SUMMARY The productivity of drill and blast methods of mining in hard rock is limited by the cyclic nature of the operation, and a plateau of performance has been reached, even with the most advanced equipment developments. Higher mine operating costs and lower metal prices have more than ever generated the need for breaking through these productivity barriers. After initial field testing The Robbins Company has designed and manufactured, on a joint venture basis with Mount Isa Mines, Ltd., Australia, a prototype "Mobile Miner" for continuous cutting of hard rock. This paper describes the cutting concept, the initial application of a completed 1,156 m (3792 ft.) long 14% decline, actual performance and delay analysis, developmental modifications, anticipated performances of a fully developed machine, and possible future applications. Sincere appreciation is expressed to the management of Mount Isa Mines, Ltd., for allowing access to the data used in this paper. The Washington Metropolitan Area Transit Authority's Wheaton Station and tunnel design was completed and offered for bid in the Spring of 1983. The format was unique to the Authority: a four part, four fiscal year contract developed in response to funding limitations with construction divided into four stages allowing the maximum amount of work to be done each year for the funds available. The bid was based on the entire contract, but was orginally awarded for only the first year's work. Each year's work had a maximum funding limitation thus safe guarding the Authority from a grossly unbalanced bid. The Authority's estimate for this work was $83,871,524. The low bid came in at 61% of this for a total low bid of $51,512,058. The low bidder was ILBAU America Corporation whose home offices are in Austria. Following receipt of the bids (and resolution of objections cited by other bidders who felt that the job could not be done for the $51 Million dollar figure), a Notice-To-Proceed was given on October 5, 1983. The construction contract allows a Value Engineering Change Proposal, called a VECP which is initiated and developed by the contractor to change the drawings, specifications or other requirements of the contract. Among other things the VECP should decrease the contract price while maintaining the service life, reliability, ease of maintenance, and standardized features and appearance and not require an unacceptable extension of the contract time. Residence time distributions (RTDs) were estimated by water tracing in a number of wet overflow ball mills (diameters 0.38 to 4.65 m) producing dense, coal-water slurries. In open-circuit mills of 0.38 m diameter and various length-diameter (L/D) ratios, the mean residence times of solid were also determined from measured mill holdups. Holdup increased with increased mill feed rate, but the mean residence times of coal and water were still equal to each other. The experimental residence time distributions were fitted to the Mori-Jimbo-Yamazaki semi-infinite, axial mixing model, and the dimensionless mixing coefficient was determined for each of 25 tests in single- and two-compartment mills. This coefficient was found to be independent of the feed rate but linearly proportional to the D/L ratio. The mixing coefficient was smaller for two-compartment mills than for single-compartment mills, showing that there was reduced mixing introduced by the diaphragm separating the compartments. Equations are given to scale residence time distributions for changes in mill diameter and length.

Indian tribes own a substantial portion of the West's minerals. More importantly, Indian reservations contain coal, oil and gas, uranium, and oil shale reserves in unusually large and unencumbered blocks. Many tribes are now prepared to intensify development of their large reserves knowing that they can offer energy partners the unique opportunity to develop major energy facilities free of overlapping local, state, and federal permitting authorities. The tribes, therefore, can offer mineral developers both substantial reserves and an unusual degree of freedom from a multiplicity of government regulation. In the past, Indians and energy companies enjoyed only partial success as business partners. Indian tribes lacked the resources and know-how to act as equal partners with large oil and gas and mining operators. The tribes relied on the Bureau of Indian Affairs (BIA) to initiate and execute reservation energy projects, and as a result the tribes never developed adequate tribal structures and the expertise to responsibly manage their energy resources. At the same time industry made little effort to understand and learn the laws, customs, and institutions existing on Indian reservations. To the contrary, industry found it easier to bypass the tribes and deal with BIA officials. But the situation has changed. In 1975 the tribes organized an effective coalition, the Council of Energy Resources Tribes (CERT), which recently acquired substantial federal assistance to bring the tribes a level of technical and business expertise that begins to equal that of industry. Because the tribes have changed the rules of the game, industry must now change and learn to work directly with tribal governments. A working knowledge of Indian law, practices, customs, and policies must be acquired by energy companies before beginning negotiations with tribal governments for development of reservation energy resources.

