"How Wall Street Darling Molycorp Undermined the U.S. Economy, Degraded our National Security and Distorted the Global Economic Balance and How These Falsehoods Continue to be Promoted Even Today INTRODUCTION & SUMMARY In 2007 the Molycorp Mountain Pass rare earth mine was resurrected from its desert-grave in California by its then-owner Chevron Mining. Responding to elevated rare earth prices Chevron began processing on-site rare earth concentrates left over from past mining operations that were terminated in 1998i. Chinese demand had sparked what was being described as a commodities super-cycleii. Commodity prices were on the move. Wall Street smelled opportunity. In 2008 Goldman Sachs, Pegasus Partners, Resource Capital Funds, Traxys North America LLC and Carint Group LLC acquired the mining assets from Chevron. In an environment of ever-declining ethical standards and regulatory consequences the private capital group and their investment bankers would bring Molycorp to market. Molycorp, with its high powered investment banking team of Morgan Stanley and J.P. Morganiii, easily dominated the contest. Molycorp promoted itself, largely based on its past operating history and proven reserves, as the best company to challenge China’s monopoly control over the production of rare earths: a group of elements critical to most advanced technologies and U.S. defense systemsiv. Most of Wall Street’s hottest investment sectors were dependent on these materials: alternative energy, green technologies, computing, personal communications, advanced electronics and defense systems. By late 2010 there were dozens of prospective rare earth start-up ‘mining companies’ seeking capital. Eventually the number of prospective rare earth mining companies seeking capital exceeded 400, despite the reality that supply requirements of this market were disproportionally small when compared to other natural resource sectorsv. In the world of finance ‘smart money’ picks the winners. Consequently just twovi projects attracted nearly all of the capital (Molycorp and Lynas). Wall street picked Molycorpvii. This paper will primarily focus on Molycorp. By early 2010 the words “Molycorp” and “Rare Earths” electrified many people in the mining industry, most non-Chinese manufacturing technology companies, U.S. & allied defense contractors, technocrats in the U.S. national security community and eager investors across most of the world’s stock markets. It was the hottest story of the yearviii. The financial, technology and defense press coverage verged on euphoric: heaping fuel on fuel until the highly combustible Molycorp-pyre cast a long shadow over all of its rivalsix. When the IPO match was lit the spectacular flaming pyre sucked all of the oxygen out of the rare earth spacex. Molycorp was ranked the most lucrative IPO of 2010, resulting in record breaking profits to its private investors and massive returns for its early stock holding investors."

The Mercer Clay bed in central Pennsylvania has produced feedstocks for the refractory industry in the USA and has also been investigated as a source of alumina and lithium. Developments in global markets for these commodities, as well as rare earth elements, have led to their classification as critical minerals in the USA, in turn renewing production opportunities for the Mercer Clay resource. The work reported here includes a review of the clay types and minerals involved, as well as past mineral processing and extractive metallurgy test work, and reports new research results from renewed investigation of the deposit as a polymetallic resource. This renewed work has found lithium contents that exceed 1,000 ppm, lying directly below the overlying Mercer coal, where the alumina content ranged from 32 to 34 wt%. Total rare earth concentrations were somewhat lower than have been found elsewhere in the region, and the highest contents were also found to be stratigraphically close to the coal. Further work is required to establish the mineral hosts for lithium and rare earths and to define the extent of enriched alumina, lithium, and rare earth concentrations.

Rock mass discontinuities play a significant role in evaluating the stability of rock slopes. It is necessary to collect and analyze these discontinuities to fully understand the mechanical and deformational behaviors of rock masses. Based on the digital images of some slope faces, this paper proposes a framework based on machine learning for detecting and extracting discontinuities. First, digital images and photo poses are combined, the original scene is reconstructed, and 3D point cloud data are obtained. All captured point clouds can be mapped with each image by the direct linear transformation algorithm. Next, the detection machine learning algorithm is used to segment rock mass discontinuities on 2D digital images. Finally, based on the mapping relationship, the 2D digital images that were segmented are transformed into 3D point cloud data. The geometric parameters of the corresponding discontinuities can be extracted by the DBSCAN and the Skmeans algorithm and the characterization of specific rules. The proposed framework was evaluated utilizing a quantity of slope digital images in the Yebatan hydropower under construction, located in Sichuan Province, China, as a case study. The results illustrate that most deviations are less than 10° for the dip direction and dip angle, which verifies the reliability of the proposed framework and maintains acceptable measurement accuracy.

