This paper briefly describes the shaft, including sinking, steel sets and their installation, shaft equipment and winders.INTRODUCTIONThe New Broken Hill Consolidated Ltd. Service Shaft is a vertical concrete-lined circular shaft, 20 ft. in diameter with -steel sets spaced at 12-ft. centres. The diameter of 20 ft. was established as the minimum that would enable the shaft both to house the proposed hoisting and service equipment and to satisfy ventilation requirements as a downcast airway. The 12-ft. set spacing was based on South African practice in similar types of shafts.The shaft extends from the surface to 28 ft. below No. 22 Level, a total depth of 3,194 ft. Sinking was commenced in September 1946, and equipping completed in January 1955. Initially the shaft was sunk and concrete-lined to a depth of 52 ft., using a stiff-legged crane and clam-shell grab for mucking. Operations were suspended at this depth to allow the installation of the steel sinking head-frame, winders and ancillary equipment.Sinking and concreting were recommenced after four months and continued to a depth of 1,035 ft. 6 in., where the shaft connected with a pilot opening. The concrete lining was poured as sinking progressed and was piped from the surface to this depth, after which all concrete was lowered in buckets and discharged through a distributor suspended in the shaft. A cycle of stripping to the pilot opening and concreting was continued until the shaft reached No. 22 Level. From this level the remaining 28 ft. was sunk full size. All plats were cut and concreted as sinking progressed.

NZ Steel's flushing slag typically contains 1.2 per cent V203. Extraction of vanadium from powdered slag using a salt (NaCI or Na2CO3) roast/leach process was investigated. With NaCl, optimum extraction conditions were a charge containing 10 per cent NaCI, roasting in air at 875°C for 4 hours, followed by leaching in dilute H2SO4. Extractions were typically 30-50 per cent. NaCI roasting did not chemically attack the slag; the phase transformations that occurred were due to high temperature oxidation. Slag particle size had a significant effect on extraction.Optimum conditions for extracting vanadium by Na2C03 roasting were 20 per cent Na2CO3 in the charge and roasting in air for 3-4 hours at 850-875°C followed by water leaching.Na2CO3 roasting involved chemical attack that resulted in the formation of perovskite (CaTiO3) and carnegieite (NaAISiO4).The extent of vanadium extraction depended on the amount of Na2CO3 added and the original slag SiO2 content.Compared to the separate roasting treatments, simultaneous treatment with NaCI and Na2CO3 gave lower vanadium extraction, while requiring considerably higher roasting times and temperatures.

Recent mapping at the Kelian epithermal gold deposit in East Kalimantan, Indonesia has delineated intrusive and extrusive-phreatomagmatic breccias, their magmatic roots, and late-stage endogenous domes of a maar-diatreme complex. The Kelian epithermal system is characterised by a wide variety of mineralised and unmineralised breccias, which include tectonic, hydrothermal, phreatic and phreatomagmatic varieties. Phreatomagmatic breccias and associated igneous rocks post-date early stage alteration and mineralisation, and pre-date main stage precious and base-metal mineralisation. This study emphasises the spatial, temporal and genetic links that have been drawn between diatremes and both epithermal and porphyry systems in volcano-plutonic arcs.

The objectives of mining grade control are presented and examples of the techniques used in various open pit and underground mines are used to define the attributes of good grade control. Reasons are discussed for the success of various improved practices. The progressive development of grade control is presented and the balance between quantitative and qualitative data is analysed. The skills and resources required for grade control on mine sites that are using best practice are also presented. A number of problems in grade control have been solved recently however there are still issues that need to be addressed. Examination of the grade control process frequently stops after sample quality has been examined. There is much more beyond this that can now be optimised using conditional simulation models. Other future directions of mining grade control are also suggested. An extensive bibliography of published papers on grade control is included that will be maintained and updated on a website.

The Health Tracking project is one of five projects being undertaken as part of the Minerals Industry Cooperation Initiative (MICI) û a national initiative sponsored by the Minerals Council of Australia. The aim of the Health Tracking project is to assess the practicality of ways to demonstrate the monitoring of hazardous exposures and the occurrence of related occupational illness and disease and development of management systems and strategies at a national level. This second stage of the project will be completed in 2005 and will cover four areas: pilot development of a comprehensive job exposure matrix (JEM) for the minerals industry; development of both proactive and reactive occupational illness and disease metrics; recommendations regarding appropriate health tracking models; and provision of best practices guidelines for management of occupational health. The synergies between these areas will establish the path towards an effective national occupational health surveillance system and the development of effective prevention strategies and policies.

