SURFACE SUBSIDENCE IN MINING The consequences of subsidence are becoming progressively more serious as the consumption of an ever- increasing quantity of minerals conflicts with the needs of an expanding population for surface land area. The inevitable result will be an increase in the amount of land area on which undermining is restricted because surface subsidence must be prevented. Designation of land areas that may be undermined, provided that subsidence is controlled and kept within specified limits, also will increase. The decisions as to which land is to be used for urban, agricultural, or other purposes clearly involve considerations that go far beyond the scope of mining technology. Under the authority assigned to the US Bureau of Mines (USBM) by the Organic Act (May 16, 1910) and its succeeding amendments and pursuant regulations (30 U.S.C. 1-1 1 ), the Bureau conducts scientific and technologic investigations concerning mining and its related problems. Subsidence-control demonstrations that have been conducted under this authority include projects in Wyoming, West Virginia, Illinois, and the Pennsylvania anthracite region. The problenls for technology arc to devise methods for extracting minerals with controlled subsidence in varying geologic settings and for calculating or predicting the amount, extent, and characteristics of the subsidence that accompanies the extraction of our principal minerals mined by high-tonnage methods so that logical choices can be made from the possible alternative approaches. Where underground minerals and fuels are mined and removed, the voids that are created underground generate strong imbalanced stresses in the surrounding and overlying rock strata. The resulting readjustments in the rock masses may cause subsidence of the ground surface. Subsidence implies vertical collapse, because the most conspicuous component of movement is downward. However, the downward component is accompanied by differential horizontal strains that may be more damaging to man-made surface structure.; than the more apparent vertical displacements. SUBSIDENCE CONTROL The most widespread method of alleviating potential subsidence problems in undermined areas has been to backfill mine voids with mine refuse or some other in- expensive material that provides lateral support to the remaining mine pillars and vertical support to the mine roof and overburden. Most USBM backfilling work has been conducted jointly with the Pennsylvania Department of Environmental Resources in the anthracite region of northeastern Pennsylvania. These joint projects were conducted under the authority of the Anthracite Mine Drainage Control Act of July 15, 1955 (Public Law 84-162, as amended), and the Appalachian Regional Development Act of 1965 (Public Law 89-4. as amended). In addition to the Appalachian and mine-drainage projects, the Bureau has either conducted or participated in demonstration projects to develop the "pumped- slurry" method of backfilling mine voids. Three of these projects were conducted in Rock Springs, WY. The first was a field test of the pumped-slurry technique, conducted in 1970 under the combined participation of the City of Rock Springs, the US Department of Housing and Urban Development, the Dowell Div. of the Dow Chemical Co., and USBM (Candeub, Fleissig, 1971). The objective was to demonstrate that a large quantity of sand could be hydraulically injected under pressure through a single borehole, and that filling of the mine voids would be essentially complete. In the earlier "blind-flushing" methods, involving sluicing material through boreholes by gravity, quantities per injection hole ranged from 15 to 765 m3 (20 to 1000 cu yd), and the mine voids were only partially filled. In the first test of the pumped-slurry method, approximately 14 900 m (19,500 cu yd) of sand were injected success- fully through a single borehole. Subsequent information obtained through 43 monitoring boreholes indicated that mine voids below 11 330 m2 (2.8 acres) had been filled. As a result of the successful initial test of the pumped-slurry process, USBM conducted additional backfilling demonstration projects using the new technique. The first full-scale demonstration was carried out in the Green Ridge section of Scranton, PA, between 1972 and 1974. This project proved the feasibility of using the new hydraulic-injection technique to back- fill dry mine voids, as well as flooded voids, and it demonstrated that crushed anthracite refuse could be used as easily as sand in the process. Stabilization was pro- vided for about 202 300 m2 (50 acres) of Scranton, having a population of approximately 1000. Additional demonstration projects at Rock Springs, WY, between 1973 and 1975, resulted in the stabilization of about 364 200 m2 (90 acres). The work was necessary to preserve the physical and economic well- being of the city, because there have been numerous occurrences of subsidence during recent years. A demonstration project completed in 1976 in Rock Springs brought the total stabilized area in that city to 647 500 m2 (160 acres). At a cost of about $3,000,000, a population estimated at 7000 persons and property values exceeding $18,000,000 were protected. Presently. USBM is participating in subsidence- control projects involving backfilling in Pennsylvania, Illinois, and West Virginia. Eleven demonstration projects were in progress by USBM in 1977-eight in the Pennsylvania anthracite region and three in bituminous areas of West Virginia (one) and Illinois (two). The estimated total property value is over $100,500,000, and the total cost of the projects is expected to be nearly $20,000,000. The demonstration projects are designed to adapt the pumped-slurry technique to a variety of subsurface conditions, to increase efficiency, and to reduce costs.

