In an environment of accelerating capital costs, limited capital availability and strongly cyclic metal prices, there is a difference between a robust mining and processing operation and one that would maximise shareholder returns in an idealised world. A higher cut-off grade policy is likely to improve operating margins and may reduce the scale of operations and thus limit capital exposure. Sufficient time has elapsed since the enactment of the amendments to the mining legislation in 1981 to enable an examination to be made of the way in which the licensing system operates in practice. One of the most important decisions in resource management in New Zealand is whether or not rights of access to the resource should be conferred by the Crown upon an appropriate private sector participant. The licensing system is the means for allocating these rights of access. The manner in which the licensing system is administered, therefore, is crucial to natural resource management in New Zealand. What is the mining licensing system in New Zealand designed to achieve? This simple question admits of no easy answer. Is it the identification and development of the mineral resources of New Zealand? Are these objectives tempered by issues of resource conservation and environmental protection? Is a balance to be achieved among these competing factors? Does the legislation contain any priorities? Does the system respond in an ad hoc manner to particular facts and circumstances or does it operate within a more predictable framework? To what extent are decisions made on access to minerals with reference to the development or conservation of other resources? These questions may be summarised in the title to this paper which poses the question whether mining licences are instruments for resource management.

(New York Meeting, February, 1912.) By the old method of determining platinum in ores and bullion, the silver-alloy first obtained in the regular course of assay is parted in strong sulphuric acid and the residual metal weighed. This is re-alloyed with silver by a second cupellation and parted in nitric acid, the residual metal being again weighed. Any difference shown between the two weighings is assumed to be, and is called; platinum. Sometimes it is so, and if any considerable amount of platinum be present, there will be a decided difference between the two weighings; but a slight difference is no real evidence whatever of the presence of platinum. On the other hand, the second weight may equal or possibly exceed the first, even when traces of platinum are present. Again, other members of the platinum group may go into solution in nitric acid more or less. If present, these would be called platinum and escape detection. The method does not provide any direct tests whatever as to the presence or absence of platinum. It is often indecisive, and sometimes jives erroneous results. It is, therefore, quite unsatisfactory. Being called upon many times to determine platinum in a wide variety of materials, particularly when present in very small amounts, I have realized the disadvantages and defects of this old method. Spin-fin pipe piles can develop large loads in tension, thus have evolved as a foundation product of great potential. Currently, over 500 spin-fin piles have been used successfully in dolphins, docks, buildings and bulkheads. Spin-fin piles are pipe piles with plates welded near the tip at a batter-in-screw fashion. Thus, as the pile is driven, the pile screws into position. Tests show this pile type to have highly unusual stress/strain relationships, wherein plunging failure is usually never reached either at normal or large deformations. Tension capacity can approach pile capacity in bearing; thus, large reserves are usually available for tension. Tests have been performed on 8-5/8-inch to 24-inch-diameter piles in silt, sand, and gravelly soil, to provide a broad spectrum of data.

In the mine of this study, cemented hydraulic backfill is placed under the form of a slurry at a percentage of solid by weight varying from 50 to 65 per cent. This slurry settles and cures in the stope. During this process an important amount of water must be drained from the scope. Field observations in the case studied here show that the geometry of the drains system has a significant impact on the drainage of the stopes. The mode of filling produces a backfill showing an evident stratification typical of a sedimentation process. In situ observations on this material show that this stratification translates into a very strong heterogeneity in the physical properties of the cemented backfill. This heterogeneity should affect the hydraulic conductivity of the backfill in the scope. In order to study this aspect, finite element simulations were performed. This paper presents the results of these simulations, where the impact of this stratification on hydraulic conductivity is related to the performance of the backfill drainage system for various geometry. This preliminary study is aimed at providing a better understanding of the role of the drains in the dewatering process of the backfilled stope in the case of this Mine.