The prevention of fatal risks is a key objective for the global resources industry, especially considering poor performance with regard to fatality rate reduction and the continued occurrence of mine disasters globally. However, the industry has a credible history, over several decades, of the development and deployment management systems to control potential Serious Injury, Fatal and Catastrophic (P-SIFC) risks. While these systems have had a significant impact on the thinking and approaches to the prevention of fatal risks, fatal accident rates have not shown the desired reduction. Recent fatal and serious injury events in Australia have led to the establishment of several enquiries to further identify improvements that could be considered. Globally, fatal accident rates remain stubbornly high or plateaued in many jurisdictions, and several catastrophic events have occurred, such as tailing dams disasters in Brazil and South Africa, and the recent coalmine disaster in Turkey. Apart from the apparent lack of progress, it is evident that the deployment of critical risk systems has introduced more bureaucracy, slower response systems and additional burdens on already overloaded middle and supervisory levels of management. Organisations are rarely able to effectively tap into the risk source of risk knowledge of the frontline worker and supervisor, for various reasons discussed in this paper. To establish a valid and valuable channel of critical risk information flow from the frontline employee, Debmarine Namibia instigated the development and deployment of a system called SafeSENTRY, where the focus is on the ‘dynamic identification of dynamic risks’. This paper outlines the system, the principles of the design, the range of risk metrics that can be derived from the observations of the frontline operators, and demonstrates how a range of posited shortcomings in critical risk management is addressed how features of the High Reliability Organization (HRO) have been developed.

Australia is now committed to the most significant period of infrastructure investment since the 1960s and the current climate of project finance and public private partnership (PPP) model uncertainty means it is imperative that the affordability and certainty in delivery of infrastructure projects is maximised.In light of the current and forecast levels of infrastructure investment it is worth drawing comparison with a similar period of Australian expansion when the nation’s first railways were constructed. Similarly to over a century ago, we are following a trend in rapid development and are already reaping the inefficiencies that could be avoided with broader technical planning and improved client coordination.The original rail networks were developed by the individual states before they combined to form a Federation of states in 1901. As a result of the adoption of different gauges by 1917 a passenger wanting to travel by train from Brisbane to Perth had to change trains six times.Similarly in 2011, there is little parity between Australian states on the quality requirements (performance specifications) for road tunnels. Differences between states start most significantly with the size of the specified traffic envelopes, thus the size of tunnel required. Where ambiguity and differences exist in project documentation, performance specifi cations (PS) and broad technical requirements for road tunnel projects, any associated risk in interpretation ultimately ends up being incorporated in the bidder’s (constructor’s) final sell price.Whilst not nearly as inconvenient as having to change train at each state border, and largely unnoticed by the general tax paying motorist, this paper examines examples of apparent minor differences in Australia’s recently constructed road tunnels to highlight the differences in road tunnel specifications.The paper identifies how these small differences manifest themselves in major price penalties between projects and further, highlights the need for further specification review, refinement and standardisation across road tunnel jurisdictions to increase road tunnel affordability.

In the Bendigo district, with its large number of comparitively small leases worked by separate companies, we might naturally expect to find many different arrangements of winding machinery and, as a matter of fact, there are steam winches, old portable engines, single and duplex geared engines, twin engines on the first motion, and in one instance a single engine on the first motion, all employed for hauling purposes from depths of 1000 feet and over.It would be impossible in the compass of this paper to discuss at all fully the various arrangements of winding gear employed on the field the writer can simply refer to some of the more prominent features, in the hope that the information may prove of interest and benefit to the mining community. In criticising our machinery it must be remembered that when many of the plants in use at the present time were erected, they were not intended to wind from more than one third of the depths now common on the field; but so long as the machine could be made to haul a tank of water from the bottom of the shaft it has remained, the greater power required being obtained by increasing the piston speed and altering the gear wheels to suit. The consequence is, of course, that in some of our mines the speed of winding is painfully slow this feature, however, though certainly not consistent with modern ideas of economical mining, does not so seriously affect Bendigo as it would other fields, for the comparatively small quantity of stone to be raised from a given reef by some...

