AGAIN in 1945, the fourth year of World War 11, the American mining industry met the necessary demand made upon it for metals. Lack of labor prevented full production in some districts; maximum output, however, was maintained with the man power available. Development work and maintenance of mechanical equipment were neglected in favor of immediate production. Drafting of the younger men continued throughout the year, and the loss of personnel to war industries with higher wage rates continued up to "V-J" Day, Aug. 14. Labor shortages were more critical in 1945 than in 1944 though the man-power situation eased for some districts in the last quarter of the year. The trend in mining for the most part was to increase tons per man-shift by continued increased mechanization and refinements in methods and practices; larger equipment was installed where practicable. Labor shortages, together with the current higher wage rates, have advanced mechanization several years ahead of normal progress. The manpower shortage and the employment of inexperienced men had the effect of decreasing the average efficiency of the individual workman, but this condition was largely balanced by improved organization, greater efforts to improve labor relationship, and increased use of incentive pay systems. Safety instruction was emphasized, personnel contacts were increased, and more frequent foremen meetings were held to clarify contract agreements. Many of the large companies maintained schools to train green workmen.

In 1937 the employees of the Hollinger Consolidated Gold Mines Ltd.. at Timmins. Ont., Canada, approached organized medicine for a plan to provide themselves and their families with a complete medical service including hospitalization. This approach was made because of two conditions: (1) the necessity for some organization whereby contributions could be made in instalments to offset the sudden and large expense connected with illness for which the average employee is not prepared, and (2) the need for a more cohesive quality of service to replace a contract practice then in vogue, which did not take care of the employee's family or dependents. In different parts of the United States and Canada similar plans were in force, not only for employed groups but for numbers of people in circumscribed areas. In Europe different countries had adopted various forms of health insurance plans. It then was no surprise that these employees as a group should ask for some similar plan. With the cooperation of the management, a plan was instituted. The plan has one object only—the provision of medical services, including the accessory services such as hospitaliza-tion, X-rays, nursing, and necessary drugs and medicines. It is not concerned with cash benefits, sickness and accident payments, or any form of monetary return as the result of illness, but is simply an organization to provide medical services and pay for them from a central fund. It is a nonprofit organization and the only shareholders are the employees and their families who contribute and who in turn receive services. The Hollinger plan is limited to the employees of the Hollinger mine, who live in Timmins and the immediate vicinity. At first, the membership was voluntary. In the third year, it was made a condition of employment, with the proviso that at the end of any Association financial year an employee may withdraw if he wishes to do so. After withdrawal, he cannot again become a member until the end of the next Association year, and then only by the payment of the back dues. This step was taken to ensure continuity, and to prevent employees from withdrawing when well and reentering when faced with impending illness or operations. The employee himself is subject to medical examination on application for employment, and if accepted is subject to further examination by a specialist in chest diseases under the Workmen's Compensation Board of Ontario. Thus it is possible to exclude those who have heart disease, tuberculosis, or other disabling conditions when first employed. Wives and families of employees are not subject to medical examination but other dependents of an employee—mother, father, or other relative—who are declared by the employee to be wholly dependent upon him must be examined. FiRst I must express my deep appreciation for the honor of being privileged to give the Howe Memorial Lecture this year and at the same time my feeling of inadequacy to do justice to the subject. The first Howe lecturer was most fittingly, Professor Sauveur, his contemporary and friend, and the subject was beta iron. Last year the second Howe lecture was delivered by Dr. Mathews, one of his most distinguished pupils, who spoke on austenite. This year, the Howe Professor of Metallurgy was chosen to deliver the third annual lecture, and the subject ought to be martensite. No one but Professor Sauveur could have brought to life what was considered by many to have been dead and buried, and he so persuasively and convincingly proved to us by his experiments the existence of something that the followers of that new cult "X-Ray and Crystal Structure " would have us believe is simply alpha iron. And Dr. Mathews from his wide practical experience was so easily able to convince us that austenite was not only the most wonderful of the iron-carbon series, but that it was the wonder alloy of the future. If I were to follow in the footsteps of my distinguished predecessors, I would talk to you about martensite. But when I had planned this lecture, I found that I was writing about Professor Howe and his work and his influence on the