Most of the future phosphate resources in Florida, which accounts for 70  percent of production in the United States, are contaminated with too much dolomite that is difficult to remove with existing industrial practices. The low-grade ore quality coupled with increased phosphate demand is of concern to the Florida phosphate industry. In order to resolve the dolomite issue, various beneficiation technologies were designed and evaluated, but none have been sufficiently successful [1].

Since 1980 a number of significant changes have been introduced at Palabora in an effort to off-set the effects of reduced product price and increased unit cost of inputs. These changes and improvements include major equipment rationalization programs, the introduction of trolley assisted truck haulage, adoption of a sophisticated computerized truck control system, pit design enhancements, improved drilling practices, use of emulsion explosives and the installation of an in-pit crushing and conveying system. The various changes, their effect on the operation and their contribution to cost reduction and improved productivity at Palabora are considered.

A practical analysis of the three basic elements of a mining shovel's productive capacity. Payload Speed Reliability Improved dipper fill factor is explored referring to the latest generation of wide dippers combined with higher "bank horsepower" capabilities of modern drive systems. Cycle time improvement is reviewed including overall attachment geometry and coordination of motions. A specific case study is detailed. Basic reliability of welded structures, machinery components, and electrical systems are related to operating costs. Three basic elements determine a mining shovel's long term productive capacity: 1) Average payload per cycle. 2) Average cycle time; and 3) Reliability. This paper deals with productivity gains that are possible with existing shovels as well as new equipment.

Would you believe me if I told you the constant battle between Government regulatory agencies and industry could be won by both sides? No, I'm not crazy, nor have I been soaking up any of that fine Kentucky whitelightning. But I have recently been a participant in a battle where both sides won. Actually, I'm using the term "battle" loosely because, in reality, it wasn't a battle at all - despite the fact that all the ingredients were there for a monumental struggle; i.e.. government, industry, special interest groups and a controversial issue - the development of effluent limitations. I'd like to tell you about it. Historically, on one side of the battle, government has always been ac¬cused of adopting regulations with limited evaluation of existing technologies; and then with seemingly no regard for the economic consequences. On the other side, industry gets punished by government's harsh actions because of their past "do-nothing" attitude toward pollution control. Recently, this battle seems to be losing steam, because both government and industry are beginning to realize that, ultimately, they both will lose. Even more important is the fact that both sides are, or should be, working for industrial expansion compatible with environmental protection.

The use of tank cells over the years has provided a means for low cost, space efficient, extra capacity in existing flotation circuits. In some cases, new plants have selected tank cells as the machine of choice. Typical tank cells use high efficiency impellers for mixing, which results in low power draw. Unfortunately, these mixers have poor aerating characteristics that compromise metallurgical performance. This has all changed with Outokumpu's new flotation concepts. Outokumpu has recently developed the HG or High Grade flotation cell that can provide higher recovery with better selectivity while maintaining the simple operation of conventional cells.

Bulk and differential laboratory flotation tests have been carried out using a synthetic mixture of chalcopyrite and molybdenum ore. In addition to boiling and roasting, six different depressants are tested so that the best conditions of separation can be identified. These reagents include sodium cyanide with and without zinc sulfate, potassium ferrocyanide, sodium hydrosulfide, arsenic Noke's reagent, and sodium sulfide. The data indicate that most of these reagents are effective chalcopyrite depressants. However, sodium hydrosul fide can be used preferably if economic, operational, and environmental factors are taken into consideration.

Homestake Mining Company has developed an estimating model, based on other closed projects, to audit and prepare new estimating plans. The results of recent closure audits reveal that the original budgets were often insufficient to cover the present expected expenses. Some of the major areas where technical challenges and costs are increasing include heap leach pile detoxification and rinsing, tailings dam closure, water management and treatment, abatement of contaminated soils, and many others. Risk and sensitivity analysis of each category will develop a level of confidence in the estimate and allow management to focus on the pertinent issues. Periodic audits of closure plans and costs throughout the life of mine serves to focus management attention on the complete costs of production. This will result in improved overall planning and management, and reduce the number of missed opportunities for savings.

Wet magnetic separation methods for recovering hematite and chromite fines and ultrafines are investigated in this paper. These methods include wet high intensity and high gradient magnetic separations, carrier or "piggy-back" magnetic method, magnetic field-induced aggregation and magnetic seeding. This investigation indicates that wet magnetic separation is more efficient for fines and ultrafines whereas other methods can be used to enhance the particle aggregation and/or the magnetic response. The magnetic behaviour of these minerals with respect to magnetizing field, particle size and temperature is also presented.

