Mining projects draw together stakeholders with various degrees of experience in managing and assessing financial risk. When this risk is not fully appreciated or quantified, the potential for making decisions not suited to investor requirements is significantly increased. A feasibility study provides key information on project development potential, requiring detailed technical investigations with thorough financial analysis. Centaur Mining and Exploration (CME) owned and operated Cawse Nickel Operations (CNO), one of three Australian projects to develop and process vast amounts of near surface nickel resources. A technical ædue-diligenceÆ and æbankable feasibility studyÆ confirmed the large resource base, newly applied yet tested technology and relatively low unit costs would produce nickel in the lower half of industry operating costs. A number of production variables including capital requirements, delayed start-up, nickel grade, processing, maintenance and product output were outside the feasibility estimate. This was combined with exchange rate fluctuations and lower Ni prices. The inability to generate adequate cash flow and service debt repayments ultimately led to receivership and liquidation of all assets. Following the sale of CentaurÆs gold and nickel divisions, $A 784 million remained outstanding to creditors. This paper aims to define key issues leading to CNOÆs collapse by reviewing feasibility parameters, valuation methodology and project development. Some methods of assessing project viability are discussed with the aim of increasing stakeholder risk awareness.

Semi-massive to massive sulfides were drilled in a shallow-water (630 m) hydrothermal system in an island arc volcanic setting at the Palinuro volcanic complex in the Tyrrhenian Sea,Italy. Overall 12.7 m of sulfide minerlisation were drilled in a sediment-filled depression in a water depth of 630 - 650 m using the lander-type Rockdrill 1 drill rig of the British Geological Survey. The longest drill core recovered consists of 4.9 m of continues semi-massive to massive sulfides + sulfates with abundant late native sulfur overprint. Metal enrichment at the top of the deposit is evident in some cores with polymetallic (Zn, Pb, Sb, As, Ag) sulfides overlying more massive and dense pyritic ore. The massive sulfide mineralisation at the Palinuro volcanic complex contains a number of unusual minerals, including enargitefamatinite, tennantite-tetrahedrite, stibnite, bismuthinite and Ag-sulfosalts, that are not commonly encountered in mid-ocean ridge massive sulfides. In analogy to epithermal deposits forming on land, the occurrence of these minerals and the abundance of native sulfur suggest an intermediate to high sulfidation state for the hydrothermal fluids during deposition, implying that the mineralising fluids were acidic and oxidised rather than near-neutral and reduced as those forming typical base metal-rich massive sulfides along mid-ocean ridges. Oxidised conditions during sulfide deposition are likely related to the presence of magmatic volatiles in the mineralising fluids that were derived from a degassing magma chamber below Palinuro volcanic complex. The purpose of this paper is to outline the equipment used for diamond drilling at Mount Isa, together with alterations and recent improvements therein. As the majority of the drilling is carried out with machines running at relatively high speeds using XRN blast hole bits, the paper is mainly devoted to this branch of drilling.Because diamond bit costs constitute the major expense, a considerable amount of research into bit design has been carried out, and in several instances, costs per foot have shown an appreciable decrease in spite of rising manufacturing costs and higher diamond prices. Equipment performance has at times been erratic due to delays in delivery and occasionally because of faulty parts, but in general the position has improved by keeping in close contact with the manufacturers.BLASTHOLE DRILLING MACHINESThe standard blasthole diamond drill is the 'E-500' two cylinder air powered model manufactured by Mineral Drillers Limited. Several of the older pattern JV41 are still in use, but are being retired as they wear out.. Machines are repaired in the underground diamond drill shop.The normal feed gears used when drilling in lead shales are 350 top gear and 450 low gear-actually 357 and 438 revolutions per inch of advance respectively. The 300 gear was commonly used several years ago, but it was found that bit footages could be increased without any appreciable drop in penetration rate by reducing to the 350 gear. Upon subduction, water is liberated from the sediments and the porous struc- ture of the oceanic crust and from de- hydration of minerals for redistribution and chemical reaction. A survey of pro- cesses which are likely to occur along the subducting plate reveals that water may well be basic in subduction induced gas generation, magma formation and ore deposition. In analogy to the industrial water gas process, reaction of water with car- bonaceous matter, in subducted sediments is likely to yield substantial volumes of hydrogen and carbon dioxide. While water and carbon dioxide appear to play a determining role in the development of differentiated magmas, hydrogen will react with metal sulfides and sulfur to form hydrogen sulfide which is essential in sulfide ore depo- sition. A survey of possible metal extrac- tion chemistry along subduction suggests a stepwise solubilization of metals from sediments and oceanic crust, and a poten tial accumulation of dissolved metals in zones of characteristic composition. The metal spectrum in ore deposits at near surface appears to reflect the com- position of the solution in the respec- tive subduction zone. A tendency for preferential solubi- lization of copper at subductidn level, from among the transition metals, an in- creasing generation of hydrogen sulfide in the sane direction and partition effects as well as sulfide precipitation characteristics lead to enrichment in copper and to its selective deposition in the direction towards the trench as observed in S. Latin America. A postscript deals with the formation of native copper.

