Claims of 16 gold mining companies seeking damages from L-208 will be heard in Court of Claims starting Jan. 26. Earlier this year, judges ruled that 3 gold mining companies could sue for damages from the wartime order closing their mines. Congress later waived the statute of limitations thus permitting other gold miners to get in their claims. Despite power shortages third quarter production of aluminum exceeded that of the previous period by 2.2 pct. However, September production was 16 million lb less than in August. Hewitt-Robbins, Inc. dedicated a new $1 million addition to the company's Buffalo, N. Y. belt conveyor plant. New equipment, including a $220,000 press, will make belts up to 70 in, wide, compared with the former limit of 60 in. Charges of a tin cartel in Malaya are not backed up in the latest U. S. Government report according to the Malayan Tin Bureau. The U. S. mission reported that it "did not discover any evidence of curtailment of tin output by the mining and smelting industries." It noted that guerilla activity had halted exploration and expansion attempts by producers.

The new Ceramic Engineering Building of the University of Illinois is to be formally dedicated on Nov. 20 and 21. The occasion will be made one of great interest to the clay-workers of the country. It is expected that the exercises will be attended by many representatives of the architectural, structural, mining, geological, chemical, and manufacturing interests. In connection with the dedication exercises, an industrial conference will be -held, in which a number of topics of current interest to the ceramic engineer, the clay-worker and the manufacturer will be discussed by well-known experts. : The number of students registered in the College of Engineering of the University of Illinois eleven days after the beginning of registration - for the new year, is as follows: Architecture, 116; Architectural Engineering, 167; Ceramic Engineering, 46; Civil Engineering, 190; Electrical Engineering, 266; Mechanical Engineering, 273; Mining Engineering, 25; Municipal and Sanitary Engineering, 26; Railway Engineering, 34; total, 1,143. The enrollment of students in the whole University, not including the College of Medicine, the College of Dentistry and the School of Pharmacy, which are located in Chicago, is 5,21.4.

Meeting of June 26, 1914.-The President was authorized to appoint Advisory Committees to co operate with the United States Bureau of Mines. The President announced the appointment of Edward H. Benjamin and W. C. Ralston as additional members of the Committee on Arrangements for the San Francisco meeting, 1915. H. T. Van Ells and Judd Stewart were appointed to represent the Institute on a joint committee of several technical societies to consider the standardization of graphical methods for the presentation of statistics. The President announced the appointment of H. Foster Bain to succeed Edward H. Benjamin, resigned, on the Committee of Management of the International Engineering Congress, 1915. The Secretary was authorized to issue a new circular advertising the sale of back Transactions and to sell back Transactions, bound in cloth, at a price of $35 for 46 volumes, provided sufficient orders were received to warrant the special binding. The sum of $177.50 was contributed to the San Francisco Local Section. Upon recommendation of the Committee on Membership, 70 Members, 4 Associate Members and 7 Junior Members were elected to their respective classes; there was also one change of status from Junior Member to Member.

Coal and Coke were appointed, the personnel of which is shown in another part of this Bulletin. The President was authorized to appoint a Committee on Welfare with J. Parke Channing as Chairman. W. P. Cutter, Librarian of the United Engineering Societies' Library, was appointed a representative of the Institute on-the Committee oh Classification of Engineering Knowledge to co-operate with similar committees of other engineering societies. A vote of thanks was extended-to Edward B. Sturgis for his excellent work in arranging for the Annual Dinner. in February, of this year. The suns of $57.30 was appropriated to the New' York Section. It was resolved that in response to the courteous invitation from 36 members of the Institute in Arizona and the neighborhood, the 1916 summer meeting of the Institute be held in Arizona.

THE Lehigh Valley Section is planning with a num-ber of other organizations a three-day conference, April 25, 26 and 27, with field visits to cement, slate and steel plants in the vicinity of Easton, Pa. W. B. Plank is chairman and D. Knickerbocker Boyd is sec-retary. Headquarters will be at Hotel Easton. Wednesday' will be cement day. In the forenoon A. S. T. M. Committee D-16 will meet and after luncheon the delegates will visit the Martin Creek plants of the Alpha Portland Cement Co. An evening dinner and general session on cement is being arranged. Thursday morning will be devoted to a technical ses-sion on slate, and the breaking of ground for the new John Markel mining building at Lafayette College. After luncheon various slate quarries will be inspected, the visitors being guests of the companies. In the eve-ning there will be a conference dinner at Hotel Easton with a number of distinguished visitors. Friday will be given over to steel and will include a visit to Lehigh University, an inspection of the plant of the Bethlehem Steel Corp., and a luncheon as guests of the latter.