This paper reviews recent positive developments in Europe on the regulation of gold mining. However, it also examines the problem that while gold projects may be bankable and technically and environmental defensible, the odds tend to be stacked against granting of an environmental permit. The historic background to this situation is examined and current developments and initiatives are critically analysed. Standards and benchmarks for the industry have been established across the community and these have a strong influence in European Union accession (and aspiring) states as well. While this is welcome in regard to improving environmental performance, it also represents a significant milestone with mining (and particularly gold mining) now æon the mapÆ as a legitimate enterprise, a situation that was patently not the case prior to 2003. At the project level, very frequently, the difficult biophysical problems are addressed and satisfactorily dealt with according to the new regulations, but still there are problems regards trust and acceptance that underpin a æsocial licenceÆ. What goes wrong and how can companies deal with the social/environmental issues that lead to entrenched views and concerns, irrespective of any amount of demonstration of good practice and corporate social responsibility? What is the role of the non-governmental organisation (NGO) and are they as accountable and responsible as they should be? The findings presented draw upon recent experience with the environmental permitting of projects in Spain, Greece, Romania, Bulgaria and Serbia on behalf of Australian, Canadian and British companies as well as international funding institutions.

NATURE OF ORETHE Edna May ore consists mainly of clean quartz of a moderately hard and tough nature. The gold content is "free" and fairly coarse, so that a large percentage is recovered by amalgamation. The ore is practically free from metallic minerals.GENERAL OUTLINE OF PLANT AND TREATMENTThe ore, received from underground in trucks, is broken by a jaw breaker, then stamp-milled, follow~d by partial filie-grinding in pans. Mercury is used both in the mill boxes and pans. The pulp, on leaving the pans, passes over amalgamating tables and is then elevated by tailings pulp to cone classifiers and separated into a sand and slime product, each product receiving a separate cyanide treatment-sand by leaching in vats and slime by agitation and decantation in a "Trent" plant. Gold solutions from both sand and slime are precipitated together by zinc shavings in the usual type of precipitation boxes. Accumulated slime is trucked from the dam to a vortex mixer and from this point receives with the cement slime the same treatment.ORE BREAKING AND TRANSPORTThe ore is trucked from the brace of the shaft along an overhead line to the breaker station. The Kwinana (Western Australia) and Gladstone (Queensland) industrial areas are among the few dozens of heavy industrial areas globally that demonstrate significant levels of regional resource synergies. Such synergies are also referred to as æindustrial ecologyÆ or æindustrial symbiosisÆ. Fundamentally they involve the exchange of by-products or sharing of utilities between companies in close geographic proximity to achieve competitive advantage and environmental benefit. A concerted research effort is currently underway to foster greater realisation of regional resource synergies in minerals processing intensive regions, in Australia and internationally. This paper summarises current insights from the foundation research into engineering tools and technologies and enabling mechanisms for regional resource synergy developments. Regional resource synergy developments were reviewed for 16 international and two Australian regions. It was found that Kwinana and Gladstone compare favourably with the well-regarded international examples of regional synergy development. Given the fairly strong evidence that self-organisation is critical for regional synergy developments, an implementation model has been proposed that captures entry points for synergy developments at the level of platform (industry collaboration), process (developing synergy opportunities) and project (assessing and implementing specific synergies). It was also found that regional synergies have so far developed in the absence of specific methods for identification and screening of synergy opportunities. Moreover, very limited attention has been paid to the associated technological and engineering challenges. The current technical research effort therefore targets: the development of a toolset for the identification and development of potential synergy opportunities; and assessment of technology needs and opportunities for regional synergies involving water, energy and materials recovery and reuse.

