IonicRE acknowledges within our mining industry, there is a common belief that workplace health and safety, often referred to as safety, is just a matter of ‘common sense’ – something obvious and easy. However, at IonicRE, we hold a different perspective. We understand that safety is far from easy. We recognise the need to emphasise the importance of understanding and conveying the inherent difficulties of working safely. We are committed to implementing processes that support individuals in achieving our safety objective of eliminating fatalities and permanently disabling injuries. To build resilience and sustainability into safety performance, we draw parallels with the principles underpinning sustainable and exceptional production performance. Achieving sustainable safety performance demands effective leadership, meticulous planning, adept management, genuine care and unwavering commitment. We’ve leveraged various tools and techniques, such as DISC theory, Maslow’s hierarchy, process control, Kaizen, Six Sigma and Kirkpatrick’s 4 levels, among others, to facilitate this improvement. There methods play a pivotal role in developing a Safety Blueprint for enhanced safety performance. This paper provides an overview of IonicRE’s Safety Blueprint, a strategic framework for developing our safety capability. Our capability is underpinned by three key pillars. Firstly, a comprehensive risk management approach is imperative, encompassing the understanding of hazards, the identification of threats to our people and the associated risks. Secondly, it entails providing and enforcing accountability to sustain our safety capability. Lastly, it involves constructing an effective defence system against threats and harm. Implementing these pillars requires a meticulously devised change process. Anticipating resistance and potential setbacks, we underscore the importance of having the right people and a wellcommunicated vision for safety at IonicRE. A Safety Blueprint serves as a detailed plan outlining the path toward a future goal. At IonicRE, we contend that safety in the mining industry has generally lacked a coherent and effective Safety Blueprint – a comprehensive plan to navigate the journey toward a destination. Drawing parallels with NASA’s detailed plan for landing a man on the moon safely, we question why, as an industry, we cannot similarly eliminate fatalities. While progress has been made in the last century, we must not wait another 50 years to eradicate fatalities from our industry. Examining Safe Work Australia data from 2008 reveals that 47 per cent of mining fatalities result from vehicle activity and 40 per cent stem from individuals being struck by an object. As of December 7, 2023, seven lives have been lost in the mining industry in Australia this year, indicating a stubborn trend mirroring 2022, with limited improvement over the past 25 years. These incidents are not isolated or unexpected. We understand the hazards and controls, yet fatalities persist. IonicRE considers that the mining industry stands at a critical juncture – do we accept a plateau in mining safety performance, or do we rethink our approach? At IonicRE, we are thoroughly reassessing the hazards that threaten our people, systematically redefining effective risk control measures and establishing a robust framework to hold individuals accountable for the effective implementation of the control measure.

Organisations’ incident classification processes are plagued by the overclassification of events, often leading to excessive workloads and suboptimal outcomes. This presentation addresses the pressing need to rethink how incidents are classified to maximise organisational learning and minimise systemic risk. A major issue in the current incident classification landscape is the tendency to classify events at high levels, overwhelming organisations with investigations they cannot efficiently handle. This results in inadequate risk reduction and learning opportunities. The link between injury classification and investigation methods further compounds these problems, creating unnecessary administrative clutter. Challenging the misconception that every event, no matter how minor, requires a comprehensive investigation, this presentation advocates for a shift in perspective. The key recommendation is to decouple injury classification and risk matrices from the decision-making process regarding what and how to investigate. Instead, the emphasis should be placed on identifying opportunities for organisational learning and risk reduction. Organisations can streamline their incident management processes by adopting a more pragmatic approach that aligns incident classification with the organisation’s investigation capacity. This transformation focuses on achieving meaningful outcomes, enhancing safety and improving performance. This presentation provides an innovative process for organisations to revamp their incident classification practices, enabling them to harness the full potential of incident data for learning and risk mitigation. It highlights the importance of aligning incident classification with the opportunity for organisational learning, ultimately leading to more effective incident management and enhanced safety outcomes.