In recent investigations,1,2 the strength and thermal stability of dislocation substructures prepared by 5 to 25 pct room temperature tensile straining and recovery annealing at 120°, 160°, and 200°C have been studied in randomly oriented polycrystalline high purity aluminum. The techniques of transmission electron microscopy revealed that a major source of the strength and stability of dislocation substructures was the formation, during room temperature straining, of well-defined cells bounded by dislocation tangles which rearranged into nearly perfect dislocation networks during recovery, forming the boundaries of subgrains. The strength of such substructures increases with decreasing cell or subgrain size,2"6 and the formation of fine subgrain structures can provide thermally metastable strength at low temperatures and can favorably alter the course of primary creep at elevated temperatures.7'8 For maximum benefit, however, sub-grain growth should be reduced or eliminated. It was, therefore, decided to investigate the use of heterogeneous precipitation on dislocation networks as a means of imparting increased strength and thermal stability to subgrain structures through effective pinning. (Wilkes-Barre Meeting, June, 1911.) My connection, under a commission from the Councils and Board of School Control of the city of Scranton, Pa., with a recent investigation of mine-caves and the resultant damages to surface-improvements, has led to the preparation, at the invitation of our Secretary, of the present paper. It is notorious that there are, in the anthracite-fields, frequent subsidences of the surface, due to the removal of the coal beneath. No particular attention is paid to such occurrences, unless they happen to injure surface-improvements. Many caves have happened in Scranton and its vicinity, which have excited but little remark, since they have generally caused no serious damage. In August, 1909, a cave occurred in the Hyde Park section of the city, generally known as the West Side, which nearly destroyed school-house No. 16 and considerable adjacent property. 'Fortunately, there were no pupils in the building at the time; but the thought of the possible result, bad the usual number of pupils and teachers been present, aroused the public to the gravity of the situation; and the School Board employed engineers to investigate the case. Two reports were made by separate sets of engineers, which differed in some particulars. These differences were pointed out in the public press and magnified, and the consequent agitation of the subject was taken tip and greatly exaggerated by some of the metropolitan newspapers, giving to uninformed people the very erroneous impression that the whole city of Scranton was in danger of sinking into the bowels of the earth. All this tended to affect the credit of the city and to depress real-estate values. The matter was considered at a joint meeting of the Board of Trade, the Councils, and the School Board. The Hon. J. THE ADVERSE CONDITIONS that have gripped industry during recent years have to some extent submerged technical developments under the more pressing demands of economic problems. Progressive operators, nevertheless, have given attention to improvements in processes and equipment even when sales were at a low ebb. The array of facts relating to technical advancement here presented, although doubtless incomplete, is sufficient to indicate that the spirit of inquiry and research has not been quenched by adversity. During the latter part of 1933 a new element has focused interest more fully on improved methods of quarrying, mining, and preparation of nonmetallic minerals. Codes established under the NRA have fixed minimum wages, reduced working hours, and tended to establish selling prices .on a basis of reasonable profit. Labor adjustments will in many instances increase the cost of production, and stabilization of selling prices will tend to emphasize quality and service rather than price as sales arguments. These new conditions point to a growing necessity for improving technique in the interest of reducing cost of production and improving the quality of products. Thus, technology is linked with economics more firmly than ever.

A NORTH CAROLINA miner dreamed that he found high-grade mica by excavating a certain corner of his mine. The next day he sank a hole on the exact spot and found mica of excellent quality. The dream came true. May not this be as good a method as any yet known for forecasting the valuable mineral content of pegmatites? The Federal Geological Survey has found in its recent detailed studies in New England that good sheet mica occurs most abundantly in zoned pegmatites, particularly in zones lying along the wall or contact of the pegmatite mass. Although this conclusion may be a valuable guide, pegmatite mining operations must still be classed as most uncertain and hazardous enterprises. Finding of the second largest diamond ever discovered in the United States-a stone of good gem quality weighing more than 34 carats-during the course of a horseshoe pitching contest at Peterstown, W. Va., is another example of unorthodox mining methods. These should not be considered, however, as characteristic mining methods developed in 1944.