The latest downturn in the world’s metal prices has forced many mining companies to focus on cost reduction and productivity improvements to remain competitive. Maintenance represents a significant part of the overall operating costs in the mining industry. A structured, proactive maintenance approach, such as reliability-centered maintenance, can achieve cost reductions and productivity improvements. Remote condition-monitoring systems are becoming commonplace because they have the potential to identify problems before failure. Detection of equipment degradation before failure will enable repairs to be scheduled, thereby reducing costs and interruptions to production. The mining industry is in the midst of uncertain times. Decreasing commodity prices, demand, head grade and capital availability along with increasing environmental requirements have put pressure on mining companies to significantly reduce costs to maintain short- and long-term viability. Corporations are looking at expansion, merger/consolidation and financial/hedging programs to achieve these cost reductions. Mines are reducing costs by eliminating all but essential expenditures, increasing production levels, reducing overtime and investing in new technologies.

I WILL begin this presentation by citing the annual per capita use of copper in Canada. This is best calculated by taking refinery domestic sales, plus imports of the products of foreign fabricating mills (very little refinery copper is imported), and deducting the exports of Canadian mills. No attempt has been made to estimate the copper content of imports or exports of machinery, motors, etc., but the trade balance here is probably against Canada. In any event, we find that, though varying somewhat since the war, the estimated yearly per capita figure has reached a high of 18 pounds. This is practically on a par with the United States. The rest of the world uses an average of about 2 pounds per capita, yearly, though this includes some countries, such as Sweden, Germany and England, which consume much better than average quantities. It looks, therefore, as if the Canadian copper industry has not (as has been generally charged) been asleep after all.

Pre-concentration of precious metal and base metal ore types is becoming more relevant with the discovery, development and operation of many lower grade deposits around the world. The fluctuations in metal prices expose many mines to risks especially dealing with low and variable ore grades.Pre-concentration, the process of concentrating the valuable metal into a smaller mass yield, effectively results in the introduction of higher feed grades to milling circuits. Gangue Rejection, the removal of lower S.G. waste rock from the circuit not only results in higher downstream grades but also potentially removes harder, non-valuable mineral, providing significant power savings within the circuit. The pre-concentration or ‘gangue rejection’ process offers a number of benefits when considering the treatment of marginal ore deposits, especially if it can be performed at a coarse crush size; these benefits include a reduction of the operating costs and the feed of more metal units to the mill.Gekko Systems has effectively utilized the Inline Pressure Jig (IPJ) to pre-concentrate the valuable metal, achieving high primary recoveries into a range of mass yields resulting in upgrade ratios between 2 and 10 times.This paper explores the benefits of pre-concentrating ‘marginal’ ore deposits prior to the milling circuit; the selective rejection of ore types that may affect either the recovery or comminution process, and also looks into the potential to effectively reduce the ‘cut-off’ grade when considering the mine planning process. One very important aspect of mining is deciding what material in a deposit is worth mining and processing, versus what material should be considered waste. This decision is summarized by the cut-off grade policy. The cut-off grade strategy for an open pit mine influences the annual cash flows and affects the net present value of a project. The optimization of cut-off grade strategy requires the knowledge of detailed operational costs, mining sequence, mining operation, processing, and product constraints, as well as the grade distribution of a given deposit defined by pit, phase, and different material types. Cut-off grade optimization algorithms have been developed in the past. The most common criteria used in cut-off grade optimization is to maximize the net present value (NPV). This paper describes the determination of a cut-off grade strategy based on Lane?s algorithm adding an optimization factor based on the generalized reduced gradient (GRG) algorithm to maximize the project?s NPV. The introduced algorithm is a windows based program developed at Virginia Tech that is based on a series of Visual Basic routines within a spreadsheet environment (Excel).The benefits of the methodology are demonstrated using a hypothetical case study. The Galena mine is located astride the Polaris fault in the Coeur d'Alene district of northern Idaho. The surface installations are about a mile up Lake Gulch, the mouth of which is about 2.4 km (1 112 miles) west of the old town of Wallace. The mine had its beginnings when the first claims were located in the early boom days of the district in the 1880s and when the first underground ore bodies were opened up in 1917. During the ensuing 14 years, ore was mined from which were recovered 5.4 Mkg (12 million lb) of lead and almost 14.2 Mg (112 million oz) of silver. Workings consisted principally of a vertical shaft from surface to the 800 level and an offset underground shaft to the 1600 level, together with extensive lateral openings. High-grade silver-copper ore was discovered near the Silver Standard fault in the Sunshine mine, a few miles to the west, on the 1700 level in 1930. By 1937, the Sunshine and adjacent mines were producing silver-copper ore on a regular basis. In 1943 additional ore of a similar type was found along the Chester fault, to the east of the principal Sunshine workings. The interest of American Smelting and Refining Co. (renamed ASARCO in 1975) was aroused and the company's geologists determined that the Galena mine, idle since 1931, provided a geological environment in which similar ore might be found. After negotiations were initiated with the owners of the property, Callahan Zinc-Lead Co., the property in question was deeded to Callahan's wholly owned subsidiary, Vulcan Silver-Lead.