Coal burst is defined as a dynamic release of energy within the rock or coal mass in underground coalmines that causes violent rock or coal ejection in the vicinity of mine excavations. It poses one of the highest safety and productivity risks in the mining industry as coal bursts have the potential to cause multiple fatalities. As Australian coalmines go deeper, the likelihood of coal burst increases. Thus, it is critical to assess the ground support requirements in coal burst-prone conditions. A previous study conducted by the authors (Wei et al, 2022) reviewed the support capacities of a wide range of ground support elements in laboratory tests. This study aims to examine the role and effects of the ground support elements and systems for Australian underground coalmines to minimise the damage caused by catastrophic dynamic failures (ie coal and rock burst) and enhance the safety of mine workers.

Many open cut mines extend to depths well below the natural water table level with constant dewatering required to maintain operations. When mining activities cease the groundwater starts to fill the void and pit lakes form. The resultant pit lake is directly connected to the surrounding water table and understanding the hydrological and chemical evolution of these lakes is important for minimising environmental impacts. In Western Australia alone there are currently 1800 mine voids and more than 150 mines operating below the water table (Johnson and Wright, 2003). In conjunction with BHP Billiton Iron Ore, CSIRO has been undertaking research to measure and model rates of evaporation from pit lakes in the Pilbara region of Western Australia. "One of the key risks to the success of a mining operation is the accuracy of the estimates of both the economic mineral and any accompanying contaminants contained within the ore reserve. Misrepresenting the mineralogical characteristics of the ore reserve can result in considerable financial investment in an operation that is in fact uneconomic and/or carries a significant environmental risk. This in turn can result in an unplanned closure of the operation with associated financial, environmental and social legacy. One way to minimise this risk is to undertake high density resource sampling to gain a better understanding of the resource characteristics. However, such an approach is expensive, time-consuming and often impractical. The risk of not having an accurate model is typically assessed during a feasibility study utilising a Monte Carlo simulation method or some form of sensitivity analysis. Importantly, the error margins used in these types of analyses are often based on subjective or very general criteria such as ‘professional judgement’ or an ‘industry standard’. This presentation introduces a conditional simulation method for developing a range of mineralogical distribution models. Based broadly on the method outlined in Journel and Kyriakidis (2004) the proposed approach develops this work further. It combines a geostatistical analysis of the available data with automated mine design software to provide a rigorous method for assessing the confidence in the mineralogical characterisation of the ore reserve. The process is based on simulating possible mine plans based on the statistical characteristics of the available resource sample data. These plans are then assessed against high resolution resource models generated using a Sequential Gaussian Simulation method. The outcome is confidence intervals for important characteristics of the ore reserve estimate relative to the actual resource. These confidence intervals are an objective and transparent measure important for assessing closure risks and represent an improvement over common practice.CITATION:Trembath, D, 2016. The circular economy concept, as defined by the Ellen MacArthur Foundation (2015) and quoted by the recent International Council on Mining and Metals (ICMM) Guide to Responsible Sourcing, calls for shifting industrial systems from a linear take-make-waste model to a circular model (ICMM, 2015). In this model products are designed to optimise product and material recovery and reuse, and by-products of one system are used as inputs into other product systems. While the mining industry to date has made a limited contribution to the circular economy, the current market conditions, which are prompting calls for greater innovation, make the timing right for the industry to boost its contribution by utilising and generating value from mining waste, or making it available as a feedstock from which other industries can harness value.The first part of this extended abstract discusses the way the circular economy concept can be adapted to metal mining activities, contributing to a more sustainable resource extraction at the mine site level. The second part of this extended abstract presents a circular economy based framework revolving around non-renewable resources conservation. The use of spectral data has traditionally been for obtaining mineral information and for mapping out alteration systems. The output from these data is typically in the form of mineral assemblages and data on relative proportions of minerals. However there is much more than just mineral information in the spectral data. Most importantly, the data allow the user to obtain vital information on mineral chemistry for some key alteration minerals. The mineral chemistry data allow the users to evaluate multiple phases of alteration of the same key mineral species, and to assess which phase is related to mineralisation. Mineral indices can be extracted from the spectral data and plotted to represent variations in the chemistry and relative proportions of key mineral phases as downhole, section and three-dimensional (3D) plots. These data can also be compared with the spatial distribution of the mineralisation by integration with geochemical and logging data. Through spatial and statistical evaluation the mineral information obtained using spectral analysis can provide vital information to assist in building alteration models and therefore improve targeting for further drilling and exploration.