Due to the low concentration of gold, ore sorting for gold has always required measuring indirect properties, such as density or colour, to allow separation on a rock by rock basis. This only works on an ad hoc, by deposit basis and is likely to be least reliable where it is most required in low grade ores. One candidate technique, Gamma Activation Analysis (GAA) has been demonstrated to directly measure gold extremely accurately in powder samples of around 500gm and is used in the Chrysos PhotonAssay assay system. This method uses a linear accelerator (linac) to generate the X-ray radiation that activates the ore at low levels to emit a characteristic gold gamma ray that is then measured by a radiation detector. CSIRO is adapting this measurement technique to application on a belt at up to 800tph to measure pods of ore. The principal differences between measuring samples and an on-line measurement of pods are the requirement to measure coarse ore (<50mm), to measure a larger volume of ore as uniformly as possible, and to have an open-ended geometry with adequate shielding of the linac radiation source. These issues have all been addressed with measurements of coarse ore reported down to around 1ppm in sub-optimal test conditions. They have been demonstrated for <75mm particles with detectors capable of measuring a large volume geometry continuously. These are projected to allow measurements down to 0.3ppm in more optimum conditions for a 10 second measurement time period where the U/Th content of the ore is less than ~10ppm. Extensive Monte Carlo modelling has demonstrated that adequate shielding can be provided in relatively simple geometries with only 1 right angle transfer in the material handling. Steady progress is being made to reach the technical position required to trial an ore sorting system.

The reduction of zinc from lead blast furnace slags using hydrogen was studied at 1300¦C as part of a laboratory investigation of zinc fuming. To perform the experiments, 300 g "spent slag" was melted in a crucible. Hydrogen was then injected into the slag through a lance and fresh blast furnace slag was added regularly in small quantities over a period of 40 minutes. Zinc added in the fresh slag was reduced and the zinc level of the bulk slag attained a steady state value of between 1 and 9% after about 10 minutes, depending on the gas injection rate. Because of the high reactivity of hydrogen, bulk supply of hydrogen to the slag was the rate limiting step at the flow rates used and it is believed that the gas-slag reactions in the system were at equilibrium. A partially/stabilized zirconia cell with a Ni/NiO reference electrode was immersed in the slags during the experiments and the steady/state oxygen potentials of the slags were measured. By using the experimental oxygen potential values and calculated values of the steady state concentrations of zinc in the offgas, the activity of ZnO in the slags was calculated from the Gibbs&apos;s free energy change for the reaction:

