It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. When Enron rocked the United States with its Titanic-sized financial accounting scandal, miners and metallurgists were probably too busy on the mine sites in remote locations to wonder about its ripple effect. But then Enron sank, Arthur Andersen tanked and the list of scandals, costing billions of dollars, continued to ripple. Followed by the Public Company Accounting Reform and Investor Protection Act of 2002 (Sarbanes-Oxley), the recent credit crunch and weak economy, the currents from Enron?s collapse eventually washed right into the mine and the mill. These events placed intense scrutiny on metals production accounting processes as traditional semi-qualitative metal accounting practices provided insufficient credibility and transparency. ?There is growing intolerance of organizations that are unsure about the location of thousands of tonnes of ore, which will typically lose 10 to 15% of their notional value on the way to the concentrator,? Rob Morrison wrote in the opening chapter to An Introduction to Metal Accounting and Balancing. ?If the measurement and forecasts also contain qualitative (fudge) factors, a very real suspicion might emerge about just how much metal might disappear (by theft or misplacement) before detection becomes likely.? Metallurgical accounting, put simply, is the tracking and reporting of the quantity and quality (tonnage and grade, usually) of materials entering or leaving each stage from source to product for a specified accounting period. Lacking an accounting standard, metals accounting in precious metal operations has been performed in an ad-hoc, informal manner, leading to numerous errors and unidentified potentially significant inefficiencies and financial losses. As a result, mining companies are beginning to examine the quality of their metals accounting systems since they form the basis of mining company?s financial accounts and reports. As part of an effort to create that accounting standard in the mineral industry, University of Queensland?s Julius Kruttschnitt Mineral Research Centre published the textbook An Introduction to Metal Accounting and Balancing in 2009. While development of a textbook and standard are significant steps forward, the challenge in the precious metals industry is in the application of some of these suggested practices. Though improving process transparency and precious metals accounting reporting accuracy is a key driver for change from the financial side, perhaps even more important is the potential benefit to operational performance that comes with better measurement, accounting and reconciliation systems. Loss of precious metals, processing of waste and inefficient mining and processing systems are all problems that are faced in an operation on a daily basis that can help be resolved through improvements in metal accounting and reconciliation. The financial consequences of such operational inefficiencies and bad decisions based on poor information are arguably greater than consequences of fraudulent accounting. Large discrepancies between mine and mill measurement systems that measure the quantity and quality of valuable material currently exist. Some of these are expected because of statistical variation, but inherent random measurement variation is sometimes an insufficient explanation. Though the mill can usually make much better production estimates through their measurement systems (that is, less variation), this knowledge rarely benefits the mine. 3 Moreover, even if the mine does a reasonably good job of estimating expected production at the grade control level (in situ), issues such as blast movement, poor mining practice and inefficient ore/waste classification make for a disconnect between the in situ estimates of the mine and the estimates from the concentrator. This inhibits effective evaluation of the reserve and grade control models using concentrator estimates. Linking the two ends, mining and concentration, is a neglected area sorely in need of an overhaul. Hence the need for improved mine to mill reconciliation ? the area of comparing, balancing and adjusting production estimates between mine and mill for consistency in reporting.

In today's rapid changing construction world, the business pressures on piling and deep foundations reach sky-high levels. Ever increasing complexity of construction projects do severely contribute to these business pressures. Projects are often constructed in densely populated areas and located close to vulnerable buildings and infrastructure. The inherent uncertainty of ground conditions plays a dominating role in these foundation projects. Effective risk management is a key success factor for profitable and sustainable operations of piling and deep foundations. It starts with a fundamental requirement to be aware of risks. Next the different risk perspectives of all stakeholders in any foundation project have to be acknowledged. A simple and structured risk management approach is introduced, to demonstrate that effective risk management is not necessarily that complicated. A major element is the contractual allocation of risks, as a result from differing ground conditions. It is based on the so-called Geotechnical Baseline Report (GBR). The main objective of the GBR is to provide a clear contractual arrangement for the allocation of risks, arising from differing site conditions. The benefits of explicit risk management in general and contractual risk allocation in particular are illustrated with an example and experiences. The presented structured risk management approach, including contractual risk allocation, is still rather new. It proves to be promising for cost-effective risk control of piling and deep foundation projects, anywhere in the world.