NO reasonably well-informed person believes that the role of minerals, both metallic and nonmetallic, will be any less important in the future than it has been in the past. The contrary is true. Industrialization is based on mineral resources and man's ability to make use of them. A nation's standard of living, its political and military power, will continue to depend largely upon the extent to which it is industrialized-and minerals are the raw materials both of the machine and the power to run the machine. Minerals are also the raw materials of human health and stamina. The world's healthiest, most vigorous, and most long-lived peoples have always been those that have lived in regions of the globe where the earth is rich, and kept rich, in the phosphates and other minerals required for the production of the so-called growth foods. Only a small proportion of the land surface of the globe is suitable under any circumstances for large-scale production of these and other essential foods. As things stand, only a part of this land is capable of such production either because the soil minerals have been exhausted by cultivation, or because they never existed in the soil in sufficient quantities.

In this paper, a new technique developed to analyze two-dimensional nonhomogeneous models is described. A simple three-layered medium with a circular hole centrally located in the intermediate layer is considered. The layered sheet is loaded uniaxially perpendicular to the stratification. The Young's modulus of the intermediate layer is lower than that of the outer layers. The stress distribution around the circular hole in a stratified medium is significantly different when compared to the case of a continuous homogeneous medium. The distribution depends upon the ratio of the height of the intermediate layer and the hole diameter. A comparison of stress distribution and procedures for preparation and testing of the model are given. The potential of the technique is outlined. In the process of applying the techniques of stress analysis to problems of rock mechanics, the recent discernible trend has been to postulate highly idealized models of physical situations. As new techniques have been developed, more complicated models have been conceived to simulate mote accurately the physical environment to which the analysis results are eventually applied. In this investigation, a new technique is developed to analyze two-dimensional nonhomogeneous models. The technique is used to determine the stress concentration around a circular hole in a soft material overlain and underlain by a hard material. In mining practice, such situations arise commonly in coal deposits and frequently in bedded or vein-type metallic mineral deposits. DEFINITION OF THE PROBLEM A plate, consisting of three layers with a circular hole in the intermediate layer, is loaded uniaxially, Fig. 1. The variable in the experimental investigation is the height of the intermediate layer, H. The diameter of the hole, D, is kept constant. The stress concentration factors around the periphery of the hole, for various values of H/D, are evaluated using the technique of photoelasticity, Table I. TECHNIQUE OF EXPLORATION Photoelastic analyses of composite models have hitherto been limited to the study of lap and butt joints between glued metals and dissimilar materials.1-3 In mining, Haber and Oudenhoven used composite models to study the stress distribution around a circular hole in two-layered media and the behavior of elastic liners in shallow underground openings.4-5 They used the stress freezing technique devised by Dally et a1.6 The procedure used in this investigation is outlined below: Casting of Layer A: Flat sheets of plastic were cast in a silicon-coated mold using Araldite 502 with hardener 951 in the ratio of 100:8 by weight. The binary alloy system Mo-C zoas investigated by means of X-ray, metallog/aphic, thermoanalytical, and melting-point techniques on chemically analyzed specimens. The system, Fig. 39, is characterized by three congruently melting, intermediate phases, Mo2C, n MoCi-x, and aMoC1-,, of which only Mo,C is stable at temperatures below 1650°C. Substoichio-metrzc (~32.5 at. pct C) dimolybdenum carbide undergoes a homogeneous sublattice order-disorder transformation at temperatures of approximately 1400°C, whereas hyperstoichiorrletric compositions undergo a discontinuous Phase change. The order-disorder transitions in the Me, C phases are discussed in terms of the structural changes involved in the transformation processes and the absence of long-range sublattice coherency in stoichiometric or hyperstoiclziomet-ric compositions attributed to the impossibility of obtaining long-range order in a linear chain of alternating carbon atoms and vacancies. From the experimental phase relutionships and the known thermody-namic data for Mo2 C, limits for the free energies of formation for the high-temperature phases r) MoC1-, and aMoC1-, are deriued and found to be in good agreement with data previously obtained from phase equilibria in ternary metal-carbon systems. THE Inspiration Consolidated Copper Co., located in the Globe-Miami district at Inspiration, Ariz., became a producer of copper in 1915. From 1915 until 1948, 116,278,000 tons of ore were produced from underground workings by the block-caving system of mining. In April 1948, open-pit ore production from portions of the ore body was started and earlier plans for block-caving in these areas were abandoned. The change was due to economic conditions.

