Any study of the contentious subject of nationalization can ultimately be reduced to a sombre analysis of the simultaneous, and very different, interests of capital, labour, and government. Each of these interests attempts to maximize its objectives, subject to checks and balances provided, in an ideal system, by a country's executive government, legislature, and judiciary. Where even one of the three interests goes out of control, the consequences can be disastrous. The case histories show that when this occurs, the most common culprit is government, or its proxy, such as a dictator. At the other extreme, the case studies indicate that the optimum outcome occurs when capital, labour, and government are 'ring fenced' from each other: each enjoys its rights, but is also subject to duties. 'Conflicts of interest' between the three entities are ideally avoided to the maximum possible extent. The case studies include several salient instances from both the DRC (Gécamines, La Générale des Carrières et des Mines) and Zambia, along with Ghana and Chile. Further instances are examined in South Africa (gold), India (Coal of India), Brazil (Petrobras), Venezuela (Petróleos de Venezuela), Sweden (Luossavaara-Kiirunavaara Aktiebolag), Mauritania (Société Nationale Industrielle et Minière), Norway (Norsk Hydro), Botswana (Debswana), and Namibia (Namdeb). The article concludes broadly that South Africa's minerals sector is not ready for nationalization.

Discussion: H. J. Wright (Member): The authors are to be congratulated on presenting such a comprehensive and lucid account of bringing a large diamond mine into efficient production from the grass roots. When one considers the vast amount of planning and hard work that had to be put into the project the authors have done a praiseworthy job in condensing the story, so as to present all the important technical aspects, the logic behind the major decisions and the future thinking on the operations, in a concise and readable form. This was the first experience of De Beers personnel in starting a large diamond mine as an opencast project and nor do they employ a large planning staff, most of the planning being carried out by the executive staff themselves. It is operating most efficiently on a large tonnage and it is neatly and very well laid out. In fact, with its model townships, both for European and Coloured employees, tarred roads, recreation club and its grass golf course, it is like an oasis in the arid climate of the North-Western Cape. The key operation of opencast mining is, of course, the planning of the geometry of the pit. This has been adequately dealt with by the authors. It is of interest to consider some of the consequences arising from complete lack of open pit planning, based on actual operating mines. I refer of course to the present, four producing mines in Kimberley. The Kimberlite pipes were all discovered in a short span of time from the year 1870, onwards. They soon became a hive of activity with diggers industriously working their claims at varying rates. The country rock comprises from the surface downwards, some 90 ft of decomposed dolerite followed by approximately 260 ft of soft Karroo shales, which in turn is underlain by a hard competent Ventersdorp lava, known locally as melaphyre. The average water table was just below the dolerite at a depth of approximately 90 to 100 ft. Only the blue ground was mined leaving the waste rock sides almost vertical, and as the depth increased beyond 100 ft, large falls of sidewall started to take place. "In my Presidential address last year `The Institute in Retrospect and Prospect', I briefly reviewed the past activities of our Institute, I commented on the dynamic growth of the mineral activity of this country and of the great contribution towards this growth made by members of this Institute. I maintained that there was still further growth to come, pointing out that our future would be very much dependent on the availability and skills of our mining and metallurgical men. This Institute had, therefore, a most important task ahead to ensure that this country would have the necessary skilled engineers to develop our mineral industry so that we would be able to compete successfully in the wide world. In my address I highlighted many of the major achievements of our members and of our Institute. In today's review, I have no wish to repeat myself and I would, therefore, ask members and visitors to regard this review as complementary to my presidential address. I must also refer you to the very full resume of our affairs written for a special brochure in March, 1944, by E. H. Johnson, a founder member, on the occasion of our 50th Anniversary. There is no need to repeat what was given there, rather I will attempt to bring that history up to date. Our Institute was founded under the name of Chemical and Metallurgical Society of South Africa on 24th March, 1894, by a group of chemists and metallurgists The name was changed to Chemical, Metallurgical and Mining Society of South Africa early in 1903, and in July, 1956 became The South African Institute of Mining and Metallurgy. We were not the first technical organisation in South Africa, the S.A. Association of Engineers and Architects having been formed in 1892. In that year also the British Institution of Mining and Metallurgy started in London. To evaluate the quantitative tunnel behavior influenced by characteristics of discontinuity, this pa-per executes the parametric study using 2 and 3-dimensional DEM analysis. First of all, this study finds that displacement and the stress of shortcrete are proportioned to frequency of joint and rockbolt axial force is adversely proportioned too. Secondly, it is found that the most sensitive in-put parameter used in Barton-Bandis(BB) model is residual friction angle. Finally, when joint sets are encountered at tunnel excavation face, to identify the most critical joint orientation is very crucial for a stability of tunnel. La thèse a pour but d’étudier les influences sur la stabilité du tunnel, au niveau du réseau de la discontinuité et de la valeur de sa nature aquis par le projet récemment exécuté en vue de mener à l’analyse quantitative de cette stabilité, en appliquant chaque différent paramètre comme la fréquence de diaclase, la constante de résistance des modèles de Barton-Bandis(BB) ainsi que la relation entre le sens d’excavation du tunnel et le réseau de diaclase en 3 dimensions. En fait, cette étude nous a montré que la fréquence de diaclase s’accroît proportionnellement au déplacement et à la contrainte du béton projeté. L’angle de friction résiduel s’est montré le plus sensible à la stabilité du tunnel parmi les modèles de BB. Aussi à travers l’analyse à 3 dimensions, il s’est vérifié que si l’angle de pente du groupe de diaclase est horizontal entre l’axe du tunnel et la direction, il donne une influence importante sur le comportement du tunnel. En particulier, l’influence était la plus importante sur un fond rocheux dont la diaclase horizontale est grande. Um das quantitative Verhalten des Tunnels zu bewerten, eroertert dieses Papier eine parametrische Studie mit Hilfe der DEM Analyse. Auch wird hier eine zweidimensionale Analyse von Ver-bindungen verschiedener Frequenzen in der Gesteinsmasse, eine sensitive Analyse von allen der im Barton-Bandis-Modell (BB) genutzten Parameter und eine Dreidimensional-Analyse mit ver-schiedenen dreidimensionalen geometrischen Veteilungen von Verbindungen ausgefuehrt. Erstens: Die Studie findet heraus, dass Vedraengung und Druck im Shortcrete proportional zur Frequenz von Verbindungen und Axialkraft der Steinbolzen antiproportinal ist. Zweitens: Es wird herausge-funden, dass die am meisten Sensitiven der im BB-Modell angewendeten Eingaben die am Ende uebriggebliebenen Reibungswinkel sind. Und schliesslich wird herausgefunden, dass wenn Ver-bindungsteile an der Tunnelaushoelungsoberflaeche ausgemacht werden, fuer die Tunnelstabiltaet die Identifikation der meist kritischen Verbindungsorientierung sehr bedeutungsvoll.