science of metals of today, and that martensite had become the secondary theme. And when finally I was obliged to choose a title, I remembered that it was in 1901 I came from Roberts-Austen with a letter of introduction to his very dear friend, Henry Marion Howe, at the Columbia School of Mines, to continue my work at the next bench to Dr. Mathews. Since then a quarter of a century has gone by, and during that time all branches of science seem to have been remade, so great has been our advancement in knowledge and discovery. And now that Metallography has finally established its place as an important branch of science, with its own textbooks and literature, I would like to review what seem to me to be the most important advances we have made in the last 25 years. To do this, I would start with Howe's "Iron, Steel and Other Alloys," and end with Jeffries and Archer's " Science of Metals." A yield point effect attributed to short-range ordevi?g (SRO) occurs in Cu base Al. At at 296°K varies with heat treatment, decreasing as the annealing ternperature is raised .from 433Oto 598°K. A preliminary investigation of the tensile properties of a Cu-Al single crystals showed the presence of a rather strong yield-point effect (drop in flow stress after initial yielding). The object of this research was to investigate its origin and behavior. a Cu-Al alloys are particularly interesting because diffuse X-ray scattering measurements by Davies and Cahn,' Houska and Averbach,' and Borie established the presence of short-range order. The degree of local order may be changed with heat treatment.' cottrel14 suggested that the presence of local order might result in a yield-point effect, and thus the possibility exists here for experimentally ascertaining the importance of short-range order with respect to yield points in these alloys. Since a 12 pct difference exists between the atomic sizes, elastic or Cottrell locking5 must also be considered. Further, Howie and swanne have shown that the stacking fault energy of copper is reduced by aluminum additions. The width of extended dislocations should thereby increase. hus the conditions appear attractive for Suzuki locking.' Finally, the possibility of stress-induced order at dislocations, schoeck locking,' must also be examined, EXPERIMENTAL PROCEDURE Alloys up to 14 at. pct Al were prepared by induction melting high-purity (99.999 pct) Cu and (99.996 pct) Al in a graphite boat under a dynamic vacuum of 5 X 10o mm of Hg. After homogenizing the ingots at 900°C for at least 24 hr under vacuum, they were rolled with intermediate anneals to strips 1.55 mm thick. Single crystals 10 in. long were grown by lowering strips, contained in a split graphite mold sealed in fused quartz at 5 X lo-' mm of Hg, through a single coil induction heater at a constant rate of 1/2 in. per hr. Tensile specimens 1.25 in. long were cut from the single crystal strips and reduced cross sections about 0.7 in. long and 3.0 to 3.5 mm2 in area were introduced by filing and abrading.8 To remove the worked portion about 10 pct of the cross-sectional area was removed by etching. Back-reflection Laue photographs of a filed and etched specimen were taken before and after annealing at 900°c for 24 hr. Small, well defined Laue spots were obtained with no visual difference in the two photographs. Further, specimens with and without the reduced sections began yielding at about the same stress. Hence, for our purposes, filing and abrading did not affect the structure of the specimens. Each single crystal specimen was annealed at 900° c in vacuum for at least 24 hr and furnace cooled; while cooling through the range of 250o to 200°c, the rate was about 55°C per hr. C ONDITIONS have not been favorable for new developments in any line. It has been a period, how- ever in which recent developments have been subjected to the severest tests. Those which have been able to hold their own in the severe competition of 1932 must be considered fully proved commercial processes. The continuous vertical-muffle retort plant at Palmer- ton is reported to have been in operation at practically full capacity throughout the year. The high quality of metal produced and the low operating costs are factors which have kept this plant running when many of the older furnaces were shut down. The plant at Meadow- brook, W. Va., is also reported to have been in steady operation throughout the year. Average retort life is said to be better than two years with about three-quarters of the original retorts still in operation after 2 ½ years.

ALTHOUGH by far the largest A consumer of platinum metals in the world, the United States until recently has been in- significant as a producer. Writing in the "Minerals Yearbook" for 1939, H. W. Davis states that 1938 probably marked the beginning of an- other period of transition in the world production of the platinum metals. In that year, he says, their production in the United States jumped to 49,380 oz., or fourth in the rank of world output. In the ten-year period 1925 to 1934 United States output ,averaged only 8300 oz. Practically all of this sudden in- crease in production is attributable to the introduction of mechanized equipment at the placer deposits in the Goodnews Bay district of Alaska. This district adjoins the Bering Sea and Kuskokwim Bay (accented on the first syllable), and is approximately 120 miles south of the mouth of the Kuskokwim River. The nearest village and post office is Platinum, which lies about eleven miles north- east of the Goodnews Bay Mining Company's camp. A good gravel road connects the mine camp and the village.