Near misses can enhance awareness of the potential causes of injury and prompt safety management initiatives. Although most companies require near-miss reporting, the value of these reports and how they influence subsequent actions or controls to reduce on-the-job risks are unclear. Researchers at the U.S. National Institute for Occupational Safety and Health (NIOSH) conducted a case study with an aggregates company in which near-miss reports were analyzed at each of their locations over an entire quarter during the summer of 2018. Within that quarter, workers recorded 249 near misses. The analysis provides insight into ways that risk-communication and management programs can be improved to reengage workers and their situational awareness on the job.

The use and application of shotcrete for ground support in the Asia Pacific Region is as diverse as the countries that make up this region. This paper will attempt to describe the many methods used on selected projects within that region. The project description(s) will include project logistics, equipment, mix design, products and application methods utilized along with specifications and performance results (where available). The author will attempt to reach a conclusive opinion on the success, or nonsuccess, of the various shotcrete methods employed and the development of shotcrete within the Asia Pacific Region.

INTRODUCTION Our company has made persistent efforts to utilize the very latest cost-saving technology in tunnel design and construction. However, we were relatively late in joining the clan of slurry shield tunnelers. The challenge came in 1973, when our company was low bidder on a major sewer tunnel in Hamburg, West Germany. The tunnel was to be driven under the harbor region through coarse and fine sands with up to 60 ft hydrostatic head of water. Outer diameter was 15 ft, and length was 2.9 miles. This contract appeared right to enter the new field of slurry face tunneling. We gathered a design-engineering team to develop the machine, called it "Hydroshield", and used it on the project. The good performance of the prototype machine encouraged us to improve and modify the equipment design. The very latest model is now in use on a subway tunnel in Antwerp, Belgium. This tunnel is 21 ft outer diameter and 2.4 miles in total length. In terms of excavated volume it is the world's largest slurry shield contract. While the drive is still in full swing, we are currently preparing for 3 further Hydroshield applications, with diameters ranging from 12 to 32 ft. This paper describes the Hydroshield's salient design features, operational characteristics, construction reliability and performance levels, as experienced in West Germany and Belgium.

The syngenetic, metamorphic water, and source bed concept theories of ore deposition proposed by Anton Gray, C, Lo Knight and others, to explain ores in sedimentary rocks, are challenged on the basis of a survey of the literature and personal observation, A hydrothermal origin for the Northern Rhodesian Copperbelt deposits is indicated by the presence of post-Roan age igneous rocks and post-gabbro mineralization, the wide distribution of ore in the various Lower Roan lithologic types, and the zoning of the copper-iron sulphlde minerals and minor elements The proposal by Gray and Knight that igneous rocks are not favorable as guides to nonferrous metal deposits, and Gray's hypothesis that the redistribution of connate waters and their dissolved metals by metamorphic processes was responsible for the emplacement of ores, are rejected as contrary to field evidence, The absence of exposed potential igneous source rocks is shown to be an invalid argument for the proponents of any syngenetic hypothesis, The common association of ore deposits with calc-alkaline intrusive rocks and their derivatives is, however, demonstrated to be convincing evidence that an exploration program based upon a magmatic theory of origin, would have found most of the important known non-ferrous metal deposits of the world, It is urged that prospecting be continued on the sound basis of accumulated knowledge of the lithologic and structural facts surrounding known ore deposits.

Coal mining activity disturbs the natural equilibrium of in situ stress state such that the induced stresses deform the surrounding rock mass. Although the installation of roof supports typically prevents rock deformation, rock mass failure may still occur in bolted roof. The erratic failure of rock mass after few days to months and years of excavation is the result of time-dependent deformation of roof rock under constant surrounding stresses. In the current research, the triaxial laboratory creep experiments proved that Marcellus shale exhibits time-dependent deformation under constant stress that was smaller than the failure strength. However, unlike conventional experimental results, the time-dependent deformation did not depend on the level of constant stress. The often-neglected initial state of specimens and intrinsic heterogeneity highly influenced the time-dependent failure of Marcellus shale.

Very few mineral properties spend their entire lifespans from discovery to depletion in the hands of one owner. More likely, properties will have several owners, and partial interests may change quite often. Similarly, mineral companies are bought and sold with frequency, in recent years at what appears to be an accelerating rate. The reasons for selling a property can be manifold -need for additional capital in other parts of the business, need for development capital, realization of a large gain at a perceived high point in the market, pessimistic commodity outlook, retirement of principals, or resolution of estate problems. Regardless of the reasons for a sale, there are specific steps that logically follow. Spruce up the business, package the information, market the property, negotiate the terms, close the sale, and make sure it stays sold. Adherence to certain very basic ground rules in property sales can maximize the profits and minimize the effort.

