The humble gabion basket is to mine development what the light bulb and safety pin are to eir-ryday life. Gabions provide a flexible, easy to assemble and cost efficient solution for "101" mine and civil engineering development applications.In some instances gabion baskets are still efficiently in use after many years of faithful, maintenance-free service. In other situations, the baskets have been demolished or made redundant within days, either having served their temporary usefulness or negligently destroyed by the operator of heavy equipment. Either way, the gabion basket must surely rate among the top 10 cost efficient engineering construction materials.

The main factors which influence disposal of mine waste under New Zealand conditions are identified and discussed: namely, geological conditions which produce soft weather-sensitive waste, wet and cold winters which affect productivity in such waste, elevated seismicity which affects stability and the need for water rights which involve public participation. The waste disposal scheme for the Martha Hill Project is described, thereby illustrating how these factors influence the planning of a current mine strippings and tailings disposal scheme.

On the first of October 1991 two significant pieces of legislation came into force. Both of these are relevant to the allocation and use of minerals in New Zealand . They are the Crown Minerals Act 1991 and the Resource Management Act 1991.   The full legal implications of these is not fully known because the Planning Tribunal and the superior courts have not as yet had to deal with them in any detail. However, the thrust of the legislation is clear and it is appropriate to give an overview of how the statutes will operate in tandem if you are seeking to pursue or oppose any prospect, exploration or mining of Crown Minerals in New Zealand.

It has been almost a decade since the release of the International Council of Mining and Metals (ICMM) Health and Safety Critical Control Management: Good Practice Guide (2015a). During this time the ICMM member companies, along with many others across industry, have been busy designing, deploying and enhancing their own critical control management (CCM) programs. So, what have we learnt? This paper discusses the scope, application and learnings from the implementation of CCM within the mining industry. What’s going well? What are the common challenges? What are the opportunities to strengthen the approach? What are the threats to successful implementation? The paper draws on the author’s experience as one of the key contributors to the development of the CCM Good Practice Guide and an adviser to many mining companies, including six of the ICMM members. The paper focuses on the practical (operational) application of CCM and the cycle of identifying, defining, implementing, verifying and improving critical controls at the frontline. The paper also includes a discussion on the safety performance of the ICMM member companies over the past decade and provides a recommendation for how CCM can be incorporated into a more proactive model to measure safety performance. The paper concludes with practical recommendations that mining companies, regardless of their CCM maturity, can consider as they look ahead. They are supplemented by three additional recommendations for consideration at the industry level.

Circuits with unconventional and potentially more complex designs are predicted to become more common in the future as plant designers and operators look to process ores more efficiently. Ideas have been presented on how circuit design may be changed to utilise todayÆs technology to address tomorrowÆs challenges (Powell and Bye, 2009; Powell, Benzer and Mainza, 2011a). High pressure grinding roll (HPGR) installations in various configurations; application of preconcentration plants eg sorting, magnetic or gravity separation; and preweakening devices eg microwave processing; are all examples of technologies having the potential to deliver a significant reduction in comminution energy for ores amenable to these processes. Not only will future novel circuits contain equipment for which models are not as well developed (if at all), many will likely require the ability to respond to variations in feed, and interact with geometallurgical models requiring process adjustments when the ore characteristics change.In order to confidently simulate more complex circuits and accommodate variations in feed type, a significant advancement in modelling and simulation capability is required. This includes dealing with multiple components in the feed, accommodating different competencies of ore, utilising physical separation opportunities and tracking the grade reporting along the different potential processing routes. Developing the means to simulate complex circuits has been a key priority of a collaborative group of comminution researchers working to solve these challenges.Simulations are presented utilising a new configurable simulation interface called the model developers kit (MDK). The MDK is designed to accommodate multi-components and incorporate new models under development. Increasing demand for fine grinding to improve mineral liberation and metal recovery and the need for stricter control of the environmental impact of tailings deposition poses problems for tailings disposal. This has led to an increasing number of investigations of properties of tailings and their disposal. This paper describes laboratory model testing undertaken on Macraes mine flotation tailings to provide information on tailings behaviour under conditions of subaerial deposition. The in-place density or 'dry density' of the impounded tailings and the impoundment depth relationship are important for utilisation of the available impoundment storage facility and results of dry density to depth relationships are given for the Macraes mine tailings impoundment.