MARKETWISE the year 1935 was rather a good one for most of the rare and minor metals; as a class they climbed out of the depression much faster than the common metals. The diamond market, too, was better than it had been for years, attributable only in part to investment buying, as there was a genuine pick-up in consumer demand. Wars and rumors of war tended to speed up purchases of certain metals, but consumption for peaceful purposes was the principal factor. Significant was the important role played by new industrial uses. New discoveries during the year were disappointingly few, considering the broad extent of this research frontier. Scientific developments were far from being at a stand-still, of course, but the dominant note was the cashing in on research consummated in former years. With even a moderate upturn in general business a surprising number of laboratory ideas donned overalls and found jobs in industry.

Niobium (columbium) metal in the form of a button has been produced by calciothermic reduction of niobium pentoxide using sulfur as the heat booster. In these experiments with 50 g of niobium pentoxide per batch, the influence of percentage of calcium in excess of the stoichiometric, the percentage of sulfur by weight of the niobium oxide, and the outer-wall temperature of the bomb on the quality and yield of the metal has been studied. The maximum yield on this scale was 78 pct using 50 pct excess Ca and 20 pct of S and at a bomb-wall temperature of 600°C. In experiments conducted on 500 g of niobium pentoxide, reduction with 40 pct excess Ca and 20 pct of S, and at a bomb-wall temperature of 500°C, the.yield of the metal improved to 82 to 84 pct. Some of the reduced-metal samples have been electron-beam melted and the button melts thus obtained have been observed to be extremely ductile and capable of cold reduction to 98 pct without intermediate annealing. NIOBIUM, because of its high melting point (2468oC), its ductility, its resistance to corrosion especially in liquid metals, its high-temperature mechanical properties, and its relatively low capture cross section (1.1 barns) for thermal neutrons, has potentialities as a structural material in the field of nuclear engineering. Niobium and its alloys are also gaining importance in high-temperature technology as components in aircrafts, jet engines, and missiles, electronics, chemical engineering, and surgery. In 1904 Weiss and Aichel 1 produced niobium by reduction of its pentoxide by misch-metal. Since then a large number of investigations have been carried out for the extraction of niobium from its compounds. The various routes through which the metal niobium has been extracted from its compounds can broadely be classified into the following groups: a) reduction of its halides, oxides, and fluo-salts with metals like calcium, magnesium, sodium, and aluminum;2-10 b) reduction of its halides with hydrogen and oxides with carbon or carbides;11-18 c) electrolytic winning from its halides and fluo salts;19-25 and d) thermal decomposition and disproportion ion of its halides26-30 Among the processes in commercial use at present are sodium reduction or fused-salt electrolysis of potassium niobium fluoride, carbide or carbon reduction of the oxide, and hydrogen or metallothermic reduction of the chlorides. In 1907 Von Bolton2 prepared niobium by reducing niobium pentoxide with aluminum. Dennis and Adam-sona attempted reducing the oxide with magnesium powder in argon atmosphere and the resulting metal contained as much as 5 pct O. Mondolfo8 claimed a method for the reduction of the oxides with aluminum. In the case of both magnesium and aluminum reduction, it has been stated31 that by-product oxides such as MgO or A12O3 would involve a major separation problem. Further, in the case of alumino-thermic reduction, the solubility of aluminum in niobium and intermetallic formation have to be reckoned with. In 1922 Bridge3 produced niobium by calcium reduction of niobium pentoxide. Dennis and pdamson' obtained the metal by a similar method with an oxygen content of 0.2 pct. In most of the cases of metallothermic reduction of niobium oxides mentioned above, the metal niobium is obtained in the form of powder. In an attempt to produce massive niobium metal, lock' used iodine as the thermal booster in the bomb reduction of niobium pentoxide by calcium. Massive niobium metal was obtained with a maximum yield of 75 pct containing 0.1 pct 0. Joly32 carried out experiments on calcium reduction of niobium pentoxide on a 2-kg scale using sulfur as the heat booster in a sealed bomb filled with argon. In his experiments, the reaction was initiated by passing a current through niobium spiral wire embedded in the charge. In a typical run consisting of 2000 g of niobium pentoxide, 3100 g of calcium, and 800 g of sulfur (S/Nb2O5 = 3.3), he obtained massive metal in the form of a very uneven mass with a yield of -57 pct. With lower amounts of sulfur and calcium, powder niobium mixed with small metal globules was obtained and the yield was also poor. From these experiments he concluded that this method is not a suitable one for industrial development considering the quality and yield of metal obtainable and the possible hazards with higher ratios of sulfur to niobium pentoxide in the -~charere. In the present work, a detailed investigation on the calciothermic reduction of niobium pentoxide in a stainless-steel bomb in presence of sulfur as the heat booster was undertaken on a laboratory scale.