The purpose of this paper is to provide general information about the bioaccessibility of metals and specific information about the use of bioaccessibility in risk assessments (human health risk assessments [HHRA] or ecological risk assessments [ERA]) and a list of sites where regulatory agencies have approved the use of bioaccessibility data in risk assessment. The memorandum also cites current U.S. Environmental Protection Agency (USEPA) guidance as well as state specific guidance where applicable. BRIEF HISTORY OF METAL BIOACCESSIBILITY TESTING AND METHODS The bioaccessible fraction of a constituent is that fraction that dissolves or desorbs from its matrix (e.g., soil) in the gastrointestinal tract and is available for absorption (USEPA 2007a; ITRC 2011; ITRC 2017). This is different from the bioavailable fraction, which is the percentage of the amount of an element that an organism is exposed to that is absorbed by that organism during a given time under defined conditions (USEPA 2007a). The bioaccessibility factor is the percentage of a metal that is potentially available for absorption and, therefore, is a conservative estimate of the bioavailable fraction since all that is available for absorption may not ultimately be absorbed into the organism’s system. Currently, there are two main techniques for estimating bioavailability of metals within a medium: in vivo animal studies (time-consuming and often cost-prohibitive), and in vitro tests that simulate human, or animal digestion in a laboratory setting. In vitro and in vivo test methods and protocols have been extensively evaluated by numerous researchers (Ruby et al. 1996; Rodriguez and Basta 1999; Sips et al. 1998; Sips et al. 2001; Molly et al 1993; Oomen et al 2002; Kelley et al. 2002; Oomen et al. 2003; Furman et al. 2006; Drexler and Brattin 2007; Basta et al. 2007; Wragg et al. 2009; Wragg et al. 2011; Chaney et al. 2011; Bradham et al. 2015; Bradham et al. 2018). The most recent scientific literature demonstrates that protocols used to estimate the bioavailability of metals to mammals also predict bioavailability of metals to birds as well (Beyer et al., 2016).

In situ stope leaching is an innovative mining system that reduces the surface impacts of conventional underground mining. As in any leaching operation, stope leaching requires hydrologic site characterization and control of leaching solutions. Several tracer tests, using sodium chloride (NaCl) in various concentrations, were conducted by the U. S. Bureau of Mines (USBM) in an underground experimental stope to simulate a leaching environment. The tests were conducted in fractured crystalline rock that was partially saturated. As tests progressed, the surrounding fractures became more saturated. A predominant flow direction away from the stope was found during testing. Testing procedures, preliminary results, and remediation ideas based on field observations are presented in this paper.

Computer simulation models of working mines can be of great benefit to the mining engineer. Such models have been used in mine planning (how many trucks/shovels to have, when to add new equipment, etc.), mine design (should a dispatch system be purchased, where is the optimum location for mine equipment, etc.). A simulation model can be thought of as a dynamic representation of the mine and can easily be changed to reflect a wide variety of different situation. Often a major problem for the engineer is how to present the results of the simulation study. Using PROOF(R) animation it is now possible to interface the results of the simulation and project them onto a computer screen in cartoon fashion.

Rhenium is primarily recovered as a byproduct from molybdenum roasting circuits. However, rhenium is also present in copper heap leach solutions at very low concentrations, and this represents a potential new rhenium source. Freeport-McMoRan (FCX) has developed a new process using carbon adsorption followed by ion exchange or solvent extraction to concentrate rhenium from less than 1 ppm to 15 g/L. The product is compatible as a feed to an existing rhenium processing plant. A pilot plant operated at Freeport-McMoRan?s Sierrita Mine has demonstrated the technical and financial feasibility of this new process. Copper heap leaching dissolves more than just copper from the copper ore. Several metals can be identified in leach solutions at concentrations of financial interest, rhenium in particular. Rhenium spot prices ranged from a yearly average of $1,070/kg ($483/lb) in 2005 (Magyar, 2008) to $10,400/kg ($4,706/lb) in 2008 (Polyak, 2013). The spot price in September 2013 was approximately $3,000/kg ($1,357/lb) of rhenium (Metal Bulletin, 2013). Several facilities at Freeport-McMoRan have very low rhenium concentrations in their copper leach solutions, ranging from 0.1 to 0.7 mg/L. The large quantity of solution available, if coupled with an attractive rhenium price, means that the rhenium contained in leach solutions may represent a significant value if a method of extraction could be developed. Testing has confirmed that rhenium adsorbs onto activated carbon much more selectively than other metals in the pregnant leach solution (PLS). A 100-gpm pilot plant was constructed to verify the lab-scale results on a larger basis and establish operating parameters for a full-scale operation. This report summarizes the initial technology development and pilot plant operation.

