There is a close relationship between the mining industry, economic growth, and technological and social development. Mining activities benefit all economic agents, but only during a timespan determined by available reserves, primarily driven by internal factors such as production rate, technology and costs, and external factors such as prices determined by the market and taxes and royalties controlled by governments (Gordon and Tilton, 2008; Henckens, 2021; Tapia Cortez et al, 2018). The intense use of Mineral Commodities (MC) needed to maintain the current lifestyle has placed ore depletion as one of the main threats to sustainable economic, social and technological development. However, ore depletion does not only arise due to the finite nature of MC, price fluctuations or technological challenges. It is also triggered by the ‘economic limits of extraction’, determined by the optimisation of financial factors and technical restrictions within the regulatory framework (Henckens, 2021). Most reporting standards – if not all – define ore reserves as ‘the economically mineable part of a Measured and/or Indicated Mineral Resources’ determined by the technical and economic viability of extracting, processing and commercialising MC having the NPV as the fundamental decision – making tool (JORC, 2012; Krzemień et al, 2016). However, is the NVP an ‘economically’ basis index able to capture the complexity of economic phenomena? No, it is not, and it is crucial to define what is economic and financial. Although related, they are different disciplines. Economics studies the behaviour of the different market agents, including human behaviour and policies and explains the factors involved in the scarcity (or surplus) of goods and services. Finance focuses on financial systems and managing funds considering the time, cash available, and risk. It involves banks, loans, investments, and savings and can be considered a small subset of economics (Simon, 1959; Tapia Cortez et al, 2018). Given the economic nature of ore Reserves, endorsed by governments (Figure 1), NPV is an incomplete tool to determine ore Reserves as it limits the problem to simply maximising cash flows instead of optimising the economic benefits for all economic agents. In addition, using the rigid scheme of controlling taxation – unable to adapt to new market or economic conditions and systematically increasing – within the NPV framework only increases the sub-optimisation of ore reserves, mainly due to the systematic taxation rise. Short-term benefits of higher taxes and royalties are unlikely to offset the impacts of reducing exploration and project development in the long-term, which not only boosts ore depletion concerns but also reduces competitiveness, threatening economic and social welfare (Fisher, Cootner and Baily, 1972; Gordon, Bertram and Graedel, 2007; Lilford, 2017; Mardones, Silva and Martínez, 1985; Radetzki, 2009; Rodrik, 1982; Tan, 1987; World Bank, 2000). Holistic methods and collaborative tools, able to dynamically simulate and assess how changes in the technical settings, regulatory framework (taxes and royalties), and financial factors affect the availability of ore reserves and the impact for all economic agents, should be incorporated into the evaluation process to fill the gap.

The Resource Management Act 1991 represented an innovative and unique piece of planning and environmental legislation when it was introduced. Since the Act was passed into law in 1991 it has been subject to nine amendments, many of which were of the ætinkerÆ variety. These amendments recognise that the Act has not been as successful in providing the æone-stop shopÆ for resource users that the Act was hoped to be. The latest and most significant attempt at changing the Act was the Resource Management Amendment Act 2003. The amendments made by the Amendment Act have proved to be largely unsuccessful in achieving any significant changes to the way resources are managed in New Zealand, and have failed to address many of the concerns which drove the original Resource Management Amendment Bill in 1999. The recent decision to discontinue further investment in Project Aqua has once again placed the Act in the spotlight as a significant hand-brake on major projects. This particular event has led to yet another review to be undertaken this year. The review will focus on five key areas:   1.   achieving the right balance of national and local interests; 2.   improving the design and process for local policy formulation; 3.   improving the consent decision making process; 4.   allocation of natural resources (water, air and geothermal); and 5.   supporting measures for building capacity and promoting best practice and implementation at the local authority level.  It is important for the business community and the mining industry in particular to seize the opportunity that this review provides to make sure that any amendments undertaken as a result of the review achieve the aims listed above. The review needs to be considered in light of the current regime for the management of natural resources in New Zealand. In addition to the Resource Management Act 1991, the Crown Minerals Act 1991 and the Building Act 1991, which form the core resource statutes in New Zealand, there have been other developments affecting the regime. Special legislation over and above the Resource Management Act 1991 has been enacted to protect the Hauraki Gulf and special legislation is currently being considered to protect the Waitakere Ranges in Auckland. In the Hauraki District mining is prohibited in some areas and a plan change mechanism is specified as the appropriate tool to use in the event a mineral resource is to be developed in those areas. The current review is a further opportunity to remedy the inadequacies of the Act.