Reagents used for batch flotation tests were Aeroxanthate-343 & 350, Dow Z-6, & reagent-4037 (from Benambra) as copper collectors; Na2SiO3 & Na2S2O3as gangue depressants; lime & HCl as pH regulators; and pine oil & MIBC (methyl isobutyl carbinol) as flotation frothers. A Denver Sub A flotation cell of capacity 250 gms was used for the batch flotation experiments. Atomic absorption spectrophotometer was used for copper assays and microscopy for selectivity and liberation studies. Melbourne tap water was used throughout the experiments. Unless otherwise stated, the following parameters apply to the flotation experiments: flotation impeller speed - 1300 rpm, pulp density during flotation- 22%, reagents addition - in 4 stages, total conditioning time for collectors - 8 minutes, total flotation time- 9 minutes. A variable quantity of copper mineral collector according to the test in question was added, then conditioned the pulp for 2 minutes. The froth was removed by hand, scraping the full length of the cell at constant depth every 10 seconds. No frother is required for this copper tailing flotation. Four concentrates were collected after addition of collector and conditioning at 2,4,6 and 9 minutes. The pulp volume was maintained at a constant level to yield a constant froth depth.

Chrome chemicals are commercially produced by the alkali roasting of the chrome-bearing ore chromite with sodium carbonate. In order to ascertain the influence on the extent of reaction of the replacement of Mg(II) for Fe(II) in the chromite spinel structure and the presence of acidic oxides in the gangue material, a series of roasting experiments was conducted using chromite materials from a number of different locations. The roast feeds and products were chemically analysed and the major compounds identified using X-ray diffraction and scanning electron microscope techniques.Mg(II) replacement for Fe(II) in the chromite structure does not appear to restrict the amount of &quot;available&quot; chromium for reaction.Under the test conditions, namely an atmosphere of pure oxygen, finely ground chrome-bearing material, a roast temperature of 950&#176;C and the stoichiometric amount of sodium carbonate to react with the chromite, the yield of water-soluble sodium chromate was able to be expressed as %yield = 104.5 -1.58 &#215; %AI2O3 - 2.23 &#215; %SiO2 for chromite samples containing alumina in the range 7.8 to 27.8 per cent and silica in the range 2.9 to 7.4 per cent.

Oxygen and carbon isotope mapping of hydrothermally altered wall rocks was applied to the blind ore prospecting of skam Pb-Zn deposits in the Kamioka mining district, central Japan, where the wall rocks consist of heterogeneous rock units. The results (8180sMow of -1.1 to +17.3%o and 613CPDB of -5.0 to +4.8%o for limestones, and 8180SMOW of -0.8 to +12.5%c for silicate rocks) show isotope zonations of the wall rocks with depletions in heavy isotopes (180 and 13C) toward the center of mineralization. The isotope zonations likely formed by interaction of migrating thermal waters with the wall rocks during the mineralization. The heavy-isotope depleted zone, which indicates higher temperature or higher water-to- rock ratio of the system, occurs in the footwall of a fault, indicating that the fault played the role of main conduit of the ore-forming fluids. A heavy-isotope depleted zone was also found in an area, where significant mineralization had yet to be identified. Recent drilling in this area has intercepted a zone with a grade of 16.0% Zn, 0.8% Pb, and 35g Ag per metric tonne at a depth of about 360m.

The air we breathe and both plant and animal matter consist largely of nitrogen, oxygen carbon and hydrogen; each of these elements has two or more isotopes, The rocks, soils and waters on which we live and from which we extract minerals and other resources are comprised of elements such as oxygen, silicon, hydrogen, sulphur, iron and magnesium; each of which has two or more isotopes. Since isotopes of an element behave identically in chemical reactions, they cannot be separated or analysed by chemical means. The different isotopes of a particular element, however, vary in mass, reflecting the variation in the number of neutrons in their nuclei, so that physical processes based on the relative atomic masses of the isotopes are used to separate and analyse them (eg, mass spectrometry). Many biologic, atmospheric and geologic processes alter the ratios of the different isotop1ees of many elements. The isotope ratios D/H and O/ O, for example, exhibit significant variations in natural waters because of isotope fractionation during evaporation and condensation. Isotope analyses of both naturally-occurring and synthetic isotopes in the near-surface and biospheric environments can be used to understand natural processes and predict the results of man&apos;s interaction with his environment.

