Investigations on the beneficiation of sedimentary Moroccan phosphate ores are reported in four separate parts. The first discusses electrochemical phenomena at the solid-aqueous solution interface for minerals of the apatite group. In the second part, the electrochemical properties of the calcareous gangue associated with the phosphate ore are investigated. The flotation of calcite and phosphate oölites, using both anionic and cationic collectors, is discussed in the third part. It is shown that selective recovery could be obtained for precise concentrations of collectors and pH ranges. Results of work aimed at optimizing depression of phosphate oölites during inverse flotation of the carbonate gangue with sodium oleate are reported in Part 4.

SCOPE OF DISCUSSION THE laws here referred to Are those which define the status of the prospector for mineral deposits in the soil or beneath it, establish his methods of procedure, protect him in his possession while searching for the subterranean treasures, and give him assurance of title when all required conditions have been fulfilled and valuable minerals discovered. Regulations for the operation of mines and the safety and health of mine employees are likewise subjects of Federal and State legislation, but are not within the scope of the present program. Various features of our present laws will be discussed in detail by able students of the subject, and specific remedies will be proposed for the most glaring defects. It is my purpose to present in this paper a summary review of the reasons why revision is needed and demanded by the great majority of those in daily contact with the industry.

Amid the violent economic changes of recent years that have affected Canadian gold-mining operations so deeply, the discovery and early developments of Kirkland Lake might easily be overlooked. There was more than one "false dawn" for the district before developments finally established the fact of a superb mineralized zone extending through the present operating properties. Never far from the railway, Kirkland Lake has had the benefit of direct rail service for many years. The pioneer discovery on which the first mill and cyanide plant was erected was the "Tough-Oakes," this property being on what is now the eastern end of the producing area; some time later, the "Lake Shore" was discovered at the present center of the district, and a small plant was built upon it also. Both of these early treatment plants were of pre-war design. Progress in gold metallurgy has caused a gradual change in cyanide practice since the early days at Kirkland Lake, which may be observed in the various plants now operating there. From the beginning, it was recognized that Kirkland Lake ores were more responsive to cyanidation than to alternative recovery methods, and that their mineralization contained gold in very finely divided form. Although sulfides and tellurides are present, the quantity is small, being in the order of 1 or 2 per cent by weight, so that gravity concentration is undesirable, since gold is not confined to the sulfides. Some complication is offered by the presence of tellurides, which have caused lengthy controversy over their importance in recovery methods, but which are now generally regarded as less harmful in the light of increasingly high recoveries being obtained. Nevertheless, finely divided gold intimately associated with sulfides in the presence of tellurides; and occurring in the hard Kirkland Lake porphyry ore, substantially free from natural slime-forming constituents, indicates fine grinding. This has been the universal practice although the degree of grinding has varied a little among the different mills and is considerably finer now than formerly. The natural condition as outlined caused the establishment of fine grinding at an early stage in the development of Kirkland Lake, during the period of valuation of gold at, $20.67 per ounce. The underground haulage system in the lead-silver mine of the Bunker Hill & Sullivan Co., situated at Kellogg, Idaho, is the most extensive in the Cæur d'Alene district, comprising about 35,000 ft. of tunnels, drifts, and cross-cuts where locomotive haulage is in use. The main working adit, known as the Kellogg tunnel, or No. 9 level, is approximately 10,000 ft. in length from the portal to the main working shaft and extends beyond that about 4,500 ft. in each of two directions. On this level all the ore from the Bunker Hill & Sullivan, the Sierra Nevada Consolidated, and the Caledonia Mining Co.—an average of 44,600 tons per month—is hauled to the mills, located a short distance from the portal. Electric haulage by the trolley-type locomotive is used on this level throughout. Below this level, at intervals of 200 ft. vertically, are five other working levels (Nos. 10, 11,12,13, and 14); and the total haulage distance on these, where electric locomotives are used, is approximately 16,000 ft. No. 13 level has but recently been opened up and is not working to capacity; while the main cross-cut on No. 14 has just been started, and has no need of power haulage. Of the four levels equipped with electric haulage, Nos. 11, 12, and 13 have storage-battery locomotives, and No. 10 still retains the trolley type by reason of the small and decreasing tonnage produced. Electrification - Electric power is supplied to the mine by two systems. The first, the 500-volt direct-current trolley, was installed in 1897 when the Kellogg tunnel was started, and was extended as the tunnel advanced, being used for the first trainload of ore on Nov. 17, 1902, since which time it has been in continuous service. The current for the line is transmitted on a No. 00 copper wire as far as the shaft, and on No. 0 wire throughout the remaining length of the Kellogg tunnel; and until the installation of the storage-battery locomotives it was used in practically all the cross-cuts and drifts on each level below No. 9.