In mining coal, the Nation's principal mineral fuel, loss of life has been much lower recently than in earlier years when coal mining contributed so heavily to the industrial-accident death toll in the United States. Particularly notable has been the relatively small number of deaths during the past few years compared with the number that occurred 20 or 30 years ago. Reports received by the United States Bureau of Mines, covering all commercially operated mines that were active during all or any part of the calendar year 1935, showed that accidents during that year had resulted in the loss of 1,242 lives. This death toll, although regrettable, represents a material improvement over the industry's experience during most years prior to 1935, and especially over the industry's worst year, 1907, when 3,242 men were killed. Fewer lives were lost in 1933, when 1,064 men were killed at work, than during any year for which complete figures are available.

The literature on radium is already voluminous, but mcuh of it is too technical to be intelligible to the average reader, and there is no single publication that covers certain economic features of the radium industry. As a result of the renewed interest in the possibilities of domestic carnotite deposits a number of requests have been made to the Bureau of Mines for information, more particularly with reference to the business aspects of the industry. In order to meet this apparent need, the present paper has been prepared from material available in the files of the bureau. The technical data are compiled from various sources and are believed to be reasonably dependable, but the attempt has been not so much to achieve meticulous scientific accuracy as to brim; together facts of industrial significance and popular interest. GENERAL DESCRIPTION Radium is a brilliant white metal that melts sharply at about 700°C. and volatilizes appreciably at that temperature. With an estimated specific gravity of nearly 6.0, it is more than twice as heavy as aluminum and 25 per cent lighter than irons. Although it has been isolated in its metallic state, it is not used in that form, partly because it tarnishes rapidly even in dry air (forming a nitride), partly because of the greater expense of reducing it to metal, and partly because of the difficulty of dealing with such minute quantities of material. It is used always in the form of its compounds, the most important of which from the vie point of utilization are the bromide, chloride, and sulphate.

For millions of people, cold weather is a fact of line – and one that can make a major challenge out of just getting to work. But for those working in the blasting industry, a number of obstacles are created when old man winter blows in. In addition to the obvious concerns regarding personal protection, Mother Nature can throw some very nasty weather at the blasting crew trying to travel with explosives products from the magazine site to the job site. As such, divers need to be familiar with cold, ice, and snow driving conditions both on and off the blast site. It’s critical to know what to expect before you leave. Keep informed of the latest weather and road conditions as they change often; it will help you make the right choice in clothing and driving habits. Remember bridges and overpasses will freeze first even in temperatures above or near the freezing mark due to the effects of wind chill. Plan to take extra time to and from the job site.

In coal mining, longwall mining is a preferred method to maximize production by extracting large blocks of coal that have been outlined with a set of development entries. In U.S. mines, longwall panels are typically 305 m (1,000ft) wide (with a continual trend towards even wider panels), and usually over 3,050 m (10,000ft) in length. The increasing size of longwall panels, while helping to increase coal production, may also increase methane emissions due to the exposure of the mining environment to a larger area of fractured, gas-bearing strata. Thus, understanding the impact of increased panel widths on methane emissions, and designing gob gas ventholes and bleeder systems accordingly, can enhance the safety of the underground workforce by reducing their exposure to potentially explosive accumulations of methane/air mixtures. As part of its mine safety research program, NIOSH’s Pittsburgh Research Laboratory has initiated a reservoir modeling effort to better understand the interaction of the various geotechnical factors influencing gas flow within and to the underground longwall mining environment. A focus of this modeling effort has been 1) the prediction of the incremental amount of methane emissions to be expected due to increasing longwall panel widths, and 2) optimizing gob gas venthole completion practices to capture more of the gas in the subsided strata above longwall panels before it can enter the ventilation system of the underground workplace. The history matching phase of the study has been carried out on a 381-m (1,250ft) wide panel in the Pittsburgh Coalbed. Simulations have also been completed for a 442 m (1,450ft) wide panel to estimate the incremental increase in methane emissions and the performance of current gob gas venthole placement configurations. Additional venthole placement configurations were simulated to investigate options for optimizing methane capture from the subsided strata above the wider longwall panel.