Three aspects of rock mechanics, namely, in-situ stress estimation by acoustic emission (AE) method, strength of rock mass and role of chemicals to reduce the strength are covered. It is possible to detect the previously applied maximum stress by stressing a rock specimen to the point where there is a substantial increase in AE activity. This is known as Kaiser effect. From the AE signatures in the second and subsequent loadings, AE take-off point was identified more easily than in the first loading. In determining the compressive strength of rock mass, two factors have to be considered, namely, the size effect on the compressive strength of intact rock and the effect of discontinuities on the compressive strength of rock mass. Although a modified Bieniawski criterion gives best agreement with the triaxial test data, modifications have been suggested to Hoek-Brown criterion due to its popularity. It is possible to reduce the tensile strength of sandstone by saturating it with weak chemical solutions made with dodecyltrimethyl ammonium bromide, polyethylene oxide and aluminium chloride by up to 30%. In the case of compressive strength, there is no appreciable effect. The possible explanation is that the chemical solutions produce an effect on the strength of sandstone only when the failure mechanism is dominated by tensile mode.

Dr. Willett. I will start by answering one or two general points which have been posed. The first point is a question of liability of a seam to spontaneous combustion. Some seams are very liable to spontaneous combustion. Some seams are not liable at all except in most abnormal circumstances, and some seams have a liability somewhere between these two extremes. Dr. J. S. Haldane made the comment some 50 years or so ago that if you try hard enough you can make any coal seam in the world fire spontaneously. Many heatings have in fact occurred because the coal has been allowed to be ground up into a fine state and there has been air leakage through it for many years. This has resulted in spontaneous combustion which would not have occurred in some seams unless conditions had been very abnormal indeed. One comment I heard while listening to the discussions of one team was the importance of encouraging morale and the team seemed to go to the extent of suggesting that this was more important than the actual technical action taken. Though I agree that everything possible should be done to encourage morale, it must be in conjunction with the correct technical method of dealing with the Emergency.

In response to the ever-increasing challenges facing the modern gold mining industry and the need for improved gold recoveries within all processing streams, CSIRO has upgraded its latest automated mineralogical analysis system, QemSCAN (formerly QEM*SEM), with special purpose hardware that speeds up the location and measurement of precious metal-bearing phases. By rapidly scanning the surface of polished blocks, and accepting only fields that contain the minerals of interest, QemSCAN is able to find, map, and quantify target minerals in extreme detail. Phase identification and quantification is achieved by placing a grid of points over the target particle and collecting X-ray information at each analysis point. The resulting mineral maps provide the metallurgist with a complete textural description of all gold-bearing phases within the product measured, together with quantification of the gold phases in terms of their modal abundance, particle size, mineral associations, relative contributions to gold deportment and liberation characteristics. Examples are presented which illustrate how QemSCAN is able to find and quantify gold-bearing phases within low-grade ores from the Super Pit, Kalgoorlie. This work is the result of a collaborative project between Kalgoorlie Consolidated Gold Mines (KCGM), CSIRO Minerals, and the University of Queensland, and is on-going.

Performance testing is often used by project owners and financiers to provide protection from, or assessment of, technical aspects of project design, procurement, construction and commissioning. The performance tests can range from comprehensive performance warranties relating to process performance and production in the case of lump sum turn key (LSTK) projects to less onerous demonstration tests for cost reimbursable contracts. This paper will discuss performance testing from both the contractorÆs and ownerÆs perspectives and focuses on: when performance tests are required, what type of performance test/warranty is optimum for each type of project, and how project performance should be evaluated. The requirement for performance testing can be driven by the project financiers, particularly in the case of smaller resource development companies. In such cases, differentiation between ownerÆs risk and contractorÆs risk can become contentious. At the other end of the spectrum, larger mining houses may choose to heavily influence the engineering and design process with the contractor supplying services on a reimbursable basis. In that case, the performance testing process is often limited to demonstration tests that validate performance for the ownerÆs corporate governance requirements. This paper was prepared due to the lack of published benchmarking of performance testing and the resultant differences in expectations between a contractor and a project owner that often surface late in the contract negotiation process. The paper provides a checklist of requirements for both the owner and the contractor that may be used to provide æcommon purposeÆ early in the contract negotiation process.