Due to the unbalanced top coal drawing process, the recovery ratio is low, and the equipment stability is poor in the longwall top coal caving mining (LTCC) with an inclined seam. Aimed at these problems, this paper proposes the dynamic group caving method (DGCM). The basic procedure is that when the drawn volume of top coal from a support reaches about half, the next support begins drawing top coal, and the drawing process between the two supports is half done. Taking the panel no. 8103 in Beixinyao mine as the research object, the characteristics of drawing body shape, particle movement trace, and variation of recovery ratio are investigated by using Particle Flow Code. Furthermore, the effect of mining-caving ratio on the top coal drawing law under DGCM is revealed by the simulation results, and compared with the single-opening sequence caving method (SSCM) and the doubleopenings sequence caving method, advantages of DGCM are determined in inclined seams. The results show that the drawing body can be divided into the left and the right under DGCM. Specifically, the drawn top coal particles in the left are from the upper part of this support, that in the right are from the lower part of next support, which verifies the correctness of the theoretical analysis. The characteristics of the drawing body shape are more significant when the mining-caving ratio is relatively small. In addition, with increasing mining-caving ratio, the recovery ratio of the panel both increases gradually underDGCMand SSCM.When the miningcaving ratio is less than 1:1, the recovery ratio of DGCM is obviously higher than that of SSCM, indicating that DGCM can greatly improve the recovery ratio. While when the mining-caving ratio is larger than 1:1, the recovery ratio of two caving methods is basically equal; however, the advancing time is significantly shortened under DGCM. This study are of great significance to realize high efficiency and precise caving in LTCC with an inclined seam.

Unfortunately, the term "control" has a negative connotation in the minds of many of our operating plant personnel. Whereas the opposite is true of those associated with research and technical centers in our industry. The magnitude of this difference in opinion and actual experience has often proved to be a major factor influencing the success or failure of process control applications. Through the years, many plant people have endured a number of unsuccessful attempts by "outside" people to "optimize" their plants; and these experiences have proved to have had quite a callousing effect on them. On the other hand, in many plants, successful process control efforts have made firm allies of the operating personnel, and have increased the number of metallurgical people who are well qualified and experienced in process control. The instrumentation industry, computer industry, and the mining industry's ability to quantify what is really happening in our processes have grown and developed rapidly since the first control efforts were made in the 1930's (1). Because of this-,: new control opportunities are becoming increasingly more feasible and older well established ones are becoming even more practical and necessary with regard to the economic s of our industry.