And the compulsory purchase of land and the minerals beneath it by the State or a body approved by the State (Fitzgerald, 1952) was a principle well established and enforced in practice over a hundred years ago, when such powers became a practical necessity during the period of railway building in Britain and elsewhere:The acquisition of mineral properties which stand in the way of public construction projects still goes on. But in recent years nationalization is being increasingly undertaken as part of the planned use of national resources, for the closer regulation of economic activities, or merely, so it would seem, as a matter of political expediency or national pride. For instance, the unsevered coal in Britain came under State ownership in 1938 in an attempt to simplify a complex pattern of freehold titles which were impedingplanned mining operations. Later, unsevered minerals became a factor in negotiations arising under various town and country planning acts. The acquisition of the Rio Tinto mines by the Spanish Government implies political aspirations. As the title indicates the central themes discussed in this contribution are sustainable development, information systems, and extractive industry. More specifically, the objective is to present a prototype for the systematic generation of extractive industry (henceforth: EI) û specific sustainability information. The paper begins with the authorÆs viewpoints on the core notions of sustainability, and development, as well as their relationship to information. These set the stage for the introduction of the information system (IS), as well as the follow-up sustainability information system (SIS) extractive industry sustainability information system (EISIS) concepts and related discussions. The paper continues with a second part, in which, efforts to research and develop an EISIS prototype are described. First, the team is presented. Second, the systemÆs aim and target groups are briefly discussed. After, an articulated overarching EISIS conceptual model emphasising capital accumulation, and service flow concepts û is presented. This is followed by a detailed description of the assembled prototype with a focus on data and information generation. The formulation of data generation, storage and transmission processes, as well as its use in sustainability interpretation rules and their embedment in the conceptual model is made with respect to monetised stock and flow parameters, measured in the appropriate dimensions. In the third part, the author presents and discusses the results of a first round of prototype experimental development in three major EI firms. First, the system observation, and data analysis protocols are described. Second, a review of protocol implementation, and respective results, is made. Finally, the overall performance of the proposed prototype, and development process issues are discussed, before suggesting areas for improvement and future research. The paper ends with a conclusion in which the author provides a retrospective balance of the æknowledge creation projectÆ, as well as a prospective outlook for research in this field; before acknowledgements are made and references provided.

In this paper it is argued that we are entering a new mining era, based on considerably more challenging orebodies as we rapidly expand minerals production by exploiting previously uneconomic deposits. Rapidly increasing production costs cannot be sustained by continually increasing commodity prices, as illustrated by the recent downturn in the industry.Driven by reduction in grade, requiring the processing of 50 to 100 per cent more ore to recover the same amount of metal, often accompanied by finer grain structure - necessitating a finer product size and more challenging recovery - the productivity of the mining industry is dropping in real terms. The author suggests that tweaking current technologies and relying on economies of scale will not turn the industry around, but rather a switch to considerably more efficient processing is required.It is imperative to utilise the properties of the orebody, especially in terms of variability, in revolutionising our processing techniques. Our new mantra may be æselective mass mining with flexible processingÆ. This paper explores how this may be implemented using current technology and equipment in order to change the cost profile of the new mining industry. Orebody knowledge, based on the underlying process drivers, rather than proxies, is required. These properties and their variability will need to be propagated into the orebody through utilising the geological data rather than smoothing block averages, which destroys information on variability.Novel flexible circuit designs are presented that can respond to a wide variability in ore properties and throughput requirements in order to slash processing costs and energy utilisation, while enhancing overall recovery. The success of these circuits will be based on an ability to predict at both design stage and in everyday processing the variable ore properties, which is dependent upon reliable orebody knowledge that caries variability and underlying processing properties.CITATION:Powell, M S, 2013. "The Stockman base metals project is situated in State Forest in the alpine area of East Gippsland, Victoria, adjacent to a National Park and within the headwaters of a major Ramsar-listed wetland catchment and the Murray-Darling River system. Site topography is steep, and elevated (650 m – 1200 m above sea level), and subject to circa 1 m annual rainfall, with occasional winter snowfall. The project consists of two volcanogenic massive sulfide (VMS) deposits to be mined by underground methods and treated in a 1.0 Mt/a central concentrator to produce copper and zinc concentrates for export over a ten year operational life. New resource projects are rare in Victoria. Recognising the sensitive setting, planning for the Stockman Project, which is now in the advanced permitting stage, has focused on balancing economic, environmental and social outcomes to ensure social licence to operate is secured and can be maintained. This has involved close attention to triple bottom line (TBL) risks and outcomes. Stockman has successfully gained State and Federal approvals via the Environmental Effects Statement process. The process of obtaining these approvals has required close attention to effective stakeholder involvement, and management of a lengthy and difficult approvals process, which is still to be finally concluded. This paper is a case study of the process of that permitting and the issues encountered to date. Key learnings from the experience have included: successful approvals require close attention to much more than just the project and its technical aspects and physical setting – effective stakeholder involvement and endorsement is critical the differing consultation requirements for local, regional and government stakeholders, to design and plan implementation of a project to meet TBL objectives, and to gain social licence to operate within the Victorian approvals process, the need for an effective lead government agency with policy authority dealing with material policy change requiring post-closure financial sureties estimating realistic permitting time and cost during the project evaluation phase. The global shift towards decarbonisation is driving competition for the extraction of critical minerals such as nickel, lithium, and copper. To meet this demand, new mines are being developed while mines approaching closure are being reimagined as sites of potential resources. This reimagining challenges how mine closure is being conceptualised. In the conventional case, when a mine reaches the end of its economic life, it is closed or put into care and maintenance until it transitions to the next land use, such as agriculture, native ecosystem corridors, solar farms or integrated eco – precincts (Murphy et al, 2019; Holcombe, 2020) (the authors acknowledge that unplanned mine closures have left a devastating legacy of contamination, safety and cultural heritage impacts). Extracting minerals from closed or closing mines will extend mine life and, therefore, delay relinquishment and transition. In this context, innovative technologies are needed to make mining economically viable. In the first year of her doctoral research on improving stakeholder engagement in mine transitions, Lee Zhi Yi has coined the term ‘mine life extension technologies’ (MLETs) to describe a class of technological solutions that optimise extraction of resources after a mine reaches the end of its economic life. Examples of MLETs include agromining (van der Ent et al, 2015), in situ recovery (Robinson and Kuhar, 2018), and reprocessing or reuse of tailings (Gou, Zhou and Then, 2019). MLET extraction offers several benefits compared with conventional mining processes, such as waste remediation, value recovery of minerals, a smaller footprint and less environmental impacts (Sellers, Picorelli and Salmi, 2022). What requires further investigation is the consequences of MLET implementation to host communities or community perspectives towards the proposed technology and subsequent delays in transition.

