damage to pit walls has been minimised. Accurate geological prediction is necessary for optimum blast design. Controlled blasting is undertaken where blasting occurs within 90 m of the designed final batter crest and hole by hole assessment of final limit blast patterns is undertaken before pattern charging. Shovels and trucks remove the bulk of blasted and dozed rock material, but due to the mine's variable pit wall slope configuration, bulldozer excavation of some critical design batters has been successfully Implemented.

It is proposed to deal with those raw materials which are produced in South Australia to meet the needs of the country's steel industry. They are chiefly, iron ore, limestone and quartz.Iron ore and limestone are fed to the blast furnaces of Newcastle and Port Kembla together with coke to produce the hot metal charge for the open hearth steel furnaces.They are also qsed in the raw state in the steel furnaces to assist in the conversion of the hot metal to steel. The iron ore is quarried from' Iron Knob and shipped from Whyalla to Newcastle and Port Kembla, whilst the limestone is supplied from the deposits at Rapid Bay and shipped in the same manner.Quartz is used in the manufacture of ferro-silicon, an alloy which is added to the ladles of molten metal tapped from the open hearth furnace in the case of almost every grade of steel. It is obtained from a quarry situated between Iron Knob and Whyalla, and shipped to Newcastle.IRON OREWith the exception of several small quarries situated at Breadalbane, Cadia, Cowra, Crookwell, Michelago, Jerrawa and lerraama in New South Wales, the iron ore requirements of Australia's steel industry to date have been met from Iron Knob and the Middleback Range in South Australia.Several of the small deposits in New South Wales were worked during the war years of 1941-44 during the shipping emergency and produced 1,355,417 tons, compared with an output of approximately 43,000,000 tons from Iron Knob between 1901 and 1949.

Recent work has shown that, in at least some instances of regional metamorphism, metamorphic diffusion has been restricted to such relatively minute distances (of the order of 1.0 mm and much less), that there is no clear, direct evidence of prograde metamorphic mineral reactions, and that metamorphic equilibrium does not appear to have been attained through even very small domains.A number of stratiform orebodies and their immediate metapelitic environments exhibit very large, seemingly "disequilibrium", assemblages of regional metamorphic index materials. One such, in north-eastern Australia, includes laumontite, prehnite, chamosite, stilpnomelane and related hydrous iron silicates, primary chlorite, sericite-muscovite, epidote, actinolite, biotite, almandine, andradite, metamorphic hornblende and clinopyroxene, scapolite, staurolite and sillimanite, all within a 20 metres length of a single diamond drill core. In this and several related occurrences it appears that metamorphism has involved very small scale in situ transformation of pre-existing materials rather than large-scale diffusion and reaction, and hence that the observed metamorphic minerals have probably been derived directly from precursor materials of sedimentary/diagenetic origin.It is concluded that the fluctuating seafloor interplay between warm, acid, concentrated hydrothermal waters with cold, alkaline, dilute seawater during stratiform ore formation, together with diagenetic processes, leads to the formation of a wide range of clay, chlorite, mixed-layer clay and clay/chlorite, and zeolite precursor materials and hence, later, to the complex assemblages of metamorphic minerals closely associated with some stratiform ores. Commonly included in highly localized assemblages of this kind are various minerals which, in conventional regional metamorphic studies, are generally regarded as indicating widely different grades of metamorphism.
