With the passage of the Surface Mining Control and Reclamation Act (SMCRA), and the implementation of state permanent programs, underground coal mining operations are for the first time subject to government regulations regarding subsidence. These regulations now and in the future will directly affect the manner in which mining companies mine their coal. Since the promulgation of the original final regulations by OSM, numerous changes in those regulations have been made and many additional changes are pending in the near future. This paper will discuss state and federal approaches to regulating underground coal mines and examine issues surrounding future subsidence regulations.

Commodity price down cycles are a fact of life in the mining industry. And companies pre-pare for them as best they can. Evenso, operations are still curtailed or closed during those cycles, profits shrink, layoffs are inevitable and many companies do not survive. However, one of the few good things that occurs during down cycles is the new, innovative exploration, mining and processing technologies that come about during hard times. To survive the lean times, the mining industry turns to improved technology to decrease costs and hold the bottom line. And, because mining is a cyclical business, each down cycle brings about technology improvements that carry over into the good times.

"The design, construction and commissioning of Kiena Gold Mines Limited's new mill was completed in 15 months ending in September 1984. Rated at 1250 tonnes per day the mill incorporates the latest innovative technology such as semi-autogenous grinding, carbon in pulp, pressure stripping and induction furnace refining. The mill is housed in a pre-engineered building with the leach tanks and thickeners located outdoors in spite of the intense winter cold. 1.0 INTRODUCTION AND HISTORYThe operations or Kiena Gold Mines Limited are located in Dubw1sson Township, approximately 10 Km west of Val d'Or, in the Abitibi region northwestern Quebec. Comprised of 59 mining claims covering 1214 hectares, a large portion of the mining property is overlain by the waters of Lac de Montigny. Sometime between 1911 and 1914 Barney Parker discovered gold in a shear zone on an island in Lac de Montigny that now bears his name. The first shaft the Parker Shaft, was sunk in 1936 from the island to a depth of 136 meters but owing to the known veins being of limited extent and the onset of the Second World War operations were terminated in 1940. In the early l960 1 s exploration drilling indicated an orebody of 4,500.000 tonnes at 6.3 grams of gold per tonne. A causeway was built to link the island to the mainland in 1963 and a new 3 compartment shaft was sunk to 403 metres. The orebody was further delineated and the ground conditions within the orebody and surrounds were evaluated.At the end of 1965 the property was placed on a care and maintenance basis as a mining operation would be marginal with gold selling at $35 per ounce."

Recent advances in GPS, machine guidance technology and telemetry allow an unprecedented level of control of surface mining operations. GPS technology can now locate the bucket of a shovel or the blade of a dozer within 50mm (2 inches).Some of the outcomes possible are: precise selective mining – even when the ore is visually indistinguishable from waste: tracking grade and tonnage of every ore parcel through the mine: real time productivity monitoring: detailed post accident safety analysis: tracking the movements of every piece of equipment. This paper will consider the contribution that GPS based machine control systems can make to ensuring that surface mining projects deliver the outcomes promised in the feasibility studies. Case studies of installations are presented.

Copper ores are widespread through the Lachlan Geosyncline in New South Wales, but the size of the orebodies is generally small. The largest deposits occur in the Cobar district where an iron-rich copper ore type has been developed in Silurian sediments. Similar de- . posits to the south in the Nymagee-Mt. Hope-Melrose districts are related to quartz feldspar porphyries of probable Upper Silurian age. Deposits to the east in the Tottenham-Girilambone districts are less complex mineralogically and are possibly related to an ultra-basic source.Copper mineralization in the Highlands further to the east is often developed in Ordovician andesite or MiddleUpper Silurian acid volcanic sequences. The deposits in andesite contain considerably less galena than those in the acid extrusives; a small proportion of the mineralization in the latter has texture, mineralogy, and geologic setting analogous to the Captain's Flat copper-Iead-zinc deposit, for which both syngenetic and epigenetic origins have been proposed. Very little copper mineralization occurs within granitic material, even though rocks of this type ranging from Silurian to Carboniferous in age crop out through much of the geosyncline, and the extent of the metal contribution from plutons to the deposits in volcanics is open to question. Numerous deposits are known in the contact zone around Mid-Devonian and Mid-Carboniferous granites, however, and the formation of these orebodies has undoubtedly been influenced by plutonic activity. Small occurrences of copper with associated minor nickel sulphides are developed in a narrow serpentinite belt of possible Lower-Middle Devonian age in the southern section of the Highlands.