Goldex Mine is an underground mine located near the town of Val-d?Or. Multiple innovations were required to work the mine. Due to its low grade, it was important to develop a bulk mining method to economically extract the ore. The method used is a combination between shrinkage stope and long hole stope methods. This modified method is more than adequate; however, all of the ore body must be liberated in a very short period of time. Therefore, to bring down 23 Mt of ore, large blasts up to 1.8 Mt are required. The situation is also complicated by the fact that the mine is located in a residential area. No less that 40 homes are built within a 1 km radius of the mine site. In addition to managing mass blasts, means must also be found to mitigate the vibrations produced by the blast to diminish the disturbance to the neighbourhood. Therefore, the mine used numerous tools to properly plan the blasts and reduce the impacts. A program to control vibrations was one of the first tools put in place. The program?s aim was to draw up an action plan to ensure a follow-up of the homes by inspecting them. The second tool was to develop a methodology to plot a reliable attenuation curve and to adequately determine the maximum charge weight for each blast. Finally, effective communication tools were developed to inform the neighbourhood. There was a huge amount of work to be done in relation to the bench. Reliable and fast loading techniques had to be found to load large blasts in a very short period of time. Adequate logistics had to be developed to send underground more than 20,000 kg of emulsion per day while performing the daily underground operations. Technology had to be developed to adapt the i-kon electronic blasting system to large blasts. Since the control of the charges was the major factor to reduce surface vibrations, it was important to employ loading techniques that would permit decking of the long holes to reduce the charge weight per delays without adversely affecting the loading. All of this work requires an enormous amount of energy but also close collaboration between the different stakeholders (various departments, suppliers and consultants).

Surface subsidence that results from longwall mining can be large magnitude and can affect significant areas. Conventional methods for subsidence monitoring include leveling, global positioning system (GPS), and photogrammetric surveys. Remote sensing techniques, including aerial LiDAR, terrestrial laser scanning, and satellite-based differential interferometric synthetic aperture radar (DInSAR), are also used to measure deformation associated with subsidence. DInSAR data are different than data from conventional subsidence surveys. Images capture data over large areas (hundreds of kilometers), and each pixel (data point) in an image quantifies the average displacement over an area of square meters. DInSAR data can have fairly high time resolution; imaging periods typically range from weeks to months.

Introduction Federal and state laws enacted to regulate coal mining and the accompanying public concern about the adverse effects that mining might have on land use have focused much attention on the subsidence of the land surfaces over underground mines. Some questions asked are: • Will abandoned mines subside in the future even though they have exhibited no surface adjustment to date? • If so, when will subsidence take place? • Can a specific surface area be affected by subsidence more than once? • What surface form will the subsidence feature take? • Is there any way to predict when subsidence will occur and end? An attempt is made here to address these questions insofar as it is possible with available data and experience of evaluation of subcritical extraction conditions. Mining that results in subsidence features can be classified as supercritical, subcritical, and critical with respect to the minimum span lengths of the worked-out rooms (Fig. 1). A complete basin will not develop fully immediately over subcritical conditions because the span lengths of the entries are less than the critical dimension (Wardell, 1983). Passageways, entries, and room-and-pillar panels are all included in the subcritical category. Because of the short span lengths, subcritical mining conditions tend to be stable over the life of the mine unless adverse geologic conditions exist (Gray et al., 1974; Dunrud, 1976). Various roof control and support procedures are employed to maintain entry stability during mining. Little information exists concerning the time factor of subsidence over areas of subcritical extraction. Data that have been collected relate to longwall mines, whereby the cavity sizes are designed large enough to induce caving behind the working faces so that complete subsidence at the surface occurs within a short period of time. The UK's National Coal Board (1975) has reduced the enormous amount of data it has collected to empirical correlations and has published these correlations in its Subsidence Engineers Handbook. The handbook states that "None of the foregoing remarks applies to pillar and stall working," with respect to the section discussing the time factor of subsidence caused by longwall mining (National Coal Board, 1975, p. 40). To understand and evaluate how time relates to subsidence above room-and-pillar mines, one must first recognize how mine cavities deteriorate and fail. The propagation of failure to the surface must then be studied, and, finally, the failures that are manifest at the surface in the form of depressions accompanied by both compressional and tensional movements must be investigated. Failure of mine cavities Any cavity beneath the earth's surface represents a condition of nonequilibrium and tends to close with time. Failure of cavities in a subcritical mine can be classified as failure of the roof, failure of the floor, failure of the supports (pillars, cribs), and elastic rebound of the rock. One mode of failure may dominate, but generally combinations of the four will occur. Also, initial instability of geologic materials and structural features and in situ stress may be unknown factors that can contribute to cavity failure. Roof failure is the most obvious opening stability problem in most operating mines. The bridging capabilities of the roof rock are dependent on the rock's material strength, geologic discontinuities, and reaction to humidity changes in the air of the mine. This type of failure may vary in magnitude from gradual flaking to massive roof falls. Mine floor instability can be manifest in the form of a general heave over a broad area or of individual pillar punching. The weaker and thicker the immediate floor material, the more prone a mine is to experience floor problems. Water seeping into an area can soften the underclay, reduce its bearing capacity, and precipitate failure of support for the overburden.