Completion of the Hall Street Coal Transfer Terminal in St. Louis marks the beginning of a major shift in the movement of coal to the power generating stations of the Midwest and South Central regions of the United States. The location of the terminal is significant. The 10 million ton- per-year facility is the first high capacity rail-to-barge transfer terminal to be built on the western shore of the Mississippi. This terminal and others to follow will link the massive coal fields of the West with the high coal consuming markets adjacent to the 25,000-mile Inland Waterway System.

Editor&apos;s note: Minerals concentration is a disparate area, one involving many disciplines. Flotation, flocculation, reagents, microbial processes, gravity and magnetic separation, and the areas of coal and oil shale - concentration is relevant to all of these. In his article, Nagaraj reviews the latest developments and findings in concentration that have ocurred during the past year. Flotation The Monograph Series "Development in Mineral Processing," (Elsevier, 1985) was devoted to "Flotation of Sulfide Minerals." This volume has 26 articles covering the aspects of flotation chemistry, process development, plant design and equipment, and modeling and process control. The numerous articles on sulfide flotation had one recurring theme - the role of electrochemical processes and redox potentials in flotation and depression. Significant advances have been made in this area. A differential desorption-reflotation process was developed for the beneficiation of calcitic phosphate pebble (Hsieh and Lehr, Industrial Engineering and Chemistry, 1985). The carbonate and phosphate minerals were first separated from silica using fatty acid and the modifiers diphosphonic acid and HF. The collector on phosphate was then desorbed using sulfuric acid, and calcite was selectively floated without additional collector. A two-stage conditioning - initially at pH 10, followed by that at pH < 4.5 - with sodium oleate was developed to improve the separation between apatite and dolomite (Moudgil and Chanchani, Minerals and Metallurgical Processing, MMP, 1985). Separation of Mussorie rock phosphate in India from gangue calcite, dolomite, silicates, pyrite, and carbonaceous impurities was achieved with a three-stage flotation only on -75 µm (-200 mesh) fraction (Vaman Rao et al., International Journal of Mineral Processing, IJMP, 1985). The separation of fine SiC whiskers from other products of coked rice hulls by immiscible liquid and froth flotation was achieved using M1BC, pine oil, and mineral spirits (Parekh and Goldberger, MMP, 1985). Flotation was more economical. The carrier flotation separation of hematite fines from quartz fines was effected using coarse hematite as a carrier and oleic acid and ferric chloride (Cristoveanu and Meech, CIM Bulletin, 1985). Potash recovery from brines by laboratory-pan solar evaporation and amine flotation was discussed by Foot and Juiatt (Salts and Brines &apos;85, Proceedings, 1985). Flotation in a 45-kg/h (99-lb per hour) unit recovered more than 95% of the potash in schoenite and sylvite concentrates containing 28% and 62% K2O, respectively. The effects of fresh concrete into cement and aggregate by a single-step flotation process in aqueous suspension was described (Naegle, Chemical Engineering Science, 1985). The physico-chemical principles for the selective separation of proteins from mixtures using flotation were discussed by Ostermaier and Dobias (Colloids & Surfactants, 1985). Selective flocculation of hematite from silica was studied by Bagster and Mcllvenny (IJMP, 1985). Selective flocculation was more favorable with more highly charged anionic polyacrylamides and with high molecular weight. The cationic and non-ionic polymers flocculated both minerals. In minerals mixtures, there appeared to be very little selectivity unless a combination of dispersant and electrolyte was used. The effect of dissolved minerals species, such as Cu, Fe, and Ni on flocculation of chalcopyrite, pentlandite, millerite, pyrrhotite, and covellite was studied by Acar and Somasundaran (SME-AIME, 1985). Reagents There were some major advances made in reagent development for the minerals processing industry. Cyanamid introduced several classes of collectors, one of which - the diaryl monothiophosphates as acid circuit col¬lectors of sulfides and oxidesulfide ores - was commercialized in 1985. The monothiophosphates are more stable and powerful collectors than the xanthates and dithiophosphates. Hydrolyzed dithiophosphate containing 80% monothio and 20% dithiophosphate was found to give optimum recovery of copper from crude cementation precipitate and separation of Cu and Ni sulfides from matte (Akimova et al., Obogashch, Tonkov, Rud, OTR, 1985). There are many influences which have a bearing on the economics of industrial minerals production. The purpose of this paper is to discuss briefly three factors which have economic significance in the production of these mineral commodities. The three items of discussion include 1) the nature and relative value of the industrial minerals group, 2) project planning, and 3) market analyses. General aspects of these factors are familiar to most of us. However, an attempt will be made to give some current details regarding each. Also, in reality, project planning and market studies are usually so closely associated that they will be discussed jointly, rather than separately. This will be done by way of examples which show how these two activities actually evolved for two industrial minerals projects.