Six simulations by the Mpnte Carlo method employing both classical and geostatistical techniques are presented for the determination of the probability distribution of the in situ value of a coal seam. To avoid the problem of qualitative estimation of parameter variability in the calculation of an arbitrary seam value, only data values from borehole information were used to quantify the variation in four coai seam parameters.The method which is suggested as being the most appropriate is a particular geostatistical approach that employs the best linear unbiased estimate and the error of estimation for a number of two dimensional blocks. The results indicate that the variance of the coal seam unit value may be much higher than that indicated by the classical approach because of the spatial variability that is properly incorporated in the geostatistical approach.The model used in the Monte Carlo simulation to determine the economic value of a coal seam can be extended to incorporate all those parameters which are necessary for a true estimation of the probability distribution of the coal seam value. A time value concept for discounting can also be incorporated to optimize the economic return of a coal mining project.

CODELCO is considering the implementation of high-density tailings management at the Chuquicamata mine in northern Chile for its long term disposal plan. To achieve this, CODELCO commissioned the design, construction, and operation of a 70 t/d pilot plant, fed by existing tailings. The testing programme was completed in May 2011, and consisted of laboratory rheological and characterization assessments, pipe loop testing, beaching trials, and analyses of deposition behaviour for solid contents ranging from 57?68% (w/w). This paper describes the characteristics of the pilot plant, the testing programme, the beach trial analyses, and the resulting beach profile predictions based on the stream power theory. CODELCO also used other predictive beach slope methods, such as the equilibrium slope concept, which are not discussed in this paper. The final beach profile for design will be selected after an expert analysis of all methods has been completed.

N order to attempt to arrive at a better under-Jl standing of the whole basic problem of sintering, these remarks will serve as an introduction for discussion that is included and will, perhaps, help to isolate specific questions which need to be answered or to suggest some definite avenues of investigation which should be followed. To bring some sort of logical order into the presentation, I will consider the various types of interaction between the metal to be sintered and the atmosphere which surrounds it, depending upon whether the phenomena are essentially chemical or physical in nature. For example, when the only necessary criterion for the satisfactory sintering of a certain powder is the removal of an oxide skin, then the problem of choosing a suitable atmosphere is primarily chemical; however, if a special surface condition as a consequence of the oxide skin removal is necessary for particularly effective sintering, then the problem becomes a physical one. Of course, the two aspects overlap considerably, but it may be possible to make a distinction in principle if not in practice. The chemical characteristics of the phenomena will be emphasized, since these are the better known. Metal-gas reactions involved in sintering are controlled primarily by the thermodynamics of the processes involved. In which direction will a reaction go and how far before it stops? The answer is to be found in the magnitude of the free energy change associated with the reaction. If a constituent is to be removed from the specimen as completely as possible or if a constituent is to be formed in the specimen as completely as possible, then one chooses conditions which are far from equilibrium so that the reaction is driven toward completion. On the other hand, if the composition is to be maintained at a desired value, then conditions are adjusted as closely as possible to the equilibrium point. This aspect of the problem is susceptible to quite precise analysis, provided, of course, that the significant reactions can be recognized and the required thermodynamic data are available. Conversely, if one asks how fast the reaction goes or how far it proceeds in a given time, the answer is frequently much more difficult to answer in quantitative terms. Yet the rate-con trolling factors of the reactions may be of primary importance in the success of a particular operation, especially where competing processes are at work. Both equilibrium and rate factors must be understood if a clear picture is to be obtained. For instance, in a process for carburizing titanium dioxide, is the difficulty of obtaining a stoichiometric Tic due to a true limitation of the equilibrium or simply to a very slow rate of reaction? An example of this appears in the work of Kalish and Mazza.' They showed that the oxygen content of sintered iron compacts was lower when sintered in pure hydrogen than in the case where the hydrogen was diluted with either argon or nitrogen. The equilibrium oxygen content of the iron would be the same in the two cases, since it is determined by the ratio of the partial pressures of water vapor and hydrogen and this pressure ratio is unchanged by dilution. The rate of oxygen removal, however, under the conditions of a constantly replaced furnace atmosphere, depends upon diffusion and thus upon the concentration of hydrogen in the furnace atmosphere. Possibly the clearest way to illustrate the interplay of these two factors is to consider in more detail some of the typical metal-gas reactions. An analytical procedure is presented for evaluating the stresses in linings of bored tunnels caused by kinematic soil-lining interaction. Three cases of interaction as produced by the following conditions are treated: (1) relaxation of in situ soil stresses near a lining following its installation; (2) overburden pressure at the soil surface; and (3) free-field soil response resulting from an earthquake. Non-dimensional formulas and graphs resulting from parametric studies are presented for practical tunnel design applications. The procedure is applied separately to a steel lining and a concrete lining for a site located at the lower end of Market Street in San Francisco through which a BART (Bay Area Rapid Transit)tunnel passes.