The use of SO2/air gas mixtures as an oxidant to precipitate Mn from Co(II) leach liquors was investigated. The effects of SO2/air ratio, pH and temperature on Mn precipitation were evaluated. It was found that the use of SO2/air gas mixtures resulted in significantly higher Mn precipitation kinetics compared to using air or pure O2 alone. The SO2/air ratio was varied from 0% to 6% SO2(v/v) in air and similar Mn removals were achieved at 0.75% to 3% SO2 at pH 3. The solution pH was varied from pH 2 to pH 4; Mn precipitation did not increase considerably from pH 2 to pH 3, but increased significantly at pH values higher than pH 3. Cobalt co-precipitation also increased as pH increased, with 1% Co co-precipitation at pH 3. An increase in temperature from 30°C to 60°C also increased Mn precipitation and 100% Mn precipitated at 50°C. Cobalt co-precipitation also increased significantly with an increase in temperature. An activation energy of 25 kJ/mol was calculated from the Arrhenius plot, which is an indication that the precipitation reactions were both chemically and diffusion controlled. XRD analysis showed that Mn precipitated in the form of Mn2O3 instead of MnO2 that was predicted from thermodynamic data. SEM and XRD analysis also revealed that the precipitate consisted mainly of gypsum or bassanite (99%), with the Mn containing phase (< 1%) distributed within the gypsum phase. The proper understanding of the functioning of ground support under dynamic loading and the current approaches to designing of dynamic support are plagued by a great deal of uncertainty and lack of knowledge. This applies equally to the understanding of the support capacity as well as the demand placed onto the support due to dynamic loading. This lack of understanding currently leads to a case of design indeterminacy. This paper does not aim to solve this problem of design indeterminacy but to explore some of the issues that need consideration to obtain a better understanding of the dynamic demand on ground support systems. 1. ANTECEDENTS This present communication refers to the results of the research project entitled "Training in the correct use of chemical oxygen self rescue apparatus and also an analysis of apparatus autonomy", carried out under the auspices of the Specific Collaboration Agreement signed between the Industry Council of the Principality of Asturias (Spain) and INSALUD (National Silicosis Institute, Spain). The antecedents of this project lie in work undertaken by the National Silicosis Institute aimed at optimising efficiency in the use of chemical oxygen self rescuers through improvements in worker training. To be precise, by means of Agreements drawn up between the above-mentioned parties, a simulator was designed and incorporated as the basis of a training station within the " Fundación Barredo" of the Industry Council of the Principality of Asturias. This has been operative since the year 2001 and, up to the present, 2300 Asturian coal mine workers have been trained there. What prompted this activity was the observation of various errors in the use of the self rescuers, deriving from their innate characteristics, especially with respect to the sensation of discomfort - the high temperature and humidity of the breathed oxygen, resistance and inconvenience - and limited autonomy. It was precisely this insight that, in critical situations, lack of familiarity with the conditions of discomfort likely to be experienced during the evacuation process might lead to rejection of the equipment, with fatal consequences, that has justified the setting up of this training and simulation centre. The centre is able to provide all mine workers with the necessary training, and experience of the characteristic sensations experienced when using such equipment (Fig.. 1).

