The Department of Health and Human Services (HHS), National Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health Research (OMSHR), with the assistance of cooperating underground mining operations and state agencies, has conducted research exploring devices and technologies that could be used to assist miners navigating through smoke and dust resulting from a fire or explosion. Recent events in mines confirm that smoke and dust can enter and contaminate mine escapeways creating an atmosphere with severely reduced visibility. This reduced visibility results in substantially increased escape times, possible disorientation or confusion, and increased stress levels, and may prevent evacuation altogether. Tools or devices that assist miners in navigating through smoke-filled areas void of lifelines could make the difference in successful escape from the mine. This paper presents the results of OMSHR research to identify and evaluate tools and devices that could provide meaningful information to evacuating miners in areas with limited visibility and without the benefit of a lifeline.

In 1974, Brunswick Mining and Smelting Corporation Limited started a 48 million dollar expansion programme at their property in Bathurst, New Brunswick. A portion of the expansion plans includes a 26 foot diameter 4,525 foot deep shaft, underground crusher and conveyor excavations and lower level access development. J. S. Redpath Limited was awarded the contract for the new shaft and associated rock work in May 1974. Brunswick Mining and Smelting Corporation Limited, a member of the Noranda Group, operate this 10,000 ton per day lead, zinc, copper plant with proven reserves in excess of 90 million tons. While most of the ore is provided by the underground operation at the Number 12 ore body, some tonnage is produced from the open pit at the Number 6 ore body. Long range plans indicate a phasing out of the open pit and an increase in production from the underground operation. Existing facilities at the underground mine could not provide additional tonnage, thus the requirement for a new shaft. (Figure 1) The new shaft will also provide access to ore below the 2,800 level which is currently the bottom level of the existing facility. The contract called for sinking a 26 foot inside diameter, nine compartment concrete shaft 4,525 feet deep (Figure 2). Station access and ramp development from existing workings would be required to the bottom of the new shaft. In addition, development work for new crushing and conveying facilities was needed simultaneous with the shaft sinking.

The concept of using fluid dense media to separate heavy ore constituents from the lighter gangue dates back to 1858, when it was patented by Sir Henry Bessemer. Its use in coal did not begin until after 1917, however, when Chance invented a process (which bears his name) in which lighter coal floats in a suspension of fine sand in water while heavier refuse sinks. Conklin used fine magnetite in suspension as a medium for floating anthracite in 1922, DuPont designed a plant employing organic liquids in 1936, and Belknap used a solution of calcium chloride (which Bessemer had suggested, among other media) in 1937. Separation of magnetic media by magnetic separators from the suspensions in which they were carried was introduced in a Butler Brothers ore concentrator pilot plant in 1937. The media first used were crushed steel and various grades of ferrosilicon. Since 1940, when American Cyanamid used magnetic separators to recover and clean magnetite in a coal washing circuit, virtually all heavy medium circuits have been of that type. As long as static baths are employed, as they are in the processes above, coal smaller than 9.5 mm or 6.4 mm cannot be cleaned economically in heavy medium. The settling velocities of the fine material are very low, and consequently the time required to separate the lighter coal from the heavier refuse becomes excessive. In addition, stray currents in the vessel and the upward velocities induced to keep media solids in suspension affect the finer solids to the degree that physical size becomes a more important factor than specific gravity.

When the price of gold cracked the US$9.60/g(US$300/oz) mark last year, the gold-mining industry began to crank up again. This followed several years of gold prices that had languished in the mid-200s. Existing mines increased production and mines that had lain dormant for many years were getting second looks. The United States still produces a large amount of gold. But not much of the new production is coming from that country. Instead, strict environmental regulations still have companies wary of trying to invest the millions needed to start a new mine or expand existing ones. And after years of studies and negotiations between legislators, environmental interests and the mining industry, the United States still has not crafted a new mining law.

Baja Mining is currently constructing the Boleo metallurgical plant in Santa Rosalia, Mexico to recover copper, cobalt, zinc and possibly manganese products from the Boleo ore. The process involves an acid seawater leach of the whole ore followed by solid-liquid separation and washing of the leach residue. Solvent extraction is used to separate copper, cobalt and zinc from solution. Copper and cobalt are recovered as cathode metal products and zinc as a zinc sulphate monohydrate. Manganese may be directly precipitated as manganese carbonate which can be used as a feedstock for manganese metal production. Laboratory testing has continued to refine various aspects of the process including iron removal, cobalt and zinc solvent extraction, cadmium cementation, cobalt electrowinning and manganese metal electrowinning. The results of this testing are reported in this paper.