The Red Dog Mine is the world’s largest zinc mine. It is located 145 km (90 miles) north of the Arctic Circle in northwest Alaska on lands owned by the Inupiat Eskimo organization called the Northwest Alaskan Native Association (NANA) Development Corp. NANA acquired surface and subsurface title to this resource as part of its settlement lands under the Alaska Native Claims Settlement Act. In 1982, NANA entered into a lease agreement with Cominco. Cominco is an international mining company focused on zinc. It built and operates the Red Dog Mine. NANA’s principle objective in the development of the mine was to have it contribute to the development of sustainable communities within their traditional region. This meant creating job opportunities in a modern economy while preserving the traditional subsistence lifestyles. Preservation of their culture, language and traditions are as important to the NANA people today as they were in the past.

The worldwide association of low-sulfidation epithermal gold mineralisation, bimodal rhyolitic-basaltic volcanism and rifting is confirmed in New Zealand. In the currently productive Coromandel epithermal-gold province reported Ar-Ar dating of adularia from low sulfidation deposits falls into two groups at 6 and 7 Ma. Bimodal rhyolitic-basaltic volcanism has been reported to be K-Ar dated at 9 to 7 Ma and 6 to 5.5 Ma. Epithermal gold mineralisation in Northland is spatially associated with bimodal basaltic-rhyolitic volcanism, with rifting cogenetic with that in the CVZ. The Taupo Volcanic zone (TVZ) is sufficiently young that the presence of a segmented rift with recent bimodal rhyolitic-basaltic volcanism can be genetically associated with epithermal gold mineralisation, which occurs as both fossil occurrences and in active geothermal fields. This reinforces the known potential prospectiveness of the Coromandel area and increases that of Northland and the Taupo Volcanic Zone.

"INTRODUCTION The character of mine drainage from areas of low pyritic coal3 and from average pyritic coal4 has been investigated, and to complete the study it seemed desirable to select a number of mines situated in high pyritic are as to determine whether or not this variation determines the relative acidity of drainage from mines operating in these characteristic coal fields. Advantage has been taken of some worked on in 1918 by Henry Leighton 5, then Professor of Economic Geology, University of Pittsburgh. He visited and has reported certain areas of high pyritic coal which we also visited during this study. Many of the mines were found to be idle in 1930 and a few were caved shut, apparently for several years. However, samples of the outflow from all mines visited were collected if possible and analyzed, and some general information was gathered for each mine. Until 1956, drill and blast was the only way to excavate rock. In that year, a tunneling machine using disc type cutters economically bored a small Toronto tunnel. Its amazing 105 ft/day set a new world record and set the stage for a new industry. The Disc Cutter Role in Excavation Mechanical excavation of hard rock is by now deeply ensconced in the heavy civil construction industry. All over the world, from the Swiss Alp Melange to Hong Kong Granite, to New York Gneiss, huge Tunneling Boring Machines (TBMs) create transportation, water and sewer tunnels. Powerful machines, boasting as much as 6000 hp, bore through rock, excavating in excess of 1400 tons per hour. The tool that makes this tunneling phenomenon possible is the single blade, rolling disc cutter. These hardened steel discs, from 15 1/2 to 19 inches diameter are arranged on a rotating cutterhead, to cut concentric circles in the rock. As the machine is propelled forward under great pressure, rock below each cutter is crushed. But the efficiency of the cutterhead is derived from the science of cutter spacing (distance between cutter paths). The majority of the rock excavated is not crushed, but flakes off in chips and chunks. No pick, tooth, or drag type cutting tool can duplicate the performance of a disc cutter. The economic use of drag type tools is limited to as low as 5,000 psi UCS rock strength in massive formations. In weakly bonded, foliated rock, drag tools do better, but are still limited to rock generally less than 15,000 psi.