"The International Tunnelling and Underground Space Association (ITA) held its 42nd General Assembly along with the 2016 World Tunnel Congress (WTC) April 22-28 in San Francisco, CA. The event was co-organized by the Underground Construction Association of SME (UCA). This was the first time the event has been held in the United States in 20 years.As cities demonstrate strong needs in tunnels and underground spaces for public transportation, subway stations, hydroelectric infrastructures and other underground infrastructure needs, the WTC 2016 provided the 2,319 attendees from around the world a unique occasion to discover the latest state-of-the art innovations in urban planning and underground construction projects in the United States and worldwide.The Congress, held in lieu of the UCA’s North American Tunneling Conference, included an exhibit that attracted 226 exhibitors in 298 booths. The exhibit had on display the latest in technical equipment and services from some of the largest and best companies in the international tunneling industry. The exhibit hall was also the place where participants were able to interact with the authors of the 168 posters and receive answers to various topics directly concerning civil engineers: innovative procurement processes, cost and risk management, contractual methods, BIM technologies and examples of innovative underground infrastructures built worldwide. "Diesel Particulate Matter (DPM) measurements were taken at Tronox’s Westvaco Trona mine in Wyoming. Both shift-average and real-time monitoring using Elf pumps and Airtec analyzers, were used. The mine’s underground transportation fleet consists of more than 250 diesel-powered vehicles. A vehicle monitoring log tracked fleet usage during the test; logged data consisted of vehicle type, direction of travel, and time. The log was used in analysis to determine the DPM spread rate, of normally operating equipment, in the different entries with respect to vehicle location. Airflow velocity measurements at the stations were taken during the survey. The survey results also identified vehicles with higher emission rates. An ECOM gas and a MAHA DPM analyzer, both located in the mine’s underground emission shop, were used to obtain various vehicle emission rates. The correlation of the workshop and field measurements was investigated with regard to the machine activity, fuel usage and atmospheric conditions. The results were used to identify and execute a ventilation project to reroute 45% of diesel shop air back to intake entries, by interlocking an automated door and a regulator. The result is reduced DPM downstream. INTRODUCTION DPM has been classified as a potential occupational carcinogen by the National Institute for Occupational Safety and Health (NIOSH).The Mine Safety and Health Administration (MSHA) rule governing DPM exposures in metal and nonmetal mines cites total carbon (TC), a summation of elemental carbon (EC) and organic carbon (OC) obtained by NIOSH Method 5040, as a surrogate for determining DPM exposures (Noll, 2006). MSHA personnel use the 1973 sampling criteria outlined by the American Conference of Government Industrial Hygienists (ACGIH) for collecting compliance-based respirable and inhalation samples in metal/nonmetal mines. Instrumentation developments are allowing improved real time monitoring of ventilation parameters. DPM is within the aerodynamic particle size range of the samplers used for respirable and inhalable dust measurements. If a sampler used by MSHA to collect inhalable or respirable dust samples in underground metal/nonmetal mines was used to collect DPM, both the DPM and mine ore dust would accumulate on the sample filter (Noll, 2006). To comply with the requirement and lower the DPM exposure, mines are implementing a variety of control technologies such as emission based maintenance programs where adjustments or repairs are performed on the vehicles (McGinn, 2000)."

Alternating current electrocoagulation (AC/EC) may be an alternative to chemical coagulation in the thickening of tailings in the mineral, coal and petroleum industries. In the current study, ground silica (d50 as received, 20 µm) served as the model tailings solid with characteristically poor settling behavior. Its natural initial settling rate was 1.6 x 10-3 cm/min. This paper discusses the indirect application of AC/EC via aluminum electrodes to the enhancement of the settling behavior of the silica. ?Indirect AC/EC? means that the silica was coagulated upon dispersion in water that had been treated by AC/EC. The effect of AC/EC retention time on settling behavior is examined and the water chemistry is analyzed. Test results show that the initial settling rate of silica was enhanced by a factor of 4,000 at its maximum of 6.4 cm/min, under the conditions employed. Settling enhancement was achieved upon contact between the AC/EC-treated water and the silica, and the enhanced initial settling rate was dictated by the floc size. The aluminum dosage increased with AC/EC retention time, reaching a maximum concentration that was equivalent to 13.1% of that predicted by Faraday?s law. Complex aluminum ions are considered to have adsorbed onto the silica surface and an adsorption mass ratio of 0.3 mg Al/g silica was the most effective in enhancing settling behavior. Owing to pH change or slow kinetics, aluminum hydroxide precipitation did not lower the ion product ([Al3+][OH-]3) below the KSP of 6.3 x 10-32.

Coal production in the United States in 2009 de-creased to 972.8 Mt (1,072.8 million st), according to preliminary data from the U.S. Energy Information Administration (EIA). This is a decline of 8.5 percent, or 90 Mt (99.1 million st) below the 2008 record level of 1.06 Gt (1,171.8 million st) (Table 1). In 2009, U.S. coal consumption decreased in all sectors while total coal stocks increased for the year. Coal consumption in the electric power sector in 2009 was lower by 10 percent, while coking coal consumption decreased by 30.6 percent and the other industrial sector declined by 16.6 percent. The commercial and institutional sector (which prior to 2008 had been called ?residential and commercial?) is the smallest of all the coal-consuming sectors and it declined by 8.4 percent in 2009. (Note: all percentage change calculations are done at the short tons level.) U.S. coal exports fell from the 2008 levels, while coal imports decreased for a second year in a row. The decline in coal consumption during the year was the consequence of the domestic economic conditions combined with the weather in 2009, which resulted in lower demand for electricity. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers, including useful thermal output) in the U.S. decreased in 2009. Coal-based generation also decreased, resulting in a 94-Mt (104-million st) drop in coal consumed in the electric power sector. Coal use in the non-electricity sector decreased by 20.1 percent to a level of 57.9 Mt (63.9 million st). The international coal markets for most of 2009 were reflective of a worldwide economic slowdown. U.S. coal exports and imports both declined for the year. U.S. coal exports totaled 53.6 Mt (59.1 million st). This is a decrease of 20.3 Mt (22.4 million st) from the 2008 level.