ONE of the phases of mining wide ore-bodies, such as are found in Broken Hill, is the laying-out and design of the sill floor gangway timber, When, in the above operation, a detail has to be repeated frequently, it is desirable in the interests of efficiency that that detail should be standardized as far as possible. Before arriving at a standard design e.g., a crosscut layout-it would seem necessary to compare its strength with some other unit of timber and see that the general design is at least as strong as the unit that has been taken for comparative purposes, In these notes no attempt is made to calculate the stresses to which timber underground is subjected, but merely to draw a comparison between the relative strengths of the various cross sections of timber in common use underground.It has been assumed for the purposes of comparison that the milling exerts pressure in a vertical plane only, and is uniformly distributed over any area. Unrelieved residual strains can influence the states of stress in rock masses. If cheap, stable structures are to be constructed in Tock in which large pressures are exterted by unrelieved residual strains, the pressures must be either utilized or neutralized. A photoelastic technique has been used to show that the release of residual strains in rocks is influenced by the mechanical properties of anisotropic rock fabrics. The relationships between directions of residual strain release and the attitudes of minor geological structures have been determined. For engineering design purposes it is possible to estimate the principal stress directions in rock containing unrelieved residual strains if the attitudes of such minor geological structures as foliation planes, lineations, and joints are known.INTRODUCTIONQuarry workers have long been aware that near-surface rocks may be highly stressed. In many cases the stresses are too large to be the result of gravitational loads. Dale (1923, pp. 34-35) gives many instances of deformation produced by the violent release of residual strains in quarry rocks. Coates (1963) has described powerful rock bursts and cases of rock deformation underground implying the existence of much larger stresses than are likely to result from present-day gravitational loads. The devastating failure of Dam I at the Corrego do Feijao iron ore mine near Brumadinho in Brazil on 25th January 2019 left at least 270 people dead or missing. In the immediate aftermath of this event, many mining companies commenced reviews of their tailings and water storage facilities (T&WSFs), and Rio Tinto was no exception. Rio Tinto has an interest in over 250 T&WSFs across 47 sites in 13 countries as owner-operator, as managing JV partner, and through non-managed partnerships and other ownership arrangements; T&WSF experts from Rio Tinto’s Surface Mining Centre of Excellence visited the sites in order to complete Technical Risk Reviews of each facility. These reviews looked beyond the day-to-day operational aspects of T&WSF management, and the site’s compliance with local regulations and Rio Tinto’s internal D5 Standard – Management of tailings and water storage facilities, in order to provide a strategic, second line of assurance perspective. The reviews focused on design and construction; operational controls; risk control framework; and competencies and capabilities of personnel involved in the design, operation and closure of the facilities. Additional activities were carried out in parallel with these reviews, including the development of a consistent approach to dam break studies; the public disclosure of information on Rio Tinto’s tailings storage facilities and their management; and contribution to external programs such as the initiatives being co-ordinated by the International Committee on Mining and Metals. This paper provides an overview of the tailings and water storage assurance work undertaken by Rio Tinto’s Surface Mining Centre of Excellence Tailings Validation Taskforce to date; work that will continue to improve governance and assurance for all of Rio Tinto’s T&WSF.