The base metal ore from the hanging wall of White's orebody at Rum Jungle, N.T., is composed of copper and oth.er sulphides in a rock described as a phyllite,.which consists essentially of micaceous minerals with a little graphite.Fast selective flotation was obtained in acid circuit below pH 3·5. In neutral or alkaline circuit flotation was generally slow and selectivity very poor due to the ready flotation of part of the sericite. However, it was found that fast selective flotation could be obtained in neutral or alkaline circuit by either of two treatment methods following pre-conditioning in acid circuit; firstly by decanting or filtering a substantial part of the circuit liquor, and secondly by neutralizing with soda ash or lime, providing the collector was added before neutralizing. Otherwise pre-conditioning with acid brought about no improvement whatever.To explain this behaviour, three possible reasons for the flotation of part of the sericite are examined. There is evidence that some sericite floats because of thin films of either sulphides or graphite, but it seems likely such particles will float under all the conditions investigated.On the other hand, if it is assumed that part of the sericite floats because it is activated by metallic ions derived from the circuit water, a reasonable explanation can be given for the variations in flotation behaviour.INTRODUCTIONWhite's uranium orebody at Rum Jungle, N.T., sixty miles south of Darwin, is mined and treated by Territory Enterprises Pty. Ltd. (a subsidiary of Consolidated Zinc Pty. Ltd.), who are managers of the Rum Jungle project on behalf of the Australian Commonwealth Government.This ore contains a significant quantity of copper sulphides, and a flotation plant recovers a copper concentrate from the tailing remaining after the uranium has been extracted.In contact with the hanging wall of the uranium-copper orebody, a further mass of non-uraniferous sulphide ore occurs, and the present paper relates to the behaviour in flotation of this base metal ore.

A simple algebraic method of aligning large scale underground excavations such as a crusher station or workshop or indeed any large cavern or mine layout to the optimal stress condition is outlined. The method uses the stress transformation law to determine how the component stresses vary as the stress tensor is rotated around its axis. The aim is to define the orientations at which the maximum and minimum horizontal stresses occur such that the excavation can be aligned with its long axis paralleling the trend of the maximum horizontal stress leading to the minimum potential for overstressing of the side walls. The physical environment in which the stress field is acting is unchanged. At the design location, the trend and plunge of the major principal stress is unchanged. However, the coordinate system by which the location of the stress field is described is arbitrary and the stress transformation law allows that coordinate system to be rotated to a more convenient orientation and for the component stresses to be calculated within the alterative coordinate system. The stress field is typically described in terms of normal and shear stresses aligned to a north–south, east–west, vertical, coordinate system. In this scenario, there are two orientations in the 360° horizontal plane defined by the coordinate system where the horizontal normal stresses are equal, and at 45° to those orientations, two orientations where they diverge to the maximum extent. Those orientations of maximum divergence correspond to the trend of the maximum and minimum horizontal stresses, usually designated σH and σh, and that is what the algebraic manipulation seeks to determine. This technique is a first pass assessment which relies on a knowledge of the full stress tensor. It is not a replacement for numerical modelling or detailed design, but a tool to guide planning.