Batch centrifugal gravity concentrators have become standard equipment in gold grinding circuits for recovery of gravity recoverable gold (GRG). The downstream benefits of installing a gravity circuit are well understood, and in general, if there is a reasonable amount of GRG in the ore, a gravity circuit is usually installed. The benefits of gold gravity recovery have also been well documented, with a large database of successful case studies. As well, predicting production scale gravity recovery results ahead of installing gravity has become a common practice. The missing link between lab and full scale has always been the ability to predict the recovery benefit of installing gravity ahead of actually doing so. Being able to predict the recovery benefit in advance would help an operation in assessing the economic benefit and help justify the capital costs of the gravity circuit with much less uncertainty.

There is an increasing trend in the extraction and development of copper resources from complex deposits. The complex deposits pose mineral processing challenges, as they often contain low grade copper ore, relatively large quantity of clay minerals, complex texture, very fine disseminated ore, high amount of pyrite, and high level of impurity elements such as arsenic. With the amount of arsenic in concentrates increasing and with environment, occupational health and safety regulations becoming more restrict, there is a need for a processing method that results in no arsenic emissions and captures all arsenic while immobilizing it in a compound that is stable under a wide range of conditions, so it is suitable for long-term disposal. Some development work has been undertaken to examine the most effective arsenic treatment option for complex orebodies that contain arsenic, but a technically robust and economically viable option has not yet been developed. Previous research has demonstrated the possibility of separating arsenic-copper sulphides from other copper minerals by controlling the potential of the flotation pulp in the single mineral systems. The selective flotation of enargite from copper sulphides in a real complex ore system was studied by Tayebi-Khorami (2016), which is summarised in this paper. CITATION: Tayebi-Khorami, M, 2018. The process of excavating and mining coal causes fractures in the overlying and underlying strata. The fractures provide pathways for gas released from coal seams and other gas-bearing strata to flow into the mine workings. Coal seam gas typically contains high concentrations of methane with lesser concentrations of carbon dioxide. Low concentrations of other gases such as nitrogen, hydrogen sulfide and ethane may also be present in some coal seams. In certain geological settings, particularly in close proximity to geological structures, such as faults and dykes, the concentration of gases contained in a coal seam can vary significantly between methane-rich to carbon dioxide-rich.In mine design and planning it is vital that mining engineers gather sufficient information to accurately determine the content and composition of the gas present in the coal seam and develop an understanding of changes in these parameters within the planned mining area.The longwall method of mining coal causes fracturing of the overlying and underlying strata behind the retreating longwall face. Where coal seams and other gas-bearing strata are present within the caving zone, gas will be released from the strata leading to contamination of the mine workings. If the rate of gas emission exceeds the diluting capacity of the mine ventilation, the concentration of gas in the mine may exceed the statutory limit, resulting in production delays and potentially unsafe conditions.CITATION:Black, D J, 2016. Bow-tie analysis is a commonly used tool in the Major Hazard Facility sector to identify, display and control risks that have the potential to pose serious harm to personnel. It is a simple but powerful risk management tool that displays traditional risk assessment outputs as easily interpreted ‘bow-tie diagrams’. These are an effective and versatile communication format that can be applied to any type of risk (eg safety, environmental, assets etc) and as such show great benefit in managing operational hazards in mining.