INTRODUCTION Conveyor belt fires represent a serious hazard in underground mines. This fact is well understood in most mining countries. The statistical data for Ontario mines (1) indicates that the majority of the conveyor fires occurred at the head pulley of the conveyor belt. The main emphasis for fire prevention and detection should then be concentrated at the drive pulley of the conveyor designed to transport non-combustible material. In the case of conveyor belt fires, it is of utmost importance to detect the hazard at an early stage, when the overheating has not yet reached the ignition point. Thermal noise detection sensors were installed in 1987 at several conveyor sites at Inco mines. PRODUCTS OF COMBUSTION THERMAL DEGRADATION OF CONVEYOR BELT Various investigations on conveyor belt fire hazards have been made in the past (2, 3, 4, 5, 6, 7). Several belt samples (6, 7) were subjected to thermal oxidative degradation. The belts used in these tests were neoprene, polyvinyl chloride and styrene-butadiene rubber (6). About 70 different compounds were identified in the volatile thermooxidative products. As expected, hydrogen chloride was the major toxic product formed, accompanied by relatively low quantities of other toxic compounds such as carbon dioxide, carbon monoxide, sulfur dioxide, carbon disulfide, hydrogen sulfide, benzene, chloroprene, cresols, chloroethanol, formic acid and C8 hydrocarbons. The research investigation (8) performed by the USBM indicated that "smoldering combustibles generate a very low level of CO compared to the level of smoke produced". The cited publication (8), states that, "During smoldering combustion, typical mine combustibles produce about 2.5 times more smoke than CO. As fires develop to their flaming stages, the trend reverses and about eight times as much CO is produced as smoke." The reader is referred to several significant sources of additional information pertaining to emission products that can be found in references (8), (9), and (10). ANALYSIS OF FIRE HAZARDS U.S.A. AND ENGLAND Nearly 15 percent of all underground coal mine fires in the United States involved ignition of conveyor belts (7). In many cases, the fires propagated through thousands of feet of belt entry and created losses in the millions of dollars. Some of these fires consisted of rubber belts. Some involved polyvinyl chloride and neoprene belts that were classified "fire resistant". Typically, a belt fire begins after the conveyor is stopped. The fire is initiated by burning coal dust and grease accumulation around defective rollers or belt drives that have become heated by friction (7). An analysis of 113 conveyor fires (11) showed that 41 originated at the driving pulleys, 32 at the defective rollers, and 40 elsewhere on the conveyor system. The severity of the fire, which can spread along a conveyor road, has been emphasized by the disaster at Creswell Colliery, Derbyshire, on September 26, 1950, when 80 men were overcome and killed by toxic fumes from the fire (12). The fire started from smoldering caused by friction, and developed into a flaming combustion, propagating along the roadway containing the rubber belt at an estimated speed of 40.2 m/s (90 mph), and travelling a total of 650 m (2100 ft) THE INFLAMMATION OF CONVEYOR BELTS THE MECHANISM OF IGNITION Defective operation of a conveyor belt may start a fire in several ways: - Friction of the belt on the drive pulley. - Jamming of a guide roller, and others.

Platinum-group metal (PGM) converter matte from the Stillwater Complex, MT, was subjected to chemical and biological leaching in an effort to upgrade the matte by decreasing the Cu and Ni content. Copper and NL extractions were optimized in a two-stage chemical leach. Atmospheric pressure sulfuric acid leaching removed over 90 pct of the Ni and Fe in the first stage, while 95 to 98 pct of the Cu was removed is the second stage using an acidified cupric chloride leach. This two-stage leach, followed by an elemental sulfur removal step, decreased the weight of the matte by 90 pct. The combined Cu and Ni content was reduced from 65 pct to less than 20 pct, while the PGM content was increased from less than 2 pct to 26 pct. Biological oxidation using Thiobacillus ferrooxidans also proved to be an effective method for removing Cu and Ni. Over 90 pct of the sulfide was oxidized and 99 pct of the Cu and Ni were solubilized, leading to a 60 pct reduction of sample mass during the 17 week bio-oxidation of the Stillwater converter matte. The final residue, after removal of jarosite that accumulated during bio-oxidation, contained less than 3 pct combined Cu and Ni and 6 pct MM.