The lower orebody (LOB) at Chingola Divi- sion of Nchanga Consolidated Copper Mines Limited (NCCM) accounts for approximately 30 per cent of the total copper production for the company. The uniformity of the geology of the orebody lends itself readily to a computer based ore reserve calculation and accounting system. The mining units are physically defined such that a hierarchical type of com- puter file organisation can reflect the existing physical interdependencies. In 1972, a project team consisting of one representative from each of the mine planning, operational research, and computer services departments was formed to investigate and to define the technical mining requirements of the dynamic ore reserve system (DORS). The system was finally implemented in 1975ò

Contemporary approaches to safety management appear to be failing short of meeting its mark in improving mine safety. This is evidenced by the high workers compensation, high incidence rates and fatalities. Evidence from high-risk and complex organisations points towards safety culture as being important in improving site safety. In more recent years resilience engineering has been touted as a new and innovative way of managing safety. This paper reviews and synthesises previous literature on safety culture and resilience engineering. It then highlights methods that can be used to measure safety culture and resilience engineering, and explores similarities and differences between complex organisations and gold mining to identify opportunities for more innovative approaches to improving safety in gold mining operations through safety culture and resilience engineering.

Currently, many commercial sinter plants are exploring the potential addition of high-grade iron ore concentrates to improve the sinter grade. A better understanding of the ore blend, granule behaviour and green bed properties is critical to making this change and maintaining productivity in the sinter plant. This study compared the performance of a laboratory scale granulation drum to a commercial scale unit. The blend used was an Asia-Pacific style sinter blend containing iron ore concentrates. The operating conditions of the two granulation drums (laboratory and commercial scale) were fixed at the same Froude Number (0.00337), space factor (15 per cent) and residence time (4.5 mins). The granules were characterised by measuring their mean size, size distribution and green bed voidage. It was found that the laboratory scale granules were representative of commercial sinter plant granules at similar moisture content. When the moisture was fixed at ~6.9 per cent, granulation time had no significant effect. A further fundamental investigation was undertaken to measure the water holding capacity and intra-particle porosity of the individual ores used in this study. The kinetics of water absorption were measured which showed that water absorbs quickly into the ore particles within the first 60 seconds, slowing down until final saturation was attained after six hours. A linear relationship between the water holding capacity and intra-particle porosity was noted for different ore particle sizes. The results of this study provide a baseline understanding of the current commercial sinter blend and encourage exploring the specific effect of increasing the proportion of ultrafine concentrates in sintering in a future study.

The rapid socio-economic growth of Hanoi City coincides with a corresponding growth of the transport demand. Today, the transport in Hanoi is completely dependent on private modes of transport. Because of the lack of an efficient public transport system and the expected rapid increase in traffic volumes, the movement of people and goods in the urban areas of Hanoi will cause congestion in the present city transport network. The solution of the construction of new roads, or the widening of the existing streets, is very expensive in urban areas and usually causes many social problems due to the resettlement of people. From the point of view of the number of inhabitants, Hanoi City is now over one million. Above this number the international experience shows that the public transportation must be a mass transport system with large capacity, commercial speed and also independent as much as possible from the street network. According to the Hanoi Master Plan for 2020, the Hanoi urban population will be over 3.5 million persons. Also, in the next 15 years, the distances between centre-destination points will be doubled by comparison to 1995.

Classical electroslag remelting of consumable electrodes is a drop-by-drop melt feeding through a slag layer into a renewing molten metal bath, slowly solidifying into a homogeneous, dense, defectfree ingot in a copper water-cooled mould. The new look at the additive nature of the electroslag remelting (ESR) process in a protective atmosphere allowed us to formulate the principles of a comprehensive thermodynamic-based model that can predict dynamic changes in slag and metal composition at certain ingot remelting. The model considers drastically different slag-to-metal mass ratios at the beginning and end of remelting and predicts gas, slag and metal composition in a chain of thermodynamic subsystems. Despite consisting of calcium fluoride and stable oxides, the ESR slag can oxidise main and active elements from steel and alloys (primarily aluminium, titanium and silicon) due to chemical reactions between slag and metal. ESR is not an electrochemical process in its nature. However, slags are ionic melts and deviation in their composition causes a change in their properties, affecting both operation mode and ingot quality. Another important understanding derived from the modern metallurgy technological route is that the ability to refine metal from impurities is not a priority for the ESR because consumable electrode has already passed all stages of refining and deep degassing at ladle treatment that changes ESR slags engineering principles. The critical importance became slag’s ability to generate process heat and keep the melting composition in the metal bath unchanged (except for non-metallic inclusions assimilation). Slag engineering for ESR required a compromise between chemical inertness to a metal composition and desired physical properties deriving from technological reasons. The Directed Chemical Bonds Concept (DCBC) in a multicomponent oxide system was used to build predictive models of electric conductivity and the melting temperature of fluoride-oxide slag based on their chemical composition. Both models help to design a customised composition of effective slags for steel and alloy groups or individual grades, and they are significant steps in the development of a comprehensive model of electroslag remelting.