FRIENDS of the late Charles F. Rand presented in 1930 a sum of money from which. the income is available to support various phases of the work of the Institute in which Mr. Rand was so deeply interested. At present the fund amounts to $10,000. The specific terms of the deed of gift are as follows: "The fund collected to establish a memorial to the late Charles F. Rand shall be placed in the custody of the Board of Directors of the American Institute of Mining and Metallurgical Engineers, to be set up as a trust to be known as the `Charles F. Rand Foundation', the income of which shall each year be applied to a distinct purpose to be decided upon in that year by vote of the Board of Directors. This purpose shall be such as to promote the general welfare of the Institute and to constitute a permanent memorial of the usefulness of Mr. Rand, who for many years gave unstintingly of his time and talents in its service.

Enactment of Public Law 91-173 (Federal Coal Mine Health and Safety Act of 1969) has placed new responsibilities on the mining industry. The new law, aimed at eventually solving the problem of pneumoconiosis, sets new respirable dust standards at 2 mg per cu m. Techniques employed to date have been shown to lack total effectiveness in meeting the prescribed standards. Since it is possible that even the new standards will eventually have to be lowered to effectively attack the medical problem, the need for new and more reliable methods of assuring clean respirable air will intensity. This paper presents, in a preliminary manner, both the present technical capability and growth potential of cryogenic technology for supplying miners with clean breathing air. Work with two sizes of prototype supplied-air (cryogenic-liquid) respiratiors in Union Carbide's Fawn Coal mine, will be described. Other potentially fabricable systems will be discussed and a preliminary assessment made of the potential cost of introducing cryogenic air breathing systems in coal mine service.

INTRODUCTION In May, 1966, the General Services Administration (GSA) announced a program to encourage additional domestic production of copper in the interest of national security. Upon learning of the copper production expansion program, Duval Corporation entered into negotiations with GSA for development of the Sierrita copper-molybdenum property under the program. Agreements between the GSA and Duval Sierrita Corporation, a wholly owned subsidiary of Duval Corporation, were concluded in 1967, with the Sierrita Concentrator beginning operation in 1970 at a designed capacity of 72,000 STPD. Subsequent additions and modifications have expanded capacity to 90,000 STPD. This property, located approximately 20 miles south of Tucson, Arizona, represents an investment including working capital of about $200 million. These funds were provided from an $83 million loan from GSA, repayable in copper valued at 38 cents per pound, $48.75 million of bank loans subject to U. S. Another excellent Swedish underground crushing plant is that at Crusher Station 51 of LKAB in Kiruna, Sweden. Bottom-dump rail cars pass over a dump scroll to discharge magnetite ore into a 288 cu yd (220 m3) pocket equipped with a Hewitt Robins E-13 vibrating grizzly feeder. The grizzly section is 59 in. (1500 mm) long and has bar spacings 3 in. (76 mm) wide. Any oversize boulders which will not pass the chute opening to the feeder are blasted. The primary breaker is a Morgardshammar overhead eccentric 55 in. by 71 in. (1400 by 1800 mm) jaw crusher powered by a 200 hp (149 kw) motor. An open side setting of 10. 8 to 11. 8 in (275 to 300 mm) accounts for the high capacity of this crushing unit (2760 stph or 2500 mtph). This figure compares favorably with the capacity of many gyratory crushers but is typical of the Swedish jaw crushing installations, which are often followed by three more stages of crushing or by autogenous grinding. Crushed ore from the jaw crusher is combined with the grizzly under- size in the crushed ore pocket and is fed by a second vibrating grizzly feeder to the secondary cone crusher. Both crushers are serviced by 50/5 ton overhead bridge cranes. During maintenance operations air -operated gates shut off the flow of ore from the dump and primary crushed ore pockets.