Electrical tomography has developed rapidly over the last few years in its sophistication and practical use to enable three-dimensional information on the distribution of phases within flowing mixtures to be observed1. This paper reviews the current state of application from the industrial perspective, drawing on applications case studies based on scaling studies in the laboratory right through to installations on plant. In the laboratory, applications have looked at scale-up of mixing2 processes involving gas-liquid and solid-liquid suspensions3 with a particular interest in verifying computational fluid dynamics simulations or in checking scale-up design4,5. In the processing plant, the circumstances are usually bespoke and may range from simple detection of the degree of homogeneity of a flowing mixture through to the need to measurement a sophisticated batch process such as crystallization, sedimentation, filtering and drying. Examples drawn from the chemical and pharmaceutical industries will be presented and related to the benefits that can be gained through application of the method.

The quantitative evaluation of the performance of fill materials placed in gold mine stopes is achieved by (i) measurement of the in-situ load- displacement, or stress-strain, characteristics of the materials; (ii) an objective comparison between the observed fill performance and that predicted from suitable computer modelling techniques; and (iii) objectively comparing conditions in backfilled and conventional stopes. Considerable problems have been experienced with the development of sufficiently robust instrumentation which can be installed within filled pad- docks and give reliable information over a long period of time. However, at most mines where backfill performance is being monitored, it has been possible to correlate stress measurements within the filled paddocks with strain measurements adjacent to the paddocks. The resultant stress-strain curves agree relatively well with those determined in the laboratory. Measurements in the hangingwall strata of filled and unfilled stopes indicate that the placement of fill does reduce the amount of inelastic convergence due to bed separation. Moreover, in some stopes, the rate of convergence with respect to face advance does reduce to that of the theoretical elastic convergence. Quantification of changes in the conditions at the stope face due to placement of fill has proved difficult. Observations indicate that, provided the fill is placed close to the face (- 5 m), and adequate temporary face support is used, conditions in filled panels are superior. In addition, in filled panels the damage caused by a rockburst in the stope and, particularly, in gullies is generally much less than would be expected in an unfilled stope. To quantify these improvements, parameters such as stope height, face advance and the frequency of falls of ground are being monitored.