In 1992, the United States economy grew at a rate of 2%. The Gross Domestic Product rose to $5,946 billion. With 257 million people - 635,000 in mining including petroleum - the United States has more than 100 million dwelling units and more than 190 million licensed motor vehicles. New private housing starts rose I 1 % to 1.2 million units. New car production rose 4% to 5.7 million units. Truck and bus production rose 20% to 4 million units. The rate of inflation was 3.5% and the prime rate of interest was 6.25%. The Producer Price Index (1982 =100) was relatively unchanged from 1991 as follows: fuels and related products and power 80, metals and metal products 119, chemicals and allied products 126 and nonmetallic mineral products 117. Energy Imports of crude and refined petroleum, costing $50 billion, rose 3% to 455 Mm3 (2.9 billion bbl). Domestic petroleum production fell 1 % to 582 Mm3 (3.5 billion bbl). Petroleum supplied about 41 % of US energy, natural gas 24% and coal 23%. Coal production, 60% from surface operations, rose 1 % to 914 Mt (1 billion st). About 78% was used to generate electricity and 3% was coked. Exports valued at $4 billion included 57 Mt (63 million st) of metallurgical coal and 39 Mt (43 million st) of steam coal. Ura¬nium mining, including recovery from phosphates, fell 18% to 3 kt (3300 st) U308.

The Milwaukee Metropolitan Sewerage District’s (MMSD)’s challenges of basement flooding and wet weather sewer overflows are being creatively addressed with the Northwest Side Relief Sewer tunnel. The $132 million, 20-foot diameter, and37,740 feet long conveyance and storage tunnel excavation in dolomite at depths reaching 165 feet below ground surface has been successfully completed within13 months in April 2004. This paper includes Owner’s perspective on the overall project, and the design and construction details by the Designer and the Contractor. The project contract documents included a comprehensive Geotechnical Data Report and the Geotechnical Baseline Report.

Measurements of the quantity of entrained air within processes have challenged instrumentation developers for years. This is particularly true in the unique and demanding operating environment and applications seen in minerals processing. In minerals processing applications, entrained air plays a role in errors seen within nuclear density gauge measurements and in pumping efficiency. It is also the major component of flotation processes. The measurement of the quantity of entrained air, known as the gas void fraction, can now be performed from the outside of a process pipe through CiDRA?s patented passive sonar array-based technology. Within column cells, the need for a robust, no maintenance, accurate means of measuring the entrained air, known as gas holdup, has resulted in a submersible version of this technology. CiDRA?s meter technology calculates the gas void fraction by first measuring the speed at which naturally occurring sound in the process slurry propagates past an axial array of sensors. These sensors are incorporated in a band that is wrapped around the outside of the pipe, resulting in no process downtimes for installation and unprecedented reliability. A known relationship between this speed of sound and the entrained air captured in the form of bubbles within the slurry is then applied in CiDRA?s meter to calculate the gas void fraction. This paper will present the measurement technology, its operation, its calibration and its application in a variety of gas void fraction and gas holdup measurement situations such as pumping efficiencies, hydrocyclone operation, external sparging, and column cells.