8.1 INTRODUCTION Under room and pillar mining if the extraction ratio is low, (i.e., < 50%) a pillar can support the overburden without collapse and there will be no surface subsidence whatsoever. In other words, if the pillar sizes are properly determined to support the overburden weight, the roof strata cannot cave and there will be no surface subsidence, provided the entry width is small and properly reinforced so that a continuous roof fall leading to piping or the total collapse of the roof does not occur. Under the prevailing mining conditions in the US if only development mining is em¬ployed in room and pillar mining (i.e., no pillar extraction), the extraction ratio is usually less than 50% and generally no surface subsidence will occur. If pillar mining is employed, surface subsidence may occur, depending on the extraction ratio and the size of the remnant pillars (or stumps) left in the gob. The higher the extraction ratio, the smaller the stump pillars left behind in the gob. As the size of the stump pillars becomes smaller, the possibility of their support¬ing the roof without collapse is smaller. If all stumps are crushed completely, the roof will collapse and surface subsidence will occur. Again, whether surface subsidence occurs, it depends on whether the remaining stumps can support the overburden or not. Therefore, since the weight of the overburden which the stump pillars have to support is proportional to the mining depth, a fixed¬size stump pillar can support the overburden at a shallow depth, but will collapse under greater depths. In this context extraction ratio is not the only parameter for determining whether surface subsidence will occur. Furthermore, during pillar mining a pillar can be cut away in many ways to finally reach the same extraction ratio. Therefore, the safest way to determine whether or not sur¬face subsidence will occur in room and pillar mining is to compare the strength of all stump pillars in the panel of interest with the weight of the overburden that the pillars have to support. If they are too small to support the overburden, surface subsidence will occur. Under normal mining practices the characteristics of surface subsidence profiles vary with methods of mining. In the US there are two types of coal mining methods, i.e., longwall and room and pillar mining. Longwall mining is indisputably a total extraction method, but different percentages of coal recovery are achieved in room and pillar mining. Recovery is much higher for sections with pillar extraction than those without pillar extraction. For those without pillar extraction, coal recovery increases with increasing entry width or decreasing pillar size. For those with pillar extrac¬tion, the total coal recovery depends on the amount of coal ex¬tracted from each pillar which is in turn dependent on the roof conditions and methods of pillar extraction. Bauer and Hunt (1981) analyzed the characteristics of the subsidence profiles due to the three types of mining methods in Illinois. Fig. 8.1 shows the range of locations associated with the following profile features: profile edge, maximum tensile curvature, maximum slope, maxi¬mum compressive curvature, and maximum subsidence. The scat¬ter of the data increases with decreasing percentages of extraction. The profile is much sharper for longwall mining and becomes milder as percentage of extraction decreases; for longwall mining the profile edge is always beyond the opening, while in room and pillar mining it may fall within. The location of maximum tensile strain moves outward, while that of the maximum compressive strain moves inward as the percentage of extraction decreases and the maximum subsidence decreases with decreasing extraction ra¬tio. The general concepts discussed in this chapter may not apply to the entry development sections between two longwall panels where roof caving in both panels are very severe and overlap each other. Consequently, it must be treated differently. 8.2 CASE STUDIES Kohli et al. (1982) described several case studies on surface subsidence due to room and pillar mining with pillar extraction. In one case, the seam was 6 ft thick and ranged from 650 to 800 ft deep. The panel was 720 ft wide (Fig. 8.2) and was developed with seven entries. Each entry was 18 ft wide and the pillars were driven at 88 ft center-to-center between entries and crosscuts. Dur¬ing retreating, two additional pillars (pillars J and K) were devel¬oped, two blocks ahead of the pillar line, to take the barrier pillar, 160 ft wide, between panel No. I and No. 2. Pillar extraction began by taking a central slice across the whole panel, beginning from pillar 0 through J. After that, each pillar was sliced by 6 wing-slices, 3 on each side, leaving 4 stumps, 2 on each side. One of each pair was triangular shaped approximately 6 ft wide by 26 ft long. The other was trapezoidal, 26 ft long by 16 ft and 10 ft wide at the upper and lower bases, respectively. This resulted in a total extraction ratio of 85% within the panel. Obviously the stump pillars were not large enough to support the overburden and col¬lapsed completely. The final subsidence profiles were rather smooth, just like those under total extraction (Fig. 8.3). The max¬imum subsidence on Lines A and B was about 3 ft for an average mining height of 6 ft, but the locations of the maximum subsidence were skewed toward panel No. 1. Along Line D, the central por¬tion was flat-bottomed, but the maximum subsidence was only 2 ft, mainly because Line D was only two blocks from the right-side edge. Notice in every profile there was heaving of as much as 0.3 ft, beyond the edges above the solid coal. In another case (Fig. 8.4), the seam was 6 ft thick under 650 to 850 ft cover. Three panels, 710, 400, and 350 ft wide, respec¬tively, were extracted side by side. The entries were 18 ft wide and the pillars at 88 ft center-to-center between entries and crosscuts. Pillar extraction was practiced the same way as described previ¬ously. According to the mine maps, there was no barrier pillar left between the adjacent panels. Thus after extraction the three panels formed a common gob of more than 1460 ft wide. This was re¬flected in the development of the subsidence profile along the county road. After Panel No. I was mined, the maximum subsi¬dence of 1.2 ft occurred at Monument No. 1. This was increased to 1.6 ft after the extraction of Panel No. 2 and went to a further 1.8 ft after the extraction of Panel No. 3. The final maximum subsidence of 4.3 ft occurred at Monuments No. 6 through No. 8, while the remaining portion of the county road showed rebound. However it must be noted that the subsidence profiles were rather bumpy and fluctuated, perhaps an indication of the irregular stump pillars that were left and crushed at various time after mining. An existing mining company plans to extend their surface coal mining operations in central Pennsylvania. Although the proposed site contains pyritic material, the results of the acid-base accounting for the site show an overall NP:MPA ratio of 4.26:1 for the entire site. The pyritic material is, however, associated with the lower of the three seams to? be mined. If traditional dragline mining methods were used, this would result in the acidic material being placed at the top of the spoil piles, exposing it to air and water, and therefore to the formation of Acid Mine Drainage (AMD). Further concerns are associated with the fact that the alkaline material is not distributed evenly over the mine site. In order to prevent the formation of AMD, the company has proposed to mine the area using Truck/Shovel mining methods. This technique offers a more flexible alternative for cut sequencing and for the selective placement of waste material. Working with the Department of Mineral Engineering at The Pennsylvania State University, a mine plan was developed for this site. This plan results in the layering of the alkaline and acidic spoil in order to achieve an overall net alkalinity in all spoil areas. Mining of this site should therefore not result in the formation of AMD.