(communication to the Secretary*) :-The very interesting results obtained by Prof. Hofman and his assistants came to my attention when I had temporarily assumed charge of the metallurgical department of the Missouri School of Mines, and had found it, pending the completion of a new building, lacking a furnace in which to roast ore preparatory to the customary lead blast-furnace run. An attempt at lime-roasting had been already determined upon, but the use of a charge which would make a slag of definite composition was a new idea. The results following were obtained by Messrs. Aubrey Fellows, J. C. Long, E. R. Wash, and Dr. T. C. Tseung, under my supervision. It is regretted that the data are not more complete; but the work was done simply incidentally to securing the desired ore for the blast-furnace, with no idea of obtaining any results of especial interest. It is submitted because of the metallic lead obtained, no notice of which has been seen elsewhere. The ore was an aggregate of several lots of concentrates, apparently from Missouri ores. The analysis follows, with that of the limestone and sandstone used, as far as made:. Ore, SiO2, 3.04; Fe, 0.77; CaO, 2.53; Pb, 68.74; Zn, 5.77; S, 13.9 per cent.; limestone, SiO2, 1.0 ; CaO, 54.35 per cent.; sandstone, SiO2, 99.8 per cent. The converter was made in the shops from a sheet of No. 14 iron riveted in the shape of a truncated cone, 20 in. in diameter at the top, 15 in. at the bottom and 22 in. high. AT this time of the year, engineering schools are releasing a group of young men who probably are, on the average, in much the same attitude of mind as a person arriving at the terminal station of a railway journey; namely, of having a general idea of his objective, but having to make a decision as to just where he is going and how best to get there. The man leaving the train can at first follow the crowd, but it soon breaks up, as one goes one way and one another, until he has to choose his own course. The recent graduate may do the equivalent of following the crowd by accepting the first position offered, but this only postpones a decision as to where he is going and how best to get there. So many young engineers ask for advice as to what to do that the following statement has been prepared as an attempt to make a general answer to such queries. The engineer taking his first job should realize two fundamental relations. The first is that in electing to be an engineer he has elected to be a hired man. A consulting engineer has more freedom than a man on a regular pay roll, but he is also a hired man; hired for briefer periods at a relatively high rate, but under the necessity of simultaneously doing his consulting work and developing new retainers. There is nothing derogatory in being a hired man (all doctors, lawyers and clergymen are hired men), but the tardy realization that he is one seems to give many an engineer a mental jolt that can be avoided if he accepts it from the beginning.

WHEN 60:40 brass is heated to 825° C., given a drastic quench to obtain the beta solid solution, and reheated, various changes take place in the structure. Reheating at 200' C. causes a fine, granular, sorbitic structure to appear which has been considered alpha solid solution. These particles coalesce at higher temperatures of reheating, and at 470° C., the alpha forms twins. A further study of these transformations was considered worth investigating.