The high cost and limited flexibility of modern longwall systems has resulted in the need for mine engineers and geologists to predict possible adverse mining areas ahead of mining and to then design and implement suitable ground control solutions in a timely and cost effective manner. Therefore, over the last 30 years, geo-technical evaluations for coal mine planning and development have advanced from a minor afterthought to an important part of today?s successful, high capacity, longwall mining operations. The latest iteration in this progression of improved analysis for predicting future mining conditions is a computer-based Stability Mapping System developed by West Virginia University. This system is designed to allow the mining engineer and geologist to effectively combine the mine geologic characteristics, stress influences, and structural features into an integrated stability map for use in mine planning and support design. This paper details the application of the stability mapping system to Bowie Resources, LLC, Bowie No. 3, multiple-seam longwall coal mine. At this mine, the prediction of adverse mining conditions using the stability mapping system allowed management to accurately adjust their support densities and operational procedures, and to successfully mine through difficult conditions safely and successfully.

THE most common difficulty faced by an engineer or mine operator when opening a new property in a new field is the lack of roads and of cheap transportation. This one item often swings the balance of success or failure in starting a project. In Alaska, as elsewhere, such problems are more or less serious. In the boom days around the Valdez district, as well as in other parts of this territory, freighting was accom¬plished by dog teams or horses, or even by men that were willing to put their shoulders into harness, because there were virtually no roads. More important, there was only one time when supplies could be transported, and that was when there was suffi¬cient snow on the ground following a heavy wind. Then, and only then, could one depend on the snow to support horses and sleighs, and be sure that the gulleys, streams, and crevices in the glaciers were filled with snow to avoid pitfalls. The Federal Government, as the largest lessor of oil and gas lands in the United States, is vitally interested in the conservation of those resources. This manual has been prepared at the direction of the Secretary of the Interior to call the attention of lessees of public oil and gas lands to the most common oil and gas field wastes and the best methods of preventing them; to outline the policies of the Interior Department on field operations; and to give information as to how the "Operating Regulations" of the department will be interpreted by the Bureau of Mines. The oil industry has progressed steadily. Present operating methods are much more efficient-and less wasteful-than those of a few years ago; moreover, the art of producing oil and gas is continually advancing. Public interest requires that improved methods, which will result in obtaining the greatest possible amounts of oil and gas from the natural deposits, shall be developed and used. Part I of this manual points out types of oil and gas wastes and suggests, in detail or by reference, the most practical and effective methods in current practice for stopping these wastes. Throughout Part I the department's operating policy is given, with interpretations of the "Operating Regulations" for enforcing every practical measure of conservation. Part II comprises the revised "Operating Regula-tions" which supersede all previous regulations and will govern future operations on public lands; it will be found in the pocket in the back cover of this bulletin.