The first difficulty encount.ered in preparing this paper was to find a definition of the word &quot;special&quot; as applied to steel. The first thought is &quot;obviously any grade not mild steel&quot; but this is an over-simplification, because the term &quot;mild steel&quot; covers a series of carbon ranges, each found from experience to be especially suited to the production of a particular rolled section.Even if the Australian structural mild steels are excluded it is found that no part of the plant here is independent of special steel.The face-man on Iron Monarch makes his bench safe by barring down with a 0.6% carbon steel bar. He bores a hole into the ironstone with a 0.75-0.8% carbon steel drill, driven by a jackhammer which is built of a variety of special steels. After it is shot down, the stone is lifted by an electric shovel, very few of whose steel components fall into the general category of structural grades of mild steel.Further special steels are met with in the truck into which the stone is loaded, the hauling electric locomotive, and the rails on which these .run. Even the permanent way uses more than one grade, e.g., the crossings experiencing heavy service have their frogs built with austenitic manganese steel inserts.Special steels play their part in the overhead crane which tips these trucks, and in the crushers into which they discharge, and so they can be followed right through the production line, and they are still there at the seaward end of the ship loading boom at the head of the WhyalIa ore jetty.

As an environmental "pollutant", noise is different. For one thing, it is localised (as opposed to transfrontier) and, for another, relatively low levels can trigger very strong human reaction. The reactions, which are annoyance-based, range from mild to violent and do not always correlate well with the levels experienced. This paper draws on technical aspects of noise to consider control and control principles and balances them with the subjective nature of the perceptions and reactions. It is critical to bear in mind that health effects resulting from noise are secondary to the primary human reaction. It is also important to appreciate that annoying noise levels are usually well below those which cause hearing loss. Large mines tend to be remote from cities and towns and the country surrounding such mine sites is often inhospitable. In general, residences near large mines are committed for use by mine personnel and annoyance from mining noise would be rare. Noise problems at long term operations are often a result of secondary activity or land use. As a pioneer mining community develops, secondary and service industries may be established and a township created. With changes in way of life, the perception of problems also changes. Therefore, it is never too early to plan for noise abatement, particularly because noise is only one of a number of environmental and community concerns. Ihny environmental problems are associat- ed with development or expansion of smaller open cut facilities such as hardrock quarries. There is an ever-present need to reduce product cost by mining or quarrying deposits close to the end user and many local authorities have to operate quarries for undertaking their civil engineering responsibilities.

The reality is that in today&apos;s world almost half of nearly six billion people on the planet do not have access to commercial energy and the services it brings. Based on UN projections, in 30 years time there are likely to be nearly three billion more people in the world, over 90 per cent of them in countries which are already economically poor. The World Energy Council (WEC), through its 102 member countries, monitors trends and developments and projects future trends. WEC is a non-governmental international body representing all forms of energy and is committed to the sustainable use of energy for all mankind. This paper is based on WEC studies and papers presented at its many conferences and congresses worldwide. Primary energy demand growth is dominated by the developing countries over the next 30 years. The world energy mix is projected to change very little over the next 30 years. Fossil fuel supplies (ie coal, oil and gas) are likely to decline from 77 per cent to 73 per cent, nuclear energy may grow from five per cent to six per cent and renewable energy sources (eg hydro, solar, geothermal, wind, tidal and biomass) could increase from 18 per cent to 21 per cent. World energy consumption is expected to grow by over 50 per cent over the next 30 years. The paper reviews changes in energy demand in the world, particularly in the Asia/Pacific region. Environmental issues are covered, as are developments such as solar energy from space and the status of renewable energy forms. Agendas for action to achieve change are also reviewed.