Coal production during 1963 amounted to 446 mil- lion tons, an anticipated increase of about 6% over the 1962 production of 422 million tons. Electric consumption was 207 million tons, a continuation of its upward trend with an increase of about 7%. The metallurgical market consumed 77 million tons: the industrial market, 96 million tons; and the retail market, 26 million tons. Exports were 46 million tons. Modernization continues in the coal industry as it approaches the mid-1960's. The industry has shown a keen desire to explore and pursue new developments, new concepts and new managerial methods and techniques that have become so vital and important for industrial well-being.

IN the pressure die-casting of zinc alloys it is customary to force the molten alloy under high pressure into a permanent steel die by means of a plunger moving in a bushing that has a clearance on the diameter of the order of 0.002 in. Successful operation of the plunger type of machine requires the presence in the zinc alloy of certain percentages of aluminum. Without these aluminum additions, the normal reaction of molten zinc on ferrous materials causes sticking of the plunger and a complete shutdown of the equipment. All of the zinc alloys used for pressure die-casting today contain approximately 4 per cent of aluminum, which is more than sufficient to make plunger operation feasible. The clearance between the plunger and its bushing is an important matter. As the space becomes larger, there is a loss in effective metal pressure. Ordinary gray cast iron served fairly well and is still used in some machines. However, the rate at which the plunger clearance increases with this material is considered by many to be far too great. There is, therefore, a serious interest in finding new materials more capable of retaining the desired clearance during long periods of use. Today many die casters are using special materials for plungers and bushings selected by the somewhat expensive and time-consuming test of actual experience. An analysis of the problem reveals two possible end points of plunger operation: (1) the building up of zinc-alloy plunger-material reaction products in sufficient bulk to cause sticking and (2) rapid solution, wear or erosion, all of which will increase the clearance to an undesirable extent. If neither of these takes place, the plunger will operate for a long time, of course. The authors have developed a laboratory apparatus in which the action of a plunger moving in a bushing immersed in molten zinc alloy could be simulated closely. Such a machine made possible a more rapid and less expensive survey of the available construction materials and an analysis of the specific alloying reactions taking place in the clear-ance area.

To the members of the A. I. M. E., who have given much and risked all to fight "Over There" with pick, or gun, or brain, and to the members who have chosen the sometimes more self-denying duty of remaining at home to help produce metals for fighters: Your experience in foreign lands has bred in you that spirit of internationalism which will soon be infused into every corner of our country by virile lads thrilling from a great experience in an old, yet new, land over the seas. To them the East will not seem as far from the West as it was, nor the North from the South. Sectional jealousies will seen despicable to one who has fought for a great ideal shoulder to shoulder with real men of other nations. And they who have willingly sacrificed much on the altar of service will have little patience with an egotist, be he laborer, tradesman, capitalist or engineer. The problems which peace brings to us are more difficult than those of war and their solution requires not only cool heads, tolerance, and wise judgment, but the "getting together" of sections and classes and individuals. The triumph of justice over individualism, represented by the draft law, must be repeated, for there are "slackers" in peace Is well as in war, and the spirit of self-denial expressed in response to Liberty Loans, Red Cross, and Welfare drives and Food Administration appeals must live. We have only just begun to learn how to serve. It is often claimed by our members that the engineer is not given, in the community at large, the recognition which his training should merit; that his reward is not as great nor his service as welcome as it should be. The one hundred and twentieth meeting of the Institute was held at Chicago, Sept. 22 to 26, inclusive, and was in every way success although the steel strike against the United States Steel Corpn. prevented many engineers from attending the steel session and made necessary the annulment of the trip to the steel works at Gary on Tuesday. All of the meetings were held at the Congress Hotel, with the excep-tion of the session on Non-ferrous Metallurgy which was held at the Coliseum where the Fifth National Exposition of Chemical Industries was in progress. This session was a joint one with the American Electro-chemical Society. The total attendance, as shown by the registration, was 850.