In the summer of 1909 the Boston & Montana reduction department of the Anaconda Copper Mining Co. completed a new flue system, at a cost of about $1,100,000, and as this includes the largest and highest chimney in the world, and some new features of flue construction, a description will be of interest. At the Spokane meeting of the Institute in September, 1909, a brief mention was made of this flue system, in discussing Mr. Brunton's presidential paper on the Progress of Metallurgy in the West, and a promise was given that when a long enough time had elapsed, so that operating results could be given, a paper would be offered. The smelting plant includes blast furnaces, MacDougall roasters, gas-fired reverberatories, and converters.

Date of Congress: Sept. 20-25, 1915 The Committee on Local Affairs is fortunate in having secured for a period expiring on Oct. 17, an option. on 100 rooms at the Palace, St. Francis. and Fairmont hotels, the three leading hotels in San Francisco, with the distinct understanding that, on account of previous engagements whereby the hotels are reserved to their capacity, the rooms must be vacated on Sept. 25, 1915. The rates applying will be $7 per day for the court rooms occupied by two people, or $10 per clay for outside rooms occupied by two people. The outside rooms will face the main thoroughfares at the Palace and will face the city and bay at the Fairmont, which latter is situated oil a high hill. The St. Francis faces an open square and is flanked by main thoroughfares on two sides. If any members desire their reservation to extend either before the 20th or beyond the 25th, the Committee will use its best endeavors to secure such extension in individual cases, in accordance with the indicated wish. The Hotel Bureau in San Francisco is co-operating actively and closely with the. Committee on Local Affairs of the International Engineering Congress and offers the choicest rooms in any of 350 hotels other than the three mentioned above. This Hotel Bureau controls 50,000 rooms in San Francisco, which are all provided with hot and cold water, stationary basins, baths, house telephones, elevators, and bell boy service.

Uranium mineralization occurs in the footwall of the Sunshine vein from the 2900 to the 3700 level. Veinlets of uraninite associated with pyrite and jasper have been so extensively divided and recemented that units more than a few feet in length are seldom observed. The wall rock is St. Regis quartzite of the Belt series. The age of the uraninite, on the basis of isotopic analyses, is 750 t- 50, which agrees with geological data suggesting that phases of the Sunshine mineralization are pre-Cambrian.