Typically, large volumes of data are collected during geotechnical investigations for mining projects but rarely is this done in a comprehensive manner that enables all aspects of the geotechnical environment to be evaluated. A geotechnical core logging process has been developed to record mechanical and structural properties of the rock mass. The method enables data for a wide range of rock properties and geotechnically significant major structures to be collected including rock strength, joint surface condition, fracture frequency and fracture orientation. The logging method is unique in that sufficient data is collected to enable the independent determination of all the major rock mass classification systems including rock mass rating (RMR), (Bieniawski 1976, 1989; Laubscher, 1990) Norwegian Geotechnical Institute (NGI) tunnelling quality index (Q) (Barton, Lien and Lunde, 1974) and geological strength index (GSI) (Hoek, Kaiser and Bawden, 1995). The logging system has been specifically developed to allow better and more precise appreciation of rock mass and structural conditions across the project area thereby optimising the use and application of the available geotechnical data and improving confidence in the outcomes of geotechnical investigations. This paper describes the core logging process with case examples showing how the logged data can be used for underground and open pit mine design.

Falkie summarized the following formal contribution prepared jointly with Dr R. V. Ramani, describing the work that has been done at the Pennsylvania State University in the development of simulation programs for mine planning over the past 15 years:During the late 50's and early 60's, Monte Carlo simulators were developed to model continuous miner-shuttle car transport systems, track haulage systems, belt conveyor networks, etc. In the mid-60's attention was directed towards deterministic simulation of equipment performance, given the equipment characteristics and the system profile. In the late (10's all these systems (miners, shuttle cars, belts and trains) were integrated together to form a complete coal mine simulator and the program could predict the output potential of the system, given the mining dimensions, method and equipment employed. The actual sequence of coal-cutting operations is entered into the computer through the use of a special programming language which permits any type of mining configuration to be simulated. The simulator is hybrid in nature in that the shuttle cars, trains and belts are simulated deterministically, whereas rate functions with delay frequencies are entered for the continuous mining operations of sumping, shearing, fleeting, cleaning, etc. With suitable manipulation of the data, the program may be applied to all belt or conventional mining sections. Most of these simulators were developed through the assistance of grants from the Department of Mines and Mineral Industries of the Commonwealth of Pennsylvania and are available from the Coal Research Board of the Commonwealth,"

A team consisting of junior and senior mechanical engineering students at New Mexico Tech worked on the design of an explosively loaded vessel, with a maximum load of 15 grams (0.53 oz) TNT equivalent explosive. The main challenge presented was to meet the stringent sample positioning specification of 3 microns in two Degrees Of Freedom (DOF) and one degree of rotation in a third DOF. This is to accommodate precise sample placement in a tight x-ray beam, and to bring areas such as explosives/metal interfaces into magnified field-of-view photography. This presentation describes the process and design decisions to arrive at the final product presented to LANL in December 2014. Our engineering analysis techniques will be reviewed, including use of American Society of Mechanical Engineers (ASME) Boiling & Pressure Vessel Code (BPVC) Code Case for Impulse Loaded Pressure Vessels (ASME BPVC Code Case 2564-3). Also discussed will be integration of Hydrocode computer models with Finite Element Method analysis.

"When certain gold ores containing pyrite, graphite, humates and fumates or other organic compounds which are possibly adsorbed on clay minerals are treated with aqueous solution of alkali metal cyanide, the aurocyanide complex which forms is adsorbed by these ""pregrobbing"" species in the ore. Dissolution of gold proceeds until chemical equilibrium is attained between the cyanide complex adsorbed by the ore and in solution.Sodium lauryl sulfate (SLS) may be used to decrease the adsorptive activity of the prerobbing species in the ore. It has successfully improved recovery at Holt-McDermott Mine and is highly biodegradable.INTRODUCTION Precious metal-bearing ores containing preg-robbing species are poorly amenable to standard cyanidation techniques. The ""preg-robbing"" impurities with which they are associated tend to adsorb the gold cyanide complexes and carry them through the circuit to the tailings. Also, gold may be associated with these impurities in the ore and not be leached by the cyanide complexing agents used in conventional cyanidation techniques.Methods for dealing with the problem of preg-robbinq impurities in gold ores are:Carbon-in-Leach (CIL), in which granular activated carbon is added to compete with preg-robbing species for the gold cyanide complexes. This process can improve gold recovery in mildly preg-robbing ores especially when fine carbons with very high activities are used. However, with severely graphitic ore, the carbon associated with the rock may outperform the granular activated charcoal.Chemical Oxidation, in which the ore is subjected to preliminary chemical oxidation techniques to oxidize carbonaceous materials using such diverse reagents including ozone, sodium hypochlorite, calcium hypochlorite, chlorine gas, permanganates, perchlorates, chlorates and oxygen prior to subjecting the oxidized ore to standard cyanidation treatment to extract gold. This is generally a costly method and will not prove economical on a low-grade ore."