During shallow tunneling in an urban environment, deposits or pockets of saturated soil or fractured, weathered rock are often encountered. Under such conditions, special problems with tunnel support, underpinning of structures adjacent to the tunneling, and/or flow of groundwater into the tunnel occur. If the ground conditions are appropriate, i.e., the soil is sandy, silty or fissured, or the rock is weathered or fractured, the solution to these tunneling problems may be chemical stabilization of the ground. Injection stabilization as an aid to tunneling is practiced extensively in Europe and its use is increasing in the U.S. The advantages of this technique over conventional solutions can be substantial in terms of cost and time, especially in mechanized tunnel boring where even a small zone of soft ground can bring the tunneling to a complete halt. In this paper European practice in using chemical ground stabilization for urban tunneling will be reviewed. In contrast to previous papers which have dealt with specific applications (1,5,8,9) this paper will broadly cover the subject, addressing itself to grouting techniques, costs, the reasons for grouting, philosophy of the users towards grouting, design of grouting solutions (or lack thereof) and methods of quality control. Differences with U.S. grouting practice are also noted. The information presented is derived from several visits to Europe, discussions with European and U.S. grouting personnel, and the available literature (2). The author&apos;s most recent European trip was made under the auspices of the U.S. Department of Transportation in conjunction with a research study being performed at Stanford University; a detailed report of this visit is available in reference (6).

This summary of international mineral exploration activities for 2012 draws upon information from industry sources, published literature and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analyses of exploration activities performed by the mineral industry. Three sources of information are reported and analyzed in this annual review of international exploration for 2012: 1) budgetary statistics expressed in U.S. nominal dollars provided by SNL Metals Economics Group (MEG) of Halifax, Nova Scotia; 2) regional and site-specific exploration activities that took place in 2012 as compiled by the USGS and 3) regional events including economic, social and political conditions that affected exploration activities, which were derived from published sources and unpublished discussions with USGS and industry specialists.