INTRODUCTION The Washington Metropolitan Area Transit Authority (WMATA) has let a contract for the excavation of three rock stations, spaced about 3550' (1082m) apart, beneath Connecticut Avenue in Washington, D.C. Two previous rock stations have been completed, one of which had a crown pilot tunnel excavated to explore geologic conditions that would be encountered during the station excavation. This pilot tunnel was primarily for inspection by bidders and design was based on core hole information. The other rock station had no pilot tunnel and was also designed on the basis of core hole information. The three rock station areas, which are the subject of this paper, have been explored by crown pilot tunnels and an as-built report, with geologic maps and sections, has been prepared, for use by the design engineer as the basis of design for support of the structures. The geotechnical report describes the geologic structure in detail and relates it to excavation and support of the three crown pilot tunnels and the running tunnels which will be enlarged to create the 58'W x 44'H x 700'(+)L (17.6m x 13.3m x 212m +) stations. The information was complete enough to permit the design engineer to visualize the geologic structure and compute loads for the various types of rock conditions. It was therefore possible to determine the size and spacing of the steel sets for the several different conditions of rock structure encountered in the pilot tunnels.

Introduction Despite perennial economic turbulence, Argentina continues to push ahead with efforts to develop its fledgling hardrock mining industry. The country lacks the infrastructure and mining history of neighboring Chile, but contains vast areas of great resource potential. The eastern slope of the Andean Cordillera in west-northwest Argentina is a relatively little-explored region offering geology highly conducive to the occurrence of base and precious metals deposits. Past exploration has concentrated on locating and evaluating porphyry copper-molybdenum (Cu-Mo) type occurrences. Comparatively little attention has been given to precious metals potential. An interesting and important group of base and precious metals prospects in northwestern Argentina occurs within and adjacent to the Upper Miocene Farallon Negro volcanic complex in Catamarca province. The volcanic complex contains numerous base and precious metals vein occurrences, high gold porphyry copper prospects, and possible disseminated gold targets that have attracted relatively minor attention in the past. Various geologic aspects of the region have been reported by several workers (Llambias, 1970, 1972; Caelles et al, 1971; and Sillitoe, 1973). Regional geology The Farallon Negro volcanic complex is located within the Sierras Pampeanas morphostructural province about 200 km (125 miles) east of the main Andean Cordillera (Fig. 1). The Sierras Pampeanas is characterized by north-south-trending basin and range topography that developed during the Miocene and Pliocene. Uplifted blocks are composed mainly of lower Paleozoic metasediments and granitoid plutonic rocks unconformably overlain by Tertiary redbeds and minor carbonates. A consistent landward migration of volcanic and intrusive ac¬tivity occurred in this region of the Andes from the early Mesozoic through the mid-Tertiary. In Huoqiu region of Anhui Province, Fe2O3 occurs mainly in the form of specularite. Besides quartz, the gangue minerals include iron-bearing silicates such as chlorite and sericite which account for about 10% of the total gangue. The separation effect of conventional collectors is poor in the flotation of the minerals, that is, the average grade of iron concentrates is only 60-62%. Using the developed amphoteric collector can successfully realize not only the separation of specularite from various gangue minerals with results of iron concentrate grade above 65% and iron recovery of above 80% but also low temperature flotation at 15°C.

Throughout the years, research studies have reached a consensus in acknowledging the relevancy of surface chemistry phenomena on minerals separation and metals extraction. Many techniques, and notably, scanning electron microscope-based technologies have revolutionised the entire mineral processing industry. Nevertheless, the comprehensive understanding on how surface chemistry properties influence the performance of many processes involving ores is still a challenge, a matter of controversy. The latter is mainly due to the fact that all interfacial processes do not necessarily require stoichiometric and well defined atomic structures. This is particularly true in the case of sulphide minerals which are well known to be superficially unstable in aerated media. When trying to measure any variable related to mineral-mineral or mineral-aqueous solution interfaces, there are too many unknowns regarding how sensitive the interface is when facing sampling protocols and sample handling. The aim of this research work is to make a case for improving future concentrators? survey protocols. It suggests a methodology to study effectively chemical changes at the outmost mineral surface layer at different stages of a mineral processing operation. The sampling protocol and sample handling is presented in details and it is applied to the regrinding stage of an industrial plant.