"Conventional wisdom is that gold not assayable is not recoverable or does not exist. There has been no formal study on the possibility that gold assays using advanced spectroscopy such as mass spectrometry and neutron activation could grossly underestimate the gold recoverable by proprietary extraction techniques. Such gold is not considered here to be æinvisibleÆ to detection but rather æabnormalÆ or ædistortedÆ at atomic level. Large-scale extraction of gold from æabnormalÆ ores has not been demonstrated, hence this emerging field still lacks credibility and acceptance. For fear of harming their reputation, few academic researchers or companies are expected to venture into this field until it is well proven. This paper aims to create awareness amongst metallurgists of the potential of æabnormalÆ gold ores by reviewing unconventional observations, the pseudoscience mainly available in non-peer reviewed web sites, and hypotheses for the recovery of ænon-assayableÆ gold, including: the occurrence of high levels of nano-sized gold in clays detectable by high-precision analytical instruments, which represents æinvisibleÆ gold accounts of ambient transmutation of elements, mainly using thermal methods orbitally rearranged monoatomic elements (ORMEs), which are virtually undetectable by conventional means, and their conversion to normal metals the possibility of a æhigh spinÆ state of transition metals the formation of microclusters altering the chemical behaviour of gold and the possibility of clustering with other elements. It is suggested here that gold in ores displays a range of clustering, from ænormalÆ gold amenable to conventional extraction to the ORME state. The concepts of æintermolecular waterÆ in forming complex salts locking up precious metals, electro-dissolution in strong acids, and electrowinning at both the anode and cathode are discussed as a means of treating æabnormalÆ gold ores. It is also possible that the gas phase extraction of gold chlorides under controlled temperature and pressure conditions, as well as transferred-arc plasma fuming of gold through carbothermic reduction of sulfides, could be used as a basis for extraction of gold from æabnormalÆ ores.CITATION:van Deventer, J S J, 2013. In this paper we describe the leaching characteristics of pure gold in thiosulfate solutions that contain a known chelator; meso-2,3-dimercaptosuccinic acid (DMSA). The interfacial and chemical characterisation of the system was accomplished using both electrochemical methods and inductively coupled plasma mass spectrometry (ICP-MS) analysis after pure gold samples were exposed to solutions composed of 65 mM Na2S2O3, 1 mM NaOH and a range of DMSA concentrations. In the absence of DMSA, cyclic voltammetry revealed the onset of thiosulfate mediated gold dissolution, the degree of which was reduced at more positive potentials due to the formation of oxidised thiosulfate products on the gold surface. The addition of small amounts of DMSA (<10 ¦M) to the electrolyte resulted in minor changes to the voltammograms indicating a subtle interaction of the additive with the gold surface that may improve leaching. However, at higher concentrations of DMSA (up to 100 ¦M), electrochemical evidence suggests the formation of new oxidation products in solution as well as the formation of more compact monolayers of DMSA on the surface, which contribute to partial repassivation of the surface. The influence of DMSA on thiosulfate leaching of pure gold electrodes at the open circuit potential for a period of 90 minutes was tested and the corresponding gold leaching performance evaluated with ICP-MS analysis. Our data shows that small amounts of DMSA (1 ¦M) doubled the amount of total gold in solution when compared to the same study in the absence of the additive. However, higher concentrations (5 ¦M DMSA) reduced the overall amount of dissolved gold. These results may point to a mechanism where small amounts of DMSA improve leaching by adsorbing onto the surface in a highly defective monolayer that partially blocks or disrupts the formation of passivation products caused by thiosulfate oxidation, but excess DMSA can limit the leaching process itself by forming too coherent a monolayer on the gold surface.CITATION:Uceda, M, Choi, Y, Shepherd, J L and Guerra, E, 2013. Most people are familiar with Euclidean dimensions: zero for a point; one for a line; two for a plane; and three for a volume. Howeverbobjects are not actually Euclidean, but lie somewhere between Euclidean æend-membersÆ with a non-integer fractal (or æfractionalÆ) dimension. The fractal dimension D is a measure of the relative importance of large versus small. Consider the trace of a coastline on a map. It has a fractal dimension (1 =D =2) somewhere between a line (dimension = 1) and a plane (dimension = 2). The more tortuous the coastline, the higher the fractal dimension, and the closer it becomes towards a plane. The concepts of fractals and spatial geometry can be applied to a wide range of geologicaVmining problems as well as than those dealing with space. One commonly quoted fractal relation is the log-log relationship of ore-grade and tonnage. Until recently, we have never been able to define or measure spatial-geometry, but new developments in mathematics have provided a means by which to quantity and apply it to our problems.