Mining dilution is one of the most important factors affecting the economy of mining projects. Instead of quantifying dilution in mining studies, it is common to assume a general dilution such as 5 per cent for massive deposits. Dilution increases the operating costs in the plant by increasing the tonnage of material to be milled. It prolongs the mine life by reducing plant’s effective capacity. It also reduces the feed grade. In most cases, lower feed grade means lower plant recovery. Dilution also increases the cut-off grade, which in turn reduces the overall ore utilisation of a mine. In this study has been investigated applying pre-concentration by dry magnetic separation for decreasing of dilution impact on reserve estimation and open pit design in low-grade iron ore mine. Based on the preliminary open pit design and assumption 3 per cent as dilution factor, the mineable ore in life-of-mine (measured + indicated) has been estimated with Fe = 25 per cent, SiO2 = 49.7 per cent. Based on the experimental test work on the ore, by dry low intensity magnetic separation of dry HPGR product grinding circuit, it is possible to remove diluted waste material and liberated gangue before concentrate plant, so that around 34 per cent rejected and Fe grade increase from 25 per cent to 33 per cent and by weight recovery 66 per cent. The results of the test work showed that this methodology could decrease largely the impact of dilution in the feed to the plant. It also slightly effect on the reducing of dilution factor impact for open pit design and optimisation and leads to increase the mineable tonnage in the low-grade magnetite iron ore mine.

"In sulfide nickel deposits throughout the world, pentlandite and pyrrhotite are commonly found together along with varying amounts of chalcopyrite and platinum group minerals (PGMs). The mafic or ultramafic host silicates associated with the sulfide mineralisation commonly exhibit a complex assemblage of magnesium bearing silicates, many of which themselves contain significant nickel. Four types of ore are proposed, each presenting their own processing challenges. These are: economic grades of Ni, Cu and PGE (platinum group element) in a pyrrhotite-bearing sulfide deposit, with low pyrrhotite to pentlandite ratios  economic grades of Ni, Cu and PGE in a pyrrhotite-bearing sulfide deposit, with moderate to high pyrrhotite to pentlandite ratios uneconomic high pyrrhotite: low tenor deposits low-grade low sulfide, high MgO ± PGE deposits that can sometimes be economically mined and processed.The grades and recoveries of nickel concentrates produced from sulfide ores can be significantly impacted by the ore mineral texture, the nickel tenor of the sulfides, and the polytype of pyrrhotite which may be either hexagonal (non-magnetic) or monoclinic (magnetic). The mineralogy of the silicates is also of great importance, especially the magnesium silicates and those which tend to produce particles which are asbestiform or which affect slurry viscosity. Other magnesium silicates such as serpentine carry nickel in solid solution, limiting the recovery entitlement of nickel by flotation because serpentine is not amenable to sulfide flotation mechanisms. Differences in plant flow sheets and reagent assemblages are required to effectively separate these minerals.Experience from a variety of plant operations and from extensive flow sheet development programs are discussed. Mr Kapp's paper helps considerably to clarify the subsidence/mine geometry relationships in New South Wales. It is in the best tradition of the presentation of field investigations such as has built up internationalknowledge over the years.The Author has plotted in Fig. 10, the maximum subsidence developed over each of a number of panels of different width/depth ratios and concludes that the maximum possible subsidence over a super critical extractionarea is around 0.65 of the mining height and that this is reached with the critical width/depth ratio of extraction of around 1.5.Although, as Mr. Kapp says, the maximum possible subsidence in the UK can reach 90% of the seam thickness extracted the more usual figure for the first seam is up to 80%. It has also been found in the UK that with shallow workings such as those at Kemiro Coliery the critical width of extraction is 2.0 or more times the depth.

The use of walk-through inspections, approvals and ad hoc investigations to ensure risk is kept within acceptable levels is reaching its limits of effectiveness. Further improvement in occupational health and safety requires a systems approach, and the use of Quality Management principles is an obvious basis for this. SafeGuard, a æbest practiceÆ model health and safety management system and audit criteria based on AS/NZS ISO 9001:1994, has been produced by the Department of Mines and Energy. Quality style audits of mine and quarry health and safety systems are now being carried out by the Inspectorate.