Metallic magnesium is mostly used in lightweight alloys in order to decrease fuel consumption in automotive applications. Several different production processes are currently used worldwide, and the magnesium production scenario is changing rapidly, with Chinese production increasingly dominating the world market. For the purpose of this paper, a novel approach to Life Cycle Assessment was applied, in which Material Flow Accounting and energy-based methods (Embodied Energy, Exergy and Emergy Analyses) are integrated and complemented, with a detailed description of the environmental hazards associated with emissions from all the different processes.

This is the fifth annual tabulation of mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data. There are also 60 new entries. In addition to royalty information, some entries show the cost of purchased reserves. Two articles relative to the evaluation of minerals reserves appeared in December, 1986. R.H. Paschall (In the Aggregate, ME, p 1139) wrote a good article, although it lacked specific royalty data. However, this author takes exception to two ideas in Paschall's column. Paschall contends that the royalty rate does not affect the mineral appraisal. This present author could not disagree more. Paschall also claims the location of an industrial mineral deposit is the only serious or practical caveat in comparing royalties. Comments received here from readers helped make the list of caveats that are cited each year. The readers will decide which factors influence the mineral value for their commodities of interest. Paschall's point about the relationship of the parties who are negotiating a royalty agreement is important and very well taken. The other article, written by William Vernon (Pit and Quarry, December 1986), gives a step-by-step process on how to conduct a mineral appraisal. The article cites three reasons for an appraisal: transfer rights; collateral for a loan; and taxation. A fourth reason is to establish adequate compensation for reserves lost through condemnation. This author has appeared in several court cases where compensation for loss of mineral reserves through condemnation required a mineral appraisal. Royalty rate becomes an important factor in the appraisal process, although the Pit and Quarry article refers to that part of the valuation equation as "profitability." Both articles were well written and are recommended reading for those interested in mineral valuations. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation - especially significant for most industrial minerals; • market conditions both for the commodity and the company acquiring the right to mine; • quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give: • the location by state, US geographic area, or Canadian province ; • the cost - R for royalty and P for purchased cost; • the year in which the lease or purchase agreement occurred; and • comments or footnotes for more information. The cost column requires more explanation. Introduction US dependence on external energy sources is dangerous because of unstable political situations existing in key energy exporting countries. So, recent national energy policies call for increased reliance on domestic energy sources. Coal ranks as the most feasible domestic energy source due to its abundant reserves and continental distribution. But to efficiently extract these coal reserves, huge sums of capital funds are needed. Due to the depressed economy, lenders of capital funds are forced to be more stringent with loan applications. This results in fewer loans granted. In many cases, it is uncertain if funding can be obtained. Furthermore, the greatest level of domestic mine financing is expected to be in the coal sector. Demand for capital in the domestic coal industry is anticipated to increase 80% by 1990. The Chase Manhattan Bank in New York warns that these future needs cannot be met by the present capital markets. This article analyzes the current and expected situations of the capital markets available to the domestic coal industry, including: • current and expected future types of financing used in the domestic coal industry; • problems the domestic coal industry may encounter as it seeks capital; and • the future availability of capital funds as concluded from analysis of the first two items. Background Information Regardless of industry, all projects or ventures can be divided into four basic stages: generation; evaluation; selection; and execution. Within the mining industry, one can break down these stages to draw a clear picture of mine development, as shown in Fig. 1. Each successive stage has a corresponding risk level. This risk level defines the type of financing available to the mine operator. Mining Venture Risks A coal mining venture can be characterized by its unique blend of technical and financial risk. As the mine moves through different development stages, varying proportions of each of these risks are encountered. It is these risks that the lender evaluates to determine project suitability. For a coal mining venture, the major complexities generally occur with the technical risk. These include: • quantifying the coal reserves: • assessing the feasibility of the mining method; and • evaluating the design of the wash plant. The reserve risk is gauged by the amount of measured, mineable, and saleable reserves. The greater the latter amounts, the lower the risk. Secure title to the reserves plus title for any surface areas required are also of concern to the banker. With ever-increasing demand, low-grade complex ores and strict environmental regulations, metallurgical processing options have become limited. Heap leach technology provides several benefits to combat these issues including low cost, flexibility and diversified process conditions. This paper provides an overview of heap leaching technology with specific emphasis on chemical aspects. Hence, influencing factors, advantages and disadvantages, testing approaches and some fundamentals will be discussed. Finally, heap leach technology for different ore types (copper, nickel, uranium and gold) will be briefly compared.