Twenty-nine laboratory steels were studied to determine the effects of composition and ferrite grain size on drop-weight and Charpy V-notch transition temperatures. The experimental steels covered the following ranges in composition.. 0.10 to 0.32 pct C, 0.30 to 1.31 pct Mn, 0.02 to 0.43 pct Si, md nil to 0.136 pct acid-soluble Al. Although most of the data were obtained on hot-rolled samples, some plates were heat-treated in order to cover a wider range in ferrite grain size. The experimental data were used for a multiple-correlation analysis conducted with the aid of an electronic computer. The study showed that carbon raises and that manganese, silicon, aluminum, and finer ferrite grains lower both drop-weight and Charpy transition temperatures. Quantitatively, variations in composition and grain size have a more marked effect on V15 Charpy transition temperatures than on the drop-weight transition temperature. Useful correlations were found between transition temperatures in drop-weight tests and those defined by seven different criteria for Charpy tests. Evidence was accumulated that the conditions ordinarily used for drop-weight tests are more severe for 1-1/4-in. -thick plate than for 5/8- to 1-in. -thickplate. PROJECT SR-151, to study quantitatively the effects of metallurgical variables on performance in the drop-weight test, was established by the Ship Structure Committee late in 1958 on recommendation of the National Academy of Sciences, National Research Council. This project was initiated as a result of the increasing use of the drop-weight (nil-ductility) test in predicting the ductile-to-brittle behavior of steel. Qualitative data indicated the drop-weight was not as sensitive to metallurgical variables as the Charpy V-notch test. Furthermore, the available information indicated that the drop-weight test did not show the superiority of killed steels over semikilled steels reflected by Charpy tests. This difference in sensitivity to brittle fracture is considered important because the drop-weight transition temperature has been reported1 to correlate better with service-temperature failures than the V-notch test does at a constant energy level. Therefore, this project was concerned with establishing quantitatively the effects of metallurgical variables in the drop-weight test. For comparison, Charpy V-notch data were obtained for the steels investigated. This paper summarizes the results of the investigation. Most of the steels used for the study were made and processed in the laboratory. However, some tests were also made on commercial killed steels available from Project SR-139 (SSC-141). During the course of the investigation, data were obtained on the effects of carbon, silicon, manganese, and aluminum on transition temperatures of drop-weight and Charpy specimens. In addition, the effects of heat treatment which changed the ferrite grain size and the transition temperatures were also investigated. Finally a few exploratory studies were made on commercial killed steels to evaluate the effects of plate thickness, grain size, and heat treatment on the performance of drop-weight specimens. EXPERIMENTAL PROCEDURES Preparation of Materials. A total of twenty-nine 500-lb induction-furnace heats were made and processed in the laboratory for the investigation. Carbon, manganese, silicon, and aluminum contents were systematically varied. Melting and rolling techniques proven satisfactory in a previous project2 were used as a guide for the current investigation. Composition. The composition of the twenty-nine laboratory heats made for this project are given in Table I. The steels are divided into three groups. The first group consists of ten aluminum-killed steels similar in composition to Class C ship-plate steel. The second group consists of ten semikilled or Class B type steels. In both of these groups the carbon and manganese contents were intentionally varied over a wide range. This wide range in composition was helpful in obtaining quantitative data from a limited number of steels. The primary purposes of these two groups of steels was to determine the effects of carbon, manganese, and deoxidation practice. In addition, one steel in each group (Steels 2-2 and 9-2) were made about 1 year after the start of the program in order to check consistency of melting practice. The third group of nine steels listed in Table I was intended for studies on the effects of silicon and aluminum. For this reason, and because of the general academic interest in the subject, these processes have received considerable attention since the time of J. E. Stead's paper1 on The Crystalline Structure of Iron and Steel. There are considerable differences of opinion regarding the theory of recrystallization and grain growth and also differences in the observation of the modus operandi of the processes themselves. The value of many of the existing quantitative data on grain growth is decreased by the failure to distinguish between the grain sizes just after complete recrystallization and those resulting from coalescence. For this reason also, the value of the diagrams of stable grain sizes, like those produced by Bass and Glocker2 and Czochralski3, is lessened in so far as an interpretation of the facts of recrystallization is concerned. It is hoped that the data presentcd in this paper will help to clarify and to simplify the facts relating to recrystallization, and at the same time will show that some of the present-day conceptions are untenable. A paper on the theory of recrystallization, with additional data, will be completed in the near future by the writers. Since the literature on the subject has been adequately and frequently reviewed, the only referenccs to it in this paper will be those necessary in the discussion of the data presented.

IN ORDER to comprehend the help and information that may be expected from electrical prospecting, it is necessary to have at least a general knowledge of the methods and principles involved in preparing and interpreting results obtained in the field. Electrical prospecting is rather complicated, both in theory and practice, and in order to make a brief description clear to the practical mining man it has been necessary to idealize and generalize the problems, at the risk of having such simplification criticized by the theoretical man. This simplification must not be misinterpreted as showing a lack of theoretical knowledge. FIG. 1.-FLOW OF CURRENT IN AND AROUND A CONDUCTING BODY. For its operation, electrical prospecting mainly depends on-the fact that most metallic ores conduct an electric current much more readily than barren rocks. If an electric current flows through a block of ground within which a body of chalcopyrite is enclosed in country rock of schist, the current will find less resistance to its passage through the chalcopyrite than through the schist, even though the passage through the latter be much shorter. This is because the longer path through the chalcopyrite offers less resistance, owing to the superior electrical conductivity of the chalcopyrite (Fig. 1).