In the last few years major industrial companies have begun to realize the importance of Reliability as an enterprise strategy that, properly implemented, will improve financial performance. Typical results of an effective Enterprise Reliability Strategy include a 20% -50% reduction in maintenance cost accompanied by a 5% - 10%increase in real production capacity, with no capital investment in production equipment. One factor fueling the race to acquire and implement enterprise reliability is the pressure for companies to be increasingly cost-effective and competitive in global markets. In a recent study, Asset Productivity: The Next Wave, the Boston Consulting Group (BCG)stated that, “In order to compete for funds, companies must offer investor returns that are competitive with other opportunities. Alternative investments such as dot-com and others with non-traditional business models have raised the bar.” (APDF version of the study can be downloaded at www.bcg.com). BCG views asset productivity as the most powerful mechanism for increasing shareholder return. The author believes that the most effective way to increase Fixed Asset Productivity is to maximize asset utilization by increasing the Reliability of the Assets and the associated processes. Developing and implementing an ERS requires significant effort and knowledge. Most companies have difficulty finding a sufficient supply of these valuable commodities to implement an ERS Program internally. Many companies also struggle with figuring out how to get started and what direction to proceed.

How did you get into mining; were you from a mining town or mining family? Not at all. I grew up in northwest Kansas. I liked to hunt and fish, so I thought it would be fun to work for a company that made knives or guns. It seemed like metallurgical engineers would be something those companies could use, so I started in physical metallurgy. I got a summer job at the great Climax molybdenum mine near Leadville, CO shoveling muck onto conveyors. I was hooked. I loved everything about mining, so in the fall, I changed majors from physical metallurgy to mineral processing. For many years you actually discouraged young people from studying the mining disciplines. Could that be right? That’s true.

Masbate Gold Mines, dormant since WWI I, are now back in operation. The ore treatment plant incorporates carbon-in-pulp processing, utilized because of the ready availability of coconut shell charcoal in the Philippines and the high clay content of the ore. A detailed description of the plant, including the surprisingly fast and efficient alcohol stripping facility is presented. Operating data for the plant is provided together with an interesting performance evaluation of mechanical versus air- lift agitated leach tanks.