The use of column flotation cells for recovery of phosphate is becoming more common practice in certain parts of the world (Brazil, Russia) where igneous phosphate ores are processed. Igneous phosphates are generally finer grained (< 200µm) than some of the traditional sedimentary phosphates (<400µm). Australian phosphate from the Georgina basin is sedimentary, but has a much finer grain size (typically < 106µm) than similar deposits in North Africa and the USA.In 2013, Arianne Phosphate completed a bankable feasibility study for the development of their igneous phosphate deposit at the Lac a Paul site in Quebec. Initially, lab test work and bench scale piloting indicated that using traditional mechanical flotation would be able to produce adequate concentrate grade and an economic level of recovery, but would necessitate the installation of a complex and operationally challenging flotation circuit. Later pilot plant testing using column cells resulted in a significant reduction in process complexity and facilitated the processing of the -20µm ore fraction which resulted in a 10% increase in P2O5 recovery and a 5% increase in concentrate grade %P2O5.Flotation column testing achieved a concentrate grade of 38.6% P2O5 at a P2O5 recovery of 90%. Using a mechanical flotation cell circuit, the concentrate grade was 36.4% P2O5 with a P2O5 recovery of only 78.8%. A noticeable feature of the testing was the simplicity of the column flotation circuit configuration (Rougher + 2 stages of cleaning + Cleaner Scavenger) compared to the mechanical flotation cell circuit (Rougher + Scavenger + 3 stages of cleaning).The financial benefit for this case study was estimated using a sales price of US$ 195/t FOB for a 38.6% P2O5 product, and an assumed cost of production of US$ 95/t, the netback price is calculated at US$100/t. For a daily milling rate of 55,000t/d, the improved flotation performance provides additional concentrate production of 1,203t/d. Using the netback price calculated above, this calculates to additional gross profit of US$ 120,260/d.Annualised, this equals US$ 40.7 million in additional revenue for a similar or reduced CAPEX.The use of column flotation on fine grained phosphate ore types often requires fine grinding and desliming to liberate the phosphate value, such as the Australian sedimentary phosphate ores. This may enable the development of deposits previously regarded as uneconomic.This paper discusses the potential benefits available to operators, and developers of new projects, for the use of column flotation cells in their metallurgical circuits as assessed by an engineering company.CITATION:Wingate, E, Kelahan, M, David, J-S and Bartsch, L, 2015. In response to numerous requests for information as to the status of internal-combustion mine locomotives of the Diesel type that use heavy or non- volatile oil for fuel, with special reference to their safe use in coal mines, the United States Bureau of Mines is issuing this report. Data mere obtained, on application of such locomotives to cod mining only in Belgium, France, Germany, and Great Britain. The locomotives are used in coal mining in other countries, as well as in potash, iron, and other kinds of mining, but their chief development has been in coal mining in Germany, France, and Belgium. Recently popular interest in the Diesel type of engine for motive purposes was aroused in this country by the successful application of Diesel engines to railroad locomotives hauling fast transcontinental trains, and, according to published statements, at a low cost of fuel per mile of run.