The aim is to determine the conditions which indicate the triggering and evolution of the deformation phenomena. The extraction of Cu(II) from HCl media using Cyanex 923 in kerosene was investigated. The effect of shaking time, aqueous phase acid concentration, extractant concentration, chloride ion concentration, various metal ions (Mn2+, Mg2+, Fe2+, and Ni2+), and temperature on the extraction were studied. Using 0.1 M Cyanex 923 the extraction of Cu(II) was 6.7 per cent from 3 M HCl, which increased up to 78.5 per cent with 6.5 M HCl and then decreased due to acid extraction by the extractant. The maximum extraction (97.5 per cent) was obtained with 1 M Cyanex 923 from 5 M HCl solution. A mathematical model has been developed to describe solvent extraction equllibria over wide ranges of concentration of extractant, acid, and chloride ions. The composition of the extracted species has been predicted on the basis of slope analysis results and extraction equilibrium modelling. The negative values of enthalpy change and entropy change confirm the exothermic formation of the extracted complex.

Methods based on regionalized variables theory, commonly known as geostatistics, have been widely used since more than three decades to predict/estimate spatial distributed data, namely mineral resources, with quite good results. However, some restrictive theoretical assumptions, such as the need of some kind of stationarity of data and the linearity of the predictor/estimator, are often wrong options in many applications. An alternative approach based on a finite mixture modelling, or cluster weighted modelling (CWM) technique, is presented and compared, in its theoretical and practical aspects, with the geostatistical methodology. CWM is a general non-linear framework based on the estimation of joint density functions allowing the calculation of the conditional probability function of the target values given their locations. Validation tests are performed in a 2D case study, where testing data proceeds from a soil contaminated by a heavy metal. The results of ordinary kriging and CWM estimations show a very good agreement with actual data. This paper describes the state of the art in backfilling techniques used on East Driefontein Gold Mine. Areas covered are the preparation plant, the distribution plant, the pipeline network and finally placement techniques. The in-situ performance of placed backfill has been assessed by the Chamber of Mines Research Organization, and results to date will be shared. Details of the backfill expansion programme that will enable this facility to be made available to all working places are included. Benefits obtained by the introduction of backfilling are described, together with certain management aspects to be considered in the control of quality and quantity of support supplied via a pipeline.

A Colloquium on &apos;Control and Simulation in the Minerals Industry&apos; was held at the Holiday Inn, Milner Park, on 20th September, 1984, in conjunction with the Electra Mining Exhibition. A total of 170 persons attended the very full morning programme, which began with an opening address by the President, The South African Institute of Mining and Metallurgy, Mr l.D. Austin. He outlined the reasons why computers were being used to an ever-increasing extent for control and simulation in the minerals industry. The computer was even used to check, among other things, the validity of the signals it was receiving by mass-balance calculations.

Gold mineralisation at Bendigo is exclusively associated with quartz reefs, commonly found within or near anticlinal fold hinges. The gold is typically coarse grained (0.5 mm to 5 mm), free milling and displays a complex, nuggetty distribution within the veins. This ore is highly amenable to gravity recovery processes. As the Bendigo operation is not permitted to treat whole ore by a cyanide leach/CIL circuit, the flow sheet is more complex than conventional gold recovery circuits. Primary gold recovery is from a gravity circuit closing the grinding circuit to a bulk gravity concentrate and from a flotation circuit treating cyclone overflow to a bulk float concentrate. The plant capacity is relatively low by current gold industry standards at 600 000 tpa. Re-establishing gold production at Bendigo has presented several challenging, and sometimes competing, issues in process design and operation. The mine, process plant, associated services and infrastructure are at Kangaroo Flat, a low density, semi-rural zone in the southern urbanisation of the Bendigo metropolitan area. One of the main processing challenges during the design was the competing comminution requirement to avoid over-grinding, which would flatten or smear the characteristic nugget gold and hinder effective gravity gold recovery, whilst also providing sufficiently well liberated particles that would respond well to flotation. Important, non-metallurgical challenges were to minimise impacts on the local community from noise, dust, air emissions, visual impact, water egress and off-site traffic.

This paper reviews the development and suitability of various important thermophysical and electrical properties with respect to base metal mattes. Areas of focus include the critical validation of measurements of viscosity, density, surface and interfacial tension, electrical conductivity, and an overview of the various experimental methods used to determine these properties. Accurate physical property data of mattes are critical in process modelling and computational fluid dynamic modelling of smelting and converting operations employed in the extraction of copper, nickel, cobalt and platinum group metals.