The performance of the V-Day Mine near Danville, Illinois has been evaluated from data extending over about a 20 year period. The area included in this study involves over 16 acres. Essentially this entire area has progressively subsided. Extensive data has been collected on the geologic and mining conditions, the subsidence movements, as well as on the response of the surface structures to the subsidence. In this paper a detailed summary of the site conditions is given, and the mechanics of progressive failure of the studied room and pillar mine is postulated. These progressive long-term failures of the V-Day are then compared to other similar mine failures in Illinois. Some overall, but tentative, long-term strength evaluations are presented as well.

Computer assisted mineralogical examination equipment, new generations of mass balancing programs, and simulation programs will also be discussed.

Asbestos crystallizes within rock formations undergoing intense deformation characterized by folding, faulting, shearing, and dilation. Some of these conditions have prevailed during formation of the taconite iron ore deposits in the eastern Mesabi Iron Range of Minnesota. This range includes the Peter Mitchell Taconite Mine at Babbitt, Minnesota. The mine pit is over 8 miles long, up to 1 mile wide. Fifty three samples were collected from 30 sites within areas of the pit where faulting, shearing and folding occur and where fibrous minerals might occur. Eight samples from seven collecting sites contain significant amounts of ferroactinolite amphibole that is partially to completely altered to fibrous ferroactinolite. Two samples from two other sites contain ferroactinolite degraded to ropy masses of fibers consisting mostly of ferrian sepiolite as defined by X-ray diffraction and TEM and SEM X-ray spectral analysis. Samples from five other sites contain unaltered amphiboles, however some of these samples also contain a very small number of fiber bundles composed of mixtures of grunerite, ferroactinolite, and ferrian sepiolite. It is proposed that the alteration of the amphiboles was caused by reaction with water-rich acidic fluids that moved through the mine faults and shear zones. The fibrous amphiboles and ferrian sepiolite collected at the Peter Mitchell Mine composes a tiny fraction of one percent of the total rock mass of this taconite deposit; an even a smaller amount of these mineral fragments enter the ambient air during mining and milling. These fibrous minerals thus do not present a significant health hazard to the miners nor to those non-occupationally exposed. No asbestos of any type was found in the mine pit. © 2007 Elsevier Inc. Within the first full year of BarrickÆs Cowal Gold Mine operation, the Lake Cowal Foundation Limited (LCF) has already been delivering results consistent with its goal to protect and enhance the natural environment of Lake Cowal and its catchment area. The LCF is a non-profit Environmental Trust established in June 2000 in conjunction with the development consent process for the construction of BarrickÆs Cowal Gold Mine. Its primary goal is to protect and enhance Lake Cowal, a nationally significant ephemeral wetland located 350 km west of Sydney, New South Wales, Australia. Significant concentrations of water birds visit the lake and the Australian Heritage Commission listed Lake Cowal on the Register of the National Estate in 1992. The LCF is managed by a Board of Directors from representative member organisations including the Total Environment Centre, National Parks Association, Nature Conservation Council and Barrick Australia Limited. Although largely funded by Barrick, the Foundation also attracts external funding and works in partnership with a diverse range of other groups and organisations, beyond the mine fence. The total value of currently approved projects is estimated to be in excess of $7.1 million, which includes æin-kindÆ contributions made by the local community and in particular the Lachlan Catchment Management Authority (LCMA) and local farmers. To date, LCF has been involved with the development and implementation of 30 projects with a total of 34 project partners. LCF has worked with over 60 landholders to improve Lake Cowal and its catchment, with 6180 ha of land now being managed for conservation or sustainable farming in the local area. Many landholders have been, or are involved in property planning or participating in other training opportunities. Sustainability of LCF programs and outcomes will be assured by commitments to projects within four key themes: conservation, research and research support, sustainable farming and community education and training. The LCF works independently from the mining company and has no responsibility for the environmental management within the mining lease. It is about capitalising resources generated by the mine to enhance environmental outcomes in the wider Lake Cowal catchment area by working collaboratively with the local community, industry and government authorities to ensure the long-term protection of a unique wetland ecosystem affected by landscape scale degradation.