Reliable face support pressure is necessary for shield driven tunnels in cohesionless soils to prevent excessive ground movements. This paper presents experimental work on stability of a tunnel face using transparent soil models aiming to obtain magnitude of tunnel face minimum supporting pressure, failure pattern and extension of failed zone. A model tunnel was preinstalled in transparent soil which was supported at the face by means of water pressure. Tests were performed by reducing supporting pressure until collapse occurred. Model tests were sliced optically with laser sheet and images were captured for every decrement in tunnel supporting pressure. Later, these images were analysed by digital image correlation (DIC) and vector fi elds of incremental displacements were obtained. Values of minimum support pressures were given for different cover/diameter (C/D) ratios. Geometry of the failure zones depicted for different (C/D) values and appeared to be of chimney shape with a limited extension front of the face. A minimum support pressure was achieved with support pressures as low as 10 ± 1 per cent of the effective vertical stress at the tunnel axis. The stability of the tunnel face was related to the coefficient of active earth pressure with C/D ratio having a small effect on the magnitude of required pressure at collapse. In general, results of the study were in agreement with current knowledge of full-scale situations.

Whilst communications systems in the mining industry have evolved over the years, the premise remains consistent that reliable communication is vital for safety and operational efficiency. TodayÆs open pit mines are benefiting from advanced developmental efforts based on mesh networking hardware and software technology. This paper highlights Rajant CorporationÆs adaptation of technology, originally developed for the defence and first responder industries, to provide wireless network connectivity in open pit mining applications. Featured is the large-scale deployment of over 300 mobile, meshing access points in the Bingham Canyon Copper mine near Salt Lake City, Utah, the worldÆs largest open pit copper mine. Many companies have positioned themselves, their technology and their product line in the arena of rugged outdoor wireless broadband mesh networking infrastructure. However, Rajant Corporation has combined specialised command and control software and portable networks which offer network extensibility and redundancy that are not available in any other networking solution. Rajant CorporationÆs BreadCrumb« offers unique traits in portability and non-line-of-site networking nodes which intelligently route and broadcast in standard 802.11 protocol. The advantage of RajantÆs solution is especially valuable for users needing equipment moved easily and rapidly into and out of the theatre of operations with uninterrupted network availability. The main differentiators that set the BreadCrumb« network apart from the competitors are mobility (continuous availability), simplicity, ability to properly load balance and power options. In 2007, RajantÆs BreadCrumb« wireless mesh system was selected by the Kennecott Utah Copper Corporation (KUCC), a wholly owned subsidiary of Rio Tinto, as its primary communications platform for operations within the Bingham Canyon Copper mine, the worldÆs largest open pit copper mine. The Rajant InstaMesh« software running on the wireless BreadCrumb« units connects hundreds of devices to each other while rapidly transporting critical operational data. Kennecott has successfully implemented a large number of BreadCrumb« radios in an interconnected network that allows loader trucks, shovels, pumps, laptops and other production equipment to communicate with each other in real-time. These systems are a mix of secure access nodes that enable data and voice communications across a meshed, self-healing network for fleet dispatch, health monitoring and other critical mining applications. Many of the devices that require wireless communications are moving at all times throughout the wireless mining infrastructure. The BreadCrumb« nodes rapidly adapt to any changes in the network topology, assuring that IP traffic uptime and bandwidth are maximised. The installation layout and data network specifics, as well as maps and data network efficiencies will be detailed in the paper.