Computational modelling methods and isothermal titration calorimetry (ITC) were employed to investigate the interaction of a pyrite surface with thiol collectors. Modelling work was conducted in the presence and absence of water. Microcalorimetry was employed to investigate the resultant energy of interaction pyrite as a result of mineral-collector interactions. Sodium ethyl xanthate (SEX), diethyldithiocarbamate (DTC) and diethyl dithiophosphate (DTP) were investigated in this study. The results showed that the calculated surface energies and morphologies for FeS2 showed that (100) and (111) are the most stable surfaces. The morphology also indicated the appearance of the (100) and (111) surface facets and no presence of others. The calculated adsorption energies between thiol collectors and the pyrite surface were always more exothermic than the experimentally determined ones. When comparing different ligand types with the same alkyl chain length, the heat of adsorption of diethyl-DTC was greater than that of ethyl xanthate and diethyl-DTP for pyrite. Experimentally, the diethyl DTP barely adsorbed onto the pyrite surface and this may be due to a different mechanism of action. In computational calculations, water adsorption was found to reduce the reactivity of the Fe atom for the interaction with thiol collectors, and bring the adsorption energies closer to the magnitude of the experimental values. Heavy mineral deposits are a source of the economic important element titanium, which is contained in minerals such as ilmenite, pseudorutile and rutile. In the Ranobe heavy minerals deposit these minerals occur not only as primary unaltered minerals but also display various degrees of alteration resulting in an increased titanium content of the deposit. The presence of the various FeTi-oxide minerals? textural relations is a reflection of geological processes and may ultimately be used to unravel the geological history of the deposit. These minerals have different chemical and physical properties that influence metallurgical tests and the quality of products produced from various mineral beneficiation streams. It is therefore of metallurgical importance that the minerals are well characterized, defined and monitored during preliminary beneficiation tests.

Embankment dams are often constructed on soft rock foundations in Japan, so it is important to precisely predict deformation of the foundations due to fill placement at the design stage. In order to accurately evaluate the settlement and the strain of the rock foundation surface during construction, the influence of the scattering of the deformability of foundations on the deformation behaviour should be investigated. In this paper, a method of evaluating the settlement and the strain of the rock foundation surface during construction was studied with stochastic deformation analysis considering the scattering of the deformability of the dam foundation. Based on the analytical results, a dam foundation design using the deterministic method considering the scattering of its deformability was discussed. Da in Japan Uferdämme of auf weichen Felsfundamenten gebaut werden, ist es wichtig, die Verformung der Fundamente auf Grund der Platzierung der Aufschüttungen bereits in der Planungsphase genau vorherzusagen. Im Zusammenhang mit einer genauen Beurteilung der Senkung sowie der Belastung der Felsfundamentoberfläche während der Bauarbeiten sollte auch der Einfluss der Streuung der Verformbarkeit der Fundamente auf das Verformverhalten untersucht werden. In der vorliegenden Studie wurde die Bewertungsmethode zur der Senkung sowie der Belastung der Felsfundamentoberfläche während der Bauarbeiten mit Hilfe von Wahrscheinlichkeitsanalysen der Verformung unter besonderer Berücksichtigung der Streuung der Verformbarkeit der Dammfundamente untersucht. An Hand dieser analystischen Ergebnisse wurde das Design der Dammfundamente dann enthusiastisch mittels deterministischer Methoden hinsichtlich der Streuung der Verformbarkeit diskutiert. Comme les barrages en remblai sont souvent construits sur des fondations rocheuses tendres au Japon, il est essentiel de prévoir précisément les déformations des fondations causées par la mise en place du remblayage durant la phase de conception. Afin d’évaluer avec exactitude le tassement et la déformation de la surface du rocher de fondation durant la construction, l’effet de la dispersion de la déformabilité des fondations sur le comportement de déformation doit être étudié. Dans cette étude, l’auteur a étudié la méthode d’évaluation du tassement et de la déformation de la surface du rocher de fondation durant la construction en procédant à une analyse aléatoire/stochastique de la déformation et en prenant en considération la dispersion de la déformation des fondations du barrage. En se basant sur les résultats de l’analyse, la conception des fondations de barrage avec la méthode déterministe considérant la dispersion de sa déformabilité a été activement discutée.