"INTRODUCTION Sheet mica is one of the most important minerals in modern industry. It is used in many kinds of electrical devices, and up to the present time no satisfactory substitute for it has been developed. It is necessary for the successful operation of airplanes, ships, motor vehicles radios, and radar equipment. Early in World y r II, the Array and Navy, foreseeing the need for conserving the stock of sheet mica on hand and realizing that imports from India and Brazil were falling off, had strategic mica placed on the critical war-materials list.Examination and exploration by the Bureau of nines indicated that there probably are large undeveloped deposits of mica in Alabama, some of which are near the surface and others at greater depth. The quality of most of this mica is high.During World War I, Alabama mica producers added materially to domestic production, but after 1920 virtually all of the mines closed end miners scattered. During World War II, when imports from India, Madagascar,Brazil,,other foreign sources were reduced, sometime was required for Alabama to act into production. Operators began to produce small quantities in 1942.The Colonial Mica Corporation was created by the Government during 1942 to buy Mica for the Metals Reserve Company, end later Colonial was made sole buying accent for strategic mica. About this time the Bureau of Mines estab¬lished the graphite field laboratory at Ashland, Ala. Samples of mica wore submitted for examination, and advice was requested by property owners and mine operators. This continued during 1943, when as many as 400 visitors a month called at the Bureau's Ashland field laboratory."

Accurate evaluation of stress and geological conditions is critical to ground control design in underground openings. For a slope entry, the problem is more difficult because a slope will transverse through many different types of strata. Over the past three years, Keystone Mining Services, LLC, an affiliate company of Jennmar Corporation, has developed a new methodology designated the ?Stress, Geologic, and Support Design System (SGSsm)?. This patent pending method analyzes the stress, geology, and support design for a mine slope. It has been successfully applied in various new slopes across the United States. This paper will detail the main concepts of the methodology including: (1) Analysis of stress and geology and identification of strong, fair and weak zones along the slope; (2) Primary and supplemental support design; (3) Long term support design in the form of steel square sets or arches, and (4) Validation of the support design utilizing advanced finite element computer modeling.

"The dry grinding and leaching circuits of Barrick Gold’s new Roasting Facility at Goldstrike Mine in Nevada, USA incorporate well proven technologies in a unique combination. During the design of the plant, every effort was made to utilize the best available technologies from the perspective of capital, environment and operating costs.Crushing is a two stage process using gyratory and cone crusher. Ore is stockpiled and then reclaimed to two parallel dry grinding mills. The double rotator dry grinding mills include a drying chamber, coarse and fine compartments and utilize a gearless motor drive (GMD) or “wrap-around”. In-circuit product transfer is accomplished with air slides and bucket elevators. Finished product separation is performed by both static and dynamic classifiers with the final product captured in baghouses. Recycle of unfinished product utilizes cascade chutes.The final ground product reports to two 2000 ton roaster feed silos. The two-stage oxygen flu-solids roasters with their associated gas train are the subject of a separate paper.The cyanide leach circuit is a standard carbon in leach system with circular swept screens for interstage carbon retention. The loaded carbon is sent to the existing Goldstrike autoclave plant for stripping and regeneration. Tails, after cyanide destruction, are deposited in the existing tailings dam with tails from the autoclave facility.Throughout the circuit, Clean Plant Design criteria were used to assure environmental compliance, ambiental acceptability and ensure worker health and safety. The commissioning and operation of the double rotator grinding technology has been very successful at Barrick Goldstrike."

The history of mining is rightly proud of its achievements in improving productivity and cost improvements over the years. No matter what measure is used, tonnes per manhour, cost per tonne, etc vast improvements have been made over the last hundred years. In fact over the last ten years in Australian coal mines raw coal output per employee has increased by 60 per cent. When one examines why these improvements have taken place the principal reasons have been technological advancement in mining equipment, excavator and dump truck capacity increases, longwall and continuous miners continually improving in reliability and size. Of course all these improvements are correlated to an increase in capital cost. Even with the above-mentioned advances the pressure for increased performance is as strong as ever. The international mining and mineral-processing sector is currently operating in a recessive market with some traditional commodities, eg gold trading at 20 year lows. During recessive times senior management will demand greater returns on capital employed: the obvious choices being reducing costs or increasing throughput. In addition, head office environments will often place a capital freeze on operational management so the opportunity to take advantage of technological change is not available. The challenge is, therefore, to increase throughput and cut costs without the need for capital. The answer is to optimise the existing labour and plant. If done systematically a result in productivity improvement, in our experience, as high as 45 per cent can be achieved with the average across South East Asia and Australasia being 21 - 23 per cent. The intention of this paper is to present a systematic approach to labour and machine utilisation thereby gaining the greatest possible return on the existing capital base.