Mining is currently undergoing a progressive expansion into novel environments (such as the deep ocean), commodities (such as tantalum, rare earths, and other ‘green economy minerals’), and new methods (such as the autonomous underwater cutting machines required to operate in the deep ocean environment, or the use of expanding grouts to deliver a blast-free mining method). The advent of novel mining, environments and commodities heralds an era that will undoubtedly start with much discomfort on the part of regulators and stakeholders, due to a feeling of overwhelming uncertainty. These proposed mining scenarios have few precedents, few examples of successful implementation, short baseline monitoring periods, and few examples of legacy sites that may assist with understanding long term risk and exposure. The evolution of the environmental and social impact assessment (ESIA) process in many regulatory environments recognises stakeholder engagement in a formal and facilitated manner. This is a positive step, and allows stakeholders to be much more meaningfully involved in the permitting process than they historically were. However, with this advance comes the challenge of identifying and communicating with stakeholders; sharing information in a meaningful way, fostering relationships with what can be an extremely large group, and delivering on commitments that inspire confidence to permit operations that have never been permitted before. In order to meet this challenge, it is suggested that changes to collection of data, communication of data, the nature of commitments, and the reporting of performance need to be made in order to effectively communicate management of new technologies, and the impacts that mining may have in new environments (such as the deep ocean). The communication challenge is necessarily greater when describing technology that has never been used, or environments that have never previously been accessed by humans on an industrial scale. "An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Mineral exploration and mining are challenging businesses. Remote and at times harsh conditions have always made it difficult for exploration, but modern explorers also have to deal with cover, numerous technologies, an explosion of data and critical early community engagement. Mining deals with the reality of moving and breaking thousands of tonnes of rock each day to extract what can be a very minor component of economic value, and, furthermore, society expects that this will be done in a clean and sustainable manner. The exploration and mining challenges appear disparate, but they are intimately related.Although not widely appreciated, both exploration and mining have a long tradition of innovation. Over the last 50 years, major step changes in exploration have resulted from radical advances in our understanding of ore forming processes, new geophysical, geochemical and remote sensing technologies, and new ways to integrate and interrogate data. Over a more extended period, close to 100 years, mining has developed bulk surface and underground methods, selective extraction through flotation and leaching and global positioning system–geographic information system control systems that collectively facilitate mining at a massive scale. And yet, in spite of these successes and the boom that we have enjoyed in the last ten years, the industry is under pressure and the need for innovation and change is paramount.The major drivers for innovation are the need for increased quality in discoveries and mines and the need to interact effectively with communities and jurisdictions such that the benefits of quality mines are recognised and enjoyed widely.We are still making new discoveries around the Pacific Rim and elsewhere, but many argue that the quality – grade and accessibility – of these discoveries is decreasing. The net result is that explorers are delivering resources and reserves for development at lower grades and with higher capital and operating costs than current operations. For mining, the increasing age of many existing operations contributes to increasing costs, which, when combined with decreasing cut-offs and lower grades, also results in declining quality. The combined picture does not look good.Just as the pressure to improve performance and margins in the face of declining inputs increases, we are simultaneously faced with increasing societal demands for improved environmental performance and sustainable practices. This is most apparent at the local, community level, where opposition ultimately leads to delays or even cancellation of new projects. Anglo American Metallurgical Coal (AAMC) manages five open cut coal mines in Queensland and New South Wales, producing approximately 30 million tonnes per annum. The size and complexity of these mines require efforts by a large and diverse number of personnel to minimise adverse geotechnical events from occurring. To achieve this, the AAMC coal mines in Australia are developing a concept of managing the geotechnical risks associated with open cut coal mines. The overall system utilises a combination of internal training, a management system (operational management systems) and standards, numerical modelling, monitoring, inspections and audits. The development of the standards as well as training and mentoring of exploration personnel, geotechnical engineers, engineering geologists and mining engineers with an interest in the geotechnical aspects of mining, training of the production workforce, mentoring and training of the technical staff create the basis for achieving a pro-active rather than a reactive system. Audits are used to assure that personnel are maintaining the standards and to facilitate cross-mine leanings so that best practices are developed across all sites.

The traditional direct-heated drying process has been replaced by the steam drying process in non-ferrous metal smelters, where steam is available from waste heat boilers. Many recent projects have selected Kumera Steam Dryers in equipping a new production line or modifying an old production line. The industrial performance of the steam dryers has shown significant energy saving and emission reduction. The steam dryers have been operated at high availability and long maintenance interval. As the process principle of Kumera Steam Dryer is different from other equipment, the set-up for steam dryer plants is configured to fit the smelter site and operation conditions to achieve optimal performance. This article discusses the equipment involved in the steam drying process and their combination options.