Throughout the mining industry today, new bearing materials - ZA* high-performance zinc-aluminum alloys - are reducing costs of maintaining and rebuilding a wide range of equipment. As replacements for bronze bearings, installed in original equipment at the plant or during maintenance and repair operations in the field, the zinc alloys frequently provide better or equal performance at lower cost. The ZA Alloys The ZA alloys are a family of three high-performance zinc-aluminum alloys that compete in cost and performance with cast iron aluminum and bronze. The growing number and uses testifies to the versatility of these alloys and is encouraging their consideration in a wider range of applications. The ZA alloys are referred to as ZA-8, ZA-12, and ZA-27, the numbers corresponding approximately to the percentage of aluminum each alloy contains. ZA-8 is a permanent-mold casting alloy and is usually selected for decorative purposes; ZA-12 provides both performance and cosmetic benefits; ZA-27 offers the greatest functional strength. The term high performance ZA alloys distinguishes them and their improved engineering properties from traditional zinc die casting alloys. Maintenance Savings At its mine in Timmins, Ontario, Kidd Creek Mines Ltd. operates over 40 Joy VCR- 150 crawler-mounted air-powered rock drills. Most of the drill components undergo severe stress as the drill batters through the under-ground rock. As the components wear, the drill bits wobble; when the wobble becomes excessive, the drills are rebuilt. In the gear train, which rotates the drill steel, there are three planetary gears with - historically - bronze bushings. Since the planetary gear bushings are wear items, they are routinely replaced during overhaul. The bronze planetary gear bushings (three bushings per assembly) were replaced up to five times annually. With 43 drills in use, bushing consumption approached 600 per year. At the manufacturer's replacement part cost, the 600 bushings and gears would cost more than $20,000 a year. Even though a major saving was achieved by having the bronze bushings manufactured locally, the 600-unit annual usage provided ample incentive to investigate other ways of lengthening drill life and reducing the part costs. One approach was to consider using a bushing material that offered good bearing properties, but was lower in cost. About three years ago, ZA-12 zinc-aluminum casting alloy, costing less than half as much as bronze, was evaluated and selected for testing. One hundred ZA bushings were manufactured and placed in service as the drills came in for rebuilding. At the next rebuild the "drill doctor" (drill maintenance mechanic) noticed that, although the bronze bushings were completely destroyed, on occasion the zinc alloy bushings were not. In addition, he noted that some of the ZA bushings showed less wear than the bronze bushings. Because the bushings were changed routinely during each overhaul, the actual operating life of each bushing was not determinable. Therefore, it was not possible to statistically compare the life of the ZA bushing against the bronze. However, the desired life of the part was from overhaul to overhaul. So the ZA alloy obviously met the objective, giving equal or better life than bronze at a significantly lower price. Based on the favorable results of the testing under actual operating conditions, Kidd Creek maintenance personnel decided to switch permanently to the ZA bushings for rebuilding the VCR-150 rock drills. Original Equipment Application As one of the leading companies marketing the ZA alloys, as well as a zinc -copper-silver mining company, Kidd Creek is interested in developing applications for the alloys by original equipment manufacturers such as joy Manufacturing. Kidd Creek marketing representatives provided joy with information on the Timmins mine tests, along with ZA-12 bushings for evaluation and testing. Based on this information, joy installed ZA bushings in 12 new VCR-150 units and delivered them to customers for use in such areas as granite quarries and copper, lead, zinc, and limestone mines. During the following year, joy engineers closely monitored repair reports to verify the performance of the ZA part. The engineers' findings convinced them of the advantages of ZA-12. As a result, joy now uses ZA-12 bushings in the manufacture of its VCR-150 air tools. Advantages for Casters and Users In the foundry, the new alloys have proved their castability and profit potential in sand and metal permanent-mold processes, as well as the new graphite permanent-mold gravity casting process. The energysaving, pollution-free and ease-of-machining benefits they offer are important to all of these processes. Mining and processing of bastnaesite ore, (Ln)CO3F, for lanthanides extraction is investigated in this paper. This series of elements proved to be applicable for a wide range of high-tech uses. In spite of the strategic importance of lanthanides, no LCA and energy analyses of their extraction have ever been published. We perform in this paper a Life Cycle Assessment of the Lanthanide production cycle, based on available database and literature data from Mountain Pass mine (USA) and other worldwide mining and processing sites, most of which in China. We investigated three main steps: mining, milling (including transport, grinding and drying), and flotation (for lanthanide chloride extraction). We do not investigate here the separation of pure oxides from lanthanide chloride, a compound which is also marketed as such. The conventional LCA was integrated by means of energy and emergy evaluations, aimed at investigating respectively the global energy cost and the environmental sustainability of the process. Indicators of material intensity, thermodynamic efficiency, and environmental impact (including LCA and ecological footprint impact categories) are calculated and discussed.

Peng The highlights of this paper are : • The shield supports with lemniscate links will exert a tangential force on the roof strata, causing unnecessary and harmful roof movements, thus damaging the roof structure. The principal source of the tangential force is the horizontal movement of the point O, the pivotal joint between the canopy and the caving shield. When the support height is changed during setting, the point O will move along a curve upward and rearward toward the gob. As a result, it produces a vertical movement, causing the roof to move up a distance of ?d, and a horizontal movement toward the gob, creating vertical fractures in the roof. • The major purpose for employing the lemniscate-link system is to protect the hydraulic legs against the action of the bending moments induced by the tangential force that causes deformation or destruction of the legs. • Based on these two points, the author suggested that, in order to eliminate the harmful effects of the lemniscate-link system and strengthen its advantageous features, a shield support with a new design of that mechanism has been developed. With the new design, the conventional rigid lemniscate links are replaced by hydraulic rams. When the pressure inside the rams reaches a certain level, the ram will yield.

The Fort Canning Tunnel, Singapore, is an approximately 50 feet (15m) wide vehicular tunnel under shallow ground cover that has been constructed according to the principles of the NATM. Its shallow location in soft ground combined with a high groundwater elevation in close vicinity of historically important features called for special design considerations combined with a rigorous monitoring scheme. Surface, sub-surface and in-tunnel instrumentation was installed to monitor the performance of the ground and tunnel support during construction. Comparison of actual reading data with the results from the computer modeling carried out during the design phase is provided in this paper.