Outotec has performed numerous research and development projects and various surveys in the study of reverse iron ore flotation. Over the past four years their TankCell-70 and TankCell-160 flotation cells at the Germano concentrator of Samarco in Brazil were extensively surveyed. These surveys have revealed some extreme operating conditions in reverse iron ore flotation and are the subject of this paper. Some of the findings include large variations in the content of solids in the various flotation stages. At the bottom of the cleaner cells, the content of solids by weight reached over 60 per cent, whereas at the bottom of the scavenger cell this was less than 50 per cent. Froth carry rates were also significantly different in the various flotation stages. In the case of coarse material, the scavenger cells operated at a froth carry rate of over 40 t/h.m2. With fine material, however, froth carry rates of less than 10 t/h.m2 were measured. High froth carry rates caused significant changes in the residence times at Samarco. In the rougher cells, the fifth cell had more than double the residence time of the first cell. This was even more pronounced with the scavenger cells, where the second cell had more than triple the residence time of the first cell. High froth carry rates also caused losses in iron recovery. As a consequence of such findings, it appears that different rules apply in the sizing of reverse flotation circuits compared to direct flotation circuits. Different operating parameters (mixing intensities and air flow rates) must also be used in the rougher, cleaner and scavenger cells in order to optimise the metallurgical performance. Underground fires represent a constant threat to the safety of underground personnel. Miners in the immediate vicinity may face intense heat, blinding smoke, toxic fumes, fall of ground and other direct effects of a fire. However, the vast majority of victims never actually see the fire, and are overcome either by deadly fumes in the ventilating current or by asphyxiation. The mine ventilation system, which maintains a sustainable atmosphere to the working places, can transport products of combustion with equal efficiency. Miners who are remotely situated from a fire may be forced to evacuate considerable distances, through dense smoke and fumes, or even become cut-off from escape. Additionally, miners may become confused by unfamiliar ventilation characteristics caused by fires. Conveyor belts are widely used for transporting minerals in mines as well as in many other industrial situations. Because they contain large amounts of polymeric materials their use in certain environments, especially coal mines, but also in steel works, power stations and other enclosed areas must be controlled to minimise the fire risk. Over last nine years there have been 60 fires in underground mines in the UK alone and that of these, half have been associated with conveyors. This paper summarises the results obtained from a recent research project that has developed a preliminary computational thermal and fluid dynamic model to represent the spread of flame along a typical conveyor belt used in UK deep coal mines. The results of these models have been calibrated against a series of experimental tests performed within a surface fire test gallery. An improved knowledge of the burn characteristics and rate of release of the products of combustion from conveyor belt fires will assist in the development of better fire detection and fire fighting techniques.

The fast tracked mine development strategy attempts to blend feasibility studies and engineering/commissioning functions into a streamlined process. In this compressed process, environmental issues are difficult to control with respect to the optimisation of operational environmental performance. This paper presents a standard mine development process with specific focus on environmental issues, and contrasts this against Rio TintoÆs recent fast track experiences on the Hail Creek project (Australia), the Baranj project (India) and the Gokwe North project (Zimbabwe).