The Board of Directors, at its meeting on March 22, 1918, extended an invitation to the American .Institute of Metals to become the Institute of Metals Division of-the American Institute of Mining Engineers in accordance with the terms of By-Law VII. This invitation was presented to the membership of the American Institute of Metals for letter ballot, and, at the meeting of the Board of Directors of the American Institute of Mining Engineers on April 26 191 ,it-was reported that the replies had been in favor of accepting the invitation. As in preceding years, the most intensive drilling activity during 1934 took place in the old fields of the western part of the Polish Carpathian petroleum province (district of Jaslo). The number of wells completed to the end of 1934, expressed in percentages, is as follows: Jaslo district, 57 per cent; oil fields outside Boryslaw-Tustanowice-Mraznica, 27; Stanislawow district 8 and Boryslaw fields only 7 per cent. I AM glad to join with my fellow-members in this celebration of the fiftieth anniversary of the founding of the American Society of Mechanical Engineers. It would be a difficult task to measure the blessings brought by this association through the stimulation to invention, the improvement of methods, the adequate training of engineers and the advancement of knowledge in a large sense. During its span of life it has contributed a great part in the development of an art into a mighty profession upon whose capacity and fidelity rest so much of human progress. "I feel especially honored that the association should, through the beneficence of Mr. Lauer, have established a new distinction among engineers, and should have designated me as its first recipient. The purpose of this medal is to mark the public service of men who have gone outside their strictly professional work to interest themselves in civic and humanitarian affairs. And the engineers have something to contribute to public service. . "With the development of our great national tools -our engines, our railways, our automobiles, our airplanes, our steamships, our electric power and a score of other great implements, together with the supplies of material upon which they depend-the engineer has added vastly to the problems of government, for government must see that the control of these tools and these materials is not misused to limit liberty and freedom, that they advance and do not retard equality of opportunity among all our citizens.

Monotonous flood planes flanked either side of the road as we drove in the embassy car from the airport to downtown Seoul. We crossed the brown waters of the Hann River, meandering over mud flats. A great, gnarled tree bore beautiful fall colors of gold. "That is a Ginko Tree, the oldest living fossil, probably a hundred million years old;" said Jean W. Pressler. Compared to other cities of the Far East, the traffic in and around Seoul was sedate. Few motorcycles or bicycles, and little superfluous horn tooting. "This is the best season in Korea. We have long beautiful springs and falls," said Pressler, chief of the mining branch of USAID, and he continued with a briefing on the country.

THE need for standardizing methods of arriving at definite conclusions regarding the cleanability of a given coal, and for measuring the performance of coal-cleaning equipment, is constantly increasing. Earlier notes by the author on this subject are amplified in this paper, because he believes that better preparation of bituminous coal is a partial solution of the coal operators' troubles. WASHABILITY STUDIES The term "washability" of coal was coined when washing was the universal method of separating coal from its impurities by utilizing their difference in specific gravity. This and analogous terms are still used in their broad sense although pneumatic or air separation is now used to clean coal. These terms are so used in this paper. Too much time or money, can hardly be spent on "feed surveys" to get a "picture" of the coal that is to be cleaned. There have been too many "rule of thumb" methods used. Screen analyses and "sink-and-float" tests on the raw coal enable the coal operator and washery man to predict within reasonable limits the results that may be expected from any efficient cleaning apparatus.

TUESDAY, Feb. 16, was no day for strolling along the cold sidewalks of New York, and a large number of metallurgists sat down with pleasure to the warming task of wiping a few soldered joints. Presented by a joint-wiper of the modern school, G. M. Bouton, of the well-known team of Schumacher, Bouton, and Phipps, the initial paper brought into focus the theme of conservation of strategic metals and described the technique of making the fillet-type joint now employed by the Bell System. Using an over-all average of only 40 per cent of the solder formerly used by the conventional method. this important development bids fair to stick when the war is over. D. L. Martin and E. R. Parker then described the embrittling effect of hydrogen on silver previously heated in oxygen and the less serious but troublesome result obtained under the converse conditions. An interesting example of grain growth restriction created additional material for the lively discussion that ensued among those who have encountered one or another of these phenomena in silver and copper.