Keywords: Pyrometallurgy, blast furnace, slag viscosity, slag liquidus temperature, phase equilibria The viscosity of molten slag in blast furnace operations is an important process variable, influencing the rate and location of reactions inside the furnace, as well as the ease with which the final slag could be removed from the furnace. To optimize these processes, it is necessary to estimate the slag viscosity and liquidus temperatures as accurately as possible, and know the target values. Models to predict viscosities and liquidus temperatures, incorporating phase equilibrium calculations, have been developed and validated with measured data. Various diagrams have been developed to illustrate how the properties vary with composition and temperature, including pseudo-ternary diagrams of SiO2-MgO-CaO-Al2O3 for viscosity and liquidus temperature. Models were also applied and methodologies developed to analyse historical blast furnace operations and determine target values.

En este sentido, el presente trabajo señala los geoindicadores como herramientas de monitoreo de presas de relaves -en tanto el estudio de estas características ha posibilitado discusiones al respecto de la seguridad de estas estructuras, así como propuestas de medidas de control.

Underground coal mine tracked vehicles have been studied to determine the state of the art and how brakes might be added to the coal haulage cars. Specific areas of interest are: brake sys terns, couplers, car trucks and car handling procedures. Problems related to adding brakes to the haulage cars appear to be: the limited amount of room to mount the brakes on the cars, brake line connection between rotary dump cars, achieving desirable braking characteristics without over complicating the system and keeping the installation cost to a reasonable figure. This document combines the information contained in the first issue of the "State-of -the-Art of Underground Coal Mine Tracked Vehicle Brake Systems," BRL Report No. 6080, with that contained in a subsequent monthly report.

"Falconbridge Copper's Lac Shortt gold mine is located in northern Quebec approximately 300 km northeast of Val D'Or and 100 km west of Chibougamau (Pig. 1). Engineering for the mill commenced in early 1983 with a feasibility study. The plant was commissioned in the fall of 1984 at a capital cost of approximately $12 million. Design capacity was 750 tpd which was increased in the fall of 1985 to the current level of 1200 tpd.The ore at Lac Shortt is free milling, grading an average of 5.5 g/t gold which is finely disseminated throughout the host rock. Pyrite at 3 to 5% by volume and traces of copper mineralization are also present.Some of the latest gold processing techniques known at the time of design were incorporated into the mill. These include carbon-in-pulp, pressure stripping, electrowinning of pregnant solution and induction furnace refining. The plant also features several innovations such as a unique interstage carbon retention screen in the CIP circuit and the outdoor location of the cyanidation feed thickener, mill solution tank and reagent storage silos despite -40° Celsius winter temperatures.This paper describes the current mill process and discusses some of the problems encountered during the first two years of the plant's operation. CRUSHINGThe Lac Shortt surface crushing facilities are located in a separate building, isolated from the wet processing circuits for dust and noise control reasons. The crushing plant equipment was originally utilized at the Manibridge operation in northern Manitoba where it had been designed to operate at 135 tph. However, at Lac Shortt a rate of only 80 tph has been achievable to date, mainly due to the hardness and frequently slabby breakage characteristics of the ore. Therefore, in order to meet fine ore requirements at the current mill throughput of 1200 tpd, the crushing circuit is run seven days a week. 24 hours a day. Availability has been averaging 65%."

Heap leaching efficiency is reduced by poor solution flow characteristics (channeling and ponding), which result from fines migration. Agglomeration of the ore can immobilize fines, but copper leaching requires an acid-resistant binder to stabilize the agglomerates. Until now, there has not been a satisfactory way to evaluate whether a binder was effective, other than squeezing a handful to see if it “feels right”. We have developed procedures to quantitatively determine whether a binder gives good performance in an acidic solution, and have identified several binders that will be suitable for copper heap leaching.