Major mining projects are developed with the assistance of lending institutions who provide hundreds of millions of dollars in funding over several years, and of course expect those funds to be returned with interest. Two Australian banks have adopted the Equator Principles, an emerging financial industry benchmark for assessing and managing environmental and social risk in project financing. Project financiers have encountered environmental and social issues that are both complex and challenging, particularly with respect to projects in the emerging markets of Asia-Pacific and elsewhere. There are many recent and historical examples of failures by resource companies to effectively manage their environmental, social, safety and security risks, some of which have caused the project to fail completely, and some of which have caused the temporary cessation of production. These events put the financial institutionsÆ funds at risk through inadequate management capacity and non-compliance adversely affecting the ability of the borrowers to repay the loans. They can also reflect adversely on the reputation of the lending institutions. In assessing these risks, lenders are increasingly looking at the track record of the borrower in its country of origin and in other countries where it operates. Lenders are wary of companies that have one standard for operations in a developed country, where the regulatory environment may tightly control what they do, and another standard for operations in countries where the regulatory regime is perhaps less stringent. Lenders may require environmental and social reviews or audits to be conducted on their behalf by competent third parties prior to a loan being approved, and annually over the life of the relationship. The mining industryÆs concept of the unwritten æsocial licence to operateÆ is highly relevant in relation to the delivery of community benefits that are sustainable post-mine closure. This paper provides examples of recent practices that support financial viability and sustainable development, as well as examples of some failures that have put lenders at risk.

Physically-based landform evolution models (LEM) provide a spatial framework to forecast the long-term geomorphic stability of post-mining landscapes. When used to test the relative stability of different landform designs, LEMs may assist with the development of optimal closure designs for rehabilitated mines. However, in order to reduce prediction error, factors controlling landscape evolution must also be accurately represented by models. This requires that the correct sets of processes are represented and that driving parameters used in LEMs are, if necessary, calibrated to the landscape of interest.Vegetation exerts strong controls on the hydrologic and geomorphic processes that drive landscape evolution. Hence, the spatial and temporal scales over which typical patterns in vegetation are represented in different landscapes are important considerations in LEM calibration. However, vegetation is rarely accounted for in LEMs and even when integrated is often represented simply, without representing spatial dynamics of vegetation cover that may impact landform development.This study focuses on characterising vegetation patterns to calibrate a new vegetation module of the The Cellular Automaton Evolutionary Slope and River (CAESAR)-Lisflood LEM to be applied to a conceptual rehabilitated landform of the Ranger uranium mine located in the Alligator Rivers Region (ARR) of northern Australia. In the ARR the spatial dynamics of vegetation over time are largely driven by monsoonal rains and topography. Extensive dry season fires are also common in the region, temporarily reducing vegetation cover where they occur. Hence, hydrology, topography and fire disturbance interact to shape a distinct, yet dynamic, mosaic of different vegetation types of varying cover density. As a basis for calibrating the new vegetation function, the distribution and dynamics of vegetation are characterised for this savannah landscape by remote sensing, in conjunction with ground data.CITATION:Boyden, J, Lowry, J, Coulthard, T, Whiteside, T, Hancock, G and Grant, S, 2016. I would especially like. to welcome delegates who have travelled great distances in order to contribute to, and be participants in, this examination of the technical innovations which have always been a crucial part of our industry.

The offshore Maui gas/condensate field was discovered by Shell BP and Todd on Services Limited in 1969. Subsequent appraisal drilling and negotiations with the Government led to a development agreement, æThe Maui White Paper' being concluded in 1973. Part of this agreement provided for the Government to take a 50 per cent shareholding in the field. The field is comprised of a double domed anticlinal structure containing two gas reservoirs at depths ranging from 2700 - 3000 m. Water depth is 110 m. The development plan called for two standalone steel platforms to be installed sequentially over a period of some years depending on gas demand. The first platform (MPA) was put in place in 1976 but difficulties were experienced with piling and drilling of the 12 (later increased to 14) wells did not start until 1978. First gas was piped ashore late in 1979.