In recent years observational techniques of tunneling have become increasingly popular methods to facilitate complex underground infrastructure projects. The traditional design and construction management practices developed in Europe have been adapted for application in North America to suit a more restrictive management and legal culture. This paper will discuss three recent projects, the San Diego Mission Valley East Extension, Washington Dulles International Airport People Mover, and the Seattle Beacon Hill Station and Tunnels, with the objective of identifying the challenges of applying observational tunneling methods to established contractual practices in North America.

The recently completed in-pit crushing and conveying project at Phelps Dodge's Morenci Mine is rated among the world's leading materials handling projects. The operation involves the crushing and transport of more than 109 kt/ d (120,000 stpd) of copper ore, using regenerative conveyors capable of providing more than 5.5 MW (7000 hp) of equivalent electrical energy. The Morenci Mine is located 330 km (200 miles) east of Phoenix, AZ. Phelps Dodge Corp. owns an 85% interest in the mine. The remaining 15% is owned by Sumitomo Metal Mining Co., Ltd. and Sumitomo Corp. Copper has been continuously produced from the Morenci district since the late 1800s. Until 1989, run-of-mine ore was transported from active mining faces to the Morenci and Metcalf concentrators by truck and rail haulage. In that year, a system of in-pit, semi-portable crushing plants and overland conveyors was commissioned. This substantially reduced truck haulage and effectively eliminated rail haulage in the pit. The system used two semi-portable, in-pit crushing stations equipped with 60/89 gyratory crushers. The crushed ore from both plants reported to the first of two overland belt conveyors, arranged in series, for transport from the pit to a coarse ore stockpile. The system was "backed-up" by existing locomotive rail haulage.

The early to mid 1980s was a period of mining consolidation, and many senior design engineers retired from the mill industry. Similar conditions have existed in the last few years. This creates a loss of a tremendous amount of experience. This paper is a look back by two senior mill designers who survived the dips in both time periods. From a continuous design practice of over 25 years, mill designs and fabrication practices are surveyed with a view of identifying what works, and is necessary, and what doesn’t, or is not necessary, in the creation of a safe, economic, long-lived grinding mill.

The Coronado Traffic Tunnel is a proposed two-lane, reversible, road tunnel, which will relieve severe peak hour congestion problems on surface streets. The tunnel will take traffic from the Coronado Bay Bridge to Naval Air Station North Island. The project will include 12.5 m (41 ft) inside diameter by 1,112 m (3,650 ft) of tunnel, 552 m(1,815 ft) of cut and cover box structure, and 400 m (1,315 ft) of open cut structure. The geology consists of predominately clean and silty sand, saturated sand, with some clay layers, requiring Earth Pressure Balance or Slurry Shield tunneling technology.

The exploitation of the underground is currently undergoing a major transformation process. Besides mining, alternative ways of utilization are playing an increasingly important role. These alternative utilizations include the storage of gases, the disposal of radioactive wastes and the implementation of geothermal storage facilities. In addition, more and more mining operations are being shut down, like the German hard coal mining industry in 2018. But the integrity of closed mines must be ensured in the post-mining phase.

Modern transportation systems are one of the most important achievements of our civilization and provide us with tools for broadening individual and social freedom of choice. The transportation system initiated today is handed dawn to the next generation, probably with little choice because of the enormous expenditure of monies involved, and influence their way of life as to where they should live and where they should work. The ever increasing antagonism between the citizens and the planners of the transportation systems necessitates a careful review of the entire planning process. The planning process can be broadly classified into: the goal formulation and decision making process; the plan development process; and the plan implementation process. THE GOAL FORMULATION AND DECISION MAKING PROCESS Goal formulation and decision making is one of the vital phases of the planning process and is primarily based upon social values. In measuring social values, the planner must employ an appropriate scale of measurement since in the absence of this yardstick, these values tend to became vague and abstract ideals. The need for major social programs and concerns (poverty, etc.) of the urban areas should be analyzed to determine the type of transportation system which would contribute to the solution.