In the Carlsbad area potash is dry-mined and wet-concentrated. Wet concentration involves recircu-lation of saturated brines, with resultant difficulties of brine disposal and inherent losses in recovery through solution of the KCl. A dry beneficiation process for potash minerals would offer many advantages over present methods. International Minerals & Chemical Corp. has been working on development of a dry process for some time. This article is a progress report. Potash ores available in this country are largely mixtures of halite and sylvite contaminated with slimes and often with many sulfate and magnesium minerals. Electrostatic concentration of KCl when the contaminating minerals are in low percentage has been accomplished. Continuous production of better than 60 pct K2O concentrate from high potassium sulfate ores has not been demonstrated at the present time. Laboratory Procedure: Laboratory work on electrostatic beneficiation of potash minerals has been carried out using both pure crystals and mined ore. Electrostatic separation of the two main components of potash ore, sylvite (KCl) and halite (NaCl), is accomplished by first heat-treating the ore to allow for electric charging of the particles. Preferential exchange of' electrical charges between different mineral particles through surface contact is the principal mechanism involved. After proper conditioning of the particle surfaces, the oppositely charged minerals are dropped vertically into a horizontal electric field having a field gradient from about 5000 to 15,000 v per in. The particles are free-falling in the field. A suitable power supply is used to produce the proper total voltage for the electric field. Total required voltage is, of course, a function of electrode spacing. A typical electrode arrangement with power supply is shown in Fig. 1. In general, the total voltage on any system is 75,000 to 90,000 v. Power consumption is negligible, as leakage at insulators and corona discharge are the main losses in the system. Optimum preheat temperatures for pure material components generally are not the same as for mined minerals. Fig. 2 shows clearly that maximum recovery on a 50 pct pure KCl, 50 pct pure NaCl mixture occurs at a preheat temperature of about 600°F. In this test the preheat mixture was allowed to cool to about 225°F before dropping through the electric field. The optimum temperature for sep- aration is practically never the optimum temperature of preheat. Optimum separation for mined Carlsbad potash ores occurs when a preheat temperature closer to 900°F is used, as shown by Fig. 3, which plots percent sylvite (KCl) in the concentrate and tails as a function of preheat temperatures. Here again the ore was allowed to cool to about 225°F before separation. It should be noted that efficiency of separation increases continuously with increasing preheat temperatures until incipient fusion of the ore takes place at about 950°F. The increase in optimum preheat temperature for Carlsbad ores over the pure minerals can be traced to the effect of the clay slimes intimately associated with the mined potash. If the slimes associated with the ore are removed by washing with alcohol or other non-aqueous material, the necessity of preheating to the high temperature is removed. This temperature range has been proved critical within these limits during continuous pilot plant operation. Concentrate and tailings grade and optimum recovery also are functions of the temperature of the potash mineral particles during separation in the electric field. Fig. 4 presents data indicating that feed to the rougher pass should range between 150°F and 275°F for best results. It has been found by subsequent pilot plant work that these temperatures can be maintained in actual operation.

In February of this year at the Washington, D.C., hearings of the Interior Department on the Alaska pipeline, the author was amazed to hear speaker after speaker oppose not only pipline construction but any development whatsoever in the State of Alaska. In one case, a man objected to development in Alaska because his neighbor in Maryland had cut down some shade trees. Another man recited at length from the poems of Robert W. Service. While it seemed inconceivable that such thoughtless opposition should have any effect, a check with the offices of some congressmen showed that mail was largely against any development of Alaska. In the barrage of words and redundant phrases directed against Alaska, it is difficult to find a thought worthy of study. Fortunately, there is a statutory guide towards resolution of the problem of development versus non- development. This law, the Environ- mental Protection Act of 1969, has indeed given much of industry the jitters; copper smelters see no way to comply with the new sulfur- emission standards, the Alaska Department of Highways estimates that the Act has nearly doubled the cost of planning and engineering for highway construction. In spite of these and many other troubles and costs, the Act provides a sound legal basis for defeating nihilistic emotions and, since Alaska is relatively undeveloped, adoption of environmental safeguards will be simpler than correcting longstanding abuses.

TRENCHING, sampling, and core drilling in Stillwater and Sweetgrass Counties, Mont., by the Bureau of Mines have delimited over 5,000,000 tons of chromite ore containing more than 20 per cent chromic oxide. The Benbow and Mouat-Sampson mines have been developed and are fully equipped for mining and milling 500 tons and 2000 tons a day, respectively.