This paper will present detailed design drawings of a flexible single floor residential superstructure proposed for both longwall and room and pillar mining conditions. All efforts were made to provide an immediately available economical alter- native for future home builders on subsidence prone land. Based on this fact, a basement was not included in the design because additional costs and measures would be required to minimize cracking and leakage. A cost comparison with a traditional superstructure demonstrated that this would be a cost effective alternative. The criteria used to determine the design of the residential structure was as follows: 1. The appearance should not be different then a typical three bedroom residence; 2. Only commercially available devices and present architectural and engineering technology should be used to achieve the required "flexibility" of the super- structure; 3. The structure as completed would be capable of resisting a predetermined amount of vertical and horizontal movement; and 4. If the structure was to experience stresses beyond its capabilities, it could be easily removed from the foundation and releveled.

G. Campbell The paper by M. Lonoff looks at the importance of byproduct prices on copper production. The paper develops several interesting points on this topic, but there are some points in the theoretical discussion that could use further development. A couple of these theoretical topics will be considered here using the paper's framework of assumptions without concern about how realistic the assumptions are for the copper industry. Lonoff's theoretical model is based on a static, homogenous world where all copper/byproduct deposits are identical, and these deposits are the main source of these metals. Due to the importance of the byproducts to the production decision, the term coproducts will be substituted for the term byproducts to reflect more accurately this condition. The conclusion is drawn that a rise in coproduct prices necessitates a decrease in copper prices because copper production is increased as a consequence of increased coproduct production. The observation that real world behavior does not always follow this pattern is dismissed as "speculation." However, it can be easily shown that within this simple framework market forces might create the observed behavior. The key question to be answered is what causes coproduct prices to rise. Three possible cases will be used as illustrations. The first case is the one implicity assumed by Lonoff. Here, the demand for coproducts increases at all prices (an outward parallel shift of the demand curve) with the demand for copper remaining constant. As reported in the paper, the results are higher coproduct prices, an increase in coproduct production, and lower copper prices due to the resulting increase in copper production. The second case is when the supply of coproducts are constrained-leading to higher market prices. Copper production, as required by the simple model, is also reduced which Reply by M. Lonoff Campbell's comments give me an opportunity to clarify a few points in "Copper and Its Byproducts." That paper examined the affect of byproducts on the copper market and considered the relative riskiness of multi-metal deposits from an investment standpoint. That brief note made no attempt to be exhaustive. Nevertheless, Campbell's comments miss the point of the paper and necessitate a response. My "theoretical model" was static and I freely conceded after introducing the assumption of identical deposits that "none of the assumptions hold." These simplifying assumptions allowed me to bound the possible effects of higher byproduct prices on the copper price by assuming identical deposits and computing average price effects. I took great pains to subsequently explain that since deposits are not identical the identity of the marginal deposit might change due to byproduct price changes. In this case, average price affects will overstate the affect of byproducts on copper prices. According to Campbell, I dismiss as speculation any "real world behavior that does not always follow this pattern" (of metals prices moving in opposite directions). In the byproducts paper I noted that gold, copper, and silver price movements often parallel each other on an intra-day or day-to-day basis. Such movements are largely due to market anticipation of or reaction to changes in interest rates that affect carrying costs of metals stocks. Other movements may be due to anticipated changes in available supply or physical requirements. I loosely grouped these effects as speculative. To distinguish this statement from the main thrust of the paper, I contined "In the long run if gold and silver prices remain high the equilibrium copper price will be lower." The paper set out long run equilibrium conditions rather than attempting to explain price movements on a daily basis or on a year-to-year basis.

Our subject, "Safety, Legal, and Contracting," is a range of topics which covers a broad spectrum, but is obviously Intended to focus our attention upon certain particular aspects of tunnel problems. These are all fascinating and complex subjects, and others are much more qualified to discuss to discuss the fine points involved. Put after some 45 years' involvement as an inspector, engineer, contracting officer, and especially for the last 22 years as a contractor's estimator and manager, I have developed some strong and definite convictions to share with you. I hope it will serve to get you started thinking. My first tunnel experience was in a soft ground tunnel which was dug by hand, literally. The crown or arch back was taken out, a pebble at a time, by bare hand. The face was constantly breast-boarded, and the mucking was all done by hand shovel. My first rock tunnel was drilled by hand held drifters from the muck pile. Since then, most tunneling techniques have improved greatly. The jumbos, booms, muckers, and moles have taken over many of the back-breaking chores, and reduced the manpower requirements.