Rio Tinto Iron Ore is currently working towards finalising comprehensive Native Title land access agreements, which cover all of the current eleven mines and infrastructure owned and operated by the company in Western Australia's Pilbara region. Critically, the agreements represent a mutual commitment to a long-term relationship and address many areas of concern by promoting indigenous enterprise, well-being and regional development opportunities. Our objectives in the process are to obtain the informed consent of the traditional owners for our Pilbara expansions while providing benefits to them in a way which provides lasting and substantial improvements to health, education, housing and real jobs in the mainstream economy.   To facilitate the agreement negotiations, Rio Tinto Iron Ore (RTIO) proceeded in 2005 to research and design a specific strategy around Aboriginal relations and local community engagement in the Pilbara. Wherever we operate, Rio Tinto follows a fairly simple formula in working with communities, which is comprehensively aligned to local context.   This presentation provides an overview of Rio Tinto Iron Ore's community engagement strategy in Western Australia's Pilbara region. It will also explore the establishment of regional standards on employment, business development and contracting that have been developed to ensure Indigenous people are engaged in the development of their region and are able to contribute to supporting the growth and development of mining in the area with the expectation that there is prosperity for all. A 200 000 tpa heap leach demonstration plant was approved by the Murrin Murrin Joint Venture (MMJV) in December 2005 and engineering commenced in January 2006. The demonstration plant will utilise stockpiled ore reject material (æscatsÆ) and extract nickel and cobalt. Limited production from the demonstration plant is expected by the end of 2006. The demonstration plant will enable the company to fully investigate and understand all associated technical issues over the next 12 to 18 months, including the potential to expand the heap leaching operation to a commercial scale. In parallel, the MMJV will continue a research and development program to improve and expand the application of its heap leaching technology.

"Underground mine scheduling decision-making has been based on production requirements, equipment productivities and the mine planner’s instincts on the best scheduling strategy for the mine to optimise the net present value (NPV) of a project.In the last few years, innovative software has been developed to optimise underground schedules based on NPV. The schedule optimisation tool (SOT) allows the user to set up scenarios based on grade, metal content, capital and operating costs.This paper discusses the results of two case studies undertaken using the SOT software to optimise the NPV of the projects.In each case study, the SOT software has been applied in two ways:using the original mine planner’s scenario and determining whether the NPV could be improved by changing resource capacitieschanging the scheduling goals to determine whether a different mining strategy would have a better NPV outcome.The outcomes of the case studies demonstrate that the mine layout and design were contributing factors to the overall improvement of the NPV and that SOT has a more noticeable impact on the NPV of projects where less sequence constraints are required, such as geotechnical sequencing and access development.CITATION:Ebbels, A M, 2016. The present discussion focuses on the developmental directions of eco-restoration of acid mine waste rock dump, by using acid mine waste rock of Shuilong Mountain as an example. Based on the analysis of site factors, the current slope ecological restoration technologies of domestic and international and local practices have been integrated into the eco-restoration of acid mine waste rock in Shuilong Mountain. A set of suitable slope Eco-restoration technologies have been formulated locally for acid mine waste rock of Shuilong Mountain, which include establishing green barrier, implementing ecology buffer zones, selecting suitable plant species and combined seeding and tube-stock planting. The prevalent strategic approach in the mining industry is one of planning. However, it is widely recognised that planning does not work in complex and uncertain situations (Mintzberg, 1994), such as those associated with ‘above ground’ non-technical orebody complexity (Trench, Packey and Sykes, 2014). Mintzberg, Ahlstrand and Lampel (2009) suggest the focus instead should be on strategic ‘thinking and doing’ and using the many ways to think about strategy to make sense of complex, uncertain, and unique situations. They therefore place great value in cognitive flexibility. Scenarios development utilizes several different thinking styles and thus assists with this type of flexible strategic thinking (Figure 1). The ‘Centre for Exploration Targeting (CET) Scenarios’ were developed with the ‘Oxford Scenario Planning Approach’ (OSPA) (Ramírez and Wilkinson, 2016). The OSPA aims more to improve the thinking skills of decision makers, rather than forecasting per se (Wack, 1985a, 1985b). As such, this paper focuses less on the content of the scenarios and instead on the practical value of scenarios in strategizing.