Silicomanganese (SiMn), containing approximately 16–30 per cent Si, is produced in submerged arc furnaces using various Mn sources and quartz as the primary raw materials, along with fluxes and reductants. In the high-temperature zone known as the coke bed, a silica-rich slag is formed. SiMn is produced through the reduction of SiO2 from the slag. Dissolution of quartz into slags with different compositions, the primary slag formed from the Mn sources and flux before any MnO reduction occurred, representing conditions at the top of the coke bed, and dissolution of quartz into a partially reduced slag to simulate conditions inside the coke bed has been investigated. Experimental investigations were carried out to study the dissolution of quartz particles of varying sizes, 5 mm and 25 mm in synthetic slags with different compositions at temperatures between 1400°C and 1600°C, with varying holding times. Observed results are compared with liquidus compositions and equilibrium phases for original and formed slags. Particle size has been shown to be of little importance for the dissolution. Quartz dissolved more easily in slag at top of the coke bed than slag in the coke bed. Complete dissolution was observed after 30 mins at 1600°C in all cases, but not after 0 mins.

Early strategic mine planning includes decisions over the organisation of work and workforce accommodation. These decisions involve significant commitments that affect not only employee quality of life but also the impacts and relationships with existing local communities. Strategies for workforce accommodation are characteristically community-based (either as purpose-built company towns or integrated within existing local communities) or commuter (fly-in, fly-out) mine camps. The quality of accommodation underpins the fulfilment, morale and motivation of employees. This is not only relevant to productivity and safety, but also to recruitment and retention, particularly with the current onset of a significant human resources crisis. In the event that communities exist in proximity to a proposed mine then the accommodation strategy selected can influence the value-adding potential for the sustainable development of such communities. This early planning is particularly challenging where mine locations are isolated and/or face significant economic, social and political adversity. This paper draws upon a case study review of five large mining projects implemented in three South American countries, selected to cover a range of scenarios and accommodation strategies. The review aims to advance our understanding of the complexity of the underlying planning issues. Each scenario considered the prevailing environmental, social, economic and political situation, together with the adopted accommodation strategy. The case study review aimed to identify lessons learned and to make recommendations for advancing mineworkersÆ accommodation planning practice.

One of the main factors affecting the suitability of an ore for autogenous grinding is the ore’s competency, ie providing enough critical stones for the grinding process. Several experimental test routines exist and are used for assessing the viability of the ore for autogenous grinding. However, very little attention is given to the generation of fatigue in large stones experiencing repeated shocks in the mill. To investigate this, large pebbles sampled from an industrial autogenous grinding mill running hard and soft ores were categorised based on the grinding energy. From the pebbles, small drill core samples were prepared and went through a series of fatigue cycle tests. Both hard and soft ores showed similar average resistance to failure in compression tests, but the hard ore had a consistent resistance with lower variations. The cores were scanned by XCT before and in-between fatigue tests at the highest reachable resolution, 1.5 µm voxel size. The outcome showed that a higher number of micro-cracks were visible in the soft ore compared to the hard ore. The frequency of micro-crack development in the soft ore may be the reason for its lower specific grinding energy compared to the hard ore. It is obvious that for realistic conditions in an autogenous grinding mill, stones are pre-weakened by fatigue before they fracture. Therefore, shortcut methods focusing only on running tests on fresh and small samples may operate in unrealistic conditions by ignoring the fatigue phenomenon. This is even more important for ores that are on the borderline to be considered as competent for autogenous milling.

The Resource Management Act 1991 provides for activities to be classified as permitted, controlled, restricted discretionary, discretionary, non-complying or prohibited in district and regional plans. This paper looks at the use of the prohibited activity status to restrict, in particular, mining. Often the use of prohibited activity status for mining appears to have no basis other than the negative perceptions that the local community and/or the planner drafting the plan has toward mining and quarrying.   The paper will address the current appeal regarding the use of prohibited activity status now before the Court of Appeal, and the history to the litigation. The relevance of the outcome of the appeal to the minerals sector will also be explained.
